As my hon. Friend knows, I speak purely for the Church of England in this place, and the Church of England is following exactly the health advice from the Government. I can tell him and the House that while public worship has been suspended for the time being, churches remain open for prayer and in particular for baptisms, weddings and funerals. Self-distancing will be required. Numbers in churches will be kept to a minimum, and no one self-isolating must attend the ceremony. Parishes are being trained in live-streaming services where they can. Wellbeing and mental health resources will be published soon, and churches are of course encouraged to support the vulnerable who are self-isolating and to continue to support food banks and night shelters in particular.

In the light of my hon. Friend’s response to the hon. Member for Strangford (Jim Shannon), does he agree that, although churches are not gathering for worship, they still have a vital role to play in meeting the spiritual, emotional and, indeed, practical needs of our communities at this very difficult time? Although they may not be gathering for services and other meetings, churches are most definitely not closed.

I thank my hon. Friend for that important point, and he is exactly right. The Church is much more than just its buildings; it is its people. This is an opportunity for all of us, as Christians, to reach out to others in need—there are many in all our communities—and that is exactly what the Church will be doing over the coming months.

I am delighted to bring to the House this debate to consider the process for the consultation on marine licensing applications carried out by the Marine Management Organisation on behalf of the Department for Environment, Food and Rural Affairs. The process has come to my attention in recent years because the way in which it works has led to widespread dismay among my local fishing communities. They have been left out of the consultation process when it comes to considering important decisions that impact on their livelihoods.

The Cornish fishing industry has recently been highlighted on a national scale, not only in the British Academy of Film and Television Arts award-winning short film “Bait”, much of which was filmed in St Austell bay and which stars local Cornishman Ed Rowe, but in the excellent BBC series “Cornwall: This Fishing Life”. The series has highlighted, and brought to national prominence as never before, the highs and lows of the Cornish fishing communities and the tremendous risks involved in one of the most dangerous professions. Of the six episodes that were shown, I would have to say—although I may well be biased—that the first was the best, because it highlighted the thriving harbour of Mevagissey in my mid-Cornwall constituency and the fishermen who fish out of that port, often in under- 10 metre boats, in all weathers and at all times of the year.

Let me provide some important background information on this jewel in the crown of fishing in Cornwall. Mevagissey is the second busiest and fastest-growing fishing port in Cornwall. Mevagissey harbour is home to a fleet of 62 registered fishing vessels and employs 94 full-time fishermen and dozens more who support the fishing industry. Some 75% of the fleet work very close to or within 500 metres of the shore at some point during the year, and many work exclusively close to the shore. An average year sees around £2.5 million-worth of fish landed into Mevagissey. I believe I can say with some accuracy that somewhere in the region of £1 million- worth of that fish is caught within 500 metres of the shore.

The primary fishing industry aside, Mevagissey harbour relies heavily on associated fishing dues and revenues, but it also attracts 800,000 tourists every year, largely because it is a living, thriving fishing port. As Members can imagine, any issue that would impact on the lifeblood of Mevagissey without consultation with the fishermen would be cause for much consternation in the community.

That brings me to the marine licensing consultation process, as carried out by the MMO, and specifically to decisions that were recently taken about mussel farms. Mussel farms, for colleagues who may not know, are made by intertwining heavy rope with large floats in areas of coastal water. Mussels are attracted to the ropes and grow off them, and can then be harvested.

I have nothing at all against mussel farms; in fact, I am a huge fan of that growing sector. Sea farming is a sustainable way to grow and cultivate shellfish, and the mussels that are farmed from St Austell bay are, of course, the finest mussels in the country. However, naturally, the deployment of mussel farms, which can cover vast areas of the sea, can hinder more traditional fishing activities from taking place in that area. So, when a large mussel farm situated in St Austell bay, in an important area for the Mevagissey inshore fishing fleet, appeared—from their point of view—out of the blue, members of the local fishing community were understandably vexed. The Mevagissey Fishermen’s Association contacted the MMO and asked what had gone on.

It turned out that no individual or organisation in Mevagissey had been consulted by the MMO when considering the application for a new mussel farm—not the Mevagissey parish council, the harbour trustees or Mevagissey fishermen, either through their association or individually. Yet fishermen are constantly receiving information from the MMO, so their contact details would have been readily available, and consulting them would not have required a massive time or resource commitment.

It turns out that the MMO did consult some groups—specifically, the Royal Fowey Yacht Club. The club replied that the original location for the mussel farm would have had an adverse effect on recreational boating and sailing, and that led to the farm’s being moved to a place where it became a hindrance to fishermen. I place it on the record that I have nothing against the Royal Fowey Yacht Club. It is a fine establishment, which can be traced as far back as 1880, and whose patron is no other than the Duke of Cornwall. I absolutely respect the club’s right to be consulted on the application, and to raise its concerns regarding the positioning of the new mussel farm.

The MMO does not have a great track record on consultation. Its recent proposals for the catch app have not gone down particularly well with fishermen from Padstow. I ask my hon. Friend to consider, when he makes his approach to the Minister, whether we could look at the catch app and see whether any alternatives to that could better serve many of our fishermen in Cornwall.

I am grateful to my hon. Friend and neighbour for raising that point. He makes a very good point about the wider concern in the fishing industry about the lack of consultation that often goes on with the MMO. The specific point that he raises regarding the catch app has been raised by many in the fishing industry in Cornwall, and I hope that the Minister will look at it again.

The MMO was right to consult the yacht club. However, the Mevagissey fishermen, who have a legitimate expectation to be able to fish in the area where the new mussel farm was constructed, where they have fished for generations, should also have been consulted, and it was wrong for the MMO not to consult the local fishermen. The MMO did not follow their duty to act fairly when considering the application, by not informing the most affected stakeholders, who make their living in the waters in question.

The fishermen brought this matter to my attention, and on appraising the consultation process for marine licensing, I have found it to be out-of-date and not fit for purpose. I have subsequently been in prolonged correspondence with the MMO, with DEFRA and with previous ministerial colleagues, in order to seek to reform the process and ensure that local fishermen are an integral part of the decision making process.

I believe that there is room to improve the MMO’s consultation process to make it more robust and much more like that for planning applications. Maritime licences can, after all, have an impact on their surroundings just as much as buildings on land can have following a planning application, but at the moment there does not seem to be the same level of structure or clear consultation with statutory consultees for MMO licences as there is for planning applications.

The MMO originally replied that it would consider including local parish councils among the statutory consultees for fishing communities. Again, that would be similar to the process followed for planning applications. Parish councils such as Mevagissey’s are integral parts of their community, are well connected with the local fishing community and harbour, and would, in my mind, be natural consultees. However, that was not followed up, as it was apparently considered to involve too much additional work for the MMO. I would challenge that. Particularly in areas such as Cornwall, which has a unitary council and no district councils, parish councils play an increasingly important role in representing their communities. It surely cannot be beyond the MMO’s ability to consult directly with them.

If, however, the MMO is not prepared to consult parish councils, a fair compromise would be to transfer responsibility in the consultation process for checking with local bodies such as fishermen’s associations from the MMO to the local authority, which is already a statutory consultee. This would accomplish the dual outcomes of taking pressure off the MMO and allowing the local authority, which would presumably have a greater knowledge base, to speak to the right people. If that does not happen, the MMO, in conjunction with the local inshore fisheries conservation authorities, should draw up an up-to-date list of all fishermen’s associations and make them integrated statutory consultees for every licensing application.

There is also scope—I ask the Minister to look at this—for modernising the public notice element of the process, which stipulates only that a small and sparsely worded notice be published in a local newspaper. As we are all aware, the readership of local newspapers is falling as more and more people obtain their news online. This method of giving notice of applications seems outdated. The process could be brought up to date; applications could be circulated online, alongside the existing notice, as part of the MMO’s regular communication with fishing communities. Fishermen also tell me that the MMO’s website is difficult to navigate; even when they know that there is a live licensing application, it is difficult to find it on the website.

In conclusion, I hope I have shown that the MMO licensing consultation needs to be reviewed and significantly changed. The MMO needs to change the process to ensure that groups such as fishermen and parish councils are aware of licensing applications and are consulted on them. It needs to modernise the way it notifies the public about applications, and to improve its website, so that live applications can be easily found.

I hope the Minister will take on board the points I have raised on behalf of my local fishermen. I look forward to going back to Mevagissey and giving the fishermen the good news that we in this place have listened to their concerns, and that the system will be reviewed and changed, so that in future, their views are sought on decisions that directly affect their livelihoods.

I can give my hon. Friend that assurance. Our £2.6 billion programme is designed to protect 300,000 properties and give significant protection to agricultural land and the transport system. It is a record level of investment. We are investing more in flood defences than any previous Government, because we know how important that is in the context of a changing climate.

Flooding is not only caused by heavy rain. Coastal areas in my constituency regularly experience flooding when heavy storms coincide with high spring tides. This can result from storm damage to harbour walls or coastal erosion. Will the Secretary of State make sure that our future plans include funding to build resilience into our coastal regions?

Supporting our coastal areas is an important element of our plan for improving flood defences, so I can give my hon. Friend those assurances. I should take this opportunity to highlight to everyone that we are not out of the woods yet, and that difficulties in coastal areas could continue, so people should try to avoid taking unnecessary risks in those areas.

I agree that volunteers getting involved in the fight against invasive species is very productive. There is an example in my own constituency, where a group is helping to remove invasive species from Pymmes Brook.

The Bill will strengthen and improve the duty on public authorities to make sure that the way they carry out their functions both conserves and enhances biodiversity and enables landowners to enter voluntary conservation covenants with responsible bodies, such as charities, that would bind subsequent owners of the land to sustainable stewardship long into the future. It also provides an important statutory underpinning for the nature recovery network we outlined in our 25-year plan—for example, by mandating the creation of local nature recovery strategies to map nature-rich habitats.

As chair of the all-party group on ocean conservation, I want to thank the Secretary of State on behalf of all of us who care about our seas for the measures in the Bill to reduce plastic waste. We also welcome the additional powers to hold water companies to account. Can she confirm that these extra powers will help to reduce the number of sewer overflows during heavy rain and hold water companies to account if they fail to reduce and eventually eradicate them?

My hon. Friend is right that the Bill contains measures that will make it easier to maintain the pressure on water companies to do more to combat pollution. We want them to do better when it comes to tackling these completely unacceptable instances of sewer overflows and pollution.

We have had quite a lot of opportunities at hustings to ask quite a few leadership contenders what they would do about the report on Foreign Office support for persecuted Christians, and I am pleased to say that the new Prime Minister did give a pledge to follow through on this. If hon. Members have time to read the report, they will find that it is very revealing, and it acknowledged that a great deal needs to be done to provide more support for persecuted Christians around the world.

One of the many important findings of the Bishop of Truro’s report is that it highlighted a lack of religious literacy at the Home Office, particularly when dealing with Christians fleeing persecution and seeking asylum. Does my right hon. Friend agree that the Home Office should take heed of this recommendation, and does she believe that the Church has a role to play in improving religious literacy across Whitehall?

My hon. Friend is absolutely right on that. I am tempted to say, because so far we have not had a pun in this debate, that the SNP wants to have its hake and eat it. The truth is that SNP Members pose as defenders of Scotland’s fishing communities, yet all the time we were in the EU scarcely a peep they emitted on behalf of the fishing industry. Now that we are leaving, they still want to tie us to the CFP, because they put the abstract ideology of their separatist sentiment ahead of the real interests of Scotland’s communities, and that is why they were so decisively rejected by Scotland’s coastal communities at the last general election.

This point has been made, but I will make it again. I have the great honour of representing the fishing village of Mevagissey. The Secretary of State may remember that he promised to come to see the fishermen there—they are still very much looking forward to his visit. That thriving fishing community is made up of under-10 metre vessels. So will he confirm that this Bill will provide opportunities for our under-10 metre fleet to take advantage of the new quota that will be available, so that it can grow, thrive and rebuild the great industry that we have lost?

It is a great honour to be able to speak in this very important debate. As has previously been said, this is the first time for many decades that this Chamber has been able to debate primary legislation relating to our fisheries.

The fishing communities that I have the honour of representing have a long-standing and proud tradition of fishing that goes back many, many generations. In fact, many of today’s fishermen are the sons and grandsons of fishermen. I have two primary fishing communities in my constituency: in Newquay and in Mevagissey. The fishing port of Mevagissey is the second largest in Cornwall and, in many ways, is doing well and is growing. The age of its fishermen is younger than average, and those fishermen are active and looking to the future. I remind the Secretary of State again that he did offer to meet the fishermen of Mevagissey. Virtually every time I speak to them, they remind me that this offer was made, so it would be incredibly good if he came sooner rather than later.

It is a sad but well-established fact that our fishing communities have not fared well under the common fisheries policy. The industry was sacrificed in the 1970s as a bargaining chip when we joined the Common Market, and that sense of betrayal still runs very deep within our fishing communities. We should not under- estimate how strongly those feelings are still felt today. Therefore, it is understandable that many fishermen in Cornwall are still suspicious of the Government. Although some good commitments have been made to our fishing communities in recent months, it is absolutely vital that we see those words turned into actions and firm decisions and that we do not let down our fishing communities once again.

The CFP has failed effectively to manage our fish stocks and has all but destroyed the economic competitiveness of our UK fishing industry. Around two thirds of all fish caught in UK waters are now caught by non-UK vessels, and, of some fish stocks, around 85% of the quota is awarded to non-UK boats. By taking back control of our fishing waters and by taking back control of our quotas, we have a once-in-a-lifetime opportunity to put right the wrongs that have been imposed on our fishing industry.

I welcome the clear commitments made by the Government and by the Prime Minister personally when she came, infamously, to Mevagissey last May, at the very start of the election campaign, before our manifesto was launched. She met the fishermen and made some very clear commitments to them, and that was welcome, but it is absolutely vital that we do not again sell out our fishermen.

We are an island nation, and being an island nation presents a number of big challenges. One of the huge opportunities that we have as an island nation should be access to our fishing waters and to reap the rewards that that provides for our nation. That is what leaving the EU and leaving the common fisheries policy will enable us to do. I therefore very much welcome this Bill. It is essential that it is enacted so that we have the mechanism in place to manage our own fishing waters once we leave the EU. This will mean that we will have everything in place to do that if we do end up with a clean global Brexit come the end of March.

We need to look carefully at the matter of discards, which is the most common concern raised by my local fishermen. Discards are an utter and shameful waste of our fishing stocks. As other hon. Members have said, those rules mean that we are not able to know exactly what the stocks are, so it is important that we get it right and put the mechanisms in place to deal with the issue.

I have great admiration for both the Secretary of State and the Fisheries Minister, and I know that they are very much on the fishermen’s side, so I would say to them that we have to ensure that we see through the commitments we have made to our fishing industry that we do not sell it out again for access to markets and that we give it the fair and right opportunity that it should have to reap the rewards of our UK fishing waters.

I am glad to follow the hon. Member for Pontypridd (Owen Smith), because he referred to the restrictions of other oceans and other controlled waters, but I can tell him that actually, when a fisherman from Newlyn launches out to sea, they have 200 miles to go before they get into any sort of international waters. At the moment, as we have heard, they are allowed to access only 7% of the cod in those waters, and so it simply makes mathematical sense that if they get more share, they will get more fish.

I welcome the opportunity to speak in this debate. As my hon. Friend the Member for St Austell and Newquay (Steve Double) said, it is a long time since Members—a Member for St Ives, for example—have had the privilege of talking about primary legislation around a UK fisheries Bill. I am grateful to the Secretary of State and the Minister for—certainly in the case of the Minister—their repeated visits to Newlyn. They were both visitors to the largest Cornish fishing community by a considerable measure. I would suggest, although I do not want to upset my hon. Friend the Member for St Austell and Newquay, that the tragedy of discard is that we probably discard more fish from Newlyn fishermen than are caught in Mevagissey. However, that is something we can discuss on another day.

There is great quality fish from Newlyn as well. Actually, that is an important point. The quality of fish caught around the Cornish coast is significant, and it is in demand from Europe. I therefore have no doubt that we will get to the point where Europe will continue to want and buy Cornish fish.

My local fishermen welcome this Bill, broadly because its primary objective is to promote sustainable fisheries management. They know more than anyone that sustainable fisheries management arrangements are the right thing, demonstrating a respect for the oceans and its contents and delivering a future for an essential food source and for skilled employment. They know that the UK, particularly Cornwall, is already a world leader in sustainable fisheries management. Fishermen in Cornwall, through the Cornish Fish Producers Organisation, already work on many fronts to promote conservation initiatives and safe working practice and to demonstrate their commitment to realising a sustainable future.

It is important to remind the House of the benefits of Brexit to our fishermen. We will be an independent coastal state. We will have control of access to UK waters and ensure that British fishermen get a fair deal and are able to catch more because of a commitment to sustain stocks. We will revive coastal communities. Perhaps the Secretary of State could talk to the Prime Minister, because we are concerned about permanent workers from overseas potentially being excluded through a new immigration policy, which would have a detrimental impact on our fishing sector. It would be great to get clarity on whether people from overseas who work full-time in fishing can keep their jobs. We will also be able to maintain and develop the UK industry’s role as world leaders in sustainable fisheries policy.

The Government must not extend the common fisheries policy beyond 2020 or adopt an interim arrangement allowing the EU to set rules binding UK fisheries in any sort of extended implementation period or backstop. Furthermore, the Secretary of State must confirm today that the Government will not sacrifice the potential of Brexit for the British fishing industry in any way and that they will reject any future proposals from the EU that seek to wrestle away control of access to UK waters. Should the Government back down on their promises, the Bill cannot be delivered, and we will have failed and betrayed our fishing sector.

My fishermen are watching this closely, and they understand the risks of not getting this right. They are paying their mortgages, feeding their families and paying their taxes because of the fishing they do day in, day out, and we should take that seriously when considering their futures.

The Cornish Fish Producers Organisation has set out three simple asks of the Government. First, it asks the Government to establish a formal advisory council to guide policy, promote collaboration between central Government, devolved Administrations and the industry and allow for ongoing dialogue in a naturally variable industry. It is important that fishermen and fishing experts are sat around the table in that advisory council.

Secondly, the CFPO asks the Secretary of State to ensure a practical approach to sustainable fisheries management. Maximum sustainable yields—a key part of the regime—could fail in the same way that the CFP has failed, so it is important that we look at many other options to secure a good, sustainable fishing industry. Finally, the CFPO asks the Secretary of State to set out a dispute resolution mechanism, so that when things go wrong, they can be properly resolved.

I beg to move,

That this House has considered e-petition 222715 relating to plastic-free packaging for fruit and vegetables.

It is a pleasure to serve under your chairmanship, Mr Hanson. It is an honour to open this debate on an important matter, in which I have taken a great deal of interest during my time in this House, particularly as chairman of the protect our waves all-party parliamentary group. I thank the petitioner Edmund Pendrous and the more than 120,000 people who signed this e-petition. The e-petition states:

“In response to the problem of an ever-increasing amount of plastic waste polluting our environment, we need to make supermarkets offer an option of no packaging or eco-friendly packaging for each item of fresh fruit and vegetables they sell.”

There is no doubt that plastic pollution is one of the biggest global environmental challenges of our time. As I am sure we are all aware, in recent times the issue has attracted a great deal of public awareness and increased concern about the damage we are doing to our environment through the amount of plastic waste that we are creating.

It is little wonder that plastic has become so popular: it is lightweight, versatile, moisture-resistant, durable and cheap to produce. Those benefits mean that Britain is not alone in developing a strong appetite for plastic goods. Annual global plastic production has soared in the past 60 years. In 1950, the world’s population produced about 1.5 million tonnes of plastic; by 2016, global production of plastic had risen to 335 million tonnes, with 60 million tonnes produced in Europe alone. The rapid rise in production and subsequent disposal of plastics have brought devastating consequences to all aspects of the environment, particularly to our marine life.

The majority of single-use plastics, which include non-recyclable and non-biodegradable plastic packaging found in shops and supermarkets, are disposed of within minutes of being used. Every day approximately 8 million pieces of plastic pollution find their way into our oceans. Every piece of plastic can take decades or longer to degrade, and will simply break down into smaller and smaller particles. We then find plastic entering the ecosystem, where it has the potential to kill seabirds, fish and animals through ingestion, releasing harmful toxins as the plastic breaks up. Larger pieces of plastic can be a threat to the life of marine mammals and seabirds. It is estimated that there are now around 5 trillion macro and micro plastic pieces floating in our ocean, with a weight of over 250,000 tonnes.

I am grateful to the hon. Gentleman, who is making excellent points about this excellent e-petition. Does he agree that any responsible Government would not export any used plastic for recycling? There is credible evidence that even when plastic is certificated in other countries as having been properly disposed of, it actually ends up in rivers and oceans. We should stop such exports.

The hon. Gentleman makes a good point, which is directly related to the subject. As a country, we must ensure that when our residents do the responsible thing and recycle their plastic items, we do all we can to ensure that those items are actually recycled. There are disturbing reports that that may not always be happening. I believe that we—the country and the Government—have a responsibility to do all we can to ensure that it is.

The hon. Gentleman is making a good speech about this important subject and great e-petition. Does he accept that one problem is what and how we manufacture? Organisations such as the Institute for Manufacturing in Cambridge believe that we have to totally redesign the way we make all packaging to make it safer for the environment and human beings’ health.

That is indeed a huge challenge, which needs to be addressed from all angles. As the hon. Gentleman said, there are great challenges, particularly for developed countries, to reduce the amount of plastic that is produced and in circulation. We also need to ensure that we dispose responsibly of any plastic that is produced and ensure that it is not contributing to the environmental pollution that we have seen for far too long. That challenge has to be addressed from a number of different angles; I do not think there will ever be one simple solution.

The amount of plastic entering our seas is now a matter of huge concern for many people. As is well documented, it is estimated that by 2050 there will be more plastic than fish in our oceans. That is of concern not only because of the damage it is doing to the marine environment, but because that pollution is being ingested by humans as we eat the fish from the sea. We should really take the issue seriously and seek to address it.

It is right to acknowledge the steps the Government have already taken in reducing the amount of plastic pollution. It is well documented that the 5p plastic bag charge, introduced by the previous Conservative-led Government, has dramatically reduced the amount of plastic bags in use: by 83%. About 9 billion fewer plastic bags have been used since the introduction of that simple 5p charge. The Government have brought forward a comprehensive 25-year plan for the environment, including measures to look at reducing plastic waste and disposing of waste more responsibly. That should be welcomed. I want to join the many environmental groups that are calling for an introduction of plastic-free aisles and products in our supermarkets.

Does my hon. Friend think that we are spending enough money on research to develop the products that will still have plastic’s advantage of retaining water, but which are not plastic and are biodegradable?

I guess the only answer to that question is no. We could always spend more on research, to reduce the amount of damage we are doing to our environment. I know there are a number of innovations coming forward in other forms of packaging that can provide the benefits of plastic without the damage to the environment. We should do all we can—I encourage the Government to consider anything they can do—to support and invest in those measures, to ensure that we are seeking not just to cut back on plastic, but to come forward with other answers to packaging that provide the benefits of plastic, but do not damage our environment.

The hon. Gentleman is making such a good speech and responding well to interventions, so I thank him. A great friend of mine, Barry Van Danzig, the CEO of the Wastepack Group Limited, believes that the only way we can get past this problem is to make waste valuable. As soon as that happens, somebody will collect it. Money—the cash that it is worth—is at the heart of what we are all trying to achieve.

I am grateful to the hon. Gentleman for another good intervention. I largely agree that recycling needs to become commercially viable: something that businesses invest in because they can make money from it. There are ways in which we can encourage that to happen—and we should, to get to the point where we do not send our plastic elsewhere to be recycled because its being recycled here has a value for our economy, as the hon. Member for Blackley and Broughton (Graham Stringer) said. Clearly, we would all love that to happen.

I also acknowledge the recent Budget announcement of a new tax on the manufacture and import of plastic products that do not contain at least 30% recycled plastic. That is another important message from the Government, and it shows that they are taking the issue seriously and seeking to introduce solutions.

I turn to the specific issue of plastic packaging for fruit and vegetables in supermarkets. The petition rightly points out that it can be incredibly difficult for consumers to avoid purchasing items packaged in plastic, especially in the fruit and vegetable aisle. It is all too common for people to accept the fact that all our fruit and veg is wrapped in plastic, but several hon. Members present will admit to being old enough to remember when that was not the case. That our fruit and veg comes in a plastic wrapper is a relatively modern development, which we have accepted. It is right to challenge that now. We do not have to accept that norm: there could be alternative ways to reduce the amount of plastic used to package our food.

We have to strike the right balance, however. We do not want our desire to decrease plastic packaging to create another problem by increasing the amount of food waste produced. That is where innovation and other types of packaging that can protect and preserve our food should be encouraged and would be hugely welcomed. We need to acknowledge plastic’s benefits in preserving food, extending its shelf life and keeping it clean for consumption, while being aware of the damage it causes.

I am chair of the all-party parliamentary group on food waste. I acknowledge that some packaging helps to preserve food’s shelf life, but in many cases it is unnecessary. It has been brought to my attention that in supermarkets it is often cheaper to buy the packaged-up produce, because it is on special offer, so buying a couple of avocados in a package might be cheaper than buying them loose. It seems ludicrous, but if people have to pay extra for loose produce, I understand why they feel inclined to buy the packaged produce, even if they are trying to avoid plastic waste. Do supermarkets not have a role to play in changing that?

The hon. Lady makes a good point. The amount of fresh-food plastic packaging that is created contributes hugely to the amount of plastic waste that we as a country produce. It is estimated that about 800,000 tonnes of plastic waste are produced by supermarkets selling food in plastic packaging to households.

I am sure that we all have a favourite fresh-food item that is packaged in unnecessary plastic. I will not steal the thunder of other hon. Members who will comment on theirs, but mine is the cauliflower. When I go to buy a cauliflower from my local supermarket, I am astounded that it is in a plastic wrapper that does not even completely wrap it, so it cannot be argued that it is keeping it fresh. I am pretty sure that it is there simply for the supermarket’s convenience, so it can put a barcode on the wrapper. There are many examples where plastic is used not to keep the product fresh but for the supermarket’s convenience in transport and display. In those cases, a lot more could be done to reduce the amount of plastic packaging.

Another important factor is the change in British shopping habits. A few years ago, most of us would go to the supermarket once or perhaps twice a week and buy enough for several days, but according to many reports, two thirds of UK shoppers now visit the supermarket at least once a day. Many people shop daily, on their way home from work, to buy food for their meal that evening. Buying food that will stay in the house for several days and has to be kept fresh is no longer necessarily the key driver that it used to be for British supermarket shoppers.

I am greatly encouraged by the awareness and understanding of this issue among our young people. I often visit the local schools in my constituency and I am always pleasantly surprised by young pupils’ understanding of the issue of plastic waste, and the need to be responsible and to reduce the amount of it. That came through in the work that the House of Commons outreach and engagement team carried out in the lead-up to the debate. The team sought to engage with the public, particularly young people, to seek their views, and of the 1,000 students from 19 different schools that it contacted, 76% agreed that supermarkets should offer plastic-free options for fresh produce, and about half said that reducing plastic packaging was one of the biggest ways that we could reduce the amount of plastic waste. I thank all the students and schools who engaged in that process and helped us to gather those views. We appreciate their input.

Parliament has conducted an excellent education process. I visit schools to talk about the subject too, but it is complex. For children and adults, looking at what comes into the house and goes out through the kitchen is difficult. They have to look so carefully at what is recyclable and what is not. Companies such as Tetra Pak, the global company from Sweden, have made it even more difficult. Clarity about what can be recycled is surely at the heart of education.

I agree with the hon. Gentleman that complexity is part of the challenge. Supermarkets can help by ensuring that as much as possible of the plastic packaging they use is recyclable, and that if it is not, it is clearly labelled accordingly. That would help households and consumers to make informed decisions. Consumers are key to the process. The Government can perhaps do more to reduce plastic waste from food packaging, but ultimately consumers will drive change by making informed choices and by making the responsible choice—whenever they are given a choice—of the option with the least amount of packaging, and of plastic-free packaging if possible.

Many supermarkets have sought to take action. I believe that much of that has been driven by consumer choice and by consumers’ desire to reduce the amount of plastic packaging, and we should welcome that. In September, Lidl announced that it would cease to use black plastic packaging on fruit and vegetable products by the end of that month. As we know, recycling black plastic is challenging. Morrisons, the fourth-largest UK supermarket chain, announced in April that it will bring back traditional brown paper bags for its fruit and veg aisle as part of a range of measures to cut plastic waste. I am sure many of us read the reports over the weekend that a north London supermarket is the first independent supermarket in the country to introduce plastic-free aisles, and is now calling on others to follow its lead. There are signs that retailers are starting to get the message that consumers want less plastic waste from their food packaging. I encourage all consumers who feel strongly about this matter to continue to drive home that message.

I believe that there is a role for the Government, but most of the change will come from the consumer. The introduction of the 5p charge for plastic bags shows that the Government can nudge people to make the right choices. We can use a combination of carrot and stick to drive good behaviour from retailers, with the threat of taxation if steps are not taken, but there are other measures that could be used. One idea I would like to explore is a reduction in business rates if retailers commit to reduce the amount of plastic in their packaging. That is just one way of encouraging the right behaviour from retailers.

We in Parliament clearly have an important role to play in setting an example. We have started to do that by taking steps towards a plastic-free Parliament and reducing the amount of single-use plastic in this place. It is important that parliamentarians continue to set an example and take a lead for the rest of the country to follow.

The hon. Gentleman and I are both involved in the protect our waves all-party parliamentary group, which deals with ocean conservation, so he knows that Surfers Against Sewage did brilliant work in pushing for a plastic-free Parliament. The sauce sachets have disappeared, and that is partly down to Surfers Against Sewage. I have got my plastic-free Parliament water bottle, which it provided. I think it will be giving them to all MPs. If hon. Members have not got one yet, they should try to get hold of one—they are free. Advert over.

I thank the hon. Lady for that intervention. She has stolen my point. I was going to praise Surfers Against Sewage, with which we both work very closely, for the significant role it has played not only in advancing a plastic-free Parliament, but in mobilising people across the country. It clears up plastic in our seas and on our beaches, raises public awareness and provides education in schools to drive home the message that we cannot continue to use and dispose of plastic as we have done in recent decades. I join the hon. Lady in congratulating Surfers Against Sewage for its excellent work.

I think the one that the hon. Gentleman is holding up is biodegradable. There has been a commitment to use up the current stock of single-use plastic items and replace them with biodegradable ones. That is part of the single-use, plastic-free measures.

I take the point, Mr Hanson.

We must get the message across to retailers—particularly food retailers—that there is growing demand among the public to reduce the amount of plastic used in packaging our food, and particularly the plastic that is used unnecessarily to wrap our fresh fruit and vegetables. Parliament should continue to set an example, but I encourage the Government to take more action. I look forward to the Minister’s comments about the measures the Government can take to encourage responsible behaviour and reduce plastic packaging and plastic waste, which damages our environment.

I am happy to have introduced this debate. I am sure there will be some interesting contributions. There is a clear message from the public, and we must take notice of it.

I agree with everything the hon. Gentleman has said, and I will come to that point later.

Plastic food packaging that is not recycled is costing Scotland an estimated £11 million annually. That needs to change, and the Scottish Government are taking appropriate measures to address that problem. I congratulate the Westminster Government on following the example of the devolved Governments by, for example, introducing a plastic bag charge. Wales introduced a charge in 2011, and over the first year that the ban was in place, it achieved a 71% reduction in the number of bags used. Northern Ireland achieved a two-thirds reduction in bag use over the first year. Scotland achieved an 80% reduction in bag use in 2014, and after England introduced its 5p bag scheme, it achieved an 80% reduction in the first six months. Those are all good strides forward, and the absence of blue bags on our streets is probably the most visible achievement. We do not see those bags anymore.

I want to sum up by thanking all hon. Members for their participation. Once again, I thank all the petitioners who signed the petition and enabled this debate to happen. I am sure this is an issue that we will keep coming back to—it is clearly something that many people care deeply about. There is an increasing awareness of the impact on our environment of the amount of plastic that we use and discard. I very much welcome the Minister’s response, which clearly showed that the Government are grasping this issue. As has been said, it needs to be done in balance, particularly when it comes to food packaging: we need to balance environmental concerns with the benefits that plastic offers for preserving food and extending its shelf life.

I thank everyone who has participated today. I am sure that, as we continue to engage with the public and the industry and to take a lead as Parliament, we will continue to reduce the amount of plastic waste that we produce, which can only be a good thing.

Since Tuesday morning, a burst pipe has been spewing raw sewage into the sea near the UK’s premier surfing beach, Fistral, in Newquay. Despite taking some initial action, South West Water now says that it will take several days to resolve the issue. Does the Secretary of State share my concern that this is going on for so long, and what action can we take to hold water companies to account to prevent such things from happening?

I warmly welcome the Secretary of State’s statement, which will be hugely welcomed by fishing communities across Cornwall, particularly in Mevagissey and Newquay in my constituency. Will he commit to ensuring that as this policy is developed, the voice of our fishermen is heard and considered loud and clear, and particularly that of the under-10 metre fleet? May I gently remind him of his offer to come and meet the fishermen in Mevagissey? I look forward to seeing him there soon.

My hon. Friend is absolutely right—we do need to make sure that we continue to listen to representatives of the fishing industry, who played a big part in making sure that we got the White Paper to the position that it is in for publication today. I underline my gratitude to him for his invitation, which I am looking forward to taking up.

Finally, let me say that I am very grateful not just to hon. Members who have contributed so constructively to this exchange but, in particular, to the civil servants at DEFRA, who have done an outstanding job in preparing today’s White Paper. They do a superb job not just in making sure that the environment is at the heart of everything we do with regard to fisheries, but in supporting my hon. Friend the Fisheries Minister at every December Council. I am hugely grateful for the contribution that they make, as we all should be.

It is a pleasure to serve under your chairmanship, Sir David.

I am honoured to represent one of only three constituencies in the country that has two separate coasts: the beautiful, rugged north coast of Cornwall with its surf beaches and the south coast with its coves and ports. The Minister’s constituency also has that type of coastline.

I want to address the issue of planning. We are seeing more frequent and more severe cliff falls in Cornwall as a result of the weather. People’s gardens are being eroded and houses built on the cliff tops are threatened. There is an increasing trend in Cornwall for people to buy old properties and then apply for planning permission to build larger properties that invariably encroach nearer to the cliff edge. That is causing great concern, particularly in Newquay in my constituency. I pay tribute to Protect Newquay Clifftops, which has been campaigning for some time to try to stop that trend, which is not only spoiling the view of our clifftops, but putting those properties, I believe, at future risk as the erosion continues.

The national planning policy framework provides protection for coastal areas and clifftops, saying that plans should

“reduce risk from coastal change by avoiding inappropriate development”.

I am delighted that our local authority, Cornwall Council, often refuses planning applications where properties would encroach on the cliff edge. However, all too often those applications go to appeal, and the planning inspector, who does not seem to have any local knowledge or appreciation of the situation that we face in Cornwall, allows the building to go ahead.

I know this does not come under the Minister’s portfolio, but I am aware that the Marine Management Organisation plays a particular role in, and is often consulted on, such planning issues. Perhaps there could be an increased role for the MMO in the planning process to ensure that cliff erosion and cliff falls, which take place much more frequently in Cornwall, are a significant factor in policy when planning applications are considered for construction on clifftops, particularly in such places as Cornwall. I am concerned that we are storing up trouble for future generations by allowing such developments to take place. If the cliff continues to erode, properties will be put at risk. I ask the Minister to look into whether there could be an increased role for the MMO in the planning process in our coastal regions.
