I agree that having an unsettled work force is not healthy, which is why it falls to business men to reassure their staff. However, it is possible to unsettle a business by insisting that it employ staff when there is not necessarily a role for them and it might be difficult to afford them.

No I will not, I am afraid.

Responsible businesses have, and recognise that they have, a duty of care towards their employees and will often put their welfare before their own. They will not take decisions that would destabilise an existing business. As someone who has run my own business—and, unfortunately, had to let staff go—I know how difficult those decisions are to take and how painful they can be on both sides of the divide. Businesses do not want to take risks with the livelihood of those whom they already employ, so they may not hire additional staff unless absolutely they are sure that they are needed and affordable. Trying to downscale later could be costly and time-consuming, so they avoid the risk.

The proposals announced today might well help employers to make the decision to hire earlier, thus stimulating employment and growth, especially in small and medium-sized enterprises. If each one were to employ one additional member of staff, we would have an employment deficit. This will build on what has already been achieved in the last 18 months, with 500,000 new private sector jobs, more than 500,000 new businesses created, the manufacturing sector growing and our credit rating restored.

Labour Members would have us believe that they left us with some golden economic legacy, but nothing could be further from the truth. In the 13 years they were in power unemployment rose, workless households rose, and households where no one had ever worked more than doubled. Unfortunately, we also saw youth unemployment, which we all accept is a problem when it has risen to nearly 1 million. That is why I welcome the measures that the Government have brought forward, particularly in my own constituency, which has seen the number of apprenticeship places rise this year from 560 to 740.

The Opposition’s plan B is not credible. It just means spending more money that we do not have, because they have spent it all. It means borrowing more, and hang the consequences. It means saying, “Hide the bills, stop opening the post, don’t answer the door.” Well, that will not work. When you are in a hole you must stop digging, but we are trying to climb out of the hole that we are in. The Opposition’s solution means doing the equivalent of going to a payday lender to borrow and spend your way out of trouble. We all know what happens when people do that: they lose their credit rating, and that is a really serious problem which could cost this country many billions of pounds that it does not have.

I am grateful to have the opportunity to bring a Welsh perspective to this debate. The hon. Member for Streatham (Mr Umunna) is no longer in his place, but I must say that his speech was much more coherent than the Opposition’s motion.

When considering economic growth across the entire United Kingdom, it is important to remember that there is a Labour Government in Wales, and we can compare and contrast what is happening in Wales with the positive steps the coalition Government are taking in supporting enterprise and private sector growth. Businesses in Wales are crying out for the enterprise zone idea to be implemented in Wales, yet we are still awaiting a coherent announcement from the Welsh Assembly. We in Wales have a Labour Minister for enterprise and the economy who has stated that she regrets capitalism. It is therefore no surprise that the Institute of Directors and other organisations have stated they feel that there is no partnership with the Labour Assembly Government and that Labour rejects, rather than embraces, the private sector.

Does the hon. Gentleman not understand that there is a symbiotic relationship between the public and private sectors? If we cut one, the other bleeds. What is needed at present is a transfusion for the private sector, which is part of Labour’s five-point plan.

If what we are seeing in Wales is an example of Labour economic thinking, I am very pleased that it is in opposition in the rest of the United Kingdom. The truth of the matter is that the Labour party in Wales has shown across the generations a failure to understand the importance of supporting enterprise.

My enthusiasm to rise to speak to the amendments is indicative of the thorough scrutiny that the Bill has enjoyed here and in the other place, and of the spirit in which that scrutiny has taken place.

If I may, I shall speak first to Lords amendments 47 to 71, which make important changes to schedule 12 and further strengthen the provisions that strip away unnecessary central controls over the governance and dissolution arrangements of further education colleges and sixth-form colleges.

You, Madam Deputy Speaker, with your usual assiduity, will have seen those provisions in the context of the Education Act 1944. In bringing that legislation to the House, the then President of the Board of Education as he was known, Rab Butler, said that it is not possible

“to start colleges ‘out of the blue,’… It is essential that the House should realise that direction by the State from the top is not the right way to administer this vast matter. What is wanted is to encourage the desires, appetites and feelings of those who wish for different forms of adult education and then to try to meet them as far as possible. As long as we follow that line, I can tell the House that it is our desire to reform and bring up to date the adult education system and to make a great stride forward in this regard.”—[Official Report, 12 May 1944; Vol. 399, c. 2261.]

Just as a stride forward was made then, so a stride forward is being made now, although I would not claim to be as great as that very noble and distinguished gentleman, Mr Butler.

In speaking to these amendments, however, the important thing to make clear is the Government’s absolute unwavering and unabridged commitment to the creation of a freer, more responsive further education and skills system—one that is based upon the principles of fairness, shared responsibility and freedom from central Government controls.

I say that not for any doctrinaire reason, but simply because of this enduring truth: unless we make the system sufficiently nimble to respond to dynamic demand, it will not be fit for purpose. Through the Bill, and in that spirit, we propose to remove a raft of unnecessary and prescriptive duties and to reduce the control of the Government and their agencies over the affairs of colleges.

I have written a letter to the Minister on what he has been saying about apprenticeships and supply and demand for apprenticeship places. I am not talking about funding because we have had the debate about the Government providing funding; I am talking about employment opportunities. Is he aware that a training provider called the Liverpool Construction Academy in my constituency is due to close its doors on 25 November, with the loss of hundreds of apprenticeship opportunities and the jobs that go with them?

The hon. Gentleman is a great champion of apprenticeships, having been an apprentice himself. He understands the value of apprenticeships in providing people with the skills not only to get a job, but to lead more fulfilled lives. I hear what he says about his particular constituency interest and he will expect me to respond in a similar spirit by saying that I am more than happy to meet him to discuss that matter in some detail. However, I am sure he understands that you will not allow me to go into great detail about that tonight, Madam Deputy Speaker.

I make no apology for quoting Lord Layard at some length, because he set out a challenge for us all, in all parts of the House, to address the issue—it is not a new issue, but one that none of us has got right in decades of trying—of how we provide a high quality route for those who will not necessarily follow the route into higher education. Through our amendment (a) to Lords amendment 36, we would like to strengthen the slightly moderate language used in the Government’s nevertheless important concession. My concern is about what will count as “reasonable efforts”. In particular, what rights of redress will young people have when they cannot get an apprenticeship and do not think that reasonable efforts have been made?

My hon. Friend has outlined the move in emphasis away from securing employment for every qualified person and towards involvement with employers. Will he join me in congratulating Liverpool city council, for instance, which has decided to use an innovative model to create 2,000 new apprentices?

I am delighted to join my hon. Friend and constituency neighbour in congratulating Liverpool city council, which, despite one of the worst funding settlements from central Government, has been able to create a new programme. I thank him for that opportunity, although I am in grave danger of moving beyond the scope of this debate, so I shall return to my speech.

Our amendment would change the term “reasonable” in Lords amendment 36 to “best”. In contract law, making a “best effort” requires a higher level of commitment than making a “reasonable effort”. Our amendment would place a greater duty on the chief executive to secure employer participation in apprenticeships for the specified groups and would reintroduce, in part, the previous Government’s commitment, which placed a duty on the chief executive to find an apprenticeship for all who wanted one.

This is a major challenge for us all. In a recent speech, my right hon. Friend the Leader of the Opposition set out a new policy on apprenticeships, giving a commitment that in future all major Government contracts should

“go to firms who commit to training the next generation with decent apprenticeships,”

and that none should

“go to those who don’t.”

I invite the Minister today to consider making a similar commitment on behalf of the Government. I seek assurances from him about how the new clause proposed by Lords amendment 36 will be implemented in the context of the Government’s broader approach to apprenticeships. For example, concerns have been raised about Train to Gain places being replaced or rebadged as apprenticeships. Today we have seen early coverage in the media of a report—to which I understand the Minister has contributed—by the Institute for Public Policy Research, due to be published later this week, setting out concerns that younger people are not getting a fair share of the increase in apprenticeships. I appreciate that there is a balance to be struck, and we very much welcome older workers having the opportunity to take up apprenticeships, but with youth unemployment almost certainly set to hit 1 million this week, we need to maintain the important focus on young people and the opportunity that is provided by having an apprenticeship place.

Yes. In opposition, of course, it was our policy to offer a financial incentive to support SMEs, which we felt would have a real and perceived risk associated with taking on apprentices, through the means of some kind of payment. We were unable to do that because of the financial constraints that affect the whole Government, but we can make more progress in respect of bureaucracy. We need to make the system accessible, straightforward and simple. We need to get rid of the bureaucracy that has sometimes inhibited small businesses from engaging in the apprenticeship programme. Yes, we will go further, and spurred on by my hon. Friend’s enthusiasm, I will make further announcements on reductions in bureaucracy, specifically for SMEs. He is right that their engagement in apprenticeships is critical, not least because if we are to spread apprenticeships and seed them into every community, village and town, we cannot simply rely on the excellent apprenticeship schemes of major businesses, such as BT, BAM, BAE, the Royal Navy, Ford Motor Company, EDF, the Royal Air Force, Sellafield, Bentley Motors, Jaguar Land Rover, GE Aerospace, Caterpillar, Honda and others. We need to have apprenticeships in smaller businesses and micro-businesses, too, such as those in my constituency—in the small villages and towns, where if we were to ask young people in particular to get an apprenticeship, they could only do so locally, because of travel and accessibility issues.

The Minister has just spoken about micro-businesses. MPs are almost micro-businesses. I would like to know how many MPs have put their money where their mouths are and taken on apprentices. I am one of them. Other Government and Opposition Members have taken on apprentices, but a vast number of MPs have not done so. If we all took on just one apprentice, we could create 650 apprentices in the House.

I have written to colleagues to that effect. I make that plea once again. The hon. Gentleman is right to offer that clarion call to Members of Parliament to take on apprentices. I have one in my office. I hope that the shadow Secretary of State is thinking about taking on an apprentice. I know that he will do so speedily, following the words that he has heard from the Dispatch Box today.

The National Apprenticeship Service is already actively promoting apprenticeships with employers and ensuring that apprenticeships are highly prized by businesses and apprentices. It provides an online vacancy matching service for employers and prospective apprentices. It already has a dedicated employer-facing field force to recruit new employers in the way that I have described.

My hon. Friend is absolutely right that WorldSkills was a triumph. In an event involving 1,000 competitors from 52 countries and more than 40 skills, Britain achieved its best ever result. It is our commitment to excellence and our belief in rigour that combines our approach to academic learning and vocational learning. Whether it is Pliny or plumbing, or Plutarch or plastering, we believe in excellence, excellence, excellence.

T6. Labour Members believe that the E-bac might be for some, but certainly not for all. Some people are better suited to more vocational courses rather than purely academic routes. Why does the Secretary of State not believe in parity of esteem?

I certainly do believe in parity of esteem. In particular, I think that we should esteem working-class students in the same way that we esteem those from other backgrounds. The fact that under the previous Government working-class students were too often denied the opportunity to study the academic subjects that would lead them to university is a contributory factor in the freezing of social mobility over the course of the past 15 years. A fatal flaw in this country’s approach to education is that we automatically assume that just because children come from poorer backgrounds, they cannot succeed academically. At last, under this coalition Government, that unhappy prejudice is being uprooted from the education system.

I am delighted to follow my hon. Friends the Members for Liverpool, Wavertree (Luciana Berger) and for Liverpool, West Derby (Stephen Twigg) in speaking in this important debate. The fact that three Labour MPs representing Liverpool constituencies have contributed shows the depth of feeling in our city about the issue under discussion.

In a move designed to detoxify the Tory brand and cultivate cuddly, compassionate Conservatism—allegedly big on children and the family—the current Prime Minister told Tory acolytes back in 2009:

“Sure Start will stay, and we’ll improve it.”

Actions speak louder than words, however. Eighteen months and one election later, 250 children’s centres are due to close nationwide and some 2,000 will be forced to reduce their services. Sure Start as we know it looks set neither to “stay” nor “improve”. This is another example of Cleggism, if one was needed: saying one thing, but doing another.

No, not just yet.

It is glaringly obvious that the Government do not understand the holistic nature of the Sure Start children’s centres—their qualitative as well as their quantitative value. Yes, they are about providing a co-ordinated range of practical facilities and services, but, equally importantly, they are also about offering social and emotional encouragement and support, often to parents living in some of the most disaffected, marginalised and hard-to-reach communities in the land.

Sure Start children’s centres do not cater only for the most disadvantaged—whom our Cabinet of multi-millionaires clearly finds so tiresome. They also support hard-working low and middle-income families. Ministers would do well to remember that. Isolation, chaos and dysfunction are both causes and symptoms of family deprivation and marginalisation, and are not the preserve of the least well-off.

I fully acknowledge that the children’s centre programme, which is still in its infancy, is far from perfect. The quality of provision is sometimes patchy, there is room for standardisation and improvement, and although all the indications are good, it is much too early to evaluate the benefits fully.

First, may I apologise for joining the debate late? I was attending a Justice Committee meeting.

I agree with the hon. Gentleman about the need for these centres, but Wiltshire has had a 25% cut in its revenue support grant yet not a single centre is closing—and no library is closing either, so why is Liverpool choosing to shut its centres? This is a matter for the local council, not central Government.

I apologise, Mr Deputy Speaker. To address the hon. Lady’s point, Liverpool is the most deprived area in the country—I have said that before in the Chamber—and it is facing the biggest cuts not just in the policy area under discussion, but in all areas. I invite both the hon. Lady and the Secretary of State for Education to come and see my constituency. It is not only in the most deprived area in the country; it is one of the most deprived constituencies in the most deprived area in the country.

As my hon. Friend has said, Liverpool is the authority with the greatest need. Does he agree that Liverpool city council is to be commended for focusing its cuts first and foremost on back-office functions, halving the number of senior managers, cutting the chief executive’s pay and reducing bureaucracy, yet even after that it has had to make service cuts?

I thank my hon. Friend and fellow Liverpool Member of Parliament for the points he makes. I should perhaps put on record the fact that until May I am still a Liverpool city councillor, so I understand the difficult decisions those councillors are having to make. This is an open book: anybody can come to Liverpool and have a look at the situation we face—councillors’ unenviable task of going through the budget and trying to decide which services to cut.

We are often told by Government Members that we are “deficit deniers”. That is the mantra that everybody uses when they come to the Dispatch Box—the Prime Minister did it again today. If they do not think we should be cutting children’s centres or any other service in Liverpool, they should tell us what they think we should be cutting. It is their Government who have slashed funding to our city right across the board. We have been hit the hardest, yet we are the most deprived. [Interruption.] What was that? I am sorry, Mr Deputy Speaker, I thought somebody on the Government Back Benches said something.

Did my hon. Friend see the report on BBC news only the other evening in which an independent efficiency expert, Colm Reilly from PA Consulting, singled out Liverpool city council for the work it had done to make £70 million of efficiency savings so far, with £30 million to come in the next couple of months? He said that, despite all these efficiency savings, there was no way that Liverpool city council could protect the front line.

My hon. Friend is of course right, and Colm Reilly was not the only one to say that. The Secretary of State for Communities and Local Government praised Liverpool city council for its efforts to come up with a budget, given the circumstances it finds itself in.

As I said, the indications are good, but it is much too early fully to evaluate all the benefits of Sure Start. That is precisely why we should be giving it a fair chance to bed in, rather than hobbling it before it has barely taken off.

I add my own congratulations to Liverpool city council for the way in which it has tackled the almost impossible task of managing the budget and protecting Sure Start and other key preventive services. I use this opportunity to call on Sefton council, which has its budget meeting tomorrow night, to follow Liverpool’s lead in protecting Sure Start and other vital services.

As we have heard, the Government and certain Members just do not get any of this, but actually, Liverpool city council does get it. It is much maligned of late by the Con-Dems, of course, but, no thanks to the coalition, and despite an 18% cut to its early intervention grant, from which Sure Start funding must now be drawn, it has managed to secure the future of 22 of its centres and will work hard through its consultation process to find ways of avoiding the closure of the four that are threatened, which my hon. Friend the Member for Liverpool, West Derby referred to earlier.

However, this is no vindication of the Government’s approach, as unfortunately, service reductions are inevitable. City-wide, under-fives and their families will suffer as a consequence and, needless to say, Liverpool city council has been forced by the Government into the iniquitous position of having to take from Peter to give to Paul. Shuffling reduced resources has inevitably meant that protecting children’s centres has come at the price of other vital services.

I am particularly concerned about the broader, vaguer proposal tucked away in the coalition agreement to introduce payment by results into the Sure Start equation. Market forces bring with them risks, competition and inconsistency. People such as the hon. Member for West Suffolk (Matthew Hancock) may disagree, but in my book there is no place for any of those in the delivery of services to children and young families.

All this would of course be all well and good if the Government could present a reasoned, evidence-based case for change, but as usual they cannot. In fact, in their arrogance they appear to have gone out of their way stubbornly to ignore popular opinion and expert advice, proffered well in advance of their budget deliberations.

The evidence that we need to change the system of accountability is available, both from the National Audit Office and from Durham university, whose team analysed primary schools and the young people attending them over seven or eight years. It found that the readiness for school of young people from the poorest families was not improving, despite all the expenditure by the previous Government. Therefore, moving to payment by results, so that local authorities and children’s centre staff are absolutely focused on transforming the life chances of children, is precisely what we need to be doing, and I think the hon. Gentleman should think again.

What a bizarre argument. Saying that an area such as Liverpool, which is among the most deprived, is having its money reduced and that that will somehow result in improved services to the groups that the hon. Gentleman is talking about is bizarre. As we have heard, almost a year ago the Children, Schools and Families Committee, as the Select Committee was known then, published a progress report on Sure Start children’s centres, having conducted a lengthy inquiry involving dozens of expert witnesses and practitioners—apparently, Jamie Oliver was the only one to turn down this fantastic opportunity. The Committee’s analysis was rigorous and measured, and it was firmly rooted in common sense and fairness. Three of its recommendations are worth highlighting again today.

First, the Committee warned that any reduction of funding

“would undermine the programme to an unacceptable degree and jeopardise the long-term gains from early intervention… we would not wish authorities to be bequeathed an underfunded statutory duty.”

May I help my hon. Friend, because he has just taken an intervention from the Chairman of the current Select Committee? I have read the Government’s response to our original response and it states:

“We are aware that Durham University published a report recently which suggested that Government investment in Sure Start had not delivered improvements in early language and numeracy development. We do not share that view—the 2010 Foundation Stage Profile results showed that the proportion of young children achieving a good level of development had increased by 4 percentage points compared to 2009”.

We must therefore balance what the Government actually said against what some people think they said.

My hon. Friend is absolutely right to make that point.

Secondly, the Committee urged the Government to give the programme time to bear fruit, given that even the oldest tranche of centres was only about six years old at that stage. The Committee said:

“It would be catastrophic if Children’s Centres were not afforded long-term policy stability and security of funding while evaluation is ongoing.”

Thirdly, the Committee categorically urged against the removal of ring-fencing, saying:

“We consider that it would be unwise to remove the ring-fence around Children’s Centres funding in the short or medium term; putting Centres at the mercy of local vicissitudes would risk radically different models and levels of service developing across the country, with differences out of proportion to the variation in community needs.”

Some Tory Members served on that Committee, so this was a cross-party report.

I received a letter from the chair of the governors at the St William of York Catholic primary school. They also manage the Thornton children’s centre in Crosby and they tell me that they have seen a marked improvement in the school readiness of the children who attend the centre and whose families use it compared with that of those who do not. That kind of evidence is as important as what is in the Select Committee report or elsewhere. It puts the record straight in respect of what the Chairman of the Select Committee said.

Of course evidence, anecdotal or otherwise, is always a useful tool.

The Government’s response to the Committee’s recommendations was to rush headlong into decisions, to cut funding and to remove the said ring-fencing. In short, the response was to dismiss entirely the logical, considered advice of those best placed to offer it, who included some of their own Members. I know that the Prime Minister is not a man for detail, but you know a policy is truly shambolic when even the Prime Minister fluffs his own case and defence. On 9 February, he arrogantly told the House: “On Sure Start, the budget is going up from £2,212 million to £2,297 million. The budget is going up. That is what is happening,” but that was downright wrong. Not only did he confuse the Sure Start budget with the broader early intervention grant in which it is being subsumed, but he used 2012-13 figures. The EIG is being cut this year by 11%—down from £2,482 million to £2,212 million. So the numbers were out, the dates were out and the argument was out. What hope for our children in the face of such cavalier amateurism?

The key to Sure Start programmes lies in the name, but thanks to the coalition’s cynically calculated decision to pass a poisoned chalice on to local authorities in the guise of localism, millions of babies and toddlers are now set to miss out on the sure start in life they might otherwise have enjoyed. On the Minister’s first point, my mum reliably informs me that in 1950s Liverpool the mass was said in Latin, but I can tell him that it is not today. On his second point, he needs to tell the shadow schools Minister in Committee why he is removing the apprenticeships guarantee. What is the reason? If we are convinced that this can be done without restricting opportunities to young people who are not planning to go to university, perhaps we will be satisfied, but he does not fill me with encouragement.

Does my right hon. Friend agree that Governments do not create apprenticeships, they fund apprenticeships? Employers create apprenticeships and under the previous Labour Government the number of apprenticeships trebled. Does he agree that it is simply laughable that the Secretary of State is trying to position himself as the champion of the working classes, and that we should invite him to Goodison Park to meet some ordinary working people, so that he can learn from them about what these policies will do to ordinary working-class families?

My hon. Friend is right that the Government have nothing to say to young people who want to plan to get a good skill so that they can get on in life. He rightly said that employers create apprenticeships, but the Government are a huge employer. When I was Health Secretary we increased the number of apprenticeships from 1,000 to 5,000, but that was not enough in the country’s biggest employer and the third biggest employer in the world. It was the existence of that guarantee that meant that public services had to work hard to increase the number of apprenticeship places they were making available. My worry is that by dropping this commitment the Government are going to throw that progress into reverse. The Government have figures for funding apprenticeships, but I am not certain that they are going to turn into a real increase in the number of apprenticeships, and the Minister for Further Education, Skills and Lifelong Learning will need to have some good answers on that point in Committee.

Thank you, Mr Deputy Speaker. I am from Liverpool, so I suppose I am getting used to cuts. I will try to amend my speech to fit the six minutes allocated.

As we have already heard, the Bill covers a wide range of concerns—from school discipline and behaviour to schools admissions and exclusions, setting up new academies and even changes to apprenticeships and the reform of student fees and loans. It is a mishmash of proposals designed not to give everyone the best chance of a good education but to create a three-tier system of the haves, the have-nots and the have-not-got-a-chances. In the future, unless parents have money or good connections, their children will be sent to schools facing massive cuts in their budgets, while money is siphoned off to academies and free schools.

Narrowing the curriculum to five subjects will mean abandoning all the young people who have thrived on vocational courses. Removing the promise of an apprenticeship will leave a legacy of young people who do not fit into this 1950s vision of what an education should be—young people consigned to the scrap heap by a Secretary of State who cares more about Latin and the classics than he does about Liverpool and the educational attainment of children from ordinary working families.

Above all, the Secretary of State is asking this House to strip local authorities of their role in managing the provision of education, and to transfer to him 50 new powers to interfere in and control almost every aspect of our schools system in England, including what subjects our children learn and what kind of schools they go to. Indeed, so much will be affected that, in view of the time, I shall confine my remarks to an aspect of education that gets little attention in the Bill, something that I believe highlights this Government’s misguided priorities.

We on the Labour Benches judge a society by how it treats its most vulnerable, not by how the strong prosper. In that sense, many Members have been right to express deep concern today about what the proposals will mean for the treatment of children with special educational needs. As Ofsted highlights, just over one in five pupils—1.7 million school-age children in England—are identified as having special educational needs. Critically, as a whole, pupils currently identified as having special educational needs are disproportionately from disadvantaged backgrounds, are much more likely to be absent or even excluded from school, and achieve less well than their peers, in terms of both attainment at any given age and progress over time.

Getting education right for those young people transforms their chances and our ability as a society to benefit from what they could be, rather than dealing with the consequences of what they never get help to overcome. First and foremost, what many parents of children with SEN in Liverpool will ask about this Bill is: how can we judge what these proposals will mean for those children if we have not even been given notice of when the special educational needs Green Paper that this Government said they would publish will be published? In the absence of such information, the proposals offer little comfort to parents, who fight hard to ensure that their children receive the education they need, whatever their ability.

Many in the Chamber would recognise the challenges that Ofsted identified in its work reviewing SEN schooling and in the special educational needs and disability review. However, that is why it is all the more worrying that the proposals in the Bill have been brought forward without any details outlining what they will mean for children with SEN. Under the present system, a parent of a child with SEN often fights long and hard to get their child statemented, to ensure that they can access the services necessary to address their specific requirements. Under the proposals in the Bill, I fear for those children who need the co-operation of different services to participate in education—for example, children with a disability—or to access speech and language therapy, or mental health support.

It is not just in ensuring that children with special needs are supported that the cross-agency approach is important. Many of the current provisions were introduced as a result of the Laming report, as we heard earlier, following the death of Victoria Climbié, in order to protect the health, safety and well-being of children and young people. I therefore hope that Ministers will offer more than kind words for the parents of children with special educational needs who are listening today, and explain clearly how the Government’s proposals and the removal of the role of local authorities will not lead to a loss in joined-up services for our most vulnerable students. We know that children with SEN or a disability are more likely to face discrimination in admissions. The outcomes of the case often depend on the evidence presented, and if—

I am grateful to my right hon. Friend. His point about how vital it is to keep the network going is extremely well made. Perhaps I can make my own comments in support of that argument.

The network is so important. Families often use several children’s centres, not only one, and those centres work closely together. I cited some of the numbers of families who use those centres, and I have seen how they are now an integral part of building successful and sustainable communities, and bringing together families with different backgrounds from different parts of the same community. If that network is broken in any way, it would be a backward step.

I believe that children’s centres are as important in phases 2 and 3 as they are in phase 1. Pockets of deprivation and people who are isolated exist in all parts of our communities, not only the most deprived areas. Therefore, it is essential that the network is retained. How will the Minister ensure that councils carry out the Government’s stated wishes to retain the network? At the moment, it appears that in many local authorities the money is not being passed on to keep the networks open. The removal of the ring-fencing, and the fact that the grant is not a like-for-like replacement of funding, leaves that question open. The Minister will say that such matters are down to local determination, but if the Government are serious about retaining Sure Start children’s centres and the network, they must consider intervening in local authorities to ensure that their stated policy is delivered on the ground.

This is my first opportunity to serve under your chairmanship, Mr Sheridan, and I am delighted to do so. I congratulate my hon. Friend on securing the debate. We have spoken about the subject in private, and we are both passionate about it. Does my hon. Friend agree that Sure Start centres are a lifeline for the sort of communities that he and I represent? Councils in Sefton and Liverpool are faced with the most horrific decisions about the future of Sure Start centres because of the local government settlement. Does he agree that Sure Start centres in the most deprived communities in the country should be the most protected?

My hon. Friend’s constituency is next door to mine, and many of his constituents use Sure Start centres in my constituency, just as many of my constituents use centres in his constituency in Liverpool. The Holy Rosary children’s centre in Aintree village is used by people who live in Fazakerley and Walton. My hon. Friend’s point about protecting phase 1 centres in the most deprived areas is important, but I believe that phase 2 and 3 centres have come to deliver an equally important service for slightly different reasons. I would not like to see any of those centres go, and it is important to maintain the entire network. People use centres from phase 1 and from phases 2 and 3.

Let me turn to the report by my hon. Friend the Member for Nottingham North and some of the evidence that he produced on early intervention. He cites some examples that illustrate the importance of early intervention:

“A child’s development score at just 22 months can serve as an accurate predictor of educational outcomes at 26 years.

Some 54 per cent of the incidence of depression in women and 58 per cent of suicide attempts by women have been attributed to adverse childhood experiences, according to a study in the US.

An authoritative study of boys assessed by nurses at age 3 as being ‘at risk’ found that they had two and a half times as many criminal convictions as the group deemed not to be at risk…Moreover, in the at-risk group, 55 per cent of the convictions were for violent offences, compared to 18 per cent for those who were deemed not to be at risk.”

The report goes on to make it clear that the costs of investing in early years services are far outweighed by those of dealing with the problems created later in life. That is very apparent to people who use children’s centres in my constituency. They tell me that not only do their children do better at school than their older brothers and sisters who did not have the benefit of such a service, but that they can also start to see the benefits of their children mixing with other children and getting used to mixing with adults.

Clearly, children and families do better where that service is available. I am sure that the Minister accepts that the loss of that service would be a bad move.

I congratulate the hon. Lady on securing this Adjournment debate on an issue that is close to both our hearts: making certain that young people get the best possible careers advice, so that they can make informed choices—something that, unfortunately, I do not believe I got when I was 16. She asked how we were going to put the system right. Does she agree that sacking careers advisers and slashing funding would not achieve her aim of doing just that?

I do not believe that that is what is happening. Not only have I read out quotations from other people, but when the right hon. Member for Kirkcaldy and Cowdenbeath commissioned a report into the matter, he said that the project in question had been expensive and had not worked. I also specifically said that I was not looking at the staff individually, because so many of them are well qualified, believe in the job passionately and are completely dedicated. The focus of this evening’s debate is where things are going wrong. Where do we need to focus our future direction so as to capture people with the infrastructure and the systems that are already in place, so that we do not lose anything, but instead take things forward?

What the hon. Lady has said is vital, which is why we are here today. We are saying that such a situation could be on the horizon, so we need to capture the people I mentioned. However, when Members on both sides of the House have said that Connexions is not working, failing and an expensive experiment, it shows that the system is wrong. It is not the people who are wrong but the system, so how do we get those people into the right system? That is what we are trying to do.

Moving on, we have to look at the transition stage. All Members are deeply concerned about that. We need to look at the age and the scope of career awareness. As my hon. Friend the Member for Beckenham (Bob Stewart) said, we also need to look into a possible distortion from within schools to push people into career paths down which they should not go—to university, for example. My hon. Friend is a champion of apprentices, and we know that there will be 75,000 more of them during this Parliament. How will people find out about that? That is why I am asking for a professional body with sophisticated knowledge which uses all the outlets—whether face-to-face or through the internet. There should be every opportunity.

Thank you for allowing me to intervene, Mr. Speaker.

The hon. Member for Beckenham (Bob Stewart) made an important point. Apprenticeships are not just about careers advice: people do not embark on them just because someone has pointed them in that direction. It is true that there are real problems related to careers advice, but there is also the problem of the culture of apprenticeships and the lack of parity of esteem. In other countries, such as Germany, an apprentice is seen as the equivalent of someone who has taken an academic route. It is not just a question of those working in careers services pushing people into apprenticeships; it is a much wider issue. People should not be pushed into an academic route which might not be the best option for some individuals.

The hon. Gentleman has hit the nail on the head. He has identified one of the key flaws in the careers advice that is currently provided. As he says, apprenticeships have equal standing. Careers advice should take account of the abilities and capabilities of the individual, and should aim for the complete fulfilment of that person. We need to increase understanding of the status of apprenticeships.

We have touched on many important points this evening, on which Members on both sides of the House have been able to agree. We all want children from all backgrounds and with all abilities to be able to fulfil their potential.

My right hon. Friend is pitching in from a sedentary position, Mr Deputy Speaker, and before you say so, I will say that he should know better.

The point about the garnering of advice from those networks is that it disproportionately favours those whose parents or friends know about opportunity, know about going to university, know about college or know about apprenticeships. Young people who do not have access to that familiar and social support to enlighten them about those opportunities are doubly disadvantaged. In order to compensate for that disadvantage—it is the mission of this Government to redistribute advantage in society, and I make no apology for saying so—we need to ensure that good quality advice and guidance is in place so that people can achieve their potential.

The right support is one of the keys to unlocking social mobility and opening the door to aspiration and progression. Ruskin once said:

“The highest reward for man’s toil is not what he gets for it, but what he becomes by it.”

The hon. Member for Liverpool, Walton (Steve Rotheram), whom I seem to recall is a successful apprentice, rightly says that this is not merely about wage returns. Of course it is about that, but it is also about elevating the status of the practical, understanding the aesthetics of craft and realising that vocational learning has its place. As my hon. Friend the Member for Beckenham (Bob Stewart) said, for too long in this country we have conned ourselves into believing that the only form of prowess that mattered came from academic accomplishment. Practical skills and vocational competencies also give people a sense of pride and purpose, which is vital to their self-esteem and the communal health of our country. I entirely endorse what the hon. Member for Liverpool, Walton, in a happy alliance—one might call it a coalition—with my hon. Friend the Member for Beckenham, said earlier. I recommend to them both a speech on that subject that I made at the Royal Society for the encouragement of Arts, Manufactures and Commerce. I have only one copy with me, but perhaps they could share it, passing it from one to the other.

Good guidance from a young age can stimulate ambition, inspire hard work and instil social confidence, even for the most disadvantaged young people in our society. As the hon. Member for Ellesmere Port and Neston said, we have some good examples of support offered to young people in schools and by the Connexions service. As he acknowledged in generously welcoming our initiative for an all-age service, we also have many instances where young people are not getting the advice they need. As my hon. Friend the Member for Wirral West made clear, the evidence clearly supports that conclusion.

According to a survey carried out by the Edge Foundation in 2010, 51% of young people reported that careers education, information, advice and guidance were simply not meeting their needs. Incidentally—this is not in the notes prepared for me, but I shall add it—the survey also revealed that teachers in schools knew less about apprenticeships than any other qualification with the exception of the Welsh baccalaureate. I have nothing against the Welsh baccalaureate, but one would have expected teachers to know rather more about apprenticeships than they do. As they do not have that information at their disposal, they cannot always match people’s aspirations and talents to the opportunities that I spoke of earlier. That is why we need independent, high-quality, up-to-date and impartial advice and guidance for all young people.

Ofsted has found, as hon. Members will know, that the provision of information, advice and guidance about the options available is not always sufficiently impartial. Those concerns also extend to the issues about which my hon. Friend feels so passionately.

First, on broadening horizons and challenging preconceived ideas about learning and careers for women, we must build on the work of my hon. Friend and others to ensure that young women are equipped and inspired to pursue the fullest possible range of careers rather than those that are too often mapped out for them based on stereotypical beliefs.

On making apprenticeships and vocational training equal in status—and appeal—to academic qualifications, I have, as hon. Members will know, long made the case for elevating the practical in our system. Through restoring a focus on specialist expertise in guidance for young people, I want us to inspire the next generation of young scientists, for example, as the Chair of the Select Committee recommended.

I thank the Minister for giving way. I think I called you Mr Speaker earlier, Mr Deputy Speaker—I apologise for elevating you far too early. In case the Minister’s reference to coalitions with Government Members ruins my embryonic political career, I agreed on the one point and very little else as regards my political persuasions and those of the hon. Member for Beckenham (Bob Stewart). I want to put on record the fact that the previous Labour Government trebled the number of apprenticeships, so they did understand their merits. Like my hon. Friend the Member for Ellesmere Port and Neston (Andrew Miller), I have been contacted by constituents who are end users and employees of Greater Merseyside’s Connexions service, some of whom are facing redundancy. Does the Minister understand their feelings? They believe that the Government’s proposals are in danger of throwing the baby out with the bath water.

I shall come on to the issue of transition. The hon. Gentleman, like his hon. Friend the Member for Ellesmere Port and Neston, is right to raise the issue of how we deal with the transition from the existing arrangements to the all-age service. We will begin the all-age service, as has been said already, in 2012, but I want as much as possible to be in place by the end of this year. I shall come back to the transition, but let me say that this proposal is not just in the interests of the recipients of advice. It is also about re-professionalising careers advice for the people who give it. When I became the shadow Minister in the long-distant past, I met many people who worked for Connexions. Some were lifetime careers advisers who were desperate to have careers advice re-professionalised. They were asked during the Connexions regime to be advisers on all kinds of things—on careers, but also on sexual health, lifestyle choices and drug misuse. That was a very tall order. There is a place for that kind of advice, but I am not sure that it is best provided in a one-stop shop such as Connexions. It is much better to have a careers advice service that is just that. It is demanding enough for careers advisers to be up to speed and up to date with all the options for training, learning and jobs, let alone being asked to do much more. I say to careers professionals that this is not a threat but a serious opportunity, as our commitment to that service and their profession is unrivalled.

I have more time than Ministers usually have in Adjournment debates, and I cannot resist saying a word, with your indulgence, Mr Deputy Speaker, about apprenticeships. I do not want to get into a sterile debate about the history of this issue and the previous Government—a tragedy perhaps tinged with comedy—but I will say that I intend to build more apprenticeships in this country than we have ever had. We have already put an extra £250 million into the apprenticeships budget to secure that ambition. We have set an initial target of 50,000 more apprenticeships and I believe we can meet that target and exceed it in the lifetime of this Parliament—indeed, in this comprehensive spending review period. I want more apprenticeships at levels 2 and 3—and more too at levels 4 and 5—to fill the gap in intermediate and higher level skills that, as the hon. Member for Ellesmere Port and Neston is well aware, will inhibit growth, particularly in those high-tech, high-skilled industries that we need to foster.

Schools will continue to play an important part in ensuring that all pupils benefit from good advice. Teachers are so important. As this is becoming something of a wide-ranging debate, let me say, with your indulgence, Mr Deputy Speaker, that it is time for us as a Government and as a House to elevate the role of educators. Into the hands of teachers we place our future—our children. Every great civilisation from the past—Greece, Rome, Egypt, Persia and China—understood that educators and teachers are vital. Socrates himself was a teacher. However, we ask too much of our teachers when we expect them, in addition to inspiring young people with a thirst for learning, to be careers professionals. It is true that individual schools have the best knowledge of their pupils’ needs, and it must be their responsibility to ensure that those pupils can access the best possible advice, but it is not always best for those schools to provide the advice. Some do it very well, but others less so.

In the forthcoming education Bill we intend to introduce a duty for schools to secure independent, impartial guidance for their pupils, but they will be free to decide how that guidance is secured—through the all-age service or through another provider, all of whom will be expected to meet exacting quality standards. That will safeguard the partnership model in which schools draw on their knowledge of pupils’ needs and work closely with external independent advisers with expert knowledge and skills. It is crucial to place that at the heart of our new arrangements, because with all that is expected of schools, it is too much to ask them to provide careers advice and to keep up to date with the latest developments in careers and the labour market.

My ambition is to have guidance for both young people and adults that is widely respected and valued. C. S. Lewis said:

“You are never too old to set another goal or to dream a new dream.”

The important thing about the all-age service is that it will assist people who need to change direction or to upskill. One feature of an advanced economy is that as skills needs advance they become more dynamic. Businesses change more quickly to shape themselves around economic changes and skills needs change accordingly, so we need to help people to get the advice they need to get jobs, to keep them and to progress in them.

Information, advice and guidance will be available online. In those terms, we will build on the work of the last Government, who invented the Next Step service, which we were able to implement this summer and will provide a basis for a high-quality online product as it metamorphoses into the core of the technology offer that the all-age service will provide. Young people in particular tend to access information online, and as hon. Members will know, that will enable us to ensure that information is updated effectively, but face-to-face guidance matters, too. I am determined to use the limited resources that we have available—we live in tough times and the Government are determined to deal with the deficit, so there is no money sloshing about—to maximise the amount of face-to-face contact that people can enjoy, because it is needed to supplement what they can gain online.

To form a new professional basis to the service that will be crucial to its success, the Government are responding positively to the recommendations of the Careers Profession Task Force aimed at increasing the quality and status of the profession. That was led by Dame Ruth Silver, who has done an excellent job with her team. Members who were fortunate enough to read the report that emanated from that work will recognise that it was very much about building the kind of professional pride and purpose that I described when responding a few moments ago to the hon. Member for Liverpool, Walton.

Let me say something about transition. To be frank, I was concerned about that, too. Determined though we are to put in place the all-age service, it is vital that transitional arrangements are handled properly. During the transition period, we will support local authorities to work through any changes in local service provision that may be necessary as a result of the establishment of the all-age service, involving, where appropriate, Connexions service providers.

In 2011-12, the early intervention grant will support transitional arrangements to ensure that young people have access to impartial guidance in advance of the all-age careers service being fully operational. For those who want to check the figures—diligent Members will do so immediately after the debate—they were announced on 13 December in the local authority grant settlement. Transitional arrangements, by their nature, are never perfect, but we will use every endeavour to ensure the continuity of the advice offered and that the conditions in which it is offered are as appropriate as possible. Certainly, we want to support careers professionals, because they will form the core of the new service.

I am always informed by the contributions of hon. Members of this House, and I will certainly take what the hon. Gentleman says away and give it appropriate consideration. As I am a responsive, listening Minister, as you know, Mr Deputy Speaker, I will ask my officials to look at that matter closely, see what measures we have already put in place, and see whether we need to do anything more. That would be an appropriate way to deal with the hon. Gentleman’s query, as I think he would acknowledge.

The arrangements for the all-age service will, of course, include an emphasis—widely welcomed in this debate—on apprenticeships. My hon. Friend the Member for Wirral West spoke about vocational learning, as have others. She also spoke about the need to be open-minded about all the opportunities available to young people. As many have already said, that certainly includes learning at local college, learning in the workplace, and learning provided by independent training providers, as well as the academic route. I want to create a pathway on the vocational side that is as navigable, progressive and seductive as the academic route that many of us travelled. To that end, it is important that the House understands the new commitment that the Government have to apprenticeships, as a pivot of our skills policy. I want more apprenticeship frameworks, more higher level apprenticeships, and more apprenticeships permeating companies that have not had them in the past.

My officials are working closely on ideas for improving the status and aesthetics of apprenticeships, including proposals to introduce a more formal graduation process to give apprentices a proper sense of achievement; proposals to ensure that the frameworks are progressive; and proposals to develop more level 4 frameworks, in particular. I am also keen to ensure that we see apprenticeships as a route to higher learning. Many apprentices already go into higher learning through college or university, but I want to grow that over time. In our skills strategy, which I know sits by the bed of all hon. Members present, we committed to working with the National Apprenticeship Service to do many of the things that I have just described, but I have already spoken of the unprecedented financial commitment that we are making to apprenticeships, and I do not want to repeat myself.

In Liverpool, there is no problem with careers advice attracting people into apprenticeships. It is the opposite way round: there are not the employed apprenticeship opportunities for people to move into. How does the Minister think the local government settlement in Liverpool—the worst in the country, which means that public sector jobs will be lost by the city council, which employs apprentices—will help people who want to get on the ladder as an apprentice?

I would not want to talk about local government; it is outside my purview, and you would not permit me to do so, Mr Deputy Speaker, because it is also outside the range and scope of this debate. The hon. Gentleman has put his remark on the record. What I will say is that on his substantive point about companies, he is right: we need to encourage more companies to take apprentices. The National Apprenticeship Service has been very busy doing just that. I have been working with it on a national campaign, unprecedented in its scale and penetration, to encourage more businesses to take on an apprentice. Seventy-five Members of this House have engaged with that campaign, working in their locality to promote apprenticeships. I do not know whether the hon. Gentleman is one of them, but if he is not, I hope that he will join their number. Many colleagues have taken on an apprentice. I have taken on one in my Department. I hope that Ministers and Members of the House will do that, too. Let us give apprenticeships the status that they deserve by what we do and what we say.

I shall now move to my exciting peroration, although I know that Members are, rightly, excited by this subject.

In summary, we have to improve our education system so that every young person gets the support, guidance and inspiration that they need to make a success of their life, and we need high-quality learning provision with clear routes into a range of rewarding careers. The establishment of an all-age careers service, which provides excellent, professionally delivered careers guidance to young people and adults, lies at the heart of that, and the support of schools will be a vital component in its success. As we take that work forward, I shall ensure that we address all the points that my hon. Friend the Member for Wirral West made at the outset of this debate.

Let me make myself absolutely clear. Education is a key driver of economic growth, individual well-being and communal health. It changes lives by changing life chances, and guidance and advice is critical to that. C. S. Lewis, whom I have quoted once already, also said, “What you believe is what you are,” and this coalition Government believe passionately in social cohesion, social mobility and social justice.

My hon. Friend will know that we have today announced the abolition of the default retirement age, which is a deregulatory measure. In the very near future we hope to announce the next stage of our employment law review, and I am sure he will welcome that.

In a letter to the Prime Minister, my right hon. Friend the Member for Southampton, Itchen (Mr Denham), the shadow Secretary of State for Business, Innovation and Skills highlighted the confusion relating to ministerial responsibilities, following the comments by the Secretary of State on the issue of BSkyB. Does the right hon. Gentleman regret the loss of these responsibilities to his pro-Murdoch colleague?

I can indeed explain the allocation of responsibilities. The responsibility for competition and policy relating to media broadcasting, digital and telecoms lies with the Secretary of State for Culture, Olympics, Media and Sport. Our two Departments have worked together very closely in the past and will continue to do so. The precise allocation of responsibilities will be set out in a written ministerial statement very soon.

My hon. Friend makes the case powerfully and eloquently on behalf of all the schools in her constituency that are part of the programme. As I said at the beginning, there is a vision here. It started with Ministers in the previous Government but was based on the evidence of schools such as the ones my hon. Friend cites, which is evidence that very poor buildings hold back schools that, in many ways were doing well and making great progress, but that could become schools that do excellently, if they had the necessary facilities and buildings.

I congratulate my hon. Friend on securing this debate on one of the most important issues affecting our great city; its importance is proven by the presence here today of not only the five local MPs but our near neighbours. Its importance to our city is obviously predicated on the need to continue the educational transformation within Liverpool that was outlined earlier. The programme is important because that £350 million of investment will create employment and apprenticeships.

Health and health inequalities in Liverpool have not been mentioned. My constituency, unfortunately, still has two wards that rank in the top 10 of the indices of multiple deprivation. The opportunities provided by £350 million of investment will help tackle health inequalities in my constituency.

I shall conclude to give the Minister a chance to respond. I thank my hon. Friend; he makes the case powerfully, and it takes me back to where I started. When we looked at the programme nationally, we deliberately started with constituencies like his and mine because they have the levels of deprivation and inequality to which he referred.

For the life chances of children and young people in Liverpool and for the future of our city region’s economy, I urge the Minister and Government to give Liverpool’s Building Schools for the Future programme the green light.

I do not think that it would be right for the hon. Gentleman to seek to draw me into these interesting exchanges. He has tabled a question, and an answer might be forthcoming. I note his reference to the importance of evidence, and I simply note in passing that we would be establishing a new precedent in the House if we were to regard it as mandatory for a Minister to provide evidence for the arguments that he or she was making.

On a point of order, Mr Speaker. Have you or your office been notified as to whether the Secretary of State for Culture, Olympics, Media and Sport will be coming to the House to apologise for the distress that his unacceptable comments about the Hillsborough disaster have caused to the families of the 96 who died, and to people right across the political and football divide?

I am grateful to the hon. Gentleman for his point of order, and I understand the very strong feelings—including those of constituents—that will have motivated him to raise it. In response, I would say that the remarks complained of—which I am neither justifying nor condemning—were not made in the House, and that my clear understanding is that the Secretary of State has apologised for them. He has made a public apology, and the question of whether he seeks to make an apology or any other comment on the matter in the House is a matter for him. I am grateful to the hon. Member for Liverpool, Walton (Steve Rotheram) for raising the matter, and I hope that he feels that I have given him at least an informative response.
