Commons ChamberThe Government certainly intend to bring forward the Hillsborough Bill, which I hope will enjoy cross-party support, particularly in relation to a duty of candour. What we have discovered with the Triples review—I await the final report—is more a failure to organise and record properly, rather than a deliberate attempt to disrupt and not share information. It is that essential plumbing that failed, but also the grip and leadership of the programme, and we need to learn from this to ensure that it never happens again and that all those people who had an eligible case get the support and sanctuary that they need.
I understand that, as a result of the ARAP programme, there will now be a new temporary centre to receive families at Beckingham camp and training ranges in my constituency. This fairly isolated site, consisting of Nissen huts, is normally used by cadets and personnel practising on the ranges. How long will the individual families be expected to stay in these Nissen huts? What money will be given to local authorities to ensure that people can be properly cared for while they are there? And how long does the Minister anticipate this temporary centre being open before it is returned to military use?
I sent a letter to the hon. Lady on this issue, which I am happy to pick up directly outside the Chamber. However, I reassure her that our intention is to use transitional facilities, such as the camp she mentioned, only on a temporary basis. I am happy to go into further detail with her about how long we intend to use the sites, but we will also be working with local authorities to ensure that the correct level of funding is provided to support former Afghan personnel and their families while they are temporarily housed there. It is important to note that, from the feedback we have received from other locations, many communities have welcomed these families and want to support them, in order to thank them for their work in support of our troops. I am very happy to meet her to discuss this further.

Commons ChamberMy hon. Friend has raised an issue that is important not only to our part of the world but to the whole United Kingdom: the ability to deliver a sovereign capability. I recently went to Japan, where I signed another agreement with my Japanese and Italian counterparts. The global combat air programme, or GCAP—Tempest to us—is incredibly important for jobs in the north-west. It is already moving into the design phase, and we will then start to deal with the question of the political balance—of how much work is shared among the partners. However, there is a strong Government commitment to take this forward. We expect to see test flights before 2030, and we hope that the project will progress strongly for all our sakes.
I understand that my hon. Friend recently met the Minister for Defence People, Veterans and Service Families, my right hon. Friend the Member for South West Wiltshire (Dr Murrison), to discuss this matter. Defence service personnel have more access to dentistry than would be expected by the general population. When people are awaiting dental care ahead of deployment, their care is prioritised. As for the wider issue relating to dental provision for service families, my hon. Friend has made an important point, and I will ensure that it is conveyed to Ministers in the Department of Health and Social Care. It does, of course, involve armed forces covenant issues.

Commons ChamberLast week was a good week for defence jobs: I announced investments in laser and radio-frequency weapons, which will sustain 249 jobs and create 49 more, including 30 in Northern Ireland, and investment to enhance the capabilities of C-17 and Chinook, which will support 200 UK jobs and create 50 at RAF Brize Norton; and on Friday, my right hon. Friend the Secretary of State announced a £170 million investment in next-generation submarines, which will support 250 jobs at Barrow and 100 jobs at Rolls-Royce Derby. The UK sector more broadly already directly and indirectly supports more than 200,000 jobs throughout the UK.
Lincolnshire is rightly proud of its RAF links. The future combat air project will support jobs and bring crucial capability. Will my hon. Friend confirm that it is on track, with both our international partners and our industries?
It is absolutely on track. Further progress was made last week with our international partners Italy and Sweden, both of which I have been in discussions with over the summer, and it is on my agenda for my meeting tomorrow with the Defence Secretary in Japan. Our £2 billion investment in the future combat air system is benefiting from the co-investment of hundreds of millions of pounds from our industrial partners.

Commons ChamberIt is a privilege to speak in this debate on an issue that is of great importance to me and my constituents. Indeed, it was a manifesto commitment, and I congratulate my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer) on his considerable energy in delivering the Bill. Lincolnshire is the proud home of much of our air force and its heritage. Sleaford and North Hykeham is lucky to have a number of RAF bases, including RAF Cranwell, at which the next generation of officers are trained. Through the armed forces parliamentary scheme, I have seen at first hand how our armed forces personnel train night and day, so that they are fully prepared to protect us in the most difficult circumstances imaginable.
Although our armed forces put their lives on the line to protect us in conflict overseas, there has been a collective failure to protect them from vexatious claims when they come home. The strong emotions on that topic cannot be understated, and like many colleagues, I have received much correspondence about this issue, which is often raised in conversations with veterans, service personnel and families. I believe that the Bill cannot come soon enough, although tragically, for many veterans it will have come too late. In 2014, the al-Sweady inquiry found that the vast majority of claims made against the British military were the product of “deliberate and calculated lies.” Those lies came at a huge personal cost to soldiers who were victims of them.
Our brave men and women in the armed forces do not want to be, and should not be, above the law, and the Bill will not make them above the law. They want to be protected from vexatious claims, however, and we should ensure that they are. At the core of this issue has been the expansion of human rights law under the ECHR to apply outside the UK, and its conflict with international humanitarian law. The Bill will protect our personnel from vexatious claims, and I proud to see the Government fulfilling their manifesto commitment to protect the armed forces.
As other hon. Members have said, the Bill does not cover Northern Ireland veterans, but earlier in the debate I heard the Minister’s assurances in that regard, and I hope that further legislation will come forward soon. I welcome the introduction of the Bill, and will support it this evening. I look forward to the day our veterans no longer need to worry that their brave and honourable service for this country will be tarnished by repeated intimidation by investigation.

As always, the hon. Gentleman makes a very valuable point. I entirely agree with him.
Let me mention Hawker Hunter Aviation. Its land and buildings are privately owned, but it fulfils contracts for the Ministry of Defence and its suppliers. Its business depends on the continuing existence of the airstrip at Scampton, which is far from guaranteed. If the base is redeveloped, we will also need to know what ground has been contaminated by defence use and what the cost of clean-up will be—a very important point. There are many stories to the effect that when the MOD re-routed the A15 to curve around the extended runway, it gave a guarantee that if the base was shut it would restore the original route of that ancient Roman road. Will the Minister comment on that point?
Talking of the Minister, I thank him personally for the gracious way in which he has tried to keep me informed at all times, including coming to my office two months before the decision was announced in public, with several of his officials, to explain what he was doing. I objected then to the closure, as he knows, and I keep objecting, but at least he has been very gracious in trying to keep us all informed. As we all know, he is a quite excellent Minister.
Of course, it is all very well for Ministers and civil servants to find savings—I encourage it—but I fear that they have made a decision to close RAF Scampton without being in full knowledge of the facts, and the changing facts.
As the hon. Member for Strangford (Jim Shannon) said, I was also lucky enough to visit RAF Scampton with the Armed Forces Parliamentary Scheme last year and to meet the Red Arrows and to hear of the wonderful work that they do. They also told us of the very specific piece of airspace that they have secured above Scampton, which is very difficult to replicate elsewhere in the UK. It is both high and wide, giving them plenty of room to practise their clever manoeuvres. Does my right hon. Friend agree that that is a very important consideration?
That is an absolutely essential point. The decision, although signed off by Ministers, is really taken by air marshals, avionics experts and all the rest of it. Scampton is unique in having this very high, wide, clean airspace. This is not just about RAF Scampton. It is about what is good for the Red Arrows and what is good for Lincolnshire. We want to keep them in Lincolnshire, not have them moved to Yorkshire, for very good reasons. This is not about sentiment. There are very good reasons to do with the clear blue skies in Lincolnshire.
It may be less expensive to keep Scampton open for defence purposes than to bear a huge clean-up cost to make it marketable to private sector development. There are four hangars at Scampton in various states of disrepair; the Minister may want to comment on that. At least one is in a relatively bad state of repair. Of course, the one that has the Red Arrows is in a superb state of repair—you could eat your breakfast off it. The others, particularly the one behind Guy Gibson’s office, is not so good. The MOD cannot do what it has done in the past—just clear out and leave these huge hangars there, with a massive clear-up bill. It must make sure before it leaves the site that the hangars are fully repaired. It cannot walk out once again and neglect its responsibilities.
I know that West Lindsey District Council and Lincolnshire County Council are already making preparations with the Ministry of Defence to ensure that any transition is done sensitively and takes on board the needs of the community. Unfortunately, we have seen the Ministry dispose of such sites very badly in the past—particularly at Hemswell and Binbrook in my constituency—and lessons need to be learnt.
Ex-MOD communities in West Lindsey have witnessed a variety of problems. They are often geographically remote or separate from other communities. Housing stock is disposed of in various ways, lessening the chances of developing cohesive, resilient communities who can establish links with other communities. Large structures that are poorly suited for conversion to civilian use are left to fall to pieces, making them more expensive to refurbish or demolish. The closure of MOD assets such as shops and social clubs has a profound effect, leaving communities with few amenities and dependent on travel by car or insufficient bus services. Roads have been poorly maintained, sometimes to the extent that they are deemed unfit for use. Heavy fencing and barriers, which are useless once the MOD assets that they protected are gone, are often left unmoved. Access to utilities such as gas mains has been an issue—not to mention broadband connectivity.
I echo the concerns of West Lindsey District Council and agree that if closure goes ahead, which we oppose, a robust and adequately funded exit strategy will be needed if the MOD is going to do the job properly. Ministers will have to tell us whether the full financial impact has been costed. There is also the superb RAF Scampton Heritage Centre, which provides free admission to the general public. One needs to pre-book in order to visit it, which is understandable because it is on a functioning military base. Can the MOD guarantee that the Heritage Centre will be allowed to continue? West Lindsey District Council and Lincolnshire County Council do not have the funding to take it up.
Can the Minister guarantee that the history of this important site will not be simply destroyed or neglected? The history of Bomber Command is no less important than our maritime history, which is so well funded in, say, Portsmouth. This is not a matter of just handing over control and saying, “Here—it’s your problem now.” We are lucky to have a wonderful group called Aviation Heritage Lincolnshire, which is a partnership between the county council, the military, the commercial sector and volunteer heritage centres and museums, spread across 19 sites. The groups and entities that combine as members of Aviation Heritage Lincolnshire do an amazing job of preserving this important aspect of our county’s history—bomber county—and provide incredible value for money. Ministers should tell us how they can better facilitate the work of these groups, especially the Heritage Centre at Scampton. If the MOD is serious about ensuring a proper, sympathetic and ethical transition for RAF Scampton, this should include a funding formula for preserving the history of the base.
We have to think about the future. A young constituent wrote to me to say that growing up and seeing the Red Arrows at Scampton was
“one of the main reasons that I am now studying aerospace engineering at university.”
If the RAF leaves, she suggests that we consider turning Scampton into a large-scale aviation attraction. She writes:
“It is vital that young people are encouraged into Science, Technology, Engineering, and Mathematics (STEM) careers, and a STEM zone should be incorporated into the museum to help inspire the next generation of pilots and engineers.”
She suggests that the recent announcement that Retford Gamston Airport in nearby Nottinghamshire is to close means that there will be strong demand for an airfield devoted to general aviation. Scampton’s runway is nearly 9,000 feet long and gives a fantastic strategic advantage to air shows and heritage aviation, as we have seen in recent years. By comparison, the Imperial War Museum in Duxford has a runway of only 5,000 feet.
More broadly, we need to know how many jobs will be lost. How many roles will be transferred elsewhere, and what will be the impact on the local secondary economy? The Ministry of Defence does not exist in a bubble; in Lincolnshire, we fund it with taxpayers’ money. If its savings will mean losses to the wider community, the MOD needs to outline realistic plans to compensate for those losses and soften the impact of shutting down Scampton. If the base is to shut, the MOD needs to consult all key stakeholders who know Scampton well and have creative ideas that unleash the full potential of the site.
West Lindsey is under constant pressure from the Government to build more houses. Given the size of our schools, the location of our medical practices and the state of our local road network, that is easier said than done. There is great resistance to any more large-scale housing in the villages north of Lincoln, including places such as Cherry Willingham, Nettleham, Saxby and Welton. Should the base close, which we oppose, there will be an opportunity for relocating projected or desired housing numbers from existing villages to a large, new village in Scampton. In order for that to work, proper facilities will have to be created and the surrounding roads upgraded. The MOD must play its part and pledge—today or soon—to do that.
In addition to the historic, economic and social impact, there is a human consideration. Many people in the Royal Air Force community have made Scampton their home over the past century, and many ex-service personnel continue to live all across Lincolnshire. RAF Scampton is not just a facility; it has been a home and community where people have formed bonds and where memories persist. Lives have been lived at Scampton, and many lives have been lost in serving the nation. I would particularly like to remember Corporal Jonathan Bayliss, whose step-brother contacted me in advance of this debate. Corporal Bayliss was the engineer with the Red Arrows who died tragically last year in an accident. He is memorialised at Scampton just outside the offices of the Red Arrows, alongside the two pilots who died in 2011. The bar has been renamed JB’s Bar in Corporal Bayliss’s memory.
Last year, second world war veteran John “Snogger” Watkins volunteered to grab a rifle and stand guard at RAF Scampton in order to keep the base open. He is 94 years old and was seconded to the Dambusters squadron in 1943, just in time for its famous raid. There is so much to celebrate at RAF Scampton—the services that have been rendered and the sacrifices that have been there. There is a strong case for keeping this base open and in operation. The last review was done only a few years ago and concluded that it was well worth completely resurfacing the runway. It also concluded that Scampton was the best place to keep the Red Arrows. What has changed?
To the bureaucrats, shutting Scampton looks great on paper. Perhaps closure would be an acceptable argument if this was only about reducing costs and saving money, but there is so much more involved. In terms of serving the local community in Scampton and Lincolnshire and maintaining our flexibility in the defence of our realm, the best option is to keep the base open.
I am tempted to say so many things. My hon. Friend, for whom I have huge respect, knows that we were on different sides of the argument. To be clear, where we are is not where I would want to be. However, I am committed to democracy and I recognise the process that we have undergone, so I respect the fact that, if there is a deal, we will depart from the European Union on 29 March. I hope he will forgive me for saying that although 17 million people may be shouting for joy on that day and may demand that the Red Arrows participate, the nation as a whole—43 million voters—must come together, put aside their polarised views and the gridlock we have faced, and move forward.
My right hon. Friend the Member for Gainsborough touched on the challenges we face, including what Russia is doing. China is tasking us in another void. We must work with our European partners to meet the threats and challenges we face in a diverse, very complex, changing and threatening world. I hope my hon. Friend the Member for Ribble Valley (Mr Evans) will understand if I do not jump at the opportunity to stand with him on the point that he made.
I return to the subject of the debate. To conclude my point about the defence real estate optimisation programme, we must reduce the size of the footprint of the estate and drive down the running costs.
I will finish this point.
We must invest heavily in the core sites where our personnel will be based. That is the focal point. As we reduce the size of all three services of our armed forces, we are building up super-garrisons where we can invest in the long term to improve the accommodation and training facilities, but that means that we must take difficult decisions to close bases.
My understanding is that, as my right hon. Friend the Member for Gainsborough (Sir Edward Leigh) said, the Red Arrows have been in Lincolnshire since 1983. I was a hospital doctor before I came to Parliament, and I remember the joy that many local patients would get from watching the Red Arrows practise outside the window.
I wonder whether the Minister has given consideration to a couple of points. First, RAF Cranwell will soon have a special G-force training facility, which the RAF Red Arrows will use—they are, obviously, local. Secondly, has he had any discussions with the Department for Business, Energy and Industrial Strategy about contributing to the Red Arrows?

Thirdly, what discussions has the Minister had with the Civil Aviation Authority about the special piece of airspace that the Red Arrows have for practising in? My understanding is that that is terribly difficult to replicate elsewhere.
I will not answer those questions here because, with respect, this is the debate of my right hon. Friend the Member for Gainsborough. I will write to my hon. Friend the Member for Sleaford and North Hykeham (Dr Johnson) with the answers.
On the Red Arrows and Lincolnshire, I have had the good fortune to visit many of the bases. I was in RAF Marham on Thursday, which is to be the home of the new 617 Squadron in tribute to the Dambusters, which my right hon. Friend the Member for Gainsborough mentioned. Lincolnshire does incredibly well, given that ever fewer runways and airbases from the second world war survive. It is the home of the RAF. I have mentioned Marham, and Coningsby is also based there, with our quick reaction force. My hon. Friend the Member for Sleaford and North Hykeham mentioned Cranwell, where officer training takes place. She is right that there is a new state-of-the-art facility there for F-35 training, which involves a simulator that allows pilots to experience not just taking off and landing, but other moves; it gives them the exact experience of being in the aircraft. Then there is Digby, and not least Waddington, where our star capability is. As a county, Lincolnshire does incredibly well.

Commons ChamberIt is an honour to speak in this debate to commemorate 100 years of the RAF. Like many hon. and right hon. Members, I have some RAF history, in that my dad’s father served during the second world war in RAF Middleton St George and RAF Croft near Durham. In my constituency, I am lucky to have not one or two, but three RAF bases: RAF Barkston Heath, RAF Cranwell and RAF Digby. Lincolnshire has a very proud military history, and Waddington, Coningsby and Syerston are just over the borders of my constituency.
RAF Barkston Heath provides an elementary training facility. We have heard how the RAF started its life here in the House, but my hon. Friend the Member for South West Wiltshire (Dr Murrison) spoke about how it had been drawn from the Navy and the Army. In fact, Barkston Heath is where the Royal Navy and Army air squadrons learn their basic flying training. The Secretary of State talked about the future of the air force. I was pleased to see that the investment in the new aircraft—the Grob Tutor being replaced by the Prefect—is providing modern technologies to ensure that the pilots of tomorrow have the best possible learning experiences.
RAF Cranwell is—I contend to my hon. Friend the Member for Witney (Robert Courts)—the most famous RAF base in the country. It, too, started its life as a Navy base—as Royal Navy Air Station Daedalus—on 1 April 1916 before it was turned into RAF Cranwell on 5 February 1920 by Sir Hugh Trenchard when the RAF was formed. The future of RAF Cranwell, like the future of RAF Barkston Heath, is very strong. Currently, RAF Cranwell does officer training, so all the officers become officers at RAF College Cranwell, but in the future, all service personnel of whatever rank will begin their training at RAF Cranwell and receive all their basic training there. There is also fixed-wing flying training, and it has a strong medical link. Recently, a g-force centrifuge has been built—a very high-tech piece of equipment—so that pilots can experience g-force on the ground and practise the skills that they need to help them to retain consciousness while they are under g-force. The RAF Centre of Aviation Medicine will also follow to Cranwell in the future.
Finally, we have RAF Digby, which is one of the oldest RAF bases in the country and is home of the Joint Forces Intelligence Group of Joint Forces Command, which I visited a few weeks ago.
I took part in the armed forces parliamentary scheme, and I would like to thank my hon. Friend the Member for North Wiltshire (James Gray), who champions and organises the scheme, along with Lieutenant Colonel Longbottom, Wing Commander Smith—mentioned as “Vasco” earlier—and Mr Fico. This has been one of the most amazing experiences for me. I came into Parliament with a general public-level knowledge of the RAF, and representing a constituency with such a proud military history and three RAF bases, it was very important for me to learn as much as I could, as quickly as I could, about the RAF. The AFPS has greatly facilitated that.
I have visited the bases around my constituency, but also others around the country, including Valley, Benson, Brize Norton and Shrivenham, where we learnt about how all the forces work together. I have visited Waddington, Coningsby, Marham—to see the new F-35—and Honington. We also travelled to the Falklands and Cyprus, and visited the air policing mission in Romania. I will not say more about those visits, because I am aware of time and the fact that others wish to speak.
Another visit that we made was to RAF Scampton, to see the Red Arrows. What a fabulous experience that is! Like other residents of Lincolnshire, I am often lucky enough to see them practising their loops, twirls, and other tricks over our home and from the car as we drive around the county. I urge the Secretary of State to ensure that the Red Arrows remain in Lincolnshire even if Scampton is closed. As part of the RAF100 celebrations, they came to London along with all the other aircraft and made a spectacular display in the sky.
Lincolnshire has had its own way of commemorating the centenary, however, on both a large and a small scale. For instance, the International Bomber Command Centre has opened on Canwick Hill, in my constituency. It overlooks Lincoln Cathedral, which the pilots would have used to help them to fly back home. Its education centre, the Chadwick Centre, is named after Roy Chadwick, the designer of the Lancaster bomber. It has collected more than 1,200 personal experiences, so that in the future people will be able to learn about what happened during the second world war. A memorial spire is encircled by walls carrying the names of the 57,871 who gave their lives as part of Bomber Command, or in support of it. It is a very moving tribute.
There is also the Bomber County Gateway Trust. A project that is currently in progress is the building of a fully sized Lancaster bomber at the side of the A46, so that people who drive into Lincolnshire will be immediately reminded of its RAF heritage. There is a beautiful picture of what it will look like: tilted slightly, with poppies like a carpet falling from it. The trust has raised a considerable amount, but more is needed. If the Secretary of State can spare any money from his budget and would like to contribute, that would be extremely welcome.
Today’s debate has given us an opportunity to commemorate the sacrifices and hard work of the servicemen and women who have gone before, to thank the servicemen and women of today and to think about the future. There have been 100 years of the RAF, but, as many other Members have said, the next 100 will be just as good, if not better.

Our transition intervention liaison service works specifically to ensure that the needs of individuals are met as they make the transition from being in the armed forces to being a veteran. I join her in paying tribute to that charity. All such charities across the country—some small, some large—do a huge amount of very important work.
I thank our armed forces for doing an incredible job to support those affected by the recent treacherous weather across the United Kingdom. From Devon to Scotland, 328 service personnel, 124 vehicles and a Chinook helicopter, which is currently operating in Cumbria, have transported staff delivering critical care and services to and from hospitals, delivered medicines to vulnerable people in the community and assisted police in evacuating members of the public stranded in vehicles. My Department and the armed forces stand ready to assist with any further calls for support.
I would like to put on record my thanks to the armed forces who came out in Lincolnshire over the past few days to support us.
The physical fitness of our servicemen and servicewomen is extremely important, yet sports facilities at RAF Cranwell, used by the military and local communities alike, are currently in a poor state of repair. I have received correspondence from constituents with particular regard to the lights for the astroturf. Will my right hon. Friend confirm when they will be repaired, and will he ask the Minister responsible for the Defence Infrastructure Organisation to come and see for himself the fitness training and other facilities at RAF Cranwell that require repair?

Commons ChamberIt is a real privilege to follow the hon. and gallant Member for Aldershot (Leo Docherty). His constituency has a fine military tradition, and his speech was a very illuminating and interesting discussion of the Bill. I echo the sentiments expressed by Members on both sides of the House in welcoming the principles of the Bill. On reflection, I think that it is part of the longer-term trend we have seen in our armed forces in recent years.
I want to reflect on joining the Territorial Army at the age of 17 in 2006, the year in which the Royal Regiment of Scotland was formed. At the time, it was part of a very controversial exercise in the restructuring of the armed forces and the Army in particular. The change to the regimental system was met with much dismay among those who held true to the traditions of the regimental golden thread, as it was known. However, after a decade of experience of this new multi-battalion regimental system, it has broadly been seen as a successful development in the British Army’s history, primarily because it has offered increased career flexibility for those serving in the multi-battalion regiments. That move to a true one Army structure was excellent, and this feels like a continued evolution of that agenda.
The Bill could look at a more formalised structure between the regular and reserve components and how that might play out. My friends and colleagues in the Army reserves, for example, have transitioned between regular battalions and reserve battalions. While they have developed great experience—I include myself in that—in their attachments to regular battalions and serving alongside them in exercises around Europe, a stigma is still attached to reservists transitioning to more long-term service with regular battalions. For example, someone who is commissioned on a reserve commissioning course at Sandhurst cannot then take a command role in a regular battalion, as they are seen as not having had the necessary training to develop their competence. I would like to see that opportunity explored in more detail during the passage of the Bill. It is an excellent opportunity for greater synergy between our regular and reserve forces which we should examine.
One of the key developments in recent years in the multi-battalion structure for infantry regiments has been the end of the arms plot, which was one of the worst experiences for regular soldiers. The entire battalion would be uprooted, lock, stock and barrel, every couple of years and moved to a different part of the UK, to Germany or even to Hong Kong. Their family lives and the careers of their dependants were uprooted, and it was viewed as a pernicious aspect of serving in the armed forces. It is great that Labour brought in reforms to the Army’s structure that ended the arms plot and stabilised the location of Army battalions. The Bill is a further development in providing stability for families who rely on building a relationship with the local community without a unit, and that is welcome.
I would also like to see greater emphasis on the legal status of those pursuing civilian opportunities while still serving in a regular unit. I know from personal experience that many reservists experience regular discrimination when looking at civilian career opportunities. I remember when I was at university looking for a part-time job. I could tell that the interviewers were not interested as soon as I mentioned being a reservist, and I was not offered the job. It is important that we promote the skills and experience of service in the reserves and that we provide legal protected status for such service. That should feed into how the Bill treats regulars transitioning to some form of civilian employment as well as serving in a regular capacity.
I was heartened to hear that, in surveys, 32% of regular personnel consider that the change would be a positive development and encourage them to retain their career development in the armed forces. That is encouraging.
On the point about retention, as a member of the armed forces parliamentary scheme, I have been very impressed by the dedication, skills and bravery of the armed forces, but there is no doubt that the pressures of balancing family life with a career in the forces are hard, particularly for those who move around frequently or do long tours of duty. In welcoming the Bill, does the hon. Gentleman agree that it will improve the retention of not only reservists but those in the Regular Army?

In 2015, the Government committed £50 million to increase the number of cadet units in the UK state school sector under the cadet expansion programme. This joint Ministry of Defence and Department for Education project targets areas of social and economic deprivation, and is on target to hit 500 cadet units in schools by 2020.
The Lincolnshire Army Cadet Force does valuable work with young people, particularly the Two Squadron detachment based in Sleaford. I am delighted that so many people in the county have the chance to become a cadet, but that is not the case everywhere. Will my right hon. Friend confirm that he will prioritise the approval of new units in areas where young people do not have the opportunity to become a cadet?
I declare an interest in that I was an air cadet and an Army cadet before I joined the armed forces many, many years ago. St George’s Academy—a comprehensive school—in my hon. Friend’s constituency has expressed an interest, and we hope to give the school an indication of whether that has been approved in the autumn.
