Commons ChamberThe Electoral Commission has produced guidance that the different organisations have to work within, and it will investigate any issues that are believed to have arisen. It clearly has an important role. The Government are not in a position to set out in legislation each and every possible type of campaign that the commission might have to account for. That is why it produces guidance and why—we will support it in this—it will sit down with campaigning organisations to ensure that that guidance is available for them so that they can work effectively.
I recognise that some progress has been made on the precise wording of the clause, but there remains a huge amount of uncertainty among the charities and, indeed, the Electoral Commission as to how this will work. Does the Minister recognise that that makes it very difficult for people not only to understand it but to support it?
I do. It would be foolish of me to say that some charities are not concerned about this issue. Clearly they are, and the NCVO and others have expressed their concerns. Our role is to restate as many times as is required that, as my hon. Friend will know, charities overwhelmingly do not campaign for the electoral success of a party or candidate and therefore are not caught by our proposals. We can restate that in as much contact with charities as possible. Of course, as I think she would agree, other organisations that are clearly campaigning for the electoral success of a party or candidate should be caught by this legislation, as they are caught by the current legislation. Nothing that we are proposing changes that, apart from the things that I mentioned earlier as regards, for instance, the level of controlled expenditure that we allow.

Commons ChamberWe are in Committee, and a great many amendments have been tabled. I will make a judgment on exactly what the Bill does at the end of Committee and Report. I have expressed concerns and tabled amendments, and would like to see how we get on.
The Electoral Commission has described the provisions of part 2 as making major changes that will widen the range of activities that are regulated if they are carried out for election purposes. Does the hon. Gentleman share my concern that the measure could impact on newspapers’ ability to endorse either or both political parties and individual candidates, and thus impact on freedom of the press?
I am unlikely to get inspiration from anywhere, so my short answer is that I do not know. However, to my mind, nothing in the Bill should do that. I would be extraordinarily opposed to anything that sought to curb the press in that way.
I will give way shortly.
It might help the Committee if I set out in a little detail why the amendments in this group would not work effectively, along with some of the points we will need to address before Report. I thank my hon. Friend the Member for Caithness, Sutherland and Easter Ross for his amendments, which in substance try to achieve what the Government want to do. However, in practice, there are some deficiencies in their wording, which means that we cannot simply adopt them now.
It is quite clear from today’s discussions that there is still some confusion among charities and third sector organisations about some of the wording in the Bill. I am pleased to hear that the Minister is willing to reconsider the precise wording, but when he does, will he bear in mind the fact that other organisations are also concerned about the impact of the Bill? They include the excellent Liberal Democrat Voice, LabourList and ConservativeHome, which are equally unclear about whether part 2 applies to what they do.
When the amendment is made public—we have made a commitment to do that—I am sure that those organisations will be effective at lobbying us, and no doubt 38 Degrees will also want to communicate its views. We will be informed about whether the different organisations consider our amendment to be sufficient to achieve what they are requesting.

Commons ChamberI am surprised that the hon. Gentleman is unaware of two things: first, that a consultation took place on the issues relating to a statutory register of lobbyists in January 2012 and, secondly, that the Labour party did not respond to that consultation, so seriously did it take it.
The introduction of a statutory register of lobbyists will fulfil a commitment made in “The Coalition: our programme for government”. There are two key principles reflected in the Bill. The first is that transparency is central to accountability and that the public should be able to see how third parties seek to influence the political system. The second is that third parties should act in an open and accountable way. The Bill will give the public more confidence about the way third parties interact with the political system, including about how much money they spend on political campaigning, especially if they seek to influence elections directly.
As a proud former lobbyist, both in-house and in consultancy—indeed, I learned my trade in the same firm in which Mr Speaker himself had worked—I fully appreciate the value that the industry brings to inform and educate Members of Parliament, often on very technical issues. Having worked for many charities and voluntary organisations, too, I recognise their concerns about this Bill, so will my right hon. Friend explain how or why the Bill will not, as many fear it will, gag them, but will allow them to continue their excellent work of informing MPs as a healthy part of the democratic process?

Commons ChamberUnder an agreement concluded by the right hon. Member for Dulwich and West Norwood (Tessa Jowell), as soon as the land sales are completed on the park, the lottery will be repaid; indeed, that memorandum of understanding was improved when the transfer was made from the old Olympic Park Legacy Company to the new London Legacy Development Corporation. As I say, I do not want to get into discussions about how we might spend a putative underspend until we have actually delivered it. The key thing is to make sure we deliver these games on time and substantially under budget.
The Sports Minister will be aware that one of the factors in keeping girls involved in sport is the distinct lack of coverage in our national and local newspapers. Will he consider holding a round-table discussion with national and local media organisations to address that issue in the long term?
One of the joys of my job is that I end up having round-table discussions with the media on a pretty regular basis—we did five hours of it yesterday. The great thing provided by the Olympics, above almost any other sports event I can think of, is the opportunity to promote the equality of sport. In Team GB, some of the most exciting prospects are our female sportswomen. I wish them all the very best and hope that they will drive the sort of improvement that my hon. Friend seeks.

Commons ChamberI am sure that the House will join me in congratulating the hon. Gentleman on the award of his MBE for his distinguished military service.
My responsibility for library services extends to England, as it is a devolved matter in Wales, Scotland and Northern Ireland. I have a responsibility to superintend the library service, and local authorities have a statutory responsibility to provide a comprehensive and efficient library service. Unlike the previous Government, we are not putting that statutory duty under review.
2. What steps he is taking to increase the participation of women in sport.
Sport England is investing £480 million in 46 national governing bodies between 2009 and 2013 to grow and sustain participation. This approach is entirely inclusive and encourages opportunities for everybody to participate in sport regardless of their gender. Sport England also funds the Women’s Sport and Fitness Foundation to provide specialist advice and support to national governing bodies.
I congratulate the Minister on all that he and his Department are doing to increase participation levels, but does he agree that while women’s sport accounts for only 5% of all sports coverage, the profile of sports women will remain so low that not only will talented athletes not make it on to award lists, such as the BBC sport’s personality of the year, but many of our best role models will be totally anonymous, thus making it harder to inspire and encourage women and girls to participate in sport and physical activity?
Yes, I do agree with my hon. Friend. One of the encouraging things is the opportunity that next year’s London 2012 Olympics presents to showcase the talent that exists among women, as well as male athletes.

Commons ChamberI understand the concern that the right hon. Gentleman expresses. He will have had an opportunity to register that concern when the Minister of State, Department of Energy and Climate Change, my hon. Friend the Member for Bexhill and Battle (Gregory Barker) addressed the House on feed-in tariffs on Monday last week. He will know that the position we inherited was unstable and unsustainable. There was no mechanism for responding to increased demand and the lower cost of solar panels. If my hon. Friend had not announced those changes, there would have been an extra burden on consumers and the available sum would have run out. That is the background to the decision. I am afraid that I cannot promise a debate before 12 December.
By 2021, the number of people living with dementia is predicted to rise to more than 1 million. There is active interest across the House in how we will deal with this ticking time bomb. Will the Leader of the House consider holding on the Floor of the House a general debate on dementia so that we can discuss this issue in detail?

Commons ChamberI am grateful for the opportunity to speak in robust support of the main motion and strongly against the amendment. The main motion seeks to allow Members to use hand-held devices in a way that does not impair decorum. We are all adults, and we are all mindful of how we are viewed in the eyes of the public and of the importance of being respectful to each other. It is therefore right that we use our phones and our tablets with discretion. It is also correct that laptops should be banned—they conceal people’s faces and make a noise—and it is right that any smartphone or tablet should be in silent mode when used. It is always regrettable and often embarrassing when a colleague’s phone beeps or rings in the Chamber.
I cannot support an amendment that allows Members to receive and send only urgent messages. According to an e-mail that explained this amendment, the intention behind using the term “urgent messages” is to ban tweeting, among other things, from the Chamber. Twitter started five years ago and now has more than 100 million active users. More than 300 MPs use Twitter. It allows us, in a bite-sized 140-character nugget, to talk to people outside this place. While it is not a replacement for traditional forms of communication, it is a very useful way to connect with the communities we were elected to represent.
I am a user of Twitter myself. One of its advantages is that messages have to be condensed into 140 characters to communicate with the outside world. Does the hon. Lady agree that we could learn from that, and try to condense more of our contributions to 140 characters?
I thank the hon. Lady for that intervention. That point has been made by many people engaged in the discussion about whether we should be able to continue using Twitter from the Chamber. I shall go on to refer to some of those contributions.
Many of us have a function whereby our tweets are listed on our websites for people to read, particularly for those who do not access the main Twitter website. Some MPs have been lambasted for using Twitter solely to publish press releases or to state what they are doing. Others use it to engage in debate. A conversation on a topic can unfold on Twitter via a hashtag. I started #keeptweeting to initiate an online discussion and identify what the public thought about tweeting in the Chamber. I was careful to ask what people thought about using Twitter in this place, not outside it.
The fact that the amendment has been tabled at all has provoked anger from some. For example, @RichSwitch said:
“No wonder people think Politicians are out of touch”.
There were many tweets offering reasons why Chamber tweeting should continue. I will not read them all, but I have picked a few relating to a number of themes. Some see it as a means of engagement. For example, @LeamingtonSBC said:
“Surely anything which widens public participation in the democratic process is a good thing!”
Similarly, @NHConsortium said:
“Parliament already seen as cut off & static, don’t amputate it further.”
Others shared why Twitter was important to them in understanding what is going on. Thus @maggieannehayes admitted that
“parliament can be such an alien place. MPs tweeting enables us, the voters, to get a sense of what’s happening”.

Commons ChamberI agree that the NAO should have unfettered access to the BBC accounts. I take heart from the comments that the incoming chairman of the BBC Trust, Lord Patten, made to my hon. Friend’s Committee, when he said that he wanted the NAO to have full, unrestricted access and to be able to go where it wished to ensure and scrutinise value for money at the BBC.
7. What steps he is taking to promote women’s football.
I spoke at the launch of the new FA women’s super league at Wembley on 11 April to show my support for the new league. My Department also remains committed to investing in all levels of the women’s game. Of the £25.5 million funding allocated to the Football Association to grow the grass roots, £2.4 million is exclusively for the development of girls and women’s football over the four-year period 2009-13.
Given the successful launch of the FA women’s super league and the positive impact it is already having on the women’s game, does the Minister share my frustration that, as it stands, there will be no mainstream broadcast coverage of this year’s women’s world cup in Germany? Will he do all he can to secure an agreement between those involved in broadcast negotiations, so that that situation can be rectified as soon as possible?
The simple answer to that is yes, of course I will. There are two very important elements to that: first, the establishment of the women’s super league; and, secondly, ensuring it receives the necessary profile. Now that the league is established, I hope that the profile, and very soon in its wake a broadcaster, will follow.

Commons ChamberI very much hope that against the background of the timetable that I have outlined, the Political and Constitutional Reform Committee will have time to complete its inquiry and report to the House on the Fixed-term Parliaments Bill. I welcome the fact that it is conducting this inquiry, and I am sure that it will inform our debate. I am committed to draft legislation. However, I hope that the right hon. Gentleman understands that at the beginning of a new Parliament, with a new Government, it is not possible, if one is to make progress, to put everything in draft, particularly when commitments have been made to do certain things by a certain time. Those political imperatives sometimes override the ambition that both he and I have to subject all Bills to draft scrutiny.
During the recess, BBC South East reported on bogus charity collectors operating in my constituency. Given the growing, serious and organised nature of this crime, which deprives charities of millions of pounds a year, may I draw the Leader of House’s attention to early-day motion 689?
[That this House condemns the activities of fraudulent charity clothing bag collectors who abuse the goodwill of those who donate clothes for good causes; recognises that this organised crime is becoming a nationwide issue; expresses concern that these activities undermine the valuable work of genuine charities, depriving them of millions of pounds worth of donations per annum; and calls on the Government to ensure that local police authorities tackle the criminal gangs responsible and facilitate the strict enforcement of the House to House Collection Act 1939 and punishment of those found in breach of the Act.]
Will the Leader of the House consider allocating parliamentary time for an urgent debate on this issue?

Commons ChamberI understand the anxiety that the hon. Gentleman has expressed. The violence that has happened in the past three days is wholly unacceptable and has no place in a modern, progressive society, and the people responsible must not be allowed to drag Northern Ireland back into the past. Many of the issues that he refers to are of course devolved and not the responsibility of the Secretary of State. It is important that those who try to create and exploit community tensions are not allowed to put the future at risk. I welcome the statement made by First Minister Peter Robinson, who has said:
“There is no excuse and no place for violence in a civilised society”.
The hon. Gentleman will also have seen the statement by my right hon. Friend the Secretary of State, who said:
“The Chief Constable and the Justice Minister should be justly proud of the incredibly brave men and women of the PSNI who held the line last night in the face of a sustained and violent assault”.
We recently had an excellent debate in Westminster Hall on supporting carers, but sadly had time only to touch on the important issue of dementia. Given that one in three people will die from dementia, will the Leader of the House consider holding a debate specifically on supporting the social care and welfare of those suffering from it?
I am grateful to my hon. Friend and congratulate her on her election as vice-chair of the all-party group on dementia. Raising the quality of care for people who suffer from dementia is a priority for this Government. Some £8.2 billion is being spent, but we need to ensure that it is spent effectively and that we break down the barrier that has often existed between health on the one hand and social care on the other. We are in the process of scrutinising the provision of dementia services across the country. The results will be available in October, and those data will drive forward action to accelerate improvements in dementia care.
