It is a pleasure to serve under your chairmanship, Sir Edward. I congratulate the right hon. Member for Orkney and Shetland (Mr Carmichael) on securing the debate. Like him, I represent a beautiful area of stunning coastline; it is one of only three constituencies that have two separate coastlines. I grew up in Cornwall and have noticed over my lifetime—growing up and spending as much time as I possibly could on beaches—the increasing amount of plastic being deposited from the sea on to our beaches and how that developed into something that we could no longer ignore. It is almost as though, collectively, the British public have had a lightbulb moment. For generations we have been abusing the seas that surround our country, seeing them as just a dumping site where we could throw anything, but we have suddenly come to the realisation that we cannot go on vandalising the seas that surround us.
A team effort has got us to this point. Hon. Members have mentioned the role that “Blue Planet II” played in bringing this issue to the public’s awareness. There has also been the Sky Ocean Rescue campaign. Newspapers have been involved; the Daily Mail has run a campaign on the issue. That has all contributed to getting us to this point.
I also pay tribute to the Cornwall-based charity Surfers Against Sewage, which I work closely with as chair of the Protect our Waves all-party parliamentary group. That charity has been campaigning since 1990 for us to stop abusing our seas and take action to clean them up and improve the quality of the water. It started by focusing on sewage and recently has been working to address the way plastic is affecting our oceans. Just two weekends ago it mobilised 35,000 people—I understand that it was one of the biggest volunteer mobilisations in the country—to carry out beach cleans right across our country, and they collected more than 65 tonnes of plastic from our beaches in just one weekend. That demonstrates just how much plastic is washed up on our beaches every day of the year.
Just as it has taken a team effort to bring this issue to the public’s awareness, so we now have, I believe, an unstoppable national grassroots movement, which is determined to address this issue, reduce the amount of plastic that we use and stop plastic polluting our marine environment. It will take a team effort to address it, and I believe that much of the pressure will come from consumers as they begin to demand that retailers and industry use less plastic in their packaging. I encourage every member of the British public to use their power as a consumer to force industry to make the necessary changes and cut back on the amount of plastic we use.
Clearly there is also a role for Government. We should congratulate the current Government on the action they have taken to start to address this issue—far more than any previous Government—and we should be proud of them for that. I am talking about the 5p plastic bag charge, which has resulted in 9 billion fewer plastic bags being used in our country, the microbead ban, the action to address straws and cotton buds, and the commitment to find a way to bring in a deposit return scheme to increase recycling.
I thank the hon. Gentleman for outlining those measures, many of which came from the Environmental Audit Committee, on which I and other hon. Members in the Chamber serve. That Committee also suggested charges on disposable coffee cups, which has not come forward as a measure. What does he think about charges on disposable coffee cups—the so-called latte levy?
I thank the hon. Gentleman for that intervention. I agree that there has been a team effort within Parliament. The Environmental Audit Committee has played a role, as has the APPG that I chair. Many hon. Members, on both sides of the House, have played a role in sending a clear message that the Government need to take action, and the Government have responded and acted in a very responsible way to start to address that. The coffee cup challenge is a difficult one. It is very easy to say what we will do, but we have to work with industry to find a sustainable solution that will reduce the amount of plastic that we throw away and not do untold damage to our economy in the process. It is therefore right that the Government think carefully and consult on these issues; they must work with the industry.
Only yesterday, I met a company—it happens to be an Israeli company—that thinks it has found the solution to the coffee cup challenge. I hope that it will be able to bring that forward, but we also need to recognise that, in the supply chain, businesses have invested tens of millions of pounds in the current packaging system and it is therefore unrealistic to expect them to throw away that investment overnight and change the way they do things. We need to work with industry to come forward with sustainable solutions to the problem. I would love to see action taken, but we must ensure that it is the right sort of action. It is therefore right that the Government consider the issue carefully, rather than just jumping to a conclusion.
In the time left to me, I will make a point that has already been made. This is a global problem. It is very important that the UK takes a lead—that we get our own house in order so that we can take a lead internationally on the issue—but we have to work with other countries. It was good to see the progress that was made recently with the Commonwealth countries. Many of us would like to have seen more progress, but a step was taken forward, which is very welcome. We also need to use our influence around the world, through our aid budget and the Foreign Office, to ensure that we call other countries to account and that global action is taken to clean up our seas.

Last weekend more than 35,000 volunteers collected 65 tonnes of plastic waste from 571 beaches across the United Kingdom, organised by Surfers Against Sewage. Will the Secretary of State join me in congratulating and thanking all those volunteers, and does he agree that we now have a grassroots unstoppable people’s movement determined to rid our coast of plastic waste?
Surfers Against Sewage has done an amazing job in creating wider awareness of what we all need to do together to cleanse our oceans and seas of litter. The Plastic Free Parliament campaign, and its encouragement of all Members of the House to move away from plastic and embrace appropriate alternatives is a model of social action, and one that I know you are anxious to embrace as well, Mr Speaker.

The discards ban is necessary to ensure responsible management of all species, but we are working on how to apply it in a way that ensures that the legitimate concerns the hon. Gentleman raises on behalf of his constituents are properly addressed.
The Secretary of State will not be surprised to learn that fishermen in mid-Cornwall feel very disappointed, and in some cases angry, at yesterday’s announcement. When he visits Devon, will he come that little bit further and meet the fishermen of Cornwall as well, and in doing so will he lay out very clearly that the implementation period will affect only one year’s quota negotiations, that their quotas will be protected during that time and that at the end of the transition period we will take back control of our fishing waters?
Absolutely. My hon. Friend hits the nail on the head, and I look forward to meeting him in Mevagissey later this year.

Commons ChamberOf course a Church Commissioner would call upon God and the Church of England to inspire us. I am also one of the people who has taken the pledge to try to give up something plastic for Lent. I pledged to carry a water bottle around in my handbag—I am not going to produce a prop, Mr Speaker—and I have had to sacrifice my Marmite in the Tea Room because it is only sold in plastic sachets. We are all looking forward to the proposals from Parliament, because this does matter. The campaigns on passing on plastic and giving up plastic for Lent are partly about behavioural change among consumers. I believe that companies are starting to respond and we are starting to see changes, but the more consumers demand this, the quicker action will happen in the marketplace. I assure the House that this Government will take action.
A deposit return scheme is not just about raising recycling rates; it is also about educating and raising awareness among the public about the need to be responsible. In that vein, will the Minister join me in praising the many towns across Cornwall—Newquay, Falmouth, Penzance, Bude, and many others—that have declared their aims to become single-use plastic free? Does she agree that Cornwall is leading the way in raising awareness of this issue?

That this House has considered e-petition 200205 relating to ending the export of live farm animals after the UK leaves the EU.
It is a pleasure to serve under your chairmanship, Mr Wilson. I thank everyone who signed the petition, and especially its proposer, Janet Darlison, who for many years has shown a tireless devotion to pursuing the issues around live animal exports and to calling for those exports to be ended. Through her consistent efforts, and together with her husband, supporters and many others, she has raised public awareness about the issue, which is one of the reasons why the petition received such support.
I am leading the debate as a member of the Petitions Committee. The petition did not quite meet the threshold of 100,000 signatures that would usually trigger a debate, but the Committee felt that it was such an important issue and that there is such public awareness about it that it was right and appropriate to call a debate on it.
It is clear that exporting live animals is a complex and emotive issue. There is a variety of views about it, some of which are held very strongly. As I considered this debate and looked at the many representations and documents that were sent to me about it, which expressed a variety of views, one clear theme emerged: anything we debate today is at the moment covered by EU regulations and law, and any changes we choose to make will have to wait until we actually leave the European Union. That brings the situation that we face into sharp focus.
We all understand and agree that Britain is a nation of animal lovers, and has a proud history on animal welfare. I am sure that all hon. Members would testify to the sheer volume of correspondence we receive whenever an issue relating to animal welfare arises, whether it be about bees, puppies or live farm animals being exported. As a nation, we care deeply about our animals.
Sadly, for far too long, the animal welfare regulations that we have been forced to apply, particularly with regard to farm animals, have been determined by the EU. In many cases, they do not reflect the widely held views and values of the British people. We hope to change that. This issue is one of many good reasons for the UK to free itself from overburdening EU regulation and bureaucracy. It is worth noting that the UK’s animal welfare standards are among the highest in the world. From farm to fork, our farmers care deeply about the animals that they rear, as do the vast majority of people.
Last year, the Conservative party manifesto made the commitment to take early steps, as we leave the European Union, to control the export of live farm animals for slaughter. I absolutely support that position, and we should seek to take those steps soon after leaving the European Union.
Does my hon. Friend agree that we have to be clear that when animals are ready to be killed, they should not travel to be slaughtered, or be taken anywhere? They should be slaughtered right next to where they were reared. However, we do not want to get muddled: animals can be transported for further fattening, if they are transported in the right vehicles—with the right air conditioning and in the right type of vehicle for that species. We need to differentiate the two.
My hon. Friend pre-empts a point that I will make later. We need to differentiate animals that are exported and slaughtered shortly after they arrive—I see no point in that—and those that are exported for other reasons, such as for breeding stock or for fattening on. We need to consider those two different categories.
With the Conservative party manifesto commitment, the amount of support that this petition received, and the ten-minute rule Bill that my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) has proposed, it is clear that this is a timely debate and an opportune moment for us to consider these issues—not least because of the awareness and concern among the general public.
As my hon. Friend the Member for Tiverton and Honiton (Neil Parish) said, many people accept that there are differences between exporting animals for slaughter and for other reasons. At times, there are many good reasons to export animals, such as for breeding stock or for rearing on, but there seems to be no good reason to export an animal that is simply destined to be slaughtered soon after it reaches its destination. I can find no good or valid reason for that type of export to continue.
We may not be able to legislate before we leave the European Union, but we could certainly suggest a good code of practice, to be followed with immediate effect.
My hon. Friend makes a good point, and we should certainly consider that. If, for any reason, our opportunity to make those changes is delayed longer than we would like, some intervention along the way might be appropriate.
Many people agree with the reasonable proposition that animals should be slaughtered as close as possible to where they are raised, and that the carcases should then be exported. We should seek to apply that; it is not only far more efficient, but clearly better for the animals. If we were to do that, there would also be an opportunity to up-sell and to create more jobs in the UK, rather than exporting the value-added part of the process with the live animals. A ban may have an impact on some trade, and we need to accept that.
If the hon. Gentleman accepts, as I think he does, that transporting live animals for long periods in poor conditions is wrong and not good from the point of view of animal welfare standards, what difference does it make whether they are slaughtered at the end, or going for fattening? Surely it is the transit that we ought to look at, regardless of what happens to the animals in the end.
From researching the issue and speaking to many people in the industry about it, I think the reality is that when animals are exported for breeding stock or for fattening, they are usually far more cared for, and are transported in far better conditions, because there is a higher value on them, than if they are being exported to be slaughtered. The market, for want of a better word, takes care of that issue. The problem is acute when animals are exported long distances to be slaughtered, because they tend to suffer the worst conditions. I do not think that applies when a higher value is put on the animal being exported.
As I was saying, a ban may have an impact on trade. For instance, our trade in sheep, as opposed to lamb, relies on exports because there is a very limited market for mutton in the UK; some may think that we should look into changing that, but that is the situation. Mutton sheep fetch £70 to £80 a head when sold in the UK, but up to £200 a head when exported live to parts of the EU with higher demand. Even in that example, however, we need to consider whether that additional profit is right, or whether we should do the right thing for the animal, despite the impact on the market. We need to do everything we can to stop the unnecessary suffering of exported animals .
The hon. Gentleman will be aware that the matter is currently regulated by EC Regulation No. 1/2005. Is he saying that that regulation does not ensure the necessary levels of animal welfare? I have to say that my experience, and that of farmers in my constituency and elsewhere, says otherwise.
There are genuine concerns. A lot of documented and anecdotal evidence suggests that the existing EU regulations are not always adhered to, and that animals sometimes suffer unnecessarily in transit, despite the current regulatory framework.
Surely it is not just about the conditions—grim though they may be—in which animals are transported; it is also that the conditions at their destination are likely to be of a lower standard than we would expect in this country. Our animal welfare standards are generally higher, and given all the noises coming from the Government over the last few months, they are likely to rise, not fall, which will make the issue even more critical. It is not just about the transport, but about the conditions that animals live in.
My hon. Friend makes a good point. The petition calls for a ban on the export of live animals, but wider animal welfare considerations are also relevant. We have very high standards, and many of us want them improved once we leave the European Union. We should expect those higher standards to be adhered to, because we should be setting an example in this country. That is what many of us want.
The Secretary of State for Environment, Food and Rural Affairs has made it clear that he understands the desire to look into the issue as we leave the European Union, and that he is committed to restricting this trade. The Government are preparing proposals on live exports for consultation, and are looking very seriously at a ban in the near future. Even within the current restrictions, we have seen some progress, as the records show: as recently as 2000, more than 750,000 live animals were exported for slaughter or fattening, but by 2016 that figure had fallen to 43,000. The direction of travel is already changing, but many of us agree that we want the trade to end altogether.
Tougher regulations and public awareness have led to a switch to exporting carcases rather than live animals. However, there is still a busy trade in live animals between Northern Ireland and the Republic of Ireland, and I see no reason why that should not continue, post Brexit. Dairy cattle are routinely sent to the Republic, and the milk they produce is sent back to Northern Ireland. Calves cross the border for fattening, too. Concerns have been raised that to circumvent a ban, a trade might develop whereby live exports are shipped to Northern Ireland, then sent on to the Republic, and then sent on from there. Apart from that being hugely expensive, and thus unlikely, there is already legislation on onward journey times, conditions and the need for approved and posted journey plans. Limiting journey times further might address the issue and prevent any chicanery aimed at circumventing a future ban. There are clearly far wider issues and decisions to be agreed on with regard to the Irish border, but I certainly do not intend to get into them today. With regard to animal movements, I believe we should leave Northern Ireland and the Republic of Ireland to continue as they are, without fear of creating loopholes, post Brexit.
I have taken into account and looked carefully at a range of proposals and concerns from several groups, including the National Farmers Union. There are concerns about tariffs being imposed on carcases, post Brexit. I accept that point of view, but we have yet to see how such matters will be settled, and furthermore there will be new and bigger markets for us to pursue, post Brexit. British food has worldwide acclamation. We can and will do better with our food exports, post Brexit. The outcome of the tariff issue is still unknown, but it cannot be a deal breaker when we take our decision on the animal welfare standards that are to apply. It could be argued that tariffs might apply to live exports as opposed to carcase trade, but I see no value in speculating on that. There is no substitute for doing the right thing, on either animal welfare or leaving the EU. There might be choppy waters ahead, but I would rather face that interim phase than be hamstrung forever by the regulations that we are currently subject to.
My hon. Friend’s mention of choppy waters brings me to my feet. The right hon. Member for Orkney and Shetland (Mr Carmichael) and I are both well aware that cattle are moved from Shetland and the Orkneys in purpose-built equipment on purpose-built vessels, with water and in very safe and good conditions. The cattle and sheep moved from Shetland are shipped for 12 hours on board a purpose-built vessel. I would not want this debate to hide the fact that exporting animals can be—and is— done properly. It is paramount, particularly for islands off Scotland, that we do not get it into our heads that exporting over water is somehow a significant or major problem.
My hon. Friend makes a good point about the local situation in the UK, which has a very well developed market for food. Within the UK, we can ensure that standards are adhered to, that animals are moved about in the best possible conditions, and that their welfare is paramount. Unfortunately, once animals leave the UK, we lose the ability to ensure that those standards are adhered to. His point highlights one of the problems: we can make our regulations as stringent as we like, post Brexit, but even the current rules are all too often flouted because we cannot enforce them beyond our own shores.
The creator of the petition has recorded serious animal welfare shortcomings, in breach of current regulations, as lorries arrive at UK ports ahead of an onward journey. As I said, there is documented evidence that the further animals travel from British shores, the more they suffer in transit. That is not only because of distance and travel time, more alarmingly, they are more likely to suffer heat, a lack of food, water and rest, stress, injury, and even death. There is an unacceptable disparity between the conditions and circumstances of slaughter at their final location, and the high and monitored standards that we adhere to in the UK.
There are arguments in favour of allowing the export of high-value breeding stock to continue post Brexit—a point that has been well made. These prized animals have always fared far better in transit than those destined for immediate slaughter. The live export of animals for slaughter has dwindled dramatically in recent years. It has already been banned for many years in New Zealand, which has had no significant detriment to its meat export market. That should encourage us that achieving a ban is possible.
The UK has never been frightened of doing the right and decent thing, particularly when it comes to animals, and I believe that we can take great encouragement from that, and can be confident that this Government will act. We have already seen clear, positive action taken on animal welfare. For example, there has been a tenfold increase in the minimum sentence for animal cruelty, the banning of the ivory trade, action being taken on puppy farming, and clear action to protect our marine environment from plastic waste. That gives us confidence that this Government are determined to address this issue and make sure that action is taken.
We can be proud of our record, but there is more that we can do when it comes to animal welfare. The new freedoms afforded by Brexit will reinstate our sovereignty over these matters. We can once again do what is right and proper for our nation, our people and our animals, and we can fulfil a manifesto promise regarding live animal exports. Once again, I thank all those who signed the petition. We look forward to hearing what the Minister has to say at the end of the debate.
I thank all right hon. and hon. Members for their contributions to this lively and informative debate. As the Minister said, it was important to raise central issues as the Government consider the way forward. I am grateful to the Minister for confirming the Government’s position within the current restraints on him. I am sure we are encouraged by the clear statement that the Government’s desire is for animals to be slaughtered as close to where they are produced as possible—we can all take great comfort from that—while they still understand the particular challenges faced by rural, particularly island, communities, and in no way want to damage the situation there. I am grateful to him for mentioning the Isles of Scilly; my in-laws will be delighted about that.
I thank all those who signed the e-petition, enabling us to have this debate. It is clearly a subject that many people in our country care passionately about. Clearly, we all have a deep desire to have the highest possible welfare standards for our farm animals. No one is suggesting anything other than that. We all want to ensure that we take any opportunities Brexit provides to improve the standards of animal welfare in our country. No one is saying anything other than that we hope to maintain and, where possible, improve those standards. I look forward to continuing to help and support the Government as they seek to do that in the months and years ahead.

Commons ChamberIf the hon. Lady had listened to my earlier answer, she would have heard me say that we have no intention of undercutting our own reputation for quality by lowering our food and animal welfare standards in pursuit of a trade deal.
We are taking a series of measures to reduce the amount of plastic entering the sea. Our plastic bag charge has led to 9 billion fewer single use bags being used in England. Our microbead ban, which comes into force this month, is one of the toughest in the world, but of course we need to work internationally through forums such as the UN, the G7 and the G20.
As the Secretary of State is aware, on 6 February I will be hosting an event in Parliament, together with Sky TV, as part of its ocean rescue campaign, inviting Members of Parliament to pledge to reduce the amount of plastic that they use in this place. Does he agree that it is important that Members take a lead and set an example on this issue, and will he join me in encouraging them to come to that event and to commit to cut the amount of plastic used here?
It is an excellent campaign that Sky has been running, and it is lucky to have my hon. Friend playing such a prominent role, as he has been an outstanding environmental campaigner on this issue for many years. Yes, there is a commitment that we can all make. I also know that the Under-Secretary of State, my hon. Friend the Member for Suffolk Coastal (Dr Coffey), has written to my hon. Friend the Member for Mole Valley (Sir Paul Beresford), the Chair of the Administration Committee, to see what the House can do to ensure that we reduce the amount of single use plastic on the parliamentary estate.

Commons ChamberCornish food and drink is some of the best in the world, whether it is our amazing dairy products, such as Rodda’s cream, which is made in the constituency of the Minister for Agriculture, Fisheries and Food, or Tribute beer, which is brewed by St Austell. What conversations is the Secretary of State having with the Secretary of State for International Trade about the possible new markets for Cornish food and drink once we leave the EU?
I thank my hon. Friend for mentioning Rodda’s, which is obviously a world-leading food company. It has been very successful in exporting its cream to the far east and other markets. We are in regular discussions with the Department for International Trade and, as I said earlier, there are export opportunities for our great food producers.

It is a pleasure to serve under your chairmanship, Mr Owen. I congratulate the hon. Member for Huddersfield (Mr Sheerman) on securing this debate on an important issue.
As an island nation, the UK has always had a strong connection to the seas. Although it is probably no longer true to claim that Britannia rules the waves, that connection with our maritime environment is still strong. I speak as an MP representing a part of the world renowned for its coastline and one of only three constituencies that boasts two coastlines. I understand just how important it is that we preserve the wellbeing of our marine environment not only for our fishing fleet, as we have heard—we are hoping to see a revival in it once we leave the European Union—but for our tourism, which is so connected to our coastline. It is also important that we preserve it for future generations. We want to leave the planet in a better state than we found it.
In recent years we have seen growing awareness of the damage we are doing to our seas through the way we live and how we dispose of our waste. We have seen a change from the attitude that existed before, whereby we could just throw rubbish and anything we did not want any longer into the sea and forget about it. There is increasing awareness of the damage that that has caused over many decades and probably centuries. I am proud to say that the Government in recent years have started to take some positive action to address some of the issues, and we have seen good progress.
The current Secretary of State and the previous Secretary of State, my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom), have taken the issue seriously. Along with the Minister who is here to respond to the debate, we have a team of Ministers who have started to take some decisive action to address this important matter after years of talking about these things. The 5p charge on plastic bags has reduced the number of plastic bags thrown away by billions. Many of those plastic bags would have ended up in our seas and on our coasts. We have seen that dramatic change in public behaviour as a result of something as a simple as a 5p charge.
The Government have introduced a ban on microbeads in cosmetics, which will stop hundreds of thousands of tiny pieces of plastic ending up in our waterways. The Government are now taking action to introduce a deposit return scheme on single-use plastic bottles, which will dramatically reduce the number of plastic bottles that end up being thrown away. All too often, they end up in our seas and on our beaches. We are making good progress, but we are all aware that huge challenges remain that we have to address.
I will give some of the statistics that the hon. Member for Huddersfield highlighted. Globally, 8 million pieces of plastic enter the oceans every day. I am sure we have all seen the videos online of islands of plastic bottles floating in some parts of the world. The visual impact of that brings home just what we are doing. The statistic that hit me—I always go back to it—is that if we do not take decisive action, there will be more plastic than fish in our seas by 2050. We have to carry on addressing the issues and taking decisive action.
As the chairman of the Protect Our Waves all-party parliamentary group, I am honoured to work closely with the Cornish-based charity Surfers Against Sewage. For many years it has addressed the pollution of our seas. I have been working closely with the charity since I have been here in Parliament. Other members of the APPG are here, and I invite Members who are not part of the APPG to join us and work with us to ensure that we continue to address these issues in Parliament.
Surfers Against Sewage is a formidable organisation that has worked tirelessly on sea pollution. It has lobbied Government to bring about change. I joined it just a few weeks ago to present a petition signed by 270,000 people to the Prime Minister at No. 10. The petition called for the introduction of a deposit return scheme as part of the charity’s “Message in a Bottle” campaign. Throughout the year, it mobilises tens of thousands of volunteers in beach cleans to remove the rubbish and waste that ends up on our beaches. It is not just about collecting the rubbish; it is a huge awareness campaign to make people more aware of the damage we are doing. We are making good progress, but there is much more to do and by working together we can do it.
I will make one final point, to which I hope the Minister will respond. We need some further action on combined sewer outflows, which continue to discharge untreated sewage into our seas too often when we have heavy rainfall. We are all aware that we are getting heavy rainfall more often. We particularly suffer from that in Cornwall because of our geography, our ageing sewer system, and being at the brunt of storms that come across the Atlantic. We need to start taking more action to put pressure on water companies to get rid of combined sewer outflows, so that we can stop untreated sewage from being discharged.
We are moving in the right direction on those issues, but there is much more to do. The UK must continue to take a global lead in preventing pollution of our oceans, and cleaning them up wherever we can.

Commons ChamberThe Government’s progress on banning microbeads is welcome, but other forms of plastic are polluting our seas, including the 15 million plastic bottles that are thrown away every day. The Cornish-based charity, Surfers Against Sewage, has obtained 209,000 signatures to a petition that calls for a plastic bottle deposit-return scheme. Will the Minister meet me to discuss how we can advance that petition and make progress?
I would be happy to meet my hon. Friend to discuss the matter. As I informed the House at the previous Environment, Food and Rural Affairs Question Time, we are looking at the issue in the context of the litter strategy. Let me take the opportunity to publicise this weekend’s Great British Spring Clean campaign, in which I am sure many hon. Members will be involved. I also want to advertise BBC Suffolk’s “don’t be a tosser” campaign. Frankly, we do not want people who toss litter about to flood our beaches with the plastic bottles that my hon. Friend mentions.

It is a pleasure to serve under your chairmanship, Mr Streeter. I congratulate my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) on securing this important debate and it is a pleasure to follow the hon. Member for Barrow and Furness (John Woodcock).
I represent St Austell and Newquay in mid-Cornwall, and the issue of seagulls has long been a hot topic in my constituency, particularly in places such as Newquay, Mevagissey and Fowey—coastal towns that rely heavily on tourism. We have seen the growing nuisance of seagulls in recent years. That nuisance is to do with noise and droppings that can damage car paintwork, as well as gutters blocked by nests, which then cause gutters to overflow. There is also the nuisance of rubbish strewn across our streets every time there is a waste collection in the community.
Seagulls are not only a nuisance. Increasingly, there is an issue of danger. We often laugh at tourists in our seaside towns who have their pasty or their ice cream stolen by a sweeping seagull, but too frequently that results in injury. Our local A&E in Cornwall reports that every late spring/early summer our seagulls become more aggressive and several people visit A&E as a result of being injured by a seagull.
In 2015, there was the well-publicised case, which my hon. Friend the Member for Plymouth, Sutton and Devonport mentioned, of a family dog in Newquay being killed by a seagull. That drew a lot of media attention and was directly responsible for former Prime Minister David Cameron commenting that we needed to have a big conversation about seagulls. Sadly, we never got to have that big conversation. The issue went away, as it does most summers, and we have never really come back to address it in the way that I believe we need to.
Does my hon. Friend think that a clever idea would be for us to have a debate of this sort annually, especially at this time of year?
I am grateful for that comment from my hon. Friend. However we do it, we need to keep returning to this issue until it is addressed in such a way that seagulls no longer blight our seaside communities. Whether it is an annual debate or whatever the mechanism is, we need to keep focusing on the issue until something is done.
My observation is that we have almost two species of seagulls in this country. The gull we most often refer to is the herring gull, which is a large bird. I understand it can grow to about 55 cm, although now that we are leaving the EU we are allowed to say 22 inches. That bird is the most common cause of nuisance and attacks. As I said, it is now almost two species, as there are the birds that live out on the clifftops as nature intended them to live—by eating from the sea and living in the wild—but increasingly we see the urban seagulls that come into our towns becoming a very different species from those that live in the wild.
We do the seagulls no favour by drawing them into our towns. One of the facts that I discovered when I looked into this matter was that the average life expectancy for a gull that lives in the wild on the clifftops is more than 30 years, but for a gull that has come into the town and lives by scavenging off human waste it is 12 to 15 years. Gulls live more than twice as long when they live in their natural habitat than they do in our towns. By removing them from our towns, we would do the gulls a favour and help them to live the long and pleasurable lives that nature intended.
Increasingly in our seaside towns in Cornwall the gulls are seen as nothing more than flying rats. They scavenge from our rubbish bins and seek to steal food from us whenever they can.
The hon. Gentleman mentioned stealing food. I am sure he is aware of the video of the Aberdonian seagull shoplifting a packet of Doritos in Aberdeen. Seagulls cause real problems for residents, businesses and tourists. Will he join me in welcoming Aberdeenshire Council’s “Survivor’s Guide to Living with Urban Gulls” to deal with these issues?
I am grateful for that intervention. Indeed, I am aware that many local authorities across the country, including Cornwall Council, have issued guidance to residents and businesses on how to minimise the impact of gulls. All that is most welcome, but we are reaching a point where perhaps more direct action needs to be taken. Part of the process is about education and increasing awareness. The point already made by some hon. Members is that a lot of the problems are caused by people feeding gulls or leaving their food waste in such a way that it is easily accessible for gulls. Educating people to minimise that is one of the best ways to reduce the impact of gulls.
I was formerly the Cornwall Council cabinet member responsible for waste management. I am proud of the fact that during my time in the cabinet I introduced seagull sacks across Cornwall, which we made readily available through the local authority at a nominal cost. Residents can put their black bin bag rubbish into seagull-proof sacks. The seagulls cannot access the rubbish within. Encouraging residents to take such practical steps will minimise the impact that seagulls have in our communities. However, more needs to be done.
As my hon. Friend the Member for Plymouth, Sutton and Devonport mentioned, it was regrettable that the Government cancelled the study on seagulls and their life cycles and habits, because we need to make informed decisions. There have been calls for a cull, although I am not convinced that is the answer. I do not completely reject some other measures that have been mentioned, such as taking eggs and such things. All those could work, but we need to make informed decisions about how we tackle this menace. A comprehensive study of and report on seagulls, their impact and their life cycle would help us to form an action plan to address the issue for the long term and help us to minimise the impact that seagulls have.
I would certainly welcome the Minister’s comments and views. Is she prepared to support a call for a new study to be done on how seagulls impact on our coastal communities—as we have heard, increasingly this is not only a coastal issue—so that we can have comprehensive knowledge of the issues and then make informed choices about how we address the problem?
I am grateful to my hon. Friend the Member for Plymouth, Sutton and Devonport for initiating the debate as this is an important issue that many of our communities and constituents want to see us address. I hope this can be the start of not just a big conversation, but some action that might go somewhere and help us to address the issue.

I thank my hon. Friend the Member for Plymouth, Sutton and Devonport (Oliver Colvile) for bringing this matter to Westminster Hall. There is no shortage of material from St Ives that I could talk about with reference to seagulls, and their welfare—it is not just about their being pests. St Ives’s fame comes most recently, as many in the House will know, from its neighbourhood plan. Hon. Members can talk to me about it later, if they are interested; it hit the international headlines. St Ives is also famous for Barbara Hepworth, the Tate Gallery, beautiful beaches, and seagulls. In fact last July an 18-year-old girl was airlifted to hospital having fallen off a 15-foot wall because of an incident involving a seagull and an ice cream.
This is a very tricky public debate, as I learnt without even contributing to it. At the same time as David Cameron was making his comments last summer, I was having a surgery in a local pub in Longrock. I came out of the pub with the landlady and she asked me to do something about a seagull that had been injured. It was there by her doorway, causing a problem to people coming in and out of the pub. I bundled it up, put it in my MG, drove it home and gave it some care and attention in our chicken run. After I got into my house having done all that, I opened my email inbox and had a whole host of emails wanting me to be removed from the planet because of our attitude towards seagulls. I am aware how tricky this public debate is, so my hon. Friend the Member for Plymouth, Sutton and Devonport is a very brave man for raising it—this is an emotive issue.
There is no disputing that seagulls are beginning to behave badly. We have mentioned most of the issues today. There is a safety issue for both humans—as I mentioned—and animals; we know of stories in Cornwall of pets and other wildlife being attacked by seagulls. There is also an issue for tourism. Interestingly, my hon. Friend the Member for St Austell and Newquay (Steve Double) referred to the noise that seagulls make, but when I am in my constituency on the phone to anyone anywhere else in the country, they always refer to the lovely sound of seagulls in the background. Many people come to Cornwall because of the contribution that seagulls make.
The truth is that seagulls are getting a bit out of control; however, this is no new problem. My hon. Friend also referred to the work that he did on Cornwall Council to try to solve the problem of seagulls distributing people’s rubbish wherever that rubbish might be on bin day. I was a member of Penwith District Council—we used to have six district councils in Cornwall before we went to a unitary system—and we were the only council to introduce wheelie bins to solve this problem. We had to do that because of our tourism and our local economy. The risk to health was a real problem. People would put their rubbish out late one night and in the morning it was everywhere but where it was intended to be, so wheelie bins were introduced. It is of great concern in other parts of Cornwall that Cornwall Council refuses to distribute them.
To pick up my hon. Friend’s point, and I have some knowledge of this, part of the problem in places such as Cornwall is that in a lot of our very small coastal villages wheelie bins are completely impractical because people do not have the space outside their properties to store them. That is why, when I was a cabinet member, we introduced the sacks, which are a lot easier to store.
My hon. Friend is absolutely right. Again, that is exactly the problem in St Ives; I have elderly residents who have had their bins removed for that very reason. We need to understand how to manage the problem of seagulls and other wildlife distributing our rubbish. That is a big debate—perhaps the subject for another Westminster Hall debate.
It is an honour to serve under your chairmanship, Mr Streeter. I really appreciate it that the hon. Member for Plymouth, Sutton and Devonport (Oliver Colvile) has brought this issue to us for debate. I want to start by talking about Aberdeen and the reasons why I feel it is important for me to be here. I was reading the Library briefing—those briefings are really useful for a lot of debates—and about the number of gulls that are apparently in the United Kingdom. Apparently there are 45,000 herring gulls in the United Kingdom. According to the city council’s website, there are 3,500 pairs in Aberdeen. That means we have 15% of the UK’s herring gull population in our city. That seems quite unbelievable, but it comes from the figures provided. Look up internet memes on seagulls—the Aberdeen seagull is the size of a large dog. It is absolutely ginormous and it regularly gets mentioned; people who come to uni in Aberdeen from Glasgow or elsewhere in Scotland or England are shocked at the size of these creatures. They are not like normal seagulls; they are ginormous. We mostly have herring gulls, although we also have some lesser black-backed gulls.
The hon. Member for St Ives (Derek Thomas) talked about gulls beginning to behave badly, but he went on to say that we have been grappling with this problem for a long time. I grew up in Aberdeen and during my entire lifetime there has been a plague of these creatures. In Aberdeen we introduced wheelie bins and on-street bins as well because we have a huge number of tenement properties in the city. There is a huge number of places where people cannot have wheelie bins. We now have a really good on-street bin system with large bins on the streets. Residents have to put up with a slight loss of parking as a result of those big bins, which have big lids on them. The birds cannot access the bins, so they have been pretty successful in deterring the birds’ access to food.
As for the issues caused by seagulls, stealing food and aggression have been mentioned, as has the fact that they used be on land really only between April and September, but increasingly are beginning to winter in cities and towns rather than going out to sea. That causes a real problem because we continue to have these issues throughout the year.
There are a couple of issues that have not really been mentioned, such as noise. A huge amount of the correspondence that I get from constituents on this subject is about the problem of noise. It is about the concern that they are being woken at 3 o’clock in the morning by seagulls fighting with one another. I used to live on the Gallowgate in Aberdeen. There are several multi-storey buildings there and we were on the 13th floor of flats. Without fail, throughout the breeding season, we would be woken throughout the night by the noise of seagulls and that was a real problem.
Gulls cause significant damage to buildings, around chimney stacks, for example. They cause damage to people’s roofs. They cause damage to business buildings. Again, that has not really been mentioned. There is a financial cost associated with this problem, as well as the issue of people being scared of coming into town because of the aggression.
Seagulls also carry diseases. According to a piece of literature from our local authority—it is also called a “Survivor’s Guide”; I think Aberdeen City Council and Aberdeenshire Council got together to compose these survivors’ guides—they can carry salmonella and TB. It is pretty concerning to know that we have these creatures roaming about our city, carrying diseases that can badly affect human beings.
Those are all the issues, and my mailbox indicates that seagulls are never far away from the minds of my constituents. When people come in the door to talk to my office staff, they often mention in passing the problems that they have faced with seagulls. In fact, I wrote to the Scottish Government Minister last September following a spate of emails that residents had sent raising concerns.
It strikes me that there are a few things that can be done and a few things that could be done better. In Scotland, taking action by removing eggs, for example, is licensed by Scottish Natural Heritage. Companies can exercise that option, which ensures that the action is taken humanely and only in circumstances where there is no alternative. Action cannot be taken when spikes could be put up. However, gulls are increasingly managing to navigate a way around spikes. They have more of a problem with nets, but nets cannot be put on all roofs.
Does the hon. Lady agree that part of the problem is that gulls are very tenacious and intelligent birds and that no matter what measures we take to deter them, it usually only a matter of time before they find a way around them?
I absolutely agree. One thing about gulls is that they learn from one another, so if one gull manages to find a way around something, they all do, because they observe one another and learn. Such things as removing eggs and oiling eggs work, as does poking holes in them. Dumfries and Galloway Council did a study on the efficacy of those methods, and the results showed that they work.
Other studies have previously been done in Scotland. In 2010, the Scottish Government commissioned a study on using falcons and birds of prey, as my hon. Friend the Member for North Ayrshire and Arran (Patricia Gibson) mentioned, so they have specific details on that. That 10-week study was not quite as successful as it could have been, but the Scottish Government learnt a lot and have a huge amount of recommendations for people. For example, we do not want to have falcons flying around at the same time each day because the gulls get used to it and stop being scared of them. A huge number of useful recommendations came out of the study. Using such things as distress calls, kites, pyrotechnics and lasers was also suggested.
I appreciate having a chance to speak in the debate. To wind up my comments, an issue we face in Aberdeen is that although the Scottish Government have overarching responsibility for the matter and local authorities are then responsible for specific areas of nuisance, the local authority is clear that individual building owners have to take the action. As we see when we are trying to get lights replaced in tenement buildings, it is sometimes very difficult to get owners to take action. If the council is not the majority owner in a property—for example, a tenement building—and we are trying to get eggs removed from it, it is very hard to get that to happen. Although sharing good practice is a good idea and we should do more of it, there is an issue with who is responsible and the lack of compulsion on landlords and property owners to take action. If they are not willing to take action, the noise made by the birds affects everybody around. Again, I thank the hon. Member for Plymouth, Sutton and Devonport for securing the debate.
I completely agree. An hon. Member whom I will not name raised that idea with me this morning and I told them off, because it is not acceptable to endorse such a cruel way of tackling the issue.
Hon. Members have referred to gull behaviour and to the fact that the urban gull is starting to display unacceptable characteristics. A build-up of gull populations is often the result of a readily available food supply and the availability of attractive sites for roosting or breeding. Herring gulls and occasionally lesser black-backed gulls roost and nest on buildings, where—as we have heard—they may become aggressive, particularly when incubating eggs and rearing young. Their protective behaviour can result in attacks on members of the public who are in the street or who need access to roofs for maintenance purposes.
I understand that gull behaviour can have a negative impact on people’s lives in coastal towns and cities, including inland—we have heard about Cheltenham, for instance. However, by using common sense, we can deal with the issue effectively through existing legislation and practical local action. I am particularly keen to draw attention to examples of local authorities taking such positive action to manage gulls, but I first want to set the context of the conservation status of gulls.
My hon. Friend the Member for Plymouth, Sutton and Devonport will understand that although lesser black-backed gulls and herring gulls may cause problems locally, there are serious concerns about their conservation status at a national level. As has been pointed out, gulls, like all wild birds, are protected under the Wildlife and Countryside Act 1981. Despite their appearance of thriving in urban areas throughout the UK, breeding populations of the herring gull have declined sharply and populations of the lesser black-backed gull have declined at a number of important sites. The UK herring gull population fell by 55% between 1970 and 2002, despite increases in some urban populations. As a result, the herring gull is listed as a species of principal importance and has been red-listed as a bird of conservation concern, while the lesser black-backed gull is a conservation priority and is amber-listed. The great black-backed gull is a scarce breeding species in England, with a breeding population of less than 1,500 pairs and wintering populations also in decline; it now meets the qualifying criteria for amber-listing as a bird of conservation concern.
Is the Minister aware of a point that I made earlier? Part of the problem is that a gull living in a town has less than half the life expectancy of a gull living in the wild, and that is one of the reasons for gulls’ diminishing numbers. Getting them out of our towns and back where they belong is one way that we can address the declining population.
