Commons ChamberScience can help us to deal with this crisis. To date, the UK has committed more than £330 million to innovative research and development of vaccines, rapid diagnostics and promising therapeutics for the coronavirus. The UK is the world’s top donor to CEPI, which is helping to produce a vaccine, including at Oxford and Imperial. We are also funding innovative research on virus tests and antibody tests right here in the UK, which could be suitable for use in developing countries. On Friday, the UK proudly stood with the WHO, the UN and 20 countries to work for global access to vaccines to end the pandemic, save lives and start the global economic recovery.
Carshalton and Wallington residents know that the development of a coronavirus vaccine is the greatest opportunity to save lives across the world. Will the Minister confirm that the UK is one of the largest global donors to the international Coalition for Epidemic Preparedness Innovations, which is at the fore- front of this global research?
I can confirm that the UK Government have committed £250 million to the international Coalition for Epidemic Preparedness Innovations, or CEPI, to rapidly develop coronavirus vaccines. This is the largest contribution of any country to CEPI’s covid-19 efforts to date, and it is a major contribution to global efforts to accelerate vaccine discovery. In ensuring that a vaccine is available to all, including the world’s poorest countries, we are asking all Governments to contribute to this important international goal as a down payment against the wider funding needs of the covid-19 response.
We have all witnessed the battle for access to the drug Orkambi for children in this country. What consideration have the Government given to requests for a patent-free vaccine, thus ensuring that the millions of pounds ploughed in by British taxpayers recognise the truly global nature of the crisis and secure a vaccine for all, rather than a fight over excessive pricing and huge profits for four or five pharmaceutical corporations?
This is a very important point because of course a globally accessible vaccine, alongside effective tests and treatments, is needed to end this global pandemic and to start global economic recovery. This will need unprecedented global collaboration and resourcing to drive the speed and scale that are needed, and the UK is at the forefront of global efforts to meet this challenge. Now is the time for us to come together to develop and deliver vaccines, tests and treatments that are safe, effective, affordable and accessible to all.
The UK is the World Health Organisation’s second largest funder, yet that agency has been found wanting and subject to political interference by the Chinese Communist party. After this pandemic, will the Government look at a new world health order, as suggested by the recent Foreign Affairs Committee report?
My hon. Friend is right to recognise that international co-operation is absolutely vital to tackle covid-19. That is why we are working with the WHO and other international organisations to develop and deliver a globally accessible vaccine, alongside effective tests and treatments, and because of this we want to ensure they are safe, effective, affordable and accessible for all, including the world’s poorest.
This week is World Immunisation Week. Every year millions of lives are saved thanks to immunisations, and it is recognised widely as one of the most successful and cost-effective health interventions. With DFID funding going into the global effort to tackle this health crisis, can the Secretary of State explain what safeguards she has implemented to ensure that UK public contributions to the research into and development of covid-19 diagnostics, treatments and vaccines will be guaranteed to every person, and to assure the British public that public money is not just going into lining the pockets of big pharmaceutical companies?
Of course, while we are focusing on covid-19, there is the broader issue of vaccines. The UK is already one of the biggest global donors. To date, we have pledged £744 million to support the international response to covid-19. We have also funded £40 million for the Wellcome and Mastercard therapeutics accelerator initiative, up to £23 million for the Foundation for Innovative New Diagnostics, and up to £5 million through the joint initiative on research for epidemic preparedness. Because we are faced with a global pandemic, we absolutely need an international response, and it is about making sure that vaccines reach all those who need them.
We will always stand by the overseas territories. A range of Government Departments, led by DFID and the Foreign and Commonwealth Office, are supporting the overseas territories to mitigate the impact of the pandemic. Support includes essential medical supplies, public health advice, security and access support, and financial aid to mitigate the economic impact in the most vulnerable territories.
The Royal Navy is providing a pivotal role in providing medical assistance to British overseas territories. Will the Minister join me in recognising the dedication and skill of the servicemen and women of RFA Argus, which is providing that medical assistance to the Caribbean?
I know that my hon. Friend takes a keen interest in defence matters, and I absolutely do agree that the Royal Navy continues to provide great service to the territories, particularly in the Caribbean. I, too, commend the servicemen and women of RFA Argus, who are providing vital support to the overseas territories. RFA Argus is boosting the resilience of the territories as they prepare for hurricane season. The FCO and DFID are providing further support to the territories to help deal with the impact of covid-19. In addition, an MOD security assistance team will be supporting local authorities in some of the territories as they respond to the coronavirus.
Hand washing with soap and water, as we are all recognising, is the first line of defence against coronavirus transmission. The UK has world-leading commercial and scientific expertise on water, sanitation and hygiene. DFID has launched a £100 million scheme with British soap company Unilever to promote hygiene in developing countries, and has given a further £20 million to UNICEF to strengthen its coronavirus response in these areas. We are helping people around the world to defeat this virus.
The International Rescue Committee has highlighted that hand-washing facilities are absolutely crucial in preventing the spread of diseases in the developing world. Our experience of Ebola shows that NGOs currently working on the ground are best placed to scale up an emergency response, so I welcome the funding given to the Red Cross and others, but what plans does the Secretary of State have to increase funding to other local NGOs working within communities?
Good hygiene is the single most effective action an individual can take to prevent covid-19 transmission; that is absolutely an important point. Water sanitation and hygiene are a key part of DFID’s work and vital in humanitarian crises. DFID funds the provision of safe water and sanitation in disaster areas across the globe. Since 2015, DFID has helped over 51 million poor people in Africa and Asia get access to a drinking water supply or toilet for the first time. But we recognise there is still more to do.
The UK has long been a world leader when it comes to nutrition, which is why I am looking forward to supporting the Nutrition for Growth summit later this year. We are working hard to stop poor diets making people in developing countries more vulnerable to coronavirus, and we will not allow malnutrition to exacerbate the crisis. For example, we are working through UNICEF to get life-saving supplies to treat acute malnutrition in children across the Sahel, Somalia, Nigeria and Yemen.
As the Minister said, malnourished people are clearly at a greater risk of serious health problems due to coronavirus than healthy people. How is DFID specifically supporting its partners to adapt their nutritional programmes in the light of covid-19 and working to minimise disruption to supply chains so that we do not see a surge in malnutrition cases?
This is an important point. We know that for every percentage point contraction in global GDP from covid-19 we would expect to see as a result, sadly, up to an additional 4 million stunted children, and acute malnutrition is likely to increase. Between 2015 and March 2019, DFID reached 50.6 million women, adolescent girls and young children with nutrition services in 25 countries, and this includes life-saving treatment for acute malnutrition.

Commons ChamberClimate change is the greatest threat facing the Arctic, and it is driving other changes there too. The reduction in summer sea ice cover in the Arctic has the potential to increase international shipping activity in the Arctic; however, hostile conditions and the lack of infrastructure will make commercial operations difficult for a considerable time. The UK cross-Government Arctic network met in January and discussed issues related to shipping and environmental protection in the Arctic ocean.
There are huge economic advantages, particularly for the far east, in these lanes opening up, but that will come at huge environmental cost. Will the Minister explain what discussions have been had through the United Nations about how we ensure the protection and preservation of such an important pristine natural environment?
The hon. Gentleman makes an important point. It is vital that the world comes together to take renewed action to limit global warming to 1.5°. There are 70-plus UK institutions engaged in Arctic research. The UK’s research station at Svalbard in Norway celebrates its 30th anniversary in 2020. We are doing a huge amount of work in this area.
As the Foreign Secretary has said on previous occasions, we will establish an autonomous UK global human rights Magnitsky sanctions regime shortly. That will reinforce our role as a global leader in the promotion and protection of human rights. We will do that through secondary legislation under the Sanctions and Anti-Money Laundering Act 2018. That sanctions regime will allow us to impose sanctions in response to serious human rights violations or abuses anywhere in the world.
Does my hon. Friend agree that one of the benefits of leaving the European Union is that our new sanctions regime will allow us to go faster and further in holding the worst human rights abusers to account?
The sanctions Act allows the UK to implement our own sanctions regimes, and we intend to use those powers in line with UK interests and values to reinforce the UK’s role as a force for good. We will continue to co-operate with international partners on sanctions, including on human rights, because sanctions are most effective when delivered collectively.
The Foreign Secretary was one of the loudest in clamouring for these Magnitsky sanctions to be brought forward, yet they have been on the statute book for two years and we still do not have the statutory instruments. One Minister has said we will have them “in the coming months”; another has said we will have them “soon”. If the Foreign Secretary were sitting on the Back Benches, he would be saying, “Do them now!”
And we absolutely are. We are working really hard; the hon. Gentleman just needs to wait a little longer. [Interruption.] If the right hon. Member for Islington South and Finsbury (Emily Thornberry) will allow me to speak, I will reinforce my answer. The hon. Member for Rhondda (Chris Bryant) just needs to wait a little longer. The regime will be coming forward. We are taking the time to get it right, which is absolutely the right thing to do. Just wait a little longer.
When we bring forward the Magnitsky regime, will we also bring forward sanctions against individuals who profit through corruption and human rights abuses?
It is important that we recognise that the sanctions regime is intended to target not individual countries but those who commit serious human rights violations. As I said, we are working really hard to ensure that what comes forward is right; just wait a little longer and we will see that come forward. It is no good speculating in advance about who may be designated, because that may reduce the impact of sanctions.
Climate change is one of the most urgent and pressing international challenges we face today and no country alone can solve this problem. As COP presidents, in partnership with Italy, we are driving forward the historic agreement secured in Paris. The year 2020 is crucial for international co-operation on climate, which is why this is a cross-Government priority. The Prime Minister and other Ministers are working hard to make COP26 a success.
Absolutely. This is something the Prime Minister, the Foreign Secretary and all my colleagues on the Front Bench take very seriously. We use every opportunity to raise this issue in bilateral meetings and in relation to business. It is vital that the world comes together and takes renewed action to limit global warming to 1.5°. We urge every country to come forward in 2020 with ambitious new nationally determined contributions that will help us to meet the commitments set out under the 2015 Paris agreement.
Department for International Development contributions to the international climate fund between 2011 and 2017 were matched almost pound for pound by Department for International Trade funding for fossil fuel projects. Is it not the Secretary of State’s job to ensure that the UK engages consistently with international partners? What steps is he taking to make that happen?
The Government have a good record in that field. As I said, the Foreign Secretary, the Prime Minister and all our Ministers are taking huge steps to encourage the world to come together to take renewed action and to use COP26 to deliver the climate change agenda.
On Saturday morning, I was advising constituents, on the basis of Foreign and Commonwealth Office advice, that they had until midnight to leave Poland. Later that day, Jet2 advised them that their flights for the following two days would be going ahead and leaving Poland. Will the Minister therefore tell me why the advice was incomplete and what they are to do if any travel insurance claim they make is now invalid?
I am more than happy to speak to the hon. Gentleman after these questions. The travel advice remains in place, and I know that the Foreign Secretary will be updating the House more broadly.
Two of my constituents are currently aboard the MS Marina, en route to Miami. The cruise liner was refused entry at the ports of Lima and Panama yesterday, and will reach Miami by tomorrow afternoon, but they are concerned that they may be refused entry to the USA when they reach their destination. Both have underlying health problems and are, understandably, worried. What discussions has the Department had with counterparts in the USA about the repatriation of some of our constituents who are in this position?
My hon. Friend is another example of a Member who treats constituency casework with great seriousness and she is right to raise it here, alongside others. Foreign Office staff are working flat out, as are my colleagues and I, to tackle this. We are aware of a number of cruise liners in the region, and I will ensure that she has the right information. I am more than happy to talk to her after these questions.

As the hon. Gentleman knows, we have followed both UN and EU practice in clearly labelling produce from settlement areas—those areas that have been occupied—and we have also been clear about that in our advice to business. To that extent, we have recognised the importance of following through on resolution 2334, for which the United Kingdom of course voted.
I would say to the hon. Gentleman, as I have said to other Members, that many of these issues have, crucially, to be decided in the final settlement between the parties. There is a greater need for urgency about that this morning than there was yesterday, and it is towards that that the United Kingdom can and will bend its efforts, which is why we are meeting partners tomorrow. I will be in Paris tomorrow for a meeting of the international support group for Lebanon, and we will be talking about this on the margins. There is a need for greater urgency and for making use of this opportunity.
Although we absolutely disagree with the US moving its embassy, will my right hon. Friend reassure me that we will continue to seek, and work with the US to find, a long-term two-state solution?

If, by that, the hon. Gentleman means progress on the foreign policy and defence policy side, I must remind the House that that is not at the absolute centre of the negotiations, but it is widely understood that the UK, contributing as we do 20% of European defence spending and 25% of European aid spending, will be there in a supportive way whatever the outcome of the negotiations. As the Prime Minister has rightly said, our commitment to the defence and the security of Europe is—I think this is the word that was particularly warmly received by our friends and partners—unconditional, as it always has been and always will be.
Foreign and security policy will remain as vital as ever when we leave the EU. Can my right hon. Friend confirm categorically that we will remain as committed as ever to European security after we leave the EU?

We certainly shall. My hon. Friend asks an important question. The answer cannot be repeated too often, and it needs to be heard particularly in the countries that emerged from beneath the shadow of Soviet domination. They need to hear that we are there for the long term, as we are there on the borders of Estonia. We are committed, above all, to NATO, which is the guarantor of peace and stability in our continent. The UK, let the House never forget, is the second biggest contributor to the NATO alliance.

Commons ChamberThe UK holds the pen at the UN, which means we have the primary responsibility among Security Council members for efforts to secure support for a negotiated peace, and the UK sponsored a presidential statement agreed on 15 June. That was an important signal of international concern, particularly about the deteriorating humanitarian situation. Our focus at the UN remains on encouraging all parties to convert the words of the text into action, and that work is going on in the UN all the time.
I am grateful to the Minister for coming to the House today yet again to make a statement and to continue to keep us updated. What efforts are the Government and diplomatic staff undertaking to unlock the political deadlock of this terrible situation?
Part of the problem, as I alluded a moment ago, is that some parties have become comfortable with the conflict, and some parties in Yemen have been able to make a living with the conflict going on. There have to be incentives to people to make sure that a peace can be reached. To most of us, it is horrendous that anyone should be in that position, but the realities after a couple of years of conflict in the region have to be understood, and we only have to talk to Yemenis themselves to understand their despair and frustration. Accordingly, that is where the will of states must come in, in order to make sure that they can enforce a negotiated peace, but above all to make sure that those responsible for others realise that the only future for the people of Yemen is not in a continual state of conflict, but is in having government with the consent of the people, which can take a wonderful country, which is full of culture, music, architecture and all the good things we rarely talk about, and give its people the chance of the future they richly deserve.

By far the best thing this Government and this House can do is to get behind the plan this Government are promoting to bring security to Libya and to Sirte, which would do honour to all those who fell fighting Daesh in Libya. That is the way forward for that country, and that is the course we are promoting.
Does my right hon. Friend agree that while the only way forward on Libya is for the international community to support Ghassan Salamé’s UN road map, the UK still has a unique part to play?

That is a very good point, because one of the difficulties in Libya over the last few months and years has been the tendency of actors across the international landscape to try to come up with their own plans, which has allowed the various parties in Libya to play one part of the international community off against another, and not to do the deals that are necessary. What needs to happen now is for the various parties in Libya to put aside their selfish interests and co-operate in the name of the country as a whole.

When we are in contact with people who are asking for that kind of assistance, we endeavour to help with the communications the hon. Gentleman has described. I stress again that our focus has to be prioritised. Those who are ill, dependent, old or disabled get first treatment and, yes, there will be a bit of a queue. However, I am confident that the civil airlines are doing their utmost. Indeed, my right hon. Friend the Foreign Secretary spoke at length to the Association of British Travel Agents last night in order to discuss exactly the kind of co-ordination and co-operation the hon. Gentleman has just mentioned.
I am grateful to the Minister for coming to the Chamber and updating us on the situation, and for providing a degree of clarity and a depth of information that is useful to us. The FCO crisis centre and crisis line are clearly providing a vital lifeline to many in the affected areas. Can he give us an indication of the volume of calls involved, and of the workload that the centre is handling at the moment?
Yes; there have been about 2,500 cases. Perhaps I can alert the House to the fact that I am endeavouring to book a room tonight to allow members of our crisis centre to meet colleagues so that the facts can be described and explained. At the moment, I am aiming for a meeting at 6.30 in a Committee room, and if I am successful in organising it, I will try to get a note out through the Whips straight after this statement so that the details of any consular cases, and of what we have been doing and how and why we have done it, can be put directly to colleagues by members of the crisis centre. In that way, colleagues’ detailed questions about the operational performance of the response can be answered directly.

Commons ChamberI of course hear what the hon. Gentleman says about climate change. There is no doubt that many parts of the world are facing a greater incidence of severe weather, but I hope he will allow me to confine myself to the urgent nature of our response to people in desperate need, rather than engage today in a debate on the broader issues. Our priority is primarily the overseas territories, but it is not confined to them. Thus, we will be focusing in the first instance on the British Virgin Islands, Anguilla and, by the look of it, the Turks and Caicos Islands. That is why the crisis centres in the Foreign Office and the Department for International Development are working joined at the hip to ensure that our response is as effective and as rapid as possible.
I would like to add my thanks to the Minister for coming to give a statement to the House today. Clearly this is a very devastating but unfolding situation. Can he reassure us that he will continue to keep us updated on the work and progress of his Department and those involved?
I am happy to give that assurance. I can tell the House that in my experience these things come in phases. We have to start with the urgent cases of injury and homelessness and the need for food and water. Then there is the very important process of the follow-up to ensure that issues of infrastructure and reconstruction are properly planned for and delivered.

Commons ChamberI thank the hon. Member for Liverpool, West Derby (Stephen Twigg) and my hon. Friend the Member for Warwick and Leamington (Chris White) for securing this debate. Although I do not entirely agree with their views on the matter—I think they know that—this gives us an opportunity to debate and bring the issue of Yemen back into the public domain. Sadly, neither the hon. Member for Bridgend (Mrs Moon) nor my right hon. Friend the Member for North East Bedfordshire (Alistair Burt) are in their places, but it was interesting to hear their thoughtful contributions.
It may come as no surprise that I want to focus on the humanitarian aid aspect of the situation in Yemen, given that I serve on the International Development Committee. This debate takes place in a week when the term “humanitarian crisis” has been used. For me, it is what is happening in Yemen that is a humanitarian crisis, not some of the other issues that have been raised in the Chamber today.
It is two years since hostilities began to escalate in Yemen. The suffering of children and their families continues. Today more than 18 million people are estimated to be in need of humanitarian assistance, many of whom, very sadly, are children. Some have described the situation as a children’s emergency. The United Nations estimates that more than 4,000 civilians have been killed and more than 7,000 injured. It has also been estimated that more than 3 million Yemenis are internally displaced. They and many others suffer from food insecurity. Close to half of Yemen’s health facilities are either closed or able to function only partially. Nearly 2,000 schools remain closed due to damage and destruction.
The International Development Committee often talks about the need for education for children. The sustainable development goals use the term, “Leave no one behind”, and concerns in Syria have led to the No Lost Generation initiative. I fear that Yemen may have another lost generation of children whose long-term futures will suffer because of a lack of education as a result of the conflict.
Last year, the Committee heard evidence from a number of non-governmental organisations and members of the Yemeni diaspora. Some of their stories, particularly those of the diaspora, were really striking and incredibly moving, including those about the need for water, food and urgent medical supplies—things that we take for granted in our own country. Low levels of imports of commercial supplies, such as fuel and medicines, simply add to the humanitarian crisis, as do the problems at Yemeni ports. Even so, the conflict continues to be described as the “forgotten war”, so debates such as this are helpful in raising awareness.
The hon. Lady is making a powerful speech on behalf of young people who are severely affected by the forgotten war in Yemen. I hope that she will go on to talk about the outrageous and disgusting use of child soldiers in Yemen. The UN and the UNICEF report identify two particular groups: the resistance groups—not the United Arab Emirates and Saudi armies—and the Houthis. The predominant age of those child soldiers running around with Kalashnikovs and getting killed is between six and eight. That is absolutely outrageous and I hope that she will comment on it.
I am grateful for the hon. Gentleman’s intervention. That specific point is not in my speech, but it is very important. Not only does war have an impact on children’s education, livelihoods and health; some get dragged into war and become part of it.
The hon. Lady is absolutely right, and she makes a powerful point. The UNICEF report has evidence that the Houthis in particular are purchasing young people from foreign countries and bringing them into Yemen to fight as child soldiers.
Again, I thank the hon. Gentleman, who makes his point eloquently. I hope that he will speak later in the debate and elaborate on it.
Debates such as this help to raise awareness, including in this Chamber on a number of occasions over the past year to 18 months. They also help to raise awareness beyond the Chamber, including among our constituents and the media. I fear that it is often overshadowed, understandably, by other events in the middle east region. Of course, by that I am referring to Syria; and yet, according to Save the Children, Yemen is the country with the largest number of people in need of humanitarian assistance. Conflict drives food emergencies, and it is clearly impacting on the broader humanitarian crisis in Yemen. Such conflict also makes it extremely difficult for DFID, NGOs and other aid agencies to deliver aid safely and effectively. That is why safe humanitarian corridors are absolutely vital, and we must continue to press for them.
At this point in my speech, it would be fair for me to recognise the tremendous work and commitment of DFID staff and the work that they do in delivering UK aid to those who need it in Yemen, with more than £100 million in aid being delivered through schemes such as the Social Fund for Development, the Yemen humanitarian resilience programme, the programme to address malnutrition in Yemen and protection support through the UNHCR. The UK is one of the leading donors to Yemen; in fact, it is the fourth largest. Surely this is a good indication of the good work that our 0.7% commitment on international development can do, and how that aid goes out to help some of the world’s poorest and those most in need. We must continue to use our leadership role to influence other donors as much as possible to encourage them to step up to the plate.
That brings me to the wider point of seeking a political settlement and a cessation of hostilities. The UK has strong relationships in the region, and I urge us to continue to use our influence there to help to bring about the lasting peace settlement for people in Yemen that we are all desperately searching for. Today we have debated the security situation, and we know from what we have heard and seen that this is a brutal conflict. We should recognise that the allegations about violations of international humanitarian law are exactly that—allegations. They must be investigated, but surely we must not let that overshadow the real answer to the crisis, which is a ceasefire, peace and long-lasting stability, not just in Yemen but in the region. In bringing that about, we should make sure that we avoid creating a vacuum that could be filled by those whom we would not wish to enter it.

Amnesty found a partially exploded UK-manufactured BL755 cluster bomb munition—we discussed this in an urgent question—that had been used by the Saudi-led coalition forces. BL755 cluster munitions are known only to be in the existing stockpiles of Saudi Arabia and the United Arab Emirates, and are specifically designed for use by UK-supplied Tornado aircraft.

I just want to finish my point about the report.
Cluster bombs are an illegal weapon banned under international law since 2008, and the UK is a state party to the 2008 convention on cluster munitions.
So what does this mean for the UK? A legal opinion prepared by Matrix Chambers in December last year detailed how UK arms transfers to Saudi Arabia constitute a clear violation of our national, regional and international arms transfer obligations.
Does the hon. Lady accept that the final delivery of BL755 cluster munitions to Saudi Arabia was in 1989—almost 30 years ago?

I thank the hon. Lady for that point, which was made during the urgent question. There is absolutely no definitive position on this, nor can any guarantee be given that these weapons are not being used. The question has been asked on a number of occasions.
My hon. Friend is absolutely right. It is clear that negotiations and a peace process are needed, that we need a lasting ceasefire and that humanitarian work and civilian protection must be prioritised. The International Development Committee started with the view that this was a humanitarian crisis, but as we took evidence it became clear that we simply could not divorce the humanitarian position from the alleged violations of international humanitarian law by both sides. In turn, we could not divorce that position from the fact that we are arming one of those sides.
There are widespread reports of violations of international humanitarian law. The UN documented 119 abuses, and Amnesty International and Human Rights Watch have documented substantial numbers more. The Government, however, have been rather dismissive of the evidence from such organisations. Saferworld told the Committee:
“In other contexts, the Government will cite their reports. Human Rights Watch and Amnesty will be cited in Syria; they have been cited in Libya and Sudan in support of the Government position. Here, they are referred to as not good enough to be considered evidence compared with a reassurance from the Saudis, one of the belligerents to the conflict, that there are no violations of international humanitarian law.”
I welcome the fact that at the recent UN Human Rights Council the UK position did shift and we signed up to an EU common position that enabled there to be a greater independent element in the investigation of abuses, but I support what this motion says, which is that there should be a fully independent UN-led investigation into abuses by both sides. My Committee reached agreement that in the meantime we should suspend arms sales to Saudi Arabia. The scale of arms sales—
I serve on the International Development Committee and, as one of its members, I think it is fair to say that we said the matter of arms sales should go before the Committees on Arms Export Controls; we did not say to suspend sales at that stage.
The hon. Lady is an excellent member of the Committee and she is right that in our earlier report we did indeed say that, but in the later report in September, after the CAEC discussions, we then agreed a report, jointly with the then Select Committee on Business, Innovation and Skills, that advocated a suspension of arms sales while the independent investigation was undertaken.
I wish to finish on the following point—the clock seems to be being rather generous to me and I thank it for that.
It is a pleasure to follow some very learned speakers, including my hon. Friend the Member for Reigate (Crispin Blunt), the right hon. Member for Leicester East (Keith Vaz) and, of course, my hon. Friend the Member for Aldershot (Sir Gerald Howarth). Today’s debate comes after a recent Adjournment debate in this Chamber about humanitarian aid to Yemen and a number of other debates, including a Backbench Business Committee debate and a Westminster Hall debate, and after the report by the International Development Committee, of which I am a member.
All of this highlights the seriousness and complexity of the situation, but it also raises awareness of what is often described as the “forgotten war”. It is worth remembering that the conflict in Yemen has its roots in the failure of a transitional process that it was hoped would bring stability to the country. Following the uprising in 2011, that has, sadly, not been the case and now, despite nearly two years of conflict, neither side appears close to a decisive victory. The UN estimates that more than 4,000 civilians have been killed, with more than 7,000 injured, that 3.1 million Yemenis are internally displaced and that 14 million people are suffering from food insecurity. But this humanitarian crisis was going on before the current situation began. So in calling for humanitarian relief, we should recognise the tremendous work done by the Department for International Development in Yemen, as well as that of all the non-governmental organisations. This is a country in which the challenges of getting aid to those who need it most is great. Whenever and wherever UK aid is sent, the importance of an unimpeded passage cannot be underestimated, not just for those in need, but for the safety of those NGOs and DFID staff who work in-country.
On 21 September, the Secretary of State announced an additional £37 million of aid to support Yemen, which brings the UK’s total humanitarian funding for the crisis to £100 million this year. DFID and the UK Government should be commended for that. The UK is now the fourth largest donor, which shows that it certainly has stepped up to the plate. However, the aim above all must be to seek a political settlement and a cessation of hostilities. The Government must use their leadership role and influence as much as possible and remain fully involved in diplomatic efforts to bring about peace. The UK’s strong relationships with a number of important players in the region is vital. Our influence in the middle east must put us in a unique position to help bring about the lasting peace settlement that we all so desperately want.
There is no doubt in my mind that the security situation in Yemen is serious. This conflict is brutal. The UN has reminded all parties that they have a duty of care in the conduct of military operations to protect civilians. Yes, concerns and questions remain, particularly around the airstrike that hit a funeral hall in Sana’a on 8 October. It is for the Saudis to investigate and report back in the first instance. We must remember and recognise that, at the UN Human Rights Council in September, the UK supported a strong resolution, which included a commitment to increase the number of international human rights experts in the Yemen office of the UN High Commissioner of Human Rights.
Surely a political solution and an immediate, unconditional ceasefire between Houthi rebels and Government forces must be the way forward—a way forward in the pursuit of a long-term solution to this conflict. As the embassy of the Republic of Yemen has pointed out, this conflict did not begin with the arrival of the Saudi-led coalition in March 2015. It began much earlier.
There is much more that I would like to say, but I appreciate that I am short of time. Let me end by saying that I will not support the Opposition motion, but I will support the Government’s amendment, because it is the right and proper thing to do.
