Nottingham has much to be proud of: not only its students getting themselves vaccinated—over 90% of university students have now taken the vaccine, and I thank them for doing so—but being home to the largest manufacturer of lateral flow tests in Europe, which the Prime Minister spoke about earlier.

One of the ways in which we have mitigated and made sure that we deliver more lateral flow devices is by trebling the number. We used to deliver about 300,000 a day: we have increased the delivery infrastructure so that we can do 900,000 lateral flow devices a day. I recommend that people refresh the website so that they can order their devices. On supply, we have gone from 100 million to 300 million a month. As the Prime Minister mentioned, we probably have the largest testing infrastructure in Europe.

Happy new year, Madam Deputy Speaker. The Secretary of State knows that I do not like the classroom mask mandate one bit. What so many constituents who have contacted me have said—this saddens them and puzzles me—is that we are again holding children to a different standard from the one for the rest of the population. There are masks in classrooms, so why not masks in every single office where people have to go to work? We are testing, testing, testing our children; that has an impact on them and their mental health. Where does he see that in six months’ time or in 12 months’ time when they return after next Christmas? In short, I am asking him: what is his exit strategy for schools from covid?

I remind the House that it is guidance —rather than mandate—on mask wearing in communal parts as part of plan B, which we announced at the end of last year, and now on wearing masks in secondary schools in the classroom. My hon. Friend mentioned the unfairness of this. I agree—I hope my statement struck the right tone—about what children have had to endure over the past two years because of the pandemic. However, I remind the House about a slight difference: we are asking people to work from home wherever possible, so they do not need to go into the office at present, but we want to children to be in school, in a classroom, learning, because we know that that is the best place for them—for their education and for their mental health.

Our plan is clear. As the Prime Minister set out, we will review all the plan B measures on 26 January—in fact, they will sunset then—and I hope that, by then, as we see more evidence, which at the moment, clearly demonstrates that the Prime Minister was absolutely right not to go any further and lock down the country at Christmas or in the new year, we will be one of the first major economies in the world to demonstrate how we transition this virus from pandemic to endemic. I hope that we will get back to what normal life looks like for students as well as for the rest of the economy.

The Prime Minister has been very clear that Christmas concerts and nativity plays should go ahead, the Secretary of State for Health and Social Care has said exactly that to me from the Dispatch Box, and we have heard what the Minister has said today, yet Zoom has never heard more “Silent Night” and we have state schools already closed for Christmas and teaching unions calling for a staged return in January. I have heard what the excellent Minister has said and it is very welcome, so I do not require the list again, but what are the Government actually going to do, legally, to see that their will is enforced and that schools are back, as they should be—as they need to be—in January? Where on earth are the Labour and Liberal Democrat MPs? What could be more important than this?

In answer to my hon. Friend’s second question, I think it is clear that they are off on their holidays. In answer to his first question, we absolutely want and expect education settings to be open, we want and expect children to be taught in person, and we want and expect school life to go ahead.

The Education Committee did a very important piece of work on that precise subject. We are investing in recovery—investing £5 billion, following the Budget. We are investing in tutoring, and, of course we are investing in the quality of teaching. There cannot be great outcomes without great teachers, and we are providing 500,000 teaching opportunities.

I will now make some headway, if I may. As you quite rightly told me, Madam Deputy Speaker, many other Members wish to contribute tonight.

As well as the National Skills Fund manifesto commitment to help transform the lives of people who do not have the opportunities that many of us in this place have had, we are implementing the policies in the White Paper. For example, we have established eight trailblazer areas across the country where the first local skills improvement plans are being developed by employer representative bodies. They are currently engaging employers, education providers and key local stakeholders to begin the development of these important plans in the context of the skills landscape. The trailblazers are in areas from Kent to Cumbria, and they will generate valuable learning to inform the wider roll-out of these plans across our country.

The Bill also specifies the essential legal framework for our reforms. We are setting ourselves up for success by giving people the skills and education that they need for work by improving the quality of what they learn, and, of course, by protecting our learners from the disruptive impact of provider failure, reducing the risk that they will miss out on vital learning because, for example, the training provider with which they are studying goes bust.

I have seen at first hand the transformative power of education, and I want to take a moment to retell the House about an experience that I had while visiting Barnsley College. It was the first in south Yorkshire to roll out T-levels, and while I was there I met several of its students. I want to tell the House about one of them. I have rarely met a more inspiring individual. He told me that with his T-level—I am quoting him word for word—“I am looking at unis now and thinking which one I am picking, not which one is going to pick me.” Greg is living proof of the transformative effect that our skills programme is having.

I also met students at Barnet and Southgate College, during my first week in my present post, and saw how state-of-the-art facilities were helping those with learning difficulties and disabilities to realise their ambitions. The college is going further by strengthening its ties to local businesses: it has worked closely with its local chambers of commerce to provide a range of services for local businesses as a hub in the college. So our reforms are working, and they are very much evidence-led. They are changing people’s lives and levelling up the country, and the Bill will help to secure them for the years to come.

This is an excellent Bill which deserves a Second Reading tonight. One college that my right hon. Friend knows well is Peter Symonds, in my constituency, which is transforming lives and T-levels. It has done very well out of the post-16 capacity fund bid, in which, as I found out last week, it was successful, and will build a new 12-classroom block as a result. I wonder whether the Secretary of State, in his new role, will make a glorious return to Winchester to see what excellent post-16 education looks like in the heart of Hampshire.

I am well aware of that investment, and I will certainly look at the diary to see whether I can make time for a visit. I know that the Under-Secretary of State for Education, my hon. Friend the Member for Brentwood and Ongar (Alex Burghart)—the skills Minister—is gagging to get down to Hampshire and have a look at Peter Symonds College as well.

Skills are very much about providing people with fulfilling and productive jobs, and helping them to improve their lot. One of the key parts of the Bill deals with local skills improvement plans, which place employers, through representative bodies, at the centre—the heart—of the local post-16 skills system. Only through really understanding what is needed in a local area and working in a holistic way with employers, education providers and key local stakeholders can we develop a credible local plan to ensure that skills provision meets local needs.

Mayoral combined authorities which have certain devolved responsibilities for adult education are also critical stakeholders, who will be closely engaged in this process. I am pleased to say that we will introduce an amendment to place the role of those authorities on the face of the Bill.

I congratulate the hon. Member for Walthamstow (Stella Creasy), who is a friend, on the new arrival. The importance of this issue in the eyes of our constituents, mine included, is reflected in the fact that almost 113,000 people signed this e-petition, which—as has already been set out—calls for

“an independent review of childcare funding and affordability”.

The public, I think, feel we could do more to create a sustainable future for the early years sector, which I represent here today as chair of the all-party parliamentary group on childcare and early education, which has been mentioned. We in that group have spoken for some time about what I would describe as a market failure in this sector, and the need for a meaningful review of it, so it is good that we are having this debate.

Prior to the summer, I had the pleasure of speaking in another debate on this issue, in Westminster Hall in its other incarnation—these debates come around often—and in the months since, things have moved on. The Chancellor has now announced his comprehensive spending review alongside his Budget on 27 October, and it was very useful to speak to him last week—I was in that meeting too, along with my right hon. Friend the Member for Chipping Barnet (Theresa Villiers)—about many of the issues we are debating this afternoon. I must stress from the outset, as I did to the Chancellor, that this is not all about money. For me, it is about getting back to brass tacks to make our early years funding system work for the children of this country, and for the families who rely on it and the economy that relies on those families. It is about ensuring that our hard-working early years educators—I declare my interest: I am married to one—are rewarded. Most importantly, it is about putting our early years sector on a sustainable footing so that this debate will not keep coming around again and again.

I am here as chair of the all-party parliamentary group, but I am also a Government MP, and I am very proud of the landmark commitment that we as a party made through the 30-hours entitlement. However, I have to say that through my work chairing the group, it has become clear to me that systemic reforms are needed to make this flagship policy work better. Data from the National Day Nurseries Association, which is one of the sponsors of our group, show that in 2019-20, three quarters of councils underspent their early years funding by £62 million. Meanwhile, there is a funding shortfall of almost £3,000 per child per year for every 30-hours place. My hope is that Government will agree to use the forthcoming spending review to fund an early years catch-up premium and address this shortfall, including facing down the local authorities on that underspend. Merely by overhauling the system and tackling the existing underspend, we could properly fund many of those 30-hours places for children right across the country.

That is just one example of how reviewing the funding system would ensure that the existing funding follows the child and is best used. For me, the two issues are intrinsically linked: we cannot fund our early years sector without holding a fundamental review of the funding system, and we cannot simply wait for a review of that system to report without some sort of bridging measures and the long-term certainty that my right hon. Friend the Member for Chipping Barnet spoke about. Between April 2020 and March 2021, there was a 35% increase in nursery closures, just at the time when parents who are key workers needed them most. That is a grave concern for us. The nurseries that are struggling and closing tend to have a higher proportion of Government-funded children. Therefore, the poorer families suffer more from the shortfall between the funding and delivery costs. That causes the lag that is causing the closures.

The future of the sector is in peril, and with it the benefits that it brings to children, their families and the economy. It is not just about the bottom line for providers, but rather the future and development of our children, who are then ready to go on to reception and their primary and secondary education.

The hon. Gentleman makes a powerful case, as have others. Does he agree that grandparents often have to step in to the breach and provide the necessary childcare? While that is very welcome and they do it willingly, it results in an uneven pattern of child development.

The right hon. Gentleman’s point goes to the heart of the issue. I talked about early years educators; these are not well-meaning amateurs at the end of their career who are just providing plasticine. They are educators and they are preparing children for the world of learning when they go into their primary and secondary education. It is a very good point and it is well made.

Nursery settings have remained open and ready to receive children to help their families get back to work. At the same time, their staffing costs have risen on average by 8.6% through the new national living wage and pension contributions. With the reintroduction of business rates looming, the average nursery will face a bill of about £12,500 for those alone. Surely it would be better to see this money going into the pockets of our early years educators and directly invested in the future of children across the UK. That would be a fitting way to recognise the unsung contribution of early years educators over the last year and to help develop our country’s most valuable asset—the next generation.

I thank the hon. Member for Bath (Wera Hobhouse) for allowing me to make a contribution.

I am speaking with two hats on today. First, as a Conservative MP, I am of course very proud of the work that the Government have done to support young families through the 30 hours entitlement. It is a landmark commitment and one that I fully support, but it has had some unintended consequences.

Secondly, I am chair of the all-party parliamentary group for childcare and early education, as the hon. Lady said. We represent the private, voluntary and independent nurseries that make up the vast majority of the early years sector. I am also a member of the all-party parliamentary group on nursery schools, nursery and reception classes, so I know that maintained nurseries, which are often overlooked in such debates, are also important.

The Minister will rightly highlight that the Government have put in place a significant package for parents and early years educators. Despite that, there are still significant funding shortfalls. Early Years Alliance data shows that there is a gap of £2.60 per child per hour for every 30-hours place. That is just under £3,000 per child per year. So our all-party parliamentary group is calling on the Treasury and the Department for Education to fully fund all 30-hours places. I repeat the call for the catch-up premium for the early years sector in the comprehensive spending review. There is a chance, when we do that, to address wider issues in the early years funding system.

The hon. Member for Bath mentioned the NDNA FOI request on the underspends in local authorities. We think that that totals around £62 million, which shows that money is not getting to where it is most needed. Tens of millions of pounds could fund the 30-hours places for 20,000 children under our proposed catch-up premium. The Treasury and the Department need to look into that underspend and pull it back. That is why we are asking for the meaningful review of early years funding, which would include a multi-year funding settlement to allow providers some certainty to allow them to plan over the coming years.

More funding for the sector would, of course, be welcome but we cannot pour water into broken plumbing. The failings of the system are already being felt. I repeat the point that 35% of nurseries closed between April 2020 and March 2021—an increase of 35%. They are coming out of the sector. It is a worry. I am proud of the work that we have done on the 30 hours. As we emerge from the pandemic, we need our early years sector—our fourth emergency service—more than ever.

The lockdown by stealth courtesy of the “ping” must end for us all—apparently, it will end on 16 August—but it must certainly end by exception for the early years sector, which, once again, feels that it is being left out. I know that the Government have suggested that they will not produce a list but will deal with it on a case-by-case basis, and today is an opportunity for the Government to deal with early years on that basis. I look forward very much to hearing from the Minister, as she has plenty of time to speak.

Of course there is a relationship between pay and the work, work-life balance and type of job, but the sector still attracts a lot of young people. There is a lot of demand. In fact, the T-level in education and childcare is the biggest of the three T-levels that we have launched. There is the most demand for it.

In June, we announced £153 million of funding for training for early years staff to support our very youngest children’s learning and development, as part of a wider recovery package. In response to the pandemic, we announced £27 million to support children’s early language development, £17 million of which is to deliver the Nuffield early language intervention, or NELI, which is making a real, positive difference in schools up and down the country.

The Under-Secretary of State for Education, my hon. Friend the Member for Chelmsford (Vicky Ford), recently visited All Saints’ Church of England Primary School in Merton and spoke to staff delivering the NELI programme about the children’s increased confidence with language and communication. That excellent programme is proven to give children the equivalent of around three months of additional progress. Some 40% of primary schools have already signed up, helping 60,000 children in this academic year.

Funding of £10 million will support language development for pre-reception children in the next academic year. Children in reception year will also benefit from the Government’s £650 million catch-up premium for schools, which will ensure that they are supported to make up for any lost teaching time.

Thanks to the financial support provided by the Government, and the hard work of settings to remain open since June 2020, I am pleased to report that we have not seen or heard of a significant number of parents being unable to access the childcare that they need. In fact, the number of places available to parents seeking childcare has remained broadly stable since August 2015. The majority of eligible two, three and four-year-olds have continued to access free childcare, despite the challenges of the pandemic.

Since 2013, more than 1 million two-year-olds who otherwise might not have received any early education have benefited from the childcare entitlement. Ofsted data published on 30 June shows that there were 72,000 childcare providers registered with them on 31 March 2021—a dip of 4%, or 3,300, since 31 August 2020. The data shows that the dip is largely driven by a fall in childminders, not nurseries.

Numbers of childcare settings on non-domestic premises are fairly stable over time, with a drop of just 1% since 31 August 2015 and a decrease of 2%, which is 400, between 31 August 2020 and March 2021. As Members would expect, the Department continues to work with the early years sector to understand how it can best be supported to ensure that sufficient safe, appropriate and affordable childcare is available to all those families who need it now and in the longer term.

I welcome the interest of the hon. Member for Strangford (Jim Shannon), who has now left his place, and all hon. Members who joined this important debate. All the information and data that we collect is valuable because the Government obviously have to consider that in the forthcoming spending review.

The Minister is coming to the end of her remarks. I quite like the point she made about there being places in the system and people being able to access those places, but they have been able to access them at great inconvenience to themselves. When Kings Worthy Pre-School in my constituency closes later this year, if indeed it does, people will access other places, but people who cannot drive will do so at huge expense and great personal cost. That is the issue: as suppliers come out of the system, it creates problems for parents. That is why we need a meaningful policy review.

Of course, this is in the private sector. Places come in, there are mergers and acquisitions, businesses develop and businesses also exit the market. In fact, there were 3,929 settings left, but 2,108 new companies joined the market, providing 1.7 million places, so there is some volatility in the market. Clearly, if there is enough demand—that will obviously change over time, and demographics have an impact on that as well—the most important thing is to make sure that local authorities and parents can access childcare, and that there are sufficient places in the system. That churn will continue, because it is impacted by demographics, and obviously children move around the country.

I thank the hon. Member for Bath for scheduling this debate and for giving us the opportunity to discuss this vital issue, ahead of the spending review; it was very well timed. I hope she is reassured that the Government have the interests of children at the heart of our decision making. We are supporting our incredibly hard-working early years sector, and we appreciate it. It has risen so spectacularly to the extraordinary challenge presented by covid-19. We always look to continue to work with the sector to make sure that it continues to provide that fantastic service to families, parents and children across the country.

One thing we can do to best help all children across the country is keep up the continued drive to raise standards across our schools. The hon. Lady dismisses the more than £3 billion of investment that we have made, but it is important investment, targeted at the interventions that will deliver the biggest benefit to her constituents.

Last Monday, I made clear my view, and that of many in my constituency, about the unfairness of the bubble system and the consequential isolation, so I welcome today’s confirmation. However, is it not the case that sending the whole bubble home because of one positive case is no more necessary now than outdoor sports days being cancelled or held behind closed doors, or end-of-term events being ruined? These are things we never get back. How can the Secretary of State and his team help colleagues across all educational settings feel supported to get the balance right come the new term?

The essence of our academies programme is about delivering autonomy for schools, and it is that autonomy—the hon. Lady is quite right—that is driving up standards. We have also, since 2014, been addressing the workload issues of schoolteachers up and down the country, and that has proven successful in reducing the number of hours in addition to teaching time that schoolteachers face.

The new all-party parliamentary group on issues affecting men and boys will, I hope, do very good work during this Parliament, including on educational attainment. Given that there is still a tiny number of male teachers in primary education—do not even get me started on early years—what are the Government doing to address that imbalance, and given the shifting labour market that we have seen post pandemic, what are they doing to get new, inspirational teachers into the classroom from non-traditional backgrounds?

I share my hon. Friend’s concern about this issue, and I pay tribute to him for his work on this matter and that of the APPG. We aim to attract and retain high-skilled, talented individuals, including men, into teaching through effective pay structures and financial incentives, and we have set out plans to increase starting salaries nationally to £30,000. We also intend to retain male teachers in primary schools by offering world-class support and development through the early career framework reforms.

I welcome the debate and congratulate my hon. Friend the Member for Runnymede and Weybridge (Dr Spencer) on making the running and on his excellent opening remarks.

I will not detain the House for long, but I want to make a few comments about the Winchester Science Centre, which I am very fortunate to have in my constituency. It is an independent educational charity that receives no statutory funding from local authorities or Government and raises more than £3 million every year to supports its core purpose of sparking curiosity in STEM. Many of your constituents will no doubt have visited it over the years, Mrs Miller.

It is all the more disappointing, then, in the context of the debate, that the Winchester Science Centre will lose an expected £2.5 million in revenue because of this dreadful pandemic. I place on record how incredibly grateful we are to the Government for their support with the furlough scheme and the many other support packages for businesses, which, it is no exaggeration to say, have prevented what could have been a much worse outcome. The Winchester Science Centre charity, however, has been excluded from applying for additional Government support—namely, the culture recovery fund, which I have spent a lot of time scrutinising as a member of the DCMS Committee. Other organisations in the local area that do similar activities have received large grants, which has created an uneven playing field.

Some excellent research published by University College London in 2017 clearly states that informal science education must start at primary school age, which is good, because the Winchester Science Centre has been focusing on five to 12-year-olds since 1986. That means that almost 4,000 children, who might otherwise not have had the opportunity, have taken part in free, informal science activities this past year, thanks to the centre’s widening participation in STEM outreach programme.

The facts speak for themselves. Some 170,000 visitors enjoy live science, hands-on activities, and an immersive 360° planetarium show each normal year—it is a fantastic show. Forty-five thousand school visitors engage with the activities every year, from 16 different counties across the south-east. That includes, of course, constituents of my hon. Friend the Member for Runnymede and Weybridge.

Just to touch on the careers part of what we are discussing today, we in Winchester have strong STEM relationships across the extremely sci-tech rich M3 corridor, including a multi-year partnership with Airbus, memorandums of understanding for public engagement with the University of Southampton and the University of Surrey, which is in Guildford, and many collaborations with industry through, among others, the Enterprise M3 local enterprise partnership.

Going back to covid—as, regrettably, we always must—I know that the BBC gets all the plaudits for singing its own praises for its home learning work in the past year, but I would argue that science centres have more than done their bit. Winchester’s digital Science@Home campaign reached over a million people during a crisis where many organisations were not able to operate at all. Almost a quarter of a million children from across the UK watched a digital Christmas coding pantomime—it sounds such fun. That was developed as part of our “Get with the Program”, and promoted through Winchester’s schools network in last December.

We have heard today about the Association for Science and Discovery Centres, and I suspect that the Minister will be aware of that organisation. Winchester is, of course, a respected member of it, regularly participating in special interest groups to share best practice for the things they are doing. I know that, during the first lockdown, the Winchester team co-created a new website offering other science centres around the country best advice on how to make their experiences more accessible to all.

The future should be very positive and strong. We have not come this far to go down now. I know the team at Winchester, led by the excellent Ben Ward, are determined to move on from covid and come back stronger.

The truth is that, whatever the restrictions say, the school trips are not coming back any time soon, possibly not even in September—no matter my view on the over-caution that that would represent—so I would like the Minister, when she sums up, and colleagues across Government and at the Department for Education, to make the positive case for school trips later this year, and to give school leaders the confidence to get back out there.

As we have heard today, science centres will benefit from that because their main customer base is back, but the country will also benefit because of their obvious support for education and careers in STEM subjects—and boy, has the past 12 months shown how much we need them.

Thank you, Madam Deputy Speaker. I hope that my right hon. Friend the Member for Harlow (Robert Halfon) can at least hear this. Hopefully we can get him back to “open” the debate, after it has already been opened. We made the application to the Backbench Business Committee together, along with the hon. Member for Twickenham (Munira Wilson). Of course, when we made the application, the Prime Minister’s national road map of Monday had not been announced, and we were very much pushing for a national educational route map out of covid-19 for schools and colleges, as is the title of the debate. We are, of course, all delighted that the Prime Minister made an announcement on Monday and that all schools will return, or at least be able to return, for all pupils from 8 March.

My right hon. Friend the Member for Harlow leads the Education Committee with aplomb, and I would not try to take his place, but I know what he will want to cover in this debate, including the practicality issues around testing. He will also be majoring on issues around the catch-up fund and the announcement by the Secretary of State in his statement this morning about exams for this year’s cohort. Hopefully he will get his chance to make that pitch at some point during today’s debate.

Obviously, I greatly welcome the announcement about 8 March; I have called for this to happen many times in the House, as have so many colleagues across all Benches. As I said on Monday, it is absolutely the right decision. As a constituency MP for almost 11 years, I have never seen such concern and anxiety from parents and grandparents for the current state of mind and state of education of their children as I have seen in recent months. They are beyond worried about the impact of this dreadful pandemic on their children. That is what led me to push as hard as I did for schools to return. That is not to say that I am a “let it rip” merchant in any state of the term, whether that be in the wider economy or in schools. Of course we have to have a cautious, irreversible, balanced and data-driven release from lockdown, and we have to have—exactly—a cautious, irreversible data-driven return of our schools and colleges. I believe that that is what the Government are trying to set out.

There is no point in pretending—the Prime Minister made this very clear on Monday—that there will not be an impact on cases, on hospitalisations and even on deaths as a result of lifting restrictions on our economy. Anybody who seeks, after the 8 March, to say, “Well, this is the consequence that wasn’t admitted to by the Government at the time” would be disingenuous, to put it mildly.

Summer schools are part of the catch-up programme. The hon. Gentleman has got his point on the record.

In many ways, the announcement on Monday about the return of schools was naming a date. That was the easy part. The challenge now is how we do that in the cautious, irreversible way that I have spoken about. I have reached out and heard from many of my constituency headteachers in the past 48 hours, and I have to say that the negativity and “yes, but what about” drain from some national figures on this subject is strikingly different from talking to my constituency heads, and the practical Winchester good sense I have seen from them. Let me quote one, who said:

“There is certainly a lot of work to be done before the 8th of March, but there is a sense of positivity and relief of our pupils coming back to school”,

and that is typical of what I have heard. I have been interested to hear, as there is much talk during the debate about safety in schools, comments such as:

“I am very happy to report that we have had no covid cases in school since September”,

or,

“no confirmed adult or child covid cases since this all started almost a year ago (not tempting fate).”

That of course will not be the case everywhere. There are a terrible tales and terrible examples, but I cannot but be honest and report to the House that that is what I have had from some of my constituency heads. None of that is to say that we do not have problems—of course we do—and I will just touch on three and then let others speak.

Testing for covid is right up there for my secondaries. Whether we like it or not, the return will be staggered for many in the week of 8 March, prioritising years 10 and 11, but it is the sheer practicality of testing all students three times that is the challenge. As one school said to me, “I’m deploying as many staff as possible to testing while still allowing teaching to take place”. For big secondary schools where the majority arrive by bus, there is an obvious compounding factor that makes extended hours or weekend testing very difficult. We will get it done with that can-do attitude. Speaking to the Secretary of State this lunchtime, he reminded me that the guidance released yesterday said that schools can test in the week leading up to 8 March, which is next week. I hope that some big secondary schools—the one that gave me that example has 1,200 pupils—will take up the offer of doing that next week.

Secondly, in terms of testing in the academic sense, Minister, can we please be brave and face the issue of statutory testing at primary levels at this time? Having now missed two years of these tests, this may be the moment to draw breath and check that they are what we want to do, and that they are there for the right reasons.

Thirdly, on the catch-up programme, which I know we will hear more about from the Chair of the Select Committee, my right hon. Friend the Member for Harlow, if and when we can get him back online, I welcome the one-off recovery premium and the fact that it is for schools to use “as they feel best”, as per the Government’s statement, but we would be wrong to rest on that. It cannot remain a one-off.

On the national tutoring programme, £300 million is a lot of money. I know that the Department for Education has said that it has been shown to boost catch-up learning by as much as three to five months at a time, but I want to be reassured—this may be one for my right hon. Friend’s Select Committee in due course—that external tutors, who do not know the pupils, their profile as learners or the individual strategies used by an individual school to ensure consistency in the approach to that learning, continue to be the best way to spend that large amount of money.

On mental health and anxiety, I think that educational catch-up in my area will be okay in the short to medium term, but the anxiety and the mental health challenge that I am hearing about, and which I referred to at the start, is structural. There is a structural weakness that is undermining it all. I have heard from so many constituents and parents who have said that, of course, they are pleased that schools are going back from 8 March, but their children are nervous about going back. They have got used to not being out in society—can I believe that I am even saying these words in the House of Commons? They are incredibly anxious about doing this, and that structural challenge will be with them long after the catch-up programmes have done, hopefully, their best. I have to say, masks for the anxious are really not helping, so I very much welcome the Government’s intention to review that after the Easter holidays.

Finally, on Monday, I mentioned organised outdoor sport—not school sport, which I know is allowed from 8 March. The fact that organised outdoor sport is not allowed at the same time does not help with getting over the anxiety and getting the endorphins that we know and I know, as a former Public Health Minister—I have spoken about this many times in this place—run from that sport. That not coming back at the same time does not help.

I hope, in opening the debate, that I have framed some of the key issues and that we can now proceed without incident.

I will wrap up the debate. Every speaker thanked and praised their teachers and support staff for the work that they have done, and rightly so. Everyone touched on that challenge in one way, shape or form, whether they spoke about eating disorders or about general anxiety and mental health. I thought the hon. Member for Twickenham (Munira Wilson) put it well when she said that pupils cannot catch up educationally if they are struggling emotionally. I think we would all agree with that. A number of colleagues touched on the whole issue of the chance, perhaps, for a radical rethink of our educational offering and exams, for instance, and maybe that is right.

Let me finish by thanking the Backbench Business Committee for agreeing to today’s debate, all those Members who put their name to it, and, of course, the Chair of the Education Committee, my right hon. Friend the Member for Harlow (Robert Halfon), for opening the debate alongside us today. I thank him for his comments, especially when he said that there is no room for negativity in achieving what we need to achieve in education full stop, but especially around the catch-up that is needed. We need a plan for education and we need a plan for positivity, and if we can all do that, we might get somewhere.

I beg to move,

That this House believes that families need more support during school and college closures; and that those eligible should be guaranteed to receive the full value of free school meals for the duration of the school year, including during all holidays; and calls on the Secretary of State for Education to set a deadline to ensure that every learner has the resources required to learn remotely, and provide a weekly update to Parliament on implementing this.

Today, and at least until February half-term, millions of children have not attended school and will instead be studying at home. No one wants to be in this situation—we all believe that school is the best place for children’s learning and wellbeing—but for now, faced with a rising coronavirus infection rate, we understand that many children need to study at home. They, their families and hard-working school staff deserve to know that the Government are doing all they can to support them.

That is why we have brought forward a motion this evening that asks two fundamental questions: first, are the Government doing everything they can to support pupils to keep learning remotely; and secondly, are the Government doing everything they can to ensure that children do not go hungry when they cannot get a free meal in school? If the answer to those questions is no, which I believe it is, then Members, whatever their party, should vote for our motion.

These should be matters on which we can all agree. I am sure there is nobody in this House who does not believe that children should receive a world-class education and that every family in this country should be able to provide their children with nourishing meals, but the reality is that the Government have not done enough—too slow to secure digital access for those who need it, while overseeing yet another scandal in delivering free school meals to children in need of them. The Prime Minister and, indeed, the Secretary of State claimed to be outraged by images of food parcels they saw on social media last week, but I and my party are outraged at Ministers’ consistent and unforgivable failure to stand with children and families throughout this pandemic. Pupils and parents deserve a Government who are on their side. They deserve better than this Government.

I pay tribute to everyone who has gone above and beyond to keep children safe and learning throughout the pandemic—the teachers, leaders and support staff across our education system who have worked hard in extraordinary circumstances to keep children learning safely; and the parents who face the unenviable task of balancing work, educating their children and childcare, too often without the support they needed.

At the beginning of this pandemic, 1.8 million children did not have the devices or internet connections they needed to work from home and, in that first national lockdown, many of those children struggled to access remote learning. Despite the best efforts of teachers, school leaders and support staff, some children fell behind their peers because they lacked the basic resources to continue learning when they could not be in the classroom. The Secretary of State rightly started to provide some devices to some of those children. He set a target of providing 230,000 devices by the end of June last year. Not only did that fall far short of the number of children who needed them, but he did not even deliver all those devices on time. Perhaps he could have learned a lesson from the Labour Government in Wales, which repurposed existing orders and were supporting pupils with devices by the end of May, according to the independent Education Policy Institute.

Being less prepared than the Welsh Labour Administration may have been understandable at the beginning of the pandemic, but the Secretary of State’s inability to learn from his failures and from their success is inexcusable. Instead of redoubling his efforts to get devices to all the pupils who lacked digital access as quickly as possible, the Secretary of State waited until the new national lockdown this month to up his target and accelerate delivery, leaving hundreds of thousands of pupils not only out of the classroom, but out of learning. So I ask him: why were these laptops not being rolled out on this scale months ago? Why was he once again too slow to act to secure children’s education in the face of huge disruption?

Today, we have reached about 700,000 devices delivered against a target of 1.3 million. It does seem that the Secretary of State is finally beginning to learn from at least one of his mistakes. This time, he has decided not to set himself a deadline that he will simply miss, but he cannot shy away from his duty to those children, so can he tell the House now when all the devices will be in the hands of the pupils who need them? Can he guarantee that when that is done, every single child who was locked out of remote learning will be able to participate fully when they are not in the classroom?

This is not just an issue in schools. In colleges, we have heard of adult learners struggling to access remote learning and not being eligible for Government support. Universities UK, ucisa, GuildHE and Jisc have written to the Secretary of State in just the last few days to request urgent action to support the thousands of university students who are still unable to access their education online due to digital and data poverty. Will he tell us what he is doing to address this?

I would like to move to the second part of the motion on free school meals. The images of food parcels that we saw last week were scandalous. Ministers have said that they are outraged by them, but they refused to accept that responsibility for those images is a direct result of their own policies. They pushed for a food parcel-first approach and set guidance for parcels worth only a fraction of the £15 made available to providers for families to feed their children. They cannot devise and publish a policy and guidelines and then be appalled when they are implemented. Will the Secretary of State now take responsibility for what occurred and apologise to the parents who received those unacceptable food parcels?

The Secretary of State then managed to outdo himself, with not just one but two free school meals scandals last week. Only days after we all saw those images, it was reported that schools will not be providing free meals over the February half term. Of course, the Secretary of State voted against such a measure in October. We thought he had learned his lesson, but now he is letting down hungry children again. I know that he will cite the winter support scheme, but that scheme does not guarantee that every child eligible for a free school meal will get one every day of the holidays, and he cannot guarantee that no child will go hungry when they are out of school this half term.

I am listening to the hon. Lady carefully. I am sorry that she has not picked up the tone of her shadow DWP colleague, the hon. Member for Stalybridge and Hyde (Jonathan Reynolds) —he got the tone right; she has not—but does she agree that there is clearly a long-term conversation to be had in this country about school holiday food for families in receipt of free school meals? It is something that never happened during the 13 years of the last Labour Government and that, to my knowledge, the Opposition have not pushed this Government on during the last almost 11 years of their being in office. Does she agree that there is a conversation to be had, sensibly, across the Dispatch Box and without the partisan nonsense, about the long-term provision of holiday food for some of the poorest children in our country?

I am aware that a number of organisations, representing food charities, anti-poverty organisations, educationalists and so on, have written to the Prime Minister suggesting a full review of that subject. I welcome that, and I hope that he will respond with the offer of the review that they are seeking. However, I point out that not only are we in the middle of the first global pandemic in 100 years, but that it is against the backdrop of rapidly rising child poverty. That is why the push to address the hunger that children are facing now has become more acute than ever.

I have a simple solution for the Secretary of State to the problem of holiday hunger, one that could solve the problem at the touch of a button: sack the companies that are providing a substandard service and just give parents the money—secure family incomes by using the existing social security infrastructure and put £15 a week into the bank accounts of the parents who need it to feed their children. He should put his trust in mums and dads, because we know that parents will do the right thing.

Anyone who has thought about these issues—I do not know about Government Members, but I have spent a large part of my career thinking about them—knows that cash transfers work. They improve outcomes for children, they remove stigma for families and they ensure that the full value of support provided goes to children. I know that there are some people—in October we discovered some of them on the Government Benches—who believe that parents cannot be trusted to use money responsibly to feed their children. That is wrong in every possible way. It is morally wrong to condemn families to insecurity and stigma. It is economically illiterate not to provide cash to families who most need it, and instead to slash their incomes in the midst of the worst recession that most of us will know in our lifetimes. And it is factually and empirically wrong to suggest that this money would not be spent by parents on food for children. So I ask the Secretary of State to do the right thing: to end the scandal of inadequate food parcels or vouchers that take days to arrive, and the scandal—in one of the richest countries in the world—of children continuing to go to bed hungry.

I want to turn briefly to the amendment in the name of the Prime Minister. Let me begin by saying that there are some things in the amendment that I am glad to see—not least that he has finally listened to teachers and to Labour and started to move towards zero rating of educational websites, though quite why it has taken him so long, I do not know. First, the amendment asks us to note that the Government are

“committed to supporting families to feed their children during both term-time and holidays”.

It then mentions a voucher scheme that has been hit by repeated delays in an outsourcing fiasco, a winter grant scheme that cannot guarantee that every child will be fed and a holiday scheme that will not be in place for months. It condemns the food parcels we saw on social media, while failing to take any responsibility for the fact that they were in line with the Government’s own policies. It ignores the Government’s plans to slash more than £1,000 a year from family incomes by cutting the lifeline in universal credit, plunging hundreds of thousands of children into poverty.

Then the amendment calls on us to note all the progress the Secretary of State has made in improving digital access. It lauds his half-delivered target of delivering 1.3 million laptops yet gives us no clear timeline for full delivery. It notes the support given to schools but ignores the fact that schools up and down the country have repeatedly reported that they have not had the support they needed from the Government throughout the pandemic, whether it is on funding, testing, exams—the list continues. I am afraid the amendment is not credible. In fact, it is insulting to schools and families across the country, who will see through this attempt to give Government Members something to vote for while failing to support the entirely reasonable motion we have tabled.

Poverty is, sadly, endemic across our country. In every city, town and community, it blights the life chances of children, causes unimaginable hardship and insecurity to families, and weakens our economy. The pandemic has made the situation far, far worse, and it is appalling that today, we have seen with our own eyes that the Government are simply not committed to the task of ending child poverty.

Earlier this evening, Government Members failed to support Labour’s motion calling for the £20 uplift in universal credit—a lifeline that has kept millions above water over the past nine months—to be made permanent. The consequences are simple: families and children will be plunged into insecurity, hardship and poverty. I am giving Government Members a second chance to do the right thing this evening and to put children first by voting for our motion—a motion that asks for nothing more than the chance for every child to learn and for no child to go hungry.

I think Members from all parts of this House will join together where there is unacceptable delivery, in terms of the standards we all expect. It is right to call that out, for action to be taken and for standards to be raised. People are admittedly working under extreme pressure, but we need standards to continue to increase. Equally, every one of us will have seen—not only in our constituency, but right across the country—amazing work done by so many of our catering staff in schools. They have pulled out all the stops, and provided wonderful, nutritious meals for so many children up and down the country. It is important to put on record our thanks to those who have done so much.

May I direct my right hon. Friend to the Connect4communities programme that Hampshire County Council is putting together? It includes a discretionary schools grant, a holiday play scheme, and free school meal vouchers for the February half-term. That is how we are spending £2.9 million or so of the covid winter grant to support families in my Winchester constituency. Does my right hon. Friend agree that when we discuss these matters, it is vital that we stick to the facts and the practical help on the ground for our constituents?

Absolutely. My hon. Friend always makes excellent points, as my experience of working with him in the Whips Office always proved. He is right to highlight the brilliant work that Hampshire County Council is doing. So many local authorities are looking at this issue in an innovative and different way, and are able to have a bigger impact and offer more support to those families who are most disadvantaged, and to whom we want to see support and help offered.

We are well aware that free school meals play a vital role in making sure that disadvantaged children receive a healthy, nutritious meal each school day. They are aimed at families who are out of work or on low incomes, and I have no doubt that they represent a lifeline for many families who have been hard-hit by this pandemic. Any school, family or pupil will be able to raise concerns about their food parcels through the Department for Education helpline. We have had a minimal number of cases so far, but we will take action on each and every one of them.

I want to be clear that children will be receiving food over the February half-term, just as they did at Christmas. In November, we announced a £170 million covid winter grant scheme to support vulnerable children and families—not only with food but, importantly, with other essentials, because we on the Government Benches recognise that this is not just an issue of food; sometimes, for those families most in need and requiring greater support, it is about other elements of support, too. Many of those families were struggling with bills, and other support could be provided through schemes such as the one so brilliantly outlined by my hon. Friend the Member for Winchester (Steve Brine).

We recognised that support needed to be put in place, and we are doing more to provide support for children over the holidays. As part of the winter package announced in November, we confirmed the expansion of our brilliant holiday activities and food programme, at a cost of £220 million. It would be remiss of me not to mention the work done by a former member of the Labour party, Lord Field, who has done so much to highlight this issue and has always been a great advocate for holiday activities. While we address the issue of food, we must not lose sight of the need to make sure that activities are going on, and the need to support young people, most importantly, families. The expansion of the programme means that eligible children in every local authority throughout the country will be able to access healthy food and take part in fun activities over Easter, summer and Christmas, if they require that.

The course of the virus has changed since December. As a result of the change in trajectory, and bearing the possibility of future changes in mind, the Government will continue to keep under review what they need to do to ensure that all children continue to be fed, and families continue to be supported. I am confident that, thanks to the measures that we have put in place, remote education will go from strength to strength during this lockdown, enabling young people to make the educational progress that every single one of us in this House wants. Of course, every single one of us on the Government Benches wants to see them return to the classroom at the earliest opportunity.

I can confirm that the amendment tabled in the name of the Prime Minister will not be moved this evening. Government Members are focusing on making sure that we get social policy right for the children of this country, and that they and their families are properly supported. For those on the Opposition Benches, so often the tone of the debate is more about social media than social policy. What we see in this Government’s actions are long-term solutions in respect of not just food, but activity for children at Easter, summer and into the future, because we realise and understand that that can make a real difference to children’s lives.
