The Government are committed to strengthening and reinvigorating Britain’s diplomatic network overseas.

On 11 May 2011, I announced plans to open six new embassies and up to seven new consulates-general and to increase our diplomatic representation in more than 20 countries worldwide.

On 2 February 2012, I announced additional plans to open an embassy in Liberia, and on 15 May 2012 I announced plans to open an embassy in Laos and a British interests office in Burma in Naypyitaw.

Today, I can announce further steps to strengthen British diplomacy in Latin America and the Caribbean:

The Foreign and Commonwealth Office will now reopen the British embassy in Paraguay which was closed in 2005, and we will establish British diplomatic representation in Haiti for the first time since 1966. This builds on our decision to reopen the British embassy in El Salvador which was closed in 2003 and the new British consulate in the Brazilian city of Recife. It amounts to a considerable diplomatic advance in Latin America and the reversal of the previous Government’s policy of closing posts in the region.

Paraguay is the country with the largest economy in the world that does not have resident British diplomatic representation and was the fastest growing economy in south America in 2010. This new embassy will further strengthen British diplomatic engagement in the region. It will help to unlock commercial opportunities for British companies in this significant market. And it will allow us to work closely with Paraguay on regional issues such as counter-narcotics and organised crime.

The new British embassy in Haiti will report to our ambassador in the Dominican Republic. It will place us in a stronger position to support our objectives in Haiti and the region. The UK is a major contributor both to reconstruction and development in Haiti through multilateral agencies. We are also one of the major financial contributors to the United Nations Stabilization Mission in Haiti (MINUSTAH), the UN peacekeeping operation. It is in Britain’s interest as a P5 member of the UN Security Council to play a more active role in guaranteeing stability and creating the conditions for growth and prosperity.

The strength of our overseas network is a signal to the world of our engagement and commitment to international peace and security. And our posts themselves are the essential infrastructure of our country’s international influence and of our economic recovery. They provide an early warning system for threats to peace and security and assist British nationals in time of crisis. They support our economy and help British businesses, and they promote our values across the world.

The strengthening of our global diplomatic network will therefore remain a central objective of the Government. On current plans by 2015 we will have deployed 300 extra staff in more than 20 countries and we will have opened up to 11 new British embassies and eight new consulates or trade offices. I will keep the House informed of any further developments.

The E3 plus 3 held talks with Iran in Istanbul and Baghdad this year, and talks took place in Moscow yesterday and are continuing. I told Foreign Minister Salehi of Iran last week that the E3 plus 3 is sincere and united in its approach to the negotiations. We have made a credible offer to Iran, focused on a halt to 20% enrichment and on confidence building. The onus is now on Iran to respond. If it takes concrete steps, the international community will reciprocate.

I welcome the hard work the Government are doing as part of the E3 plus 3 to bring a peaceful, diplomatic solution to the dispute with Iran. Will my right hon. Friend give more details about the offer that the E3 plus 3 has made to Iran? Does he agree that if Iran fails to accept that offer, the pressure of more sanctions will be necessary?

Yes, I agree with my hon. Friend. There is a long-standing offer from European Union nations to assist with civil nuclear power in Iran once we are assured that its nuclear programme is purely for peaceful purposes. The offer made at the talks in Baghdad is an attempt to resolve the nuclear issue. It is focused on confidence-building measures and a halt to 20% enrichment. The ongoing talks in Moscow are tough and frank, and both sides have set out clear priorities. It is, of course, our intention that the European Union’s oil sanctions will come into force on 1 July. If no progress is made, we will certainly want to intensify the sanctions.

Does the Foreign Secretary agree that any serious concessions by the Iranians should be welcomed, but that for the discussions and negotiations to succeed the Iranians will have to demonstrate, with full verification and transparency, that they no longer seek either nuclear weapons or a nuclear weapons capability?

That would be required for the issue to be settled and for the negotiations to succeed. It is important for Iran to announce concrete steps and to put forward concrete proposals. It has put forward some proposals in the talks in Moscow over the past 48 hours. As I have said, the talks remain very tough and frank, and have not met with success so far. In the absence of success, including as my right hon. and learned Friend defines it, the international pressure will only be intensified.

We lost 179 of our brave soldiers in pursuit of non-existent weapons of mass destruction in Iraq. We have lost 419 soldiers protecting the United Kingdom from a non-existent Taliban terrorist threat. Are we to expose more British lives to defend ourselves from non-existent long-range Iranian missiles carrying non-existent Iranian nuclear weapons?

The hon. Gentleman must not fall victim to Iranian propaganda about that, and of course we could also differ about some of the premises of his question, including the terrorist threats that have emanated from Afghanistan. I hope he will support the fact that the whole of our effort is going into finding a peaceful diplomatic solution. That is what the twin-track approach of sanctions and negotiations is about. One hundred per cent of our effort is dedicated to a diplomatic solution to the problem.

Will the Foreign Secretary acknowledge the important role of Baroness Ashton and the European External Action Service in making the talks happen? Does he agree that that has increased the possibility of finding a peaceful pathway out of the crisis?

Baroness Ashton is playing a very strong and effective role in leading the negotiations of the E3 plus 3. It is impressive that all six nations involved, including Russia and China, are working very closely together and presenting a united front and a united set of negotiating requirements. That adds greatly to the power of our position in the negotiations.

At the Chicago NATO summit in May, I discussed with NATO colleagues our continuing support for the fundamental human rights of all Afghan citizens and full implementation of UN Security Council resolution 1325 on women, peace and security. The final summit communiqué reaffirmed our commitments in these areas.

How do the Government plan to ensure that violence against women is addressed at the upcoming Tokyo meeting on Afghanistan?

We have encouraged the Afghan Government to implement the elimination of violence against women law that has been agreed in principle, and to bring into practice the UN convention on the elimination of all forms of violence against women. We bring these matters up with the Afghan Government regularly and work with many people in the Afghan Parliament to encourage that agenda. I am pleased to say that women now hold 69 of the 249 seats in the lower House of the Afghan Parliament, which bears favourable comparison with some European countries.

What is the Foreign Secretary’s response to President Karzai’s endorsement of the code of conduct published by the ulema council of clerics, which permits men in Afghanistan to beat their wives? Will the Foreign Secretary guarantee that women’s rights will not be sold down the river in negotiations on the future of Afghanistan?

The hon. Lady can gather from what I have said how strongly the Government are committed to making further progress on those issues, as she obviously is. One reason we want to encourage the implementation of the laws I mentioned in response to the previous question is the statement and the code of conduct to which she refers. We have discussed the code of conduct with representatives of Afghan civil society. Their advice is to concentrate—parallel to whatever the code says—on the good work that they and we are doing to improve women’s rights in Afghanistan in other ways.

Does the Foreign Secretary agree that fighting for women’s rights in Afghanistan has been an incredibly important part of the role so brilliantly carried out by, most recently, 20 Armoured Brigade, 120 of whose soldiers will march through Carriage Gates this afternoon at precisely 3.30 pm, to be met by as many hon. Members as I hope can find time to be there?

Some continue to say that our troops have lost their lives in Afghanistan in vain, and that they should come home today. What, in the Secretary of State’s view, would be the situation regarding the rights of women and minorities if that were to happen?

If we were to pull our troops out of combat prematurely and cease many of the other efforts we are making in Afghanistan, the position would be much more difficult, because through this period, when our and other forces are present, and when we are working closely with the Afghan Government, the prospects for women’s rights are improving. I am sure the timetable we have set is right—our troops will cease to be in combat after the end of 2014—but I hope the concepts of women’s rights are becoming more entrenched in Afghan society and politics all the time.

Does the Secretary of State agree that women’s rights in Afghanistan are a fundamental part of the security agenda, and that they must be protected in any settlement? That will require the involvement of women in peace and transition talks, to protect the gains made over recent years. Does he therefore recognise that time is rapidly moving on in those discussions? What will he do to try to inject some urgency into the process?

This country makes a constant effort to ensure that urgency is part of the process. I was in both Pakistan and Afghanistan last week, talking to the Governments of both countries about reconciliation and their relations with each other in promoting a political settlement and reconciliation in Afghanistan. Of course, we will continue with all those efforts, bearing it in mind that the process must be Afghan led, and that Afghans must determine their own future. We are trying to support that process rather than dictate to them the future terms of their settlement.

Rape and other forms of sexual violence have frequently been used as weapons of war against women in Afghanistan and the world over. What initiatives is the Foreign Secretary taking to counter this massive issue and to move it up the global agenda?

We believe that this issue should have massively more attention in the international community, which is why, on 29 May, I launched a new initiative of the British Government. We are assembling a team that will gather evidence of sexual violence being used as a weapon of war and can be deployed in different parts of the world. We encourage other countries to do the same. It will be a major theme of the foreign policy part of our G8 presidency, and I welcome my hon. Friend’s support.

We might be drifting away from foreign policy, Mr Speaker. The fact that the United Kingdom has its safe haven status, with the lowest interest rates in our history, is an important point that the hon. Gentleman ought to remember. When our Prime Minister put his name to the letter ahead of the March European Council, along with 11 other Heads of European Governments, calling for measures to stimulate growth—improving the single market, free trade agreements with other nations and removing barriers to business—it received a strong endorsement from many European nations. Clearly we influence the debate very strongly.

I hear the Foreign Secretary’s response to my hon. Friend, but yesterday the Prime Minister gave what is becoming his all-too-familiar speech to eurozone countries. Does the Foreign Secretary agree that reciting the same old platitudes is a poor excuse for leadership? Is it not time for a plan for jobs and growth?

The Prime Minister is fully entitled to say what he believes should be done, as are many other world leaders at the G20. There is no reason the UK should be unable to give its views about what should happen in the eurozone, given that the United States and many other countries are free to do so. The eurozone economies have an important effect on our economy, and what is happening there is having a chilling effect on our economy, so we are fully entitled to give our views, as well as to show strong leadership in controlling and bringing down the excessive deficits left to us by the Labour party and in having a safe haven status that is the envy of much of the rest of Europe.

My right hon. Friend is a great historian as well as Foreign Secretary. Does he accept that the eurozone crisis is not only a eurozone crisis but a European Union crisis, and political, economic and democratic in nature? Given that it affects the daily lives of 450 million people in Europe, has the time not come for a convention, not of the kind held last time, but one based on the principles of democracy and the defence of the British nation?

I will go so far with my hon. Friend, as usual, but not all the way, as usual. I absolutely agree that the crisis is having a major effect not only on those in the eurozone but more broadly, and that it is having major political as well as economic ramifications. As for drawing together, in whatever form, reflections on the future of Europe arising from the crisis, however, it would be better to do that when one can discern how the crisis will end and progress and develop over the coming months.

Many residents in Orpington work in financial services and make a big contribution to the success of this country’s biggest export sector. Can the Secretary of State say what safeguards the UK financial services sector might need in the event of steps towards banking union in the eurozone and fiscal compact countries?

Safeguards will certainly be needed—my hon. Friend is quite right to raise that—but as things stand proposals and ideas about banking union take many different forms. Many people mean many different things by “banking union”. If such proposals are made more tangible and specific, we will set out the specific safeguards that we think we need for the single market. We are already making the case in European capitals that in the event of a banking union in the eurozone, which, by the way, we will certainly not be part of—let me make that absolutely clear—such safeguards will be necessary.

I am intrigued by the apparent complacency of the Foreign Secretary’s most recent answer. Given the Chancellor’s advocacy of greater integration in the eurozone, would the Foreign Secretary be willing to set out for the House what legal or political safeguards for British businesses and exporters the Government will be proposing at next week’s European Council?

The Chancellor has set out exactly what we think should happen. For the eurozone to be successful, it is necessary to have more support from stronger economies, to help weaker economies adjust; more pooling of resources, whether through common eurobonds or some other mechanism; a shared back-stop for the banking system, to strengthen banks and protect deposits; and, as a consequence, much closer oversight of fiscal and financial policy. That is what we believe the eurozone needs to do. However, if it were to adopt measures that affect—or may affect, in any way—the ability of the single market to operate effectively and in the interests of this country, we will need the safeguards for which we are already making the case. Once we have specific proposals, we will set out those specific safeguards.

If President Hollande is successful at next week’s European summit in securing agreement for a jobs and growth package, will the Prime Minister support his new-found best friend in this endeavour or will the Government stick to their failing austerity-alone approach, which has delivered a double-dip recession here in Britain?

The Opposition might need to take a closer look at some of the things that President Hollande is advocating, because he is saying that France must balance its budget by 2017. He is also saying that growth cannot come from state spending and that it must be reined in—to use his words—so perhaps the Opposition might care to decide whether they truly support the words of President Hollande.

The political situation in Syria is dire. All parties must now implement the Annan plan, and the international community needs to come together to compel the regime to do so. Major General Mood is briefing the United Nations Security Council today, and we stand ready to pursue robust action in the Security Council.

Can the Secretary of State assure the House that every peaceful diplomatic effort is being made to prevent the Syrian Government from getting their hands on weapons that they can use against their own people?

Yes, I can. We have in place a European Union arms embargo for Syria, and we discourage anyone else from supplying it with arms. We have had specific discussions with Russia on that matter, and I am pleased that the ship that was reported to be carrying arms to Syria has now turned back, apparently towards Russia.

As the Foreign Secretary knows, Syria has a large stockpile of chemical weapons. Is he confident that, when the Assad regime falls, the international community will be willing and able to secure those weapons to ensure that they do not fall into the hands of Hezbollah or of affiliates of al-Qaeda?

The right hon. Gentleman raises an extremely important point. The existence of such weapons has long been one of our concerns about Syria, and it is a concern in this situation. Yes, I am confident that the international community will take any necessary action on that, but I do not want to go into any more detail today.

Does the United Nations understand that the Syrian tragedy is essentially a sectarian civil war, with Saudi Arabia and Iran supplying arms and money to their rival surrogates inside Syria, and that Russia, for well understood reasons, is determined to prevent the Sunni from overthrowing the Alawites?

My right hon. Friend and I have had this exchange several times, and he is right to point out the importance of the Sunni-Shi’a tensions, and sometimes conflicts, in the region. As I have said before, however, I believe that there is more to it than that. There are also many people in Syria, of different ethnicities, religions and beliefs, who want freedom and democracy in their country, and who want to be rid of their repressive regime. The factors that my right hon. Friend has mentioned are not the only ones at work, but they certainly add to the complexity of the situation. They also add to the importance of opposition forces representing all groups in Syria and preserving their rights in the future, as well as the importance of trying to negotiate a peaceful political transition in Syria, which is what we are attempting to do.

In his recent answer, the Foreign Secretary reiterated his support for the Annan plan, but only last week the UN was forced to suspend the observer mission in Syria. In the light of that suspension, does he accept what is already clear to many people on the ground in Syria—namely, that the Annan plan is simply not working? Will he set out today the steps beyond the Annan plan that the UK is now advocating that the international community take to bring about a cessation to the violence in Syria?

I accepted, some time ago, that the Annan plan was not working. It is not working at all at the moment, but it would be wrong to give up completely on the plan, because the road to any peaceful settlement in Syria will be through either the Annan plan or something very similar to it. It is therefore important to persist with those efforts, and we are doing that particularly in our talks with Russia. I met the Russian Foreign Minister again in Kabul last week, and the Prime Minister has met President Putin in the past 24 hours to pursue this matter further. We are seeking international agreement, including with Russia, on how to ensure the implementation of the Annan plan. We are ready to take that matter forward at the UN Security Council or in a contact group, or in both together. Of course, if all those efforts fail, we will want to return to the UN Security Council, as well as greatly to intensify our support for the opposition and to see more sweeping sanctions from across the world.

Is my right hon. Friend aware of reports that this afternoon the United Nations will decide to withdraw completely UN monitors? Were that to happen, a valuable independent source of information about what is taking place in Syria would simply be lost. I do not expect a detailed reply to the question I am about to put to him, but may we take it that the United Kingdom will use all available methods of obtaining information to ensure that we have a clear view of what is happening in Syria?

Yes, certainly, of course we will do that. We are awaiting at the UN Security Council today the briefing of Major-General Mood, who has been heading the monitoring mission, so no decision about what will happen to the mission has been taken in advance of that. It is very important that information is assembled, particularly about crimes and atrocities that have been committed. Earlier this year, we sent teams to the borders of Syria to assemble such evidence. The Syrian activists who assembled the evidence of the massacre at al-Houla were trained by the United Kingdom. We will continue our efforts to make sure that one day justice can be done.

The initiatives I have mentioned are all really a continuation or extension of the initiatives that have already been taken. We have not given up the search for an internationally agreed peaceful transition in Syria, but it is vital for such a transition to have the active support of Russia. That is why over recent weeks we have attached such importance to diplomacy with Russia. We will continue with those efforts.

The Foreign Secretary will know from conversations with the Russians that they are accusing us of using their veto as a fig leaf for our lack of policy. Will he nail that once and for all by pointing out that a united international community is far more likely to achieve results than a divided one?

Yes. I think it would be wrong to characterise the Russian veto in that way. The veto exercised by Russia and China in February was against all the other 13 members of the United Nations Security Council, which very much favoured a united international stand on this issue. Nevertheless, Russia has supported the Annan plan and has agreed with the two most recent UN resolutions. That is why we continue to discuss the issues with them and to work with them. I hope we can reach a common position with them on the implementation of the Annan plan or something very close to it.

I recently met a large group of Syrian students. Will the Foreign Secretary update us on any information he has or any discussions he is having with the Home Office about Syrian student visas? Some are being forced to return home where their lives are at risk. Will the right hon. Gentleman update us on what progress is being made to make sure that the German and US model is followed, allowing them to stay?

That is more of a question for my right hon. Friend the Home Secretary, but as the hon. Gentleman asks, I will discuss the issue with the Home Office. We have very clear rules in this country: we do not return people to a situation in which they are likely to be tortured, killed or abused. If we thought that that was going to happen to these people, we would not do that, but I will take up the hon. Gentleman’s point further.

We are strongly urging both sides to build on the current contacts, and we have discussed that with, among others, the new Israeli Deputy Prime Minister. Those contacts include the joint statement of 12 May following the exchange of letters between Prime Minister Netanyahu and President Abbas. We are encouraging them to resume direct negotiations. We welcome the statement by Prime Minister Netanyahu that the new coalition in Israel presents an opportunity to advance the peace process, and we urge them to take that opportunity.

19. Much of the watching world is troubled by the thought that if there is continuing delay, there will be continuing illegal building of habitations by Israel in Palestine. Can the Foreign Secretary assure me that this issue will be a high priority for the Government, because with every year that passes the chance of peace and justice in those two countries recedes?

I agree with my right hon. Friend, and he knows how regularly and vigorously we raise this issue. I have straightforwardly condemned recent announcements of settlement activity on occupied land. It is because of that activity that the opportunity for a two-state solution will slip away unless it is agreed in the not-too-distant future, so this remains one of the world’s most urgent and pressing issues.

Last week I travelled to Pakistan and Afghanistan where I visited our troops in Helmand and participated in the Heart of Asia conference, where I discussed the situation in Syria with Ministers from Russia, China and Turkey. This week I will meet the Foreign Ministers of the Gulf Co-operation Council, and the Government will host the visit of Daw Aung San Suu Kyi.

I thank the Foreign Secretary for his answer. Will he join me in wishing Aung San Suu Kyi a happy birthday? She is the embodiment of peace and reconciliation. Does he agree with me that the controversial constitution of 2008 still puts the defence services at the heart of the Burmese Government? Will he assure Daw Aung San Suu Kyi and the people of Burma that we will walk alongside them in their long walk to peace and reconciliation?

Absolutely, and I am grateful to the hon. Lady for her question. I think that the whole country will wish Aung San Suu Kyi well and will be delighted to see her this week. I am delighted that at your invitation, Mr Speaker, and that of the other place she will be coming to address us here in Parliament. It is important to recognise that there is still a long way to go in Burma. Although her party has won the 40 recent by-elections, that represents only a small part of the Parliament. I do believe that the President of Burma is sincere in his intentions, but there will be a variety of views about the democratic progress of Burma within the regime, so it is vital for all of us who believe in freedom and democracy across the world to work with Daw Aung San Suu Kyi over the coming months and years.

We welcome the peaceful conduct of the second and final round of Egypt’s presidential elections, but this is a critical moment in the move towards democratic, civilian-led government in Egypt. We are concerned by recent announcements of the dissolution of Parliament and the reintroduction of powers of arrest and detention for the military. We want the process of drafting a new, inclusive constitution and the holding of new parliamentary elections to be taken forward as soon as possible and the Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for North East Bedfordshire (Alistair Burt), has today been making those representations to Egyptian Ministers.

I absolutely agree with the Foreign Secretary when he says that there are similarities between what is happening in Syria now and what happened in Bosnia in the 1990s. I also note that he mentioned “robust action”. If we take any robust action that involves our servicemen, may I ask the Foreign Secretary to ensure that it includes robust rules of engagement so that our servicemen, if by chance they were ever deployed in that dreadful country, would have sufficient means to defend themselves properly?

My hon. Friend speaks with a great deal of experience and I certainly take that point and agree with it. Should we come to that eventuality, we will try to do that. Having heard our earlier exchanges, he will be conscious that our efforts are devoted to a peaceful political transition in Syria and to a cessation of violence. At no stage have we advocated a military intervention, but we recognise that the situation is so grave and deteriorating so quickly, and that such crimes are being committed, that we cannot take any options off the table at the moment.

Will the Secretary of State take this opportunity to update the House and the country on what steps the Government are taking to work with those Nobel laureates and the authorities in Burma and Tibet to address ongoing human rights issues?

I mentioned a few moments ago our support for democratic change and human rights in Burma, including the resolving of the conflicts that continue, such as that in Kachin state. Ethnic conflicts have continued although there is a ceasefire in place in many of them. All that work will continue. We have a regular and formal human rights dialogue with China. As the hon. Gentleman knows, we, like the previous Government, recognise Tibet as part of the People’s Republic of China—let there be no mistake about that—but we certainly speak up for human rights in China, as we have done regularly and will continue to do.

As Daw Aung San Suu Kyi reminded us in her speech from Oslo last week, while we celebrate her freedom there remain many prisoners of conscience in Burma. Will the Foreign Secretary urge the Government there to establish a review of the cases of all prisoners so that it is possible to determine the actual reason for their arrest?

Absolutely. I have discussed this issue regularly with the Burmese authorities including with the President of Burma directly. I was pleased that in January there was such a large-scale further release of political prisoners in Burma, but the hon. Gentleman is quite right to say that some remain. In many cases, the Government of Burma allege that there is a responsibility for a violent crime or particular crime—not just the holding of a political opinion. That means that these cases have to be gone through and resolved individually. We will certainly encourage the Government of Burma to do that.

It is also important to remember the immense achievements of our troops in Afghanistan, who have helped to bring stability to areas of Afghanistan that would not otherwise have known it, and who have done so much to reduce the terrorism threat to this country and many others, and it is very important for that job to be completed, as we intend it to be, by the end of 2014. It is important to remember the achievements of our troops, and not just the problems that they encounter.

I wish to inform the House of a new Government initiative on tackling sexual violence in conflict and post conflict situations.

Rape and other forms of sexual violence have been used as weapons against women, men and children in conflicts throughout the world. The scale of sexual violence in situations of conflict and repression is appalling; however, the perpetrators of the worst sexual crimes generally go unpunished. Too many victims are denied justice. And where there is no justice, the seeds of future conflict are sown and development is held back.

The Government believe that tackling sexual violence is an issue which is central to conflict prevention and to peace building, and are committed to tackling such violence, building on vital work that has been done in recent years through the UN and its agencies including landmark Security Council Resolutions, by many NGOs and charities, and by some of the countries themselves which have been most affected by sexual violence.

We want to see a significant increase in the number of successful prosecutions for crimes of sexual violence in conflict with the aim of ending a culture of impunity and establishing a culture of deterrence in its place.

To help rally sustained international action and push this issue up the global agenda, the Government will establish a new UK team of experts devoted to combating and preventing sexual violence in conflict. The team will be able to be deployed overseas at short notice to gather evidence and testimony that can be used to support investigations and prosecutions. It will draw on the skills of doctors, lawyers, police, psychologists, forensic specialists and experts in the care and protection of victims and witnesses. It will significantly strengthen the specialist capabilities that the United Kingdom is able to bring to bear on these issues.

The UK team will also be available to support UN and other international missions, and to provide training and mentoring to national authorities to help them develop the right laws and capabilities. It will also be able to work on the front line with grassroots organisations, local peace builders and human rights activists. Individual deployed teams will be configured to deal with specific instances of sexual violence, and in the light of where the UK can make the best contribution to existing international and national efforts.

The Government intend to use the Foreign Ministers’ track of the United Kingdom’s presidency of the G8 as part of a year-long diplomatic campaign in 2013 for stronger international action to deter and prevent sexual violence in conflict. The Government are already initiating discussions with G8 colleagues about this initiative and will also develop, with United Nations, international and civil society partners, specific action for 2013 and beyond.

I will keep the House informed of progress on this work.

My right hon. Friend the Secretary of State for International Development and I wish to update the House on progress on the restoration of good governance and plans to hold elections in the Turks and Caicos Islands (TCI), a British overseas territory.

Three years ago Sir Robin Auld’s Commission of Inquiry identified a high probability of systemic corruption in Government and the legislature and among public officers in TCI. This led us to suspend ministerial Government and set eight milestones for elections and a return to democratic Government. I am pleased to inform the House that the interim Government in TCI, led by the Governor and supported by TCI and UK public servants and specialist advisers, has made significant progress with an ambitious reform programme. We now judge there has been sufficient progress, on the milestones and on putting in place robust financial controls, to set 9 November as the date for elections.

The Foreign and Commonwealth Office and the Department for International Development assess progress against the milestones as follows:

Implementation of a new Turks and Caicos Islands Constitution Order, in support of recommendations of the Commission of Inquiry, which underpins good governance and sound public financial management

A new Constitution Order was laid before Parliament in July 2011. Once it is brought into force by the Governor, elections must take place within 30 days. The new constitution includes a wide range of provisions to safeguard good governance and sound financial management.

Introduction of a number of new ordinances, including those making provision for: (i) the electoral process and regulation of political parties: (ii) integrity and accountability in public life: (Hi) public financial management

A revised elections ordinance provides for clear and robust voting procedures and arrangements for conducting the ballot for the new “all island” candidates. The Conduct of Political Parties Ordinance regulates funding of political parties and campaigns, campaign methods and accounting practices. The Integrity Commission Ordinance increases the number of those required to give personal and financial data about their interests to the Integrity Commission. The Public Financial Management (PFM) Ordinance and the National Audit Office Ordinance improve oversight and accountability and create a strengthened independent audit and investigation function over public finances. The Chief Finance Officer (CFO) ordinance enables the UK Government to retain sufficient control over public finances and so protect the interests of the UK as loan guarantor and so is in line with the written ministerial statement of 9 December 2010, Official Report, columns 40-41WS.

Establishment of robust and transparent public financial management processes to provide a stable economic environment and a strengthening of the Turks and Caicos Islands Government’s capacity to manage their public finances

The new Public Finance Management Ordinance introduced a wide ranging set of verifiable accounting and compliance requirements. It sets out a clear mechanism for budget control and specifies the delegation of financial responsibilities within ministries.

Implementation of budget measures to put the Turks and Caicos Islands Government on track to achieve a fiscal surplus in the financial year ending March 2013

This milestone has not yet been met as it is too early in the financial year to determine whether TCIG is on track to achieve a fiscal surplus. Significant progress has however been made in helping to put the TCI Government on track. While the US$26 million deficit in 2011-12 was considerably worse than the US$3 million originally budgeted, nevertheless this still represented a significant turnaround from a deficit in excess of US$70 million in 2010-11. The Governor has now enacted a budget for 2012-13 that projects a surplus of US$20 million. Not only does this contain both prudent estimates of revenue and provision for contingencies, but these figures are the result of careful risk analysis led by the CFO and Permanent Secretary of Finance.

Achieving the surplus will be challenging. The UK Government’s continued control over public finances means that we can, through the CFO, take steps during the year to correct the budget trajectory if it starts to go off course. This greatly adds to our confidence that the surplus can be achieved. We intend to keep progress on this milestone under close scrutiny.

Implementation of a transparent and fair process for acquisition of belongership

A territory-wide consultation reported strong support for a process for the acquisition of belongership (the status of Turks and Caicos Islander) based only on birth, descent and marriage to a belonger for 10 years. A revised Citizenship Ordinance will implement this policy. The TCI Government will have no discretionary power to grant belongership.

Significant progress with the civil and criminal processes recommended by the Commission of Inquiry, and implementation of measures to enable these to continue unimpeded.

Thirteen people, including four former Ministers, have been charged with corruption and money laundering offences. An international arrest warrant has been issued for former Premier Michael Misick. It is now for the courts to decide whether the persons charged are guilty. The investigations and prosecutions will proceed independently of a future elected Government.

A civil recovery team was appointed to recover property and redress losses arising from corruption. The team has made significant progress including over 40 separate recoveries of money and/or land. Over US$12 million has been recovered, including payments already made, judgments obtained and still to be collected, and agreements to pay. More than 900 acres of land have been returned to the Crown—valued in the tens of millions of US dollars. The team expects to recover significant further amounts of cash, land or other assets.

Implementation of a new Crown land policy

The misappropriation of Crown land through questionable land allocations, under-reporting of land values and the avoidance of stamp duty were at the heart of the corrupt practices described in the Commission of Inquiry report. The new Crown Land Ordinance which came into effect in March sets out clear criteria for the allocation of Crown Land. To ensure the new arrangements for Crown Land are implemented successfully, the management of Crown Land has moved to the Attorney-General’s Chambers.

Substantial progress in the reform of the public service

Public sector reform continues to make good progress. The public service was reorganised into five new ministries (reduced from nine) each headed by a new permanent secretary, recruited through open competition. The public service has been reduced by 400 people (some 16%) through a voluntary severance scheme.

Conclusion

This is an impressive list of achievements. We judge seven of the eight milestones have been clearly met. The fiscal milestone has not yet been met but the PFM and CFO ordinances increase our confidence that the budgeted surplus will be achieved. Over the next few months, in the run up to elections, the interim Government will continue with the implementation and consolidation of reforms, in particular to strengthen the public sector and public finances, develop the economy, modernise legislation and make practical preparations to enable the elections to take place.

The UK believes that democracy, whether in an independent country or in an overseas territory, provides a solid foundation on which to build an accountable and responsive state. This belief underpins our work to advance democracy worldwide. We will support TCI to develop its democracy in line with our responsibility for security and good governance and our positive vision for our overseas territories.

I want to make clear this Government’s determination to ensure that there is no repeat of the maladministration that led to the suspension of democratic Government in TCI, either there or in any other British overseas territory.

With permission, Mr Speaker, I will make a statement on Syria.

The whole House will be united in support for the Syrian people. They have endured 15 months of fear and suffering. Eighty-seven thousand people have fled to neighbouring countries and up to 500,000 are internally displaced. As many as 15,000 people may have died, and thousands of political prisoners are imprisoned and at risk of mistreatment and torture.

Each day, reports emerge of savage crimes. The Syrian military are surrounding and bombarding towns with heavy weaponry, then unleashing militia groups to terrorise and murder civilians in their homes. Those deliberate military tactics are horrifyingly reminiscent of the Balkans in the 1990s. Two weeks ago in al-Houla, 108 civilians died in this manner, including 49 children under the age of 10. A similar atrocity appears to have been committed last week in al-Qubair, where 78 people were killed, including women and children. UN monitors attempting to report on those events have been shot at and obstructed.

These grotesque crimes have illuminated to the world the nature of the events in Syria and the conduct of the Assad regime. It is attempting, with utter inhumanity, to sow terror, to break the spirit of opposition in Syria and to try to reassert control. This is as futile as it is morally reprehensible. By branding their opponents terrorists and using tanks against them, the regime is driving Syrians to take up arms to defend their homes; and by singling out particular communities, it is inflaming sectarian tension. There are credible reports of human rights abuses and sectarian attacks by armed opposition fighters, which we also utterly condemn. We also have reason to believe that terrorist groups affiliated to al-Qaeda have committed attacks designed to exacerbate the violence, with serious implications for international security.

As a result, Syria today is on the edge of civil war. That could lead to thousands more casualties, a humanitarian disaster and human rights violations on an even greater scale, and instability in neighbouring countries. We are working intensively to find a peaceful means of resolving the crisis. Our approach, in close coordination with our European partners is: first, to push for implementation of the Annan plan as the internationally agreed road map to end the violence; secondly, to increase the pressure and isolation felt by the regime; and, thirdly, to ensure justice, accountability and humanitarian assistance for the Syrian people. I will take each of those in turn.

First, the United Nations and Arab League envoy for Syria, Kofi Annan, has set out a six-point plan to end the violence and to start a political process to address the legitimate aspirations of the Syrian people. It is backed by two UN Security Council resolutions, 2042 and 2043. The latter mandated the deployment of the 300 UN monitors who are now on the ground in Syria. I pay tribute to them for their difficult work in dangerous circumstances. As Kofi Annan has made clear on many occasions, the onus is on the regime to call off its military assault, to adhere to a ceasefire and to allow a process of political reform. Political transition must be based on democratic principles and reflect the needs of all Syria's minority communities, including Kurds, Christians and Alawites. On 1 April, the Syrian regime committed itself to implementing the Annan plan, and on 12 April it announced a ceasefire. It has not kept either of those commitments.

Two weeks ago, I discussed the situation with my Russian counterpart, Sergei Lavrov, in Moscow. I made the case for Russia to use its crucial leverage with the Assad regime to ensure the full implementation of the Annan plan, since the collapse of Syria or descent into civil war would be against Russian interests as well as those of the wider world. I also raised the issue of arms sales to the Syrian regime, which we believe should be stopped immediately.

In Istanbul, on 1 June, I held talks with members of the Syrian National Council and other opposition representatives, including Kurds, and I returned there last week for discussions with Secretary Clinton, the Turkish Foreign Minister and the Foreign Ministers of 12 European and Arab nations. I am in regular contact with Kofi Annan, and preparations are in hand for a meeting of the friends of Syria group, which now numbers more than 80 countries, in early July.

Last Thursday, the Russian Government put forward their own proposal for an international conference on Syria. Such a meeting could help generate momentum behind the Annan plan. However, it would have to be a meeting that led to a change on the ground, and did not just buy time for the regime to kill more innocent people. So, in our view, any such meeting would need to be based on a common understanding that it would lead to a political transition; it should include genuine steps to implement the Annan plan; and it should only involve nations that are committed to being part of the solution in Syria. We will discuss with our partners whether it is possible to agree concerted international action on this basis; my right hon. Friend the Prime Minister will take forward these discussions with other Heads of Government when he attends the G20 meeting in Mexico next week.

Making a success of the Annan plan also requires the Syrian National Council and other opposition groups to put aside their differences, to unite around the common goal of a democratic transition and to assure all Syria’s minorities that their rights will be protected in a multi-ethnic and democratic Syrian state. This has been my consistent message in all my discussions with opposition figures. We welcome the meetings with opposition groups that will be held in Istanbul later this week and subsequently in Cairo, which have our active support.

The Annan plan is not an open-ended commitment; it cannot be used indefinitely by the regime to play for time. If it is not implemented, we will argue for a new and robust UN Security Council resolution aimed at compelling the regime to meet its commitments under the plan, and requiring all parties to comply with it. So we have already begun discussions at the Security Council on the elements of a resolution. We do not want to see the Annan plan fail, but if, despite our best efforts, it does not succeed, we would have to consider other options for resolving the crisis and, in our view, all options should then be on the table.

Secondly, we are taking steps to increase the isolation of the regime. On 29 May, we expelled three Syrian diplomats from London, including the chargé d’affaires, in co-ordination with the United States, Canada, Australia, France, Germany, Japan and other countries that took similar steps. We are also in discussions with Arab League and like-minded countries about measures to tighten the stranglehold on the regime’s resources and external sources of support, building on the 15 rounds of EU sanctions that already target 128 individuals and 43 entities.

Thirdly, we are acting to help end impunity for atrocities, and we are supporting the humanitarian needs and legitimate aspirations of the Syrian people. Britain co-sponsored the UN Human Rights Council resolution of 1 June, which was carried by 41 votes to three. It condemned the al-Houla massacre, mandated the UN commission of inquiry to investigate and gather evidence about it, and highlighted the recommendation of the UN high commissioner for human rights that the UN Security Council should refer Syria to the International Criminal Court. We are working on a further UN Human Rights Council resolution to reinforce these objectives.

We also sent a team of British experts to Syria’s borders in February and March to gather testimony from Syrians. The team found evidence of violations of international law and international human rights law, including murder, rape, torture, unlawful imprisonment, enforced disappearance and persecution. This work to document abuses is being continued. The team of Syrians that helped to document the al-Houla massacre was trained by the United Kingdom, and we are working closely with the United States and the UN commission of inquiry to ensure that any evidence is collated and stored for use in a future legal process. We are also increasing UK funding for the Syrian opposition and civil society groups, providing £1.5 million of assistance in this financial year to help provide human rights monitoring and media training for activists, and other non-lethal support, such as communications equipment.

My right hon. Friend the Secretary of State for International Development and his Department are working with the UN and the international community to ensure that urgent humanitarian assistance gets to the 1 million people estimated to be in need. The Syrian regime has now agreed a plan to respond to humanitarian needs. There can be no further delay in its implementation, and humanitarian agencies must be allowed full and unhindered access to all areas in Syria. Britain has helped to provide emergency food supplies for nearly 24,000 families inside Syria, safe drinking water for 30,000 people, blankets for 5,000 people, medical assistance for up to 25,000 people and support to refugees in neighbouring countries.

The coming weeks must see an intensified and urgent international effort to stop the violence and restore hope to Syria, and the British Government remain absolutely focused on this goal. If all the efforts I have described fail, Britain will work with the friends of Syria group to increase further the isolation of the regime and to adopt sweeping new sanctions across the world.

We will not rule out any other option that could at any stage stop the bloodshed, and we will not relent in our efforts to ensure the political transition, justice, accountability and security that the Syrian people need and deserve, and to support greater political and economic freedom in the middle east. This freedom is not only the legitimate right of all the peoples of the region, but the foundation of lasting peace, stability and prosperity.

The time has long passed for the Assad regime to stop the killing and torturing of its people, and it is time now for all nations on the UN Security Council to insist on the cessation of violence and on the political process, which remain the only peaceful way to resolve this mounting crisis.

There is one final question that I should like to pose to the Foreign Secretary in the light of his remarks. What thought has been given to creating large humanitarian enclaves for civilians in neighbouring countries—safe areas in countries such as Turkey—given that the humanitarian crisis is as serious as he suggested?

As the right hon. Gentleman said, the facts about the terrible atrocities that have been committed speak for themselves. He illustrated the fact that support for the work of the UN monitors and abhorrence of the crimes that have been committed are universal across all political parties and all shades of opinion in this country. He agreed, too, that the clear responsibility for the crisis lies with the Assad regime.

The right hon. Gentleman asked about the Annan plan and the possibility of increasing the number of monitors. I have discussed that possibility with Kofi Annan several times. Certainly the United Kingdom would support an increase in the number of monitors if Kofi Annan were to ask for it. I will have a discussion with him again later today, and we will see what his latest assessment is. He points out, and we have to remember, that this is not a peacekeeping force. It was meant to monitor a ceasefire that had been agreed, so it is not a case of just increasing the size of a peacekeeping force. Of course, the monitors are going into very dangerous situations.

The mandate from the existing UN resolution would expire on 20 July, which is pertinent to the right hon. Gentleman’s point about a deadline. I do not think it is wise to set an arbitrary deadline. If we said now that the Annan plan had so many days or weeks and found the day before that deadline expired that it was possible to hold an international conference to push the Annan plan, that would not necessarily be wise. Inevitably, the need to review the work of the monitors before 20 July will focus minds in the UN Security Council well before that on whether it is feasible or right to do so.

The right hon. Gentleman asked about the comments by my noble Friend Lord Ashdown. From my memory of that article, I think his argument was that we should focus on other countries’ responsibility for addressing the situation rather than emphasising our own responsibility. I do not think he was criticising any of the diplomatic moves we have made. A more extended quotation might have been a good idea at that point in the right hon. Gentleman’s questions.

On the question of discouraging oil purchases, of course we do that. We discourage all countries and I have taken the matter up with Foreign Ministers of many countries filling in for the EU sanctions on Syrian oil. The Syrians have found their particular type of heavy grade oil difficult to sell in other markets, so the income of the regime has been substantially reduced by the EU sanctions. In Istanbul last week, I also raised with Arab Ministers the enforcement of Arab League sanctions and the case for Arab nations adopting sanctions similar to those of the European Union.

The right hon. Gentleman asked about defections, which take place from army units and seem to happen on a regular basis. The Assad regime tries to prevent high-level defections, not only by placing people under house arrest but by threatening the families of anyone who manages to defect from the regime. It makes it extremely difficult for them to do so. The right hon. Gentleman also asked about the names of army officers and those responsible for crimes, and of course some have been added to each list of EU sanctions. I will also consider his further point about whether more can be done to publicise those names.

The right hon. Gentleman asked about the G20. The agenda of the formal meetings of the G20 will be for the Mexican presidency to finalise, but whether or not the subject is on the formal agenda there will be many bilateral meetings. It is possible for leaders to discuss whatever they wish, and the Prime Minister will therefore certainly be discussing Syria in and around the G20 meetings.

Our dialogue with Russia on this subject is continuous, and I think it is fair to say that the Russian position has certainly shifted its emphasis and perhaps its substance to some degree, which increasingly emphasises that the Russians are not wedded to Assad and that they want to see stability in Syria. The most persuasive thing for them is not what any of us say but the fact that the situation is clearly deteriorating and that Syria is on the edge of the things we have described—collapse or full civil war. That is a terrible scenario for all the nations of the United Nations Security Council and for all who wish to see international peace and security. Russia can see that deterioration, too, and that is why they have made their proposals, to which we are unable to agree immediately for the reasons I have given, for an international conference. Russian diplomacy is being adjusted as the days go by, and my judgment is that it is worth continuing that dialogue with Russia and continuing to try to move them towards insistence that the regime implement the Annan plan.

Finally, the right hon. Gentleman asked about large humanitarian enclaves. That would require the willingness of neighbouring countries, many of which are doing very good work in looking after the refugees on their soil—26,000 in Turkey, more than 22,000 in Jordan and 17,000 in Lebanon, which are large numbers in any case. People are taking refuge in those countries and we are helping to provide humanitarian assistance through international agencies. People are finding refuge in neighbouring countries, but issues such as safe areas or enclaves in Syria—that is perhaps not what he was suggesting—are a different matter. As I have said, we are not ruling out any option for the future but such safe areas would have to be truly safe and effective. Making them safe and effective raises all the issues about military intervention with which the House is familiar.

May I suggest to my right hon. Friend that if any British joint military intervention is ever contemplated into the sectarian civil war in Syria—essentially a war between Alawites and Sunnis, each with foreign backers urging them on to greater ferocity—he will reflect on the British experience in Mandated Palestine, which demonstrated that the ultimate folly for an intruder into another country is to be caught between warring and irreconcilable historic forces?

There are many points in history, including the one that my right hon. Friend points out, that show that we should always bring caution to any consideration of military intervention. That is why, despite all the frustrations and the terrible length of this bloody crisis, our efforts are so heavily devoted to, and we continue to work so hard on, the implementation of the Annan plan, and trying to bring Russia to a stronger insistence that the regime implement that plan. Clearly, that is because we think that is the only way to secure a peaceful transition in Syria and a peaceful solution to the crisis. It is impossible to know how the situation will develop, if the plan is not followed and implemented. That is why I say that we should have all options on the table, but cautionary words about military intervention in such a complex situation are entirely well understood by the Government and the whole House.

We all understand the necessary caution regarding going beyond the existing diplomatic measures, but notwithstanding what the Father of the House, the right hon. Member for Louth and Horncastle (Sir Peter Tapsell), said, that was the approach that we took to Bosnia for three years, with catastrophic results. Given the Foreign Secretary’s discussions with Sergei Lavrov and other Russian leaders, does he think that they comprehend the huge damage being done to their international reputation by the fact that it appears to the rest of the world that, whatever they are saying, in practice all they are doing is protecting an abject, brutal regime that has lost the consent of its people?

That is a good point. I do not know what Russia’s private assessment is of that damage, but there is such damage, of course, and not only in the view of leaders in the Arab world, but among the huge populations who now watch the footage of these crimes on satellite TV. Of course, the same people across the whole middle east are familiar with, or were rapidly informed of, the fact that when we had a vote in the UN Human Rights Council 10 days ago, only three countries voted against that resolution: Russia, China and Cuba. That does not help any of those countries’ international standing in the region or, in the wider world, among people who have a passionate concern for human rights. That is one of the factors in their thinking. It may be one of the factors in the increased readiness to look for new solutions in order to bring about the implementation of the Annan plan. As I say, we will continue to work with Russia and try to persuade the Russian leaders on that basis.

Over the weekend the Foreign Secretary made the important comparison between Syria today and Bosnia in the 1990s. Will he accept that we are repeating one of the major mistakes of that period by imposing an arms embargo equally on the Syrian regime and the Syrian insurgents, despite the fact that the regime has an overwhelming preponderance of military equipment already? Taking into account the fact that the embargo is not a Security Council embargo—it is one imposed purely by the European Union, and could therefore be changed and modified, regardless of the views of Russia or China—will my right hon. Friend have urgent talks with his fellow Foreign Ministers in other European Union countries on modifying the arms embargo to the degree required to enable appropriate military assistance to be given to Syrian insurgents, so that they can prevent, or at least seek to prevent, the continuing slaughter of the Syrian people?

While not fundamentally disagreeing in all circumstances that might arise with my right hon. and learned Friend, I am not at the same point in the argument. As he well knows, there are serious disadvantages to sending arms to opposition groups, as well as the case that he might make. It is difficult to know in the current situation what those arms would be used for, and whether they could also be used to commit atrocities that we would find appalling. They could contribute to the cycle of violence that is building up and create a further reaction on the other side. We can see some of that now, as there clearly is an increased availability of arms, from whatever source, to opposition groups, and the cycle of violence is increasing. I think it is far preferable to any of the other options—options which may be on the table for the future, but it is far preferable now to put all our effort and to put our diplomatic effort entirely, even at this stage, into trying to secure the Annan plan, because that or something very similar to it is the only hope of a peaceful transition. Until all such efforts have been entirely exhausted, I think it is best to continue to aim for that peaceful solution and not to contribute in any way to the violence in Syria.

We are all caught between horror at what is going on, and Britain’s and the west’s failure over Bosnia and not wishing to repeat that, but the only hope is to redouble the efforts that the Foreign Secretary has indicated he is pursuing with the Russian Government. Their strategic interests through their Mediterranean port in Syria and their other interests in Syria hold the key. Whether we like it or not, we are not going to achieve any progress by on the one hand encouraging the Russians to think that western intervention is yapping at their heels, and on the other hand thinking that just by berating them we are going to get any progress. The truth is that, whether we like it or not, we have to engage them and make them see that their own strategic interests will be advanced by resolving this problem, which probably only they can do.

That is entirely the case that we are making. Of course we often make some criticism of their position, as they do of ours, in public but we have a good working relationship with the Russian leaders. I have discussed this many times and at great length, as the House can gather, with Sergei Lavrov and will no doubt do so again over the coming days. We will keep making exactly that case because, as we have been discussing over the past few minutes, all the alternatives to bringing about the full implementation of the Annan plan or something very close to it are extremely bloody and have unknowable consequences.

I do not often disagree with my right hon. and learned Friend the Member for Kensington (Sir Malcolm Rifkind), but may I offer to the Foreign Secretary my belief that he should exercise considerable caution before embarking upon the notion of supplying arms, however well intentioned such a supply might be? There is a common characteristic, unfortunately, between Bosnia and Syria today—that is, the senseless brutality and unbridled barbarism. Is it not the case, and is this not something that he should impress not only upon Russia but upon China, that their apparent tolerance of that behaviour is seriously damaging to the very interests they seek to protect?

In line with my earlier answer, I take my right hon. and learned Friend’s strong note of caution about supplying arms into such a conflict. It has not so far been our policy, in any of the nations affected by the Arab spring, in any of these conflicts, to supply arms to any of the parties involved. Even in Libya, where we were actively involved with the military intervention under a UN resolution, we did not supply arms to any of the participants, so to change that would be a major change in our approach. He is right about the long-term diplomatic cost and the cost in world opinion, not only to Russia but to China, and we certainly encourage other nations throughout the middle east and across the world to make that point very forcefully to their Russian and Chinese ambassadors.

I just wonder whether the carrot approach works very well with Russia. The United States of America tried to press the reset button and gained absolutely nothing, but the Russians gained a great deal of advantage. The Russians seem to be advancing an entirely cold war attitude to the situation, protecting their military interests in Tartus and saying that the biggest threat in their military doctrine is NATO. Is it not time we were a bit more robust with the Russians?

The whole House has just been discussing how to persuade Russia to change its position. I do not think that it is a question of sticks and carrots, which is the wrong way to analyse this. In any case, the pressure on Russia in this regard is what will happen if there is no implementation of the Annan plan, which would be very destructive of Russian interests as well as the broader interests of international peace and security, so I think that doing our utmost to work with them and asking them to work with us to implement the Annan plan is the best way forward, and we will do that. As the hon. Gentleman may have gathered from my earlier comments, I do not shrink from criticising Russia, but it is also my job as Foreign Secretary to pursue this with Russia in a diplomatic way, which I will continue to do until the possibility of reaching success has been exhausted.

On that point, the Foreign Secretary is right to continue his support for the Annan plan, but he must recognise that we are very close to having to acknowledge that it is not working and he is quite right to have all options on the table. May I press him a little on the international conference proposed by the Russians? In my view, it is well worth persevering with, but what would his attitude be if an invitation were extended to Iran? Would that deter him from attending, or would he be encouraged by that as something that might lead to a change on the ground of the sort he envisaged?

No, I would not be encouraged by that. As I said in my statement, in any such international conference it would be important that all countries involved are ready to be part of the solution, which of course is a reference to Iran, in particular, which has been part of the problem so far. By sending equipment and technical advice to the Syrian regime—it might have helped in other ways that we are not familiar with—Iran has been assisting with the terrorising and subjugation of the people of Syria, which is not a very good starting point to come to an international conference designed to sort this out. We will see what can be agreed on this. The United States has objected very strongly to any notion of Iran being included in such a conference. I have said that Iran’s inclusion would probably make it unworkable, so it would be far simpler if we agreed that the conference did not include Iran.

Several of my constituents have asked why the UN right to protection has not been exercised. Does the possible introduction of that right constitute one of the options to which the Foreign Secretary referred, and would the United Kingdom support its implementation, because with the best will in the world a peaceful solution to what is happening in Syria seems to be drifting further and further away?

Of course, the best way to protect the people of Syria is to arrive at a peaceful solution and have a peaceful transition there. The hon. Lady asks why the United Nations has not done more on that. It is because there has been no unity at the UN Security Council. Twice—on 4 October and 4 February—Russia and China vetoed a UN Security Council resolution that would have applied greater pressure. We expect that if we tried at the moment to pass a resolution either sanctioning any kind of outside intervention in Syria or mandating sanctions from the entire world, it would run up against the same problem. The UN Security Council has therefore not yet mustered the unity to fulfil its responsibilities, despite our repeated efforts over more than a year, so at the moment it is not fulfilling its responsibilities to protect the people of Syria.

Any western intervention, such as arming the rebels, would make the disasters of Afghanistan and Iraq look like a picnic. The Alawites were a savagely persecuted minority until the French started empowering them; there are only 10 Alawites on the Syrian National Council, which numbers more than 300; and Christians are hugely unrepresented. Instead of constantly criticising the Russians, can we not appreciate that they have a sophisticated understanding of the country, and that we have to work with them to reach a peaceful solution which empowers the minorities?

I hope that the Russians and all of us have a sophisticated understanding of the country, but that sophisticated understanding, when brought up to date, suggests that we are on the edge of a catastrophe for all those people unless we muster the international unity to ensure that the Annan plan, and the road map that arises from it, is put into practice.

My hon. Friend is entirely right to worry about those things, and I have stressed in my meetings with opposition groups from Syria that not only must they come together but that they need the broadest possible representation of all groups in Syria and to increase the representation of Christians, Kurds and Alawites, working with, and in leading roles in, the opposition movement.

On a day when Homs is yet again being pounded into the ground, it is very difficult to stand back and watch. I commend the Foreign Secretary for the considerable efforts that he has made so far, but how long can we wait? What does the UN doctrine on the responsibility to protect actually mean in practice? At the moment it does not seem to mean very much; it seems to be a menu from which people pick and mix as they choose. But they are all signed up to it, and once again this calls into question the composition of the UN Security Council. My preferred option is safe havens: it worked for the Kurds; it can work for the Syrians. I realise that it also requires some kind of military intervention, but putting that in place is absolutely essential.

It is sadly true that nations have signed up to commitments and to principles under United Nations charters at various stages, but it is then very difficult to achieve international unity on putting them into practice. Of course, there are so many nations that signed the universal declaration on human rights—long before the doctrine on the responsibility to protect—whose human rights records the right hon. Lady and I would be severely critical of, so a signature to a declaration is never the same as putting it into practice when a crisis comes. I accept that she is in favour of the safe havens idea, and although I think that there are the constraints I mentioned earlier, I also stress that, given the nature of the situation and the fact that we do not how it will develop over the coming months, unless we can get a peaceful transition going in Syria we are not taking that option off the table, either.

Russia has a range of defence and, one has to assume, intelligence interests in Syria, and they will all be factors in Russia’s alliance with the Assad regime and in the way Russia has acted over the past year to protect the regime. It is hard to rank those things, but they will all be factors. However, Russia’s important interests in Syria should also now be factors in Russia using all possible leverage to bring about a peaceful transition in Syria, rather than a continuation of the current situation, which could bring about the collapse of the country and, indeed, a very clear danger to all those same Russian interests.

Is the Foreign Secretary worried that a failure to agree on an international conference in, for example, the context of the Mexico meetings could be used as a top-up for the diplomatic “excusory” that we have already had from Russia? In the event of a failure to agree on such a conference, what quick, visible and credible alternative does he envisage?

Of course it is possible that if we cannot agree the terms of an international conference, some commentators or other nations will say, “Well done; we tried, but we weren’t able to go forward that way.” However, it is important for us to try to ensure that such an international conference would actually achieve something. Also, we do not want an international conference that simply allows the regime to play for time. It is therefore necessary for us to negotiate on the terms of such a conference, even though that means that there is some risk of its not being able to take place. If we do not succeed in bringing about such a conference, then our recourse will be to the United Nations Security Council. I mentioned in my statement that we are already working on elements of a draft resolution that would greatly strengthen the previous resolutions. That would return us to the same problem of winning Russian and Chinese co-operation, but it would return the matter to that forum.

I certainly welcome the Foreign Secretary’s robust approach in connection with arms sales to Syria, notably from Russia, but what assessment has he made and can he give to the House on the likelihood of a change of mood from the Russian Government?

As I mentioned, there have been changes of emphasis—one can call them changes of language—from Russia over the past couple of weeks. Russia does support the Annan plan, and Russia voted for UN resolutions 2042 and 2043, so we are agreed on the desirability of the Annan plan. What we are talking about is the insistence on its implementation, which I argue to Moscow, as have others, puts a particular responsibility on Russia because of its links with the Assad regime and the leverage that it has over it. As I indicated earlier, there have been some changes. I think there is increased anxiety in Russia about the situation, and I will be discussing this further with the Russians during the course of this week.

Obviously we all condemn the human rights abuses, wherever they are occurring, all over Syria. Will the Foreign Secretary be more specific about which opposition groups the UK Government are supporting either financially or with logistical equipment or training, and about whether there are any British arms or British special forces in the area, which can only exacerbate what is already a very serious set of divisions within the opposition in Syria?

The groups outside Syria that we are supporting—the kind of groups that I have been meeting in Istanbul—include the Syrian National Council, which is the largest of these groups, although some of the minority ethnic communities are not yet affiliated to it, and we want them to come together. All our support is non-lethal. Our assistance takes the form that I described in my statement—communications equipment, training, and human rights monitoring. No armed intervention is being practised or sanctioned by the United Kingdom at the moment.

After meeting Chancellor Merkel recently, Russia’s President Putin sought to claim impartiality, reportedly saying, “We are not for Assad and neither for his opponents.” If this were really so, does the Foreign Secretary consider that future Russian support for a Security Council resolution referring the situation in Syria to the International Criminal Court could help to deter future atrocities in that country?

Certainly that is something that we have wanted to get going, and we have succeeded in doing so in the UN Human Rights Council resolution, which refers to the International Criminal Court. Such are the atrocities and the appalling nature of these crimes that if we could muster the votes to take that through the Security Council itself, we would do so. I hope that at some stage in the future we will be able to do so, and that we will be able to take the Russian leaders at their word on this, but what they have said recently about not being committed to Assad himself or to the Assad regime has not yet translated into a readiness to support such resolutions.

I welcome the Secretary of State’s strong urging of the Russians to halt their arms sales to the Syrian regime, but does he agree that we ourselves should cease to have any dealings with the foreign arms companies that are providing weapons to the Syrian Government, such as the Russian state-owned company Rosoboronexport? If so, will he use his influence to help to prevent that company from fulfilling its plans to take part in a trade exhibition that will be part of the Farnborough air show next month in the UK?

Does my right hon. Friend share my concern that the time that could be spent in negotiating the terms of reference for an international conference is time that the international community can ill afford to waste, bearing in mind the continuing loss of life? Does he agree that Russia would be better advised enthusiastically to support the enforcement of the objectives of the Annan plan?

Yes, I very much agree with that. In the absence of the implementation of the Annan plan, the absence of a sufficiently strong insistence on its implementation and the absence of the implementation of all the UN resolutions that we have promoted, the virtue of a conference is that it could be the forum in which insistence on the Annan plan or something like it is made by Russia as well as by all the other countries that would be involved. Every day and every week that has gone by has contributed to the huge death toll of perhaps 15,000 people. Every day that goes by adds to that death toll. We are pursuing this option in the absence of the other options, which have so far not worked.

I welcome the Foreign Secretary’s confidence in the Syrian opposition groups, with the £1.5 million of funding, but let me press him a little on his previous answers. What steps has he taken to reassure himself that those groups are willing to work alongside each other to find a solution in Syria? What reassurance does he have that they are representative of communities in Syria and, perhaps most importantly, that they are supportive of the terms of the Annan plan? Would achieving all those things not be the best way to get Russia involved?

I can give the hon. Gentleman a fair degree of confidence about those things. Certainly in what they say, the groups are committed to a Syria with respect for minorities and with democracy, as I said in my statement. They are supportive of a peaceful solution. It is difficult, however, to assess how representative they would be in a free election in Syria, since there has been no such election. I hope we will discover that in the future.

The groups are not sufficiently united. I have spoken to them clearly and bluntly about the need to be united. When any country faces an existential crisis, the people who believe in its freedom and territorial integrity should stand together, as we have always done in this country. Syria is certainly in an existential crisis, so I have put that point to the groups strongly. They need to remedy that without delay.

Given the scale of the atrocities, will my right hon. Friend tell the House what steps are being taken to ensure that all relevant intelligence is being shared between the parties and nations that are opposed to the Assad regime to enable the best possible international response should the situation escalate in the days and weeks ahead?

We are in close touch on a daily basis with all our key partners and allies on this matter, including the United States, leading European nations and leading Arab nations. That is why I went back to Istanbul last Wednesday to meet Secretary Clinton and the Foreign Ministers of 13 other nations from the region and from Europe, including the Foreign Ministers of France, Germany and Italy. We share information all the time. What I have said to the House today could have been said, and probably is being said, by the great majority of those Ministers in their Parliaments, because we have a common understanding of the situation and of the way forward, which I have described.

The Assad regime is a brutal, wicked and barbaric dictatorship that is savagely oppressing its people. May I take this opportunity to applaud the Secretary of State and his Department for the work he is doing on the international stage to assist the Syrian people? I appreciate that the Foreign Office has, over several months, repeatedly warned any UK citizens who might still be in Syria to leave that country, but I understand that there may be some UK citizens still there—in particular, those who may have dual nationality. If that is the case, are there any contingency plans for any British citizens who might still be in Syria?

My hon. Friend is right: it is many months now since we warned all British nationals to leave Syria. We have made that clear for a long time, and I reiterated it when we ceased to be able to operate an embassy safely. We have what is called a protecting power arrangement—that is, an arrangement with another country that looks after our interests, which in this case is Hungary, as it still operates an embassy there. We are grateful to the Hungarians for that assistance. They are able to give assistance, if appropriate and possible, to British nationals. However, I repeat that British nationals should not be in that situation. They should have left Syria long ago, and if there are any remaining, they should leave now.

The UK is engaged in Afghanistan as part of a 50-nation coalition to prevent international terrorists, including al-Qaeda, from again using Afghanistan as a base from which to operate, threatening our security and that of the region.

The Government have committed itself to keeping Parliament informed about developments in Afghanistan on a monthly basis. This 17th report covers progress in April 2012. It reflects the combined assessment of the Foreign and Commonwealth Office, the Ministry of Defence and the Department for International Development.

Overview

At the NATO joint Foreign and Defence Ministers meeting on 18 April, the UK announced a contribution of £70 million per annum to help fund the Afghan national security force (ANSF) for a period after our forces withdraw from their combat role at the end of 2014. Developing strong and capable Afghan security forces that will help foster enduring stability in the country is critical to our long-term strategy in Afghanistan. Their continued viability is in our national interest and that of our partners. We must ensure that Afghanistan can never again be used as a safe haven for terrorist groups, such as al-Qaeda, to plan and launch attacks against the UK and our allies. This contribution is aligned with international objectives for the Chicago summit and underlines our enduring commitment to a stable and secure Afghanistan after 2014.

G8 Summit

At the G8 summit on 18 May, Heads of State endorsed the Tokyo conference process that will produce a blueprint for Afghanistan’s sustainable economic development for the “Transformation Decade” (2015-2024). Heads of State looked forward to making long-term commitments at Tokyo, and emphasised mutual accountability and governance improvements, building on the agreements reached at the Bonn conference last year. The G8 also agreed to support efforts to encourage private sector investment in Afghanistan and the region, and to increase regional integration and trade.

We now look forward to the Tokyo conference in July when the international community and the Government of Afghanistan must agree long-term mutual commitments for the transformation decade, with concrete pledges from donor partners for at least the period 2015-17. It is vital that we and our international partners help to provide continuity through to the point of transition and immediately beyond.

The UK continues to provide support for Afghanistan’s development needs, including for women and girls. In April the UK provided funding for 15 women’s organisations working on improving access to justice, conflict resolution and peace building through the Tawanmandi strengthening civil society programme which the Secretary of State for International Development launched last year. UK support to the Zardozi project has also had a major impact, increasing the monthly incomes of women participating in the project by 123%.

NATO Summit, Chicago

At the NATO Chicago summit on 20 and 21 May, the international community demonstrated its enduring support to Afghanistan beyond the end of security transition. Plans were discussed for future funding of the ANSF and NATO’s post-2014 role was agreed. This sent a clear message to the Afghan people that we will not abandon them, and a clear message to the insurgency that they cannot wait us out. We will provide fuller details in our May report.

On 13 May, the Afghan Government announced the areas to be included in tranche 3 of the transition process. This tranche includes Nahr-e-Saraj, which is in the area of UK operations. We will be reporting more fully on the detail of the tranche 3 announcement in our May report.

Political

Reconciliation and Reintegration

Salahuddin Rabbani was appointed as the new chair of the High Peace Council on 14 April. We welcome this and hope that it will bring fresh momentum towards an inclusive political settlement in Afghanistan. The Taliban’s suspension of talks over the proposed political office in Qatar continued through April, but this does not alter our support for efforts to promote a political process to help bring peace and stability. Nationwide, over 4,000 insurgents have now enrolled on the formal reintegration programme, which is closely supported by the UK.

Strengthening the Afghan State

Rule of Law

National

The Criminal Justice Task Force (CJTF) is an Afghan-led facility which provides a national detention, investigation, prosecution and judicial capability for the most serious narcotics cases. In April it convicted 27 individuals for narcotics offences including prison sentences of up to 20 years. They also seized over 4 kgs of heroin, 633 kgs of opium, 186 kgs of morphine, 942 kgs of hashish and about 100 litres of chemical precursor.

April saw the finalisation of preparations for an international police conference scheduled for May in Kabul. The conference will start consultation on the role, structure and professionalisation of the Afghan national police, the reform of the Ministry of the Interior and the links between the police and the justice system.

Helmand

In April, the new chief judge for the province was sworn in and started work in Lashkar Gah. Sixty-two judges, prosecutors, defence lawyers, police investigators and civil society members attended 10 days of training on tackling crime.

Long-running friction between the Marjah district governor (DG) and district community council (DCC) over claims of DG corruption led to the resignation of the DCC chairman after Governor Mangal rejected a complaint that was without substantive proof. Fourteen Nad-e Ali district community councillors were referred to the Attorney-General’s office for alleged misappropriation of wheat seed donated by the Indian Government for distribution to poor families.

Economic and Social Development

The UK continued to work with the Afghan Government to prepare for the Tokyo development conference in July. Along with international partners, we are working to develop a “mutual accountability framework”, to be endorsed at Tokyo, that will set out our joint commitments to the people of Afghanistan up to transition in 2014 and beyond. The long-term peace and stability of Afghanistan will depend on continued financial support from the international community to help meet security and development needs after international forces withdraw. For their part the Government of Afghanistan must continue to make progress against the IMF programme benchmarks, as well as other vital economic and governance reforms to ensure that our support delivers lasting results.

The UK-funded forensic audit looking at the Kabul bank fraud was completed in April. The auditors delivered a final report to the Ministry of Finance and the Central Bank of Afghanistan. President Karzai subsequently issued a decree stating that Kabul bank debtors who do not repay their loans by 4 June will be prosecuted before a special court. The forensic audit report will provide evidence for such prosecutions.

Economic Development

UK assistance to the Ministry of Mines helped the Ministry to develop a new minerals law, which will help ensure the people of Afghanistan benefit from the country’s mineral wealth. The law addresses ownership of land and mining rights, including tenure and transferability. This is important for private investment. It also clarifies the role of the Government, reinforcing transparent licensing processes for mining activity and making provisions for adequate environmental protection. The Ministry is currently consulting on the final draft of the law and expects to take it to their Cabinet in early June.

UK support to the Zardozi project, which seeks to increase income opportunities for women producers and entrepreneurs, has had a major impact. The monthly income of women joining the project towards the end of 2011 was Afs 446 (US $ 9.49). Since then, average monthly income has grown to Afs 994 (US $21.15), an increase of 123%.

The UK funded Helmand growth programme was revised in April. This included shifting some activities to the national level ahead of security transition in 2014. The revised programme also focuses more on building the capacity of local institutions, such as the Afghan Investment Support Agency and Helmand Business Association, to ensure they can support implementation of the new Bost agricultural business park. When complete, the park will provide a base for local business development.

Research into how the Government and donors can help add value to the production and sale of agricultural produce in Helmand continued with a successful meeting on the dairy sector. This brought together dairy producers and retailers in Lashkar Gah. The second round of meetings with nomadic Kuchi farmers identified grazing patterns, vaccinations and artificial insemination to improve breeding as possible areas for interventions. This work will help to boost farmers’ incomes in a province where agriculture is the backbone of the economy.

The contract for construction of the Marjah Five Ways Junction bridge in Helmand has been awarded. The project will contribute to linking a key agricultural area to the provincial capital, so that farmers have better access to markets for their produce.

Social Development

A total of 27 organisations—15 of them women’s organisations—received funding in April from the UK’s Tawanmandi programme for strengthening Afghan civil society, which the Secretary of State for International Development launched last year. These organisations will now take forward a range of projects focusing on improving justice, conflict resolution and peace building.

In Helmand, the UK-funded Kartelagan comprehensive health centre and Lashkar Gah medical training centre were officially handed over to the Department of Public Health and training materials were delivered to enable courses to begin. The contract was also signed for the construction of the UK funded Qaleh Bost basic health centre, which is due for completion in 2013. These projects will help to boost the Afghan Government’s capacity to offer reliable and sustainable health services to local people in Helmand.

Counter Narcotics

The UN Office on Drugs and Crime (UNODC) released its 2012 opium risk assessment survey on 17 April. The report predicts likely opium cultivation levels in Afghanistan this year. The report predicted that there is unlikely to be an increase in poppy cultivation in Helmand or Kandahar and that Kandahar may see a further decrease in cultivation. The provinces together produce the vast majority of Afghanistan’s opium. The report predicts a more mixed picture in other parts of the country. Actual cultivation levels in 2012 will not be known until UNODC publishes its annual opium survey later this year.

Eradication of opium poppy continues. By 23 April 6,257 hectares had been eradicated compared with 2,243 hectares at the same point in 2011. In Helmand, where eradication concluded on 26 April, UNODC figures indicate almost 4,000 hectares of poppy have been eradicated since operations began on 6 March 2012, an increase of over 50% on 2011.

Security

Afghan National Security Forces (ANSF) Growth and Capability

On 18 April the Defence Secretary announced that from 2015 the UK will provide £70 million a year to help fund the ANSF in the years after our combat role ends. This funding will be kept under review and will contribute to a wider $4.1 billion fund that is being raised by the Afghans and the wider international community. The majority of contributions are expected to be announced in the coming weeks. The UK’s contribution will be provided in addition to our lead supporting role at the Afghan National Army Officer Academy.

Violence Levels

Now that spring has arrived, insurgent activity across Afghanistan has continued to increase. This is in line with historic and seasonal norms. While violent incidents in April were comparable with April 2011 levels, it is significant that year-to-date figures remain lower than in 2011. These trends remind us that there is still work to be done, but also reflect the high tempo of operations in the country as the Afghans, supported by ISAF, continue to exert pressure on the insurgency.

Regional Command (South West), which includes Task Force Helmand in the UK’s area of operations, saw a steady increase in insurgent activity in the first half of April. However, in the second half of the month enemy activity decreased due to the onset of the poppy harvest.

This temporary lull in activity is expected to last into early May, after which point we can expect to see a gradual increase in violent incidents, with activity peaking during the summer months.

In Helmand province, insurgents conducted an attack on the Musa Qal’eh District Police headquarters on 11 April. The attack resulted in the deaths of nine members of the ANSF and injured the district chief of police. The incident is the latest in a series of attacks and assassination attempts on Government and security officials across Afghanistan and illustrated insurgent intent to target those who most threaten their campaign.

Kabul Attacks

After a break of 168 days1 the insurgency finally succeeded in their efforts to launch a high-profile attack in the Afghan capital. On 15 April, insurgents carried out co-ordinated attacks against a number of high-profile targets within the city including the British embassy. Additional and associated complex attacks took place simultaneously elsewhere in Afghanistan. The ANSF responded quickly and efficiently to the attacks with only limited assistance from International Security Assistance Force (ISAF). Their performance demonstrated their increasing professionalism and showed improvements in their capability since the last insurgent “spectacular” attacks in Kabul in September 2011.

Tactically the attacks, which were claimed by the Taliban, were not successful and did not demonstrate a new or improved level of insurgent capability. High-profile, “spectacular” attacks are deliberately targeted to distort evidence of campaign progress and affect perceptions of security among the Afghan population and the international community.

Although the Afghan National Directorate of Security has successfully disrupted a number of threats to Kabul in recent months, the fact that these attacks were able to happen is nevertheless damaging and has contributed to speculation of an intelligence failure. Continuing improvements to ANSF capacity and particularly intelligence capability should improve the situation but will not guarantee that all attacks on the capital can be prevented.

The 15 and 16 April attacks should be viewed in context. Kabul, as capital city, is home to 20% of the population, has a large number of high-profile targets and has a symbolic significance for the insurgents. But it experiences less than 1% of all violent incidents. This gap in high-profile attacks was the longest since 2009.

While the attacks had only a minimal tactical impact, they illustrate the insurgents’ intent to conduct a campaign of violence in Afghanistan and remind us that there is still a job to do. As the insurgents attempt to regain the campaign momentum over the summer months, it is likely that they will continue to attempt to carry out similar attacks to sustain their relevance. The ANSF, supported by ISAF, are prepared for this, but we must expect further challenges ahead.

Transfer of Authority

Transfer of authority from 20 Armoured Brigade to 12 Mechanised Brigade took place on 20 April officially marking the end of Herrick 15.

UK Force Levels

On 26 April in a statement to the House, the Defence Secretary explained how the UK would reduce its conventional force levels in Afghanistan by 500 to 9,000 by the end of the year. This follows a commitment made by the Prime Minister in July 2011. The majority of the 500 will be made up of combat troops, reflecting the increasing capability of the ANSF. This reduction in our force levels is consistent with the transition process and the decisions have been made using military advice.

On 17 April I informed the House that we would review our procedures for alerting Ministers to the death of British nationals abroad.

I can now inform the House that this review has been completed. While I am satisfied that, in the case of the death of Neil Heywood in China, consular staff followed the guidance that was in place at the time, I have also concluded that more detailed guidance would help staff decide when to inform Ministers of deaths in future. I have therefore asked that internal guidance for consular staff on the death of British nationals overseas be amended to ensure consideration is given to whether:

(a) A need exists, or may arise later, for Ministers to take action with the foreign Government to ensure appropriate handling of the case (e.g. because of any uncertainty over the cause of death);

(b) There is a high-level of pressure from the family to do something different to established consular policy;

(c) Relevant ministerial travel or other engagements is planned, especially if a visit is taking place or is pending, including consideration of the personal connections of people the Minister might meet in the UK or overseas;

(d) Strong UK and local media interest is likely (especially if a Minister is travelling);

(e) Significant parliamentary/constituency MP interest in the case is likely;

(f) There is any credible rumour or speculation surrounding the case which would significantly affect the nature of the consular support the FCO would provide;

(g) There are any other risks if Ministers are not informed.

If this revised guidance had been in place at the time of Neil Heywood’s death, I believe that Ministers would have been informed earlier than 7 February.

I have arranged for a copy of the revised consular guidance to be placed in the Library of the House.

I should also like to use this opportunity to correct a factual reference in my written ministerial statement of 17 April 2012, Official Report, column 18WS concerning the request by our ambassador in Beijing to the Chinese authorities to mount an investigation into the death of Neil Heywood. The statement:

“Our ambassador repeated the request a week later to the Director-General for Europe”

should have read

“Our Ambassador repeated the request on 5 March to the Director-General for Consular Affairs”.

I attended the Foreign Affairs Council (FAC) in Brussels on 14 May. My right hon. Friend the Secretary of State for International Development attended the Development FAC held later the same day.

Both meetings were chaired by the High Representative of the European Union for Foreign Affairs and Security Policy, Baroness Ashton of Upholland. A provisional report of the meeting and all conclusions adopted can be found at:

Foreign Affairs Council

Afghanistan

Ministers discussed Afghanistan ahead of international meetings in Chicago 20 and 21 May, Kabul 14 June and Tokyo 8 July. Conclusions were agreed (see link above) which reaffirmed the EU’s and individual member states’ commitment to support Afghanistan beyond its transition. Ministers agreed to continue to prioritise Afghanistan over the long-term through making an enhanced contribution to support the country. This commitment would be dependent on reciprocal efforts by the Afghan authorities to meet their agreed reform obligations.

Middle East Peace Process

Ministers agreed conclusions (see link above) stressing their commitment to a two-state solution to the conflict, and expressed concern about developments on the ground that could threaten the goal of a two-state solution, including in area C of the west bank and in East Jerusalem. They also reiterated the importance of Israel’s security.

I welcomed the conclusions and expressed hope that the new Israeli coalition could benefit the peace process. I also reminded colleagues of some recent positive steps including the import into the UK of textiles from Gaza for the first time since 2007. There is an urgent need to relax the restrictions imposed on Gaza in order to allow products to be exported to the west bank, Israel and the EU.

Southern Neighbourhood

Ministers agreed conclusions (see link above) and a further round of sanctions against Syria. I made the following statement after the meeting:

“I welcome the EU’s agreement on a new round of sanctions on Syria. As long as the violence and repression continues we will continue to increase the pressure on the regime and its supporters. We will also press others to adopt and implement similar measures”.

“The UK fully supports the work of the joint UN and Arab League special envoy to resolve the crisis in Syria. The regime must implement rapidly and fully its commitments under two unanimous UN Security Council resolutions and Kofi Annan’s plan. This plan remains the best hope of ending the violence, but it is not open-ended and we will not hesitate to return to the UN Security Council if it is not implemented swiftly and in full”.

Ministers discussed Algeria’s parliamentary elections. I had already made the following statement on 12 May:

“I congratulate the people of Algeria on the conduct of these elections and welcome the Algerian Government’s decision to allow EU observers for the first time. Over the past 16 months people across north Africa have clearly expressed their desire for greater openness and accountability, and it is encouraging that the Algerian authorities have responded in this positive way. I particularly welcome the greater representation of women in the new Parliament, in line with Algeria’s recent reforms”.

“I hope this progress will lead to further reforms in the forthcoming discussion of constitutional change, and in the run up to the local elections later this year and the presidential elections in 2014. The UK has a good relationship with Algeria and I am confident that British Parliamentarians will seek to further strengthen ties with their newly elected Algerian counterparts”.

Ministers had a short exchange on Libya where many expressed their concern about increased migration flows through the country. I noted that that the EU’s border management assessment would soon be complete and that following this up should be a priority.

Mexico

Baroness Ashton briefed Ministers on her two recent visits to Mexico and preparations for the EU-Mexico summit due to be held on 17 or 18 June. During the following discussion many stressed that the summit was an opportunity to discuss a number of issues important to EU partners, including the EU-Mexico Free Trade Agreement and wider trade and investment within the region.

Russia

Ministers reviewed Russia in the light of the upcoming EU-Russia summit of 3 and 4 June in St Petersburg. I highlighted the importance of focusing on issues which were priorities for both Russia and the EU. We need to continue to engage with civil society groups. Although many colleagues highlighted the importance of the EU-Russia new agreement, others pointed out that progress on this was likely to be slow.

Ukraine

During discussions some Ministers expressed concerns about developments in Ukraine and the EU’s inability to exert any influence. Many Ministers agreed that it was too early to take any EU-wide decision on governmental attendance at the Euro 2012 championships.

Bosnia and Herzegovina (BiH)

Under a short AOB item, the Slovenian and Austrian Ministers briefed on their recent visit to BiH. This is likely to be a full agenda at the FAC on 25 June.

Other business

Ministers agreed without discussion a number of others measures, including:

A Council regulation suspending certain restrictive measures against Burma.

Conclusions on Somalia highlighting the steps needed for completion of the transition process, committed to continuing “significant support” for African Union Mission in Somalia (AMISON), and stressing concern over the humanitarian situation. The conclusions also noted the imminent mandate of EUCAP Nestor (Regional Maritime Capacity Building) and extension of the mandate for Eunavfor Atalanta (counter piracy).

Conclusions on Yemen.

A Council decision to extend the EU special representative in Afghanistan.

The fifth implementation report of the EU action plan for Afghanistan.

A common position on the fourth meeting of the EU-Albania Stabilisation and Association Council.

The establishment of the EU’s position for the 15th meeting of the EU-Ukraine Co-operation Council.

Development Foreign Affairs Council

Commissioners Piebalgs (Development), and Potocnik (Environment) attended the meeting chaired by Baroness Ashton.

Council Conclusions on Agenda for Change and The Future Approach to EU Budget Support”

Ministers discussed and adopted Council conclusions for both the “Agenda for Change and The Future of EU Budget Support”. There was broad support for the principle of focusing EU grant funding on the poorest countries, with the exception of Spain who argued for a continued focus on middle-income countries in Latin America. The Secretary of State outlined UK priorities including the focus on results, impact and value for money in all EU aid. He noted the importance of rigorous analysis before providing budget support, support for improvements in domestic accountability during the provision of budget support and the importance of co-ordination within the country receiving the support. Commissioner Piebalgs stated that the EU could learn from the UK on how to better communicate its development results.

2012 Annual Report on EU Development Aid Targets

Ministers discussed the findings of the Commission’s annual report 2012 on EU development aid targets and adopted Council conclusions. Commissioner Piebalgs and Baroness Ashton both stressed the need for the EU to continue to meet its 0.7% aid target. The Secretary of State highlighted that the millennium development goals (MDGs), would not be met if we did not meet our commitments. He argued that it was in the EU’s interest to support development as well as being the right thing for the world’s poor. In spite of the economic climate there was significant public support for continuing development aid. The Secretary of State noted that the Prime Minister had recently been announced as co-chair for the UN’s high-level panel for the post MDG framework.

Burma

Ministers discussed the situation in Burma. The EU would spend €150 million in the next two years. Commissioner Piebalgs made the case for joint programming in the country, supported by a number of other Ministers. The Secretary of State informed EU Ministers that the UK had recently quadrupled its aid to Burma, and that donor co-ordination was essential.

Rio+20

Development Ministers discussed the EU position for Rio+20, stressing that there should be a development focus to the Rio summit. Some Ministers noted their support for a sustainable development Council and sustainable development goals.

Council conclusions on food security under the horn of Africa initiative

Commissioner Piebalgs presented the Commission’s approach to SHARE (Supporting Horn of Africa Resilience) stressing the importance of private sector involvement and the rural sector. The Council adopted conclusions welcoming the approach and recognised the importance of support to build resilience in the horn of Africa. Commissioner Piebalgs informed Development Ministers of ongoing discussions under the G8 regarding food security.

Council Conclusions on Policy Coherence for Development (PCD)

Council conclusions were adopted by Ministers with no discussion.

State of play on Joint Programming

France welcomed the Commission’s written note on joint programming and called for an extension of joint programming to additional countries, adding that partner countries needed to be fully involved.

International Family Planning

The Secretary of State called for financial and political support from EU development Ministers for the family planning summit on 11 July 2012, co-hosted by the UK and the Gates Foundation.

Our Government’s foreign policy has two principal aims: to respond to urgent challenges and crises in ways that promote Britain’s national interest and our democratic values, including human rights, poverty reduction and conflict prevention, and to equip our country to be a safe, prosperous and influential nation for the long term. To do that, given the scale of the economic changes that we are seeing in the world’s economic landscape, we are expanding British diplomacy beyond Europe and north America, even at a time of tight resources. We are forging new connections with new and emerging powers while maintaining our traditional alliances and our role in international institutions. We are intensifying efforts to promote British exports and attract inward investments, with strong early results. In 2011, British goods exports to India increased by 37%, to Indonesia by 44%, and to Colombia by 35%, while British exports as a whole last year increased by nearly £50 billion.

We are using the National Security Council to pursue a much more systematic approach to Britain’s international objectives across all Government Departments, and the Foreign Office is back at the heart of Government in the making of Britain’s foreign policy, with three clear departmental objectives, instead of the 10 that were in place when we came to government. The objectives are to safeguard Britain’s national security, to build our country’s prosperity and to support British nationals overseas through our consular work.

I thank the Foreign Secretary for giving way and apologise for my eagerness, but I want to pay tribute to the British ambassadors who came to this House two weeks ago sizzling with ideas about how British companies could export to their markets. I refer, in particular, to the ambassador to Namibia, who won the X-factor contest for the most competitive ambassador that day.

I am grateful to my hon. Friend for pointing that out. Never before have our ambassadors been described in this House as “sizzling”, so I am delighted by his description—an accurate one—of their commitment to promoting British businesses overseas. They are now backed by the biggest drive to build up the Foreign Office’s diplomatic skills and capabilities that the Department has seen in modern times, with a new language training centre training up to 500 diplomats a year, more economic and commercial training and a new economics unit. Following his intervention, I pay tribute to the men and women of the Foreign and Commonwealth Office, the Department for International Development and the Ministry of Defence, who work tirelessly day after day in support of our country.

I understand that many of the more junior posts overseas will now be filled by locally engaged staff. How will the Foreign Secretary ensure that staff going on their first posting overseas once they get higher up the scale will have the necessary experience if they have been unable to gain that in other postings?

The hon. Lady is right to say that that is one of the changes in the administration of the Foreign Office. We are saving £100 million in administration, and it is not possible to do that without making some important changes, such as the one she refers to for A and B-band staff. Most of the staff who work overseas, of course, come in at a different level and did not acquire their previous experience at the A or B-band level. Those staff affected by the change will, in many cases, have the opportunity to seek promotion to higher grades—I strongly support that—so we are trying to mitigate the effect on their careers.

I announced to the House on 11 May last year that we would substantially reinvigorate Britain’s diplomatic presence overseas. I believe that there will never be any substitute for a strong British diplomatic service that advances the interests of the United Kingdom, centred on a global diplomatic network.

On that point, may I congratulate the Foreign Secretary on the work he has done to expand the diplomatic network, because under the previous Government many of our diplomatic missions were neglected and some were closed? I congratulate him on what he is doing because it is good for business. Are there expansion plans for India, that crucial and vibrant democracy?

Yes, there are, but I will speak about India in a moment because I have a specific announcement to make on our posts there. I can say to my hon. Friend that we will not set out to close any of the existing British embassies or high commissions in the lifetime of this Parliament, although clearly there are extreme circumstances, such as the attacks on our embassy in Tehran and the security situation in Damascus, that have required the temporary withdrawal of British diplomats. Instead, by 2015 we will have deployed 300 extra staff in more than 20 countries and will have opened up to 11 new British embassies and eight new consulates or trade offices.

Not only is that a reversal of the overall policy of the previous Government, who closed 17 high commissions and embassies, but in some instances we are reopening embassies and high commissions that they closed.

No. I want to list them to the House.

In Africa we have reopened an embassy in Côte d’Ivoire and opened a new embassy in South Sudan; we are reopening our embassy in Madagascar, which should never have been closed; we are opening an embassy in Liberia; and we have set aside funds to open an embassy in Somalia as soon as circumstances permit. We have opened a new embassy in strategically important Kyrgyzstan, and we are establishing a new honorary consul network for economic and commercial diplomacy in Turkey.

In Latin America we have already opened a new consulate in the north of Brazil; we are reopening our embassy in El Salvador, which was closed in 2003; and on top of that we are strengthening many links with the people of Latin America, with an agreement for example to welcome 10,000 Brazilian students and researchers to British institutions by 2014. I stress that this focus on stronger ties in Latin America goes hand in hand with our absolute commitment to the rights of the people of the Falkland Islands to self-determination and to develop their own economy.

The right hon. Gentleman, like many, will know that, in some cases, embassies and consulates require new buildings, and this British presence overseas can be an opportunity to highlight the best of British design and architecture. I have been contacted by a constituent with a leading architectural practice who believes that the Government’s new arrangements discriminate against high-quality design and architecture in favour of the cheapest option and, sometimes, in favour of multinational companies rather than British architecture and design. Will the right hon. Gentleman look into that point, about which I have written to one of his ministerial colleagues?

My right hon. Friend has done a huge amount in his time as Foreign Secretary to go to countries throughout the world and to reinvigorate the Foreign Office, which was sidelined by the previous Government. Indeed, under the Blair Government the Foreign Office was seen more as a nuisance than as a help. Will my right hon. Friend outline to the House some of the countries that he has been to which have not been visited by a Foreign Secretary in a great many years?

In Asia we are reopening our embassy in Laos, which will mean that we are one of only three EU member states with diplomatic representation in every single Association of Southeast Asian Nations country; and we intend to open a new British interest office in Burma, in Naypyidaw.

It is vital that we develop a strong, frank and open partnership with China, reflecting our growing shared interests and our support for China’s continued economic success and more active leadership in addressing global issues. Where we differ, such as on human rights, it is vital that we continue our dialogue, so by 2015 we will have an additional consulate, 60 more staff and 40% more Chinese language speakers in our posts in China.

I am just coming to the India point, and then I will give way to the hon. Gentleman.

Given the growing importance of our relations with India, I can announce today that we have secured the agreement of the Indian Government to open new deputy high commissions in the important cities of Hyderabad and Chandigarh. That will bring the number of our diplomatic posts in India to seven and mean that Britain has the most extensive diplomatic network in India of any diplomatic service in the world. I am sure that the hon. Gentleman will want to explain why those things did not happen when he was at the Foreign Office.

I want to return the Foreign Secretary to the subject of Colombia. He will know that many people in all parts of the House have profound concerns about human rights issues in that country. The EU is in the process of agreeing a free trade agreement with Colombia. When does he expect that this House will have a right to vote on that ratification?

I know where the country is that the hon. Gentleman was first talking about; I have just announced the reopening of an embassy there. He visited that country without increasing our diplomatic representation; I have done so without visiting it.

On Colombia, yes, there continues to be human rights work to do there. The commitment of the President of Colombia to make further progress on human rights is, I think, very genuine and should be warmly received in this House. I believe that there will be strong support in this House for free trade agreements being extended across the rest of the world, including with Colombia. It is not our normal practice in the House to vote on such things, but of course there is no reason why a vote cannot be created on such an issue, particularly given the rights of Back Benchers to bring about votes. I will look at the point that the hon. Gentleman raises.

The Foreign Secretary has talked about opening embassies around the world. I congratulate him on that, because it is vital for the future growth, trade and investment of this country. Will he enlighten the House on how the Foreign Office is working with UK Trade & Investment to make sure that we bring more trade and investment back to Britain?

Yes. Not only do the Foreign Office and UKTI work very closely together, but we provide UKTI with funding for specific projects, allowing it to expand its presence overseas in the same places where the FCO is expanding its work, with the additional personnel and posts that I am describing, to try to open markets and change policies in other countries so that British companies can gain access to their markets and UKTI can then help them to use that access. In the past year, the FCO and UKTI, working together, helped about 20,000 small and medium-sized enterprises to gain access, for the first time, to emerging markets around the world. That is a very important part of the economic revival of this country, and that effort must be further redoubled over the coming years.

The approach that I have described on India will help to expand our trade and investment relationship by helping British companies, and it will help to deepen our political links with state leaders across India. We are funding this expansion in relation to the emerging powers through the reallocation of FCO resources, the withdrawal of some subordinate posts in Europe, and the reduction over time of our diplomatic footprint in Iraq and Afghanistan, where security costs are considerable. We are doing that while making the £100 million per year of administrative savings by the end of the Parliament required by our spending review settlement, showing that it is what we choose to do with our resources that counts the most. I can also tell the House that next month we will publish the Government’s new White Paper on relations with the UK’s overseas territories.

Our focus on stronger political and economic ties with the growing economies of Asia, Africa and Latin America in no way comes at the expense of our role in the European Union or our alliance with the United States. We will never have a stronger ally than the United States of America. We make a vital contribution to each other’s security, and our co-operation in foreign affairs will always be one of the absolute pillars of our foreign policy. Nowhere has this been more visible in recent years than in Afghanistan. I pay tribute to all the British personnel who have lost their lives, including, sadly, in recent days, or have been injured serving our country there. We are in Afghanistan to protect our own national security by helping Afghans to take control of theirs.

The process of transitioning security control to Afghan forces agreed at the Lisbon summit in 2010 is on track; it is realistic and it is achievable. Transition has begun in areas that cover about 50% of the Afghan population and in 20 of Afghanistan’s 34 provinces. With the latest announcement this weekend, that will rise to 75% of the population and involve areas of all 34 provinces. In mid-2013, when the final stage of transition begins, the Afghan national security forces will lead security responsibility across the whole country and the international security assistance force will begin to move to a supporting role, focusing primarily on training, advising and assisting the Afghan national security forces. ISAF will be in a combat role until the end of 2014, when the transition process will be completed.

The main focus of the Chicago summit this weekend will be to agree a plan for the size, shape and funding of the Afghan national security forces beyond 2014. My right hon. Friend the Defence Secretary has announced that Britain will contribute £70 million a year from 2015 to fund the Afghan forces after ISAF’s combat operations end. That will be in addition to our leading the Afghan national army officer academy, which was announced by the Prime Minister last year. We will continue to support the Afghan Government’s efforts to achieve an inclusive, representative and sustainable political settlement through their reconciliation process, and to urge Afghanistan’s neighbours to support that objective.

The Prime Minister and I welcomed the Prime Minister of Pakistan to London last week for extensive discussions that illustrated the strength and breadth of our enduring partnership.

The European Union remains central to our prosperity, both internally through the single market and externally through its programme of free trade agreements. The European debate about growth and austerity has intensified in recent days. We should not artificially frame this as a choice. The Government have long pressed for a more growth-oriented EU policy to go alongside the necessary fiscal measures that are being taken at the national level, including in the UK. That work has been developed with our many allies in the EU, following the publication of the Prime Minister’s pamphlet “Let’s choose growth” more than a year ago. That policy has won the support of countries comprising a majority of the EU’s population.

The most recent European Council agreed a comprehensive growth agenda for the EU based on those arguments. The agenda is not about spending money that we do not have, which is the unsustainable folly that put this country in such difficulty; it is about expanding trade within the EU and beyond, lifting regulatory burdens and making structural reforms to European economies. Our future prosperity cannot be driven by Government spending or consumer spending, but will be created by earning our way in the world through trade and competitiveness.

On a recent all-party parliamentary group trip to Brussels, it was clear that the Prime Minister’s letter of last February had struck a chord with many countries. I urge the Foreign Secretary to push ahead with the deregulation agenda at Commission level, because I was not convinced that it was accepted totally by all the countries involved.

I agree that it is important to push ahead, for instance with the agreement in the European Union to exempt the smallest businesses in Europe from new regulations. It is important to ensure that that happens in practice. That is an example of what we are achieving with the growth agenda. Sustained effort is needed to bring it about.

The financial uncertainty caused by the eurozone crisis is the biggest single obstacle to our economic recovery. Although each eurozone member must make its own decision on how to handle the crisis, our view remains that it is only through the control of public finances, an increase in productivity and competitiveness, and structural reform that Europe’s economies will obtain the lasting economic growth that will take us out of these hard times.

In this Session, the Government will bring forward two items of European legislation. The first is a Bill to amend the EU treaties and confirm the legal basis of the eurozone-only European stability mechanism. During negotiations on that treaty change, we ensured that the UK will not be liable through the EU budget for any future eurozone bail-out once the ESM comes into force. The second is a Bill to ratify the accession of Croatia to the European Union.

Of course, today we welcome the new President of France to his office. We look forward to working with him as a close ally.

Just as Britain will make full use of its unique network of partnerships, including the Commonwealth, we want the EU to use its collective weight in the world to good effect. We must continue to place pressure on the authorities in Belarus to release and rehabilitate all political prisoners and commit themselves to real reform, and we must continue to urge the Ukrainian Government to demonstrate that they respect fundamental democratic values and principles. Our Government are dismayed by the alleged mistreatment of former Prime Minister Yuliya Tymoshenko.

In the western Balkans, we look forward to the opening of accession negotiations with Montenegro and to Croatia’s expected accession in July next year, and we welcome Serbia’s EU candidate status, awarded in March after progress towards normalising relations with Kosovo.

I am delighted that the Foreign Secretary has raised the case of Yulia Tymoshenko. What measures are the Government taking, and what representations are they making, about that appalling mistreatment and breach of someone’s human rights?

We have made very clear representations about it. I have discussed the case personally with the Foreign Minister of Ukraine, and our ambassadors right across the EU have made strong representations about that case and other trials that do not appear to have followed what we would regard as due process. While the difficulties remain, the stabilisation and association agreement that has been negotiated between Ukraine and the EU is not being brought into force, so there is a standstill in progressing relations between EU countries and Ukraine. We welcome the recent developments such as the provision of medical care to Mrs Tymoshenko with the assistance of Germany, and we will continue to pursue that case and others vigorously with Ukraine.

Returning to the subject of the Balkans, continued progress in relations with Kosovo will remain vital to Serbia’s path towards EU membership. We also want Bosnia-Herzegovina to be able to make its own leap forward to EU candidate status and full membership of NATO. We intend to develop our co-operation with Russia where it is in our interest to do so, particularly in our economic relationship and in addressing key issues affecting global security as members of the UN Security Council, and I will shortly visit Moscow again.

My right hon. Friend failed to mention one country in the Balkans area, which was Macedonia. Given that the Greeks might not exactly be as strong as they used to be in negotiations in the EU, surely we can give a bit of oomph to Macedonia’s negotiations to enter the EU should it want to?

The whole of Europe wants to see the name dispute resolved, of course. That requires an agreement with Greece, which of course requires a Greek Government to be able to take the initiative and come to such an agreement. My hon. Friend will be aware that as we came into the Chamber for the debate, the news was that a caretaker Government would be appointed in Greece pending fresh elections on 10 or 17 June. We certainly hope that whoever is elected in Greece, facing formidable challenges, will include the resolution of the name issue among their priorities.

The EU has an important role to play further afield, including in Burma. The House can be proud that we never wavered in our support for democracy there and insisted on real political and human rights reform as the condition for any move towards an open relationship between Burma and the EU. We are starting to see real reform, although the gains are not yet irreversible and serious human rights concerns remain. The bold leadership shown by President Thein Sein and by Daw Aung San Suu Kyi has finally placed the country on a hopeful path, and every Member will have been moved by the sight of Aung San Suu Kyi taking her seat in Burma’s Parliament on 2 May. It will be a huge honour if she visits Britain this summer for the first time in 24 years.

I visited Burma in January, and our Prime Minister was the first western leader to visit after the recent by-elections. We led the way in calling for and securing the suspension, rather than the complete lifting, of EU sanctions, and we have announced that we have lifted our policy of discouraging trade with Burma, although we maintain an arms embargo. We believe that at this moment, the right kind of responsible trade and investment can help aid that country’s transition.

I am glad that the Foreign Secretary and the Prime Minister went to Burma to meet that great leader, and we all look forward to her being able to visit London, but she might be alone because although we are open to one or two personalities our nation is shutting down. Does the Foreign Secretary know that, according to today’s report by the European Tour Operators Association, France now attracts 50% more visitors from India than we do; that 26% of all Indians and 30% of all Chinese who apply for a visa to come to the UK give up because it is too expensive and the application is eight pages long; and that everyone goes to the Schengen area, which now includes Switzerland? We have the reputation of being desirous of business, but closed to foreigners. Is that wise?

I am sure that the right hon. Gentleman will, as always, want to take your advice, Mr Speaker. Of course, I will look at the report that he mentions—I have not seen it—but I do not think that that picture of this country is accurate. Indeed, when we discussed relations with China and India in the Cabinet this morning, we considered the number of Chinese students in the UK. The figure is currently 95,000—the largest number of Chinese students in the world in any country outside China apart from the United States. We are only narrowly behind the United States, and we have more Chinese students than any other country in Europe. That is an example of our openness to people from the rest of the world, and the right hon. Gentleman should bear it in mind.

As the Foreign Secretary knows, the Inter-Parliamentary Union campaigned for many years for the political prisoners in Burmese jails. Although we welcome the release of some of them, hundreds are still in prison. Will he make a particular point of asking for the release of all political prisoners in Burma?

Yes, we certainly do that. My right hon. Friend the Secretary of State for International Development was in Burma before me last November, and he made that point strongly, as I did in January. Indeed, several hundred more prisoners were released the following week. I had asked that they be released in time to be nominated as candidates for the by-elections on 1 April. We therefore strongly welcome the releases. As I said, there are still human rights concerns, including continuing ethnic conflict in Kachin state, and prisoners whom the Burmese Opposition argue are political prisoners. We are now at the stage of definitions of what constitutes a political prisoner. We and the opposition in Burma may have a differing view from the Government there. However, there have been large-scale releases, and we will continue to ask for the release of all individuals who can be defined as political prisoners.

We also want the EU to play a determined role on Iran’s nuclear programme. Next week, on 23 May, the next round of negotiations between Iran and the E3 plus 3—France, China, Russia, the United States, Germany and the UK—will take place. We welcome the fact that, in the previous talks in Turkey last month, Iran did not try to lay down conditions for negotiations, as it has in the past. However, we have seen no indication yet from Iran that it is willing to take concrete action to address concerns about the possible military dimensions of its nuclear programme—we will look for that in Baghdad. We will take a step-by-step approach, looking for reciprocal actions by both sides. They should start with steps by Iran to build confidence in its nuclear activities. In particular, Iran should take early action to address the concern about its production of 20% enriched uranium.

The Foreign Secretary knows that Iran is still a signatory to the nuclear non-proliferation treaty, and that a conference is due in Helsinki in December. Will he confirm that that will go ahead, with the idea of promoting a nuclear weapons free middle east, and that Britain, Israel and Iran will all be present?

I certainly hope that that will go ahead. The hon. Gentleman is right; there is a Finnish co-ordinator, which is why we are looking towards a conference in Helsinki. A meeting was held on 8 May about drawing the conference together, so it remains our objective that it will be held in 2012, albeit late in the year, and, of course, we want all relevant nations to participate, although it is up to each of them to decide. We strongly support the Finnish representative’s work on the conference, and we will participate in and support it.

On 9 May, Reuters news agency produced a report suggesting that British officials were attempting to delay by six months a ban on insurance for ships carrying Iranian oil, which would have a knock-on effect on delaying sanctions. Is that true? If so, why?

The UK is one of the strongest advocates of the sanctions being applied by the EU, including the ban on EU imports of Iranian oil from 1 July. The House should be clear about that, but discussion is continuing within the EU about protection and indemnity insurance and when a ban on it would be applied—on 1 July or at a later date. We are discussing that separately because of concerns expressed by countries outside the EU about the impact on their trade. We are assessing that, working with France in particular, to try to understand how serious the impact would be. We are clearly applying sharply increased pressure on Iran, but we also have to bear in mind the wider consequences for oil prices and the world economy, and balance those concerns.

Does the Foreign Secretary agree that even if the Iranians make constructive proposals in Baghdad next week, which would be very welcome, it would be premature to consider any suspension of sanctions, except in the unlikely event that the Iranians propose to suspend, as of that date, their further enrichment of uranium?

We will have to see what, if any, proposals Iran makes in Baghdad on 23 May, but if my right hon. and learned Friend is saying that we should be cautious about making large-scale concessions, of course I agree—we will be cautious. It would, in any case, require agreement across the E3 plus 3. We will see what the Iranians say. If they propose and start to implement concrete steps, of course there would be ways in which we would want to respond, but very serious and significant steps would have to be taken for us to change, in any way, our approach to, for example, the imposition of the oil sanctions that I just described.

I congratulate my right hon. Friend on taking time to negotiate the position in Iran, which contrasts starkly with when former Prime Minister Blair stood at the inquiry and said that we should take immediate military action against Iran. The Foreign Secretary’s approach should be commended, and I very much hope that he carries on developing those relations, especially with Russia and China, which will have such an important role to play in helping Iran out of this situation.

One hundred per cent. of our efforts are devoted to a peaceful, negotiated, diplomatic solution to this problem, although we have never taken anything off the table. The House endorsed that approach by an overwhelming majority when we debated it in February. We will maintain the pressure of intensifying sanctions until genuine progress is made, and that includes the sanctions I just described.

We will also continue to raise our concerns about the state of human rights in Iran, which are documented in the FCO’s annual report on human rights that I published two weeks ago. We are increasing the funding of FCO human rights work by 30% in the coming year, with an additional £1.5 million of funding devoted to projects to promote freedom of expression online and the implementation of the UN guiding principles on business and human rights.

I very much support the Government’s renewed and increased commitment to their human rights work. The Foreign Secretary mentioned that he would be travelling to Moscow. Will he raise these human rights issues with his Russian counterparts, with particular reference to the judicial system? A string of European Court judgments has gone against the Russian authorities. I think of the Magnitsky case and others in the north Caucasus. Indeed, it is not in Russia’s security interests for such impunity to rain down on the citizens of Russia.

We have not set the agenda for the forthcoming visit to Moscow, top of which will be Syria, to which I am about to come, but we regularly discuss such issues with our Russian counterparts. Indeed, on my first visit to Moscow as Foreign Secretary, I specifically met human rights groups in Moscow to highlight some of these issues. That work will continue.

The whole House will abhor the violence and systematic violations of human rights in Syria today. More than 10,000 people—perhaps 15,000—have been killed, with many thousands more displaced or detained. The threat grows of civil war or extremists supported by al-Qaeda seeking to take advantage of the crisis. Progress is being made in the deployment of UN monitors to Syria, in accordance with Kofi Annan’s six-point plan, which continues to offer the best hope of ending the crisis. I discussed the latest position with Mr Annan last night. Some 189 observers are currently on the ground, and the full mission of 300 should be deployed by the end of the month. The presence of UN observers has had some impact on the scale of the violence; however, we should be clear that violence and brutal repression continue. Heavy weapons are still being used, and there has been an increase in the use of snipers, night raids, attacks by militia and systematic detentions.

The Syrian regime has not yet implemented the six-point plan, nor has it shown any sign of being prepared to begin a credible political dialogue or transition. This is unacceptable. The Syrian regime should be in no doubt: if it thinks it can murder, kill and torture its way back into favour with the Syrian people or that the world will turn a blind eye to its actions, it is mistaken. The Annan plan is the Syrian regime’s opportunity to accept the need for a better future for its country and to enter into political dialogue to bring that about. If the regime does not do that, we will be ready to return to the Security Council, and it will find itself facing mounting international pressure and, ultimately, the long reach of international justice.

Those are—I mean this genuinely—very fine words, but Reuters reports that 32 people were killed in Syria yesterday. The Annan plan is not working at the moment. I am not saying that it should not be given a chance to work, but what else are the Government doing to stop the killing in Syria?

The hon. Gentleman is quite right to refer to the number of people killed yesterday. As I have said, the violence continues. What the deployment of UN monitors has meant so far is that tens of people, rather than hundreds of people, are being killed every day. However, the situation is still completely unacceptable. What else are we doing? We are intensifying our support for bringing opposition groups together. I announced in Istanbul last month a doubling of our financial support to the opposition. My right hon. Friend the Secretary of State for International Development has allocated humanitarian aid—as much as has been asked for—to international agencies dealing with people who have fled from Syria. At the next meeting, which I expect to be held in France, once the new French Government have established themselves, and which I hope will be the largest meeting yet, we will join the Friends of Syria group to co-ordinate international pressure. We stepped up our sanctions on Syria at the EU Foreign Affairs Council yesterday. Of course, we also continue to discuss, with Russia, the Russian position and the need for Russia—as it is in a position of crucial leverage on the Syrian regime—to recognise that only a political transition of the kind set out in the Annan plan is a viable way forward for Syria.

Ten per cent. of the Syrian population are Christian. The only redeeming feature of the Assad regime is that, like Saddam, he has protected them. There have been numerous violations against the Christian population in opposition areas. For the first time in centuries, the Easter liturgy was not celebrated in many areas this year. What are the Government doing to bring the plight of Christians in Syria to the attention of the world?

My hon. Friend is quite right to raise this matter. I can assure him that one of the top items on our agenda in all our meetings with Syrian opposition groups is this very issue and the need for them to make clear—as they did at our meetings in Tunisia and Istanbul over the last few months—their commitment to human rights, including freedom of religion and freedom of expression in Syria. That is crucial; indeed, it is a vital part of the future of a country that includes many different religious groups and many different cultures, which is one of Syria’s great strengths. I think opposition leaders are serious about that, and if and when they are ever in power we will look to them to hold to their commitments on that.

In addition, Members in all parts of the House will have concerns about Bahrain.

Does not the sad overflow of the civil war between the Sunni and the Alawis into Lebanon, which does not have a tyrannical Government, indicate that the real basis of what is going on in Syria is precisely that: a civil war between the Alawis and the Sunni? The Sunni countries of Saudi Arabia and Qatar are backing the Sunni, who are deeply anti-Israel, and the 350,000-strong Christian minority are supporting the Assad regime because they know that if that regime were replaced by a Sunni Government, they would be the chief victims. Is it not time that the United Nations began to understand the realities of the situation in Syria?

My right hon. Friend and I have discussed this matter on the Floor of the House before. His point is well made, and he is right to say that the situation is complex. I believe that that is understood in many of the countries of the United Nations and embraced by Kofi Annan’s plan. No one thinks that there is a simple, magic solution to this, which is why the deployment of monitors and the attempt to embark on a political process that will take account of all the relevant groups in Syria is the right way forward, rather than the violent overthrow of the regime or the violent suppression of the opposition. There is a great danger of the conflict spilling over into neighbouring countries, and the violence that we have seen in Tripoli in Lebanon in recent days is an example of that. The international community is reacting with an awareness of the complexity and dangers of the situation, and my right hon. Friend is quite right to point them out.

I was about to mention the situation in Bahrain. We welcome the fact that the Bahraini Government have committed themselves to a reform process. They have taken some positive steps, including the introduction of a police code of conduct, a special investigations unit and a media oversight body. They have also announced a review in a civilian court of the convictions of 20 activists, and we urge the court to take that forward urgently with due process and transparency. We continue to press the Bahraini Government about the welfare of the detainee Abdulhadi al-Khawaja, and the need to find an urgent compassionate solution. We also urge the Government of Bahrain to implement the independent commission’s recommendations in full, including bringing to justice those responsible for human rights abuses, rebuilding the Shi’a mosques that were destroyed last year and integrating representatives from all communities into the security forces. We are ready to offer British support in areas such as judicial training and implementing international human rights law.

Despite the situation in Syria and the difficulties being faced by countries in transition, our Government remain on the optimistic side of the Arab spring. It represents the most significant opportunity for the advance of human rights and freedoms since the cold war, and we must, in general, give it our support. Yes, there are great difficulties and uncertainties in all those countries, but we should not lose sight of the great opportunity that the Arab spring represents. Libya, for example, is on course to stage its first democratic elections in 40 years this summer, and Egypt’s citizens are about to choose their next President in elections later this month. Countries such as Algeria, Jordan and Morocco have embarked on peaceful reform. Last year, the joint Foreign and Commonwealth Office-Department for International Development Arab partnership fund funded more than 50 projects in 11 countries in the region. This included grants to social entrepreneurs in Tunisia and help for civil society groups in Morocco, and we will continue to increase that help.

The events of the Arab spring make the need for a two-state solution to the Arab-Israeli conflict ever more pressing and urgent. A solution is urgently needed to give the Palestinian people the state that they need and deserve, and the Israeli people the security and peace that have eluded them for so long. We urge both sides to avoid any steps that could undermine the prospects for peace, whether rocket fire from Gaza or decisions by Israel to legalise settlement outposts.

I returned yesterday from a visit to Israel and the west bank. Can my right hon. Friend give me the details of any recent discussions he has had with the Israeli Government on the settlements, the security fence and, in particular, the condition of the prisoners who are on hunger strike?

Yes, I discussed all those issues with the new Deputy Prime Minister of Israel, Mr Mofaz, when I called him last Friday to congratulate him on the new coalition in Israel. My hon. Friend will be aware that the issue of the hunger strike appears to have been settled yesterday, with important changes to the way in which the prisoners will be treated by the Israelis. That is welcome. I reiterated the long-held position across this House on settlements, and we have condemned recent settlement announcements. We have continued to urge both the Israeli Government and the Palestinians to enter negotiations under the auspices of the Quartet to work towards a two-state solution. The creation of a Government in Israel with a huge majority in the Knesset provides an unusual opportunity to take forward such negotiations.

The joint FCO, DFID and MOD conflict pool provided funding last year to strengthen the electoral process in Liberia and Côte d’Ivoire and funded local conflict mitigation projects in Sudan and many other projects. We have established a new £20 million early action facility to enable a rapid response to crises, building on the example of the successful deployment of a stabilisation response team in Libya.

We also held a highly successful London conference on Somalia, injecting new momentum into Somalia’s political process and setting out plans to strengthen support for the African Union mission in Somalia to help the country develop its own security forces, to help build security at a local level and to take effective action to tackle piracy and terrorism. We look forward to the follow-up conference in Istanbul later this month, which I will attend.

Elsewhere in Africa, we are very concerned by the rise in military tensions between Sudan and South Sudan. It would be catastrophic for both countries if this were to lead to serious conflict. We support the full implementation of the African Union’s action plan to resolve the crisis and the outstanding issues between Sudan and South Sudan.

My right hon. Friend is generous. He refers to the conflict between the north and south in Sudan, but this is not an equal match at all. It is the populations of the Nuba mountains who are being targeted by the Sudanese Government. Many of them are innocent people living in villages and there is not the slightest evidence of their participating in military activity. What are the Government doing to make it absolutely certain that the Sudanese Government know that they are condemned by all civilised people for their victimisation of the Nuba people in particular?

We are very clear about that, and we have been very clear with both Governments—in Khartoum and in Juba—about recent events. Frankly, both have been at fault in various ways. Our ambassador in Khartoum has been clear to the Sudanese, and I met a South Sudanese delegation here two weeks ago and was clear about the message. We agreed a common position of the whole United Nations Security Council, spelling out to both countries the consequences of conflict and the actions, including sanctions, that would be taken by the UN if they went further into conflict. That includes the issue that my hon. Friend talked about. I will give way one last time, but then I will conclude my speech.

I am grateful to the Foreign Secretary. At the risk of sounding like a broken record, may I ask him why, in an eloquent speech that has lasted for 53 minutes, he has still said nothing about the risk to our security from climate change? It is not just me saying this. People from the UN downwards are saying that climate change poses a greater threat to our national security than terrorism or conflict. It is in the Government’s own security strategy, yet in 53 minutes we have still heard not a word about climate change. Is that because he does not think that it is a risk to our security?

Lady can be absolutely assured—I am sure she knows—that we are strongly committed to international work on climate change. For example, when I visited Brazil a few months ago, I pursued our opportunity to work together on development and on climate change issues. Of all the Foreign Ministries in the world—

The Foreign Office is one of the best-equipped Foreign Ministries anywhere in the world to pursue climate change issues and to alter the views of other countries and Governments. I hope the hon. Member for Brighton, Pavilion is now satisfied that we are very much committed to that.

We are also working with the Government of Nigeria on counter-terrorism policy, doctrine and legal frameworks, managing the consequences of attacks and addressing underlying grievances that leave communities vulnerable. We are increasingly concerned by the threat to the UK from al-Qaeda in the Islamic Maghreb and associated groups in Africa, and a year on from the death of Osama bin Laden, and with al-Qaeda under pressure in Pakistan and Afghanistan, we are determined not to let it emerge in strength anywhere else. We continue to operate with Governments across the Sahel to try to reduce the threat from al-Qaeda.

This summer, we will celebrate Her Majesty’s diamond jubilee and welcome the world to London for the Olympic and Paralympic games. In the run-up to the games, we have already set an Olympic record: in an unprecedented show of support, all 193 UN member states co-sponsored the UN resolution for the Olympic truce. That was in itself an Olympian feat of diplomacy—it has never happened before—as well as a demonstration of our practical commitment to the peace-building ideals of the Olympic truce.

So, even in difficult times, it is right to be proud of our country and what it stands for in the world, and to be optimistic about our potential for the future. With our many great assets and advantages, our country’s approach to foreign policy must be one of confident advance and diplomatic expansion, not of a defensive crouch. We remain one of the very best places to visit, live, work, study, invest and do business, and the Olympic season will advertise that fact to an audience of 4 billion people around the world.

I believe we can forge new opportunities for our nation while standing up for human rights, development and freedom around the world, and this will be our approach over the coming year, dealing with urgent crises and challenges while working for the long-term future of our country and for a peaceful and stable world.

Following our decision last month to withdraw diplomatic staff from our embassy in Bamako temporarily and suspend all in-country services, we have reopened our embassy and resumed in-country services, including the provision of consular assistance to British nationals.

The UK welcomes ECOWAS-led efforts to return Mali to constitutional, civilian rule and in this regard acknowledges the appointments of interim President Dioncounda Traoré and Prime Minister Cheick Modibo Diarra. We will continue to work with our partners in Bamako and elsewhere to ensure that progress is maintained, including the holding of elections.
