Commons ChamberTravel and transport are what keep our capital going, and they produced its suburbs. When we add the covid emergency into the mix, however, questions are raised about the disproportionate numbers of black and ethnic minority people and transport workers who died earlier in the pandemic, at a time when they were not getting the protection they needed. Their families are still seeking death in service benefits. There is also the whole question of democracy in the age of the virus, and how we build back better, more sustainably and in a more resilient way on the other side of all this as part of the new normal.
Happily, some of the issues I thought I would be addressing tonight have been overtaken by events. Thanks to the Transport for London bail-out at the weekend, there will be no extension of the congestion charge—phew!—and there will be no charging for under-18s. I pay tribute to our Mayor of London, Sadiq Khan—so much better than the guy before, isn’t he?—for all that.
That leaves me with emergency traffic orders, which are those controversial things that have enabled pop-up cycle lanes, pavement widenings—some people call them “road smallings”—and controversial low-traffic neighbourhoods all over our capital. They have followed a sequence of implementation now, consult later.
I want to make a confession: I am a confirmed, long- standing cyclist, dating back to when I went to school in what is now my constituency every day in the ’80s. We now have more bikes than people in our household. My own offspring replicate that journey in the ’90s when I was at Cambridge University, where it was almost compulsory to get on your bike every single day. I completely understand the benefits of cycling: it is free, it takes us door to door, and it is environmentally friendly. I am a confirmed cyclist.
These low-traffic neighbourhoods seek to get us all on two wheels or on foot, in a move towards active travel—a modal shift. We can still get everywhere we need to go in a car; they just mean we have to go the long way round. A good recent example is Bowes Road in Acton, which first became known to me because every BBC cabbie, when they took me up there, would go down it rather than the A40. Residents hated that because their road had turned into a thoroughfare and they could not get out of their houses. Now a low-traffic neighbourhood has been introduced there, and they love it. There are these oversized flower pot things called planters, and bollards, and the residents have been able to reclaim their street. In that instance, a pre-existing problem has been dealt with and rectified.
However, colleagues from every compass point of London, some of whom are here today, have told me about examples of LTNs that are not well-designed and are not working, in neighbourhoods that are already naturally low-traffic neighbourhoods. These things popped up with no consultation and no notice, even, and it feels to people like they have been inflicted on them. We have seen large-scale opposition all over London, with tens of thousands of signatures in Wandsworth and in my own borough, and in Islington I think there have been marches.
Does the hon. Lady agree that a number of the changes that have been made have had a really negative impact on the taxi trade? The licensed taxi is one of the most accessible forms of transport. If we block it out of key routes such as Bishopsgate, we make it more difficult for people with mobility issues and disabilities to get to the places they need to get to.
The right hon. Lady makes a really good point. We have relied on cabbies—remember that taxi exam, the knowledge? That is completely invalidated by these changes. She makes a really powerful point. I think people feel discombobulated because these changes are so radical and dramatic, and they appear to have come out of nowhere.
I think that policies work best when policy makers take the public with them and act for them, rather than doing stuff to them, which I think many feel has happened. In our borough there are 37 different schemes, with over £1 million of funding. The most controversial is LTN 21—they all have these rather Stalinist names. Oh, sorry—I will be in trouble. Across three wards, nigh on every side street has been blocked; it has turned the area into a convoluted maze of planters at odd angles. The right hon. Lady referred to commercial vehicles. Delivery vans have become more and more prevalent in the pandemic; they are completely outfoxed by these measures.
When news of this debate broke on a local forum, hundreds of replies—they were going up by the minute—came in with things that I should raise, so I will try to give voice to some of those.
I absolutely agree with my hon. Friend. It is right that we focus all our attention as a Government on keeping our air clean through measures such as the one he mentions and others.
Our active travel fund was set up to encourage more active travel, particularly while public transport capacity was constrained. That is why we announced £225 million of active travel funding in May. Many of the points made by hon. Members relate to feedback from their constituents. It is important that those queries and concerns are raised and addressed in the House.
The Government published clear guidance to set out what is expected of local authorities when making changes to road layouts to encourage cycling and walking. Low traffic neighbourhoods are a collection of measures, including road closures to motor traffic, designed to remove the rat-running traffic that can blight residential roads. They deliver a wide range of benefits for local communities.
The Government have consistently made clear to local authorities the importance of consulting on such schemes, which is key to delivering a scheme that works for all. As the hon. Member for Ealing Central and Acton said, it is about taking local communities with us.
I express great enthusiasm and support for pro-cycling measures, but I have real reservations about, for example, a pop-up cycle lane on Park Lane when there is a parallel one through the park, or a pop-up cycle lane on Euston Road. It seems that, without generating real benefits for cyclists, we are undermining the ability to get around this great city. London is such a huge motor of our economy that the last thing we want to do is damage productivity or connectivity in the capital at this difficult time.
I absolutely agree with my right hon. Friend that the schemes need to be designed with care and with respect for the dynamics of the local area. Local authorities are free to make their own decisions about the streets under their care. It is for them to deliver schemes in line with legislation and good practice, including engagement and consultation, and it would be inappropriate for a Government Department to intervene in matters of local democratic accountability.
Local authorities have always had responsibility for managing their roads. They have the powers and the autonomy to do so. Central Government have no remit or powers to intervene in the delivery of local road schemes.

Commons ChamberIt is interesting that when I speak to civic leaders in the north, they all talk enthusiastically about HS2. The new trains are already operating and have been for several weeks. They have been operating, as intended, initially on the route to Leeds; they will start on the route to York, Newcastle and Edinburgh shortly; and later this year and/or early next year they will be in operation right the way up through Scotland. This is a huge investment in better transport for people all the way up the east coast.
Transport in London is devolved to the Mayor. Ministers and officials in the Department for Transport hold regular discussions with representatives of the Greater London Authority, including the Mayor and deputy Mayor, on a range of transport matters.
Will the Minister speak to the Mayor of London to urge him to reverse the reductions in service to the end of the Northern line, which sees more trains turning back at Finchley Central, thereby requiring people to change trains?
I am sorry to say that the Mayor of London is letting Londoners down in transport. He has cancelled investment projects that are his responsibility, cut bus and underground services and axed an extension to the Metropolitan line, despite the Government loaning £2.6 million to the Mayor through our Department. I am appalled that, despite that loan, Sadiq Khan is letting Londoners down.
The message it sends is that we have been very clear that while we are going through the process of upgrading the midland main line, there will be some effects on services. However, I am sure that the hon. Gentleman will welcome the improvements that have just been completed at Market Harborough—one of the big parts of the programme of upgrading the route. Derby station was another part completed fairly recently. This is designed to improve journey times to Sheffield as part of a commitment to transport both to his area and the whole of the north.
As my right hon. Friend will know, decisions on bus routes are down to the Mayor of London. I think he needs to focus on delivering for Londoners and not just faffing around trying to take selfies. He should be spending more time with Londoners to understand exactly the sort of bus services they need and which journeys they need to take.

It is always a pleasure to serve under your chairmanship, Mr Hollobone. I thank my right hon. Friend the Member for Welwyn Hatfield (Grant Shapps) and congratulate him on securing the debate. I recognise that he is a very long-standing campaigner on rail for his constituents; he detailed some of the things that he has achieved. I think that his constituents are incredibly well represented and I hope that they fully show their appreciation of that to him, because he has delivered improvements for them.
My right hon. Friend has focused today on the quality and quantity of the rail service and particularly how that has faltered in the course of this year. The timetable change on 20 May caused an unacceptable level of delays and cancellations on Great Northern services through the Welwyn Hatfield constituency. That was not the only constituency affected; the May timetable change was a very major fail from the industry as a whole, and there were multiple causes of it. I hope that the amount of investigation and change to procedure that we have seen from that—people trying to learn the lessons—will have been noted as well.
First, Mr Hollobone, I apologise for being a minute or two late. Given the debate’s very prompt early start, I missed the first part of the speech from my right hon. Friend the Member for Welwyn Hatfield (Grant Shapps). Does my hon. Friend the Minister agree that it is vital that both Govia Thameslink Railway and Network Rail learn lessons from what went wrong in May and ensure that they very significantly improve the quality of service that constituents receive on this rail line? I say that because what commuters have had to put up with over the last few months has been totally unacceptable, and the responsibility lies with both GTR and Network Rail. They both have to do a great deal better in the future if they are to provide an acceptable service for my constituents.
My right hon. Friend is as wise and experienced in this matter as we would expect, and she is right to say that there was not a single cause of the failure from the timetable change in May. Everybody should be taking some responsibility for that, and my right hon. Friend is correct to highlight the franchise operator and Network Rail.
We have of course had the Glaister review, which looked at the underlying causes. I will come on to some of the things that have changed as a result of that. The key point was to ensure that lessons were learned and that we do not have a repetition of what was a complete failure. It was very frustrating because across the country as a whole, some really impressive things have been delivered—things that were started and taken forward, indeed, by my right hon. Friend. I am thinking of such things as, in the north, the Ordsall Chord and work at Liverpool Lime Street. The timetable change was to bring some of the new interventions and upgrades into service for passengers, but that has not happened yet, so it did not just cause disruption; it was a real missed opportunity as well. I will come on to that in a moment.
Since the interim timetable was introduced on 15 July, we have seen improved performance on the Great Northern line. In the most recent figures, the public performance measure for these services was around 83%. I completely understand that that is not good enough; we are obviously aiming for vast improvement, but it is still an improvement compared with 74%, which was the equivalent last year. Yes, there clearly remains room for improvement, and we continue to push GTR to improve reliability across its network.

That this House has considered the Task and finish group report on taxi and private hire licensing.
It is a pleasure to serve under your chairmanship, Sir David, and to see the familiar faces of those who have been discussing the issue for a long time. I pay particular tribute to the former Transport Minister, the right hon. Member for South Holland and The Deepings (Mr Hayes), who instigated the task and finish group’s review in this very Chamber some 18 months ago.
I will praise quite a few people in my speech, but the main praise must go to Professor Mohammed Abdel-Haq, who has brought together a diverse range of voices from the industry and users to produce what my right hon. Friend the Member for Birkenhead (Frank Field) has called “a superb report”. Not everyone will agree with all of it—that is partly why we are here to debate it—but we all agree on our thanks to the professor for producing it.
Let me give a couple of quotations from the report that set the scene rather well. The professor’s introduction says that he trusts
“that Parliament and the Department will lead the cultural change which is necessary to ensure that passengers, workers, operators, and neighbouring authorities are treated fairly. I look forward to the Government’s prompt response to this report in order to maintain the momentum for improvement. Undue delay would risk public safety.”
If one message comes out of our debate, I hope that is it: undue delay would risk public safety.
We have only an hour and a half, so I will not go through the report line by line; that needs to be done on another day when legislation is introduced. However, perhaps there is a little to be said about how we got here, or possibly about how we did not get here. I am afraid that the Government have to take some responsibility.
In paragraph 3.7 on page 16, the professor refers to the Law Commission’s 2011 review and notes that
“it is deeply regrettable that the Government has not yet responded to the report and draft bill which the Commission subsequently published in 2014. Had the Government acted sooner the concerns that led to the formation of this Group may have been avoided.”
That seems to me quite a strong charge, and quite a strong point. However, we are where we are. Looking back tells us something, but we have to concentrate on looking forward. I very much hope that we will get a strong response from the Minister, whom I congratulate on his recent promotion; perhaps it was not in circumstances that he would have sought, but I commend his predecessor for her very principled decision.
Many thanks are owed to those who contributed strongly to the report, some of whom are in the Gallery today. I highlight the work of the Licensed Taxi Drivers Association, GMB, Unite the union, the Suzy Lamplugh Trust, Guide Dogs, Transport for London—Helen Chapman and Val Shawcross have both spoken personally to me about the issue—and the Local Government Association. I must also praise the cross-party approach that has been taken, and I have had good help and support from the Under-Secretary of State for Transport, the hon. Member for Wealden (Ms Ghani), in promoting my private Member’s Bill.
I want to say a little about where my Bill has got to, how the report refers to it and how I hope it will go forward, and then pick up on one or two of the more controversial issues in the report that bear discussion. First, however, let me say how extraordinary the industry is and how dramatically it has changed, even since the Law Commission report—to be honest, if the Government ever finally responded to that report, I suspect that they would find it was way out of date.
We have seen huge changes in the past few years, with changing technologies and huge numbers of private hire vehicles and taxis on our streets. I do not think everyone quite realises the scale of the industry: there are now 285,400 licensed taxis and private hire vehicles and 361,500 driver licences, of which more than 137,000 are in London. The number of private hire vehicles in London has increased by 120% since 2005.
Behind the numbers, there are many different stories, and a point that I have consistently tried to make is that they are not always the same. The all-party parliamentary group on taxis, chaired by my hon. Friend the Member for Ilford North (Wes Streeting), produced a report last year that stimulated the debate that I referred to earlier—an excellent report, but, as I said at the time, somewhat London-focused. That is not to say that London is not hugely important, but any solution that we suggest has to work not just for London, which operates under different legislation anyway, but for the rest of the country. That is part of the challenge.
Does the hon. Gentleman agree that the reports published by the all-party group and by the task and finish group indicate that we need new primary legislation to adapt to the changes in the taxi and private hire sector that he is outlining? That legislation should include national minimum standards to ensure that we protect passenger safety and security.
I will come on to that point, because one of the headlines in the report is that we need consistent national standards; the question is the extent to which they can be tailored or lifted to suit appropriate local circumstances. First, however, let me say something about accessibility issues. Our London taxis have a fantastic record: all 21,000 are wheelchair-accessible, but the story is not the same across the country. I am told that in metropolitan areas outside London, 83% of taxis are wheelchair-accessible, but in some rural areas the figure falls as low as 15%. One of the challenges that we face is making our taxi and private hire fleet more accessible to people throughout the country.
There is a lot of variation in the approach to disability awareness training, which only 41% of local authorities require for taxi drivers and only 38% require for private hire vehicle drivers. Over the past few years, the percentage of local authorities that require taxi and private hire vehicle drivers to complete training on the subject of child sexual abuse or exploitation has risen to 70%, partly in response to some very sad incidents in some parts of the country. However, that leaves nearly 100 licensing authorities that still do not require drivers to undertake such training.
I became interested in the subject when I had the privilege of serving as a shadow Transport Minister for a couple of years. When I later had the opportunity to introduce a private Member’s Bill, I chose to try to do something about safety issues, on which there is cross-party consensus. Since I introduced my Bill—the Licensing of Taxis and Private Hire Vehicles (Safeguarding and Road Safety) Bill—some 18 months ago, I have had the opportunity to discuss the issue with enforcement officers and officials from Knowsley to London and with taxi and private hire firms from Brighton to Manchester.

Commons ChamberWhat I will do is give a lesson to Labour Mayors about the reforms that we put in place in the last Parliament, which gave them franchising powers. The hon. Gentleman might like to ask the Mayor of Greater Manchester why his promise on bus franchising is years away from happening—the last estimate I heard was that it might just about be completed by 2023, which is way after his first term of office, and way after he made that commitment.
Let me be clear: all Members of the House would like to see a long-term solution to the issues on the island of Cyprus. This country will continue to work with our friends in Cyprus to try to achieve that goal, but our policies on flights have not changed.

Commons ChamberAs I have said, the key issue now is to sort out the problems. The hon. Gentleman asked about failings in my Department and elsewhere. I have asked Stephen Glaister to look at everything that has happened and to report back publicly so that we can know exactly what has gone wrong and particularly so that we can ensure that it cannot happen again. The hon. Gentleman asked about resources. My Department is deploying extra people on this, as is the industry. For example, GTR has borrowed drivers from freight operators to try to deal with some of the shortages on its rosters. On the question of compensation costs, my view is that they should be paid by the people who are responsible.
GTR has told me that these delays are going to carry on until mid-July. Does the Secretary of State agree that that is utterly unacceptable? Will he ensure that Network Rail and GTR fix these problems in a matter of days, not weeks?
I share my right hon. Friend’s frustration. The most important thing is to end the situation in which we have mass cancellations and people cannot plan their journeys. The important thing now is to reintroduce the services that were supposed to be part of the May timetable step by step, so that we do not end up having the same problem all over again. First, we have to ensure that we have a dependable service that people know will be there when they turn up. Secondly, we need to move back, in a responsible, phased way, to the expanded timetable with the thousands of new trains that should have been there on 20 May.

Commons ChamberAs the hon. Lady will know, we have spent more money than any Government have ever spent in this country on tackling air quality issues. We are working very closely with local authorities, including Bristol, to do that. Something like £400 million is already in prospect to support local authorities in this regard, and we look forward to seeing further action by Bristol and other local authorities to support it.
I was alarmed to learn that Govia Thameslink Railway is planning to cut Great Northern services at Oakleigh Park station in the morning peak. GTR has promised me it will restore the services when new rolling stock is introduced this year. Will the Minister work with me to hold it to that promise?
I would be delighted to work with my right hon. Friend to address the issue she raises.

Commons ChamberI know that the hon. Gentleman listened carefully to yesterday’s strategy announcement, in which he will have heard a lot of reference to reopening lines and opening new lines. I am sure that we will be considering that idea further and I look forward to hearing further details.
The Government have embarked on the biggest upgrade programme for our railways since the Victorian era. What role can that play in addressing the pressing need to improve our productivity in this country?
My right hon. Friend is quite right to point out that our significant investment in the railways is underpinned by our belief that we need to improve productivity. Just today, my right hon. Friend the Secretary of State will launch the HS2 productivity report in Nottingham, which will set out how we intend to use HS2 to improve our productivity performance here in the UK.

Commons ChamberI am surprised that the hon. Gentleman, an experienced lawyer, did not read everything the Chancellor said. The Chancellor said that that was not going to happen and that, therefore, he will not spend a lot of money preparing for it. The actual reality is that we are doing a lot of preparatory work for all eventualities but, of course, the reason the Chancellor said what he said is that, as he says, that is not going to happen.
As I said a few moments ago, Ministers and officials from my Department regularly meet the Mayor and his representatives to discuss transport in London. These meetings cover a wide range of issues, including upgrades to the London underground.
The London underground upgrade was stalled for years under Labour but has made big progress under the Conservatives. So does the Minister share my regret that under the new Labour Mayor at city hall we are seeing vital upgrades shelved indefinitely?
My right hon. Friend is right to be disappointed; the Mayor has decided to pause the purchase of new trains for these lines, as she describes. As she knows, transport in London is a matter for the Mayor and it is for him to agree the investment programme for transport, but it is a disappointment and he must do much better.

Commons ChamberOf course, central Government are providing a substantial contribution to the South Wales Metro. I have also extended an offer to the Welsh Government to enable them to take over that infrastructure, so that they can run a truly integrated service on that route. I am waiting with interest to see what plans they bring forward to make that vision a reality.
It is 30 years since Crossrail and the Thameslink upgrade project were first proposed. Does my right hon. Friend welcome the fact that it is a Conservative Government who have seen those projects make such progress towards completion in a few months?
My right hon. Friend is absolutely right. I am very excited by Crossrail, not only because of what it will deliver for London but because it is the biggest engineering project of its kind in Europe. I hope that we will be able to build on that expertise, and that UK plc will take advantage of what has been done by winning contracts internationally. When it opens next year, Thameslink will make a real difference to passengers to the north and south. I am proud of what we are achieving.
