My hon. Friend knows my affection for Derby, which I represented for 10 years in the European Parliament. She is right that Derby has played an important role in the history of rail in this country. I have heard her sales pitch this time and previous times loud and clear, but I have to say that the location of GBR’s headquarters will be considered in due course.

Today is World EV Day, celebrating electric vehicle ownership worldwide and right here in the UK—one of the best places to drive an electric vehicle. Our extensive network of 25,000 publicly available charge points means that we have more rapid chargers for every 100 miles of key strategic road than any other country in Europe. We have made real progress, with more than half a million electric vehicles on our road. I am pleased to say that just last month, through grants and tax incentives, one in six cars sold in this country had a plug on the end of it.

I have been working closely with local councillor Sheila Lennox-Boyd to get improvements to the A38, including the roundabout at Carkeel, which is a National Highways responsibility, and the bridge, which is run by local councils. Will the Secretary of State meet us to discuss this key route into Cornwall?

Transport infrastructure is central to the Government’s plans to build back better from covid-19, and the Department for Transport is at the forefront of Project Speed. We have also created our own acceleration unit as well as establishing the Northern Transport Acceleration Council, through which we have identified 112 schemes to progress.

As my hon. Friend will be aware, last week marked one year since the Government stepped in to take over the ailing Northern Rail franchise. Since then, Northern has transformed services with a huge investment in new trains and the retirement of Pacers, and completed the extension of platforms at more than 70 stations. He makes a strong case for increasing local services, and I know that the Minister of State, Department for Transport, my hon. Friend the Member for Daventry (Chris Heaton-Harris), the Rail Minister, will be happy to meet him to discuss this issue.

As my hon. Friend knows, I have long campaigned for the much-needed upgrade to the A38, which is the main trunk road through my constituency to the nearest city, Plymouth. I am working with Highways England and undertaking surveys, but in the light of the fantastic news that Plymouth is to become a freeport, will my hon. Friend revaluate the urgency of improvements, so that the whole of Cornwall can take advantage of Plymouth’s new status?

I congratulate my hon. Friend the Member for Witney (Robert Courts) on securing the debate.

I would like to draw the Minister’s attention to an excellent opportunity to support an important cycling infrastructure plan in my constituency. The route would link Liskeard, Looe and Plymouth and is expected to bring up to £3 million per year into the important local tourism economy. A detailed feasibility study has already been undertaken for the Looe Development Trust. That had widespread support, having been funded by Cornwall Council, the LEADER EU funding programme, Cornwall and Isles of Scilly local enterprise partnership, Liskeard and Looe Town Councils, Liskeard Town Forum, and the Cornish mining world heritage site. I have a copy of the report, which I am happy to give to the Minister after the debate.

Tourism is massively important to my local economy. Research shows that the proposed scheme could generate millions of pounds in extra spend with accommodation providers, local restaurants and shops and many other services. I also anticipate new businesses, including cycle hire businesses, creating new jobs in my beautiful constituency.

In Cornwall, we know the benefits that such trails can provide. There is already a fantastic route in north Cornwall, between Padstow and Bodmin along the Camel Trail. Its success is clear from all the cycle hire businesses and other successful businesses along the route. It would be great if we could repeat that successful venture in my constituency. It would bring health benefits and allow people to get on a bike in beautiful surroundings and a safe environment, which we do not always get in our cities.

Simon Pratt from Sustrans, the UK charity that makes it easier for people to walk and cycle, said:

“These trails fill a missing link in the national cycle network, connecting with Plymouth and Dartmoor to the east and Bodmin and the Camel Trail to the west. The Looe to Plymouth section in particular has been on our radar for many years and I hope that the time has come when it can now be delivered. As well as the tourism benefits, these trail routes are well connected to the railway network at Bodmin Parkway and Liskeard and offer more sustainable travel options for commuters and local people”

in a rural location. I would appreciate it if the Minister looked at this thorough, well thought-out proposal and worked with local partners to ensure its completion.

That this House has considered A38 road improvements.

It is a pleasure to serve under your chairmanship, Sir Lindsay. I am delighted to see so many hon. Friends here today to talk about the A38, which runs through their constituencies and mine. The A38, between Bodmin, Plymouth and Exeter, is one of the two arterial roads connecting Cornwall with the rest of the United Kingdom—indeed, it is the only trunk road. It provides that link to my constituency of South East Cornwall, from the Tamar bridge in the east to Bodmin Parkway railway station in the west. It also provides essential access to the rest of the mid, west and north Cornwall road network. The A38 is the spine of my constituency, too, as it links the communities that I represent, either directly or via minor link roads.

First designated in 1922, the A38 is the longest two-digit A road in England, at 292 miles long, running from Mansfield in Nottinghamshire to Bodmin in Cornwall, in the respective constituencies of my hon. Friends the Members for Mansfield (Ben Bradley) and for North Cornwall (Scott Mann). It has a rich history, closely following the Roman and Saxon roads, and it acted as the main holiday route into Cornwall, Devon and Somerset before the opening of the M5 in the 1960s and 1970s.

In my constituency, the A38 first ran on the former route of the A389, now the A374, over the Torpoint ferry, which is still an essential transport link for my constituents. When the Tamar bridge was opened in 1961, the A38 was rerouted through the village of Tideford, which remains on the route today and experiences several challenges, as I will outline later. It provides a vital link between the towns of Saltash and Liskeard, and on to Bodmin, past the town of Dobwalls, which has been served by a much needed bypass for over a decade. The Minister might be aware that the latter is framed by two bat bridges and one bat house, which were built because the new road went through existing bat flight lines. Environmental impacts and supporting our ecology remain serious concerns. The A38 also passes Trago Mills, the hugely popular retailer and local employer in Glynn Valley.

The A38 is vital for South East Cornwall’s economy, our communities, businesses, emergency and other public services, and all those who want access to them, or who visit and stay in my constituency. However, it is simply not fit for purpose, given the huge increase in use in recent decades. The Cornwall chamber of commerce has said that the A38 is so unreliable in my constituency that it deters new business and investment locally, and hinders prosperity and growth. The chamber is at the sharp end and knows the importance of improving the route. That is why I am delighted to have secured this debate, to continue our campaign to obtain vital investment in the A38, throughout South East Cornwall and beyond, through current and future road investment strategy periods.

I thank my hon. Friend for calling this debate. As she mentioned, the longest A road in the country starts in my constituency of Mansfield. What she has said about her constituency rings true for mine, too. It is our main link to the M1, but it has real challenges: it is not fit for purpose, it is congested and it is full of accidents. Does she agree that, because of the length of the road and its importance to so many constituencies, investment and improvement along the whole length of the A38 would give a big boost to our economy?

I completely agree. My hon. Friend might like to take note of what we did in the south-west with regard to this road by working together on a cross-party basis with local authorities. That might be a model that he could take forward.

I am grateful to the hon. Lady, my constituency neighbour, for calling this debate, because this is a cross-party campaign, which is really important. She has been a doughty champion for it. Does she agree that this shows what can be done when our region works together, with MPs from all political parties and councils of different political hues, all putting aside their differences in support of this vital and much needed road investment?

Later, I will thank all of the people who have helped, but I must say that I am really grateful for the interaction that we have had with and the input from Plymouth City Council, both before the last election and since; both administrations were very supportive of our getting something done on this road.

I wish to put on the record our thanks to all of our partners, who are providing a powerful collective voice on the need for investment and improvement, including councils and councillors from across Cornwall and Devon, local enterprise partnerships, chambers of commerce, community road safety campaigners and my fellow parliamentarians from across Cornwall and Devon. Their work has enabled a compelling proposal—the A38 case for action—to be produced, which I and colleagues presented to the Secretary of State for Transport last July.

Does she agree that the changes that need to be made to Bodmin Parkway station will particularly benefit our constituents and will boost the local rural economy in the way we would like to see?

I completely agree. At the moment, the entrance to Bodmin Parkway railway station prevents many people from using that vital rail link, and I agree with Cornwall Council and my hon. Friend that it urgently needs significant improvement.

The A38 in South East Cornwall has several challenges, some of which are shared with the city of Plymouth and with the Plymouth to Exeter routes. I refer to the Devon section of the A38 case for action document, as many of my constituents commute to Plymouth and beyond, for work, travel, hospital visits, regular shopping trips and leisure. Investment is crucial right along the route from Bodmin to Exeter.

The very poor accident record on the stretch of the A38 in my constituency is tragic and it must be addressed; the accident rate is nearly three times higher than the national average. In the last few years, there have been serious and even fatal accidents at Stoketon Cross, Landrake, Tideford, Trerulefoot, Menheniot and in the Glynn valley. My heart goes out to those affected, but I appreciate that what is needed is not words, but action to prevent future tragedies.

Volumes of traffic are high across the whole of the Bodmin to Exeter section of the A38. Between Bodmin and Saltash alone, there is a cumulative average daily traffic flow of more than 60,000 vehicles. Recently, I conducted a survey about traffic congestion and problems with access at peak times from side roads in Carkeel, and it had a huge response, which demonstrates how concerned my constituents are about the future viability of the A38. There are over a dozen access roads between Carkeel and Trerulefoot, with huge traffic flows that make it incredibly difficult—even dangerous—to join the A38. That is repeated along the whole of the road between Plymouth and Bodmin, and it is a constant danger in the Glynn valley, where roads wind and there is poor visibility.

It is also important that I highlight the lack of alternative roads or other transport modes, particularly given the resilience issues with the main railway line at Dawlish. There are only three significant alternatives: the Torpoint ferry; a single-lane 16th century bridge at Gunnislake; or a very long detour to the A30 in the constituency of my hon. Friend the Member for North Cornwall (Scott Mann). However, all three are not practical alternatives, due to limited capacity and the travelling distance involved.

Across my constituency, the road is of variable standard, with changing speed limits. There is a mixture of single-carriage sections, multiple side-road junctions, direct access roads, dual carriageways with central reserve crossings, such as that for Looe, and the severance of local communities, including Landrake and Tideford. It makes for unreliable, congested and unsafe journeys, and a general feeling of frustration among my constituents.

In addition to the severance of local communities, there is also the significant impact of poor air quality. The A38 is subject to a high level of unplanned closures, which results in poor journey time reliability when compared with that of the A30 in north Cornwall. Over the last five years, the A38 has had 1,100 more unplanned closures than the A30. That figure is not acceptable, given how many people rely on the A38 to conduct their daily lives.

The A38 case for action document clearly states the desired outcomes for our communities between now and the end of road investment strategy 3, which is 2030. However, my ask on behalf of my constituents is for the earliest possible investment. We want the highest level of safety possible, by reducing accident rates and removing accident black spots; we want air quality to be improved; we want communities to be reconnected, by reducing the impact of severance; and we want to ensure that the A38 can support planned growth, including in tourist numbers and for major events, such as Mayflower 2020, by fully utilising technology to reduce journey times, increase reliability and strengthen resilience.

We also want to encourage increased use of rail for commuting, by improving access to park and ride schemes; Bodmin Parkway station has already been mentioned, but I will also mention Menheniot station. For South East Cornwall, that means we need specific speed and safety improvements as soon as possible, including overtaking lanes, side-road junctions, speed cameras and pedestrian crossing facilities. I hope that my hon. Friend the Minister will hear my plea and be able to respond positively.

In the medium term—so, within RIS2, which is 2020 to 2025—I ask my hon. Friend the Minister to consider making a substantial commitment to improve the Menheniot /Lean Quarry junction, and to link that with work to develop park and ride facilities at Menheniot station, in order to encourage more commuting by rail. This would be a significant investment, estimated to be over £14 million. However, it would also make use of the newly improved railway station in the constituency of the hon. Member for Plymouth, Sutton and Devonport (Luke Pollard).

In the long term—so, within RIS3, which goes beyond 2025—a full upgrade of the A38 from Trerulefoot to Saltash is a priority, including dualling of the road. Of course, we would like this work to happen sooner, if possible.

The A38 case for action document shows that nearly £900 million of productivity growth and investment would be gained by improving the A38 between Bodmin and Exeter. Such an improvement would be a major opportunity for sustainable economic growth, with 52,000 additional jobs and 52,000 homes being planned by 2034, and it would also be an opportunity to strengthen the resilience of the wider transport network. However, the benefits to our respective communities would be so much greater—an improved environment, better air quality, more efficient road travel, less congestion, more jobs and, most importantly, a reduction in the number of road deaths and serious injuries. I hope that my hon. Friend the Minister will consider my points and the A38 case for action document carefully and positively. The proposals and outcomes set out in that document are compelling, and I look forward to hearing what he has to say.

Let us be clear, first of all, that Cabinet minutes are not published. I have been pretty transparent over the months in explaining what we are doing on the aviation front and the haulage front. We have been having regular contact with industry, and we are working very closely with the aviation sector and the haulage sector. I do not think we can be accused of hiding what we are doing. The reality is that I am standing here today precisely because we did not hide what we are doing, as we published the detail of these contracts.

I am grateful to my hon. Friend; it has been good to see Members from around Plymouth welcoming the extra traffic that would flow through Plymouth as a result of these contracts. I should also take the opportunity to provide a message of reassurance to Hampshire, where we have done extensive work around the port of Portsmouth in respect of just a couple of extra sailings a day. Let me put it clearly on the record that there is no expectation of major road disruption affecting the surrounding areas of either Plymouth or Portsmouth.

It is a pleasure to serve under your chairmanship, Sir David. I would like to put on the record my thanks to the good people of South East Cornwall, who have ensured that I could do that and speak here today.

I congratulate my hon. Friend the Member for St Ives (Derek Thomas) on securing this debate. I am grateful for the opportunity to make a brief contribution. I want to thank my constituent Audrey Cole, a retired police officer and a highly experienced equestrian who was sadly injured while riding last week, although not in a road traffic accident collision.

Horses and their riders are an integral part of rural life. I spend many days going round my constituency, hearing the familiar sound of the clip-clop, clip-clop of horses’ hooves on the roads and seeing riders on the byways of the countryside in my constituency. We are all aware that our roads are increasingly busy and congested, and rural areas are no different. In addition, constituencies such as mine have problems that can be exacerbated by the otherwise very welcome influx of holidaymakers. Some of them are inexperienced in rural road conditions, and that inexperience, when combined with local agricultural traffic and the fact that not all local people drive in a responsible way, can present real challenges to horses and their riders.

More awareness and education are definitely needed, as other Members have said, and perhaps the driving test should be refined to ensure greater emphasis on rural road conditions and on horse rider and driver activity. Also, I understand from the British Horse Society that there is currently no safety requirement for any equestrian-related road accident to be recorded unless there is human injury that requires hospital treatment directly from the scene of the accident. I would be grateful if the Minister could consider these issues when he responds to the debate.

However, improving the safety of rural roads is not just about improving driving and encouraging responsible behaviour by those on four wheels, two wheels or two legs. Many responsible horse owners do the sensible thing of providing early road training for their horses at home before ever venturing out with them on to public roads, learning to pass a stationary vehicle, bicycle or dog walker. Another great help for any horse doing road hacking is to go out for the first few times in the company of a more experienced animal that is used to the sights and sounds of public roads. For many riders, this is a matter of good common sense and good practice.

I know that every rider is encouraged through their respective sporting organisation to respect an unwritten code of conduct as far as courtesy to other road users is concerned. Sadly, it has been reported to me that the actions of a small minority of riders do not reflect those good standards of behaviour. I understand that there is a rider road safety test that the Pony Club and other riding clubs have offered in the past, but it is not compulsory. Perhaps we could consider introducing suitable incentives to encourage people to take up such courses. For example, horse insurers could be encouraged to offer a discounted rate to those who hold such a safety certificate.

Finally, I encourage the Minister to work closely with all stakeholders, including road user groups and the British Horse Society, to enhance safety for riders, horses, drivers and pedestrians. There is much good practice that can be built on, to improve driver awareness and education, and to ensure more efficient road preparation training for horses, including greater use of common sense and courtesy by people in the first instance.

It is a pleasure to follow the hon. Member for Denton and Reddish (Andrew Gwynne). He is a doughty campaigner in this place, and I wish him all the best in his new role on the shadow Front Bench.

I pay tribute to Guide Dogs UK for its remarkable and fantastic campaign work on behalf of people affected by sight loss and other serious issues. There is much worthy sentiment behind today’s Bill.

I was horrified by the stories recounted by the hon. Gentleman—individual testimonies from people who have been treated appallingly. I was concerned when I read the “Access All Areas” survey results and found it striking that 42% of assistance dog owners have been turned away and that 38% have been asked to pay extra for their dogs to be carried in taxis. That is completely unacceptable, but the law is clear. The Equality Act 2010 states that people must not charge extra to carry a wheelchair and that it is a criminal offence to refuse to carry an assistance dog or to charge for doing so. My experience of taxi drivers has always been positive, and taxi drivers in Corby and east Northamptonshire will be troubled by what we have heard today. They are proud of their work and proud to provide an excellent service, so they will share our horror at some of the stories and at how individuals have been treated.

It is right that fines are levied when the law has been breached. I understand that the standard fine is £1,000, and I would be interested to hear from the Minister whether the level of the fine is kept under constant review to ensure that as time moves it continues to be appropriate on and meets the scale of what happened in any particular circumstance.

Is my hon. Friend aware of North West Leicestershire District Council’s approach, whereby it is a condition of a driver’s licence that all drivers undergo disability awareness training during the first year of their licence and a failure to do so results in the renewal of their badge being refused? Does he agree that that might be one thing we could consider introducing?

I thank my hon. Friend for that intervention, as I was not aware of that example. I want to return later in my remarks to trying to spread best practice, wherever it is found, to ensure that we see improvements throughout the country. Where we see good examples of this work being done, we should not be afraid to embrace and promote them. They ought to be rolled out across the country to other local authorities.

I congratulate the hon. Member for Denton and Reddish (Andrew Gwynne) on his success in securing this private Member’s Bill. I will not dwell on the two Bills that I took through this place in the previous Parliament. I strongly agree with the noble intentions behind this Bill, but I have a few genuine queries about it that I hope the Minister and the hon. Gentleman will pay attention to. The hon. Gentleman and I have not agreed across the Chamber in the past, and we have been opponents in an animal competition in which our cats had a little spat a while back.

I note that in the Bill a lot of emphasis is placed on the fact that not all local authorities have been able to impose inspections. I have a few suggestions for the Minister about how he might work with local authorities and the measures that he might introduce. I mentioned the policy of North West Leicestershire District Council. Its website explains:

“Taxis are an invaluable means of door to door transport. For many people, including the elderly and disabled people, taxis are literally a lifeline to the community.”

In my own constituency that is very true. We have so many villages where many elderly and disabled people rely on taxis to go to the doctor’s, the shops or even the post office. Taxis are the only means of transport and the most flexible mode of transport available. Sometimes in some of my villages people have a doctor’s appointment at, say, 11 am and there is only bus a day that leaves at 8.30 am, so they need a taxi to transport them instead. The attitude of drivers and their understanding of disabled people is vital.

The local authority that I mentioned says that it is likely that mystery shoppers will be employed to monitor industry performance. That is a good way of checking to make sure—

Indeed. I entirely agree with my hon. Friend and with my hon. Friend the Member for Corby (Tom Pursglove). Employing mystery shoppers would be one way of ensuring that checks are carried out. Suspending the licences of drivers who have not undergone the mandatory training, as North West Leicestershire District Council has, is a good idea.

I am happy to write to my hon. Friend to give him the precise details. Suffice it to say, it is a considerable number.

My constituent felt that this was a nationwide problem and asked if it would be possible to make the process of requalifying simpler for instructors who had, for whatever reason, been forced to take a break from instructing. He told me that many instructors who had left the register of qualified instructors for medical reasons—maternity leave, or to help care for a sick or elderly relative—found the process of requalifying too costly and time consuming to make it an attractive prospect. I imagine there can be occasions where driving instruction is rather stressful given some of the people they are trying to instruct, but it is not a physically taxing profession and it has great appeal to more mature, experienced instructors who can continue to instruct at the highest level for many years. I hope the Bill will go some way towards addressing my constituent’s concerns and assist many experienced instructors, who have much to give back to the profession, to return to the industry.

The Bill ensures that approved driving instructors are allowed re-entry to the register under a simplified procedure if they apply within four years of leaving by undergoing a standards check that is quite rigorous. For clarification, driving instructors are registered for four years. During that four-year period, they must successfully pass a standards check that assesses their continued ability to provide instruction during their registration period. This is known as a “continued ability and fitness check”.

Absolutely. As I am sure my hon. Friend is aware, the early figures for the Borders railway that is being built in Scotland show higher than expected levels of usage. In St Ives, good park-and-ride services are crucial to the tourism industry. Having good trains makes for good tourism.

Does my hon. Friend agree that we should expand the existing park-and-ride services? In my constituency, there could be another park-and-ride station to the east of Bodmin Parkway to allow people from areas that do not have access to a railway station to commute and travel to places such as the city of Plymouth?

My hon. Friend is absolutely right that park and ride can play a huge part in giving rural communities in particular access to rail services via parkway-style stations. Looking at north-west Devon and north Cornwall, it might be an interesting project in years to come to provide parkway stations near the A30 as it comes into Devon, using the spur that heads towards Okehampton. That could provide a service to the area without competing with the Great Western main line in south Devon.

We must ask what investment can deliver. It is estimated that even a relatively modest improvement of 15 minutes in journey times between the south-west peninsula and London would deliver £300 million in increased productivity. However, this debate is not just about economics; it is about communities along the line and their needs for travel and growth.

I will not look to play our region off against another. Just as investment in Crossrail and new rail capacity in other parts of the UK will deliver for those communities over the next 10 to 15 years, delivering on the issues we are discussing can deliver for ours. It is worth bearing in mind the fact that investment in the Great Western railway supports other key projects across the UK. For example, the expansion of Heathrow as the UK’s hub will be supported by the western rail access. I hope the Minister sees the urgency of that.

I have said I am grateful for that station and that I am grateful for the investment programme that the Labour Government initiated. I say to the Minister simply that she has cut that investment programme over the last six years at a time when every sensible economist in the world thinks we should be investing in our infrastructure for the long term. We have record low long-term interest rates in this country and a faltering economy, so now is the time when we should be investing in infrastructure, and particularly in rail. I repeat that I am very grateful that the Minister did not cut the money for that station and that we are going to get another station—but, incidentally, the Labour Government initiated the plans for that, too.

I am going to end with the following suggestion to the Conservative MPs in Devon and Cornwall who were swept to victory last May on great and grandiose promises of a rail revolution and renaissance in the south-west. I got into a great deal of trouble with my Whips in the last Parliament for refusing to vote for the money for High Speed 2 up to the north. To give credit where it is due, one Conservative Member, the hon. Member for South West Devon (Mr Streeter)—sadly, he is not in his place tonight—did the same. We withheld our support for that money. The Government now have a majority of only 12—

More than 12 Conservative Members with constituencies in Devon and Cornwall could stop the Government putting that money through if they do not get what this Government promised over the next five years. I challenge them to do that—to stick up for their constituents, stick up for the south-west and stop taking no for an answer.

I think that all Conservative Members will be sticking up not just for their own constituents but for the country as a whole. What we want to see is growth and productivity improved. We have to repair the damage done by the previous Labour Government that resulted in our having to make the cuts that we are now making. It is undoubtedly this Government, and the previous coalition Government, who have focused on the need to do something about the whole infrastructure mess.

I congratulate my hon. Friend the Member for Torbay (Kevin Foster), my constituency neighbour, for securing tonight’s debate. It is undoubtedly true that the Great Western route is critical. It is fair to say—here the right hon. Member for Exeter (Mr Bradshaw) and I might agree —that we need to give some priority to the infrastructure in the south-west. Where we would disagree is that I believe that we have already seen action taken and seen more than just warm words. Frankly, as the Member representing Dawlish among other places, I have seen it in spades. We all want to see this commitment. I believe it is fair, but we need it on the record.

The very fact that the trains running between Penzance and Paddington were first introduced in 1976 just goes to show the lack of investment initiated by the Labour Government about which the right hon. Member for Exeter (Mr Bradshaw) talks. They did nothing for the south-west when they were in government for 12 years.

My hon. Friend makes a very fair point. It is this Government, and the former coalition Government, who have begun to look at the south-west and to recognise that we have a motorway, the M5, which ends at Exeter, and that the road infrastructure therefore needs sorting. They recognised, too, that broadband needed sorting, which is not something that the Labour Government did much about. They have also recognised that, frankly, our railway needs resolution.

The gross value added of the south-west is 72% of the national average, and if we could just deal with infrastructure issues, we would open up the opportunity and really deliver on the potential by raising the productivity of our area as a whole.

Given that so many colleagues have mentioned Dawlish, let me say a few words about it. This was an extraordinary event. It is, I suppose, a truism that after some of the most disastrous events, we sometimes see some of the best things emerge. It is undoubtedly true that what happened in Dawlish on that fateful day shined a light on the challenge. Rather than running away from it, the Government said, “This is something that matters; we are going to spend the money.”

I remember that storm in February 2014. The Government put in £35 million at the time, and I recall constituents telling me, “This can’t be fixed,” while the engineers were saying, “It can’t be done,” yet Network Rail and the Government told me, “It can; it will be; and it will be soon.” In the end, I think it took about six weeks. It was absolutely phenomenal. Having fixed it, they continued to spend another £6 million sorting out some further individual problems.

Clearly, there is more to be done, but if we look at what happened, we find that we had 300 engineers—that wonderful orange army—who worked solidly pretty much round the clock for two months, sorting out our railway. They were ingenious. Despite what the engineers said, they came up with the idea of using 19 sea containers to provide a temporary sea wall. That was quite an innovative idea. The only challenge they had, once it was put in place, was how they were going to remove it. That turned out to be more of a challenge than putting it in place. Yet 6,000 tonnes of concrete and 150 tonnes of steel later, along with the 25,000 tonnes of the cliff being removed, we are now in a good, resilient position for the railway at Dawlish. We have repaired 600 metres of wall and Dawlish station, including the platform, and we have 700 metres of new track.

Still more work is ongoing. The point made about signalling is absolutely right. More signalling repair and restoration is going on, along with more repairs to the sea wall, whose footpath has been repaired. Riviera terrace, which disappeared overnight, has now been rebuilt. As for Dawlish Warren along the coast, the point has been made that there are some natural climate change erosion problems, but work is already going on to deal with them through beach recharge and trying to realign how the natural coastal flow works.

The point of this debate—other than being able to say, “Well done, Government, you sorted out Dawlish; thank you very much”—is to flag up to everyone the need to do more. There is a bigger picture.

As my hon. Friend the Member for Torbay mentioned, the Peninsula Rail Task Force has been one of the key drivers. It was established to look at a 20-year plan, and I think that it has the support of everybody in the area. It is a great credit to the area and it shows how strongly we all feel about getting this right. If we can get this right, if that taskforce is allowed to complete its job and if we get that 20-year plan and the Government to commit to investment in the south-west, we could have a GVA uplift of £520 million by improving journey times.

It is fascinating that the potential for this area is so clear. Passenger numbers are many times that of any other area. I think they have gone up by 126% over the decade compared to a national increase of 61%. The tourism potential is already well demonstrated. In 2014, over £1 billion was spent by visitors to the south-west. Believe it or not, in 2013, Saudi and Russian visitors spent more in the south-west than in London.

If those who enjoy travelling using the “Lonely Planet” guides have a look, they will find that the south-west is situated in the league tables as the third best place to visit—ahead of Italy and Denmark. So the potential is there, and there is a win-win—not only for the south-west, but for the Government, because we will get productivity up, which is what the Chancellor wants to see above everything.

The Government have already committed £400 million, and we have had 11 individual reports since the Dawlish events, looking at resilience and reliability, faster journey times and sufficient capacity, and five more reports are coming. No one could honestly say that that did not represent a serious commitment to understanding the problem and then getting it right.

A number of crucial issues need to be addressed. I think every Member agrees that the Dawlish coastal route must be a priority, because unless it is running as a “forever, forever” resilient line, shoring up the whole peninsular network, everything else will begin to become secondary.

I take issue with the challenge from the right hon. Member for Exeter, who, like King Canute, seemed to fear that at some point we would all be washed away. I suggest that we should take account of British scientists, who have been incredibly resilient over the years—as, indeed, were those intrepid passengers who, when the line broke down all that time ago, simply got out of one carriage, climbed over the rocks, and got into another carriage to continue their journey. We are a resilient nation, and that line will survive. It too will be resilient, and it is there for the long term. I am sure that the Government will ensure that that can happen. Nothing is impossible; all that is needed is a little imagination and some intelligence.

The coastal route is crucial, but it is in all our interests to look at the whole area, and the east of Exeter project for resilience is equally important. Bridgwater and Taunton are also crucial, as are Yeovil and Castle Cary. They must be on the must-do list.

I congratulate the hon. Member for Torbay (Kevin Foster) on securing this debate on an important subject. There has been many an excellent contribution. I agree with the hon. Member for Newton Abbot (Anne Marie Morris) that the Great Western railway is more than just a transport system; it is vital to the areas that it serves, which is why it is so important that the Government deliver on their promises on electrification and improved resilience as a matter of urgency.

As was identified by my hon. Friend the Member for the Crown principality of Ogmore (Huw Irranca-Davies), the recent flooding in much of the country has further highlighted the importance of ensuring that our railways are resilient in extreme weather conditions, which we are witnessing with increased frequency. Commuters on the Great Western railway know that only too well. The breach of the Dawlish sea wall in 2014 forced the closure of the line for two months, creating significant disruption. We saw the rails hanging in the air like a rope bridge. I, too, applaud the heroic efforts of the engineers and workers of Network Rail who brought the repair to a speedy conclusion.

A report published in the Journal of Transport Geography on the likely future impact of weather on trains travelling to and from the south-west predicted that up to a third of rail services could be disrupted over the next 100 years. That report, which was described by Network Rail as “key” to long-term developments, underlines the importance of improving resilience in the region.

The Labour party agreed with the Prime Minister when he said that the Government “needed to find answers” because the Dawlish disaster of 2014 “must not happen again”, but his rhetoric has yet to be matched by action. Despite it being said that “money is no object”, the Peninsula Rail Task Force—we have heard a lot about that this evening—has been examining how to improve the south-west’s rail network following the storm damage, but is currently unable to complete its final report because funding is unavailable.

In a letter to the Secretary of State, Tim Jones, chairman of the Devon and Cornwall Business Council, said that the south-west would be at a “severe disadvantage” should no funding be found to complete those studies. If we are to accept what the Prime Minister told the House when he said that “money was no object”, and if we are to believe that the Government are serious about making our railways resilient to extreme weather conditions, they must ensure that funding is available to complete the report. It is of paramount importance that resilience is improved, and the Government should give their backing to the report so that the task force can get on with delivering a railway that is to be relied on come rain or shine.

A number of suggestions have been made for an additional route to Dawlish, including by my right hon. Friend the Member for Exeter (Mr Bradshaw), and by Labour South West, including Tudor Evans, the leader of Plymouth City Council. However, the Prime Minister appeared to prejudge any fair assessment of the options when he backed a new Okehampton railway route as the “most resilient” alternative to the vulnerable Dawlish route, saying that the UK is a “wealthy country” that should be making long-term investments in rail, and that the Okehampton line was worth a “long, hard look”. Will the Minister guarantee that all options for an additional route in the south-west will be assessed on a fair basis? Will she also reassure the House that the funding that the Prime Minister promised will be made available, and that no decision has yet been taken on the route that an avoiding line might take?

So far the Government’s track record on delivering the Great Western main line is poor. Electrification will be delivered late and cost substantially more than initially estimated. Labour committed to electrification of the Great Western main line in 2009, but the estimated cost of that has escalated dramatically since Network Rail made its first assessment in 2011.

I will happily do so. Let me remind the hon. Lady of the pieces that we had to pick up when coming into government after the disaster of Railtrack and the deaths that were caused as a result of the privatisation of the railways. We do not want to hear any more about that—the investment was significant.

I have given way. Mark Carne, Network Rail’s chief executive, told Members of Parliament in October that the estimate for the project had been £874 million in January 2013, and £1.5 billion in September 2014. He said that because of “inadequate planning”, the cost of electrification could now reach £2.8 billion.

The upgrades that were expected to have been completed by 2018 are significantly behind schedule. Under the original plan, the Reading to Didcot route should already have been completed, and routes to Oxford and Bristol were on schedule to be completed this year. Didcot is now expected to be two years late, in 2017, and Newbury and Oxford three years late, in 2018 and 2019 respectively. Bristol Temple Meads will not have electric trains until 2020, and the east-west rail link from Oxford to Bletchley is delayed until the early 2020s.

Some of those improvements have been delayed by up to four years, significantly affecting commuters who rely on the Great Western line, as well as on the towns and cities that the line serves. Progress on the Great Western electrification has been hampered by this Government putting electrification on hold after the 2010 election, and not fully confirming the project until July 2012, meaning that essential planning work was delayed. The Office of Rail Regulation has said that because a number of major enhancements were added to control period 5 at a relatively late date, several important projects were started in 2014 without being fully assessed. At the start of control period 5, £7 billion of the £12 billion of enhancement spending had not been signed off by the regulator. Calvin Lloyd, Network Rail’s head of long-term planning and funding said:

“There are cost pressures across the whole portfolio of enhancement projects, which should not be a surprise to anyone given that we did not have the level of confidence we might have wished at the start.”

It is the taxpayer, commuters and those who rely on Great Western who will suffer the consequences of poor cost estimation and poor planning. If the Great Western tracks are not electrified according to schedule, the Department will be liable to pay compensation to the private consortium that is delivering the new generation of electric intercity express programme trains. The Department for Transport is considering converting electric IEP trains so they can run on diesel, at an unclear cost to the taxpayer. They may not be able to reach speeds of 125 mph, raising fears that some journeys could actually slow down, compared with today, if electrification is delayed.

The Government’s plans for replacing uncomfortable and inaccessible Pacer trains on branch lines in the south-west are dependent on the success of the electrification programme. If the Great Western electrification project is significantly delayed, passengers in the south-west could endure vehicles for years that the Government have, quite rightly, said are unacceptable in the north of England.

Poor planning and the premature announcement of projects have left commuters uncertain of the future of the Great Western, yet the Government were repeatedly warned that rising costs could lead to some projects being delayed or cancelled. Labour first raised problems with the Great Western main line electrification programme in May 2014, just weeks into the start of the investment period, and challenged the Government to explain which electrification projects will be delayed or cancelled as a consequence of rising costs. Those concerns were echoed by the Transport Committee, which warned in January 2015:

“We are concerned that key rail enhancement projects—such as electrification in the North and North West of England—have been announced by Ministers without Network Rail having a clear estimate of what the projects will cost, leading to uncertainty about whether the projects will be delivered on time, or at all.”

Worse still, commuters were kept in the dark by the Government throughout this period. The chief executive of Network Rail confirmed:

“In mid-March 2015, Network Rail informed the Department for Transport that decisions may need to be made in the coming months about the deferral of certain schemes.”

However, Ministers in the Department are still refusing to say whether they were informed before the election of the plans to defer major schemes. It is now clear that the agreed work could never have been delivered within the agreed budget and timeframe. Yet Network Rail, the Department for Transport and the regulator, the Office of Rail and Road, signed up to the plans anyway, resulting in a great deal of unnecessary uncertainty and confusion. It is passengers and the public who pay the price for such failures, and serious questions must be asked of the Government about how such a shambles was allowed to occur on their watch.

It will be a great relief to passengers reliant on the Great Western that track upgrades will arrive late rather than never. We on the Labour Benches encourage the Government properly to examine their adequacy and the adequacy of Network Rail in budgeting, planning and delivering such programmes in future. It is those issues that should be focused on, so it is an issue of concern that Nicola Shaw, who is heading the Department’s review of the future of Network Rail, has said that privatisation of Network Rail is an option that is on the table. The Government should be asking how better to deliver major projects such as rail electrification in the future, not looking to devote time to managing yet further privatisation and fragmentation of our national rail infrastructure.

What matters is that HS2 is of fundamental importance not just to Birmingham, but to Manchester and all our other northern cities. It is a very important project that deserves the support of the House, but I understand that people who have the route going through their constituencies have big problems, and I will always meet colleagues to discuss them.

I fully recognise the importance of good mobile services for passengers on board trains. We have met the rail industry and secured its agreement to roll out improvements to mobile services across the rail network, starting this year. We expect significant improvements across key routes, starting with comprehensive coverage achieved by 2019. Network Rail and train operators are working jointly to fund and deliver the improvements based on collaborations with mobile network operators.
