My hon. Friend is absolutely right that one of the key issues that we have to address is what they call “victim attrition”, which is a slightly depersonalised, desensitised phrase for victims not feeling that they are going to get justice and giving up along the way. I was very pleased that the Government announced a massive increase in the amount of money being given to create the posts of independent sexual violence advisers and domestic abuse advisers, who will help to support victims through the criminal justice system to make sure that they get to court in good shape and able to give the evidence that they wish to give. There will be more about this issue in the review and I hope that, when it comes, he will welcome it.
Despite the reasoning, the long delay in publishing the Government’s review of rape cases is emblematic of the chronic delays throughout the criminal justice system that are denying survivors justice and allowing rapists to walk free. The results of the analysis initiated by my hon. Friend the Member for Bath (Wera Hobhouse) are shocking. As a former sexual offences trained police officer, I think that what these statistics make clear is that police and prosecutors need more resources and training to bring perpetrators to justice, whether that means supporting survivors, handling investigations sensitively, analysing digital evidence or countering damaging stereotypes. The Minister talked in his response about this being part of ongoing work, so what are the Government doing now to deliver?
I agree with the hon. Lady about resources and training. The development of expertise, which she obviously had in her career, is a key part of the Crown Prosecution Service and National Police Chiefs’ Council joint national action plan. We see better results from specialist teams, and often those structural issues that allow police officers to stay in post for longer, and develop an expertise in what my hon. Friend will know is a difficult and sensitive area of investigation, are critical. We must also ensure that the CPS is able to develop that specialism, and that will be a critical part of the joint national action plan.

I thank the hon. Lady for bringing forward the very human aspect of this. I know that we are talking about a report and a review process, but at the heart of this has been the family. In fairness, if one looks at the written ministerial statement issued by the then Home Secretary when the review was announced, one sees that it was made clear that the family must be at the heart of the process. The review has taken eight years, and as my right hon. Friend the Member for Bromsgrove (Sajid Javid), the previous Home Secretary, set out to the hon. Lady, we could not—would not—interfere with the conduct of that review. That is why, in a way, we are in the position we are in. The panel has its report; it has, we have been told, now finalised the report; under the terms, we will receive the report and then publish it. The only caveat is in relation to national security considerations—for which, in fairness, the Home Secretary has responsibility in a whole host of regards. However, that is the only caveat, so the report will be published. We look forward to receiving it from the panel, and I hope it will give answers to the hon. Lady’s constituent and to others.
It is well established that there were significant failings and delays in investigating both the murder of Daniel Morgan and the subsequent claims of corruption and malpractice. As others have said, this is clearly damaging to the family of Daniel Morgan and also others involved in investigations. They include one of my constituents, who has raised serious allegations about the Metropolitan police’s conduct, about which I have written to the Secretary of State on more than one occasion, and to which, frankly, I have received not hugely helpful responses. Now it seems that the Home Office is willing to delay justice and further erode trust in the police service by preventing the truth of these failings from becoming public. Looking forward, will the Minister explain exactly what action she will commit to on behalf of the Home Office to ensure that future investigations are carried out independently, rigorously and timeously, in order to prevent further injustice?
I imagine the chair of the panel will say that her review has been conducted independently, rigorously and timeously. The Home Secretary cannot publish a report until she receives it, and that is the situation we are in. We all want answers. These are incredibly important issues that have been raised during the course of the review. A great deal of time has elapsed since the horrific murder of Mr Morgan, and the report I hope will answer some of the questions that have been posed in relation to that.

Commons ChamberLike so many others, I was shocked and appalled by the events on Clapham common on Saturday night. It is an outrage that a peaceful vigil in memory of Sarah Everard was shut down because the Met determined not to engage with organisers to ensure that the vigil could pass off safely. It is very difficult to see how the Met could have got it more wrong, and I say that, as many in this House will know, as a former police officer. The leadership have let down rank and file officers and, despite what those on the Government Benches might say, it is right that Cressida Dick should consider her position.
However, there has also been a failure of Government. For the past year, the Government have sustained legislation which prevents people from exercising their fundamental right to protest. That is why my Liberal Democrat colleagues and I will vote against the renewal of the Coronavirus Act 2020 when it comes back before the House, just as we did in September. Our rights matter and the right to protest matters, too. This is a Bill which, just when we should be considering how we dismantle restrictions on the right to protest in the name of public health, instead doubles down on them. The Home Secretary had strong words about the scenes on Saturday, but the reality is that this hastily pulled together legislation will make such scenes more common. The challenge to some of those on the Government Benches who have claimed to be acting in the name of liberty over the last few months is this: will you oppose the Bill, or does liberty only matter to you when it is your liberty and not the liberty of those you disagree with?
Moving on, I want to use my brief time to speak to part 1 of the Bill and its measures concerning the police service. Enshrining the duty of the Home Secretary to produce a police covenant report in law is a very important step for police officers around the country. It is about recognising the realities of policing and the impact it can have on those who undertake those duties. As someone who comes from a policing family, I have seen that first-hand. My father, husband and I were all assaulted in the course of our duties. This year’s Armed Forces Bill legislates for a duty for public bodies to have due regard to the principles of that covenant. That is not something that this Bill is introducing for the police covenant and I would be grateful for further clarification on whether the Government might look to do similar in relation to the covenant in future.
There are other positive steps in the Bill, such as legislating to allow special constables to join the Police Federation. The work of special constables is vital, both as volunteers and in giving back to local communities. In carrying out frontline duties, they face the same dangers and experiences that appointed police officers face. I also support the introduction of road traffic fixed penalty notices in Scotland, as it is good to have UK-wide alignment.
Finally, I turn to the Government’s proposal to double the maximum sentence for assaulting emergency workers. Is an increased penalty for that actually going to reduce assaults on the police? Is somebody in the heat of the moment going to think, “I’m going to get two years for this, as opposed to 12 months?” I doubt that it will. Instead, I worry that there is a risk of getting into a competition, whereby assaulting someone in a particular role means a higher penalty. The fundamental aspect is policing by consent. If we create the right community culture, it should not matter what the penalty is, because the incidence of such crimes should reduce regardless. Our policies on crimes should not be dictated by what plays well to the gallery—they should be evidence-based.

My hon. Friend is, rightly, a strong advocate for his constituency and this important sector in his constituency. There have been certain limited and restricted exemptions, but I repeat that if he bears with us on this and has patience, he will find that announcements will come in due course. He is, however, right to highlight his constituency interest.
As is the case in relation to any covid restriction, what businesses, operators and the public want and need is clarity, certainty and notice. So if the Government are going down the route of border closures, and I note what the Secretary of State has said already, will she provide an indication as to how long any restrictions are likely to last and provide reassurance that the Government will give support if this means no 2021 season for inbound tourism operators and their supply chains?
It is important at this stage to reflect upon the amount of support that the Government have put in to businesses throughout this pandemic. Of course the hon. Lady is right on certainty for businesses and others with regard to coronavirus restrictions. Nothing has changed on that, and of course we will work with all sectors, as we have done throughout this pandemic, when it comes to not only support, but giving them information up front.

Commons ChamberI will do my best, Madam Deputy Speaker. I am delighted to hear that the courts in Liverpool are functioning so well. The listing of cases is a matter for the judiciary, but I know that judges are mindful of the points that my hon. Friend raises, and where there are serious and sensitive cases, judges do prioritise those in listing.
I thank all those working in the justice system across the UK. As a former police officer with family who serve, I know the enormous efforts being made to keep the systems functioning. We clearly need more Nightingale courts and proper long-term investment to increase capacity. Can the Minister assure me, however, that the Government will not respond to this backlog by doing anything to either weaken or undermine the fundamental right to trial by jury?
I thank the hon. Lady’s family for their service in the police force. We are, as a nation, grateful for everything they do on the frontline. It is not our intention to undermine those fundamental principles of justice, and even though we are in difficult circumstances, we have not cut corners with those fundamental rights to justice, nor do we plan to.

Commons ChamberAs I said earlier, I am in constant contact, as are my officials, with people who work in the domestic abuse sector and provide refuges. The Ministry of Housing, Communities and Local Government has provided advance funding ahead of the duty under the Domestic Abuse Bill coming into force—we hope, in April or May. We very much want to keep building this capability so that people have access to the services that the hon. Member set out.
Research by Women’s Aid has found that covid-19 restrictions and associated socioeconomic strains make leaving abusive relationships more difficult. Its data also indicates that separations are being delayed until digital restrictions are eased, rather than cancelled. Although the funding and support announced today is welcome, given that separation is a known trigger for domestic abuse escalation, what are the Government planning to put in place to anticipate this likely surge in demand?
We have been working closely with domestic abuse charities throughout the pandemic to ensure that when a surge happens—as is sadly predicted—the services are there to be able to deal with it. That is why we have committed the extra funding that I outlined earlier in the statement. We are very much looking to the future through the Domestic Abuse Bill and the continued duty on tier 1 local authorities to help people into safe accommodation.

Commons ChamberPolicing and supporting our police officers are both enormously important to me. I have worked with police officers throughout my political career, especially during my 12 years in local government, and every single police officer who serves has my absolute and total respect and thanks for all that they do to keep us safe, often putting themselves in dangerous situations to do so.
I also speak as someone who grew up with policing. My father served for 31 years. As I reflected on the subject of tonight’s debate, it struck me how policing changed so much throughout his career and continues to do so to this day. When he joined the Birmingham City police in 1970, he was issued with the usual tunic and a truncheon and sent out on patrol. By the time he retired from the Metropolitan police in 2001, stab vests had already become the norm and ASPs had replaced truncheons. As I joined officers in Aylesbury Vale a few Fridays ago to see first hand their day-to-day operations, it struck me how it had become necessary for so many to carry a taser.
The inspiration for this Adjournment debate came from my constituent Sam Smith—for the record, he is not a relative—who came to my surgery with a number of very well researched points about mental health support in policing, which I shall put to the House and my hon. Friend the Minister in the hope that they will be addressed.
To set the scene, my constituent is an ex-police officer who served for three years on the frontline. Unfortunately he had to leave service a year ago because of struggles with his mental health caused by the trauma experienced in policing. He reports that throughout his short policing career very little support was offered for his mental health and he points to a strong stigma around mental wellbeing in general. It came as a surprise to him when he found out from a survey of nearly 17,000 serving officers and operational staff last autumn—conducted by the University of Cambridge and funded by the charity Police Care UK, and entitled “The Job & The Life”—that 90% of police workers had been exposed to trauma, and almost one in five suffers with a form of post-traumatic stress disorder or complex post-traumatic stress disorder. Those who work in law enforcement are almost five times more likely to develop PTSD than the general UK population.
To give a flavour of what our police officers face on a daily basis, the British Transport police were in touch with me this week. The nature of BTP’s work means that their officers regularly deal with the most traumatic of incidents. For example, tragically about 300 people take their own lives on the railway each year and British Transport police officers attend and manage all of those incidents. Some 40% of BTP staff are impacted by one of these incidents every year and over 1,000 staff are impacted by two or more.
Going back to the survey, among the 80% without clinical levels of post-traumatic stress disorder, half reported overall fatigue, anxiety and trouble sleeping. It is concerning that this information is not regularly provided to officers during their initial training, so that they can be aware of the dangers of the job for their mental health. If someone tried to join the police while suffering from PTSD it is unlikely they would be considered medically fit, so it is worrying that we are allowing so many officers to struggle with their mental health and go through trauma while being responsible for the safety of members of the public. Another sad statistic from the Office for National Statistics data is that approximately one officer every two weeks is taking their own life. The true number and risk is hard to quantify, as not all police forces in the UK are separately recording this data.
After experiencing the inadequate support currently available for officer mental health, my constituent decided to start a campaign for change. Through his experiences he felt that there was a lack of prevention and support for resilience to help avoid mental health issues and he believes that his force at the time concentrated on aftercare, which he informs me is poorly advertised and rarely used. Officers’ experiences are unique to the force they are serving in, so the level of care that officers receive comes down to individual forces. That position is backed up by Gill Scott-Moore, the chief executive of Police Care UK, who said:
“There is no comprehensive strategy to tackle the issue of mental health in policing, and that has to change.”
Indeed, there is no Government mandate or minimum standard for forces’ management of trauma exposure or mental health, and no requirement for anything to improve. This has led to a mix of positive and negative experiences for officers struggling with mental health.
I apologise for missing the start of this very important debate. As a former police officer myself, I am aware of this issue and the additional burden that police officers face in supporting people who also have their own mental health challenges. One constituent contacted me to say that they had tried to take their own life but had been stopped by police officers. The officers said that they wished they could do more, but that they were not trained in mental health. Indeed, today Deputy Chief Constable Will Kerr, at a Scottish Police Authority board meeting, said that the
“level of demand has outstripped capacity”
and Police Scotland’s
“professional ability to deal with”
those with mental health issues. The hon. Gentleman is talking so compassionately about the experience of police officers. Does he agree that we need to make sure that police officers have mental health support to give to other people?
I thank the hon. Lady for her intervention. I agree with her, particularly on her point about training. I will come on to that later on in my speech.
My constituent found in his research that, although it is a near costless process, not all forces are recording tragic police suicides separately, so they cannot feed in to the work we must do to prevent those suicides taking place. The research by the charity Police Care UK and the University of Cambridge into police trauma and mental health made headline news in May last year. The research highlights areas in which police officers are not given adequate opportunity to look after their own mental health or that of others. For example, 93% of officers who reported a psychological issue as a result of work said that they would still go to work as usual, and 73% of those with possible or probable PTSD have not been diagnosed and may not even know that they have it. This represents a huge human cost to police officers’ wellbeing, and the implications for performance and public safety do not bear thinking about. With figures like these, I put it to my hon. Friend the Minister that change is required.
For a long time now, mental health has come second to physical health. The statistics show that mental illness is as dangerous to a police officer’s health as physical injury, and we therefore need to give mental health the same attention that physical health has received for so many years. The College of Policing is working on creating a national curriculum for police safety training. This is the training that focuses on the physical side of policing. Police safety training was reviewed after the tragic death of PC Harper last year, and it was unanimously agreed by all chief constables that the training should be consistent across forces, as there were major discrepancies in the quality of training across the board. I put it to the House that mental health and trauma resilience should feature as a key component to that officer safety training.
By creating a new, pragmatic, national approach, the Home Office could guarantee that every force would meet the agreed and expected standard to best protect our officers. Initiatives such as the national wellbeing service are very welcome. However, Police Care UK’s research with the University of Cambridge illustrates that there is an over-reliance on generic NHS services. As long as police officers and staff are on NHS waiting lists, the existing national approach can hope to have only limited success. Challenges such as these have already been recognised by the NHS, which has set up its own specialist service to support the mental health of its doctors through practitioner health programmes. There needs to be an equivalent for our police.
My constituent’s campaign therefore proposes that the same is needed for mental health in the police force, and that a 360° approach to mental health needs to be adopted. This would include prevention through education, maintained resiliency and aftercare, so that no matter what stage someone was at in their policing career, they would be better protected from the overwhelmingly high chances of being a victim. In particular, mental health prevention and education on officers’ personal welfare are widely missed, and training currently focuses only on dealing with mental health in the community. The fully encompassing approach should also increase awareness of the existing aftercare support that is currently being underused.
This consistent and fair approach would also help to break the long-standing stigma around mental health in policing. The benefits of this would go far beyond protecting those who serve; it would mean that police officers were able to carry out their duty more safely and be at less risk from finding themselves in situations where they were being investigated, for example, for misconduct. It would reduce long-term sickness and better retain experienced police officers who would otherwise have their careers cut short. While this is not about money, the long-term financial savings would outweigh the short-term spending required to implement the new approach.
The fear is that, without Government intervention and guidance, the 43 individual forces will continue to go off in different directions, and someone’s mental wellbeing should not be put down to the luck of which police force they are located in. We are showing a lack of equality not only in the way we view mental health but across the wider policing family. The police covenant offers the perfect opportunity for my hon. Friend the Minister to listen to these concerns and to instigate simple, specific and vital changes to managing police mental health across the UK, such as monitoring PTSD prevalence and suicide rates. Providing the police with a full support network for both physical and mental health is the very least we can do.
It is clear that no force would send an officer to a stabbing without a stab-proof vest, so why do we as a country continue to send them into repeated trauma without the knowledge of how to safely manage their own mental health? Unlike physical health, mental health is too often invisible, but it is there and we cannot ignore it. Mental illness affects not just the person suffering; it can destroy entire families and cause great heartache for years to come. The question for my hon. Friend is this: will she support and help implement a change nationally to provide equal standards of mental health welfare, training, support and access to therapy for every officer that serves for Queen and country no matter what force they are in?
Crucially, any initiatives introduced need to make provision for addressing the backlog of cases that need support. Police Care UK has seen a fivefold increase in demand for therapy over the past 12 months alone. Will my hon. Friend the Minister back this campaign? Will she make it mandatory that all police forces in the United Kingdom show consistency and record those PTSD prevalence rates and those sad tragic suicides? As Dr Jessica Miller of the University of Cambridge says:
“A stiff upper lip attitude will not work in contemporary policing. Without decent interventions and monitoring for trauma impact and a national conversation involving the Home Office and the Department of Health, the alarming levels of PTSD our study has uncovered will stay the same.”
Every single day, police officers across the country face risks—dangerous risks—defending our communities. I was proud to stand on a manifesto that committed to backing our police by equipping officers with the powers and tools that they need to protect us, including Tasers and body cameras. It is now time that we increased steps to look after their mental health, too.
I congratulate my hon. Friend the Member for Buckingham (Greg Smith) on securing this debate on this important subject, but may I go further than that and thank him for bringing his experiences as the proud son of a police officer into the Chamber and indeed thank his father for his 31 years of public service? Those experiences and that service will help, I am sure, to influence and inform the debates that we will have in the future on the vital topic of police safety and wellbeing, particularly with the police covenant galloping towards us, more of which I will speak about in a moment.
I also thank my hon. Friend’s constituent, Sam Smith, who has had the courage to be frank about his personal circumstances and has used those experiences to inform a body of work that he has been able to take to my hon. Friend, and I sincerely thank my hon. Friend for taking this opportunity to put them before the House.
Our brave police officers do an extraordinary job in the most difficult circumstances, keeping us safe day in, day out. The job of a police officer can be very, very tough. Many of them face more danger in a single day than we may see in months, years or indeed a lifetime. We have only to look at the tragic deaths of Thames Valley officer PC Andrew Harper, and Sergeant Matt Ratana of the Met, as examples of where officers have made the ultimate sacrifice. Their extraordinary bravery will not be forgotten.
Our police continue to serve our country courageously. Their commitment to protecting and supporting their communities has shone through in the role that they have played in the response to the pandemic. Across the policing family, those who go to work to keep the country safe are truly the best of us. It is therefore absolutely right that we ensure that they are supported every step of the way.
Of course the work of the police involves dealing with traumatic incidents and helping some of the most vulnerable people in our society. This is not a job that they can leave at the office. Indeed, I would not call it a job; I would call it a vocation. The pressures of the role can leave their mark on a person’s personal and family life as well. As I say, I very much bear in mind the family experiences of a serving officer as well. I know from my portfolio about the effect of working on, for example, a case involving the sexual exploitation and abuse of children; or the impact on an officer arriving at the scene of a domestic homicide; or even, as we have seen in recent weeks, the impact on an officer arriving at a terrorist incident and having to run towards that danger, not knowing what they may face. Those are extraordinary experiences, which leave terrible marks on police officers who have to deal with them.
It is absolutely right that we ensure that the mental health and wellbeing of our police is a priority, which is why this Government have invested £7.5 million in a new national police wellbeing service. The service is available to every officer in England and Wales; policing is devolved in Scotland and Northern Ireland, so they are responsible for their arrangements. The service was built up following two years of development and piloting, and was launched in April 2019. It provides evidence-based guidance, advice, tools and resources that can be accessed by forces, and individual officers and staff. There is an emphasis on prevention and on identifying mental health issues early so that officers and staff can get help before a problem takes hold.
The service offers a wide range of support and guidance, including an outreach service of bespoke wellbeing vans that are being deployed to police stations, providing physical, psychological and financial health checks for officers and staff. It also includes psychological risk management to clarify potential problems and identify suitable interventions such as counselling, further referral, or, in some cases, signposting to information, advice or training. There is also trauma and post-incident management to help officers and staff who have dealt with traumatic incidents, considering how individual officers and people may respond differently.
As a police officer, I remember paying my monthly subs to the national police treatment centre in Auchterarder and the one in Harrogate as well. I would be interested to know the Minister’s thoughts on the work of those centres, and how they complement the covenant that she is describing.
I am about to come to the covenant, but I am just setting out the wellbeing service. It has been created very much with the police to ensure that we address the issues that they face, but we do not for a moment pretend that we have completed the job. We are conscious that this is a journey of progress and we want to do more. In summary, the service is designed to ensure that support is available for police before, during and after a traumatic incident, but we want to go even further to ensure that our police get the support and protection they need. A crucial strand of that is the police covenant, which my hon. Friend the Member for Buckingham has mentioned. We are working at pace to introduce the covenant in legislation, and are committed to ensuring that it has a meaningful impact on those working within or retired from policing roles, whether paid or as a volunteer.
The covenant marks an important moment for the country to recognise the policing family’s huge contribution to our society. We expect to establish a robust governance structure in the coming months to drive progress, and policing partners have already been involved in these discussions. The covenant will be enshrined in law, and the Home Secretary will have a duty to report annually on progress. This legislation will be introduced in Parliament later this Session. Our focus will be on health and wellbeing, physical protection and support for families, and we are in no doubt that we must focus on mental health support, building on the work already done by the national police wellbeing service.
To support that, we must all ensure that occupational health standards are embedded consistently within forces, which is a point that my hon. Friend the Member for Buckingham has made. The national police wellbeing service has been working hard to drive that, but we have to make sure that forces have the right people, who make the right investments and ensure the highest quality standards in this area, and we intend for that to be a key priority under the remit of the police covenant. All of that work provides a great opportunity for us to make a difference to the lives of those working in policing and their families, and we will continue to work closely with policing partners to ensure that the change makes a real difference to police officers and families.
As I have said, our police make enormous sacrifices to protect us in hugely challenging circumstances, and they deserve our respect and our support, so it is utterly shameful to see that some individuals think it is acceptable to attack them. That can not only cause physical injuries, but serious psychological impacts. We have been completely clear that we will not stand for the police enduring violence and abuse while doing their critical work.
We are pleased to see that the review into officer and staff safety conducted by the National Police Chiefs’ Council has included as one of its recommendations that chief constables should implement the seven-point plan developed by Hampshire constabulary. It sets out what officers and staff should expect from their force if they have been a victim of an assault. It is vital that, should these awful incidents happen, police officers and staff are provided with the right care to help prevent a lasting impact on their health and wellbeing. We are also clear that those convicted of such assaults should face the full force of law, which is why we have announced our intention to legislate to double the maximum penalty for assaults on emergency workers from 12 months to two years. We will continue to work with the Ministry of Justice to ensure that assaults on police officers and firefighters are handled with appropriate severity across the criminal justice system.
In conclusion, our police are among the most selfless and courageous members of our society. They run towards danger to protect the public. They put their lives on the line every day. They perform their duties with skill and professionalism, all in the name of keeping our communities safe. In recognition of all that they do, it is our responsibility to make sure they get every possible support, and I hope I have been able to demonstrate to my hon. Friend and to colleagues across the House how seriously the Government take our responsibility to support our police, and the steps that we intend to take to do even more.

Commons ChamberI speak in support of new clause 38, tabled by my hon. Friend the Member for Edinburgh West (Christine Jardine), and new clause 36, tabled by the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East (Stuart C. McDonald), both of which I have signed.
The largest employer in my constituency is the University of St Andrews. I visited there back in February as part of the Royal Society’s parliamentary pairing scheme. I enjoyed seeing the amazing work that is being undertaken by researchers from across the EU and beyond and supported by EU funding. Their status and the funding that supports their ground-breaking work are both at risk. As of May 2020, more than 9,000 EU nationals in Fife have applied for settled status, yet nearly 4,000 are either still waiting for a final decision or have only been granted pre-settled status. I am not convinced that the Home Office will be properly able to manage the settled status applications of my constituents and the 3 million other EU citizens living in this country. Providing no certainty is no way to treat them. A British Futures report estimates that the difficulties in navigating the application system and the lack of awareness of the process will result in 175,000 EU citizens living in the UK with an insecure immigration status or no status at all. We risk the denial of legal rights of jobs, homes and medical care to EU nationals who are entitled to them but cannot prove it, and that is not right. That is why I speak in favour of new clause 38, which would ensure that all EU citizens have settled status and require the Government to make available physical proof of that status.
A particular concern has been raised with me by constituents relating to comprehensive sickness insurance and I thank Fife4europe for its representations to me in this regard. CSI was not a requirement for settled status until Government policy appeared to change on 15 May this year. EU citizens who are students or classed as self-sufficient do now need it. That is unjust. There was no CSI requirement for a number of years, and many of my constituents who are EU citizens are understandably concerned. There are some urgent questions for the Government to answer. Why has the requirement been introduced at this time? What are the reasons for it? What steps are the Secretary of State and the Minister taking to ensure that EU nationals are aware of this new requirement? Will it be applied retrospectively? What does it mean for applications currently being considered? I ask the Minister to provide clarity on this issue.
There has been little communication, zero justification and the cloud of uncertainty over EU citizens is growing. My constituents are concerned that the retrospective application of the CSI requirement could be used to prevent people from attaining settled status and prevent those who do have settled status from gaining citizenship. The fact that EU citizens in my constituency are worried about this indicates the total lack of trust and communication between the Government and these individuals, who have been left frustrated and concerned by intolerable delays. Therefore, I urge Members to support new clause 36 in the name of the hon. Member for Cumbernauld, Kilsyth and Kirkintilloch East, which would ensure that not having CSI could not be used to disqualify an EU citizen with settled status from citizenship
Finally, I would like briefly to address the role for workers in our agricultural sector. I welcome new clause 37, tabled by the Leader of the Opposition, which would require the Government to publish data on where skill shortages are in our economy. If we do not have the data, we will not be able properly to assess our agricultural needs. Farms in my constituency have access to the seasonal workers pilot scheme, but it is clear that we need a lot more people to be able to come here to work under the scheme. The figure of 10,000 was almost plucked from thin air. It was clearly never going to be sufficient.
Obviously there are challenges this year in relation to covid, but farmers are being told that they need almost to go back in time in how they harvest their crops, and that is simply not sustainable. I commend the local workers who are working on our farms—some during furlough—but we should note that fruit picking is no longer some part-time hobby occupation. These are operations with multiple complex supply chains that cannot operate on a hand-to-mouth basis while waiting to hear what crumbs the Government are going to provide to augment the workforce. I must also mention that many of the workers who come from abroad also train other people. The Government simply have to do more in this regard.
I was delighted to sit on the Bill Committee with my hon. Friends the Members for Bishop Auckland (Dehenna Davison) and for Birmingham, Northfield (Gary Sambrook), who have spoken in this debate. It is always interesting to get that extra Birmingham-west midlands angle, particularly in relation to the previous comments by the right hon. Member for Birmingham, Hodge Hill (Liam Byrne) about the hostile environment.
As my hon. Friend the Member for Meriden (Saqib Bhatti)—another west midlands Member—said, this Bill paves the way for a new system that values people on what they can contribute to the UK, rather than where they are from. That is the fundamental underpinning of what we are doing today. I associate myself with the comments made by my hon. Friend the Member for Bracknell (James Sunderland), who said that those who have served our country deserve to be treated with dignity and respect for the contribution that they have made. I hope that the Government will continue to look at ways in which those who have served this country, either in the military or in other forms of public service, can be sped through the immigration system to make it easier for them. Overall, there is no doubt that immigration has made a massive contribution to the United Kingdom, whether that is through many of my constituents who came over decades ago from the Republic of Ireland, or the people who came to the other parts of the UK from the Commonwealth and across the world more widely.
Let me turn to the amendments. I share some of the concerns raised by my hon. Friends the Member for East Worthing and Shoreham (Tim Loughton) and for North East Bedfordshire (Richard Fuller), and my right hon. Friend the Member for Haltemprice and Howden (Mr Davis), who made some really strong arguments. However, I worked with the Minister in Committee and know that he is working hard to ensure that as many concerns as possible are addressed. I hope to hear more about that in his winding-up speech.
On new clause 7, it was good to hear the hon. Member for Sheffield Central (Paul Blomfield) mention that new options for detention are being looked at, including perhaps in a community setting. If such measures save money and deal with situations more efficiently, they are exactly the sort of things we need to be looking at.
I also share the concerns raised through new clause 12, as this is an issue that is particularly dangerous; we need to ensure protections for those from the Republic of Ireland who have been here for very many years, and with whom we have a different and historical relationship. We should not be splitting up that relationship through this legislation or treating those people as we would other people from across the world. The EU settlement scheme has been a great success. I urge the Government, as I do my constituents, to do everything possible to ensure that people who can settle here are settled here. It might be time for a big Government communications programme to the public on that point.
My hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie) said that the system will be better and fairer. I really do hope that that is the case. It is particularly important for my constituents—whether from Weardale, Consett, Crook or Willington—that they see the system that we promised at the election coming forwards: a system that values everybody equally. This Bill really honours that commitment. It honours not only the referendum but the result of the last general election, which delivered a majority for the Conservative party not seen for 30 years, and in which seats like mine finally woke up to the fact that the Labour party was not listening to them any more on issues like this.
The Bill will therefore have my support today, but I hope that the Minister will be able to address some of the issues raised by hon. Members from across the House.

Commons ChamberMy hon. Friend makes important points. He is right that these individuals do not represent any community or community group.
In January this year, the Government said that they would follow through in conducting a review of their Prevent strategy. However, six months on, there is still no chair for the review committee. Although I understand that the deadline for applications was extended due to covid—the applications close today—the progress of this review must be a priority. Will the Secretary of State update the House on when the Government expect to appoint a reviewer and when they plan to conclude the review, given that the expectation was that the committee would report in August?
I will do so in due course. The hon. Lady is absolutely right that the deadline has been extended—today is the closing date—so the information will be shared in due course.

Commons ChamberI hear everybody’s comments, and I am very conscious of this, as are my right hon. Friend the Transport Secretary and the whole of the Government. The fact of the matter is that we all want to be reunited with friends and loved ones as soon as possible, but we have to do this in a safe and responsible way, and that is what this Government are committed to achieving.
Reports suggest that SAGE was not asked for updated advice before this announcement was made. May I ask the Secretary of State what the estimate is of the likely numbers in the outlined exemption categories to her policy? What is the scientific assessment of potential transmission from these groups?
I refer the hon. Lady to my statement earlier. We have based this on scientific advice not just within the Home Office but across other Government Departments. As I said in my statement, that information in due course will be provided in the normal way, but it is important to reflect on and recognise why these measures are coming into place, which is to protect the health and wellbeing of the British public.
