I beg to move,

That this House has considered government and democracy education in schools.

It is appropriate that I have secured this debate during Parliament Week. I want to put on record my praise for the education and engagement team for their brilliant work. Unsurprisingly, I am going to argue that there should be more education about government and democracy in our schools. I am not the first to make that case and I will not be the last, but of course it would be great if I were.

Making this case fits into the category of not needing to be a rocket scientist—namely, it is obvious that for a democracy to function well its citizens must understand how their government and democratic system works. As with many things, though, just being obvious is not enough to ensure that it happens.

Why is this important? The House of Lords Select Committee on Citizenship and Civic Engagement put it well in a report in 2018:

“By underpinning democratic engagement and reinforcing the effective working of civil society, active citizenship contributes to a healthy and functioning society.”

In my view, we should teach about government and democracy for the same reason that we teach other subjects: to equip our young people with the skills, knowledge and attributes that will enable them to be the architects of their future, and not merely inhabitants of a future designed by others.

I thank my hon. Friend for holding this important debate on a subject that I agree with wholeheartedly. Ahead of COP29, I held a student conference of the parties with three high schools in my constituency, where the students passionately debated climate issues. Does my hon. Friend agree that initiatives like that underscore how integrating government and democracy education into the school curriculum can empower young people to become informed, active citizens who are engaged with the challenges we are facing?

I agree. I will come to that when I complete my remarks. We are talking about empowering our young people to set the agenda in their schools and, we hope, in their lives.

Learning standard subjects, such as history and science, enables young people to develop core skills, imbibe relevant knowledge and hone the powers of critical analysis that will empower them to thrive in future, whether in study or work.

I agree that it is important we get the balance right. That is why the Deputy Prime Minister and the Secretary of State for Business and Trade are looking carefully, as part of our wider reforms to employment support and employment law, at what more we need to do around parental leave entitlements. I share the hon. Member’s concern about the comments we have heard from the now leader of the Conservative party, the right hon. Member for North West Essex (Mrs Badenoch), about maternity pay. I want to make sure that parents have choices about what works for them, what is best for them and what best supports their children’s development in those crucial early years.

What schools teach can play an important part, alongside wider activity, in the Government’s safer streets mission and tackling knife crime. Relationships, sex and health education includes content on situations that lead to young people carrying knives, including criminal exploitation, county lines operations and grooming relationships. We are reviewing the content to ensure that it remains relevant and protects children’s wellbeing.

Greater Manchester continues to experience some of the highest rates of knife violence in the country, with more than 10,000 recorded incidents since 2020. Organisations such as the Greater Manchester violence reduction unit have been doing excellent work in early prevention by engaging children and young people through community-led projects, including theatre productions. Given the importance of early community-based intervention, does the Minister agree that providing support for such initiatives is important in tackling knife violence?

I thank my hon. Friend for raising such an important topic and highlighting the good work of the Greater Manchester violence reduction unit. As well as the work on the RSHE curriculum, the Government will create a new young futures programme, intervening early to stop young people being drawn into crime through preventive action and learning from best practice across the country. It is vital that we have a system that can identify and support those young people who need it most, be they victims or potential perpetrators.

I totally agree. Contact calculates that more than 164,000 disabled children are unable to access their free school meals despite meeting the Government’s eligibility requirements. That is truly shocking. Access to food is a basic human right, and campaigning for universal free school meals is one of the five key asks of the “Right to Food” campaign. While we wait for that, we must ensure that the current system is fair and equal and that it delivers, in practice, what it claims to deliver. Disabled children and their families are already more likely to be living in poverty due to the difficulties of juggling care and work. Research shows that they have also been disproportionately affected by cost of living pressures and the pandemic.

My hon. Friend is making an excellent speech on this very important subject. Does he agree that it is utterly unacceptable that 60% of the disabled children who are eligible for free school meals cannot eat school meals due to health conditions, dietary requirements or sensory processing difficulties? Schools must make reasonable adjustments to ensure that disabled children can access the free lunches that they are entitled to, and the Department for Education must step up and support schools to do that.

Absolutely, and I will cover that in my speech. Contact has found that 85% of families missing out on their free school meals entitlement reported that this has hugely increased pressure on their weekly budgets. Last year, I met my constituent Irene, along with a representative of the charity Contact, and they talked to me about why so many disabled children are missing out on free school meals and what can be done about it.

My constituent’s son, aged 15, is severely autistic and has avoidant/restrictive food intake disorder. Since the age of six, he has been at special school. He cannot eat the school food, because of his highly restricted diet. He mostly eats bread, butter and sometimes a bit of cheese and ham. For him, it is about the sight and texture of the food as well as the taste. That means that his mum has always made and paid for his packed lunches, even though he has been eligible for free school meals throughout his school life, which has been over a decade.

As Natalie highlighted in her interview this morning, it was only during lockdown that many families received their free school meals in the form of supermarket vouchers. The vouchers were cut off after schools reopened, and children were once again wrongly denied the free school meals to which they are entitled. We know that support can be given, so that is inexcusable.

My constituent Elliot is starting his final year at university, and his biggest worry is securing affordable housing. The maximum loan he gets is not keeping up with the prices, and he spends at least two thirds of his loan on rent alone. His family cannot afford to top up his rent. Does my hon. Friend agree that dealing with such financial hardships can be a barrier to excelling at university and that much more financial support is needed to give students the freedom to focus on their education?

I echo the point my hon. Friend makes. Many of the comments that we received reflect the sorts of problems that his constituent faces, and I will come on to some of the wider points that he made.

Another contributory factor, according to the IFS, was the inflation forecast errors used to calculate loan increases, which mean that their real value is lower now than at any time in the past seven years. On top of that, we have had the scrapping of maintenance grants. The cumulative effect has pushed many students to a tipping point. More than a quarter of students were left with less than £50 a month, after paying rent and bills last year. As my hon. Friend points out, rent is accelerating at a significant rate. Our inquiry found 96% facing financial difficulty, with food, rent and energy the biggest pressures, but transport costs were also a key issue and particularly difficult for commuter students, many of whom chose to be home-based precisely to save money. Students have been struggling to get to their classes, access libraries and travel to placements.

The inquiry was a genuine learning exercise for us and we were particularly concerned to hear about the sharp increase in hours of paid employment taken by students. Of our respondents, 61% worked alongside their studies and 37% said that they are working more hours because of cost of living pressures. The Sutton Trust reported that about half of undergraduates missed classes last year due to paid employment. Around a quarter missed a deadline or asked for an extension on a piece of work.

They are often in precarious and insecure jobs. Joanna, one of the respondents to the Chamber Engagement Team survey, said,

“I have had to take several jobs, as the part time job sector is full of zero hours contracts with little stability and no promise of actual work. I am working more than I should have to and my grades are suffering.”

I thank the hon. Lady for her question. I understand that it is a challenging time with the cost of living and with childcare. I would say it is the Conservative Government who have done the most of any party to expand hourly entitlements. We expanded the hours for three to four-year-olds, we have introduced 15 hours for disadvantaged two-year-olds, we have introduced the holidays and activities fund—by the way, 70% of those participating in 2021 said that they had never been to anything like that before—and we have doubled the number of families in recent years who have taken up tax-free childcare.

Last Friday marked one year since Russia’s illegal invasion of Ukraine. All of us in the House should be proud of the support our country has provided to Ukrainians, both at home and abroad. I want to take the opportunity to thank all of our schools, colleges and universities for their steadfast support of children and young people fleeing this horrific conflict. To date, our schools have welcomed over 20,000 children from Ukraine, and in my own constituency we have welcomed over 245 children. By coincidence, one of them won my recent Christmas card competition—a very talented six-year-old called Anastasiia, whom I met along with her mother at St Joseph’s primary school in Chichester. She is thriving, which is testament to the incredible role our schools are playing to support children who have lived through something that none of us could imagine. Our nurseries, schools, colleges and universities have stood up for the people of Ukraine, and this Government and this country—and this House—will always stand with Ukraine.

I recently met students at Manchester University who are deeply concerned about the quality of student housing and, like all of us, are feeling the incredible strain of the Tory cost of living crisis. The Government’s failure to properly manage student maintenance loans will mean that students are £1,500 worse off in real terms. Can the Secretary of State tell me why the Government are punishing students like this?

Of course, we always want to support our students, and we have been increasing the maintenance loan. We have kept the fees flat as well, and we have increased the hardship fund. However, I know this is a concern, particularly in some big cities where housing costs have gone up and where perhaps there is a shortage of housing available for students as well. We do urge universities to act on this, because we have seen some crunch points where there is not enough housing, which can create pressure on students’ budgets.

I beg to move,

That this House has considered eligibility criteria for free school meals.

It is a pleasure to see you in the Chair, Mr Robertson. There is nothing more grotesque than a Government who not only preside over thousands of children going hungry but who actively pursue policies that plunge them into hunger and poverty. As we debate the issue, nearly 4 million children in Britain are living in poverty, more than 800,000 are missing out on free school meals and hundreds of thousands are missing out on school breakfasts.

In my part of the world—the north-east—such figures are not decreasing but rising rapidly. Just this morning, the North East Child Poverty Commission revealed that our region now has the highest rate of child poverty in the UK, with 38% of our children now living in poverty. In South Shields, that rises to over 42%. It is clear that levelling up, just like the northern powerhouse before it, is a vacuous, empty phrase that was never intended to, and never will, do anything to improve the life chances of children in my area.

Hungry children, no matter how talented they are or how dedicated their teachers are, simply do not learn. When children spend their day worrying about where their next meal will come from, or about when their mams, dads and siblings will be able to eat again, their learning will inevitably be hindered.

The impacts of child hunger are well documented. Numerous studies have shown the links between nutrition and cognitive development. Hungry children suffer developmental impairment, language delays and delayed motor skills, not to mention the psychological and emotional impacts that can range from withdrawn and depressive behaviours to irritable and aggressive ones.

Pre-pandemic, we even saw rising numbers of hospital admissions for children through malnutrition and a resurgence of Victorian diseases such as scurvy and rickets. If it was not for the nearly 200,000 food banks in the UK—those are the ones we know of—as well as kind neighbours, faith groups and charities, many more children would simply have gone without.

When I was a child protection social worker, it was the children suffering from severe neglect who would be going without on such a scale, but now we have a generation of children for whom hunger and grinding poverty have become the norm. Back in 2019, the United Nations special rapporteur on extreme poverty and human rights visited the UK and found that the driving force of that Government was not an economic goal but rather a commitment to achieving radical social re-engineering and sending messages about lifestyles. His well-evidenced and thorough assessment was rejected outright and his recommendations were ignored.

When it comes to free school meals, what support the Government have put in place has been hard-fought for by charities, faith groups, Opposition MPs and celebrities.

I thank my hon. Friend for securing the debate and for the excellent remarks that she is making. Over 40,000 children in the city of Manchester are now eligible for free school meals. As the summer holidays loom, thousands of families in my constituency face the prospect of choosing between eating and paying rocketing utility and fuel bills. Does she agree that it is high time that the Government ensured that councils have the funding they need to support children and families during the school holidays?

It should come as no surprise to anyone that I agree with my hon. Friend completely; indeed, I will echo some of his comments later in my speech.

Let us just consider the Government’s abysmal record throughout covid. First, we had the ridiculously chaotic voucher scheme being contracted out to a private company; then the Government tried to withdraw support in the half-term and Easter holidays; and then when it came to the summer holidays, Tory MPs voted to withdraw support for free school meals, only to have their votes overturned when footballer Marcus Rashford shamed the Prime Minster into a U-turn. That was followed by meagre food parcels containing—for 10 days—a loaf of bread, half a cucumber, one pepper, a few potatoes, a block of cheese, four pieces of fruit and some salty snacks.

The holiday activities and food programme was again hard fought for from 2017 onwards, but it was not until 2021 that the Government decided to roll the programme out. Even now, the overriding focus of the programme is on activities, with a vast amount of money being spent on admin, bureaucracy and communications. If it had not been for the crowdfunding of my big-hearted constituents in South Shields, alongside Feeding Britain, KEY2Life, the North East Combined Authority and Hospitality & Hope coming together over those summers, children in South Shields would have gone without.

My fully costed school breakfast Bill would have seen nearly 2 million children start the day with full stomachs. Instead, the Government introduced a scheme that provides support to only 2,500 out of the 8,700 schools they have identified as eligible. Hungry children never have been and never will be a priority for the Government. If the political will was there, they would listen to the myriad voices from charities, organisations, faith groups, Opposition MPs, a few Members on their own side and Henry Dimbleby, who they appointed to lead the national food strategy. They are all pleading with the Government to at least expand free school meal eligibility to all families receiving universal credit or equivalent benefits. That would mean that a further 1.3 million children living in poverty would at least get a free school meal, and would also be eligible for the holiday food programmes.

According to the Child Poverty Action Group, that expansion would cost the Government an additional £550 million a year. The Minister knows as well as I do that that is small in terms of Government spending. Just look at the billions wasted on faulty personal protective equipment and gifted to Tory friends and donors for inadequate contracts throughout the pandemic, as well as the billions written off in covid fraud.

Furthermore, alongside that reform, the Government could introduce an automatic registration scheme for free school meals. At present, more than 200,000 children miss out because of the overly bureaucratic nature of the registration process. Those measures should then be followed by a move to universal free school meals for all children, as in Labour-led Wales, because no child should ever feel stigmatised or singled out.

I hear what the hon. Gentleman says, and I will continue to look at European and other comparators, and at eligibility.

In relation to what the hon. Gentleman—and, indeed, the hon. Member for South Shields—proposes as an in-work and out-of-work benefit, it is important to reference the fact of those on universal credit having that £7,400 earnings threshold. There will be people whose income exceeds £40,000 a year. I know there are people struggling across the country, even on what many would consider a reasonable income, because there is an inflationary shock for many people, and they have outgoings that reflect their earnings.

I will come to that, but while it is right that those families continue to receive a small amount of universal credit, which tapers as their earnings increase, not least to encourage and incentivise work, we have to recognise more broadly—notwithstanding the current inflationary pressures and cost of living pressures—that these are not the most disadvantaged households, which we want to target, or arguably should target, with support in this specific way.

That does not mean we should not be helping those people with specific, targeted support in other ways, which I will come to, but extending free school meal eligibility to all families on universal credit would, without question, carry a significant financial cost—one that I think would be much higher than that which the hon. Member for South Shields has referenced, although we can discuss that another day. It would quickly run into billions of pounds over a spending review and result in around half of all pupils becoming eligible for a free meal, which would have substantial knock-on effects for the affordability of linked provision—for example, the pupil premium, which is linked to eligibility for free school meals.

Having said all that, I understand and appreciate—I have a constituency myself and I speak with people every weekend—that many families are finding it tough, given the global inflationary pressures that affect the cost of living. The question is whether a permanent change to the eligibility criteria for free school meals is the right thing to do now—whether it is affordable and sufficiently targeted, and whether it could be delivered quickly enough if we wanted to operationalise it. My answer to all those points at the moment is no. As I say, the Government understand the pressures people face with the cost of living. These are global challenges, and that is why the Government are providing over £15 billion of further support, targeted particularly at those with the greatest need. We should not forget that this package is in addition to the over £22 billion that was announced previously, with Government support for the cost of living over the course of this year totalling over £37 billion.

The Minister says his answer is no. In Manchester, Gorton, a survey has shown that 80% of families are cutting back on food. Does he not agree that every young child deserves a good start in life and that food is one of the basics?

Of course, I agree. I do not want to see any child in this country going hungry or a single family in poverty. The hon. Gentleman raised support for councils in his intervention on the hon. Member for South Shields, and that is important. I referenced the £37 billion. I am biased because I originally set up the covid winter grant scheme, which has turned into the household support fund, and I am proud of the support it has provided to councils. That £37 billion includes an additional £500 million to help households with food and essential items. That is on top of what we have already provided since October 2021, and brings total funding for the household support fund to £1.5 billion. We did so because I genuinely believe that local authorities know their communities and those who are in need best and how to target them. There is another £421 million of additional support, which will run until March next year, with the devolved Administrations receiving an extra £79 million.

Let me turn to funding, which the hon. Lady also raised. In order to deliver the free school meal provision, we have increased the core funding for schools with the FSM factor—that is a bit of a mouthful—in the national funding formula. It has increased to £470 per eligible pupil this year to recognise rising inflation and the associated cost pressures, and from speaking with the sector and knowing the challenge that schools face. That was after the NFF rates were set, and we provided core funding through a schools supplementary grant. As a result, core mainstream schools funding will increase by £2.5 billion in 2022-23 compared with last year.

As I say, we already spend around £600 million on universal infant free school meals each year. The per meal rate, which I referenced earlier, was increased to £2.41, because I recognised that that needed to be done, and importantly I backdated that to 1 April this year, which represents an extra £18 million, in recognition of recent cost pressures.

It is a pleasure to serve under your chairmanship, Mr Gray. I thank my hon. Friend the Member for Islwyn (Chris Evans) for introducing this important debate.

The people of Manchester, Gorton care deeply about diversity in education, as shown by the fact that over 1,000 of them signed the petition. The strength of feeling on this issue in Manchester and right across the country must be a signal to the Government that now is the time for a truly radical overhaul of the national curriculum, and that we must ensure it considers the histories, lives and experiences of all people.

Towards the end of last year, working in collaboration with The Black Curriculum, I launched a new diverse curriculum charter for schools across my constituency. The charter is backed by Manchester City Council, the Runnymede Trust, Kids of Colour, Impact Reformation and the Equality Act Review, as well as a host of trade unions. The charter was developed off the back of the many conversations that I had following the eruption of the global Black Lives Matter protests and the wider concerns about systemic racism in our country that were raised last year.

Racism is still a fact of life, and young people across the UK are still growing up in a society that is plagued by inequality. Education has the power to change lives, and it holds the key to raising a new and truly anti-racist generation of young people. That is why it is so important to ensure that the curriculum reflects the experiences of all people in our society. Too often, the current curriculum omits or misrepresents the contributions of black, Asian and minority ethnic communities in Britain. We gloss over colonialism and depict racism as an historical artefact rather than a current and lived reality. In doing so, we fail our young people.

There has been fantastic enthusiasm in Manchester, Gorton for the diverse curriculum charter, and many schools have already undertaken important work in addressing diversity and inclusivity in their curriculum. Although such enthusiasm and drive from local schools is incredibly welcome, we must be under no illusion that this is enough. Without concerted Government action to embed diversity and anti-racism at every level of our education system, all our children will miss out on learning about the wonderful richness of our society.

It is fair to say that my hon. Friend has an enormous appetite for more and more investment in his constituency. If it had not been for his campaigning, his constituency certainly would not be getting the free school that will be built to deal with the needs there and to ensure that we continue to raise standards. I am already working with him and his colleagues, as well as the leader of Stoke-on-Trent City Council, Councillor Abi Brown, on how we can deliver higher-quality education providers in the city of Stoke-on-Trent. I would be happy to continue that work, building on the opportunity area in the city of Stoke-on-Trent, on how we can reinforce the already good work and accelerate it over the coming months and years.

The Department for Education has reported that a decade of progress on reducing the attainment gap has been eradicated in the last year, yet the Government seem to be under the impression that catch-up can be achieved on the cheap. By failing our nation’s children now, we will pay a high price in the future, with growing inequality, lower productivity and poor social mobility. We cannot afford to get this wrong, so will the Secretary of State urgently address the meagre funding set aside in this recovery plan?

As the hon. Gentleman will have heard me say in my statement, we are very much targeting the interventions at those areas that will deliver the most impact on children across his constituency and right across the country. It is the latest stage of a rolling investment over the last 12 months, already amounting to over £3 billion, plus over an additional £1 billion that has gone to schools to support them with covid measures. We very much plan to continue to make that investment in education over the coming 12 months, as we have been doing over the past 12 months.

In the north-west, a quarter of a million children qualify for free school meals. Nearly 6,500 of those children live in my constituency. To put that in perspective, more children are claiming free school meals in Manchester, Gorton than in the constituencies of the Prime Minister, the Chancellor and the Secretary of State for Education combined. It is no wonder then that the Government continually fail to comprehend the reality of life for children and families who rely on free school meals.

Schools, food banks, mutual aid groups and my constituents have helped throughout this difficult month. I am incredibly grateful to every single person involved. I must also thank Marcus Rashford for his tireless work through the crisis. I am sure that he knows this already, but Manchester is immensely proud of him.

For families struggling to make ends meet, free school meals are a lifeline. Yet, once again, we are having to persuade the Government to continue that support through the school holidays. Without free school meals, half-term would be devastating for the 6,327 children in my constituency who, without this support, would otherwise go hungry.

The link between poverty and digital exclusion is clear: if people are poor, they have less chance of being online. For children this year, that has meant missing out on vital learning. I have spoken with headteachers across my constituency, who say that they are desperate for digital devices for pupils. Not a single one I spoke to said that enough devices had been received for all the children who need one. Sadly, children growing up in poverty are once again being abandoned by this Government. They are left to go without schooling and without food.

If the Government wanted to, they could change that overnight by extending the provision of free school meals over the upcoming half-term, introducing a cash-payment system for parents while schools are closed, and rapidly upscaling the delivery of digital devices to those schools that need them. I hope they will do so soon. Until then, I will continue to be a voice for the poorest and most in need in my constituency.

It has been incredibly impressive to see the turnaround at West Nottinghamshire College and the work that has already been undertaken. I would be more than happy to work with my hon. Friend to see what opportunities can be created in the future for this college, which has had some difficult times, but is very much looking to the future with optimism and with a real sense of purpose in delivering the very best for young people in his constituency.

As I hope the Secretary of State already knows, there are about 20,000 private or home-schooled students who would normally have taken A-level, AS-level and GCSE exams this summer. These students were excluded from the U-turn on the assessment algorithm last month and are therefore still being penalised by this Government’s arbitrary and discriminatory policies. Will he now agree properly to engage with this issue and meet me to discuss how this situation can be rectified so that no young person is left behind?

I am very happy to meet the hon. Member. This was an issue that we discussed at great length with the regulator. We wanted to find a way in which those students could be awarded grades, notwithstanding the fact that the summer series had to be cancelled. However, for some students who do not have a relationship with a school, it was not possible for them to have centre-assessed grades. That is one of the reasons why we put on an autumn series of exams in all subjects across GCSEs, A-levels and AS-levels to ensure that they have the opportunity to take their exams this year.
