To ask His Majesty's Government how the Liverpool Strategic Futures Panel is supported by the Department for Levelling Up, Housing and Communities.

The Department for Levelling Up, Housing and Communities (DLUHC) has appointed the Mayor of Liverpool Combined Authority, Steve Rotheram, to Chair the Liverpool Strategic Futures Advisory Panel, which is supported by Baroness Judith Blake and Sir Howard Bernstein. It will work with place leaders and stakeholders from across the city region. Officials at DLUHC are providing coordination and analytical support to the Panel during its evidence collection and diagnostic phase.

On 18 August 2022 the Liverpool Strategic Futures Panel was announced. The independent Panel will work alongside Liverpool City Council. The Panel will craft a plan for the future of Liverpool and the wider city region with a particular focus driving growth in skills, jobs and opportunities, that stretches beyond the current temporary intervention. Metro Mayor Steve Rotheram was invited to work with Baroness Blake of Leeds and Sir Howard Bernstein to agree a Terms of Reference and membership for the Panel. We are working closely with Mayor Rotheram's team and will make an announcement in due course to confirm details of its first meeting including how the Panel will operate, and how elected members from Liverpool City Council engage with the Panel and its work.

<p>Can I thank you for your question? It's a superb question because the work that's required at Padeswood is actually the first element of the Wrexham to Liverpool upgrade programme, and we are hopeful that we will be able to see actual physical work under way in the next couple of years at that particular site, which, as you say, will then enable us to increase frequency quite substantially on the line as we move towards four trains per hour. And Steve Rotheram, the metro mayor for Liverpool, is an incredible supporter of the project. He has offered to support our call for funding through the comprehensive spending review. He's a keen Liverpool FC fan; as an Evertonian I'll forgive him that, because he is an outstanding—an outstanding—ally of ours.&nbsp;</p>

<p>I&nbsp;believe we're now calling it the Wrexham to Liverpool line rather than the Wrexham to Bidston. Feedback is that the extra timetabling of three journeys per hour is really welcome, and I'd just like to ask you—there were issues with freight on the line at Padeswood, so, as part of the upcoming spending review, we're hoping to get that freight off so we can increase passenger journeys up to that four journeys per hour. And also, again, what conversations are you having with Steve Rotheram, the mayor of Liverpool, so you can do a combined effort to get money in that spending review for that Liverpool to Wrexham line? Thank you.</p>

<p>I think it's a good start. It's a good start. And one thing I would say about this action plan is that it's a live document, it's a working document, and we will come back to it and relook at it as we have to and as we need to. The other thing we'll do is we'll hold ourselves to account. So, we have started. Innovate UK, we've gone into a number of action plans with different parts of the country against the levelling-up agenda. And if you have seen recent social media, we've gone back, for example, with Liverpool city region, one year on, with Mayor Steve Rotheram, to talk about what we've achieved and what we're planning to do in the year ahead, and we will do exactly the same here in Wales. So, one year on from Wales Tech Week, we'll come back, we'll talk to the community about what we have done, what we've achieved against that plan, and we'll set out ambitions for the years ahead. So, this is live; we keep this live.</p>

2. Questions to the Minister for Rural Affairs and North Wales, and Trefnydd

<p>I mentioned that Transport for Wales has now introduced these new trains. They did have to temporarily withdraw a number of trains for urgent repairs. That had a severe impact on services and, unfortunately, services on the Wrexham to Bidston line were cancelled with, as you say, replacement buses put in place. But I think they have now fully restored the hourly service on the Wrexham to Bidston&nbsp;line. I think, as a Government, also, we're very keen to work across to the north-west of England. Transport for Wales, I know, engage regularly with the Liverpool city region; I myself am meeting with the mayor next week, Steve Rotheram, to see how there can be more improved links between our two areas, and obviously work very closely with Merseyrail as well to make sure that improvements for passengers are there on the Wrexham to Bidston&nbsp;line.</p>

6. Debate on the Climate Change, Environment, and Infrastructure Committee Report—'Digital connectivity—broadband'

<p>Urgent action is needed to ensure that no community, no business and no household is left behind to prevent inequality. A Women's Institute survey found that over 50 per cent of respondents from a rural area did not feel that their internet was fast and reliable, and 66 per cent stated that they or their household had been impacted by poor broadband. They had difficulties in obtaining information, contacting providers and knowing what funding is available. So, we need to make every contact count, perhaps adding it to the cost-of-living grant support available.</p>
<p>Service providers need to play their role and commit to improving communication with their customers about the services available, accessing social tariffs. Going forward, for broadband infrastructure to be cost effective, it will need to be designed comprehensively, with long-term benefits in mind that serve everyone, including those in rural areas. In Liverpool, a joint venture project has been championed by Liverpool city metro mayor, Steve Rotheram. This partnership means that public investment gives the authority a stake in the organisation, and in turn, rather than profitability being the only concern, social benefit is also at the heart of the broadband project. And the public can continue to reap the benefits for years to come.&nbsp;Such a joint venture project would be in the interests of the Welsh public. So, it would be good if officials and Ministers would be willing to investigate such an option to dynamically drive forward digital connectivity in north Wales and the rest of Wales, which is currently happening on a very piecemeal, very slow, basis.</p>
<p>Given the various statements in the report on digital connectivity stressing that the solutions required to bridge the digital divide between rural and urban areas require a mix of fixed and fibre wireless access, it’s pleasing that the Welsh Government has had the foresight to support the Bangor University digital signal processing initiative to provide such a hybrid solution on Anglesey, and I hope that this will be successfully rolled out. A member of the consortium was told by the Department for Digital, Culture, Media and Sport—the UK Government department—that it would be another two years before north Wales would see any investment, as other areas were a priority for the UK Government’s £5 billion infrastructure fund. So, we need to keep pushing for it to happen now, and for it to happen in Wales, and not make it a low priority for the UK Government.</p>
<p>Could the Minister please reinforce the Government’s desire to push the initiative forward in Anglesey to the delivery phase as soon as possible? It reflects the most up-to-date thinking in terms of the solutions required to provide digital connectivity and services to the most challenging rural locations, so that it could be rolled out across Wales—north and mid Wales.</p>
<p>In addition, can we ensure that we utilise to the maximum any existing fibre and mass platforms to minimise the cost of deployment, and so avoiding the unnecessary risk of funding duplicate infrastructure, with the aim of providing an open access network platform for any carrier to provide services to our rural communities? I’m told that there is dark fibre openly available that is Welsh Government owned and was installed with European funding a while ago, and that not all providers are using or promoting this—or may be aware of it, preferring to draw down more public funding to install their network. That needs investigating.</p>
<p>With more reliance on online communication for health, employment, business grants and education, we need more decent broadband connectivity for people. And I agree that it should be recognised as an essential service. Thank you.</p>

1. Questions to the First Minister

<p>Well, Llywydd, I agree with Ken Skates that HyNet represents a major opportunity for the economy of north-east Wales, working with our partners in the north-west of England. Earlier in the autumn, I was able to discuss the development of HyNet with the metro mayor of Liverpool, Steve Rotheram. In an ecumenical sense of answering this question, I shall recognise the investment of the UK Government in HyNet. And it is an example of where we have been able to work with UK Government Ministers to play our part alongside them and elected representatives in the north-west of England to bring that project to fruition. I'm very grateful for the contribution that Flintshire County Council, in particular, alongside the North Wales Economic Ambition Board, have made. The ambition to have a key site for hydrogen generation and storage at the Deeside Industrial Park is one of the reasons why we have that investment, which reaches across that economy that combines north-east Wales and the north-west of England. And working together will offer us the best opportunity to do what Ken Skates said, Llywydd, and that is to accelerate our ability to maximise those opportunities.</p>
