I thank the hon. Gentleman very much for his question. Yes, the Ministry of Defence and Her Majesty’s Government will continue to meet that obligation. One of the things that came out of the conflict in Iraq and Afghanistan was huge public recognition of the debt that we owe to our armed forces, and a recognition of the sacrifice and the commitment that they make on behalf of our nation. It is absolutely incumbent on those of us who now have the honour of making policy in Government to ensure that we live up to those obligations and that our veterans of Afghanistan, Iraq and all other conflicts are properly looked after.
I pay tribute to my hon. and gallant Friend and, indeed, all those who served with distinction in Afghanistan. Clearly, the economy of Afghanistan—in particular the farming community—will be vital to preserving peace and security in the region. Will my hon. Friend update the House on what will be done to encourage farmers to develop products and crops rather than feeding the illegal drugs trade, which has caused so much damage not only to the region but to the rest of the world?
My hon. Friend has taken me well out of my comfort zone. If he will indulge me, I might need to write to him.

Commons ChamberI thank the hon. Lady’s Committee for its report in the summer, which was no holds barred; we have lessons to learn. We are endeavouring to ensure that we answer each of the points made in that report in turn and that we learn from the report and its findings. It is also important that we lay before the Committee an enhanced equipment plan. We are working on that right now. I think it is best that we do that properly, alongside the NAO, so that we work with it and make certain that we have a detailed plan that can be put out for scrutiny. We have that plan, but we need to make certain that the NAO is equally comfortable with it.
The hon. Lady will recognise that, in any organisation with 6,500 contracts, there are going to be ones where we run into problems—that is the experience of the commercial world as well as Government—but we need to do better. So we have enhanced the number of people who are trained to a very senior level in terms of commercial expertise in DE&S; as I say, that is going up to 200 by the end of this year. We are putting more emphasis on where we look at the centre at projects, rather than leaving it entirely with the TLBs. We will bring out up to 65 major projects—not necessarily on a financial basis; there can be some that are low in value but high risk in terms of delivery—starting from the centre, through the defence major projects initiative.
With the help of the Infrastructure and Projects Authority, for which I am grateful, I am reviewing our senior responsible officer structure, to make certain that our SROs, who do a good job but quite a lot of whom are quite stretched, have more individual responsibility and that people are all over the detail of their projects. I hope that in combination, alongside a reform of DSPCR in the single source contract regulations, we may be in a better place to not necessarily please the hon. Lady’s Committee but at least do our best to meet the requirements that it has set.
Can my hon. Friend confirm exactly how many new ships will be ordered, that they will be built in Britain, and that they will be given the opportunity to be at sea advancing Britain’s interests rather than just remaining in port gathering dust?
On my hon. Friend’s last point, we are very focused on increasing availability to make certain that our ships are where they should be—at sea, often present. The example we have set with HMS Montrose of having the crew going out to the ship rather than the ship endlessly coming to and from is a great example of how our ships can be more present and more persistent and have more influence around the world.
Yes, there will be more ships; we will set out more detail in the shipbuilding strategy, which will look not only at the Royal Navy but across the totality of Government expenditure on shipbuilding. There will be good news—more good news—on shipbuilding in the UK; of that I have absolutely no doubt. We have set out our numbers—eight Type 26s and five Type 31s—but in addition there will be more news on Type 32s and other vessels that we will be procuring, including the fleet solid support ships.

Commons ChamberI will write to my hon. Friend. Obviously, defence co-operation with a range of countries benefits our mutual interests. For example, we often, even unofficially, in that we do not have a formal agreement, work with countries where a threat presents itself that poses a threat to our citizens and our interests. I will write to him about the specific details of the country he mentioned.

Friend is absolutely right to point out the malign activity of the Iran state in using both proxies and, indeed, the IRGC directly either to harass shipping going about its lawful business or to enable terrorist groups in the region. It does not help any of the peace we seek in that region; nor does it help Iran to join the table of civilised nations, which it aspires to join. The IR will look exactly at those things—at threat; defined around threat—whether that is Iranian malign activity, Russian activity on Europe’s borders or, indeed, terrorist threats around the world. It is important that that leads the review. That is what I have committed to, and right in the middle of that will be Iran and the IRGC.

Ministerial CorrectionsI thank my right hon. Friend for his answers thus far. Clearly the Islamic Revolutionary Guard Corps is a constant threat to shipping in the strait of Hormuz. Does he agree that it is now time that the entirety of the IRGC was proscribed, with their assets sequestered and sanctions imposed on them and their leadership?
My hon. Friend makes an important point about the threat that the IRGC poses to not only the region but countries such as ours. The Quds force is currently proscribed. Further proscription considerations are a matter for the Home Office. However, what is really important is that, where the IRGC poses a threat, like-minded countries around the world challenge that threat and ensure that it is dealt with.

Commons ChamberHappy Trafalgar day, Mr Speaker. Ships transiting the strait of Hormuz are currently exposed to the threat of being harried by units of the Iranian Revolutionary Guards and, in some cases, illegal seizure. While the international community is working to de-escalate tensions, up to four ships of the Royal Navy have been active in the strait since July.
I agree strongly with my hon. Friend’s point, which is why this Government have invested in not only the new Type 26 frigate but the Type 31, which will be designed to be more affordable and will increase the overall number of frigates and destroyers that we are able to deploy. In this example, we very quickly managed to have four ships in the region to tackle the problem. We have now gone back down to supplying two ships there, but it was not the case that we could not get ships in the right place at the right time.

Commons ChamberThe hon. Lady is right about the future combat air strategy. We are in negotiations and discussions with other partner nations. When it comes to the issues around Hawk, we have done an enormous amount of work to try to get more orders for the Brough site. I recognise how important that is. I have visited Kuwait myself to try to get that order over the line. It is still a work in progress, but I hope that we will be successful.
My hon. Friend is right to raise that. I went to see some of the small and medium-sized businesses that are working with our armed forces on some of the projects that have been funded through that, plus the innovation fund—the £800 million over 10 years that is encouraging as many businesses as possible, many of which have probably never worked with defence in the past, to come forward with their ideas.

Commons ChamberWe see this deployment as a vital part of increasing stability and security, giving the Afghan forces the confidence to be more forward leaning in dealing with threats, but it is the political process that is so vital. This is about the Afghan Government sending the clear message that they are a Government who represent every part of Afghanistan, and can deliver peace and justice there. The reserves are such an integral part of everything we do. This deployment will be comprised predominantly of regulars, but many, many reservists will be part of it. I will write to the hon. Gentleman to provide further clarity on the breakdown of the numbers.
British forces are renowned for not only their military capability, but their ability to capture hearts and minds. Will my right hon. Friend therefore further explain our objectives and also tell us the expertise we will apply that is unique to Britain?
We have been pivotal to creating the ethos and template for the Afghan military academy, giving the country’s armed forces the skills, training and knowledge they need to be able to command forces in often hostile and difficult environments. Those skills, along with what we will bring in terms of command to the Kabul security force, will be vital, because people turn to us as a nation that has an understanding of Afghanistan and the ability to lead other nations.

The hon. Gentleman will be pleased to know that the Government argued strongly that UK companies should not be excluded from the current round of contracts offered through the Galileo project. We have met industry partners and representatives on an ongoing basis. I have done that as well in my role as the Minister responsible for defence procurement. I assure the hon. Gentleman that we will continue to engage fully with this UK industry because we know how important the industry is for our future prosperity. We want to give confidence to that sector of our economy that there is a strong future for it in the United Kingdom. We have the technology and skills, and we will need to reassure the industry that the Government are fully committed to ensuring that we have the capability we need from the Galileo system in a UK context, if that is what has to happen. I stress, however, that our preference would be to have a reasonable response to our very fair request to the European Commission.
What discussions have the Government had with non-EU NATO allies on the possibility of a NATO-wide scheme, which would actually suit Britain quite well?
I know for a fact that this issue has been raised with NATO allies, certainly by Defence Ministers. In terms of whether it is the way forward, we have always believed that NATO is a key component of our security, which is why we are one of the few nations within NATO that meets the obligation for a 2% spend on defence. Everybody within NATO understands the importance of having these systems in place. We understand the challenges to the current system that we are utilising, and I therefore have no doubts that this issue will be raised by representatives of this Government at the NATO conference.

Commons ChamberWhen the Prime Minister, the Chancellor and I met and agreed the terms of reference of the modernising defence programme, we were absolutely clear that it was not to be fiscally neutral. We were to understand what the threats were and understand the capabilities that were needed, and make sure that the Ministry of Defence leads a study to ensure that we are best equipped to deal with those threats.
Will my right hon. Friend update the House on what progress has been made on the modernising defence review, so that we can implement what is needed to ensure the defence of the realm?
I assure my hon. Friend that we are making good progress. As I said earlier, we are opening this up to public consultation. We are very eager to report back to the House as quickly as possible, and we hope that that can be done by June or July, before the NATO summit.
