Lords ChamberMy Lords, with the leave of the House, I shall now repeat a Statement made earlier today in another place by my right honourable friend the Foreign Secretary on Iraq and on last week’s Global Summit to End Sexual Violence in Conflict. The Statement is as follows.
“Mr Speaker, with permission, I will make a Statement on Iraq and update the House on the outcome of last week’s Global Summit to End Sexual Violence in Conflict.
The Sunni extremist group Islamic State in Iraq and the Levant, ISIL, issued a series of attacks and car bombings in Iraqi cities, including Baghdad, Samarra, Ramadi and Jalawla, over the past 10 days, culminating in the capture of Mosul on Tuesday. From Mosul, ISIL, with other armed groups, took control of the towns on the main route to Baghdad, including Tikrit, 110 miles north of the capital. The Iraqi security forces initially proved unable to resist these attacks, although there are now signs of a fight-back in the area around Samarra.
These are extremely grave developments. ISIL is the most violent and brutal militant group in the Middle East. It has a long record of atrocities, including the use of IEDs, abductions, torture and killings. The reported massacre of 1,700 Shia air force recruits is more evidence of its brutality.
ISIL’s aim is to establish an Islamic state in the region, and it is pursuing this goal by attacking the Government of Iraq, gaining control of territory and inciting sectarian violence between Sunni and Shia Muslims. The group has bases in northern Syria as well as in Iraq. While the majority of its members are Iraqi or Syrian, it also includes a significant number of foreign fighters among its ranks. As I have previously told this House, we estimate the total number of UK-linked individuals fighting in Syria to include approximately 400 British nationals, who could present a particular risk should they return to the UK. Some of these are inevitably fighting with ISIL.
Over the past few days, I have held discussions with Foreign Ministers from the region, including with Iraqi Foreign Minister Zebari and Turkish Foreign Minister Davutoglu, with whom I discussed the welfare of more than 60 Turkish citizens kidnapped in Mosul. Our national interest lies in supporting a sovereign and democratic Iraq to resist those threats, offering assistance where necessary, and working with others to prevent the spread of terrorism in Iraq and throughout the region.
On Friday, I held talks with Secretary Kerry in London. We agreed that the prime responsibility for leading the response to these events lies with the Iraqi Government. The United States, which is the country with the most appropriate assets and capabilities, is considering a range of options that could help the Iraqi security forces push back on ISIL advances. President Obama has been clear that action taken by the United States will succeed only if accompanied by a political response from the Iraqi Government.
We are taking action in three areas: promoting political unity among those who support a democratic Iraqi state and stability in the region, offering assistance where appropriate and possible, and alleviating humanitarian suffering. We have made it clear this does not involve planning a military intervention by the United Kingdom.
On the first of these points, yesterday I underlined to the Iraqi Foreign Minister the need for his colleagues to form a new and inclusive Government who will bring together all Iraq’s different groups and will be able to command support across Iraqi society. ISIL is taking advantage of political disaffection, including among Saddam-era officers and soldiers, and Sunni tribal fighters, who have lost trust in the Iraqi Government. Overcoming this will require a concerted political effort by the Government, including working with the Kurdistan regional government against this common threat. I welcome the fact that the Iraqi Supreme Court has today ratified the large majority of the results of April’s elections in Iraq, and I call on it to announce the full results as soon as possible to allow for the rapid formation of a new Government.
On our second objective, we are examining what more can be done to assist the Iraqi authorities directly in their security response. We are urging the Iraqi Government to take effective measures to organise their security forces effectively and push ISIL back from the areas it has occupied while protecting civilian life, infrastructure and vital services. We are discussing with the Iraqi Government areas for co-operation, including the possibility of offering counterterrorism expertise. We are also providing consular assistance to a small number of British nationals who have been affected. For this purpose, a UK-MoD Operational Liaison and Reconnaissance Team arrived in Baghdad on Saturday to help assess the situation on the ground and assist the embassy in contingency planning.
Thirdly, we have responded rapidly to the humanitarian emergency. Around 500,000 people are reported to have been displaced in the north and now need urgent support. Last week we were the first donor country to send a field team to the Kurdistan region, where they met UN and NGO contacts and the Kurdistan authorities. My right honourable friend the International Development Secretary announced on Saturday that we would provide £3 million of immediate assistance including £2 million from the Rapid Response Facility to NGOs for water and sanitation and other emergency relief and £1 million to the UNHCR for mobile protection teams and for the establishment of camps. We are considering urgently what further assistance we could provide.
The rise of sectarianism and religious intolerance is fuelling instability in the Middle East. This has been compounded by the brutality of the Assad regime, whose relentless war against its own people has created an opening for extremists. That is why we will continue to support the moderate opposition in Syria who have had the courage to fight directly against ISIL and other extremists, as well as urging the Iraqi Government to take the political and military steps required to defeat such groups in Iraq. We are also working to reinforce stability across the region, including through providing significant security support to the Governments of Lebanon and Jordan, as well as £243 million in humanitarian assistance. We will intensify our efforts in the coming weeks and days to tackle this serious threat to international peace and security.
Addressing the crises of today should never prevent us from dealing with the longer-term issues that are fundamental to conflict prevention in many parts of the world. Last week I co-hosted the Global Summit to End Sexual Violence in Conflict, the largest ever summit held on this issue. One hundred and twenty eight countries and 79 Ministers attended, along with eight UN agency heads, as well as presidents, prosecutors from the ICC and international tribunals, and another 300 delegates from conflict-affected countries.
The summit had two primary objectives: to agree practical action to tackle impunity for the use of rape as a weapon of war, and to begin to change global attitudes to these crimes. We opened the summit up to thousands of members of the public at 175 different public events. Our embassies held events to mirror what was going on in London for the entire 84-hour period and we mounted an intensive social media campaign that reached all parts of the world.
This was the most important milestone in our efforts to address this issue and my intention is to create unstoppable momentum in addressing these crimes, which are among the worst experienced in the world today. We set in motion a series of practical steps and commitments. We launched the first ever international protocol on how to document and investigate sexual violence in conflict, as a means of overcoming the barriers to prosecutions of these crimes.
I announced £6 million in new UK funding to support survivors of rape, and the US, Finland, Bahrain, Australia, Japan and others also made new and generous pledges. The African Union also announced a pilot project in the Central African Republic to respond to the urgent needs of victims of sexual violence. The Somali Government launched a new action plan on Somalia, supported by the UN and the international community, for addressing sexual violence, which has blighted the lives of thousands of women, men and children.
Within the summit, I convened a special meeting on security in Nigeria following the abduction of more than 200 schoolgirls in April and a summit on this issue in Paris last month. We agreed that a regional intelligence fusion unit should be made operational immediately. The countries of the region also agreed rapidly to implement joint or co-ordinated patrols along their borders, and Cameroon committed to add a battalion to the regional task force. The UK, the US and France pledged to support these regional efforts. On behalf of the UK, I announced a separate package of support for Nigeria, including tactical training for the Nigerian army, assistance to regional security and intelligence co-operation, and a joint UK-US educational programme to educate an additional 1 million children in Nigeria. All the parties present also agreed on the need for UN sanctions against Boko Haram’s leadership and Ansaru, another dangerous terrorist organisation in Nigeria.
Finally, states and delegates at the summit joined together to sign a statement of action, uniting Governments, UN agencies, civil society, experts and survivors with a shared determination to end sexual violence in conflict. We will now work hard to ensure that the momentum is sustained and accelerated in the months and years ahead. We will publish a comprehensive report on the summit that will distil the expert recommendations and political discussions that took place. This will serve as a reference point for future work.
We will turn our focus to practical implementation of the international protocol in priority countries. We will ensure it is translated and disseminated around the world, and we will champion its use and promote its principles in the projects that we fund and in international institutions. We will continue to use our team of experts to strengthen the capacity of affected countries to address accountability and to work with UN special representative Zainab Bangura and UN Action to improve international co-ordination and the capability of militaries to respond and prevent sexual violence.
For the past two years the United Kingdom has led the way internationally in addressing these vital issues and we must continue to do so until the scourge of sexual violence is finally confronted, addressed and defeated”.

My Lords, I start by thanking the noble Lord opposite for his support, both in relation to a difficult emerging situation in Iraq and his kind words about ending sexual violence in conflict. There is no doubt that sectarianism, which appears to be the root cause of so much of what we see across the region, can be resolved only by making sure that Governments respond to the needs of their citizens and respond in a way that is pluralistic and does not make communities feel isolated. There is no doubt that successful elections and the subsequent formation of an inclusive Government is going to be an essential part of rebuilding Iraq.
I heard the very gracious words from the noble Lord in relation to the Iraq war. I, of course, come at it from a very different perspective. I was part of the anti-war position. Even I would have to say that it cannot be said that intervention was the sole cause of what we see now, but we would all probably have to admit that it had a significant impact on the region. In terms of working with the region, it is right that the relationship with Iran has been strengthened over time. Noble Lords will be aware of an imminent announcement—something could be said tomorrow—about what we intend in terms of our relationship with Iran. The noble Lord asked what steps we are taking to support the new Government. I think the new Government have to be formed as soon as possible and have to be inclusive. It is right that we support the Government of Mr Maliki, but also that we demand of him conditionality in relation to how he makes sure that all Iraqis are included in any future Government. I take it upon myself to ensure that the House is always informed of changes and I assure the noble Lord that if there are to be changes to our approach in Iraq I will certainly bring the matter back to the House.
We stand ready to provide further humanitarian support. I am proud of the fact that we were among the first to respond and we keep that support under review. Of course, there is an ongoing threat from returning fighters. The Home Office is very aware of this. Noble Lords will be aware of high-profile arrests that have been made. It is important that we continue to monitor that situation, as well as supporting our staff and ensuring that our travel advice is kept up to date. Of course, a number of British nationals either live or work out there.
Turning briefly to ending sexual violence in conflict, the noble Lord is absolutely right: of course it is great that we had this conference but it must translate into real action. If everybody does what they pledged to do at the summit last week, we will have a real, genuine and long-term impact on tackling and ending sexual violence in conflict. It is important for this to be translated into practical action, including tackling what is known as the underlying impunity. The way we do that is by supporting the legal systems of individual countries and ensuring that the evidence is gathered properly and prosecutions are prepared properly and that we get convictions for these offences which send out a very strong message.
Of course, the particular part of the summit I led on was the work and role of faith communities in ending sexual violence. Sometimes in those situations they are the first point of call and only form of support. More fundamentally than that, if there is to be a culture change, where the shame sits on the perpetrator and not on the survivor, faith communities have an incredibly important role to play and must lead this challenge.
My Lords, of course I welcome the powerful message from the violence in conflict conference last week. That was a very good initiative. Obviously, it needs to reach not just states and Governments but all the non-state actors and private armies around the world that are engaged in violence.
Does my noble friend not agree that what is happening now in northern Iraq is an immediate threat to our national direction, purpose and security of a very high order, putting in question many of the policy assumptions we have had in recent years? I see no particular point in rowing backwards now to the issues of the difficult past in Iraq but will she assure us that we will continue to work very closely—as I think she has indicated that we are doing already—with the regional powers? That is obviously with Iraq itself but also with Turkey, Egypt and Iran, and even with Saudi Arabia, which of course has a Sunni affiliation but can do a great deal, I think, to help reduce support for the butchers of Mosul, and of course with the United States as well, with its technology and the proposals it has already made. Does she agree that in doing so, sensibly and with our own unique experience, we could help to halt this grim development which breaks open the old assumptions that have governed the nations of the Middle East since the end of the Ottoman Empire, and that we should do so, even if at the moment we do not like Mr al-Maliki’s divisive policies? They may have to be changed, but the immediate task is to prevent a further smashing up of the Middle East order, which we have sought to protect over the past few years.
My Lords, as always, my noble friend makes an important point. He will be heartened to hear that over the weekend my right honourable friend the Foreign Secretary spoke to the Foreign Minister of Iraq, Zebari; the Foreign Minister of Turkey, Davutoglu; the Foreign Minister of Iran, Zarif; and to John Kerry on Friday. He and the Government absolutely accept that this has to be resolved as a regional issue. Every state has a responsibility to support stability, including Saudi Arabia. We cannot accept that countries are affiliated to certain elements within Iraq. We have to encourage all Iraqis—the Sunni community, the Shia community and indeed the Kurds and the Kurdistan regional government—to work together to provide that stability, which is so badly needed.
My Lords, the Minister will be aware that since 2010 I have been raising the issue of the 300,000 women in Bangladesh who were raped by the Pakistani army. Therefore, as a campaigner I take pleasure in congratulating her on her leadership and that of the Foreign Secretary. I welcome the international protocol that has been announced. It marks a crossroads in protecting vulnerable women, although I know that in the end implementation is everything.
The £6 million that has been announced is much to be welcomed, especially if it adds to the pot of the international community. Given the past week’s momentous event, would the Minister say whether there is any room to create a constructive provision of support and resources for the survivors of past atrocities and conflicts? In particular, what is her view about measures to provide justice, reparation and apologies to the 300,000 Bangladeshi women victims of the Pakistani army in the 1971 war?
The noble Baroness makes an important point and has tirelessly campaigned on this issue for many years. As the Minister with responsibility for both Pakistan and Bangladesh, I was incredibly pleased to have the opportunity to convince both countries to sign the international declaration on preventing sexual violence in conflict. I was delighted to see that both countries took that pledge. This could have consequences for their own nations and states, but both countries are also huge providers of peacekeeping troops, which are sometimes the first point of defence where this sexual violence happens.
Supporting victims was an essential part of the summit and one of the priorities. It includes supporting victims now, but also supporting victims from the past. As the noble Baroness will be aware, many of these horrific stories of sexual violence do not even come to the fore because victims are not prepared to speak about them. One thing that we can all agree on is that the summit gave a voice to survivors, and that in itself will start to tackle the cultural impunity.
My Lords, one of the reasons why my noble friend Lord Howell of Guildford and I always attempt to speak at the same time is because we so often agree completely with what each other has to say. In addition to endorsing everything that my noble friend said, I simply want to address two or three issues.
While I congratulate the Minister and the Government wholeheartedly on the ending sexual violence summit, she will understand if I concentrate my remarks on Iraq. I understand where the Government are coming from in keeping their assistance extremely limited at the moment, but will she tell the House whether the Prime Minister continues to abide by his royal prerogative in taking any measures that he considers necessary in order to persist with bringing about a resolution to the situation? This is the gravest political situation that we have seen since 2003, because if ISIS gets control of a swathe of territory we are in real trouble.
My second question relates to what the Foreign Secretary has been doing in his conversations with the Prime Ministers of the regional powers. Are we encouraging Saudi Arabia and Iran, which have recently thawed relations with each other, to continue to resolve this situation together? The noble Lord, Lord Bach, referred to Iran not having direct talks with the United States, but if Saudi Arabia and Iran can work together, that would be significantly helpful.
Finally, has there been any discussion in the Foreign Office and government about taking this issue to the United Nations Security Council? If there is one point where we need decisive action by the international community, it seems to be now. Events are moving very quickly indeed, so I exhort them to do so.
My noble friend will be aware that the United States has said that all options are still on the table, but I can say that the United Kingdom is not planning a military intervention. We are looking urgently at other ways to help, examining where, for example, we can give support in relation to counterterrorism expertise.
My noble friend makes an important point about regional players. Saudi Arabia and Iran of course have a role to play. Many of these groups and countries unfortunately feel a sense of affiliation to certain sections within Iraq and it is important that we stress again the need for stability and communities to work together. I am not aware of any proposals at this stage for United Nations Security Council involvement, but if I do I will certainly write to my noble friend.
My Lords, with regard to Iraq, can the noble Baroness say whether she has any information about the alleged presence inside Iraq of units of the Iranian Revolutionary Guard, or indeed of any other Iranian forces? I ask that because, if there is any truth in that allegation, it could have a very destabilising effect. Secondly, will HMG consult with the Government of Iraq and the Kurdistan Regional Government with a view to finding out whether Kurdish military forces could come to the assistance of, and possibly recover, the city of Mosul? If that could be done, it would enable a large number of displaced people to return to their homes and avoid the necessity of their being in camps.
My Lords, the situation on the ground is of course becoming clearer as each day goes by. Even the Iraqi Government were to some extent caught by surprise by the pace of what happened in the north. I cannot provide specific information on the noble Lord’s questions. I can say that the Iraqi Government will lead the protection of their communities. Of course, that will include the Kurdistan Regional Government, which is a part of the wider support in bringing stability to the country. We will of course support the Iraqi Government. That is why it is important that they are formed as soon as possible.
My Lords, I congratulate my noble friend, the Foreign Secretary and all those working on the Ending Sexual Violence initiative at the Foreign Office on the global summit last week. As a member of the steering board of the initiative, I spent much of the week there, and it was truly impressive. It was a coming together of government Ministers from across the world, NGOs, campaigners and survivors. The events were numerous and very moving. I hope it has started a global movement that will draw a red line that makes sexual violence unacceptable in future.
What is happening now in Iraq is an illustration of exactly how important the initiative is. There has been so much sexual violence, often not publicly spoken about, in Syria, and it will be happening right now, as we speak, in Iraq. Can my noble friend please assure me that the situation for women and children there will be considered when the Government are thinking about how to address the overall situation?
I pay tribute to the work of my noble friend. She has worked tirelessly on the issue and has been a huge asset in making the summit a success. Of course, sexual violence unfortunately takes place where security breaks down. We heard the harrowing accounts from victims where, tragically, women’s bodies are used as battlegrounds when conflict strikes.
I think my noble friend will accept that this change will take time. Ultimately, it will happen when there is a culture change, when communities stand up and say, “This will not be tolerated”, wherever the conflict zone and whatever the situation on the ground, and when that support mechanism is there. When perpetrators know that if they commit, command or condone any form of sexual violence, they will be brought to justice, we will truly start to end this scourge.
My Lords, I will be very quick, I promise the noble Lord.
First, I congratulate the Minister and her right honourable colleague the Foreign Secretary on their commitment and on the conference last week. It was a huge privilege and very moving—I agree with the noble Baroness—to attend that event, as I did on behalf of the equality scheme. I know that my colleagues from the FCO team were also there. It was also good to bump into my noble friend Lord McConnell and the noble Baroness, Lady Hamwee. I spent most of Thursday there, and I was particularly impressed and moved by the exhibition by the women from the Congo and the workshop of young women from all over the world. It was a brilliant event, and I did tweet about it like mad all the way through.
Can the Minister give us some idea about the likely timescale and whether some thought has been given to the markers that will need to happen to get to where we want to be? She is quite right that this is a long haul. It is going to take some time but it seems that there are events happening across the world that need to be used to take this forward. I wondered whether some planning had been put into that.
I also wondered whether the Minister was as irritated as I was, and as I am sure other people were, by the comments that John Humphrys made on the “Today” programme this morning. He seemed to suggest that because Angelina Jolie is a very beautiful and famous woman it somehow undermined her support, which has been totally admirable and long-term, for this issue and that this meant that our Foreign Secretary did not have his eye on the ball on other issues. I wondered whether everybody else was as irritated as I was by that discussion.
First, I thank the noble Baroness for her contribution at the summit and for her support for it. She is absolutely right that we must have milestones going forward and she will be heartened to know that already the work has started. Expert teams have been put in place and are working on the ground to help countries prepare their action plans. She will also be aware of two new indictments that have been accepted at the ICC, both with specific reference to sexual violence crimes. It is important that we see more prosecutions but those will be milestones in themselves. Further work will happen at the United Nations General Assembly meeting later this year but she can be assured that the Foreign Secretary is incredibly passionate about this issue. He and his team will make sure that it will continue to be taken forward.
In terms of the comments, that is everyday sexism—what can we say about it? If there are men out there who believe that women cannot be beautiful and brainy, perhaps they should read the speech that the Foreign Secretary gave in Washington last year, when he said that it is finally time for women to take their place at the important tables where decisions are made and for their full economic, political and social participation, and that it is only then that we will have a truly fair society. I hope that the BBC will pick up Hansard.
I congratulate the Minister, the Foreign Secretary and the Government on last week’s superb conference, which I had the honour to attend and speak in. However, does the Minister not agree that it throws up a curious anomaly, which should be addressed—and I believe she would wish to address it—between the principled stand of the United Kingdom and that of the European Union on rape as a war crime? The European Union overrules the Geneva Convention by saying that medical care for women victims who have been impregnated in the war should not include abortion if that is against local law. The Minister will of course agree that the United Kingdom is the single biggest donor to ECHO and that the second and third biggest, which are France and the Netherlands, agree with us. Is there a possibility that the Minister would be willing to work on this important issue, since the European Union provides medical care for every single war zone globally and is therefore treating women victims purely on humanitarian grounds and not under the Geneva Convention?
While the Minister is concentrating on that question, perhaps I might ask an important question about Tikrit in northern Iraq. Will the British Government associate themselves with Tikrit in future as a wholly Kurdish city or would they be willing to comment—perhaps to the KRG as well as to the Baghdad Government—that since maybe only 25% of Tikrit’s population is Kurdish, having the Peshmerga contain the city as it is at the moment might cause further unrest in future once Mosul has been cleared? If Tikrit is already clear, might the Government be willing to put some pressure at that moment on the KRG?
My Lords, my noble friend makes an important point. I will go back on that issue and write to her because she raises a significant point about sexual violence in conflict. In relation to Tikrit, where conflict happens it creates an opportunity for some of these ongoing challenges around disputes to rear their head again. I am sure these will form part of the discussions that we will have with the Iraqi Government about forming and creating an environment in which these discussions can happen. We can then deal in a united way with making sure that the country is stable.
My Lords, I apologise to the Minister and to noble Lords that my slight impediment made me miss the first minute or so of her Statement. One is greatly heartened by the participation we have had in the conference to end sexual violence which arises as a result of warfare. I would like to ask the Minister specifically about Iraq. We and the West played a huge part in what is happening today. We gave our blessing to Nouri al-Maliki. For more than 10 years, 1,000 people a month have died in Iraq. It may be called democracy, but it is not what democracy is intended to deliver. I worry that we almost pass over the hint that our US allies talk about making an arrangement with Rouhani in Iran. Under Rouhani’s presidency we have had two executions virtually every day since he was elected. He and his Iranian revolutionary guards, the Quds force, have put tremendous pressure on al-Maliki. We have seen some of the outrages, such as the slaughter of unarmed Iranian refugees in Camp Ashraf on 1 September 2013. In the present situation, should we not be looking outside the box? Are we not going to have a similar civil war—
I will do my best. Is it not a fact that we will have a similar civil war to that happening in Syria if we do not—as the Minister suggested—get international intervention? She should know as well as I do that, unless we resolve the Iraqi problem with some sort of federal solution, we will not make any impact for the good of that community.
My Lords, of course we have interests with Iran and feel that it is an important player. It is an important part of the stability that can and will be created in the region. Even for somebody who was vehemently against the intervention in Iraq, it is wrong to distil everything down to a simplistic analysis. Not everything is due to western action or inaction. We have to be quite bold in saying to the region, to the people and to the Governments in these regions, “You have to take responsibility and create pluralistic Governments and societies where people feel that the rule of law applies”. It is only then that stability will be created.

Lords ChamberMy Lords, as we debate the gracious Speech, I have just returned from the Global Summit to End Sexual Violence in Conflict, hosted by my right honourable friend the Foreign Secretary and attended by more than 148 countries, as part of our ongoing efforts to end the use of rape as a weapon of war.
Sexual violence destroys the lives of men and women, boys and girls. Its effects last long beyond the original act, and the culture of impunity that exists for such crimes is a major barrier to international peace and security. It is right, therefore, that we have put tackling these abhorrent crimes at the heart of not only our social and developmental policies but our foreign policy. I pay tribute to my right honourable friend for his dedication in bringing this issue to the fore and his success in turning the tide of global opinion so that we can make accountability for these crimes the norm. We can all be incredibly proud that this summit is being held here in London.
Preventing sexual violence is just one area where we believe that the UK has the moral obligation and the diplomatic power to act, to ensure that human rights—the values that are woven into Britain’s DNA—are, as we pledged upon taking office, indivisible from our foreign policy. Such rights are fundamental to the values we cherish: freedom, tolerance, respect and fair play.
That is why we utterly condemn the introduction of anti-homosexuality legislation in Uganda, Nigeria, India and the Russian Federation. The safety of LGBT individuals in these countries, and anywhere where discrimination against people on the basis of their sexual orientation or gender identity exists, is of paramount concern. Our position remains that human rights are universal and should apply equally to all people, as enshrined in the Universal Declaration of Human Rights. To render consenting same-sex relationships illegal or to discriminate against individuals based on their sexuality is incompatible with international human rights obligations, including the International Covenant on Civil and Political Rights.
We continue to lobby for greater human rights protections in all areas but in our six global thematic priorities in particular: women’s rights; torture prevention; abolition of the death penalty; freedom of expression on the internet; business and human rights; and freedom of religion or belief.
In addition to the Global Summit to End Sexual Violence in Conflict, our commitment to protecting women and girls from violence and discrimination will see the UK co-host the 2014 Girl Summit with UNICEF, drawing international attention to the issues of female genital mutilation and child, early and forced marriage. In support of existing efforts, the Girl Summit will bring together Governments, civil society, international organisations, community leaders and the private sector from around the world to drive forward a global movement to end FGM and child, early and forced marriage everywhere.
Noble Lords will be aware that the last of the six global thematic human rights priorities—freedom of religion or belief—is a personal priority of mine. In a speech in Washington last year, I spoke of this as a global problem, requiring a global response from international institutions to grass-roots organisations. Progress is being made. UN Security Council Resolution 1618 lays the foundations for combating discrimination against people based on their religion but much more needs to be done.
I am sure that the continuing global trend towards official restrictions on religious practices will concern the whole House, as will the continued religious extremism in some parts of the world, which has been matched by a growing intolerance towards those who think differently. We have seen this in Nigeria with the slaughter, kidnap and human trafficking of innocent schoolchildren by Boko Haram. We have seen this in Sudan, where women have been sentenced to death simply for marrying across religious divides, and we have seen this in Burma, where religious and ethnic tensions continue to cause indiscriminate loss of life throughout the Rakhine province. In all its work, the Foreign and Commonwealth Office fights to protect the fundamental rights of every individual to practise or change their religion, or to follow no religion at all. Without these values, we cannot guarantee our security, our prosperity or indeed our international influence.
We continue to seek to influence others through our soft power: through the British Council, the BBC World Service, which is now funded entirely independently of government, and the “Great” campaign. We also do this through our development budget and defence diplomacy.
Over the past year the Government have adopted a new and ambitious approach to international development, which takes a fundamentally smarter approach to aid by mobilising private investment to multiply the reach and value for money of taxpayers’ funding, to drive growth and jobs and ultimately to lift countries out of poverty. In addition to our national efforts, we continue to promote economic development, prosperity, good governance and the rule of law; and to seek solutions to global threats from climate change to terrorism through international institutions—in particular, the UN and the Commonwealth. Of course, with Scotland the host nation for this year’s Commonwealth Games, we have yet another opportunity to build on the phenomenal success of London 2012 and display the best of British culture, hospitality and business to the world. Some 6,500 athletes and officials from 71 countries will compete in 17 sports over 11 days, but the Commonwealth Games is not the only international event that the UK will host this summer.
NATO remains the cornerstone of our national security and has been so for more than 60 years. We have no stronger allies or closer friends than the other 27 NATO members, so we are delighted that the UK will host the 2014 NATO summit. It will be another important moment in the history of the alliance: an opportunity for leaders to recognise the contribution and sacrifices made by our service men and women, as the ISAF mission in Afghanistan draws to a close, and to consider other ways in which we can support Afghanistan in the years to come. However, the summit will also be about the future of our alliance. It is an alliance whose purpose has been questioned in the 25 years since the Berlin Wall fell but whose role has been given enhanced significance following Russia’s act of flagrant disregard for the sovereignty and territorial integrity of an independent neighbouring state in illegally annexing Crimea earlier this year.
The high turnout and decisive outcome of the recent presidential elections in Ukraine, despite inexcusable attempts by armed separatist gangs to use intimidation to deny citizens the right to vote, shows the Ukrainian people’s resolve to decide their own future without outside interference. Each vote cast was an individual act of courage. Ukrainians have sent a decisive signal of their support for reform and a new future for their country. We look forward to working with the new President on ambitious reforms that can meet the aspirations of the people of Ukraine.
Just as Russia’s actions have caused instability to the east of NATO’s borders, its support for the Syrian regime continues to cause devastation. The situation in Syria remains deeply troubling and the conflict has continued unabated. Although the Assad regime has made some gains in recent months, we do not believe that any side will be able to win this war militarily. The regime’s violence continues without mercy, with the indiscriminate bombardment of civilian areas causing hundreds of deaths and the displacement of many more people.
When noble Lords debated last year’s gracious Speech, fighting in Syria had claimed 80,000 lives. That figure has now doubled; 6.5 million people, almost half of them children, have been displaced and 10 million people are in dire need of basic humanitarian assistance. A political solution still remains distant. The elections held last Tuesday, in the midst of a civil war, were a grotesque parody of democracy. The outcome was predetermined and millions were denied a say. Our aim remains a more stable, secure and democratic Syria that can meet the needs and aspirations of all its people. While a political solution continues to be sought, we will continue to work to manage the humanitarian consequences of this conflict, limit the terrorist threat to the United Kingdom and ensure the destruction of Assad’s chemical weapons. The UK has been at the forefront of the humanitarian response in Syria and the region. Our total funding for Syria and the region is now £600 million, three times the size of our response to any other humanitarian crisis. The UK has allocated £76 million for cross-border operations to provide assistance to areas that the UN cannot reach, and we will step up those efforts.
This year more than any other we remember the catastrophic effects wrought by war upon our shores. One hundred years after the first shots were fired in the First World War, we remember and pay tribute to those who sacrificed their lives for our country. It was not, as many had hoped, the war to end all wars. Indeed, last week’s commemorations of the 70th anniversary of the D-day landings are still fresh in our minds. We may have lost the last of our Great War veterans but that does not mean that their cause—safeguarding democracy, freedom and security—was not just. Their struggle should be remembered and celebrated. We must continue to fight to protect these principles, for which so many gave their lives.
The reflections of history also give us cause to be grateful for both NATO and the European Union which have provided the basis for co-operation that has brought peace to much of Europe for three generations. We will continue to work with our allies to reform the EU to make it more open, competitive, flexible and democratically accountable, for the benefit of the UK and, indeed, the whole of Europe.
I am aware that a significant number of noble Lords wish to contribute to today’s debate, so I will keep my remarks short, if I may, by referring quickly to part of the FCO’s work that is essential, at times difficult and, apart from in times of serious crisis, often goes overlooked. I speak of our consular responsibilities. Tomorrow will see the first match of the 2014 World Cup. As many as 22,000 England fans are expected to make the trip to Brazil and, as always when Britons are abroad, FCO consular staff will be on hand should they, or any of the Britons who will make 60 million overseas trips this year, need assistance. In 2013, the Foreign Office dealt with more than 900,000 queries and provided 17,000 acts of consular assistance to members of the public, helping British nationals cope with problems such as natural disasters, bereavement, family break-up and many other issues. We already run one of the best consular services of any nation in the world and we are making it even stronger. I pay tribute to all the staff involved for their outstanding dedication and commitment.
These are just some of the areas on which the Government continue to work to promote Britain and her interests overseas, to keep our country and our citizens safe and make them safer, and to ensure that Britain remains a force for good in the world.

To ask Her Majesty’s Government when they expect to announce which candidate they will be supporting for President of the new European Commission.
My Lords, it is important to find the right candidate to run the European Commission to deliver change, someone who is prepared to respond to voters’ concerns and to a Europe that is about openness, competitiveness and flexibility. The European Council should fulfil its role, as laid down in treaties, of making its own nomination for President. That is the process set out in EU law. That is the democratic process.
Did my noble friend the Minister notice that it was the Liberal Democrat portion of the coalition that took the lead in putting forward the very strong, unarguable case for our continuing membership of the European Union on a basis of enthusiasm and not just reservation and panic? Indeed, panic about UKIP is far too exaggerated. Is it not now important for us to think positively about working together with the other countries on agreed policies, which actually strengthens the individual sovereignty of each member state rather than weakens it? In that context, therefore, is it not very important for HMG collectively to support whoever emerges as the consensus-based candidate from the European Council, reflecting the majority votes of the three or four sensible pro-European parties elected in the European Parliament?
My Lords, the view of the Government is that Europe needs reform. The next Commission and Commissioner must therefore focus on making Europe more competitive and democratically accountable so that it delivers the jobs and growth that matter to citizens. Of course, the European elections were a reflection of the fact that people do want reform in the European Union.
My Lords, does the Minister agree that equally important as who is appointed President of the Commission is who is nominated as the UK Commissioner? Will she give an assurance that whomever the Government propose to nominate, he or she will be subject to scrutiny by this Parliament?
It is important that these incredibly important jobs in Europe are filled by the right candidates, and it is important that those candidates reflect the views of Europe in terms of the reform agenda, which were obvious during the European elections. It is also important that there is gender and geographical diversity in those candidates.
My Lords, is there not one very useful reminder from this whole saga that, far from being isolated in its aims for European reform, Great Britain has a great many strong allies in moving towards a more decentralised and more modern Europe fit to meet the competitiveness of the 21st century, with leaders who recognise the enormous changes that have taken place and the need for this reform to go forward vigorously?
My noble friend makes an incredibly important point. That is why the Prime Minister has been absolutely clear that he wants the right person in the role of Commission President. It is very important that the British people have confidence that the next President will deliver change in the European Union.
My Lords, would not the Minister agree that the right order of priorities is for the European Council to focus on what it wants the next Commission to do as a first stage, and only then move on to deciding who might best carry that out? I congratulate the Government on picking up that point two weeks after having got the stick by the wrong end.
I take it that there was a compliment for the Government in that, and I shall take it.
My Lords, Labour and Labour MEPs will not support Juncker as President of the European Commission. What portfolio will the Government push for the new UK Commissioner to hold?
I am grateful to the noble Baroness for making that clear. There were some elements of that in the press over the weekend and indeed this morning. It is important that the right person fills the role. In terms of portfolios, these matters are still up for discussion. It would be inappropriate for me to try to comment on that at this stage.
My Lords, can my noble friend confirm that the position of Her Majesty’s Government is not in any way personally related to Mr Juncker but rather to our desire to bring forward the reform agenda? In that context, for example, is it not the case that Article 5 of the treaty—on subsidiarity, which was supposed to ensure that no decisions are taken by the Union that could be better or well done at a national level—has been more or less neutralised over the years? One of the points will be to make that article, which is already in the treaty, as effective as it is supposed to be.
I think the overwhelming message delivered by the electorate across the European Union in the last European Parliament election was about citizens in individual member states wanting to feel as though their voice was being heard and that the views of individual member states were rightly being heard. We saw that in the United Kingdom and across the European Union. My noble friend is absolutely right to raise that point.
Would the Minister agree that the Prime Minister has a great gift on Europe for influencing people without making friends? We saw that in the withdrawal from the European People’s Party, the natural family, and now the brutal way in which he is personalising this issue of the presidency.
I do not think that there was a question in there but the noble Lord made a point and I disagree with it.
I do not think that the noble Baroness answered the Question put by the noble Lord, Lord Dykes, right at the beginning. We know whom the Prime Minister and Government do not wish to see as President of the European Commission. Whom do they wish to see, or what are the elements of that candidate?
I am not sure that the noble Lord would ever expect me to have that discussion at this Dispatch Box while discussions are ongoing at the European Union level. The noble Lord is aware of the process and it is important that that process is followed.

Lords ChamberMy Lords, the Government have offered support, both bilaterally and with our international partners, in response to this horrific and heartbreaking situation. A UK advisory team, drawn from across government, arrived in Abuja on 9 May. It held a series of meetings with the Government of Nigeria and others to understand the situation and to see how the UK can help Nigeria both deal with this abduction and address longer-term challenges. My right honourable friend the Prime Minister earlier today announced further support.
My Lords, I thank the Minister for her reply. However, is she aware that many parliamentarians, on all sides, find it extraordinary that in the month that has elapsed since this barbaric abduction Her Majesty’s Government have neither made an Oral Statement nor instigated a debate in either House? Why is today the first time—and only by luck of the draw—that we have been able to discuss what by any standards is a major issue for Nigeria, Africa and the rest of the world, especially Britain, and then only for an absurdly short time this afternoon? Of course, we warmly welcome and support, as will the whole House, the action Her Majesty’s Government have taken in recent days but there seems to have been a gap of three weeks or more between the abduction and the Prime Minister’s phone call to President Jonathan on 7 May when no action seems to have occurred. Why was there that delay when speed of action was surely vital?
My Lords, in the midst of this horrific situation, Her Majesty’s Government, and indeed this country, can be rightly proud of the fact that we were the first Government to offer assistance, which we did within hours of the incident. Within two days, the Foreign Secretary spoke to Foreign Minister Wali; we were the first country, along with the US, to send a team; we are leading the international effort; and Mark Simmonds, the Minister with responsibility for Nigeria, is in Nigeria as we speak. I am also pleased to repeat the Prime Minister’s announcement of earlier today that we have provided surveillance aircraft, a military team to embed with the Nigerian army in its HQ and a team to work with US experts to analyse information on the girls’ location. We are going beyond just military support by providing support and funding to the safe schools initiative spearheaded by Gordon Brown in his capacity as UN special envoy for global education. All noble Lords in this House can be rightly proud of the way that HMG have responded.
My Lords, would the Minister agree with the comments made by the most reverend Primate the Archbishop of Canterbury last weekend to the effect that, however abhorrent we may feel the organisation to be, it is necessary to engage in some way with Boko Haram and to do that at different levels? If that is the case, would the Minister give some indication of what kind of support or encouragement the Government are giving to that dialogue between Boko Haram and the Government of Nigeria?
The most reverend Primate’s comments about negotiations or discussions with Boko Haram are quite right and, as the right reverend Prelate says, they are certainly something which the Nigerian Government have to take forward. I know that he has a considerable history of dealing with this kind of situation in Nigeria and, indeed, of being involved in mediation processes. However, the message that HMG have been strongly sending out, along with our international partners, is that this is an abhorrent crime, that the girls must be returned unconditionally and that this is not something we need to feel that Boko Haram has negotiating power over. There is a longer-term challenge in relation to tackling Boko Haram but I am not sure that that needs to be done over the lives of these young girls.
My Lords, is the Minister aware that, while the kidnapping of more than 200 girls at Chibok is unprecedented in scale, the brutal policy of kidnapping girls and subjecting them to forced marriage and/or conversion has been widespread across northern Nigeria’s Sharia states for years, sometimes with the connivance of local authorities? Therefore, while the rescue of these girls must be the urgent priority, will Her Majesty’s Government urge the Government of Nigeria to require all state and local authorities to ensure that this abhorrent practice is no longer tolerated anywhere in Nigeria?
The noble Baroness is right: abductions are unfortunately not new in Nigeria, but the scale of the kidnapping at Chibok is clearly shocking. Through DfID, we have been working with Nigeria specifically on the education and protection of girls, especially in the northern region.
My Lords, the Government accept that this matter has to be led primarily by the Nigerians, but it is quite right that we make offers of support, as we did right from the outset. However, it is for the Nigerian Government to accept those offers of support.
My Lords, is the Minister aware that some of us in this House find it equally abhorrent that we should be talking about mediation with extremist groups such as Boko Haram, and that appeasement of such groups does not lead to peace but will encourage them to even greater atrocities?
My Lords, Nigerian Cabinet Minister Tanimu Turaki has said that,
“dialogue is a key option”,
in bringing this crisis to an end and that the issue can be resolved only outside of violence, yet his colleague the government information agency director Mike Omeri has said that authorities would,
“use whatever kind of action”,
it took to free the Chibok girls, and that a military operation with foreign help is possible. Given that the issues surrounding western education in Borno state arise from the Sokoto Caliphate, which fell under British control in 1903, what assistance is the UK considering in finding a long-term solution to these issues?
My Lords, we have been working bilaterally through our regional CT co-ordinator, defence support, the high commission in Abuja, a small British military advisory training team, our own proscription of Boko Haram in July last year and with international partners to find a long-term solution, but I hope that the very clear message that we can send from this House today for those girls—from Abigail to Amina, from Hana to Halima—is simply this: bring back our girls.

Lords ChamberMy Lords, with the leave of the House, I shall now repeat a Statement on Ukraine made earlier today in another place by my right honourable friend the Foreign Secretary. The Statement is as follows:
“Mr Speaker, with permission, I would like to make a Statement on recent events in Ukraine. I will update the House on the situation on the ground, the diplomatic work going on to reduce tensions, the decisions we made at the Foreign Affairs Council in Brussels yesterday, and the approach we will continue to pursue over the coming weeks.
Presidential elections will be held in Ukraine on 25 May. In the vast majority of the country, preparations are proceeding well under OSCE observation. The UK is contributing 100 observers to the OSCE Office for Democratic Institutions and Human Rights Election Observation Mission—10% of the total number; £429,000 for the first round of elections. We have also given £1 million in funding so far to the Special Monitoring Mission. I met the heads of both of these vital missions in Ukraine last week, and I thanked them for the hard work of their teams in difficult and sometimes dangerous circumstances.
But in two of Ukraine’s 25 regions—namely Donetsk and Luhansk in the south and east of the country—the situation has deteriorated markedly over the last two weeks. A constant barrage of propaganda by the Russian media, and a steadily mounting death toll, are contributing to an atmosphere of fear, uncertainty and division. So-called pro-Russian separatists—led by people who, by their training, equipment and behaviour, give every appearance of being Russian special forces—have continued to seize and occupy government buildings in the south and east of Ukraine, using many of the same tactics that were deployed in Crimea. We have seen intimidation of journalists, abductions and murders. Missiles have been used to destroy at least four Ukrainian military helicopters, giving the lie to Russia’s claim that these are the actions of spontaneously organised local protestors, rather than of well trained, well equipped professionals. On 2 May more than 40 people died in Odessa, including many pro-Russian protesters trapped in a building that was set on fire, an act we condemn unreservedly.
This weekend, separatist groups staged sham referendums on self-rule in parts of Donetsk and Luhansk. The polls were marked by blatant fraud, including multiple voting, no proper voting lists, and threats and intimidation against Ukrainians standing up for the unity of the country. These referendums met none of the basic standards of objectivity, transparency and fairness, and they have no credibility whatever. We will not recognise these or any other attempts to undermine the territorial integrity of Ukraine, including Russia’s illegal annexation of Crimea. The Government believe that our national interest lies in a democratic Ukraine able to determine its own future, and in defending and protecting a rules-based international system. So our objectives remain to avoid any further escalation of the crisis, to support the independence and sovereignty of Ukraine, and to uphold international law.
I visited Ukraine, Moldova and Georgia last week to show our support at a time when all three countries are feeling acute pressure. We look forward to the signing next month of Georgia and Moldova’s association agreements with the EU which will also establish deep and comprehensive free trade areas, which are currently under parliamentary scrutiny. I gave our strong support to the Moldovan Government’s plans to sign and implement the agreement, and encouraged them to make more progress on reform and in the fight against corruption. In Georgia I discussed and thanked the Government for their contribution to their partnership with NATO.
In Ukraine, I met the Prime Minister, Foreign Minister and the head of the National Security and Defence Council, as well as the Governor of Donetsk and two of the presidential candidates. I encouraged all Ukraine’s leaders to communicate with people in the south and east of the country, and to counter Russian disinformation. I welcomed the steps the Government have taken to launch an inclusive dialogue on constitutional reform and decentralisation, and to offer an amnesty for those who peacefully leave occupied buildings in eastern Ukraine. I assured Ukrainians of our support for the presidential elections, which must be allowed to take place free from violence and intimidation. On top of our strong support for the work of the OSCE, the UK is providing technical assistance to support public financial management and other reform efforts in Ukraine. We have led the call for the urgent imposition of EU sanctions targeting individuals suspected of misappropriating funds from the Ukrainian state. We hosted the Ukraine Asset Recovery Forum two weeks ago in London, with the United States and Ukraine, in order to co-ordinate this work.
As I have always stressed, the doors of diplomacy remain open. We continue to discuss the situation with Russia, and the Prime Minister had a long conversation with President Putin on 1 May. We strongly supported the Geneva agreement of 17 April and deplore the failure of Russia to join in implementing it. It is right to try now to revive the diplomatic process, and I support and welcome the efforts being made by OSCE Chair-in-Office and President of Switzerland Burkhalter. Last week I met him in Vienna, and I have held further discussions with him over the weekend and yesterday in Brussels. Last Wednesday he met President Putin and put forward a four-point plan, including the immediate launch of a national dialogue by the Ukrainian authorities with OSCE support. We have encouraged Ukraine to respond positively and it is now doing so. The Government have announced that they will hold the first meeting tomorrow, and agreed that there will be both Ukrainian and international mediation in this process.
I strongly believe it is in the interests of all concerned to seize these opportunities to reduce tensions. It is manifestly in the interests of the people of Ukraine, including in Donetsk and Luhansk, where there is a danger of the violence growing even worse and many more lives being lost. It is in the interests of Russia, because some events have already moved beyond their control, and because the long-term economic and political costs to Russia of an escalating crisis will be very serious. It is also urgent, because the situation is deteriorating and the elections are only 12 days away. We look to Russia to exercise its influence and to take every opportunity to restrain those responsible for violence and disorder, consistent with President Putin’s remarks last Wednesday that the elections are a step forward.
Yesterday I attended the Foreign Affairs Council, where we made it clear that attitudes and behaviour towards the holding of the elections will have particular importance in deciding whether or not wider economic and trade sanctions will be applied. Preparations for these sanctions are at an advanced stage. There is no doubt that the Ukrainian authorities are making thorough preparations for the elections to be held, and therefore Russia’s willingness to exercise its influence over illegal armed groups in parts of eastern Ukraine will be the decisive factor in whether everyone in the eastern provinces will be able to exercise their right to vote. Since Russia has taken no practical steps to de-escalate the crisis so far, we agreed to add a new group of 13 individuals and two companies to the list of those persons sanctioned. This is the first time that such entities have been sanctioned by the EU in relation to Ukraine.
We agreed to expand the criteria for sanctions. These will now cover not just individuals directly responsible for undermining the security, territorial integrity, sovereignty and independence of Ukraine, but also a broader range of individuals and entities linked to separatist and illegal activities. For the first time, the sanctions will also be applicable to entities in Crimea or Sevastopol whose ownership has been transferred contrary to Ukrainian law and to those who obstruct the work of international organisations in Ukraine.
At the Foreign Affairs Council, we also called on Russia to take effective steps to fulfil its Geneva commitments: to refrain from provocative actions and intimidation, to use its influence with separatist groups to compel them to disarm and to vacate illegally occupied buildings, and to cease its destabilising campaign.
We demanded that Russia move its troops away from the Ukrainian border. President Putin said last week that troops were returning to their regular training grounds. However we have seen no evidence that Russia has reduced the huge number of its troops stationed just miles from Ukraine, and in fact Moscow continues to encourage the actions of separatists, including through Russia’s state-controlled media.
In addition to these steps, we agreed as Foreign Ministers that the EU will prepare a possible civilian mission to Ukraine to support capacity building in the fields of rule of law and judicial and police reform, and we maintained our firm commitment to sign the remaining provisions of the association agreement with Ukraine, including the deep and comprehensive free trade area, as soon as possible after the presidential elections. It is clear that if Russia does not take the path of de-escalation, the long-term cost to it will grow, in an economy already shrinking and suffering massive capital flight. G7 energy Ministers met in Rome last week and committed themselves to reduce market power and political influence through energy supply. EU leaders will discuss further detailed measures when they meet in June.
The people of Ukraine deserve the right to choose their own Government in a free and fair election, just as we do. They also deserve to be free from external interference and duress and to have the chance to chart an independent future without the debilitating corruption and mismanagement of recent years. They should have every opportunity to be a bridge between east and west—not to have their country pulled apart by the fanning of hatred, the wilful sowing of violent disorder and the insertion of provocateurs and separatists from over their borders.
There is now a fresh opening for Russia and anyone else fostering violence and tension to turn back from the brink. The coming days will demonstrate whether they are going to take it, and the UK will do everything it can to encourage that and to support the holding of open and fair democratic elections.
The international community must continue to be prepared to act with resolve and determination to persuade the Russian Government to change their approach, to defend the rules-based international system, and to prevent a deterioration of the situation in the wider region”.

My Lords, I thank the Benches opposite, and indeed the noble Lord, for the bipartisan approach that has been adopted in this matter and for their support for the Government’s approach.
The noble Lord is absolutely right that actions must follow words and of course some of those words have been positive, such as the reference to the elections as a step forward and the commitment to the Geneva agreement. It is because we must hope for the best but plan for the worst that, at an EU level and bilaterally with many of our partners, we continue to plan for further measures if there was to be an escalation. The kinds of situations to which the noble Lord referred are exactly the kind which would be seen as further escalation. Any sort of prevention of people being allowed to vote or a disruption of these presidential elections would be seen as the kind of areas which would lead to further measures.
The broader criteria will now mean that the people and entities now under consideration go much broader than the initial group of people that we were considering, but I think that the noble Lord will understand if I do not provide him with details of who they are or the kind of organisations that they may be. There are 28 nations at the EU level with which we try to get agreement on these matters, and it is important that we allow the process to take place to reach that agreement.
The noble Lord raised an important point about whether this is an isolated incident. I spent parts of my Recess in Central Asia, where it was interesting to hear from people from the ex-Soviet bloc states, such as Kazakhstan and Uzbekistan, as to how this was being perceived by them and the impact that it could have on the potential customs unions that Russia wishes to take forward. The actions of Russia in relation to its neighbours—the lack of respect for the territorial integrity of its immediate neighbours—does not necessarily bode well for what is considered to be, I hope, an equal relationship when forming those customs unions.
The noble Lord also raised an important point in relation to the Geneva agreement. The signatories to that agreement were of course Russia, Ukraine, the EU and the US. That is the right format in which to take these matters forward, but there is a whole series of measures agreed back on 17 April in that Geneva committee which have not yet been implemented. Specific things were asked of Ukraine: for example, tabling an amnesty law, which has been done; a commitment to constitutional reform, aimed at decentralisation, which has been made; and guarantees on the protection and status of the Russian language, which have been given. There were certain very specific asks of Russia also, which, as the noble Lord said, have not been met. We want to see progress on the asks that have already been agreed and on the specific things agreed at the Geneva committee.
It is important to push back on some of the rhetoric we are hearing about what the people in south and east Ukraine want. Credible polls have been held by organisations that are very close to the ground, which said that something like 70% of people do not see a future for themselves within Russia and do not feel that the Russian language is under attack, for example. We have a responsibility to push back on what clearly is not an accurate account of the situation on the ground.
I thank the noble Lord and the Benches opposite for the huge support they have given to our approach.
My Lords, from these Benches I, too, wish to thank the noble Baroness for repeating the Foreign Secretary’s rather comprehensive Statement today updating us on the European Council. It is a happy coincidence that President Didier Burkhalter of Switzerland happens to chair the OSCE at this time, because the OSCE is the right body to defuse tensions. We were very heartened to see that he has suggested to the President of the European Council that he hold a series of round tables to try to mediate the situation. Can the noble Baroness tell us whether the Foreign Ministers of France, Germany and Poland—or, indeed, their representatives—will play a prominent role in the OSCE negotiations? That group of countries negotiated the first accord, which I think was acceptable to all sides in the conflict.
Will the noble Baroness also tell us about the position of Germany? I understand that the German Government are keen that Ambassador Wolfgang Ischinger, the chairman of the Munich Security Conference, should lead a separate round of mediation efforts. I am sure that the noble Baroness does not need me to remind her of this, but I put on the record that it is absolutely critical for the European Union to remain united on this issue through the OSCE. To have individual countries breaking off and setting up their own initiatives for their own geostrategic reasons can hardly be a welcome development from our side but would be welcomed by Mr Putin; it would be an opportunity for him to obfuscate further.
My noble friend has always made very incisive and important points. President Didier Burkhalter is indeed leading the OSCE negotiations. Again, the parameters of those negotiations have been clear in relation to the cessation of violence, the facilitation of disarmament and the immediate establishment of a national dialogue. It is important that Ukraine delivers for the Ukrainian people and therefore allows stability within the nation to form the strength and backbone of its approach with Russia.
Our European partners and the Foreign Ministers to whom the noble Baroness refers support that process. It is important that there is a unified EU position. However, as I said earlier, there are 28 member states and Russia relies on the fact that the EU may have a difference of opinion within itself. I took great comfort from the Foreign Affairs Council meeting yesterday, given the fact that we managed to reach agreement on a much broader approach to sanctions. The agreement that, if there is a further escalation, there will be an escalation of sanctions shows that Europe is, thankfully, singing from the same song sheet.
My Lords, I welcome the passage in the Statement that refers to the need for the doors of diplomacy to remain open. Although that clearly relates primarily to the difficulties we have with the Russians on Ukraine, does the Minister agree that there are other subjects that urgently need continued diplomacy with Russia, such as the situation in the Middle East, Syria and Egypt and the threat of Islamic extremism, let alone climate change and energy? It is very important that, however we react to Russian misbehaviour, we do not close those doors.
I fully take those views on board. That is why we continue to sit with the Russians on the E3+3 negotiations with Iran. We want Russia to continue to play its role as an international partner, but it must abide by international norms and laws if it wants to continue to do so.
Perhaps the Minister could take this opportunity to remind the House of the importance of a debate on Russia. I have been arguing for that for some time and the Chief Whip has written to me about it. We need to talk about Russia. The first thing that I would like to ask the Minister is whether we are raising with Russia the recognition that there is genuine concern about Russian speakers or people of Russian ethnicity, but they can be better protected by normal human rights legislation, not by moving in special forces to stir up local trouble. Exactly the same concerns arise about the minorities in Crimea, who will now feel very much at risk in view of the occupation by Russia. The way of dealing with minorities in east Europe and Crimea should be part of the agenda.
The rights of minority communities, and indeed minority languages, are an issue that every country deals with and struggles with. Indeed, part of my role in the United Kingdom is about dealing with faith and communities and ensuring that all communities feel part of our nation. However, what part of international norms is about saying that you have to invade the territory of another country because you feel that somehow you have an affiliation to a language that may be spoken by some people in that country? Of course it is important for us to support the Ukrainians in their support for these minority communities and to speak out against xenophobia and anti-Semitism, but it is also important to set out what the international norms are.
Earlier I heard someone in another place say that this was now a matter for the whole of the Atlantic alliance, as of course it is. However, when it comes to the matter of illegal annexations, is it not also a matter for the entire global community, including the rising powers of Asia and including China? Have we had any contact with the Chinese authorities? Has the Minister noticed that Mr Putin is going to be in Beijing in a few days’ time, seeking to secure a major long-term sales contract with the Chinese for gas that he feels he may not be able to sell to Europe? Should we not be a bit cautious? Would it not be a pity if we ended up seeing Russia and China driven closer together as a result of our policies?
My noble friend may be aware of the United Nations Security Council vote on 15 March, at which Russia found itself completely isolated, and indeed on that particular vote China abstained. In the General Assembly vote a couple of weeks after that on 27 March, the result was 100 to 11. That clearly shows not just a NATO/Russia or US/EU/Russia issue but actually a world issue where Russia is finding itself more and more isolated.
My Lords, yes, Russia must be made to pay a heavy price for its conduct, but does the Minister agree that, if there is to be a lasting settlement, the legitimate interests of Russia will have to be recognised and accommodated, and that those interests include, yes, the cultural and linguistic interests of the Russophone people but also the fact that full membership of NATO should not be extended to Ukraine, and that there should be substantial devolution to those areas of the east and the south of Ukraine that want it?
I hear what the noble Lord has said, but the legitimate and natural interests of the Ukrainian people surely come before the legitimate interests of any other peoples. It must of course be right that the Ukrainian people are free to decide their future. I do not think that the European Union, or indeed the US, are forcing the Ukrainians to go down any path; I was at the Vilnius conference where these discussions in relation to the association agreement started. I refer the noble Lord right back to when these debates were being held at these Dispatch Boxes; we were incredibly careful with our language, constantly asked for matters to de-escalate and constantly spoke with the Ukrainians to ensure that the issues being raised by the Russians were being addressed.
My Lords, the outgoing Secretary-General of NATO has made clear his concerns about the trends in defence expenditure within the alliance, particularly in light of the international situation. The United Kingdom used to set an example in this regard and thus was able to speak from a position of moral authority. Given the fraught international situation and the issues that we are discussing today, does the Minister not believe that it is time that the United Kingdom resumed its rightful place in this regard?
This question has arisen on a number of occasions when we have discussed Ukraine. The noble and gallant Lord will obviously always make a strong case for defence spending. I assure him that in relation to the resources required, certainly to step up the Baltic air-policing mission, the necessary Typhoons were deployed.
My Lords, the BBC World Service used to broadcast in both Russian and Ukrainian, but these services were cut back with the approval of the Foreign Office. This was based on the argument that the new Russia no longer needed such an effort and that funds should be redirected to the Middle East. Russian and Ukrainian now have only an online offer. In the light of the present situation, will the Foreign Office now allocate some resources for changing this situation fully to support broadcasting to this part of the world, particularly television?
My noble friend makes an important point; she knows that this funding was cut back in 2011, and of course matters have changed since then. This matter should be kept under review. The decision made by the BBC will be editorially independent, but in light of how much of this conflict appears to be about a war of words and misinformation we should certainly consider the matter.
My Lords, I agree with the Minister’s assertion that the referendums that were held in the east of Ukraine were clearly deeply flawed, and would not pass any normal test of a free and fair election. But I am troubled by the implication of much of what she said, that somehow the feelings in eastern Ukraine and in Crimea are entirely an anxiety manufactured by Russian foreign policy, and that they bear no relation whatever to the real feelings of the people in the area. I put it to her that we are all democrats; we all respect the judgment of the people. Is it really the position of Her Majesty’s Government that whatever the views expressed by people in eastern Ukraine and in Crimea on separation, devolution or independence and whatever their judgment is, these people must remain within the present boundaries of Ukraine under the present constitutional arrangements there? I ask this, of course, with the background of a referendum shortly to take place in part of the United Kingdom about its future boundaries.
I sincerely hope that that was not the impression that I gave. If I did, I apologise; it was not how I intended it. From the outset of this crisis, we spoke about making sure that the legitimate concerns of the Ukrainian people, who were raising concerns about minority rights and language, and about decentralisation and much more localised governance, were taken into consideration. This formed the basis of the Geneva agreement, and we have put money into making sure that that is the kind of work that the Ukrainians have started and put in place. Alongside that, the commitments made by Russia too need to be fulfilled and we see no progress on that.
My Lords, I commend the noble Lord, Lord Grocott. For five years I was an adviser to the Parliament of Ukraine, shortly after Ukraine became independent. I want to bear out what the noble Lords, Lord Grocott and Lord Anderson, said. There are very long historical stories between Ukraine and Russia that are not easy to follow for those of us outside. It is of the first importance that we recognise the need for minorities and their language and culture to be respected and do not involve NATO in any oversight or inspection of the outcome of all this. Does the Minister agree that the OSCE should indicate clearly its support for human rights for minorities? I know this has been said, but it needs to be said over and over again until the Ukrainian Parliament says it too—it is of great importance that we are recognised to be supporting the human rights of everybody in Ukraine, whether they are Russian speakers or Ukrainian speakers.
I completely endorse the comments of my noble friend. That is why we continue to press parliamentarians in Ukraine to speak out against xenophobia and anti-Semitism, but we must also remember those minorities which are now in an annexed Crimea. Let us not forget, for example, the Tatar community, which now feels under siege because of what is happening in Crimea. I do not think we can have one rule for one part of Ukraine and not for the other. We must continue to make those demands and expectations of the Ukrainians and also of Russia.
Without seeking in any way to undermine the principles very properly enunciated by the noble Baroness, Lady Williams, and the noble Lord, Lord Anderson, is it not the case that the attitude of President Putin has been that of unprincipled and utterly ruthless rapacity towards Ukraine, particularly bearing in mind that Russia was one of the signatories of the Budapest pact guaranteeing the very existence of that country and undertaking in the event of any disruption of that situation that the matter be immediately reported to the Security Council? If it be the case that there have to be further sanctions, will Her Majesty’s Government bear it in mind that President Putin has said on many occasions that the defining moment of success in his public life was the introduction of Russia into the G8? Without considering the expulsion of Russia from the G8, the situation could be bypassed by concentration upon the G7. Is that not something that might be demanded on account of not just the rapacity in relation to Ukraine but the possibilities of wider intentions towards many other countries that were part of the old Russian empire?
The noble Lord is right that Russia’s actions contravene its obligations under the UN charter, the OSCE Helsinki Final Act and the 1997 partition treaty on the status and conditions of the Black Sea fleet and are in breach of its commitments under the Budapest memorandum signed in 1994. Russia is not following a plethora of its obligations.
Does my noble friend agree, first, that the combination of coalition government and fixed-term Parliaments seems to be resulting in longer and longer recesses and that there is a strong case for us having time to debate this issue in this House on a full-time basis? Secondly, is it not extraordinary that we have such elaborate arrangements on the military defence side of things yet very little thought seems to have been given to economic defence, with the result that we do not have the ability to reach agreement on short notice in the light of the present crisis on economic sanctions? What body is setting up the immediate procedure for dealing with the economic problems and the need to take economic measures in response to this crisis? Should we not have a permanent arrangement covering that?
First, in relation to the point on recess, my understanding is that apparently the number of recess days does not exceed what has happened in previous years. As a Minister who is part of this coalition Government, I cannot remember the last time I had recess.
On the economic consequences, it is already clear, for example from the recent downgrade of growth for Russia’s economy from 2.3% to 0.2% this year, the $63 billion capital flight and the downgrading of Russian bonds, that this is having a real impact on Russia’s economy. The format for making sure that these sanctions are having an impact has been, among other things, the EU Foreign Affairs Committee. It is because there is constant planning happening that when there is an escalation in the situation there is an escalation in sanctions, and those sanctions are biting.
The Minister said a few moments ago that she was very careful about language. I put it to her that her right honourable friend the Foreign Secretary was most unfortunate in his language in one section of the Statement, when he said:
“We demanded that Russia move its troops away from the Ukrainian border”.
I do not need to remind the House and the Minister that Russia’s troops are, unfortunately, already within the Ukrainian border, in Crimea. It is most unfortunate, undesirable and dangerous to use language that implies that, even if we have not accepted that situation formally or legally, we have somehow psychologically acquiesced in the annexation by Russia of Ukraine.
Does the Minister agree with me that President Putin will naturally take whatever he thinks he can get away with? The sanctions that we imposed on him after the illegal annexation of Crimea were so footling—at the time I think that I described them as “derisory”—that it is hardly surprising that he has come back for a bigger bite. Does the Minister accept that, if we are going to need new sanctions, they had better this time be a great deal more powerful, because she has a very considerable credibility gap to cover?
I have outlined the impact that the sanctions are already having. We are designing these sanctions in such a way as to have a maximum impact on Russia with the minimum impact on others—but, of course, there will be an impact on others, including on ourselves. HMG do not accept—the Foreign Secretary has said this on numerous occasions—the illegal annexation of Crimea. I do not think that anything in the Statement suggests that we do.

To ask Her Majesty’s Government what is their assessment of the United States National Climate Assessment report about climate change impacts in the United States.
My Lords, the United States National Climate Assessment is a valuable addition to the growing body of scientific evidence demonstrating the current impacts and future risks of climate change. Like the United Nations Intergovernmental Panel on Climate Change’s recent assessment, it shows that climate change is already having a serious impact on many economic sectors and all regions of the United States. It strengthens the case for ambitious action to tackle climate change in the US and globally.
I thank my noble friend for that very helpful answer. Is not the ominous reality of this very detailed scientific examination, along with recent developments such as the alarming weaknesses in the Wilkes Basin ice banks in east Antarctica, that all countries need to accelerate and reinforce their carbon reduction programmes urgently? Does my noble friend feel that the UK Government are responding adequately?
I can assure my noble friend that the United Kingdom Government—and the previous Government as well—have always been a leader on the issue of climate change and have sought to strengthen not just their own position but those of other countries. We are leading on legislation, we are leading on targets and we are leading in the international conversations to make sure that we take other countries with us.
My Lords, if we in the UK doubled what we are now doing on climate change, what impact would it have in the United States?
The noble Lord makes an important point, clearly referring to the fact that the United Kingdom is, thankfully, responsible only for 1.5% of global emissions, unlike the United States. However, it is of course important that we continue to work with friends and colleagues in the United States to make sure that they keep heading in the right direction. We can say that the current Administration in the US are making all the right moves.
My Lords, I thank my noble friend Lord Howell for his characteristic courtesy. Is my noble friend aware that her reference to the Intergovernmental Panel on Climate Change is wholly mistaken? Is she aware that the latest IPCC report explicitly states that estimates of the aggregate economic impact of climate change are relatively small and that moderate climate change, which is what it predicts for the rest of this century, may be beneficial?
My Lords, I promised myself that I would try to not get into a discussion on science with my noble friend, but he tempts me. The scientist in the family is my husband, but I would come back to the noble Lord on this particular question by saying that the overwhelming evidence from the United Nations Intergovernmental Panel on Climate Change, which is supported by every country in the world, clearly shows that this is a real hazard, it is man-made and it is causing us huge concern.
My Lords, the noble Baroness’s robust refutation of the noble Lord, Lord Lawson, is extremely welcome, but is her view of climate change shared by the Chancellor of the Exchequer?
I have never had a conversation with the Chancellor of the Exchequer about climate change. We have had conversations on many other things, but certainly I will speak to him when I next get the opportunity.
My Lords, I will put a rather more moderate question. Is it not a bit regrettable that, whereas in the United States carbon emissions are falling as a result of the huge switch from coal to gas, the opposite seems to be happening here? Is the Minister aware that virtually no new gas turbines are now being built, despite government measures to encourage them? Indeed, some brand new and efficient gas stations are being closed down. Is there not something basically wrong with the policy?
One of the great successes in the United States has been the development of shale gas. It is, of course, a policy of which the Government are hugely supportive. Diversifying our energy consumption and investing in green energy, as this Government have clearly done, will both help ensure that we meet our targets.
My Lords, is the Minister aware that if she is asked a quiz question, “What do the noble Lord, Lord Alderdice, the noble Lord, Lord Bell, and the noble Lord, Lord Foulkes, have in common?”, the answer is that we are all trustees of the Climate Parliament? In the Climate Parliament, Members of Parliament from all around the world agree with her and not with the noble Lord, Lord Lawson.
I pay tribute to the Members of the Climate Parliament, which is clearly a noble group of people.
My Lords, does the noble Baroness agree that one of the key findings of the United States climate change report is that the process of climate change is now much faster than we had expected it to be? The effects are predicted to fall within a matter of a decade or so, rather than 20 or 30 years from now. Given that, will she persuade her friendly Secretary of State for Education to ensure that children in school are made more aware of the absolute necessity of tackling climate change than they are at present?
I will, of course, pass those comments on. It will take a whole generation to deal with one of the biggest challenges for our generation. As my noble friend said, it takes time between emissions going down and the real impact that that will then have in terms of keeping the global temperature down. The concerns at the moment are that the knock-on impact will be much greater than originally anticipated.

Lords ChamberMy Lords, we have made clear to both parties that the current negotiations represent a unique opportunity to achieve a just and lasting solution to the conflict. As the Prime Minister said during his recent visit to the region, we need to keep our eyes firmly fixed on the prize of peace: a secure Israel safe inside her borders and a state of Palestine living alongside, with all the benefits that that would bring.
Is it not shameful that, 40 years after the last international war in the region and 20 years after the Oslo agreements, there is still no final status agreement? Will the Government insist that the Government of Israel make their own proposals for ending the blockade of Gaza and the military and colonial occupation of the West Bank, otherwise world opinion will insist on boycott, disinvestment and sanctions? Will Europe and the Middle East use their economic power to counterbalance the huge strength of Israel? Will Her Majesty’s Government discuss this urgently?
I know the noble Lord has written to me on a number of occasions in relation to this matter. Like him and all Members of this House, I would like the Middle East peace process resolved. We would like to see a secure Israel living alongside a secure and viable Palestinian state. We continue to urge that negotiations are the best route to achieve a solution that ends the conflict once and for all. Secretary Kerry’s tireless efforts provide a real opportunity to achieve that goal. Therefore, we are urging both parties to show the leadership that is needed to seize this moment.
Does my noble friend accept that the negotiations are doomed, and that Mr Netanyahu and his Cabinet know that they are doomed, so long as Israel goes on colonising the West Bank illegally and relentlessly? Is that not the reality, and what are we going to do about it?
My Lords, the situation on the ground continues to change. That is why I have stood at this Dispatch Box on a number of occasions over the past 12 months and said that this provides a unique opportunity to try to make progress. We support the discussions that Secretary Kerry is leading, and we urge both sides, who have said that they are still prepared to talk, to get back to the table to try to achieve a resolution.
What explanation have Her Majesty’s Government received from the Israeli Government about why they did not release the fourth group of Palestinian prisoners last week?
The noble Lord will be aware that this was the fourth tranche of the prisoner releases that were agreed last year. The first three have taken place; the fourth has been delayed. The noble Lord will be aware that there is a difference of opinion about how these matters are seen. Israel felt that these prisoner releases were directly linked to the peace talks. The Palestinians believed that they were directly linked to no further action at the UN. Clearly, the discussions that took place at that stage were vague. I take comfort from both parties having indicated that they are prepared to come back to the negotiating table because that is where progress will be made.
My Lords, does the Minister agree that unilateral Palestinian action at the UN and other international organisations has been very counterproductive? Does she agree that it is surprising that the EU has not used further efforts to bring Mr Abbas back to the table, given the €5.6 billion in aid that has gone to the Palestinian Authority in the past 10 years?
It is not the Government’s decision to be taking sides in this matter. There have been counterproductive actions on both sides. There are things that both sides agreed to that have not been delivered. That is why we are stressing, once again, that they need to get back to the negotiating table because that is the only place where a long, true settlement will be made.
My Lords, I thank the Minister for her written response to a question I asked in a recent debate about demolitions and settlements in the Occupied Palestinian Territories. Did the Prime Minister raise these questions with Mr Netanyahu when he visited Israel? If he did, what was Mr Netanyahu’s justification for continuing these illegal breaches of Palestinian human rights?
The issue of human rights was raised by my right honourable friend the Prime Minister on his visit to Israel and the Occupied Territories in mid-March. I do not know what the response was. If I get it, I will write to the noble Lord.
My Lords, it is extremely unfortunate, if unsurprising, that the talks seem to be breaking down. Instead of the blame game that will undoubtedly follow, with the Palestinians blaming the Israelis for not releasing prisoners and continuing to build on the West Bank, and Israel accusing the Palestinians of going to the UN before they have agreed to go and not agreeing that the Jewish state exists, should we not be thinking of a plan B? Are the Government thinking of any advice they can give to both parties to bring them to some sort of agreement, at least in the interim?
My right honourable friend the Foreign Secretary spoke to President Abbas last week, and is hoping to speak to the Israelis later this week. There has been an unprecedented EU package, in which we have played a part, which is on the table—socially, economically, politically and developmentally—if this peace deal were to be reached. That is why we keep stressing to both parties that this is not about the blame game; I agree with the noble Lord. This is about continuing to support a process which, at this stage, is still on the table.
Since the resumption of talks between the Palestinians and Israelis last year, how many times have the Government of Israel announced new settlements in the occupied areas? How is that helping the negotiations?
There have been further settlement announcements since negotiations resumed last year: first, on 8 August last year, secondly on 30 October, thirdly on 3 November and then on 6 January this year. As I said, this is not an issue of playing the blame game. Both sides are doing things that were not agreed to, which is why we want them to get back to the negotiating table and do what was agreed.

Grand CommitteeMy Lords, I start by thanking my noble friend Lady Falkner for organising this debate and for the opportunity to update the House once again on the political situation in Ukraine. I also thank the noble Baroness, Lady Morgan, and the Benches opposite for their support in what has been an incredibly difficult time in terms of ensuring that diplomacy succeeds.
As noble Lords are aware, this House last debated the ongoing crisis in Ukraine and Russia’s illegal and wholly unacceptable annexation of Crimea on 18 March, and I updated the House on 25 March in replying to a Question. Her Majesty’s Government, working in close partnership with the European Union and an incredibly broad range of allies from across the international community, have continued to take incremental steps to ratchet up the pressure on the Russian Government in response to their continued violation of international law. As my right honourable friend the Prime Minister said last week, their actions are a direct challenge to the rule of law around the world and should be of concern to all nations.
A great deal has been said in our debates about Russia’s motivation for the rapid illegal annexation of Crimea, Putin’s motivation and his view of Russia’s place in the world. Those matters have been discussed today. The noble Lord, Lord Howell, rightly said in a previous debate that Russia’s strategy belongs to the 19th century, not the 21st century. It cannot—it will not—go unanswered. However, our actions must, of course, be of this century: they must be measured, proportionate and always mindful of the need to encourage peace and stability rather than conflict. Our fervent wish for Ukraine, and for Russia, is that their peoples can live in a peaceful, stable and secure environment. Russia’s actions are achieving the opposite. Putin would have us accept that a historical mistake has somehow been corrected with the illegal annexation of Crimea and that it is the will of the Crimean people. However, this is not the view of Her Majesty’s Government or, indeed, of most of the free world. It was a land grab, achieved via a sham referendum under the threat of Russia’s military might. We must commend the Ukrainian Government’s restraint under such pressure.
I hear what the noble Baroness, Lady Morgan, said about Russia and isolation, but isolation in the global community is one of the levers that the international community has. The international community not recognising the illegal annexation of Crimea is a first step. A recent resolution at the United Nations General Assembly saw 100 nations affirm their commitment to Ukraine’s territorial integrity. Only a handful of nations voted with the Russian Federation against the resolution, including Zimbabwe, Cuba and the Democratic People’s Republic of Korea. I fear that Russian intransigence means that we must prepare for the long haul on this issue. We must show the strength of our convictions as a country, and with our allies, by maintaining our position and our actions. To this end, the Foreign Secretary met the Ukrainian Foreign Minister on 1 April to demonstrate UK support for Ukraine.
The European Council on 20 and 21 March announced further sanctions, bringing the total of those facing asset freezes and travel bans to 33. At the same Council meeting, the European Union, member states and Ukraine signed the political chapters of the association agreement, which again have been referred to today. That represents a very visible commitment on the part of the Ukrainian Government to a closer relationship with the EU, and to EU norms and values. For their part, the EU and member states’ signature of the association agreement represents their commitment to assist Ukrainian reform to make these aspirations a reality. To that end a proposal on a package of support potentially worth $14 billion to $18 billion will soon go to the IMF board.
NATO and Ukrainian Foreign Ministers met on 1 April in a further demonstration of international support for Ukraine. They agreed to suspend indefinitely all civilian and military NATO-Russia Council activity, except ambassadorial level dialogue and above. At this time of crisis it is absolutely right for us to step up activities that provide reassurance and confidence for NATO allies without provocation. NATO has worked hard to build a constructive relationship with Russia but Russia, through its actions in Ukraine, has forced us to step back from our previous level of engagement. As the Prime Minister made clear, it would be wrong for the G8 summit to go ahead in Sochi in June. G7 leaders will instead meet in June in Brussels, without Russia present. This demonstrates further the cost to Russia of its policy on Crimea.
It is tragic that Russia, so close culturally and ethnically to Ukraine and with whom it has shared so much history, should impinge on Ukraine’s sovereignty. We once more urge Russia, as we have done, to seek urgent ways to de-escalate the critical situation in Ukraine and to engage with the Ukrainian Government to address their concerns. We are concerned about the visit to Crimea by the Russian Prime Minister on 31 March, which was particularly unhelpful in relation to de-escalation. Solutions imposed at the point of a gun have no hope of resolving a crisis which can and should be resolved by diplomatic means. We are resolute in our determination to support the right of the Ukrainian people to make their—
Is the Minister really saying that the annexation of Crimea was against the wishes of the Crimean people and that, had they been free to do so, they would have overwhelmingly rejected it?
What we have said consistently and in direct reply to that is that we cannot accept any referendum held with no preparation and down the barrel of a gun, without really an answer on that ballot paper to vote “no”, which were the two options given. If, in due course, there was a referendum appropriately held with the necessary constitutional backing in the right way that referendums are held, I do not think that anybody would dispute people having their right to self-determination. We are resolute in our determination to support the right of the Ukrainian people to make their democratic choices about the future of their own country. I think we would all agree that the way it was done was not acceptable.
Key questions to which noble Lords quite rightly returned are how we now frame our relationship with Russia and how to address Russia’s concerns about the intentions of the West. The crisis in Ukraine is the most serious test of European security so far this century. Russia’s actions cast a menacing shadow across the continent of Europe. Without swift and significant steps by Russia to de-escalate the situation, the Government remain resolute in determining that our relationship with Russia can be seen only through the prism of an illegal and ill-judged incursion into Ukrainian territory.
The actions we and our allies have taken are proportionate and it is clear that their impact is already being felt. Indeed, the noble Lord, Lord Skidelsky, asked about sanctions. The European Union has adopted unprecedented sanctions against Russia, including asset freezes and travel bans. Preparatory work is already under way for more far-reaching European Union sanctions, including economic and trade measures. These sanctions are a message and a warning to the Russian Government. We want Russia to enter direct talks with Ukraine and we will continue to work with our international partners to find a diplomatic solution to this crisis. These sanctions are a part of that.
The noble Lord, Lord Judd, spoke about the need for dialogue with Russia. We absolutely agree with that. The noble Lord is right: dialogue with Russia is key. We continue to engage with Russia to try to find a solution to the current crisis. My noble friend Lord Dykes said that we need to work towards a positive outcome. A positive outcome is an increase in democracy in both Russia and Ukraine. We are doing what we can to support that in Ukraine.
We continue to choose our actions with a long-term strategy in mind. As members of the EU, we have enjoyed the longest period of peace and stability in European history. Our NATO alliance has stood the test of time to become the most successful military alliance ever.
To echo the words of my right honourable friend the Foreign Secretary, we are not asking Ukraine to choose between Russia and the West. We are saying that Ukraine should be free to choose to strengthen links with either, both or neither, but only Ukrainians themselves can decide their future. However, we can give Ukraine the support that it requires. My noble friend Lady Falkner asked what conversations we had already had in relation to IMF assistance, for example. Ukraine and the IMF reached a staff-level agreement last week on a two-year standby arrangement, supported by the international community. That will potentially unlock $27 billion. The IMF contribution will be between $14 billion and $18 billion, depending on other bilateral and multilateral contributions. As I said earlier, the agreement is expected to go to the IMF board—the executive board—next week.
I think that the noble Lord, Lord Giddens, asked how IMF payments will be managed. I am sorry; I cannot read my own writing. We recognise that there will be pain in complying with the IMF conditions for assistance, including the need to increase domestic gas tariffs. The Government of Ukraine inherited a country in dire need of economic and political reform. The Government of Ukraine have committed to making this difficult reform and the UK and our international partners stand to assist in this. Of course, the conditionality of the IMF agreement is important because we know how many IMF programmes have in the past failed in Ukraine. Therefore, reform in relation to gas tariffs, governance and the financial sector are part of that package.
The noble Viscount, Lord Colville, asked about the role of DfID. The initial UK package of £10 million, which was announced a few weeks ago, is being put forward in co-ordination with DfID. We are working closely with international donors to see where expertise can best add value. DfID anti-corruption work is being done, in addition to the work being done by technical teams in Kiev, to identify where the UK can support energy and social reform sectors.
My noble friend Lady Falkner asked about arrangements for elections. The OSCE will monitor the Ukrainian elections which are due to take place on 25 May. About 100 long-term election observers are already in Ukraine. Short-term election observers will follow. The UK is contributing to the monitoring mission and is urging the Ukrainian Government to do all they can to ensure that the elections are free, fair and carried out in accordance with international norms.
The noble Lord, Lord Giddens, asked about devolution and Russian federalism. As I said, the future of Ukraine is for Ukrainians to decide. Russia should respect Ukraine’s sovereignty and not seek to impose systems of governance on it which are not agreeable to the Ukrainian people. I agree with the comments of my noble friend Lord Chidgey regarding work in relation to the energy sector. The Government are, of course, discussing plans on the exploitation of shale gas in the UK as we speak.
I agree with the noble Baroness, Lady Morgan, on the need for wider EU action. We task the European Commission to prepare measures which will bring far-reaching economic consequences if Russia takes any further steps to destabilise Ukraine and, by June, to produce a comprehensive plan to reduce Europe’s dependency on energy from Russia. However, I agree that more needs to be done, and it needs to be done quickly. My noble friend Lord Chidgey also spoke about corruption and tackling assets which could potentially pass through London. I have a comprehensive answer on that but, in light of the time, I will write to him giving a detailed response.
In conclusion, Russia does have a choice to make: to take the path of de-escalation or face increasing isolation and tighter sanctions. President Putin should take notice of the clear, united and resounding message emanating from every democratic Parliament, including, of course, the mother of all Parliaments here. I am grateful to noble Lords for their contributions in reinforcing that message today. Every diplomatic channel remains open. Nothing that has been done cannot be undone. We and our allies continue to urge Russia to show its strength in ending this crisis.

Lords ChamberMy Lords, I thank the noble Baroness, Lady Whitaker, for proposing this debate to mark International Roma Day, which will happen on 8 April. I congratulate the noble Baroness on her longstanding support for the rights of Roma, including her vice-chairmanship of the All-Party Parliamentary Group on Gypsy Roma Travellers and her commitment to the Advisory Council for the Education of Romany and other Travellers, which looks specifically at the education of children.
The Government share the deep concern of the noble Baroness and other noble Lords about the situation of Roma in many parts of Europe. We deplore the fact that in many European states Roma live in deep poverty and are routinely subject to discrimination and racism. I agree with the noble Baroness, Lady Thornton, that there is a difference between what we see in some countries on mainland Europe and here in the UK. Despite our positive record, though, I agree that we could do more.
Sadly, there is a historical precedent of Roma persecution. The Roma people have been subject to centuries of exclusion and persecution, and the Roma genocide at the hands of the Nazis is not as widely understood or acknowledged as it could and should be. I agree with the noble Baroness that the Roma genocide needs to be acknowledged and commemorated throughout Europe. The destruction—or the “Porajmos”, as it is referred to—is remembered in the UK on Holocaust Memorial Day; it is part of the commemoration on that day.
The Prime Minister’s Holocaust Commission is looking into whether the UK should have a new permanent memorial to the Holocaust so that future generations can learn about and remember all victims, including the thousands of Roma lives that were tragically lost at that time. The commission is asking for written evidence. It is actively encouraging members of the Roma and Gypsy community to submit evidence, and is working with members of the community to hold a consultation event. We need the voices of both history’s witnesses and today’s Roma community to participate and ensure that their suffering is never forgotten. However, the sad fact remains that prejudice and discrimination continue to follow Roma communities throughout Europe.
With a significant number of Roma living in the UK, the better treatment of the Roma people must therefore start on our own doorstep. This Government have made it easier and fairer for local communities to channel funding and support to where the most need is. We have removed targets that dictated which communities should receive help and meant that many others sometimes lost out. My department’s projects treat everyone, whether a Roma or any other minority group, as equal citizens with a shared need of education, employment and heath.
The specific issue of language was raised by a number of noble Lords. If Roma communities need to access language courses or specific help for under-18s, the Department for Communities and Local Government has a nationwide spread of funding which can be used to benefit the Roma community. In Sheffield, two projects have won funding to improve the provision of English language skills. One of the organisations running English courses is in Page Hall, an area with a significant Roma population, and has strong links with the community and is maintained by Roma members of staff.
Where a local authority has concerns about the Roma population, I would encourage it to work with local voluntary organisations—and, indeed, faith groups, as mentioned by the right reverend Prelate the Bishop of St Albans—to find local solutions. Local areas no longer need to wait to be told by Whitehall what they should be doing. Towns and cities with Roma populations have started to demonstrate the progress that can be made by engaging with these projects. This approach is underpinned by our strong anti-discrimination and hate crime laws which protect all individuals from racial and other forms of discrimination and racially motivated attacks.
We are equally aware that sometimes local areas need more assistance. In January, my right honourable friend the Secretary of State for Communities and Local Government met two Sheffield MPs to discuss in detail the impact of Roma migration in that city. The local authority-led national Roma network makes information and best practice sharing possible, and this is something my department is also involved in.
The Government’s approach to integration was set out in Creating the Conditions for Integration in February 2012. In response to the inequalities being experienced by Gypsies and Travellers, my right honourable friend the Secretary of State for Communities and Local Government set up a ministerial working group in 2010 to examine this issue. The group produced a report in April 2012 which set out 28 commitments from across government in the areas of education, health, employment, accommodation and criminal justice, which are areas that have been mentioned today. These 28 commitments are consistent with the priorities we agreed with our EU partners in response to the EU Council conclusions on the EU framework for Roma integration.
The noble Baroness, Lady Thornton, asked about health outcomes. The ministerial working group included a number of commitments from the Department of Health on improving health outcomes for Gypsy, Traveller and Roma communities. We are currently reviewing that and will report on progress later this year. Acting on these commitments is part of our broader social inclusion and integration policy, because we believe that is the best approach in a diverse country. We are reviewing our progress on these commitments and will publish a report in due course.
The noble Baronesses, Lady Whitaker and Lady Thornton, asked about the Government’s compliance with EU commitments to draw up a strategy. We are taking Roma integration forward within the broader social inclusion policies. This is fully in line with our European commitment. The measures set out in the Council recommendation are optional, but many of them are in line with what we are already doing in the UK to encourage equality and social mobility.
There were a number of questions about our international role. The UK plays an active and leading role in EU-wide schemes. British embassies are spreading our reputation for integration and tackling discrimination. British teachers of Roma students have shared their experience and knowledge with Czech practitioners. Dolj county near Bucharest is taking part in an exchange with students from Rotherham to encourage inclusion through education, and our embassy in Romania has managed to increase the number of Roma children attending nursery.
The UK is making a real difference to Roma communities across the EU. My department plays an active part in the EU’s network of Roma contact points and currently chairs the Council of Europe’s committee of experts on the Roma community. The Council of Europe working group has heard from a number of British participants, particularly on tackling anti-Roma hate crime in Hungary and promoting inclusive education for Roma in the Czech Republic and Slovakia. We are keen to encourage countries with large and disadvantaged Roma populations to integrate their Roma citizens effectively.
Specific issues were raised in relation to Kosovo. I can inform the noble Baroness, Lady Whitaker, that the UK funded a study to establish the extent of lead poisoning in 2010 and found incredibly concerning levels of poisoning, which the EU instrument for pre-accession funding is addressing though relocating the affected families and providing supplements to reverse some of the effects of poisoning. The UK contributed to the European Union project, which cost around €6.5 million, to support the relocation and integration of Kosovo’s Roma, Ashkali and Egyptian communities from camps polluted by this lead. The House will be pleased to note that the last camp was closed down last year, and now the UK is focusing on education and economic development needs. This year, the embassy is planning to fund projects focusing on school support and increasing secondary school attendance. With just 14% of eligible Roma enrolling at secondary school, there is a long way to go to improving education.
The right reverend Prelate the Bishop of St Albans asked about specific support on education. Almost one in two children from Roma or Gypsy families, including those from EU accession countries, benefit from the pupil premium, since this community has a high proportion of families eligible for free school meals. Families may also be helped through the receipt of particular benefits. Children from Roma families will also have other needs including English as an additional language. Local authorities can allocate a proportion of their funding to schools on the basis of the number of pupils in each school who have English as an additional language. I have already mentioned the Advisory Council for the Education of Romany and other Travellers, on which the noble Baroness sits.
I shall take back the comments in relation to the Gypsy Roma Traveller Police Association and see whether we can learn from that best practice. Unfortunately, I cannot give the right reverend Prelate an update about the evictions in Cluj. I do not know whether the appeal has been heard or what the outcome has been, but I shall write to him if there has been any progress.
The noble Baroness, Lady Whitaker, also asked about the Roma summit. As with Roma summits in 2008 and 2010, the UK will be represented by government officials. The DCLG official who chairs the Council of Europe’s committee of experts on Roma and who represents the UK on the EU network of Roma contact points will attend this particular meeting on, I think, Friday.
Ultimately, this comes down to how we integrate all communities. There is no doubt, from what we have heard and from my own reading, of the level of discrimination that appears to follow the Roma community. I have referred to a number of interventions in individual areas. I think that the noble Lord, Lord Giddens, was suggesting that that is probably not the solution overall; there has to be a much broader approach to how we integrate communities into broader communities and make the case for the benefits that brings. A phrase which I coined in relation to the persecution of minorities in the Middle East was that, ultimately, “persecution is bad for business”—it is bad for progress overall. It is important first, to make the case that persecution per se is something that we must stand against, and to make the economic case for why integration is essential for everybody else’s development.
I hope that noble Lords will be left today with the clear impression that, at home and abroad, we are working to improve the lives of Roma. I reassure all noble Lords that the persecution of minority communities is not, and will not be, tolerated by this Government. That includes the continued marginalisation and exclusion of Roma people. We want to see Roma families enjoy the same education and healthcare opportunities that are afforded to all European citizens, particularly those within our own British communities.
As International Roma Day approaches, I reiterate our commitment to working closely with our partners in Europe and though our embassies to improve the situation of Roma. In this country, we shall continue with our policies to create the conditions for integration for all communities, including Roma, and we shall ensure that the suffering of the Roma community is never forgotten.

To ask Her Majesty’s Government whether they intend to discuss with the Government of Libya the question of compensation for United Kingdom victims of arms supplied to the IRA by the Gaddafi regime.
My Lords, the Government will continue to encourage the Libyan Government to engage with UK victims seeking redress, including those seeking compensation and their legal representatives. More broadly, we will continue to promote wide and lasting reconciliation between Libya and UK communities affected by Gaddafi-sponsored terrorism. We have raised these issues with the Libyan Government repeatedly and the Prime Minister, my right honourable friend Mr Cameron, raised this most recently with the Libyan Prime Minister in September last year.
My Lords, on 15 November 2011, the Prime Minister wrote to me, saying:
“As I told the House of Commons on 5 September, the issue of compensation for UK victims of IRA terrorism will be an important priority for a revitalised relationship between Britain and the new Libyan authorities”.
The noble Baroness, Lady Warsi, in a Written Answer to my Question HL4664, said, on 22 January this year:
“The Government is not involved in any negotiations with the Libyan government on securing compensation payments for the British victims of Qadhafi sponsored Irish Republican Army (IRA) terrorism”.—[Official Report, 22/01/2014; col. WA 136.]
The noble Baroness will see at once that there is a contradiction between the position of the Prime Minister and that adopted in her Written Answer to me. Will she assure the House that Her Majesty’s Government will vigorously pursue this issue with the new Libyan authorities to seek redress for the many hundreds and thousands of victims of this terrorism throughout the United Kingdom?
I thank the noble Lord for having given me the opportunity to discuss the matter with him briefly yesterday. I know that he has been involved in this matter for much longer than I have. As he is aware, the Minister with responsibility for Libya has written to him, informing him that we are currently assessing all these matters, including the very specific ones to which he referred. I was involved in discussions on this matter earlier this week. I assure him that we will write to him in due course to provide much more clarity on the issue. The Government’s position has been, and will continue to be, that we want to develop a sustainable and effective partnership with Libya to enable us to resolve all issues, including that of the horrendous terrorism which resulted in huge tragedy for individual families.
My Lords, the previous Government set up a small unit in the Foreign and Commonwealth Office to facilitate the discussions that the noble Lord, Lord Brennan, and others were having to try to address this question not just in respect of specific victims in Northern Ireland but of economic benefit for the whole of the United Kingdom from the Libyan sovereign fund. We now have even more to offer than at the time of Gaddafi, when we could offer economic co-operation in exchange for reparations. Now, there is the opportunity to help rebuild civic society, democratic structures and the proper administration of justice in Libya. We have much to offer the Libyan Government. I trust that my noble friend will look again at the revitalising of that small unit in the FCO to facilitate these kinds of discussions.
As the noble Lord will be aware, some progress was made in relation to this matter at a time when Gaddafi was coming in from the cold, as it were. The noble Lord will be aware—as will other noble Lords—that Libya has been through a horrendously difficult period in its history. There has been huge change in Libya and there have been two national transitional Governments. Only two weeks ago, there was a further change in the leadership at the top, with Prime Minister Zeidan standing down, marking another transitional period in Libya’s history. We are working with Libya while it is going through this incredibly difficult period, but I will bear in mind the noble Lord’s comments.
My Lords, the First Minister of Northern Ireland—my party leader—recently raised the issue of compensation from Libya once again directly with the Prime Minister. Does the Minister agree that, in the wake of the hurt done to innocent victims as a result of recent revelations of secret deals with republicans, it is vital that the Government move urgently to address this outstanding issue and to bring it to a successful conclusion as quickly as possible?
Indeed, as the noble Lord will be aware, the First Minister had an opportunity to discuss these matters with the then Libyan Prime Minister Zeidan earlier last year—I think in June. I suppose that the noble Lord is probably referring to the Telegraph allegations. We have issued a strong statement denying the accuracy of that report.
My Lords, is the noble Baroness not right, though, to stress to the House the fact that the Libyan authorities are essentially transient? The problem is the frequent changes in those authorities and those who hold government office. Has that not been further complicated by the law of political isolation that has been introduced in Libya, whereby one group of Ministers do not speak to—or, indeed, have anything to do with—the group of Ministers that they have just seen out of office?
The noble Baroness makes an important point. Libya is going through an incredibly difficult period and we need to be realistic about what is actually possible on the Libyan side. There is very little chance at the moment of securing a Libyan payment for compensation. The Libyan Government see themselves as victims of the Gaddafi era, and it is therefore important that we try to build a political space, which is what we are doing, to allow the Libyan Government to engage on these and other issues.
My Lords, do we not have to be careful that we do not visit the sins of the previous regime upon a very shaky one? Is it not fundamental to all our interests that there should be a stable and prosperous Libya?
It is, and my noble friend makes an important point. It is when we have that stable and prosperous Libya that we can deal with the legacy issues, including the tragic killing of WPC Fletcher, the aftermath of the Lockerbie bombing and, indeed, the Gaddafi support for terrorism.
Libya’s Semtex brought death and destruction to many parts of our country, including the Baltic Exchange and Warrington. Is it not incumbent upon the Government to give a clear undertaking to pursue claims for compensation with the utmost vigour, in fulfilment of the Prime Minister’s own pledge of 2011?
I refer my noble friend to what I was saying. Of course it is one of our priorities, and it is important for us to have a stable Libya where we can discuss these matters. In fact, I had the privilege of visiting Wendy and Colin Parry at the Warrington Peace Centre only a few weeks ago. I am delighted that the Chancellor was able to support the funding of that centre in the Budget. It is for that reason and because these tragic circumstances have left these families still grieving that we must continue to press to have these matters resolved.
