It is a pleasure to serve under your chairmanship, Mr Evans. I congratulate the right hon. Member for North Durham (Mr Jones) on securing the debate, and I thank all right hon. and hon. Members for their contributions. I echo the comments made by the hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) about the tone of the debate, which has been somewhat less fraught than some shipbuilding questions and debates that I have been involved with in my time in this role.
As the Minister for Defence Procurement, I am acutely aware that I have responsibility for ensuring that we procure the best capability for our armed forces, but also for keeping an eye on value for money because we have a huge responsibility to the taxpayer, as well as for making sure we protect our nation’s interests, both here and abroad. I understand and appreciate that there is also a responsibility to ensure that our defence spending encourages and promotes prosperity throughout the United Kingdom, not just in the main industries but, crucially, throughout our vast supply chain.
I am pleased to speak in the debate, and I am grateful for the insights that others have contributed. The need for us to project our influence globally, while promoting UK exports and prosperity, was at the heart of the 2017 national shipbuilding strategy. Since its publication, work has been going on to deliver the vision of a productive and innovative UK shipbuilding industry, and that is at the heart of this subject.
I thank the right hon. Member for North Durham and the other members of the APPG on shipbuilding and ship repair. I appreciate the meeting we had, which was of great value. There was some serious food for thought in the document that he and his colleagues presented, and I will talk a little more about that later.
The strategy sets out the Government’s procurement approaches for Royal Navy warships and other naval vessels. The strategy builds on our strengths, but also identifies where more must be done collectively, in both Government and industry, to address the structural challenges the sector faces in terms of access to innovation, maximising productivity, skills—a number of people mentioned those—and winning global business. Our ambition is for our shipyards, and the vast network that underpins them, to be catalysts for their local economies, driving growth and creating the highly skilled and well-paid jobs we all want to see.
I hear everything the Minister is saying, but there are shipyards in the UK that will be hanging by a thread in terms of skills and future investment in infrastructure unless quick decisions are brought to the House and made by the Government. We cannot go on like this, going from feast to famine. One of the points of the national shipbuilding strategy was to get a steady drumbeat across all these sectors. I would like to hear what he has to say about that.
If the hon. Gentleman will forgive me, I will come on to that point a little later, because I accept that it is an important element of where we need to get to to try to support our shipbuilding industries.
I was glad that the APPG’s report recognised the contribution from the UK’s shipbuilding and ship repair industry to the UK economy of over £2 billion; we should be mindful of that. I am fully cognisant of the need to obtain the right capability for our Royal Navy, at the same time as trying to ensure that we get good value for our taxpayers. That is why we are helping the industry to grow, compete and successfully win bids in the global market, as well as just in the UK market. That is part of our objective, and we will be looking at that more widely when we consider our approaches to a potential defence industrial strategy.
In my time in post, there has been a huge amount of focus on the fleet solid support ships, which I understand, but in terms of a successful UK shipbuilding industry, we should be looking much more widely, and the right hon. Member for North Durham made that point powerfully. All of our vision is for a shipbuilding sector that does not need a contract for a couple of non-complex warships; it could also work in the civil sector.[Official Report, 17 July 2019, Vol. 663, c. 10MC.] It is a globally competitive sector that is looking at how it can export high-value designs, systems, sub-systems, and integration work, so it can win commercial and defence contracts on its own merits.
I understand the point that the Minister is making, but it is important that investment in Ministry of Defence contracts for ships in this country has a spin-off into the civilian sector, in terms not just of producing complete ships, but supporting marine engineering, architects and everything else. If we are to keep that leading edge, which feeds into civilian work both in this country and abroad, including in ship repair and refurbishment, that steady drumbeat of work and investment is needed.
I said that I would come on to those issues a little later, and I promise I will—I will not hide from them.
The strategy is important for the Ministry of Defence, but I am keen that we look at this across Government too. For that reason, I have asked to meet the Minister for Business and Industry and the relevant Parliamentary Under-Secretary of State at the Department for Transport so that we can discuss how best to support UK shipyards, from the perspective of not only defence, but the opportunities that may exist for the commercial maritime sector and whether it is ready and prepared for them. I want this to be a cross-Government approach to securing the future of the industry.
The strategy sets out an ambitious plan to put the UK at the forefront of the technologies of the future. That is why investment in science, technology, and innovation is key, as they have the potential to drive improvements in productivity, to grow prosperity in the UK and to build an internationally competitive industry that is resilient to the peaks and troughs of both military and civil shipbuilding.
We have heard today about the success of the BAE Systems approach when it comes to the Australian and Canadian work; the company has also been successful in terms of the Royal Thai Navy’s offshore patrol vessel requirements. My right hon. Friend the Secretary of State has had conversations with both the previous and the current Secretary of Defence in the United States about whether the Type 26 and Type 31 might be appropriate and suitable for their requirements. That is something that she will continue to pursue, as will we all.
Of course, there are all sorts of other investments happening, such as the Royal Navy’s new autonomy and lethality accelerator. This £45 million programme will deliver rapid and ongoing transformational change across the maritime environment. The Royal Navy is also forging ahead with things such as the 3D printers that the right hon. Member for North Durham sent me a question about recently. There is a lot of work going on in that innovation area that will continue to support the wider supply chain to our industry.
A few hon. Members have mentioned the Type 31e programme, so I will give an update. It is, of course, a pathfinder for the delivery of the new shipbuilding and capability vision set out in the strategy. We announced the award of contracts for the competitive design phase in December. I am pleased to say that the competition is still on track, and it is our intention to announce the outcome of the competition for the design and build of the ships by the end of the year. It has been a vibrant and healthy competition.
I take the point that the hon. Member for Merthyr Tydfil and Rhymney (Gerald Jones) made regarding the value. I have been checking throughout the price we have, which is £250 million per ship. We made some initial adjustments to make it tie in with the way we have procured other warships in the past, so we have taken costs such as Government-furnished equipment out of that £250 million. The Royal Navy assures me—both I and the Secretary of State have been quite robust with it—that the capability we will receive will meet its requirements; it has given us that absolute reassurance, and it is looking forward to receiving the ships.
I will go over some of the other points that have been made. In opening the debate, the right hon. Member for North Durham rightly talked about the skills agenda—I will come on in a minute to the points about the supply chain. He is absolutely right that we must ensure that we learn the lessons from the submarine programme. It has been blindingly obvious to me, as I have been learning this job, that ensuring that Barrow is right up there again and capable of delivering our submarine programme has been a major challenge.
Coming on to the drumbeat, it is our intention to ensure that the industry has that 30-year plan of what the Royal Navy’s requirements will be, so that it can see where the opportunities will arise and where there may be potential gaps that it may need to fill. That said, we have of course provided 20 years’ worth of work on the Clyde. I will comment in a minute on what my right hon. Friend the Secretary of State is doing in this area, because it will be incredibly important.

I have heard a number of people say that the FSS are warships, and that no other country in Europe buys its support ships or other ships from international orders. That is not quite true: for example, Germany had an international competition for its multi-purpose frigate, Norway has procured a support ship from South Korea and five frigates from Spain, Australia has had two support ships from Spain, and New Zealand has an auxiliary ship from South Korea. It is not true to say that all those countries always have their ships built in their home countries.
What the Minister says is completely correct. The question is not so much whether countries choose to do this but whether they have to. In the case of Germany, its expenditure on defence is notoriously a much smaller proportion of its GDP than ours is of ours, so it is probably doing it for the same sort of reasons. That does not make it the right policy.
I will come on to my right hon. Friend’s comments. He talks about funding, which is absolutely the heart of the issue. With a very challenging budget, we must ensure that we get the maximum capability possible for our armed forces at the best value. I must say that in the past, international competition has proved very successful; on the MARS tankers, it saved a considerable amount of money. We want to go for two of the ships on the FSS with the option of a third.
I will give way to my right hon. Friend, but there will be a fixed budget, and we must get the best we can out of that money.
I fully understand the logic of the Minister’s position, but it just goes to what I was trying to convey in my speech: it is a question of short-term savings that will show up in an annual budget, compared with medium to long-term costs when the time comes that we want to build other ships and we find that we have lost our industrial footprint to some extent and have to reconstruct it. I acknowledge that that is the dilemma that he faces.
I am grateful for the point that my right hon. Friend makes. That is the balance we are struggling with at the moment; I will be completely up front about that. It will probably be helpful if I go on to talk about what my right hon. Friend the Secretary of State has said. In the speech that she gave to the Royal United Services Institute, she was quite right to say that we needed to look at where we could explore changing policy so that the UK could at least have the choice, if it so wished, to just build in the United Kingdom.
A tremendous amount of work is going in to reviewing the national shipbuilding strategy. We have Sir John Parker’s comments and of course we are taking stock of those. My right hon. Friend asked for a review to learn the lessons from the MARS tankers, so that we can feed them into potentially changing the policy, but I assure hon. Members that all that, and all the debates, meetings and questions I have had, is followed through.
I had better give way to the right hon. Member for North Durham first, and then I will come back to my right hon. Friend.
On the MARS tankers, when the Minister is asking for the costings, could he ensure that the costs of the assessment phase, which I think were nearly £100 million, are included? I am also led to believe by industry that some of the costs were incurred because of the poor workmanship and other issues that surrounded it, so what was seen, on ticket price, to be very competitive was overall quite expensive.
I assure the right hon. Gentleman that the report we commissioned will look at every single aspect of that, including the benefit to the supply chain in the United Kingdom. There is some evidence that a number of UK supply chain companies have seen their international work increase as a result of being part of that. We are formulating our response to the review of the strategy.
The Minister is being amazingly kind. I really appreciate it. Let me put this sunny scenario before him. Let us imagine that the wishes of the Defence Committee come true and the defence budget is restored to 3% of GDP, as it was right up until the middle of the 1990s, quite a few years after the end of the cold war. Will he at least acknowledge that if there were an uplift in the defence budget, spending some of that extra money on securing the shipyards and the defence-industrial footprint, even if that sometimes meant that we spent more than we might spend in the short term if we contracted with an overseas builder, would be a sensible strategic decision?
Again, that is part of the work that the Secretary of State is looking at, so that the United Kingdom can make a choice on those options. Of course, that will require more money. We have to accept that. I look forward to right hon. and hon. Members securing similar debates, so that Treasury Ministers can answer those questions.
The next time it comes to me, I will push it back, so that hon. Members can challenge that. We can make strategic decisions, but we are governed by the rules of the Treasury Green Book, which we obviously have to follow. The debate on that is a wider debate that we need to have.
I want to put to bed some questions on the FSS. Frankly, we are at a point in the competition at which to delay it and start again would not be helpful for our plans for the carrier groups, so I cannot say to right hon. and hon. Members that that competition will change. It is still an international competition and will continue to be. That said, we still have a UK consortium in there, which should we welcomed. I sincerely hope that that consortium submits a competitive bid that not only features the skills we have been discussing, which are highly valued around the world and have certainly provided success in areas such as Australia and Canada, but help it to become more internationally competitive. Again, that is part of the strategy. We hope that it may well win some more of that work.
There were a couple of comments about the frigate factory. I feel like I am repeating myself somewhat, but BAE Systems took this decision that, for commercial reasons, the value for money was not there; the MOD agreed, but it was a commercial decision. The hon. Member for Glasgow South West (Chris Stephens) talked about the exportability of the Type 26 and the Type 31, and how the Canadian and Australian examples should mean that we should forget about the Type 31 and concentrate on the Type 26. However, the vessels are for different markets, which again is part of the offer that our shipyards might be able to promote to other parts of the world. The Type 31 follows a modular approach, as my right hon. Friend the Member for New Forest East (Dr Lewis) rightly says, so it can be adapted to suit varying countries’ needs for whatever work they want the ship to do. We hope that the prosperity brought to the UK through exports of the Type 31 will be quite considerable.
The Minister is being very generous. Are he and the Ministry of Defence open to discussions on frigate factories and future shipyard investment with, for example, BAE Systems and other private sector organisations, to look at how we can improve shipyard construction?
Yes, absolutely. Sir John Parker was commissioned to undertake a review, and he spoke to businesses, industry and all the stakeholders. He has written his recommendations, which we are considering. I have had extensive conversations and meetings with trade unions, industry and trade associations, and I assure right hon. and hon. Members that I have taken all their points on board. We are in the middle of assessing all that information, so it is quite difficult for me to say anything concrete at this point.
I assure the hon. Gentleman and other Members—I know that I speak on behalf of the Secretary of State—that, as long as I am in this role, which may only be for another 14 days or so, we will continue to ensure that all the points that have been made will be seriously considered. We will review and challenge, and we will make sure that all that helps us to formulate the Ministry of Defence’s response to that review, so that we can do what I actually believe we are all trying to achieve: to make our shipbuilding industry successful here in the UK and abroad, so that the skills and jobs that so many people have come to rely on, including our country and our armed forces, can be relied on for years to come.

Written StatementsI am today laying before the House a departmental minute to advise that the Ministry of Defence (MOD) has received approval from Her Majesty’s Treasury to recognise a contingent liability associated with the design authority support for case telescoped cannon and ammunition (CTCA) contract extension.
The departmental minute describes the continued contingent liability that the MOD will incur as a result of signing an amendment to the CTCA contract. This amendment extends the exclusion to the contractor’s liability for indirect and consequential losses until March 2021. Due to the value of the contract it is not acceptable for the industry participants to incur such a risk, the value of which cannot be quantified.
For completeness, in addition to the clause outlined above, the contract contains a limitation of liability against contractor’s personnel at Government establishments and an overall limitation of liability linked to the value of the contract (£4.8 million). After completing a robust risk assessment these have been found not to create any further contingent liabilities.

Commons ChamberSubject to normal approvals, we anticipate that a design and build contract will be awarded in 2020.
This has been a shambolic process in which overseas bidders have dropped out and the Government have begged them to rejoin the bidding process. Have Ministers not read the report by the right hon. Member for Ludlow (Mr Dunne) on the importance of defence spending to the UK economy? Is it not about time that the Government stopped this whole process and started offering the bids to UK-based shipyards, so that we can get the benefits of this major Government contract?
I remind the hon. Gentleman that we do have a team UK bid in there, and I am pleased to see that. As I have said on many occasions, we are trying to ensure that we get the very best price for all the capability we need. If we were to cancel this competition now, we would put at risk the services that we need for the carrier. That being said, we have been listening to all the debates and the many questions on this matter, and my right hon. Friend the Secretary of State has written to the Secretary of State for Exiting the European Union stating that the option to support onshore defence funding for shipbuilding should be a red line in our future relationship with the EU. Of course, that will apply only to future programmes.
Other countries such as France and Italy classify these vessels as warships, meaning that they have to be built in domestic yards. Why will the Minister not just guarantee that a UK contractor will be the successful bidder and give a much-needed boost to UK industry?
As I have said, the EU has raised questions about the classification of some of those countries and the decisions that they have made. Also, some of those vessels are manned by those countries’ navies, whereas ours will be manned by the auxiliaries.
All of us on the Opposition Benches were heartened to hear the Defence Secretary say recently of the Ministry of Defence that
“we can and we must buy British”.
That would represent a welcome shift from her predecessor’s tendency to simply buy off the shelf from abroad, but the British shipbuilding industry needs action, not just warm words. So will the Minister now reconsider the Government’s short-sighted decision to put these ships out to international tender, and build them here instead?
As I have just announced, my right hon. Friend has made that policy decision. I also remind the hon. Gentleman that we have significant orders in UK shipyards. There is 20 years of work on the Clyde, for example. I cannot think of any other industry in the UK that can say that it has 20 years of work on its order books.
MOD official statistics show that our spending with UK industry in 2017-18 directly supported 115,000 jobs across the country.
I thank the Minister for his work to ensure that the propulsion systems for the Navy’s Type 26 frigates will continue to be built in Rugby and for the security and future opportunities that that will give much of the workforce. What steps are the Government taking to ensure that we train up the next generation of skilled engineers to continue that vital work?
I recognise the important role that my hon. Friend played in ensuring that the GE facilities were maintained in Rugby. I agree that it is absolutely vital to ensure that the defence sector has the right skills to meet all our needs. Many of our suppliers have well established programmes and schemes to ensure that that happens, and we continue to work through the Defence Suppliers Forum and the Defence Growth Partnership to ensure that those skills and training are maintained.
The Secretary of State highlighted in an earlier answer the importance of the prosperity agenda for defence contracts. I know that the Minister has read the recent report on shipbuilding and ship procurement in the UK by the all-party parliamentary group on shipbuilding. Will he tell the House what weighting will be given to prosperity in awarding the fleet solid support contracts?
I was looking at the two right hon. Gentlemen and wondering whether it was more like Waldorf and Statler, but I will not be so rude—although I have just have been. The right hon. Gentleman is absolutely right: when we look at the contracts, not just for the shipbuilding but for the content within, there are huge opportunities for the UK supply chain, where much more of the value exists. I recognised that in his all-party group’s recent report, and his and other right hon. and hon. Members’ work will inform much of the decision making on our future policy.
I thought I had shown some gumption. As I have said, my right hon. Friend the Secretary of State has said that the policy will be changing—
I have just explained that the timelines are critical in the current competition, because the existing fleet that will offer support to the carrier will be coming to the end of its life. We have to have that capability. Surely he thinks that is more important than just trying to score a political point.
My hon. Friend raises an important point, and the MOD takes the threat of the nefarious use of drones very seriously. Using the defence transformation fund, we are working with the Defence Science and Technology Laboratory, international partners and industry to further develop our counter-drone capabilities, and of course they will be used to protect defence infrastructure wherever they are needed. More broadly, a lot of the responsibility for protecting other sites in the UK lies with the police, but we will always be there to help if needed.
The last time the Secretary of State was at the Dispatch Box, we discussed an internal MOD policy on torture that contravenes domestic and international law. She promised a review. Has the review happened? Has the policy been dumped?
Will the Secretary of State commit to spend more to protect UK intellectual property, which is the underpinning of our high-tech defence industry?
The hon. Gentleman raises an important point. We had that extra £1.8 billion in the most recent Budget because this is the exactly the sort of area we will look at. I assure him that I have regular meetings with industry and with the forces to talk about those very issues.
I am sure my right hon Friend the Secretary of State would agree that the reserve forces are a crucial component of our armed forces generally, so will she update the House on how retention and recruitment is going? Specifically, are we managing to get former regulars to rejoin as reserves and bring their expertise with them?
Defence Equipment and Support procures for the Ministry of Defence, but constituents who work there tell me that morale has plummeted since it became a bespoke trading entity, and it is now the joint worst-performing department in the civil service top people survey index. Will Ministers look into this?
The hon. Lady raises an important point. The staff survey results were frankly disappointing, but I assure her that a tremendous amount of work has been done with the workforce to improve the situation. We look forward to seeing improved results in the next survey.
Thank you, Mr Speaker. The A400M is an emerging procurement disaster. We have paid £2.6 billion for an aircraft with appalling reliability, bad engines, a virtually broken gearbox, problem propellers, massive vibration problems and an inability to deliver paratroops. There was recently a NATO ministerial meeting of the partner nations to decide what to do about the disaster. What was the outcome of that meeting?
My right hon. Friend is right to highlight the issues with the A400M. I can assure him that I attended that ministerial meeting: it was an extremely robust meeting with industry. The performance has been totally unacceptable. We are now expecting EuroProp International, the engine manufacturer, to be more empowered to negotiate the support solutions that we need. Airbus Defence and Space has also been held to account, but, following the problems with the engines and gear boxes, those parts will be replaced on each of the aircraft by the middle of next year.
Coming back to the fleet support ships, will the Minister tell us whether the savings from tax and national insurance of workers building these ships will be one of the criteria used for a successful UK bid?
As I have said on many occasions when answering these questions, we follow the Green Book rules with the Treasury, but we will continue to have those conversations with the Treasury about the wider prosperity agenda that our defence industry brings to the UK.
Rates of pay have an important role to play in retention and recruitment, particularly perhaps among the younger, newly recruited members. What consideration has my right hon. Friend given to introducing the concept of the living wage to our armed forces?
The Canadians and Australians are applying to build more Type 26 frigates than the United Kingdom now is. Part of the reason is that they have invested in world-class purpose-built new shipyards whereas the UK has not. Will the Secretary of State review our 2015 decision to cancel the purpose-built shipyard for Type 26 and ensure that we get the investment needed to make our industry world class?
The hon. Gentleman will know that that was a decision made by BAE Systems, and it is ultimately responsible for it. The fact is, as I said earlier, that we have 20 years of work at those shipyards. I cannot remember them having such significant orders under the previous Government.
There does not seem to be any lack of applicants to join the armed forces, so can the Minister tell us what progress is being made to shorten the time between application and the start of basic training?

It is a pleasure to serve under your chairmanship, Mr Bone. I offer my thanks and congratulations to my hon. Friend the Member for Witney (Robert Courts) for introducing this debate. I echo his opening comments about the recent crash of the German Eurofighter, and the sad loss of life. Our thoughts go out not only to the German air force and the German people, but to the pilot’s family, at what must be an incredibly difficult time. We will take close notice of the reports that come out of that incident; my hon. Friend was absolutely right to say that we should not speculate at this stage, but we will seek to understand the issues that caused the crash and learn from them for the safety of our pilots.
I am grateful to my hon. Friend for securing the debate, because he has shown a tremendous amount of personal enthusiasm and dedication on this issue. I know that because he writes to me quite regularly and asks to meet, and he rightly challenges us about it. He does that not only from a personal interest, but because he clearly cares passionately about the benefits it will bring for his own constituency, which I know he works incredibly hard to support. I hope I can assure him that the Government share that ambition and the commitment to ensuring that we continue to have a world-leading combat air sector.
We want to build on the United Kingdom’s excellent reputation, and on its excellence and innovation. That reputation has been underpinned by more than a century of significant investment by both the Government and the industry, but by 2018 it was clear that some important decisions were needed if the UK was to retain its position as a world leader in combat air, while retaining sovereign choice in how we deliver the future capabilities that the Royal Air Force will need.
At the heart of the Government’s response is the combat air strategy, which, as many hon. and right hon. Members have already said, was officially launched at the Farnborough International Air Show last year. It sets out an ambitious vision for the sector, with plans for driving a comprehensive approach across Government and our industrial base, together with international partnering in the future.
The strategy provides a clear roadmap for the future, aligning national programmes and investment decisions to sustain a sector that is profoundly important to the UK’s economy—as my hon. Friend rightly pointed out, it accounts for around 85% of our defence exports over the past decade and directly supports 180,000 British jobs. At the heart of the strategy is the launch of the next-generation combat air acquisition programme, which will define and deliver the capabilities required when the Typhoon fighter leaves service.
The strategy also reaffirms the Government’s commitment to the future combat air system technology initiative, under which £1.9 billion was invested in demonstrator projects using the latest technology. More generally, the strategy highlights the clear need for profound transformational change in the way the Government and the industry jointly approach the combat air enterprise.
I will move on to some of the points that hon. and right hon. Members raised during the debate. I note what my hon. Friend said in his speech about the Franco-German project; I absolutely accept that there is no room for complacency, and I can personally reassure him that I am not complacent about it. I always wish our friends and allies the very best of success, and we will see how the move from fourth generation to sixth generation goes. We will always continue to work with allies on a host of different projects.
My hon. Friend was right to make the point, which I accept, that we should look at a better model for understanding the contribution that the defence industry makes to the United Kingdom. He described how the UK economy benefits from our investment in defence, and he mentioned some big figures. I gently encourage all Members to continue to have conversations, as I am sure they do already, with my colleagues in the Treasury about the difficulties that we sometimes find in the Treasury Green Book. I will leave that there for now.
I will come on to skills a little later, because I want to address some interesting points made by my hon. Friend. I took no offence whatever when he said that the importance of our future combat air strategy cannot be promoted only at my level. It absolutely has to be a national endeavour, and it has to be at the highest level of Government. I can assure him that my right hon. Friend the Prime Minister has raised the issue at meetings with her counterparts from other countries, and it is incumbent on the new Prime Minister to do exactly the same. The Chair of the Select Committee, my right hon. Friend the Member for New Forest East (Dr Lewis), rightly said that it presents us with an opportunity to really push the issue and see this as a national endeavour, with senior cross-Government figures pushing the project forward and encouraging more international partners.
My hon. Friend the Member for Witney talked about paragraph 38 in the strategy. I reassure him that the national value framework not only describes options, but assesses which ones reach the right balance between prosperity, capability, affordability and, of course, international influence. I assure him that I will continue to put forward the message that this is an opportunity for us to keep UK skills and industry at the heart of the initiative.
My hon. Friend talked about STEM issues. Several right hon. and hon. Members have said that we need to attract younger people into the subjects that they will need to take part in projects such as this. As I go round industry, I get a sense that industry has woken up to that. A lot of industries are now determinedly engaging with primary schools and running competitions to get it into the minds of young people that this is an exciting opportunity for their future. When I was at BAE Systems in Lancashire it was interesting to see the training centre right next door. It benefits not only BAE Systems, but other industries across the north-west, and I hope we will see more of that sort of thing.
For many years, we have had engagement events in which industry goes to schools, does some sort of bells-and-whistles project activity and goes again, but the impact has not been great. The kids love taking part, but there has not really been any knock-on effect. The outcomes are far better when relationships are built up over time. It is important for engagement to be not just about going in and back out, but about getting to know the young people over an extended period of time.
I take that point completely, but I think the hon. Lady has a pessimistic view of what is happening. In the industries that I have visited I have seen a lot of new apprentices, and it has been encouraging to see female apprentices taking up the opportunities. I accept that we have a long way to go, but I get a sense that there is more of a commitment to work with schools through the years to encourage young people to take up such posts. When I visit factories, the most enjoyable part is meeting the apprentices, because they are full of enthusiasm and they recognise that they are taking part in a national endeavour to secure our nation’s future.
My hon. Friend the Minister visits my constituency a lot, but he does not have to keep writing to me before he comes. May I suggest that the next time he visits, he drops into Aerospace Bristol, an £18 million STEM learning centre that houses the last Concorde that flew? It has been heavily supported by local industry and local government, and it is really worth a look. It pays tribute to the past, but, crucially, it also inspires the next generation of engineers and scientists.
I am always happy to visit my hon. Friend’s constituency. I will certainly try to make room for that, as I said in the debate yesterday, if I am still here in a few weeks.
I thank the Minister for allowing me to intervene once again. What he is talking about is indeed happening and we are starting to see things change. However, when I visit industries they often introduce me to the female engineer. If we are talking about “the female engineer”, we have problems. A female engineer should be so commonplace that there is no reason to introduce visiting dignitaries or MPs to such people.
I completely take that point, but, as I say, I have seen a greater number of females in the industry. There are not enough, and I accept that there is more to be done, but I do get a sense that things are going in the right direction. However, we should never be complacent, and the hon. Lady makes a valid point. It is something I continue to press with industry.
The hon. Member for Stoke-on-Trent North (Ruth Smeeth) is not here, but I was quite amused by the fact that she was mistaken for the hon. Member for Leeds West (Rachel Reeves). When I was first elected to this House, I was constantly mistaken for my hon. Friend the Member for Pendle (Andrew Stephenson). In fact, he sent me a text message once to say, “Thank you for doing such a brilliant speech for me on HS2 yesterday”, because he got the credit for it. So I know that such mistakes can happen.
The hon. Member for Stoke-on-Trent North pointed out that we have representatives from Brough here today, who have been brilliant advocates of the work that they do in the factories there. I am acutely aware of the issues that they face and the uncertainty for the people who work there. I hope that I have demonstrated my commitment to try to get the exports to Kuwait. I have been there on a couple of occasions and have met them here. I constantly meet BAE Systems to talk about the programme and will continue to do so because the matter is of great concern to them.
The hon. Member for Stoke-on-Trent North also pointed out that the issue is not only about platforms and that we should also talk about the skills, designers and engineers that we need and can really help us. She talked about the four national players currently in the Tempest and what the SME involvement is. Again, I am absolutely passionate that the SME involvement needs to be extensive. I was pleased to open a conference where about 150 SMEs came along to learn about the opportunities and what we are looking for. Since then, the conversations with at least 100 of the SMEs have continued.
Just this week, I chaired a meeting with the four national players and MOD representatives; I pushed the point that we need to make sure that we get the very best out of those SMEs. From what I can see, that is where a lot of the exciting technology and development is happening, and they can sometimes be more responsive in delivering the technology that we need for the platform. I assure her that I will continue to make that point in any meeting that I have.
My hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan) talked about the national shipbuilding strategy and how we learn lessons from that. There has been some controversy about it and I have had some challenging debates and sessions in front of the Select Committee, but I also had a good meeting with the representatives of the all-party parliamentary group for shipbuilding and ship repair. There is a lot in its report that we can examine and transfer into the strategy.
My right hon. Friend the Member for New Forest East rightly talked about the leadership election and the opportunities it presents. I welcome the debate on defence spending. Even before I was in this position, I believed that defence spending needed to increase and be appropriate to the risk that we face. At the end of the day, the first duty of any Government of this country is to protect the nation and our people. I will certainly encourage both candidates to increase the funding. I want to see that.
I was concerned to hear my right hon. Friend mention that some say that we should lower our expenditure and expectations; he will be glad to know that I have not heard that in the Department. If I did, I suppose I would coin the phrase, “No, no, no.”
My hon. Friend the Member for Fylde (Mark Menzies) secured a debate not long ago on a similar topic and I know how important it is to his constituents—that was one of the first visits I did in this position. He rightly talked about the Treasury models and I look forward to him lobbying Treasury Ministers. He also said, as did other hon. Members, that the strategy is not just about a new platform in Tempest, but about keeping Typhoon current and upgrading and modernising it throughout its life, so there is an easy transition into Tempest, or whatever that may be. That is at the heart of the strategy to ensure that we are maximising those opportunities.
The hon. Member for Glasgow North West (Carol Monaghan) was absolutely right that the comprehensive spending review will be significant. The Department is already preparing for that to make the point that we need the funding that we have been talking about. She also talked about European partners and concern about what leaving the European Union might mean. I gently point out that a lot of our collaboration with our European neighbours happens bilaterally or through NATO. I see no reason why our leaving the European Union would bring an end to that collaboration. We will continue to do it through NATO and bilaterally, and we will look to partner nations across the globe to ensure that we continue to maximise it.
The hon. Member for Leeds North East (Fabian Hamilton) is indeed my constituent and I am happy to represent him in this House—I am sure he is not so happy about that.

I heard the hon. Gentleman’s point about the replacement for the Red Arrows, but that is not a priority; there are a lot of pressures on our budget and we have to ensure that we continue some of the projects that we already have, of which he mentioned several. That said, we are not giving up on the export opportunities for Hawk and we are working closely and regularly with BAE Systems to make that happen, as I said.
The hon. Gentleman also mentioned Wedgetail, about which there has been a lot of debate. We did not shut out competitors because, frankly, there were none. There was no other proven capability that could provide the same level that we need and that Wedgetail provides. We could have done a longer competition, but that would have delayed the acquisition of that critical platform. The old platform has been letting us down for a long time. The one that we have is used by the Australians and has a proven capability that meets our needs. That is why we decided to go for it directly.
The hon. Gentleman rightly talked about prosperity. My right hon. Friend the Member for Ludlow (Mr Dunne) produced that wonderful report. We are already working to many of his recommendations and we will continue to explore some of his other points. A key thing that we are doing is working closely with the Department for Business, Energy and Industrial Strategy through the defence growth partnership and looking to create the joint economic hub, which will get the information we need as to the true value of defence to the UK economy.
The hon. Member for Leeds North East also asked about the F-35s. I confirm that we will stick to the figure of 138. I cannot indicate at this stage which variants; we will make that assessment nearer the time. I hope that answers his point.
I will return to our progress in implementing the strategy since its launch with regard to the four areas I have already touched on. We are looking at the long-term replacement of Typhoon. We delivered the strategic outline case at the end of last year and we are working hard to complete the outline business case by the end of 2020.
As all hon. Members know, £2 billion of future investment has been approved. Importantly, since the announcement 1,000 people have taken up new jobs to look at that area, and that figure will be 1,800 by the end of the year. Among the industry partners that we are directly in contact with, that includes 400 jobs at BAE Systems and 260 jobs at Leonardo all over the country. As well as securing those jobs, we are trying to demonstrate the significant technological advances that have been made, including Rolls-Royce’s demonstration of an advanced embedded electrical starter-generator in a military engine, which allows the engine to be started through electrical power rather than high-pressure air. That could allow the removal of several mechanical components in next-generation engines and could equally apply to civil aero engines, as hon. Members said.
As I said, we continue to work with the SME community and we are looking at skills. I am pleased to say that this year, Leonardo will recruit a record 104 graduates and 62 apprentices. The majority of those will be involved in the Team Tempest project and activities. Similarly, BAE Systems is training a record 3,000 young people around the UK; this year, it is planning for about 700 apprentices and 300 graduates. Again, that can be only good news.
I will not dwell on the matter much further because I am conscious that I have spoken for some time, but I hope that the launch of the combat air strategy demonstrates the Government’s commitment to looking at the future and ensuring that we keep that seamless skillset in our country. We will continue to update the House regularly as we make more progress. I confirm that detailed updates will be provided on the opening day of the Royal International Air Tattoo at RAF Fairford on 19 July, and that the Secretary of State will lay a detailed statement before the House, which I hope will provide more information.
I conclude on a positive note: the strength of our combat air sector is confirmed by our recent export successes, including the sale of £6 billion-worth of Typhoons and Hawks to Qatar, and the £500 million contract that we were awarded for the avionic and aircraft component repair work for the UK’s F-35 hub in north Wales—again, creating a centre of excellence.
We have had a useful and wide-ranging debate, and I am glad to have been able to show our commitment and inform the House of the progress that has been made. The Government firmly believe that the strategy will ensure not only that the RAF retains its world-leading capability into the middle of the 21st century and beyond, but that our military aerospace sector retains its rightful position at the cutting edge of technology development across the globe.

Commons ChamberI would like to echo the comments that the hon. Member for Caerphilly (Wayne David) just made. The tone of the debate has clearly reflected the feeling of all Members across the House, and I think it accurately reflects the respect, admiration and support of the population out there for our armed forces. That set a really good tone for the debate; if only all debates in this Chamber were so constructive.
Members have clearly demonstrated a very good understanding of not only what is so important to our armed forces, but the challenges faced by both the regular and reserve forces. Our military personnel are incredibly brave, protecting not only our shores but, frankly, our way of life. They do that day in, day out in a world that continues to become increasingly dangerous. The fact that they do that in not only the UK but across the globe is something we should always be thankful for. They take on dangerous and demanding tasks without complaint—they just get on with it. They see it as their job and their duty, and they do it with great service. There is a duty on all of us, in return, to say thank you and show them that everything they do is not taken for granted. It is right for us to ensure that they are not disadvantaged, whether in the workplace or the provision of services, by the fact that they took part in military service.
We have heard a lot this afternoon about the armed forces covenant, which the Government and Members across the House are steadfastly supportive of. It is a promise from the nation to serving personnel and veterans and their families, to ensure that they are treated fairly and not disadvantaged as a result of the service they have given to our nation. It is great to see that across the UK—whether it be the UK Government, the devolved Administrations, local authorities, charities big and small or businesses—there is a real desire to sign up to the covenant and to ensure that we give that special recognition and that thank you, covering all the important areas, including education, health and housing, and recognising the skills of many of our veterans, which could provide valuable inputs to businesses across the UK. It is great that, since the launch of the covenant eight years ago, we are now close to the 4,000th organisation signing up, with Facebook being among the latest to do so this week.
We are preparing for Armed Forces Day on Saturday. I am looking forward to going to an event in my own constituency that Lyn Rigby, the mother of Fusilier Lee Rigby, will be attending. I am going to Swansea later, so I will be going back to my roots in Wales. That shows the breadth of events that are being held all over the country and the wonderful support for the armed forces.
It is important to remind ourselves that today is Reserves Day. That reminds me of the last Defence questions, when the Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), said that three Members on the Government Front Bench were reservists and kindly pointed out that I am the one who is not. [Interruption.] Indeed, there is still time. I saw that one political sketch writer wrote the next day that I looked rather crestfallen at my right hon. Friend’s comments and that he could not quite see me in a military tunic, but could well see me in a Butlin’s Redcoat. I have to say that was harsh, but it is probably fair.
Yesterday, I was with my right hon. Friend at the Foreign and Commonwealth Office, where we had a brilliant reception, and this morning we had a breakfast reception in Downing Street. It was great listening to reservists from all walks of life who work for Government and act as reservists, so they are serving the nation twice. They give so much to our nation and put themselves in incredible danger. Listening to one serving in Somalia really made me realise the enormous sacrifice they make in giving up their time to serve our nation in the reserves.
I want to come on to a few other points. I am conscious of the time, but I will try to get through as many of them as possible. The shadow Secretary of State, the hon. Member for Llanelli (Nia Griffith), rightly raised a number of issues. Recruitment is an issue that I know has been brought up on many occasions, and rightly so. However, the contract we have with Capita remains subject to financial penalties and it has been penalised in the past. We are working very closely with Capita to ensure that the reset in the relationship we have brings about the results we expect to see. In 2018-19, we saw the highest number of applications for five years, with over 77,000 soldier applications alone, so there is good momentum. However, I assure her that we are not resting on our laurels. We are making sure that we are looking at that and continue to keep the pressure on, because keeping up the numbers is incredibly important.
The hon. Lady asked if I could provide an update on the 2019 pay award. I am afraid that I cannot give any specific information because there has been some delay, but I can give her the assurance that it will be backdated to ensure that nobody loses out. There was a comment about an independent body. Well, that does exist: the Armed Forces Pay Review Body provides independent advice both to the Prime Minister and to the Secretary of State for Defence.
Another important issue is access to schools. This is where the Ministerial Covenant and Veterans Board is really useful because we do have cross-Government Departments there. We are raising that matter with the Department for Education. It is important that we provide as much stability as possible to the families but, as I say, we will continue to raise that.
My hon. Friend the Member for Chichester (Gillian Keegan) rightly referred to the importance of our armed forces and the sacrifice of many of them. She also reminded us of the armed forces parliamentary scheme. It is important. It is a good advert. If Members have not done it, enrol. Those involved would love to see them, so I encourage Members to do so.
I am most grateful to my hon. Friend for giving way and I must apologise for missing most of the debate as I was chairing something elsewhere. One or two Ministers have taken part in the armed forces parliamentary scheme, and one of the good things that happened is that they got a uniform. We would certainly welcome my hon. Friend if he wanted to come and join.
Well, I walked into that one, didn’t I? I was going to say, let us see what happens in a couple of weeks’ time, but I might not be here.
The hon. Member for Glasgow North West (Carol Monaghan) introduced her husband to the Chamber, and I had the pleasure of meeting him in Glasgow a few weeks ago. I certainly thank him for his service. The hon. Lady is absolutely right that we must not be complacent about the support that we offer to members of our armed forces—those who are serving, but also those who are veterans. Also, we ought to do a better sell of what it is like to join the armed forces. Sometimes, I think the public have a certain perception of what is on offer in terms of the trades people can learn and the skills they can acquire, and we are not as good at selling those aspects as we could be, so I will take that point back to the Department.
My hon. Friend the Member for Ochil and South Perthshire (Luke Graham) rightly reminded us of his constituency’s proud armed forces history, and he was right to raise points about housing and mental health in particular. A number of Members raised the issue of mental health. As I think we all recognise, mental health was previously not discussed in this Chamber, certainly not when I was first elected in 2010.
I remember the first time a Member of Parliament stood up in this Chamber to talk about their own mental health. That was a turning point; the fact that we all now discuss the issue can only be a step in the right direction. We have to make sure that we provide that support to members of our armed forces and that they have the confidence to talk about the issue too.
We had contributions from the hon. Member for Stoke-on-Trent North (Ruth Smeeth) and my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton). I wish the hon. Lady a happy birthday—the whole city will be out celebrating with her, I am sure. She rightly pointed out that next year we have the VE Day and VJ Day anniversaries. We must make sure that we celebrate in style. My hon. Friend the Member for Stoke-on-Trent South talked about the services we provide to people who leave the armed forces. Later this year, we will have the new transition policy, which we have been working on, and I hope that under it things will be looked at earlier. We want to cover all the issues that the armed forces face, and to include the family too, because families are critical.
I want to mention the hon. Member for Newport East (Jessica Morden). It was really quite moving listening to her talk about her constituent, Anthony Lock, and in particular the support he has received from Rhiannon and Katie. It just goes to show that, when we get somebody signed up to the armed forces, we often get not just that individual, but the whole family. We must never forget that, when we say thank you to the people who have served in our armed forces, we are also saying thank you to the wider family.
The hon. Lady made some points to which I want to respond. First, I will make sure I read the book. Secondly, I will speak to Baroness Buscombe about Jobcentre Plus; that is really important. I will come back to the hon. Lady on the other points she raised.
It is always good to hear from the hon. Member for Ynys Môn (Albert Owen); I am from Anglesey myself. My dad was in the merchant navy, so I know all about the merchant navy and many of the memorial halls that the hon. Gentleman was talking about.

The hon. Member for Strangford (Jim Shannon) talked about national Armed Forces Day. Of course, it is open to all local authorities to apply, so we look forward to seeing applications from across the country, including one from Northern Ireland, I am sure.
This has been an excellent debate and a timely reminder of the importance of thanking those who step forward to serve in our armed forces. On local authorities putting themselves forward to host Armed Forces Day, as a fellow Yorkshire Member of Parliament—there is another Yorkshire Member in the Chamber—will the Minister send our very best wishes to Scarborough as it prepares to host Armed Forces Day next year? I am sure that, collectively, we want to ensure that that day is a stunning success—not just for the country, but for Yorkshire.
Absolutely. I am doing a tour of the country now. It is great news that next year the event will be going to Scarborough. Earl Howe will be there this year to support that. It is going to be great news for Yorkshire and for the whole of the country.
Just to continue with the Yorkshire theme, may I suggest, as a fellow Yorkshire Member of Parliament and with regard to my hon. Friend’s earlier comments about being a reservist, that he might think about signing up as a reservist for the Yorkshire Regiment?
There are a lot of offers. I expect that my diary will get extremely busy. Let me just say that I will take everything into consideration and I will get back to my hon. Friend.
I noticed that the Minister side-stepped completely the questions I raised in my speech. I did at least elicit some support from the Opposition Benches with regard to an armed forces representative body. I think I am correct in saying that in a Select Committee evidence session the Chief of the Defence Staff hinted, in response to my question, that an armed forces representative body was worthy of consideration. Why do the Government not think it is?
I do apologise. I did mean to address that point, which is on my sheet. I was not trying to side-step the issue. There are a number of avenues that members of the armed forces are able to use to register any concerns and complaints they may have with the armed forces, and they will be looked at very closely. The personnel we have are the greatest asset we have in the Ministry of Defence and we want to ensure that their issues are addressed—and they are, if I can give the hon. Gentleman that assurance.
I need to finish now, but I will happily speak to hon. Members after the debate.
We have had a really good debate. The hon. Member for Caerphilly was right to say that the tone has been absolutely right. I am glad to have been able to respond to the debate. I thank all Members for their contributions. It is clear that all of us, as a society, are very supportive of our brave armed forces community, whether they serve at home or overseas, whether they are veterans, or whether they are families, who do so much to sustain them. This week’s Armed Forces Day gives the whole nation the opportunity to show their appreciation and gratitude to those who have given so much.
I endorse strongly the call to the whole House from the Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East, to get involved in the rich programme of Armed Forces Day events that will happen this week. I know that many have already committed to doing so, which is fantastic. Whether they are happening in their constituencies, their regional areas or at a national level, this is a great opportunity for us as a country to say, very sincerely, thank you.

Commons ChamberCompetition remains the cornerstone of defence procurement policy, except where other strategic considerations need to be taken into account—for example, national security, operational advantage and freedom of action.
I thank the Minister for his visit to defence companies in my constituency and for his helpful and inclusive approach when he visits. Does he agree that the ability of those companies in my constituency and of British companies in general will be greatly damaged by a hard Brexit?
I am grateful for the hon. Gentleman’s kind comments. It was a pleasure to meet a number of businesses in his constituency. We have been engaging a lot with the small and medium-sized enterprise supply chain. In fact, on 9 May, I held a roundtable with small businesses in north Wales, and they felt very optimistic about the future. Through our equipment plan, we are actively engaging with the supply chain to ensure that the opportunities in each of our projects will maximise the input that they can have.
I welcome the Secretary of State to her place. It is a pleasure to see such an amazing woman on the Front Bench, standing up for defence.
Last Thursday, myself and colleagues from across the House on the all-party parliamentary group on shipbuilding and ship repair launched our report on the national shipbuilding strategy. We have real concerns that competition, particularly for naval shipbuilding, is based on a model that does not include the economic benefits to the UK being recycled back in when we spend UK taxpayers’ money. Can the Minister give me an assurance that the Ministry is looking at that and will work with the Treasury to change our model, so that we can get the best value and ensure that our shipbuilding pipeline lasts in the UK?
I thank my hon. Friend for her question. She will be aware that Sir John Parker is currently doing a review of his initial report. International competition is also about encouraging UK industry and UK shipyards to be as competitive as possible, so that they can not only maximise the opportunities that UK defence offers, but take advantage of competition around the globe, too.
The Minister said that this is to make UK yards more efficient, but what they need is throughput of work. His Department has chosen to put the contract for the fleet solid support vessel into international competition. What weight was given in that decision to his Government’s prosperity agenda, our sovereign capability and the need to protect UK shipbuilding?
That is precisely why the Type 26s, Type 31s and aircraft carriers were built in the UK, so that we could maintain that capability here in the United Kingdom. The right hon. Gentleman might be aware of the speech that the Secretary of State recently made, and part of what she is doing is a review into the MARS—military afloat reach and sustainability—tankers, to ensure that we look at the exact experiences with that and take lessons from it.
Does my hon. Friend agree that the involvement of small and medium-sized enterprises in defence procurement is essential in promoting innovation in the sector?
My right hon. Friend is right. One of the things I have noticed in this role and as I go around the country is that innovation really exists in the SME sector. We have to ensure that more SMEs feel they can do business with the Ministry of Defence, so that we can take advantage of that for our armed forces.
The Government’s procurement process for military equipment is a shambles, and nowhere is that better seen than in the way it is handling the procurement of the Type 31e frigates. Having started, then stopped, then restarted the procurement process for the Type 31s last year and imposed a totally unrealistic price ceiling of £250 million per frigate, will the Minister confirm that he has now effectively removed that financial ceiling?
I do not actually recognise the hon. Gentleman’s interpretation of the competition. This is a challenging competition for the very reason that we want to ensure that UK industry is competitive—not just in the UK, but around the globe. We have taken a pragmatic approach to change the parameters to ensure consistency with all other competitions that have been happening. This is a challenge to industry, but we want it to be competitive. That was the whole point of the national shipbuilding strategy.
It is clearly important that we provide appropriate protection for sensitive research with defence or security applications, whether conducted in our universities or in industry. That is why we work closely with other Government Departments, agencies and international partners to ensure suitably robust arrangements which keep pace with developments in technology and the wider global context.
Recent media reports have highlighted increasing concerns about scientists linked to the People’s Liberation Army working in UK universities on research relevant to the development of sensitive military technologies. Does the Minister share that concern? Is he working with universities to mitigate the risk of financial dependency on, or the sharing of sensitive technologies with, China? Will clearer guidance be developed on academic areas deemed relevant to national security?
I thank my hon. Friend for raising this very important issue. I can confirm that we work very closely with universities to inform them of the risk posed by military-civilian research fusion. Universities are subject to the UK’s strategic export controls, as is everyone else in the UK, and should consult the Department for International Trade before engaging in any relationships focusing on technology that could have a military application. Further guidance is available on the gov.uk website.
The 2015 strategic defence and security review introduced a new national security objective to promote UK prosperity. We subsequently published strategies for shipbuilding and combat air, and refreshed our defence industrial policy with a new emphasis on supporting growth and competitiveness. On 14 March, we provided an update to Parliament on our ambitious defence prosperity programme.
Last week, the Secretary of State described our Type 26 frigates as the envy of the world. They are powered by the most capable and quietest electric drive motors, which are designed and made by GE in Rugby. Is the Minister as delighted as I am at today’s news that the Ministry of Defence is bringing forward orders for the motors for the second batch of those vessels, which will enable this vital facility to remain here in the UK?
May I first praise my hon. Friend for the work he has done to fight for the factory in his constituency? I could not walk down a corridor without bumping into him and him lobbying hard. That was why I made sure that I met GE. I am pleased to inform him that this morning GE announced to its staff that it has reached an agreement with the Ministry of Defence that will enable the company to continue its work in his constituency. I also pay tribute to my officials, who have worked incredibly hard on this matter to ensure that the machines continue in Rugby.
Delivery of the Tempest programme, as driven by BAE Systems in Warton, is essential to managing the future military air requirements of the United Kingdom. Can the Minister confirm continued Government support for the combat air strategy, as outlined by the Prime Minister at Farnborough?
My hon. Friend secured a debate just last week on this very issue and is obviously fighting very hard for his constituents who work at BAE Systems. The Government continue to deliver the combat air strategy which, as he says, was launched at Farnborough last year. That is a big piece of work, which is looking at the future air combat system technology initiative. The Government will continue to look at all innovative technologies that will need to be available, while we explore a broad range of options to deliver capability.
The cross-party report on shipbuilding recommended that the new Royal Fleet Auxiliary ships are built in British shipyards—that is absolutely vital and enjoys cross-party support. Has the Minister read the report, and will he meet the officers of the all-party group to take forward our recommendations?
I would be more than happy to meet the hon. Gentleman and others who have shown an interest in this. As I said, my right hon. Friend the Secretary of State is currently conducting a review into the MARS—military afloat reach and sustainability—tankers to see how we can learn from that and maximise the opportunities that will exist for the supply chain in the UK.
In recent days, we have heard of foreign shipbuilders pulling out of the bidding process for the fleet solid support ships. If the Government are being true to the national shipbuilding strategy, will the Minister accept that time is of the essence for not only the support ships but the bidding process for the Type 31 frigates? I know of a yard that has the skills, experience, talent and infrastructure to build those ships for the UK—we are good to go in Rosyth, so, for the sake of jobs and the industry, will the Minister start signing the contracts?
The hon. Gentleman mentions the Type 31. Of course, that is a UK-only competition and we will wait for the results later this year. On the fleet solid support ships, I am pleased that a UK consortium is in there. I can confirm that Fincantieri has withdrawn from the competition, but I am not going to comment on any other entrants, because it is purely speculation at this stage.
I can absolutely confirm that, hence why we put an “e” on the end—to show that this is a ship we want to export. We want to show what UK industry can do and the capability it can provide to other nations. I am sure the Type 31 will follow the success of the Type 26.
As the right hon. Gentleman will know, following the issues involving Galileo the Government announced that £95 million would be spent on exploring exactly what our future options and capabilities might be, and that work is still ongoing.
The Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), was good enough to meet representatives of Rock2Recovery, which specialises in providing mental health coaching for veterans and current service personnel. How does he intend to use that solution as part of any future treatment?

It is a pleasure to serve under your chairmanship for the first time, Mr Rosindell. I congratulate my hon. Friend the Member for Fylde (Mark Menzies) on securing the debate and on his work for many of his constituents. He often grabs me in the corridor to raise issues that are of concern to him and them. As he rightly said, his constituency has a proud tradition in military aviation. Over recent years, BAE Systems Military Air & Information at Warton has been the central assembly facility for the Eurofighter Typhoon. That was one of the first visits I made when I was appointed to this job, and the passion that goes through that company was clear, from the management to the workforce. We should be proud of what it has done.
The area has a strong heritage. Warton was originally the base of English Electric and the testing ground for the legendary Lightning fighter—the supersonic interceptor of the 1960s and 1970s, rather than today’s world-beating F-35 Lightning II stealth jet. It is doubly appropriate, therefore, that the debate has highlighted the proud history of the UK in the field.
Let us make no mistake that the UK remains a global leader in military aerospace for three reasons. The first reason, which my hon. Friend touched on, is innovation. We have a long heritage of leading the world in aerospace thinking—in taking cutting-edge industrial, technical and scientific know-how from the drawing board to cutting-edge military capability. The first purpose-built air-to-air combat fighter was designed and built in Britain, as was the first vertical take-off and landing aircraft. That heritage remains undiminished.
The second reason is our history of successful international collaboration in producing some of the best military aircraft in the world, such as Jaguar, Tornado and Typhoon, with our partners on the continent, and now the F-35 with the United States, as my hon. Friend pointed out. The third reason is the strength of our domestic combat air sector, which has created skilled jobs and prosperity not just in his constituency, but across the nation.
It is worth mentioning the recent successes for the UK industry in the sector. Programmes such as the F-35 are creating considerable industrial benefit, with 15% of the value of more than 3,000 airframes being built by British industry. The Government are also delighted with the UK’s recent success in securing another batch of F-35 avionic and aircraft component repair work, which will bring an additional £500 million of work to north Wales and secure hundreds of skilled jobs. Overall, the combat air sector has an annual turnover of more than £6 billion. It directly supports more than 18,000 skilled jobs across the UK and many more in the wider supply chain, which are equally important.
To maintain and strengthen the sector’s competitive international position, the Government established the £2 billion future combat air system technology initiative following the “Strategic Defence and Security Review 2015”. That initiative sustains investment in the sector to ensure that the UK remains at the forefront of developing the next generation of technological capability.
Last year, the Government further demonstrated their commitment to the sector by launching the combat air strategy at the Farnborough international airshow, as my hon. Friend said. The strategy defined a clear vision for the sector that preserves our long-standing national advantages in the field and our freedom of action in deciding how our combat air capability is delivered. All future combat air decisions will be based on a national value framework that takes full account of our armed forces’ requirements, the contribution to the nation’s industrial capacity and prosperity, and the significant benefits that military aviation provides to our international influence.
As the Minister knows, the Defence Committee is quite worried that not enough is being done to protect the defence industrial base. In advance of his appearance before us on 21 May, when we will look into some of these subjects, can he tell us how much consideration is given to the knock-on benefits of investing in production in the UK rather than buying off the shelf, given that the money spent is then channelled back into the British economy?
I am grateful to my right hon. Friend for his intervention, and I say with some trepidation that I am looking forward to appearing before his Committee in a couple of weeks’ time. He is absolutely right to raise that important issue. We are doing a tremendous amount of work across the Department, and a lot of it is of course the focus of the fantastic report by our right hon. Friend the Member for Ludlow (Mr Dunne) on the important prosperity that the defence industry can bring. We are also engaging a lot with small and medium-sized enterprises around the country to encourage more of them to take part in many of the competitions, and to ensure that they do more business with defence. Wherever we build new platforms, we are encouraging wider prosperity among those in the supply chain in the United Kingdom.
I know there has been some controversy about some of the platforms we are buying from overseas, but we are working with these industries to ensure that they work closely with the UK supply chain, so that we can increase the prosperity that comes about because of the platforms we are buying. For example, Boeing recently took a lot of SMEs over to the United States to talk through how they can bid for business from that company. Of course, Boeing has made investments in this country, but we want to see even more of that happening, and I will be happy to develop a bit more of that when I come before the Committee chaired by the Member for New Forest East (Dr. Lewis) my right hon. Friend.
I am grateful to the Minister for taking an intervention on that point. I apologise to him for having been delayed in a Select Committee, and I refer to my entry in the Register of Members’ Financial Interests.
I was very interested in the answer the Minister gave to my right hon. Friend the Member for New Forest East (Dr Lewis) vis-à-vis investing in the defence base of this country, and, of course, I agree 100% with that. However, with regard to the combat air sector, I was encouraged by the Minister’s comments about Team Tempest. Could he update the House as to whether there has been any further discussion as regards international partners in that programme going forward?
I will come on to those points in a minute. A number of points were raised in the debate that I will happily respond to when I have finished these remarks.
As part of the wider strategy programme, my Department has now launched its next-generation combat air acquisition programme. This will develop the capabilities that the RAF will need to replace Typhoon when it goes out of service in 2040. The programme’s two-year concept phase has now begun, following my approval of the strategic outline case.
Furthermore, new forums have now been established to explore the possibilities for collaboration with other military aerospace partners. Early discussions have gone well, and my Department will provide more detailed updates in the summer. However, I can assure my hon. Friend the Member for Witney (Robert Courts) that we are having very detailed conversations with a number of our partners around the world because we recognise that, for this process to be effective and, importantly, affordable when we deliver it, and, probably even more crucially, because of the importance of interoperability, it is vital that we have partner nations on board. However, as I say, those discussions are still ongoing. I hope I will be able to update the House on them later this year.
Will the Minister acknowledge that, although the commitment the Government have shown towards the Tempest programme is to be welcomed, if the project is to come to fruition, that will require much more investment by the Government than they are presently committed to?
We are in the early stages at the moment, and I will shortly talk about some of our engagement with industry, to respond to his point a bit further.
The other thing that is really important, and it is in parallel to this work, is that fact that my Department is actively identifying and monitoring the health of the sector’s skill base, which my hon. Friend the Member for Fylde mentioned. When I visited Samlesbury, I was very impressed by the BAE Systems training centre next door. That centre is helping not only the sector but a lot of businesses around the Lancashire area, and it really is a model that we should see from other businesses in the defence sector. The aim of our work is to inform crucial decisions on future skills investment in a fast-moving international environment, where technological practice changes continually.
I will just come on to some of the points that were raised in the debate. The first was the issue of exports. My hon. Friend the Member for Fylde was absolutely right to say that this is an incredibly important part of the work that we do. Personally, I have tried to invest a significant amount of my time in support of some of the export campaigns. We are working with Finland at the moment to see whether we can be successful in their competition, which is worth in the region of €6 billion to €10 billion. Finland has launched a competition for the acquisition of 64 fighter aircraft to replace its ageing fleet. That competition is a closely fought one, but I can assure my hon. Friend that we will do everything we can.
As for Saudi Arabia, we continue to make progress on the Typhoon batch 2 negotiations. The latest offer is a very strong package, and it would provide enduring industrial capability in the Kingdom of Saudi Arabia, which would also establish many of the industrial components needed to realise that country’s vision of 2030.
My hon. Friend was right to mention the export issues and the licensing issues, and we are working closely with the German Government to ensure that those are resolved. Equally, we are working together with Airbus on the campaign to supply Canada with a replacement for its F-18—it is currently running a competition to find that replacement.
Other points were raised in the debate. There was the issue that my hon. Friend mentioned to my right hon. Friend the Member for Ludlow and the prosperity agenda. We are working closely with four main businesses at the moment: BAE Systems, Rolls-Royce, Leonardo and MBDA. Recently, I was pleased to attend a Team Tempest industry day, which over 150 companies attended so that they could get the briefs they needed and the capabilities and skills that will be required to facilitate the next generation. The Tempest partners are now very actively engaged with about a hundred of those companies. So that engagement is happening and, as I have said, I hope we will be able to make more announcements in the coming weeks.
I have talked about the partner nations. The innovation side is obviously incredibly important. The innovation fund is helpful, and the whole aspect of this future combat air strategy will be incredibly important for that.
My hon. Friend also mentioned Hawk, which I know has been a challenging issue. I have visited Kuwait on two occasions now, trying to personally support the very active campaign that BAE Systems and the Government have pursued there. I pay tribute to the trade unions; they are very active in making their case. I also pay tribute to BAE Systems, which is trying to keep things going at Brough while we see whether we can make any announcements.
I hope I have demonstrated in this debate, which I again congratulate my hon. Friend the Member for Fylde on securing, that we are doing everything we can to maintain the necessary skills and knowledge, as well as to retain our ability to have the combat air sector that we really need. I assure the House that the Government will continue to work in full partnership with our world-leading military aviation sector, maintaining its position at the cutting edge of technological development, and supporting the jobs and prosperity that it brings right across the UK.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I congratulate the hon. Member for Rutherglen and Hamilton West (Ged Killen) on securing the debate and for the tone of it. My hon. Friend the Member for Stirling (Stephen Kerr) is right that it has been a considered debate about how we might diversify the defence industry in Scotland.
Before I address some of the specific points that have been raised, I want to emphasise the importance of the UK’s defence industry, both in delivering world-class military capabilities to our armed forces and in contributing to the UK economy. Last year’s report into the contribution of defence to UK prosperity by my right hon. Friend the Member for Ludlow (Mr Dunne) showed that defence benefits every single part of the United Kingdom. It is a sector with an annual turnover of £22 billion supporting some 115,000 jobs. Scotland shares in that national success by benefiting directly from every pound spent on our defence, which is in itself the biggest defence budget in Europe. The report highlighted the range and diversity of the defence industry across the whole of the UK, including in Scotland, and the UK Government’s support for the defence industry in Scotland.
Last year, defence spend with industry in Scotland amounted to £1.65 billion, supporting some 10,000 jobs and equivalent to £300 per capita, which is above the UK average. The hon. Member for West Dunbartonshire (Martin Docherty-Hughes) said that Scotland wants its fair share, but as a Yorkshire MP I would say that £300 per head in Scotland compares very favourably with the £60 per head that we get in Yorkshire and the Humber. I think it is we who want our fair share.
There is a difference between a nation and a region, clearly.
There are many Yorkshire people who would argue very differently.
We invest in shipbuilding in Scotland to maintain world-class capabilities for our Royal Navy, recognising the incredible expertise of the Scottish shipbuilding sector. With a history that dates back more than 150 years, it has long been the envy of the world and today remains a global leader. As we have heard, in the past few years Scotland has played a major part in the building, assembly and successful delivery of HMS Queen Elizabeth, the most powerful surface vessel in British history. The MOD has also placed a £3.7 billion contract to build the first three state-of-the-art Type 26 global combat ships on the Clyde, where all eight will eventually built. The first of these City-class frigates has been named HMS Glasgow and the last will be HMS Edinburgh. Coupled with our order for five offshore patrol vessels, this work will sustain some 4,000 jobs in Scottish shipyards and throughout the supply chain until the 2030s. No other industry in the UK can boast such a pipeline of future work.
Many other businesses are investing in Scotland, and I have heard many people congratulate and praise them. They include Babcock, BAE Systems, Rolls-Royce, Leonardo, Thales, Raytheon and QinetiQ. Denchi Power is an innovative smaller company, based in the far northern coastal town of Thurso in Caithness, which from its factory overlooking the beautiful islands of Orkney provides much of the essential advanced battery and charging technology and subsystems for the UK’s combat radio systems. These companies demonstrate the diversity of size and geography of the Scottish defence supply chain.
In the air, Leonardo manufactures state-of-the-art radar systems in Edinburgh. I had the great privilege of seeing some of the fantastic work it is doing there, and it is world beating. We want to see more of that as part of the combat air strategy. At RAF Lossiemouth, work has commenced on a new £132 million strategic facility co-funded by the MOD and Boeing. Up to 200 local jobs will be created at the peak of construction and we expect over 400 new jobs in the operation, once the P-8A fleet is based there permanently.
On land, companies across Scotland have provided and continue to logistically support high-technology subsystems on the Army’s critical warfighting platforms. These include Challenger 2 main battle tanks, Warrior infantry fighting vehicles, Foxhound patrol vehicles and the new AJAX reconnaissance fleet. The hon. Member for Glasgow North East (Mr Sweeney) asked for an update, and I can tell him that there is an ongoing competition on package 2 between the two contenders, and we are waiting for their revised bids, which we expect to have soon. The winner will be announced later this year. As it is a live competition, there is not much more I can say at this stage, but it is ongoing.
It is right that there is more that we can do, and I am absolutely determined that we do it. Scotland also benefits from the defence innovation initiative. The Defence and Security Accelerator finds and funds exploitable innovation to support UK defence and security quickly and effectively. It brings together the private sector, academia and Government organisations to find innovative solutions to some of the challenging problems facing defence. In the last year, DASA has launched 14 new themed competitions and run five cycles to open call. It has received nearly 800 proposals from over 480 organisations; some 228 proposals have been funded, of which over half are from small and medium-sized enterprises, with over £36 million of funding allocated. DASA’s competition events and outreach work are supported by a team of regionally focused innovation partners. This year DASA has been building relationships in Scotland and liaising with Scottish Enterprise, Textiles Scotland and the Universities of Glasgow, Strathclyde and St Andrews, to name but a few.
We also heard about space; Scotland has a great opportunity in that sector. Scotland is developing innovative defence technologies in that area, which is one reason that the Government’s flagship cyber-security event was hosted by the National Cyber Security Centre in Glasgow last week. Raytheon, which I met this morning and which specialises in the development of cyber-technologies, has recently announced new investment in a hi-tech manufacturing facility in Livingston, as we heard in the debate, as part of the diversification of its portfolio and its investment in British jobs. That is exciting news that will build on the support that it already gives.
More broadly, the hon. Member for Rutherglen and Hamilton West is right that space funding is an area that we need to develop carefully and take every possible opportunity from. That is why our space strategy, setting the direction for the defence space sector, will be published shortly. I regularly meet companies across the country, including many in Scotland, to talk about the space sector. I can assure hon. Members that it is something we are taking very seriously, because we know it will provide a great deal of opportunity in the future.
On 14 March this year the Defence Secretary reaffirmed his commitment to increasing defence’s contribution to UK economic growth, setting out a new package of measures to drive productivity and innovation in the sector. We held prosperity conferences and SME workshops, and we want to engage with as many people as possible. Many Members who have an interest in defence have arranged for me to meet businesses. I am happy to do that because we want to engage with as many of them as possible, so that we can take advantage of what they offer for the security of our nation, and so that every part, including Scotland, benefits from the wider prosperity that defence spending can bring.

Commons ChamberWe have had a useful and important debate in which we have heard passionate arguments both in support of our continuous at-sea deterrent, and against it. I support the strong arguments made by right hon. and hon. Members for our deterrent, and while I completely disagree with those who oppose it, I do respect the fact that they have stuck to their principled views.
Before addressing some of the points raised today, I think it would be useful to remind ourselves of the continuing rationale of our independent nuclear deterrent. Following its July summit in Brussels, NATO made it clear that:
“As long as nuclear weapons exist, NATO will remain a nuclear alliance.”
The UK’s independent strategic nuclear force, together with that of France, plays a vital deterrent role and contributes significantly to the overall security of the alliance. NATO also said:
“These Allies’ separate centres of decision-making contribute to deterrence by complicating the calculations of potential adversaries.”
We recognise the common threats and our common purpose in facing them down. It is ultimately by standing together that we strengthen our deterrence and shore up the rules-based international order. That is what underpins NATO’s nuclear umbrella.
I now turn to the points raised during the debate today. The Opposition Front-Bench spokesman, hon. Member for Llanelli (Nia Griffith), asked me to answer a few questions, particularly on financing. As she will know and as has just been mentioned, we have the £10 billion contingency. Through that, we have been bringing forward parts of the project early so that we can try to have as much time as possible, and bring in cost savings where necessary. Of course, we are working closely with all the industry to make sure that this is delivered on time. My right hon. Friend the Secretary of State meets the Treasury regularly, and the Treasury fully understands the importance of our nuclear deterrent.
On Brexit, again, the Ministry of Defence continues to meet our suppliers regularly to ensure that they have robust plans, whatever the outcome of the negotiations, and that work is extensive. On the warhead, work continues to transition. We continue to refine the options and the technical solutions that will inform the final Government decision, bearing in mind that the replacement is not really required until the late 2030s or possibly even later.
I have heard my right hon. Friend the Member for New Forest East (Dr Lewis), the Chair of the Defence Committee, advocate the importance of our nuclear deterrent for many years, and he always puts those points extremely effectively. He rightly pointed out the support that exists for it in this House, with the votes that have taken place on numerous occasions, and he rightly reflected the nation’s support for our deterrent, with some two thirds of the population supporting it.
If I remember rightly, the hon. Member for Glasgow South (Stewart Malcolm McDonald) started with a quote about big willies and little willies, but I am not going to go there personally. He also said that this was a backslapping exercise, and I have to say that I think many Members on both sides of the House found that a bit out of order. This is certainly not about backslapping, because the first job of any Government is the defence of our nation. This debate is about marking the gratitude to those who have made sure that our country has remained safe.
As others have already said and pointed out, particularly my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon) and the hon. Member for Bridgend (Mrs Moon), NATO is a nuclear alliance, and there are therefore conflicts in the position that the SNP has taken.
No, I am still referring to the points the hon. Gentleman made, if he will just give me some time.
The hon. Gentleman also raised the issue of decommissioning and the NAO report. I acknowledge, as does the report, that this issue is very complex. I accept that this has gone on for too long. However, the report also recognises that the Department and the Government are actually taking the initial steps. I am personally taking an interest in this—following several meetings I have had with the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard); the hon. Member for Dunfermline and West Fife (Douglas Chapman), who represents Rosyth; and my hon. Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan)—and I will continue to work on it. I should make it clear that in August we completed the initial dismantling with Swiftsure, and we are now commencing with Resolution. We are working on a plan, as the first Government to do so for many years.
That is fair enough, and I hope the Minister does make progress, which no one wants to see more than I do. May I take him back to the point he made about the Scottish National party position on NATO? An independent Scotland’s place in NATO is supported by none other than the former UK ambassador to NATO, Dame Mariot Leslie, who was ambassador at the time of the coalition. She is right, is she not?
It feels as if the Scottish National party wants to be protected by nuclear weapons but have no responsibility for them whatever.
In fairness, there were lots of speakers and I want to get through them all, and we have heard quite a lot from the hon. Gentleman today.
My right hon. Friend the Member for Sevenoaks rightly reminds us that the deterrent is used every day. To say that it is not used is really quite an insult to all those who work so hard on our behalf. He reminded us of the growing threat, not least from Russia and North Korea, and talked about the importance of maintaining our country’s independence.
The hon. Member for Bridgend made a very valid point about reminding ourselves of the importance of NATO to us, and the importance of our deterrent being an at-sea deterrent. The fact that it is hidden is very important in keeping our adversaries guessing.
My right hon. Friend the Member for Ludlow (Mr Dunne) held the position I currently have. I have great admiration for him. He is clearly respected right across industry, particularly for his recent report. I will come on to prosperity later.
The right hon. Member for North Durham (Mr Jones) rightly recognised the commitment to the NPT, which is really important. We do want a reduction in nuclear weapons. The question is how we go about it. My right hon. Friend the Secretary of State never fears fighting our corner when it comes to the Treasury.
The hon. Member for Argyll and Bute (Brendan O’Hara) said that the future of Faslane would be safe in an independent Scotland. That is a very big statement for the SNP to make without a nuclear enterprise. It would be a cause of great concern, I am sure, for the 127 Scottish companies who are in the supply chain that generates business for them of £130 million. I also wonder how many of our service personnel would actually want to serve in Scotland when they are taxed so much. It is only thanks to the mitigation of this Government that we are able to help them.
I want to get through my responses to the debate. Whenever we have these debates, Scottish National party Members try to disrupt the closing speeches. I have given way once and I will carry on.

Friend the Member for Berwick-upon-Tweed (Anne-Marie Trevelyan)—yes, she is wearing a submariner’s sweater—spoke eloquently about the detailed day-to-day experience of servicemen and servicewomen. Having been on one of those submarines, I will be honest and say that I am not sure that I could do it. It is the thought of being in a confined space for that length of time, so the ability to do that is something I always admire. What strikes me is how proud service personnel are and how much they love doing the role.
The hon. Member for Barrow and Furness (John Woodcock) has long been an advocate of the continuous at-sea deterrent, holding many events in the House over recent years. He rightly talked about the workers in Barrow and the huge contribution they make to this national exercise. We should of course recognise the contribution made by those in all parts of the country. The hon. Member for Plymouth, Sutton and Devonport rightly pointed out the contribution those in his constituency make to the deterrent. The hon. Member for Barrow and Furness talked about the medal campaign. He will have heard my right hon. Friend the Secretary of State say that he will look into the issue. I will make sure we do that as quickly as possible.
My right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) talked about his experience of going on board. I repeat my remarks about admiring the people who work in this service.
The right hon. Member for Warley (John Spellar) rightly reminded us of the modern-day threats—not just in intentions, but in the capability that is being built up by many of our adversaries. It is important that we recognise that. He also rightly reminded us that many campaigners will talk about the weapons that we have pointing in one direction, but they never refer to the weapons that may be pointing at us.
The hon. Member for Gedling (Vernon Coaker) made strong and powerful points. He was absolutely right that being a nation with a permanent seat at the UN Security Council and a member of NATO comes with a responsibility. It is important that we stand up, and successive Governments have been proud to do that. The point he made that really struck home to me was that we are pretty poor at explaining why our deterrent is needed and advocating the case for it. He is absolutely right: I do not think the public are fully aware of the growing threats that we face and the need for this in the way that people were perhaps aware in the cold war in the ’80s and ’90s. It is also important to remind people, as he said, that we have done a lot of work to reduce the number of weapons globally. In 1986, there were 64,500 nuclear weapons. Now, there are 14,500. This is also the 50th anniversary of the NPT and it is important that we continue to redouble our efforts to do all we can to support that.
The hon. Member for Brighton, Pavilion (Caroline Lucas) mentioned the ban treaty. While I respect her point of view, it fails to address the key issue that first has to be overcome if we are to achieve lasting global disarmament—that is, the security context in which we find ourselves—and does nothing to increase the trust and transparency that we really need between those nuclear states.
Finally on hon. Members’ comments, the hon. Member for Glasgow North West (Carol Monaghan) asked about her grandmother’s Christmas tree. I will try to find out if it is still on board. [Laughter.] And if it is, it will stay there.
It is also important to remind ourselves of the significant economic benefits that we get. Our continuous at-sea deterrent supports thousands of highly skilled jobs in hundreds of companies across the UK. BAE Systems, with around 8,000 personnel, is key in Barrow and Furness, where our submarines are designed and built, and Rolls-Royce has over 800 employees in Derby and Barrow who manufacture the plants that will power our submarines. Of course, the Atomic Weapons Establishment employs nearly 6,000 people working on manufacturing, maintaining and assuring the UK’s nuclear warheads, in addition to providing nuclear threat reduction services. I have mentioned the support that the Scottish economy benefits from.
Today is essentially about marking the tremendous contribution of the people who serve to protect our country. Those submariners and their families have done so much over the last 50 years. Many of the contributions from Members today rightly point out that these people go away from home for many, many weeks and months at a time and that is a big commitment for them to make. It is also a big commitment for the families that they leave behind. We should say a very big thank you today from us all for the support that they have given to our nation to keep it safe. I am glad that the SNP will push this to a Division, because it means that this House can again show its support for what we believe is absolutely right.
I will end by quoting Churchill’s final speech to the United States Congress in 1955.
“Be careful above all things”,
he said,
“not to let go of the atomic weapon until you are sure, and more than sure, that other means of preserving peace are in your hands.”
Baroness Thatcher reminded Congress of that line when she addressed it herself in 1987, but she left out Churchill’s next line:
“Meanwhile, never flinch, never weary, never despair.”
Operation Relentless has been maintained by thousands of brave submariners since 1969—and they never have.
