It is a pleasure to follow the hon. Member for Nottingham South (Lilian Greenwood), who, as ever, advanced cogent arguments in support of electric vehicles.

Last month the House agreed unanimously to set a target of 2050 for net zero carbon emissions. Concern was expressed in some sections of the press that the decision had been made “on the nod”, and that insufficient thought had been given to how it would be delivered and the economic consequences. I hope this debate will show how wrong that concern is. There is not only a political awareness of the steps necessary to deliver our commitment, but the political will to take those steps, even if they require difficult decisions.

One of the difficult decisions that we must take is to bring forward the date by which the sale of new petrol and diesel cars and vans will end. That is supported by the Committee on Climate Change and, indeed, the Business, Energy and Industrial Strategy Committee, of which I am a member. I note that in addition to our call, similar requests have been made by four other Committees, which have cited the impact on health and air quality as well as the environment, and the need to support low- carbon industries. I am delighted that the Conservative Environment Network has joined those calls, asking for a 2035 target.

The price of electric vehicles is expected to reach parity with that of internal combustion engine-powered cars by the mid-2020s—not on some far-flung date in the future, but in just a couple of years. A little further down the line, in the 2030s, sales of electric vehicles are expected to overtake petrol and diesel sales. There are now more electric vehicle charging locations in the UK than petrol stations. Despite that milestone, however, the network is not fit for purpose, as was pointed out by my hon. Friend the Member for Rugby (Mark Pawsey), and poor provision of charging infrastructure is one of the main barriers to the growth of the market.

As it said in its report last year, the BEIS Committee found that my region contained just 244 publicly funded charging points, which equates to nearly 29,000 people per point. Although that is substantially better than the ratio across the border in Wales, where there are 98,806 people per charging point, it pales in comparison with the ratio in the north-east, where the figure is fewer than 4,000 people. Those three regions, which stretch across the UK, demonstrate the serious risk that access to sufficient charging points will become a postcode lottery, with someone from Newcastle standing a far better chance of being able to charge an electric vehicle than someone from Newport, Newquay or Knutsford.

A visible and extensive network of ultra-fast chargers is not just good for existing electric vehicle owners. Our Committee heard evidence that

“The principle reason people are put off buying an EV, is no longer range anxiety, but the lack of a viable national/urban Rapid Charger infrastructure.”

We also need to think more carefully about how to standardise the infrastructure. If we are to develop an electric vehicle network that mirrors the advantages of petrol cars, we need to ensure that all EVs and charging points are inter-operable. That does not just mean that charging points need to charge all EVs; it means that data and information sharing must be standard as well.

I recognise that the passage of the Automated and Electric Vehicles Act 2018 has empowered the Government to take the necessary steps, but, as the report states, they will require full use of the powers in the Act to deliver a network of this kind. That is why I am troubled that they have handed responsibility for the development of this vital national infrastructure to local authorities. That would not happen with HS2 or Crossrail. Local authorities have demonstrated that they have a big role to play in this project, but why do we expect them to deliver such a vital network with limited Government support and oversight?

I welcome the Government’s acceptance of our recommendation for planning guidance on the number of charging points installed in new buildings, which will help local authorities, but the Government need to recognise their responsibilities and take a lead in co-ordinating the financial and technical support that councils need to build charging infrastructure. Failing to do that will imperil the future of the entire electric vehicle sector.

Only yesterday, I received an email from a constituent about that very issue. He rightly pointed out:

“Given the importance of changing to electric cars in line with the Government’s climate change policy, I am amazed that building regulations only required the installation of a 16amp consumer unit in our detached garage which was built with our house only 18 months ago. This is insufficient to power a 7kw charger which requires a 32amp supply. As from July 1, in order to meet OLEV’s grant requirements a minimum of a 7kw charger must be installed—a 3.6kw/16amp charger is no longer allowed. Given the huge cost involved in increasing the amperage of a consumer box—i.e. cabling & trenching etc.—this may well prove to be a deterrent to purchasing an electric car.”

Unless our regulations are forward-thinking and focused on the future, there will be a risk of each generation of electric vehicle adopters being left behind in just a matter of years, which would fracture the user base and deter new entrants. That is doubly true in rural areas such as my constituency. All too often, the latest and greatest technology, from Uber to Deliveroo, has been rolled out in cities, only for my constituents to look on enviously as we wait for the once or sometimes twice-daily diesel bus.

I have set out some concerns about how the green revolution might leave rural communities behind in a book, “Britain Beyond Brexit”, edited by my hon. Friend the Member for Mid Norfolk (George Freeman). I would strongly support Ministers should they adopt the recommendation of CEN, the European Committee for Standardisation, for there to be a right to request an electric vehicle charging point. That would give rural communities a chance to show that there is the demand necessary to make one viable. I would also be grateful if Ministers focused more heavily on how to build EV infrastructure for those who live and work in rural areas rather than just for those who travel through those areas as they go from big city to big city—after all, it will not be possible to decarbonise our country unless we decarbonise countryside.

If we can decarbonise our transport sector, the prize on offer is substantial: we would not only meet our climate change targets, but see improvements in health and air quality while supporting the British car industry, which is the jewel in our manufacturing crown.

A high-tech, clean future is possible, but unless Ministers help local authorities deliver the charging infrastructure, we risk being left behind as the rest of the world rushes to embrace this technology, and our world-leading position could be squandered by a lack of co-ordination.

I completely agree with my hon. Friend. She is right to point out the connections between our energy systems and the future of mobility in how we drive cars. That is why the industrial strategy sets up both as grand challenges and why the Faraday Challenge addresses both of them.

The industry has invested more than £92 billion in clean energy since 2010. As I have stated, renewables now generate 33% of our electricity, and 52.8% comes from low-carbon sources. As for the VAT issue, we are working with organisations and companies to ensure that we can get the best possible deal when it comes to renewables. I am sure that my right hon. Friend the Minister for Energy and Clean Growth will be happy to discuss the matter with the hon. Gentleman in further detail, but we are committed to ensuring that we have a wide range of renewables, including marine energy and offshore and onshore wind, to make sure that we can continue to drive up our renewable capacity.

14. Thirty gigawatts of installed solar shows that it is an essential tool to ensure clean growth and is vital in our fight against climate change. Despite the Treasury’s consultation, does the Minister agree that it should keep the reduced VAT rate for solar, which was guaranteed as recently as 2016?

I beg to move,

That this House has considered the effect on the solar industry of the replacement of the feed-in tariff.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I am pleased to have secured this important debate. The Minister knows that I have been focused on this issue for a number of months now. The solar industry is reeling from the announcement that the feed-in tariff scheme is to close. The scheme was a huge success, with solar panels installed on nearly 1 million homes since it was launched in 2010. However, the loss of such a successful programme has led to a substantial loss of confidence in the sector. Between 30% and 40% of firms are contemplating closure, and international figures are considering pulling out of the UK market.

The news about the scheme came on top of a business rates rise and caused a huge degree of apprehension in the sector. If that apprehension turns into something more substantial, the loss of firms on the scale suggested would be hugely damaging to the sector, the wider economy and our efforts to tackle climate change.

I thank the hon. Lady for securing this important debate. Does she recognise that this sector is not just about profit-making firms; it is also about charitable and community organisations? In my constituency, for example, they make money from solar farms to help fund youth centre services and other community outreach activities. This is also an issue for their funding sustainability.

I absolutely agree, and I hope the Minister will say something about community schemes in her response, because there are many different ways of installing and making the best of solar power, as the hon. Gentleman has just indicated, and its flexibility has been one of the reasons why it has been taken up so quickly.

I was talking about the damage to the solar industry. One firm in my constituency, near the village of Malpas, closed once the restrictions on the existing feed-in tariff schemes were imposed. I hope that was a one-off and not a sign of things to come.

The hon. Lady is making a powerful speech about the benefits of the feed-in tariff scheme and why it ought to be maintained. However, does she recognise that there are flaws in the way it has been applied, particularly in relation to the green deal scheme, such that many people were mis-sold feed-in tariffs and have been severely financially affected by the issue, including many of my constituents and others across the UK? The Department for Business, Energy and Industrial Strategy still has to address that through the Green Deal Finance Company.

I am aware of the issue. I think those people were misled at the point of signing, and then were trapped in contracts that they found very difficult to execute. I know there have been some very detailed radio programmes that have covered the position of the hon. Gentleman’s constituents and others.

In my area, however, solar has been a success and people are keen to get involved in solar projects. In fact, that is true not only of solar. In Church Minshull in my constituency we have a wonderful Archimedes screw. That is not a cocktail or anything salacious, but a hydropower project that produces enough electricity to power the equivalent of 77 homes. Nevertheless, despite the success of such projects locally, the prospects for solar power nationally are rather bleak. The UK was recently rated 20th out of 20 for global solar photovoltaics prospects between 2018 and 2022 by SolarPower Europe’s global market outlook.

When the scheme was closed down, there was a lot of talk about alternative technology. My hon. Friend just mentioned the Archimedes screw, and there are other alternative technologies such as batteries. Have they come to fruition at all?

There are huge changes coming forward in battery technology. Of course, battery technology will be the key not only to solar energy, but to small-scale wind projects, particularly in relation to how we harness and store such power. There are a number of new and exciting technologies in renewable power. As someone who is keen to see as much of our power as possible coming from renewable sources, I know that the Government are committed to looking at how we can encourage those kinds of projects to go forward, and in the battery sector there is the Government’s Faraday battery challenge.

Given the prospects outlined by SolarPower Europe’s global market outlook, it is clear that the sector needs some positive news, and I hope that the Minister can deliver that today. However, businesses need reassurance more than anything. The Government have been consulting on the replacement to the feed-in tariff regime: the smart export guarantee. The consultation on that measure closed just over four hours ago. However, the export tariff, which is a key part of the FIT, ends on 31 March, which leaves just 18 days to resolve the questions surrounding a replacement before we risk falling into the void that will be created between the old policy closing and the new one beginning.

I welcomed the Minister’s reassurance last November that

“solar power should not be provided to the grid for free”.—[Official Report, 20 November 2018; Vol. 649, c. 701.]

However, there is a risk that that is exactly what will happen if there is a gap between the two schemes, so I would like her to give some reassurance that the replacement scheme will be fully operational in time. This should be a baseline to build upon, not a standard to live up to. What the sector really needs is a minimum floor price.

I thank the hon. Lady for her excellent speech. Does she agree that some schools and voluntary sector organisations are really getting involved in this kind of green initiative, and that small businesses in particular could be affected adversely if the scheme should fail and the recommendations are not taken up fully by the Government?

The Minister will have heard the hon. Lady’s comments, and I hope that she takes account of them, because a minimum floor price would put the sector on the same footing as the offshore wind industry, which benefits from the certainty that contracts for difference provide, and fossil fuel investors, who benefit from the capacity market.

I congratulate my hon. Friend on securing this important debate. I note that the Renewable Energy Association has lobbied for a market-based solution, which this clearly is. However, I share some of her concerns that, without certainty on pricing, some people will be deterred from investing here in the first place, unless we can get the matter right.

I agree with that assessment, which is why I argue that a minimum floor is needed. I am afraid that failure to extend that kind of certainty to small-scale prosumers will give the impression that the Government are more comfortable with big business than with small producer-consumers.

A fair minimum export price will ensure that consumers are not ripped off while the industry and the new regulation sort themselves out. It will also encourage suppliers to get their systems in place in readiness for market-wide, half-hourly settlement, which will help accelerate the smart energy transition. If a minimum floor price was to be informed by the system imbalance price, it would ensure that all other generators and prosumers could be treated equally, as required by article 21 of the renewable energy directive, without inhibiting innovative smart offerings.

Additionally, the commitment to a zero floor price, while welcome, is insufficient. No country in Europe asks prosumers to pay to put electricity into the grid. Likewise, in 2018 just 0.4% of daylight hours were a negative pricing period. Therefore, given the rarity of such an occasion, this is not what prosumers need. What is needed is the minimum floor price, which would have a transformative impact on the prospects for the sector, not simply a zero floor price.

I thank the hon. Lady for securing the debate and for her eloquence in introducing it. I completely agree about the need for a minimum floor price. Before I entered this place, I was the lead on this issue at Leeds City Council, and we put 2,003 solar roofs on council properties. Without being a prosumer, we could not have a FIT reduction, which would allow us to fit more roofs. This is therefore not only about individual consumers; it is about social housing and housing associations, which cannot afford not to have a repayment scheme. The minimum floor price would enable such schemes to be brought forward.

I completely agree. I know that councils and housing associations have certainly taken advantage of the ability to install solar power, which is a great development.

The decision needs to be made quickly, to meet the tight deadlines, but it would be a shot in the arm for a sector that has faced a series of difficulties. It would also help to deliver our climate change targets. Yesterday’s Carbon Brief analysis shows that the UK’s CO2 emissions fell in 2018 for the sixth consecutive year—something we should celebrate—and if we are to continue that record-breaking trend, we must double down on investment in renewables.

I would like to show my support for the hon. Lady’s initiative on this important matter, and to reinforce her point. Surely the issue is not that our carbon emissions are dropping, but how quickly they are dropping, and the need to accelerate that rapidly. I wholeheartedly support her very worthwhile potential initiative to help accelerate the speed of reduction. I have some experience in our local authority of the benefits, which she mentioned, of local authorities and charities working together to help install solar panels.

I am grateful to the hon. Gentleman for that intervention.

Beyond the need to make the decision, there is a concern that the roll-out of the smart meter programme could have an impact on the deliverability of necessary infrastructure to facilitate the smart export guarantee. SMETS 1 meters, which are in 17 million homes, cannot yet relay export data to the Data Communications Company. What happens to those homes if they install solar? Not a single supplier has trialled export metering through the DCC. Does the Minister know how long the trials take? Will individual homeowners be the testing ground? What reassurance can she give?

The value of the renewables sector, and of solar specifically, is huge to the future of both our economy and our planet. All the sector asks for is to be treated fairly and to be given the reassurance that exists in other parts of the energy market.

My hon. Friend makes a compelling argument on a subject that is important to many constituencies, including mine, where we have an extremely successful company, AES Solar. Does she agree that certainty is absolutely needed, because the deployment of solar photovoltaics fell by 94% in 2018 compared with 2015, which is a worrying statistic?

I agree that is worrying. I would argue that small-scale renewables encourage our constituents to get involved in a whole green agenda and to look at their homes and their energy use in a completely different way. If we combined that with energy efficiency measures, we would start to get some dramatic change in the sector. There is a big opportunity for the Minister regarding energy efficiency, as well as in combination with renewables.

The hon. Lady is being very generous, and I commend her for bringing the matter before us. From 2012 to 2018 we saw an 80% reduction in installations. We were democratising energy; a powerful thing was going on in this country. It is so important that the sector has some certainty—such as a 10-year plan— to ensure that we deliver.

The hon. Gentleman will have heard in my speech that I have been arguing for that certainty. The consultation closed four hours ago, so the Minister will not yet have had time to consider the responses, but I think that, from the debate, she will appreciate the urgency of doing so. I hope that she can offer answers to my questions and reassurance to those who have backed renewables. We are rightly proud of our position as a world leader in renewables technology and climate change, and I hope that the Government will take concrete steps to keep us in that positive position.

One of my concerns is the gap that has been spoken about. I understand the Minister’s desire to get things right, but will she consider extending the FIT scheme to cover that gap, bearing in mind that, given her efficient work in her Department, it is likely to be a short delay?

Sadly, in all honesty, probably not. We have been clearly signalling the closing of the FIT scheme for several years now, and the response from the industry has been, “We understand that. We understand that some schemes may be on hold, but we welcome the smart export guarantee, because our main ask was to ensure that the energy that was being generated had some value.”

My hon. Friend the Member for Eddisbury asked me another question about an issue that I was not fully aware of—namely, the concerns about testing the smart metering equipment technical specification 2 programme to ensure it interacts effectively with solar generation. I have instructed my officials to ensure that that testing is actioned, because that is an important point.

There are a number of inconsistencies in that question, but I think it is incredible what young people across the world are doing. They did the same thing at COP, where we had some compelling statements. Young people expect us to wake up to the reality of the future, which is why I am so proud to stand here and tell them that they live in a country that has led the world in decarbonisation over the last 20 years and is the first major industrial economy to ask for real advice, rather than a few fake words, on how we will get to net zero. [Interruption.] The hon. Gentleman chunters on about net fossil fuels, but there are no direct subsidies for fossil fuels. I think he is suggesting that we should not have an oil and gas industry in the UK. I would like to see how that plays out with his colleagues north of the border.

I welcome the Minister’s commitment that no small-scale producer should export electricity to the grid for nothing. Will she confirm that as well as applying to solar, that would extend to small-scale hydro?

Yes, that is absolutely correct. I know that my hon. Friend takes an interest in this, so I wish to emphasise that we recognise the value of community energy, which has benefited in many cases from this scheme. If people have the chance to respond to the consultation emphasising the value of that, it would be much appreciated.

I think the hon. Gentleman would be more productive if he engaged with the substance of the negotiation. We are leaving the European Union, and what is required is to reach an agreement that avoids frictions and tariffs. It is perfectly possible to agree such an accord with the European Union. That is our purpose, and we will faithfully implement it.

Thousands of jobs in the north-west depend on Airbus and its supply chain there. Does the Secretary of State agree that close regulatory alignment is also a requirement to help to ensure that trade is as frictionless as possible?

My hon. Friend is right in alluding to the fact that an aeroplane, which is what we are talking about, is a combination of products from different countries. They need to come together—this is inherently international—so to have standards for wings that are different from standards for engines and parts of the fuselage would clearly be incompatible with having a plane that flies. There is good sense in having an agreement that brings coherence to what is a single product manufactured in different parts of Europe.

The Swansea city deal, to name one case in point, will be welcomed by the hon. Gentleman. In terms of planning for the future, making commitments that put on bill payers or taxpayers costs that are three times higher than are justified is no strategy for the long term. To saddle businesses and industries with such costs is a strategy for uncompetitiveness.

Will he confirm that it would have put an additional 31p on every household’s bill in my constituency every year for up to 65 years, leading to £370,000 a year flowing out of my constituency on energy bills to pay for this uneconomic project?

We work very closely with the industry with great success. Engine production in this country was up over 17% last year, reaching 1 million engines. That is a record. Never in the history of the British motor industry were more engines produced than last year. Over the past year, the net number of jobs that are being created—note the word “created”—in the automotive sector in this country is 9,000.We have a very good record of working closely with the industry to support an industry that is not only very successful today, but will continue to flourish in the future.

There was a degree of shock among the members of the Bill Committee at the evidence of employers who were not prepared to give employees leave if they were pregnant and then lost their child. I and many other Members were horrified by the lack of compassion and understanding being demonstrated by some people towards their employees at a deeply personally distressing time. I welcome my hon. Friend’s amendments that address the issue, which is an important reason for why we are being forced to legislate in this area.

My hon. Friend is right. The vast majority of employers will be considerate and understanding and will look to support their employees. At the end of the day, they will generate a lot of loyalty in an employee that might well be repaid in a positive way at a later date. It is not a burden for an employer to be good to their employees. Reducing staff turnover can actually be a huge boost for a business. Employees can get experience and develop skills and will stay if they feel that the situation is more of a partnership than a “them and us” relationship.

Unfortunately, however, there is still an undoubted need to legislate. The majority of people would not discriminate against others based on their gender, sexual orientation, race or ethnicity, but there are some who would, which is why we have the law and the relevant sanctions in place.

Apart from the wider scope that could and should be given to the Bill to support bereaved parents who might otherwise be excluded from it, it also—I say to the Minister—makes sense from a purely financial perspective to offer as much financial and employment support as we can during the early, critical days following the bereavement.

I remember speaking at an event on child loss at which a solicitor who had acted in many, many cases where negligence had been involved told me that it was exceptionally rare for the parent to go back to the workplace because of the trauma. That would be less likely, as the hon. Lady says, if the parent had the ability to take some time out to deal with the grief. There is also action on the national bereavement care pathway that is at a pilot stage at the moment. These two things combined are likely to give parents a level of support that simply has not been there so far.

The hon. Lady’s point is very well made, and I could not agree more. The initial input at the early stages through the level of support that can be offered in the workplace under the law is so important if we are going to help people to recover in any form from the trauma. It is better than having them parked out of the workplace, economically inactive and floundering alone in their grief with no support, as has been the case up until now. We lose too many marriages, and too many potential contributors to the workforce and society, because people do not get the support that they need.

The amendments I have tabled are extremely important. I will not press them to a vote, because a private Member’s Bill is such a fragile thing, and nobody wants to do anything that will take the entire matter off the table, but I urge the Minister to give those matters serious consideration and really reflect on including them in the Bill.

I am delighted to have the opportunity to speak. My heart goes out to everybody who has been affected by a bereavement. I take my hat off to all Members who have contributed to the debate who have personally endured loss themselves. It is a very brave and remarkable thing to share with the House. Their experience will enable others to have a better experience.

I cannot imagine going through parental bereavement, but if my constituents or I were to do so, I would expect employers to be generous. The Bill is meant to ensure the minimum of what employers should give to their employees. It is important to note, however, that some microbusinesses or small businesses just do not have the capacity to pay staff for a period of leave, and a member of staff might not be able to afford unpaid leave, so the provision of a statutory element is a great step forward. It will give employees more freedom to take the time to grieve and to deal with their loss. It will also give employers the benefit of knowing that they will be able to facilitate that while keeping their business afloat. I think that that is the right thing to do. It is right for taxpayers to be contributing. We have heard today that the cost will be £3.2 million, and I would argue that this is a very good use of that money. I know that my constituents will be delighted as I have already received a number of pieces of correspondence from them echoing that view.

For those who lose a child in childbirth or before birth—for example a stillbirth—there would have been a cost to the taxpayer, had the pregnancy gone as planned, through payments for maternity or paternity leave. I would therefore argue that although the Bill will involve a small additional cost for the taxpayer, the burden would have been borne by the taxpayer had there been a birth without complications. This measure is a very important way to support parents during an utterly tragic time in their lives.

I completely agree. The state and the taxpayer have a responsibility to contribute. If someone is given the amount of time they need to recover, the long-term benefit for businesses and the economy will more than pay back any financial cost.

The Bill is a modern and compassionate measure. It is surprising that most countries do not already make such provision. The Lullaby Trust says that the UK will lead the way with this legislation, and I hope that other countries will follow suit, because this is the right thing to do.

The Work and Pensions Committee heard evidence about a key case. Four large firms appeared before us, including Amazon and Hermes. The person giving evidence about gig economy workers at Hermes referred to a case in which a shift worker—someone who was driving delivery vans—had to have somebody available to cover for them if they were unable to work, yet they were meant to be in self-employment.

It is a real concern. This whole subject of the changing nature of work is fundamental, and it matters because it gives rise to this question: if someone has been “working” for one of these companies—possibly as a gig economy worker, but certainly in that grey area between employment and self-employment—and they suffer the terrible tragedy of bereavement, are we really saying, particularly if they have been working primarily for one company for many months, that they should not enjoy this right? That is a key question; it is what the whole Taylor review boils down to.

When we talk about the nature of someone’s work, most of us have an instinctive understanding of what employment looks like. The review puts it well:

“Ultimately, if it looks and feels like employment, it should have the status and protection of employment.”

In other words, those people should have these sorts of rights. That is incredibly important.

I shall not stray from the subject, Madam Deputy Speaker, but there are a whole load of issues, including auto-enrolment, relating to how we bring greater security to those who are caught up in a flexible and dynamic workforce in which the need for flexibility can sometimes mean that people are exploited. To all intents and purposes, they have given their employment to one firm, yet they have not been given the same security and rights that they would expect for having reduced their own freedoms. That is the exchange that underpins an employment contract.

I hope that my hon. Friend the Member for Thirsk and Malton will be able to give further information on the extent to which the Bill will benefit those in the specific category of worker. They are not the normal self-employed—if someone starts a business, they would not expect to have the same rights—but the 1.3 million people whom we know of in the gig economy. If they have offered their work on a pseudo-employed basis for many months and then suffer bereavement, my view is that there is a strong case for suggesting that they should have the same rights as the employed.

Finally, on the amendments relating to the cut-off point, which is a difficult issue, the moral argument that was set out very well by the hon. Member for North Ayrshire and Arran is very hard to argue with. Who knows precisely what the cost would be of her amendments and those tabled by my hon. Friend the Member for Torbay on the cut-off point—my hon. Friend the Member for Mid Worcestershire made an estimate, and I am sure it would not be many, many millions—but I want to understand the extent to which those who would suffer from the cut-off point because their child was over 18 would still be protected under the provisions on reasonableness. After I intervened on my hon. Friend the Member for Croydon South (Chris Philp), he confirmed that his understanding was that they would be protected, as did my hon. Friend the Member for Thirsk and Malton, but I would be grateful if the Minister would confirm that someone would still be protected, even if their child was above the cut-off point, because that is very important.

In conclusion, this is a powerful Bill, and our proceedings are a classic example of Parliament coming together to deliver changes that appear small in terms of the legislation and the cost, but that will be enormously beneficial to those struck by a pain that is, for me, beyond understanding. I have nothing but the greatest sympathy for those who suffer bereavement. We should all be proud of this work. I hope that the Bill proceeds and encourage everyone in the House to support it.

It is a huge pleasure to follow the hon. Member for Glasgow East (David Linden) and hear his support for the Bill, together with that of so many others. My hon. Friend the Member for Colchester (Will Quince) said that he spoke to Isabel Hardman of The Spectator about his aim to introduce parental bereavement pay. My aim when I spoke to Judith Woods of The Telegraph—probably in the same week—was to speak out so that we could have the best possible practice, support and information for bereaved parents.

I pay tribute to my hon. Friend the Member for Thirsk and Malton (Kevin Hollinrake). I had the honour of appearing—on the “Victoria Derbyshire” show, I believe —with his constituent, Annika Dowson, to discuss some of the issues of grief and bereavement facing parents. We have kept in touch ever since and, like so many parents who have been in our position, she has been stalwart in this area, raising huge amounts of money for her local hospital and its bereavement suite.

I pay tribute to other hon. Members who have supported the Bill but cannot be here today, including my hon. Friend the Member for Banbury (Victoria Prentis) and the hon. Member for Lewisham, Deptford (Vicky Foxcroft), who spoke incredibly powerfully in Baby Loss Awareness Week about her experience. The hon. Member for Washington and Sunderland West (Mrs Hodgson) has also been really helpful; again, she has spoken movingly about her experience of stillbirth. I had the pleasure of sitting on the Bill Committee with the hon. Member for North Ayrshire and Arran (Patricia Gibson). I had a friend who went through an experience similar to hers, and it was simply devastating to see.

The fact that all of us have spoken out and shared our experiences has meant that the issue has been looked at in a completely different way. As the hon. Member for North Ayrshire and Arran said, it has led to a real, cross-party political will to ensure that parents who go through this utterly devastating and tragic event get an entitlement to some form of support. It is historically significant that we are extending the benefit system in this way to give support to bereaved parents. It is also historic, as benefit extensions do not happen very often. I pay tribute to my hon. Friend the Member for Thirsk and Malton, who has acted throughout with honour and decency. He has worked assiduously across the parties to ensure that the Bill is in the best possible shape and, as the hon. Member for North Ayrshire and Arran put it, to carry the valuable and delicate china of a private Member’s Bill to this point.

About 8,000 parents suffer the loss of a child each year. As we have heard, most employers understand how utterly devastating that is for the family involved, but not all of them appreciate that or have been willing to give their employees leave. Frankly, that is shocking in this day and age. We are making a real advance in the protection we give to employees. Hopefully, that will have an effect on the general approach to bereavement. The sandwich generation are looking after not only their children, but parents with very complex needs. I hope that the Bill sends a signal to employers to be compassionate, and to treat their employees with decency and understanding. That will be repaid in spades when they return to work.

I thank the Minister and the Government for the support they are putting in place for bereaved parents who have lost a child. Such time off is incredibly important, particularly as other children in the family will be affected, and will need their parents to support them and explain what is going on. They need to get through the fog of devastation and loss to try to find the parameters of where normality—[Interruption.]

I am very grateful for my hon. Friend’s intervention. We are making history today. I hope that parents who face child bereavement in the future will feel there is a little bit of grace and a little bit of space for them to be able to deal with what is an utter tragedy.

I do not want to quibble with the Minister, but I do not think that the hon. Member for Brent North (Barry Gardiner) ever indulges in anything quite so vulgar as sedentary chuntering. He is occasionally given to facial expressions, which are not prohibited by the Standing Orders of the House, and he has a penchant for what might be described as the feline purr.

T3. Drax power station received £2 million a day last year to burn 13 million tonnes of imported wood, emitting more carbon dioxide per unit of energy generated than the coal burning that it replaces. Will the Minister commit to looking at this and ensuring that the renewables obligation goes towards no-burn renewables and energy efficiency?

My hon. Friend will be pleased to know that the current support for existing coal to biomass conversion will end by 2027. I am aware of many of the concerns about biomass, and we are looking at the issue carefully. However, sustainable, low-carbon bioenergy can help us on this transition, particularly away from coal burning.
