For Private Member's Bills, Presentation Bills can be tabled at any time after Ballot Bills have been granted a Second Reading date. Presentation Bills are unlikely to become Acts of Parliament unless unanimously supported.

For Commons Private Members Bills, the most difficult hurdle is to pass Second Reading, due to lack of time for the debate. Since 1986, every Government Bill has passed Second Reading.
