Commons ChamberI am sure the hon. Gentleman will be aware that Britain was involved in the security of continental Europe long before the creation of the European Union. We feel quite confident that the cornerstone of our security is NATO, not the European Union, and that is where our focus is going to be.
Last Thursday, I asked the Prime Minister what the cost would be of developing a British alternative to the Galileo project, given that she has failed to negotiate Britain’s participation in Galileo, post Brexit. I received absolutely no answer from her. The cost would in fact be between £3 billion and £5 billion. Given the support of the Defence Secretary for this move, will he tell me whether the Treasury has agreed to pay that sum?
It is typical of the Labour party to want to hand over money continually to the European Union for nothing in return. When we look at the satellite technology, we see that it has been developed here in the UK with British money. We are more than capable of delivering the system with international allies. I hate to have to point it out to the hon. Gentleman, but there are more international allies around the globe than just the European Union, such as the United States, Japan, Australia, South Korea and many others we can work with.

Commons ChamberI thank the hon. Gentleman for making a valid point, and we are very grateful to all those from Northern Ireland who have served our forces so well.
Local authorities are responsible for many of the services that fulfil the covenant’s guarantees, yet they have borne the brunt of much of the Government’s austerity programme. Many councils are doing their very best, despite devastating budget cuts from central Government, and I pay tribute to the armed forces champions who do so much in councils up and down the country to promote the armed forces covenant—and look forward to welcoming some of our Labour champions to Parliament on Monday. However, as the Minister has said,
“we know there is much more still to be achieved, particularly in ensuring consistency of outcomes”,
and I think that there is a discussion to be had on whether some aspects of the covenant should be formalised as statutory duties to ensure that they are being delivered properly, because ultimately what matters are not the warm words of politicians, but the real-life experience of our forces community, who do so much for us all and who deserve the very best.
On a point of order, Mr Deputy Speaker. We have been informed that the Prime Minister is to make a statement to this House at 3 o’clock. However, I understand that the Prime Minister has already spoken to the press outside No. 10 Downing Street. I consider that to be a gross discourtesy to this House.
Secondly, I understand that an agreement has been reached between the Prime Minister and the European Union on a draft declaration. I would have thought that that draft declaration would be available to this House, but as of 10 minutes ago it is not available in the Table Office. Will you ensure, Mr Deputy Speaker, that that draft declaration is made available well before the Prime Minister gets to her feet at 3 o’clock?
It is good practice to share such information and there is still time. If Her Majesty’s Opposition have got to listen to a statement they should be well informed in order to be able to put the right questions. I also say that this House should be told first, not the TV studios; Members of Parliament are here to be told first, not everyone else. We know that that is best practice and it should be the practice: whoever they are, they should come to this House first, and then by all means go to the TV studios. The hon. Gentleman has put that on the record, and I hope that anything that needs to be printed and produced will be ready for the 3 o’clock statement. We do have time, and I am sure that message has gone out loud and clear, and I am sure the Whips will be dealing with it very quickly.
I begin by echoing and reinforcing the earlier comments of the Chair of the Defence Select Committee when he congratulated my hon. Friend the Member for Bridgend (Mrs Moon) on becoming president of the NATO Parliamentary Assembly. It is an excellent tribute to her, but it is also good for this country, and I am glad that we are all united in supporting her in that position.
This has been an important debate, not least because it comes 100 years after the end of the first world war. It is important to reflect that when those brave men and women came back from different parts of the world—not just Europe—they did not find in this country a land fit for heroes. There was a lack of support for so many men and women. Lessons were learned, but it took a long time. They were learned during the ’20s and ’30s and after the second world war, but only recently have we had the explicit support provided through the armed forces covenant. I am proud that much of the preparation was done under a previous Labour Government if implemented by the Conservatives.
It is important, too, that we recognise how important and significant is the report before us today. It is important because it contains the observations of the covenant reference group, whose involvement in the process is extremely important.
We have heard today from a number of hon. Members. The last to speak was the hon. Member for Braintree (James Cleverly). He reminded us how important it is that we have this covenant and debate. We heard from the right hon. Member for New Forest East (Dr Lewis), the Chair of the Select Committee, who spoke eloquently about the desperate plight and unfairness of the situation faced by many war widows. I hope very much that the Government address that situation. We heard from the hon. Member for Belfast East (Gavin Robinson) about the particular situation in Northern Ireland and from the hon. Members for Dunfermline and West Fife (Douglas Chapman) and for East Renfrewshire (Paul Masterton). I echo their support for the covenant.
It is clear from this debate and report that the implementation of the laudable principles in the covenant is uneven and varies between different parts of the country. I hope for a degree of uniformity before too long so that service personnel and veterans might have the equal support through the country that they deserve. I would cite the situation in Wales. All the local authorities bar one are very involved in the provision of the services that the covenant calls for, and I hope that Powys will join the other local authorities to ensure comprehensive coverage in all of Wales.
My own area, Caerphilly, is a shining example. Armed forces awards are being given tonight in Wales, and I am sure that Caerphilly will loom large among the recipients, because excellent work is being done there on the education of veterans’ children and on employment opportunities. There is a particular focus, however, on homelessness, as is common throughout many parts of the country. Caerphilly has appointed a first-rate regional armed forces covenant officer, who covers not only Caerphilly but other parts of Gwent, and we have a first-rate community covenant champion in Councillor Andrew Whitcombe. That model has been replicated elsewhere, but Caerphilly is a good example for others to follow.
It is important, too, that we recognise that we are not just talking about veterans when we talk about the covenant, important though they are. We are talking about those serving currently, as is made explicit in the covenant. One of the big concerns I am aware of is that the armed forces are still not satisfied with the quality of accommodation on many parts of the armed forces estate. This point was made very clearly by my hon. Friend the Member for Leeds North West (Alex Sobel). It is very important that we heed the comments from the Defence Select Committee. It has been extremely critical—quite rightly, in my view—of the agreement with Annington Homes, which was clearly delivering substandard accommodation for our personnel.
That is still a problem; it is not just a historical one. It is noticeable that in the annual report, the armed forces families federations are cited as still being critical of the standard of single living accommodation. It is important to recognise the concern over the last few months about the liquidation of Carillion. Those difficulties continue, and I hope that the MOD will learn the lessons from that kind of outsourcing.
This is an important report, and I hope that Members will take time to read it from cover to cover. Although much has been done, much more needs to be done. I am delighted that there is political consensus on both sides of the House that support for our veterans and armed forces should be vital in our approach to political engagement, whether we are on the right, left or centre. I hope that that bipartisan approach continues and is reinforced, and that a clear message goes out from the whole House of Commons that we are firmly behind veterans and the armed forces generally.
I would like the Minister, in the brief time available to him, to seek to allay concerns that many people have about the proposals we believe are in the pipeline to outsource veterans’ services. We believe that that would be a mistake. I would also like him to clarify what exactly the Armed Forces Covenant Fund Trust will mean for changes in financing. A number of Members have referred to Care after Combat and its belief that it will be excluded from future funding. If that were the case, it would be a huge tragedy. I ask the Minister to specifically address those points. I would like to finish by reiterating the point I made earlier: we stand firmly behind the veterans and armed forces of this country.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I offer my warmest congratulations to my hon. Friend the Member for Glasgow North East (Mr Sweeney) on securing such an important debate.
The defence industry is vital to the British economy, with a planned spend of £180 billion in the almost 10 years leading to 2026-27. That is a huge opportunity for the country’s economy, but one that has been lost because the Government have clearly rejected—despite their recent rhetoric—the idea of developing a sovereign capability for this country. Sadly, as we have heard this afternoon, the Government are increasingly buying kit off the shelf, principally from the United States of America. That is one reason why the Ministry of Defence has a deficit of £14.8 billion, according to the National Audit Office. Many MOD contracts are given without competition or openness, according to the single-source process, as my right hon. Friend the Member for North Durham (Mr Jones) made clear. The mechanised infantry vehicle contract was recently given to the Boxer without any competition or openness, and it seems that the AWACS replacement will go the same way.
Where there is competition, we see international tenders, as my right hon. Friend the Member for Warley (John Spellar) highlighted with the example of fleet solid support ships. We will be up against tenders from state-subsidised shipyards throughout the world, particularly in Korea, so it is not a level playing field. We could be ensuring that British industry and shipyards benefit from the investment coming from those contracts, but what do we see? Recently there was the announcement that Babcock was going to close Appledore shipyard in Devon, at a loss of nearly 200 skilled jobs. That shipyard has been open since 1885 and has the proud record of producing 350 vessels, but this Government are allowing it to be shut through inactivity. As the right hon. Member for Birkenhead (Frank Field) knows full well, nearly 300 workers at Cammell Laird are going to lose their jobs on the Mersey. There has also been a process of casualisation of the workforce, which will drive costs down but erode both employment and the skills of the workforce.
As the debate has demonstrated, we clearly need a sovereign industrial strategy for the defence industry. We need an industry that ensures a drumbeat of orders and provides jobs in all sectors of the defence economy, and as has been mentioned, we need to make particularly sure that our shipyards are fully provided with work and sufficient investment. We also need to think ahead and invest in technology as well as the skills of workers, and to be mindful of this country’s capacity to export, which sadly the Government are not.
I firmly believe that the shipyards and their workers should be at the very heart of this country’s industrial strategy. I believe that opportunities would present themselves if the Government decided, through the exercise of their political will, to bring forward a Type 31e frigate programme. If they decided, even at this late stage, to withdraw the international tender in order to ensure that the fleet solid support ships were built in British shipyards, there would be marvellous opportunities. That requires not just political will but an overarching perspective that looks beyond the short-term costs of the Ministry of Defence and instead at a holistic industrial strategy for the country, of which our industrial defence capability should be a central part.
In short, we need a Government who put the national interest first and do not look at pounds, shillings and pence in the short term, but have a long-term perspective that places British workers at the heart of an industrial strategy.

Thank you very much, Mr Hollobone; it is a pleasure to serve under your chairmanship. I too offer my congratulations to the hon. Member for Glasgow North East (Mr Sweeney) for securing this important debate. I know that this is a matter close to his heart and an issue of great importance to him. I was somewhat depressed, however, by the fact that he said he will be 30 in January, given that I will be 47 next weekend, but there you go.
The right hon. Member for North Durham (Mr Jones) wondered how long I would be in post, and I am afraid that is one question on which I am not prepared even to speculate. I hope that I have proved, in the few months I have been in the role, that I am prepared to listen to all arguments—I will agree with some and disagree with others—and will take the time to absorb all the information. That is why I have spent a lot of time going around the country to listen to industry, the people working within it, and of course, the armed forces, to whom we are trying to supply important equipment. As the Minister, I am clearly responsible for procuring that equipment to ensure that we get the best value for our armed forces. It is also important to maintain the relationship with the UK industry and to promote exports and prosperity. Those issues are close to my heart. The debate has been informed by a clear recognition of the importance of the UK industry to our national security.
The debate has also given us an opportunity to remind ourselves of the extensive work that has already taken place to foster innovations and a competitive defence sector. The UK defence industry, working alongside our armed forces, plays a crucial role in delivering UK national security objectives. It is crucial to protect our people, project our influence around the world and promote national prosperity.
Every day since I took office, it has been a privilege to see the difference that the UK defence industry makes, whether that be the people, the equipment being provided, the training, the support, the infrastructure or the technology. Those elements are all there to help our nation’s defence. I think we are all proud to have a world-leading defence sector. The figures speak for themselves: in 2017 alone its turnover was £22 billion, with £9 billion of exports, and it supports over 140,000 jobs.
The report by my hon. Friend the Member for Ludlow (Mr Dunne) showed that defence plays an important part in our economy. It is crucial to strong manufacturing technology and has a broad footprint in every corner of the United Kingdom. As a customer, we are always aware of the need to get the right capability for our armed forces, while ensuring value for money for the taxpayer. The key to that is a thriving and globally competitive defence sector that is an important part of a wider industrial base.
Helping that industry to grow and compete in a global market is a key objective of the defence industrial policy refresh that was published last year. The three strands to our approach are, first, to improve the way defence delivers wider economic and international value and national security objectives; secondly, to help industry be internationally competitive, innovative and secure; and thirdly, to ensure that it is easier to do business with the Ministry of Defence, which is an issue I have heard about particularly from small and medium-sized businesses.
We are committed to maximising value for the UK by taking into account potential economic impacts, strategic international interests and national security objectives. In the defence industrial policy refresh, we committed to a more systematic approach to considering prosperity and international and industrial security and ensuring that we are early in developing high-value business cases. Earlier, more holistic decisions will improve how we inform choices for military requirements and ensure that the acquisition strategy and commercial engagement support a full range of desired outcomes.
Hon. Members made a number of points; I will try to go through them all, but I suspect I will run out of time. If I do, I commit to write to each Member with an answer. First, I note the comment of the right hon. Member for Birkenhead (Frank Field) about the merchant contract that was secured. If we can make our shipyards as competitive as possible across the globe, they will be more likely to secure more of those contracts. That is precisely why we have the national shipbuilding strategy. The hon. Member for Glasgow North West (Carol Monaghan) mentioned in an intervention that we had let down some shipyards. I want to emphasise that we have committed to 20 years’-worth of work for those shipyards. We are in the first batch of the three frigates, costing around £3.7 billion. The commitment to the remaining ones is there; we want to follow a process so that we learn from the first three and get the advantage of a better ship and better value for the taxpayer.
The hon. Member for Plymouth, Sutton and Devonport (Luke Pollard), whose constituency I was pleased to visit, talked about the Type 26s. Hopefully America is listening. I had the privilege of being in America recently, where we tried to push the point he made. We need to push wherever we have the opportunities. We should recognise the successes we have had with Australia and Canada. There is still a bit of time to go, but we are working hard on that. I hope industry will be given the confidence to look for contracts all over the globe, so that we can provide security.
The hon. Member for Glasgow North West asked for reassurance about state aid. The response that my predecessor gave her stands for the future contracts—I hope that reassures her. My hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan), who has left her place, mentioned tax and prosperity. We have to take into account the recently refreshed Treasury Green Book guidelines as part of our procurement process. The forward plan is exactly what the national shipbuilding strategy is about; it sets out the 30-year forecast of what the Royal Navy’s requirements will be, so we can give the industry the greater clarity it needs.
Appledore shipyard was an issue that arrived on my desk fairly early on. We engaged with Babcock and looked at all sorts of possibilities and options, but the timescales for the Type 31e and the FSS build would not have sustained the jobs at Appledore—or Cammell Laird, in fact.
The Minister mentioned the Type 31e. Let us not forget that the Government deliberately delayed the programme and put it out to tender again, having withdrawn the initial programme.
There were issues with the start of the procurement process. We have reset that, and I reassure the hon. Gentleman that we are sticking to delivery of the first one by the end of 2023. We have made that commitment; this is an ambitious project, and we are determined and working incredibly hard to ensure that we catch up any time that may have been lost. Each time I have updates, I get more optimistic about how we are progressing.
Many Members have talked about the FSS. It is not quite true to say that the Norwegians are building theirs—they are not, actually. They are being put out to international competition and are being built in South Korea. Australia and New Zealand have taken the same approach as us. We have been clear that a warship is as characterised in the national shipbuilding strategy.

Commons ChamberI am getting a lot of invites and feel privileged to have so many. I congratulate Cammell Laird very much on its successful bid. It goes to show how vital money spent by the MOD is to many local economies. I shall endeavour to visit Cammell in the near future, but if I do not, the Under-Secretary of State for Defence, my hon. Friend the Member for Pudsey, will certainly do so.
The Government believe it is vital to future-proof technologies, so I was shocked to learn that the Ministry of Defence has given the green light—yet again—to an American company, Boeing, for the replacement of the Sentry AWACS aircraft. That has been done without any competitive process, and it has been said that Boeing is planning to use old aircraft and semi-obsolete radar. Clearly there are differences of opinion about what Boeing has to offer, so will the Secretary of State agree to an independent evaluation of all the options to be considered?
I am sure the hon. Gentleman did not intentionally mislead the House by implying that we are going to have old aircraft. We will have new aircraft in terms of the potential procurement of Wedgetail. We are confident that this is the best capability; it is world leading and it has the best ability to bring it to our Royal Air Force at the earliest possible stage.
It is important to remember that although Daesh has been considerably weakened and the amount of territory under its control has been massively reduced, it remains a great threat. In the last month alone the RAF has made 27 strikes against it, which goes to show that the tempo of operations is not actually slowing down. We cannot take it for granted that Daesh has been defeated, and we must continue to put pressure on it.
It is a year since Raqqa was liberated from Daesh. There is still work to be done on securing all parts of the city, but attention needs to be given to how it will be rebuilt in the future. What plans are being drawn up, and what resources are being allocated to the reconstruction?
The Department for International Development is leading this process, and the Ministry of Defence will continue to give it as much support as possible. We recognise the important role that must be played in respect of reconstruction following such a devastating conflict.

General CommitteesIt is a pleasure to serve under your chairmanship, Mr Bailey. May I say that I was surprised to hear the Minister say that it was a pleasure to be here? We all know he is here because the fellow who should have been—the Defence Procurement Minister—resigned last night. I am glad to see a very able stand-in, but I am a bit surprised, because this Minister had threatened to resign and instead it was a Minister who had not threatened to resign who did so. It is all a moveable feast; nevertheless, I welcome the Minister to the Committee.
Does my hon. Friend agree that it is a little confusing who is a Minister these days?
Order. The nature of the debate is straying some way from the regulations. I have indulged Mr David so far, but he must please confine his remarks to the business before us.
Indeed. I was simply taking my lead from what the Minister had said. I hope you will indulge me slightly more, Mr Bailey, as I pay tribute to the Minister who should have been here, because he did his homework meticulously well. He was a very good Defence Procurement Minister who put his constituents first. As he explained to me last night, he resigned because he was concerned about the situation of Airbus, which employs many people in his constituency, and could not bring himself to support the Government on this occasion. I simply say that for information, but it is relevant because Airbus is referred to in the regulations. It would have been slightly embarrassing, to say the least, if the former Minister had been speaking now in this Committee knowing full well that his constituents would be adversely affected by legislation that the Government were pressing hard.
I have some sympathy with the Minister before us, but this is an important subject and I want to ask him some questions. If he cannot respond effectively, we will understand why, and I would be more than happy to have his replies in writing—in copious detail, I might add.
The Ministry of Defence has a 10-year equipment budget of £178 billion. For 2016-17, the budget for equipment and infrastructure is more than £8 billion. Members might be surprised to hear that some 40% of MOD contracts are single source—allocated without any competition—of which only 15% to 20% are subject to the Single Source Regulations Office.
I understand that the regulations make three changes, two of which expand the scope of the SSRO with regard to aspects of international co-operation and some intelligence activities—those that do not impinge upon the national security of this country. The third is about extending the exclusions to the regulations where there is a change of contract, which is perfectly understandable. What percentage of contracts that are currently not subject to the SSRO will now be brought under that office’s responsibility? I ask that because when a Minister in the other place, where the regulations have already been dealt with, was asked the same question he was somewhat confused and thought that his notes were unclear. Might the Minister now, or in writing, clarify that, so that we have firmly on the record exactly what percentage we are talking about?
The second question about the two exclusions that are coming to an end. The regulations state that there should be a voluntary agreement between the MOD and the supplier. I find that strange, because as I understand it, a regulation is either in place or not in place; it either applies to people or does not apply. It seems strange that there is a process whereby there is a voluntary agreement on whether the regulations are to apply. I will quote exactly what the explanatory memorandum says, at paragraph 7.5:
“The proposed change is that contracts made within an international defence framework will be subject to the legislation if the MOD and the supplier agree.”
That is surely very uncommon. Legislation either applies or does not apply.
My hon. Friend is making a very important second point. Is he aware of whether the Department, in its public procurement principles, has a commitment to pay the living wage both outside and within London? I know that the Minister is aware of my questions in that regard. Also, is there any provision in defence contracts, given that this is public procurement, for the suppliers to employ apprentices? Could the Minister outline the situation in that regard in his response?
It will be interesting to hear the Minister’s answer to those two points. I think I know what the reply will be. The fact is that the Government’s so-called defence industrial strategy is strong on rhetoric but very weak on substance. That is a leitmotif through all our criticisms of what the Government are doing on defence procurement.
Let me return to the point that I was making about the apparently voluntary nature of the legislation. Of course, that has implications, because, as the explanatory memorandum goes on to say:
“The need for agreement from both parties may limit increased take-up to an extent.”
How much is “to an extent”? It is so imprecise that it is almost vacuous. If all suppliers say, “Well, that’s very interesting, but we’ve decided not to apply it,” will the Government’s response be, “Well, fair enough. That’s okay. It’s voluntary anyhow”? That is my second question—will the Minister explain the logic, if there is some, behind that?
My third question is about the impact that the modified regulations will have on business. Common sense tells me that there is bound to be an impact on how businesses operate, how much they charge and how they relate to the Ministry of Defence, so I am surprised to see that the explanatory memorandum, under the heading “Impact”, says:
“There is no impact on business”.
Again, is that because this is voluntary and the anticipation is that everyone will ignore it, as it is not worth the paper it is written on? I will be interested to hear the Minister’s explanation of that.
My fourth point is that, as the Minister said, the Government have conducted a review of the legislation, as they are obliged to do under the 2014 Act, but this explanatory memorandum says that they will bring forward a number of changes to be set out in some detail in the Command Paper in the autumn. If that is the case, why are we seeing these modest changes now? Would it not have been better to wait for the Command Paper to be published in the autumn? Then we could have dealt with all the changes that stem from that. It seems very much that this is a partial case of cart before horse. I ask the Minister for his response to that. If there are pressing reasons to bring these modest changes forward, what are those reasons? They are hinted at in the regulations, but the explanatory memorandum does not explain them.
My fifth and final question is on a contextual point. It is interesting that the papers that were circulated for this Committee are a little different from the papers that are at the bottom of the room today. One change that I have quickly noticed is to how the document, the explanatory memorandum and the amended legislation will be distributed, and how much the charge will be for the documents. The document circulated to Members—I ask them to listen carefully to this—states that
“the overriding purpose of this instrument is to give effect to the policy on exclusions, not to remedy the deficiencies, which were not identified in the consultation as matters which cause concern or confusion to users, and would not in themselves have warranted a separate instrument. Therefore it has been decided not to make the instrument free of charge to known recipients of the SSCRs.”
I challenge anyone to explain to me what on earth that means. I have heard of double Dutch, but that is convolution in the extreme.
I am sure the ministerial team have read through all the documentation that the civil servants have sent out, but how on earth could something so convoluted have been passed? I respectfully suggest that all those involved in writing legislation and explanatory memorandums be sent on a plain English course not only so that parliamentarians understand what is being said, but, more importantly, so that the people outside who have to adhere to the regulations understand what is being said. I am sure the Minister cannot hope to explain the quote I gave, because I do not think any reasonable person can, but may I ask for a reply in writing on the last point in particular? With that, I will be able to explain to constituents how much will be charged and how the document will be distributed in plain, intelligible English.

I thank the hon. Member for Caerphilly for his comments and his perspective on the resignation of the former Minister, my hon. Friend the Member for Aberconwy (Guto Bebb). We all wish my hon. Friend well and thank him for his service and what he did. The hon. Member for Caerphilly sought perhaps to make fun of the fact that he had resigned, but the Government are yet to match the more than 100 resignations we have seen in the Opposition. There is one Member sitting on the Opposition Back Benches now who resigned. If we want to compare notes on resignations, Labour should perhaps keep quiet.
As the Minister specifically referred to me, I thank him for giving me a chance to reply. Yes, I did threaten to resign, but I actually did resign, unlike the Minister, who has threatened to resign but has not done so. Nothing has changed—he is all talk.
The hon. Gentleman says he resigned. As far as I can see, he is still on the Front Bench, so I do not know where his resignation took him. Obviously it did not have the impact he wished. Perhaps his services were desired again because so many others had resigned that the Opposition needed a chance to revisit some of them, saying, “Please come back, because we have got nobody else.” Before we go any further down that cul de sac, shall we return to the business at hand, Mr Bailey?

Commons ChamberBefore wandering too far down that road, let me say that this is just too important for us to play a guessing game and try to thump out numbers of GDP advancement. Other Departments will just turn around and say, “Well, I want a bit more of that for my Department as well.” We must make the case; we must spell out exactly what the money would be spent on, what savings would be made and what efficiencies we can provide inside defence itself. Therefore, whether the figure is 4%, 3% or 2.5%, the purpose of the defence modernisation programme is to give us the detail on what we need to do for our air, land and sea; what we need to do to upgrade in all phases of war; what we need to do in the new areas of complex weapons, cyber-security and protection of space for fear of hollowing out our conventional capability.
In conclusion, this Government have a responsibility to obtain the right capabilities for our armed forces. However, as a customer, we must ensure that this represents value for money for the taxpayer. Competition is at the heart of our approach. Our shipbuilding strategy is a pathfinder and exemplifies many aspects of our approach, set out in the Government’s policy framework, which includes an ambition to transform the procurement of naval ships; the importance of making the UK’s maritime industry more competitive; investment in the Royal Navy fleet; a commitment to exports; and a plan to boost innovation, skills, jobs and productivity across the UK.
We are rightly proud of all those who serve our country. We have a duty to look after them and protect them. That includes procuring the best possible equipment, which allows us to remain a tier 1 nation, leverage our industrial capacity and produce cutting-edge equipment for us and for us to export.
On a point of order, Mr Deputy Speaker. Earlier, the Minister was adamant that there had been a British bid for the MARS tanker contract. That was not the case, and I wonder whether he would like to correct the record.
I am sorry, but I have to make some progress.
What we are highlighting is that across the Chamber we want to see a successful British shipbuilding sector, and we categorically want to see the conclusion of Sir John Parker’s report implemented. He said clearly in recommendation 21 that he wanted to see the opportunity for British shipyards to compete for the fleet solid support ships contract. That is categorically the position of the Ministry of Defence. We want to see a competitive bid from British shipyards. It can be a competitive single bid or a block build option, but we want to see that bid forthcoming. We want that bid to win because that bid is the best, the most cost-effective, the one that offers value to the taxpayer and the one that shows that the confidence we have in our shipbuilding sector is justified and will be maintained.
I thank my fellow Welshman for giving way. Does he think it is fair that we could be in a situation with the FSS ships where British companies will be competing with heavily subsidised companies from abroad? Is that a level playing field?
No, of course it is not, which is why every single tenderer in this process will be subject to the same procurement rules and the same European rules that exist at this point in time, to ensure that we have a level playing field. The hon. Gentleman should understand the importance of ensuring that we have a level playing field. The way to ensure such a level playing field is not to insist on only UK companies being able to bid for what is not a warship.
The strategy has been adopted in full and was consulted on widely. The Ministry of Defence has decided that we have to adopt the strategy and implement it, and we are confident that we will see the success of this strategy and, more importantly, a very successful future for our shipbuilding sector. I look forward to bids coming in for the fleet solid support ships from British yards with the confidence that seems to be lacking from Opposition Members.

Commons ChamberFirst, I extend my thanks to the workers of the Rosyth yard for their fantastic work on our carriers. Secondly, the report that has been produced about the contribution of defence to the prosperity of the UK is important, but I return to the point I made earlier: we have adopted all the recommendations of the shipbuilding strategy, and we are already seeing the results.
We on the Opposition Benches join the Secretary of State in offering our deep condolences to the family of Dawn Sturgess and express our full support for the police as they investigate this appalling incident.
This morning, the hon. Member for Ludlow (Mr Dunne) published an important review titled “Growing the contribution of defence to UK prosperity”. The review was commissioned by the Secretary of State for Defence. It cites the new Type 31e frigate as an example of how the MOD has started to take the prosperity of the British economy into account in procurement. If that can be done with the new frigates, why on earth can it not be done for the fleet solid support ships?
I thank the hon. Gentleman for his question but, once again, I refer him back to the shipbuilding strategy, which was endorsed on a cross-party basis. The key thing is that the Type 31e is a frigate and, as such, is designated as a warship. The fleet solid support ships are not designated as warships. We are very clearly following through the shipbuilding strategy, which we think will clearly improve the productivity of our yards and contribute to UK prosperity. The hon. Gentleman should do likewise.

Commons ChamberWe have had an excellent debate. Eighteen Members have spoken and there have been many constructive interventions. My apologies to the House if I fail to mention all the Members who have spoken. The debate has displayed a wide range of knowledge. Members have spoken with passion and sincerity. I am delighted that Plymouth has been mentioned. The debate has also been largely bipartisan in tone and content. I very much take on board the very good point made by the right hon. Member for Newbury (Richard Benyon), who said it was imperative for us all to have as much unity as possible in this important area. There has been a high degree of consensus.
This is an important time for NATO. As we have heard, NATO’s origins go back to 1949. We on the Labour Benches are very proud that the likes of Clement Attlee and Ernest Bevin in particular played an important role in NATO’s formation. Today, the threats which NATO was established in response to are very different, but they are clear threats that we ignore at our peril. My hon. Friend the Member for Wakefield (Mary Creagh), the right hon. Member for Rayleigh and Wickford (Mr Francois), the hon. Member for Beckenham (Bob Stewart) and many other Members accurately referred to Russia’s increasingly aggressive activities. We have seen the recent actions of Russia in Ukraine, the illegal annexation of Crimea, and the destabilising cyber-activity of Russia in a number of countries, not least Estonia.
On the weekend before last, it was my pleasure to attend a festival of military music in Cardiff. This was a marvellous display of music, performed with vitality and precision. It also gave me the opportunity to speak to soldiers of the Royal Welsh who served with the Royal Welsh in Estonia. As we have heard from the Secretary of State and the shadow Secretary of State, the number of UK personnel routinely deployed in Estonia is now around 800. Our troops are working alongside French personnel and, before long, Danish personnel. This enhanced forward presence, and tailored forward presence, is vital to ensuring that NATO provides strong defence and a clear deterrence.
Significant as this eastern European theatre is, it is also important to be aware that Russia is becoming increasingly assertive in other areas as well, notably in the Arctic. Members hardly need reminding that we have seen ever-increasing military activity close to the United Kingdom. British fighter pilots, jets and warships have responded to Russian military activity near the UK more than 160 times since 2010 and, only a couple of weeks ago, a Royal Navy destroyer was deployed to escort a Russian underwater reconnaissance ship after it approached the UK coast.
At the end of 2016, along with my Front-Bench colleagues, I visited the NATO headquarters in Brussels. I was impressed by both the collegiate nature of the organisation and its accurate estimation of the growing Russian threat. Not only is Russia increasing the numerical strength of its armed forces, but it is increasing its investment in its capabilities, and it is increasingly prepared to address and test our collective responses. In the light of this, I believe that it is important for our NATO allies to make real their commitment to hit the military spending minimum of 2% of GDP for NATO. That argument has been made coherently and well by the Select Committee on Defence, and we have heard a number of Members in this debate making an eloquent case for it, not least the hon. Member for Clacton (Giles Watling) and the Chair of the Defence Committee, the right hon. Member for New Forest East (Dr Lewis). It is also important to recognise that the UK only meets its 2% target because the Government include expenditure on things such as pensions. The need for more resources has been stressed strongly by a number of Members on both sides of the House.
At the start of my speech, I stated that this is an important time for NATO, and it is indeed, for the reasons that I and other Members have given. It is also important because we must not give the impression that, because Britain is leaving the EU, we are going to lessen our determination to co-operate with our partners and friends within the North Atlantic Treaty Organisation. In this context, the NATO summit in Brussels in July will be of tremendous importance. There will be important discussions, especially on the creation of a new command structure to deal with maritime security and the threat that is posed in the north Atlantic. A number of Members have made their support known very strongly for these developments.
NATO is a vital alliance. We live in a dangerous and uncertain world, and we need to ensure that NATO speaks with one voice and acts as an effective alliance. All of us in this House agree that NATO is important but, as my hon. Friend the Member for Bridgend (Mrs Moon) and my right hon. Friend the Member for North Durham (Mr Jones) eloquently said, we must all make sure that we put the case for NATO to the people of this country to make sure that there is not only understanding, but full support.

Commons Chamber“Not affordable”, “not realistic”, “not complete”, “unbalanced” and “unmanageable”—those are some of the politer things that have been said about the Government’s equipment plan. The comments have been made not by the Government’s political opponents, but by the Public Accounts Committee and the National Audit Office. Not since the end of the second world war have there been such devastating criticisms of a Government defence programme.
This £20.8 billion black hole in the MOD’s equipment plan has arisen due to this Government’s shameful incompetence. How do they intend to get out of this mess, and can we look forward to extra resources from the modernising defence programme?
I would say, at the risk of repeating myself, that the National Audit Office and the Public Accounts Committee do important work for this House, but I should highlight the fact—I have said this once but I will say it again—that the figures quoted in the NAO report were a worst-case scenario. It looked at every single project hitting the worst-case scenario and at no efficiencies whatsoever being created within the programme. We are considering all these issues as part of our modernising defence programme, but I genuinely say to the hon. Gentleman that he should read the report with a bit more care and understand it.

My hon. Friend tempts me to offer an answer now, but I am sure he understands that it would be remiss of me to make such a commitment now, especially as we are still awaiting the completion of the Modernising Defence Programme. However, I stress again that we are looking at the issues seriously, including training, force generation and cost. We will certainly make an announcement before the end of the year. I anticipate that we might be able to make announcements before then, although I would not want my hon. Friend to come away thinking that the intention is to have an early decision. We are trying to ensure that we make a decision based on the facts of the situation, and I assure my hon. Friend that the support that Plymouth is showing for the campaign is being taken on board. Plymouth’s capability and the capacity as a naval base is also understood by the Ministry of Defence. I hope that gives some reassurance, if not the exact dates that he was looking for.
Has the Minister given any consideration at all, on a slightly longer time scale, to where the new Type 31s may be based?
Ultimately, we are looking very carefully at the rebasing; the fact of the matter is that we are building an enhanced Royal Navy. We will have more surface ships in the Royal Navy than we have had for a long time. We have seen the Royal Navy grow for the first time in a long time. All these decisions are under review. That is why it is important to understand that the decision on the Type 26 is not being taken in isolation. We are making decisions in the context of a growing Royal Navy. I suspect that every Member who has spoken in this debate would welcome the fact that the Royal Navy is growing. The reason for that growth is the new challenges that we face and the demand that we respond to them, and some of those were articulated by the hon. Member for Plymouth, Sutton and Devonport.
We are aware of the long-standing support offered to the Royal Navy by Plymouth and the Devonport base since 1691. There is a 300-year history. It is very difficult to visit Plymouth without being moved by the contribution that the city has made to the prosperity and the protection of this country over 300 years. Clearly, the size of the estate is unique. It is the largest base of its kind in Europe, stretching over 940 acres, and has more than 100 listed buildings and 3.5 miles of waterfront. This is a base that has been providing support for our Royal Navy for a very long time. That history is clear from visiting the city of Plymouth.
The Government’s commitment is clear: to enhance the Royal Navy—the surface fleet and the submarine fleet. It is important to understand the context of this debate, which is the growth in the Royal Navy. We are committed to building our eight anti-submarine warfare Type 26 frigates. The hon. Gentleman’s support for our export campaigns in Australia and Canada is appreciated. We have run a fantastic campaign in Australia and we are running a fantastic campaign in Canada. The capability of the platforms that we are building, with the support of our fantastic shipbuilders on the Clyde, is something that we take very seriously. It is great to see this unified approach to highlighting the capability of the Type 26.
The contract to build the Type 26 was awarded in June 2017. We have already cut steel and are building the first blocks on HMS Glasgow, which is very good news. Some people have claimed that it is nothing more than a paper ship; any hon. Members who have been to the Clyde will be able to say quite categorically that that is not the case. The work is being undertaken and the quality of the work is excellent.
The hon. Member for Plymouth, Sutton and Devonport highlighted the long-term commitment to shipbuilding on the Clyde that that order represents in his comments about the apprenticeships opportunities. The last of the apprentices who will be involved in the Type 26 programme have not yet been born. The Type 26 programme shows our commitment to long-term shipbuilding. I make no apology about the fact that we are also looking at the Type 31e. It is a case of identifying our capability need and what the Navy needs. The Type 31e is welcome from a procurement point of view. It is a general-purpose frigate being built to a cost limit, but it is also a new way of doing procurement.
When I travel around the world in my role—when the parliamentary arithmetic allows such travel to occur—I find it fascinating to see how closely defence departments in other countries are watching our Type 31 procurement. The capability and the cost of the Type 26 are recognised and have been recognised in the debate. Not many countries have the capability or the financial power to purchase such a high level of capability as the Type 26, but they are interested in what we are trying to achieve with the Type 31. The combined effort is showing a degree of confidence in our shipbuilding strategy, but it is also showing a confidence in our Royal Navy.
It is important to highlight that the Type 23 frigates have been and remain a significant part of the activities in Devonport. The decision to base the eight anti-submarine Type 23s in Devonport was correct. That decision has resulted in more coherence in our basing. I share the hon. Gentleman’s admiration for the crews of the Type 23; I have also flown on to Argyll and have enjoyed Thursday war games with the crew. The professionalism and the commitment of the crew was something to behold.
I take exception to the comments that the hon. Member for Plymouth, Sutton and Devonport made about defence cuts. We have to acknowledge this issue on a cross-party basis, and it needs to be very carefully articulated, because it contributes to a false impression of what is happening in defence. The Government are committed to increasing defence spending. We have a protected budget of £37 billion. That budget is increasing by half a per cent above inflation year in year out for the lifetime of this Parliament. That commitment needs to be understood.
We talk about cuts, but it is important to put that in context. We are increasing defence spending. The challenge is to manage that increased spending. When we casually use the word “cuts”, we are sending a message—often a false message—that is a reassurance to our opponents and that causes distress and concern for some of the people working in our armed forces. I understand the context in which the comment was made, but I want to put it on record that we are expanding and extending our defence capabilities and are spending more on defence. My own equipment budget is £180 billion over the next 10 years, which by any stretch of the imagination is a significant budget. That includes a £63 billion commitment to enhancing the Royal Navy. I am sure that most Members will acknowledge that that is a significant commitment.
At the risk of repeating myself, I think the message has been heard loud and clear from the three Members from Plymouth and from other Members. The Ministry of Defence has heard that message. We have to put things in order, because we have to do things in the context of the Modernising Defence Programme, but I assure my hon. Friend and other colleagues that the message about the importance of this decision for Devonport has been understood.
I thank the Minister for his generosity. He talks about cuts, but I would argue that the position is not quite as he painted. Can I infer from what he has said that HMS Albion and HMS Bulwark are now safe?
The hon. Gentleman should be aware that HMS Albion and HMS Bulwark are safe until 2033 and 2034, which is the current situation. Those are the decommissioning dates for both vessels.
The situation in Plymouth and Devonport is still a significant success story. I acknowledge that there are challenges, but the activities taking place there—the flag officer sea training, Royal Marines Tamar and the commitment for the new oil jetty that has been built at Thanckes—are commitments and expenditure that highlight the fact that there is a very positive future for the base at Devonport. That positive future is not because we owe anything other than the right decision for the people of Plymouth, but that right decision will reflect the history of service and support that has been offered to the Ministry of Defence and the Royal Navy by the people of Plymouth and the people involved in the bases in Plymouth. We should be very proud of the fact that it is a key component of our defence infrastructure. The continued added investment made by the Ministry of Defence highlights the fact that there is a bright future for the base in Devonport.
I will close by thanking all hon. Members who have contributed to what has been a constructive debate. It is important to put everything into the context of a growing Royal Navy, for the first time in decades—we all welcome that. The context is an enhanced and increasing defence budget, but one that is still challenged, for the reasons that the hon. Member for Plymouth, Sutton and Devonport highlighted, such as the changing threat environment.
I stress to all hon. Members, especially the three hon. Members representing the city of Plymouth, that we have heard the message very clearly. That message will be conveyed back to the Department. I look forward to the result of the Modernising Defence Programme and, in due course, a decision being made on the basing of the Type 26 frigates, which are a world-class capability.
