I completely support that. Only last night, I was talking to tenants in Haggerston about rent a room and the ability to take in a lodger. They worried about getting into tax and so on, and they were worried about the threshold. That is exactly the concern. In my constituency, someone could legitimately rent out a room in their home for £200 or even £250 a week, so they would quickly reach the threshold. That is a real issue: it is one small way in which we could help some people to find a home, but it does not solve the major problem.

New home starts in the UK have gone down by 10% from February 2013 to just under 9,500, according to figures from the National House Building Council. Completed homes were just over 8,000, so we are a long way short of the target for the new homes that need to be built, and certainly for those that are genuinely affordable. I commend to the House the Co-Operative Housing Tenure Bill introduced by my hon. Friend the Member for Stalybridge and Hyde (Jonathan Reynolds). It is a great shame that the Chancellor did not take the opportunity to look at co-operative solutions that enable people to be much more in control of their own destiny.

I mentioned at the outset that child care is a huge issue in my constituency. I represent a very young borough, and parents want quality. It is a great shame that the Government took a “pile them high, teach them cheap” approach, although that was eventually dropped after their surprise at the backlash from parents. The tax break is welcome for those it helps, but there is confusion about how it will work. It is really important in child care policy that these things are simple, clear and do not change too often, as that makes it confusing for parents to navigate their way through.

Child care is really important to enable women to participate fully in the work force. Will the hon. Lady join me in celebrating the fact that the figures show record numbers of women in employment and setting up businesses? Does it not sadden her that today the Leader of the Opposition denigrated the achievements of women by attacking Conservative women, calling us “girls”. How would she like it if he called her a girl?

I do not need to be told by the hon. Lady about the leader of my party. He is an enormous champion of women. There are a lot of women, as we can see, in the shadow Cabinet and in his ministerial team. I do not doubt his commitment to women who work, and to women who do not work, in this country. The record of the Labour Government stands for itself.

On the issue of women’s employment, many women in work are in part-time jobs or on zero-hours contracts. The women I meet from day to day in my constituency are often keen to work more hours, but they cannot find them. Child care is often part of the problem. The figures from the Family and Childcare Trust show that the average cost of a nursery place for a child under two is £5.60 an hour in London. That is 28% more than the national average. The cost of child care in London is a big concern, especially as my constituents increasingly live in expensive private rented accommodation, which squeezes their budget. The cost of living is a big issue.

In London, the average cost of a childminder looking after children under two is £5.46 an hour, but in Hackney, it is much more, ranging from £6.50 an hour to £10 or even more. The supply and cost of child care are a real challenge. Providing support for the cost is one thing, but it does not deal with the question of supply. Cross-party work needs to be done on the issue. My party supports the right initiatives on child care, because we support women who want to work and have their children looked after properly, but we need to make sure that there are policies that we can support in the first place. Sadly, although there is much noise and talk about this, there has not been action at the right level.

I have mentioned my view that the Government treat this country as two halves: the very wealthy, and then there are my constituents, who work on zero-hours contracts, are in part-time jobs, and are on the minimum wage, which has risen, but it is still tough to live in London on £6.50 an hour. A man came to see me. He was a kitchen porter and, although he was out of work, he was seeking a job. The distances he was being asked to travel to work, plus the extra hours of travel, meant that child care and travel costs made those jobs uneconomical, even though he was living in social housing. Those are real concerns for London, and we need to look at London weighting on some of the issues.

The increase in VAT has had a regressive impact on my poorer constituents. I was surprised to hear the hon. Member for Redcar (Ian Swales) defend the increase. I thought that as a Liberal Democrat he would not defend such a regressive measure.

For those people not in work, there is the whammy of the bedroom tax. Last night I met tenants in Haggerston who are very concerned about it. Those who are hit are having to pay £767 a year if they have one so-called spare bedroom, or £1,370 a year if they have two. Many of them will not leave their homes of many years, as one woman told me only last week. They will find the money somewhere or get into debt. The Government are contributing to indebtedness for people who do not have places to move to, even if they wanted to, and they do not have the money out of their benefits. The women I spoke with said, “I am temporarily not working. I want to work again, but I’m not going to leave my home, where I have lived for 32 years.” She was adamant about that and will go to great lengths, possibly getting into debt, to avoid moving.

Another opportunity has been missed. The housing benefit disregard in tax credit will be abolished when universal credit comes into place, which means that 100,000 people will see their child care support drop from 96% to 70% of costs. As my right hon. Friend the Leader of the Opposition said from the Front Bench, this Government give with one hand and take with the other. That will have a particular impact in my constituency because of the high private rents.

There are some things in the Budget that I welcome, such as the export loan changes, which will help many of the businesses in my constituency, particularly in Shoreditch. However, there was no move to make banks more locally accountable, as my hon. Friend the Member for Wrexham (Ian Lucas) highlighted. Although more data are now published on where banks lend, there could have been an opportunity for the Chancellor to look at a US-style community reinvestment Act. I hope that the Government will still consider that.

The tax avoidance measures, following up on the work of the Public Accounts Committee, are also very welcome. I hope that they will do something to stop big companies trying to dodge their bill to the British taxpayer. The stamp duty increase for companies purchasing properties worth over £500,000 might do something to stop overseas purchasers. The changes for air ambulance services will be of great benefit not only to my constituents—the Royal London hospital is just on the edge of my constituency—but to many people up and down the country.

Finally, I am delighted that my constituents of Caribbean origin will now see a fairer deal on air passenger duty. It is about time that the people who broke their backs for Britain when they arrived in the ’50s and ’60s got a fair deal. It is an injustice that has now been righted. I also welcome the bingo tax changes. I support my local Mecca bingo hall, where I have called out the numbers, to my embarrassment and that of regular bingo-goers. It really is an important provision for many people, so it is good that that wrong has now been righted.

The people of the right hon. Gentleman’s constituency and across the country have of course been hit hard by the collapse in the economy in 2008-09 and we have had to take difficult decisions to recover our economy—[Interruption.] I am told by a colleague that unemployment in the right hon. Gentleman’s constituency has fallen by 15% in the last 12 months, and that points to the central argument we are making today—if we create jobs and give people opportunities to work, we can improve their standard of living. The only way we can create jobs is if we have economic stability and we control public budgets, including the welfare budget. That requires difficult decisions. If we duck all the difficult decisions, as the last Government did, it is an absolute disaster for the people he represents.

I congratulate my right hon. Friend on holding his nerve and taking the tough but necessary decisions that are really helping Cornwall. I especially welcome support today for hard-working people on very low incomes who need decent homes. Will he explain a bit more about the plans for building more social housing?

We now have the largest social housing building programme under way for a generation, and of course there were 400,000 fewer social homes at the end of the Labour Government than at the beginning. I said explicitly in my speech that I am for aspiration, whether it is for people who can afford to buy their own home or for people who cannot, and we should be providing them with decent housing. We are setting aside £300 million for the housing revenue account, and councils, including my hon. Friend’s, will be able to bid for that money if they put forward value-for-money plans to build additional homes and make sure that hard-working constituents are decently housed.

I agree entirely with my hon. Friend. That an Adjournment debate at 5 o’clock on a Thursday afternoon has attracted so many hon. Members, when, to be fair, most of our colleagues will be in their cars listening to their radio stations, is a measure of how popular such stations are.

The Minister’s sedentary intervention to challenge my hon. Friend to name her station means that he is not entirely unaware of the commercial opportunities presented by the debate. It is a shame that more of our colleagues cannot take advantage of it, but, sadly, such debates come at the end of the day in the House. The fact that it is taking place at drive time because we finish so early on a Thursday is a happy occurrence.

Food bank use went up tenfold under the previous Labour Government. We have advertised the services of food banks, which are great local community projects, through the jobcentres. I know that I am not allowed to ask questions, so let me pose a rhetorical question. Labour Members complain about the use of food banks, but can they explain why their use went up tenfold under the previous Government?

I greatly welcome the step change in joining health and care services around people who need care. That is most welcome, as is the extra £3 billion spending to allow that vital integration. Will my right hon. Friend let the House know when the details of this vital reform will be published, so that we can all plan ahead?

I know that my hon. Friend has been a campaigner on social care issues. This is probably one of the most transformative announcements in the statement. The Health Secretary and the Local Government Secretary will set out shortly how it will work, but it will involve the local commissioning of social care services jointly by the NHS and local government to try to end the divide between the two services that people fall into. I am sure that my hon. Friend’s expertise will be drawn on, because she knows a lot about the subject.

The public demand action that will be effective, and that is calm and considered.

A year ago, this House had to decide the best way to get to the bottom of practices in the media. The House made the right choice then. It decided that a judicial inquiry was the best way to get to the truth, to get to the bottom of what had gone on, and to produce recommendations on how culture and practices could be improved. In that instance, the Prime Minister said that the best way of getting to the truth was

“a judge-led inquiry with Ministers answering questions under oath where all the documents have to be revealed and the whole thing is pursued properly by a team of barristers who are expert at finding out the facts”.—[Official Report, 30 April 2012; Vol. 543, c. 1251.]

I am frankly baffled about why the Prime Minister thinks that the best way to get to the bottom of what went on at News International is a judicial inquiry, but the best way to get at what has happened in banking is anything but. It is the wrong choice. Why is the Prime Minister doing what the banking industry, rather than the country, wants him to do?

Let us consider the two options before us today: a parliamentary inquiry or a judge-led inquiry. The Inquiries Act 2005 requires the panel to be independent. This is especially important when there are allegations of the involvement of Whitehall and the Bank of England. The Act ensures transparency and guarantees due legal process. Its enforcement powers are clear and set out in statute, and it can draw upon expert skills and resources to complete its task.

In its 2004-05 report, the Public Administration Committee observed that Committees are not ideally suited to conducting specialised investigations into particular events because of perceptions of partisanship—we have had a little bit of that today—and the limits of ongoing co-operation which could reasonably be expected from Government, and because their evidence-taking procedures are not well suited to drawing out the truth from witnesses. I agree with that assessment. Because of the extraordinary tone adopted by the Prime Minister and the Chancellor, this inquiry has already been poisoned by political partisanship—a point recognised, to his credit, by the hon. Member for Chichester (Mr Tyrie).

A parliamentary inquiry would be dependent on support from Treasury officials who are answerable to obviously partisan Ministers. The rules for parliamentary Committees are in a state of flux; they are obscure and potentially difficult to enforce. A judicial inquiry, as the Prime Minister has said, would have a team of barristers and experts in their field to get at the truth. It is for those reasons that the House rightly chose to set up the Leveson inquiry. Although the Culture, Media and Sport Committee did a good job in examining conduct at News International, it had some obvious limitations. First, the Committee’s powers were insufficient to get at the truth, a matter that is currently being considered by the Standards and Privileges Committee. Secondly, the Culture, Media and Sport Committee was unable to agree a unanimous report and split on party lines, diluting its effect. A judicial inquiry would command widespread public support because of the requirement on those involved to act in a non-partisan way. This House made the right choice in opting for a forensic, judge-led inquiry. It should do so again today.

The Prime Minister has made the wrong choice. The Government first opposed holding any inquiry at all.

No, because there is only a minute left.

With no consultation with Opposition parties, the Prime Minister announced a tightly drawn parliamentary inquiry. He first opposed a parliamentary vote, only then to give way. Over the last three days, on every day, at every stage, the Prime Minister has made the wrong choice.

This inquiry will have a Government majority, so far as we can see, because the Prime Minister’s guiding principle has been partisan interest, not the national interest. From day one, the Prime Minister, the Chancellor and their parliamentary outriders—we have heard from some of them today—have smeared their way around this issue with innuendo and noise, in order to cover up and make it as partisan as possible.

The Government had a choice this week, but they made the wrong one. They have rejected an independent inquiry to get to the truth of what has gone on in the banking industry when we could have had all-party agreement. They have rejected the opportunity to work on a cross-party basis and instead have sought to maximise narrow partisan interests. The result was the start of our debate today. The Government have rejected the opportunity to begin the work to reshape our banking industry so that it plays a positive role in Britain’s economic future and trust is restored, but I hope that Government Members will see sense and join us in the Lobby today. These issues are too important to be dealt with as the Government suggest and the British public will not be satisfied with anything less than a full, forensic and judge-led inquiry.

My hon. Friend makes a valid point. Since June 2011 we have lost more than 100,000 public sector jobs, which means that there have been redundancies at a rate of one a minute since the Government took office. Yet the private sector, which the Prime Minister anticipated would flood in to create jobs, has simply not delivered. It has created only half that number of jobs, leaving the other half of those people on the dole and claiming benefits. That is pushing Government borrowing up, not down.

The measures that we suggest would boost the economy and people’s spending power and ensure that we are not saddled with taxes that no one can afford. We want to see the economy moving into growth again.

When I came into the Chamber to listen to the opening part of this debate, I did not anticipate speaking. However, I am very pleased to have caught your eye, Mr Deputy Speaker, because I felt utterly compelled to join in, notwithstanding my current incapacity. It has been an illuminating debate.

I listened to the shadow Minister’s speech and the interventions of her colleagues, and I find it staggering that they are not going to listen to the submissions of my constituents on the pasty tax, caravans or fundraising for places of worship, on which many people work so hard. Oh no—their opinions do not count for anything to the Opposition. They are not going to listen to all the representations that have led to the Government’s sensible proposals. The listening exercise to improve and amend the Budget has led to proposals that respond directly to all the concerns expressed by my constituents, and I dare say by the constituents of a great number of colleagues.

I am really very confused. My constituents have been saying exactly the same thing, which is why Labour Members have been arguing against this dreadful Budget in the Chamber, the Public Bill Committee and wherever we can. We have said that the Government should not put VAT on pasties, caravans, hairdressers’ chairs and so on. I agree with the hon. Lady about that. Thank heavens, the Government listened to us a bit in the end, but sadly not enough.

It is surprising to me that, as far as we are aware from the comments of the shadow Minister, the Opposition will be voting against the very improvements that the hon. Lady says they have been working so hard to achieve. I do not doubt her good intentions or that she has been working very hard to represent her constituents, but if she was truly doing so, she would walk through the Lobby with the Government this evening, because they have listened thoroughly.

Let us take the pasty tax, for example. It will not surprise Members that I am keen to talk about pasties, because not only am I a big fan and regular consumer of them, but I represent Cornwall, where they are an incredibly important industry. When I listened to the Budget some months ago, it was clear to me that the Government were doing exactly the right thing. They had seen some dreadful anomalies in VAT on food that had led to huge unfairness. Independent owners of fish and chip shops in my constituency had to pay VAT, but other outlets selling hot takeaway foods did not. The Government’s attempt to sort out VAT struck me as perfectly reasonable.

We all know that what is really holding back growth in our economy is that for too long, small businesses have been massively overburdened by a dreadfully confused and muddled-up tax code. Under the last Government, the tax code multiplied and multiplied. We would probably have to use a wheelbarrow to carry all its volumes into the Chamber. The current Government are making a very reasonable effort to simplify some of the taxes that are such a burden on businesses in my constituency. They have listened carefully to the representations that have been made and are now going to create a level playing field for all people producing and selling takeaway food. That will benefit independent bakers in small businesses throughout Cornwall who bake pasties.

As my hon. Friend is aware, the Government inherited the largest overspend and deficit in the developed world, so it was right for them to probe every possible area of tax revenue. It was also right for them to listen to people when representations were made and to respect parliamentary democracy. Does she agree that if the Labour party had listened to Back Benchers when it was in power, we would not have got into the mess that we are in and we would not have the vast deficit that the Government are having so valiantly to fight to reduce?

My hon. Friend makes his point as passionately and persuasively as always, and he is absolutely right.

To return to pasties—one of my favourite subjects—when I listened to the Budget, it was clear to me that there was a problem with the proposals as they stood. Some of the architects of those proposals clearly did not understand how pasties are baked in Cornwall. Within hours I spoke to my hon. Friend the Exchequer Secretary, who clearly understood the problem that I described to him. He said the Government realised that there could be some complications and unforeseen consequences, hence the reason for their consultation. Colleagues from around the country responded positively to that consultation, and their concerns have now been met.

I am staggered by what the Opposition wish to inflict on our country by not supporting the Government tonight. In the nightmarish scenario that they won the Division, we would return to the situation in which the Treasury wastes hundreds of thousands of pounds of taxpayers’ money every year having to fight litigation cases against multi-million-pound companies that are trying to avoid paying VAT. The extremely complicated tax code that was developed under Labour over its 13 years was a lawyers charter. I have nothing against lawyers—I am married to a very good lawyer—but that ever-increasing and complicated tax code means that, not unreasonably, companies try to avoid paying tax. That causes Her Majesty’s Revenue and Customs to be tied up in court, spending hundreds of thousands of pounds on lawyers fees that it could be spending in a far better way.

It beggars belief, but what the Labour party is saying tonight is, “We are on the side of companies trying to avoid tax. We are on the side of lawyers who are constantly taking HMRC to court.” What a dreadful waste of taxpayers’ money. The Government are trying to have a fair and simple tax system that everybody in the country can understand, so that we are not caught out by those who avoid taxation.

I wonder whether the hon. Lady has noticed the size of the Bill. It is apparently one of the biggest Finance Bills ever, which suggests that the tax code is being added to all the time. Would it not have been easier for the Government never to have made their VAT proposal in the first place?

No. As I have said—very clearly, I hope—the Government’s change will bring about a lot of clarity and be beneficial. For example, new schedule 1 clarifies what constitutes takeaway food and hot food. I accept the point that my hon. Friend the Exchequer Secretary made that we can never be 100% certain that companies will not litigate to try to wriggle their way out of paying their taxes, but the added clarity will be welcome to pasty makers. They will understand the situation that applies to pasties that are made and consumed in the way that they are in Cornwall.

For the benefit of Opposition Members who do not seem to understand what master bakers do in pasty shops in Cornwall, I will explain that each day they get up very early to make high-quality bread, cakes and buns as well as pasties. They cook them on their premises so that they are beautiful and freshly made. Throughout the course of the day, anybody can buy freshly made bread, cakes, buns, scones or pasties. Thanks to the clarification in the new schedule, we can continue doing that in the certain knowledge that we will not pay VAT. Labour Members, however, who, feeling peckish on their way home tonight, decide to pop into the West Cornwall Pasty store, perhaps at the station, will, as in every other takeaway food outlet at the station, quite rightly pay VAT, because those pasties are deliberately kept warm all day long alongside other takeaway food. It is only right and proper, therefore, that they pay VAT.

Of course, it was not just a pasty tax; it would also have affected the fantastic Cissy Greens pie shop in Haslingden. We are dancing from the River Ogden to the River Irwell in celebration of the fact that we can enjoy our Cissy Greens pies without VAT.

My hon. Friend makes a good point. This affects master bakers, whether of pork pies, sausage rolls, steak pies or chicken pies, the length and breadth of the country. Those self-employed, highly skilled master craftsmen can carry on producing their much-loved regional foods, which we enjoy all over the country and which make our country so distinct, as we celebrate our rich and varied food heritage. I hope that that addresses any misapprehensions among Labour Members about the benefits of the pasty tax.

Much has been made of the Government’s U-turns. I welcome having a Government who, when they launch a consultation, as they did after the Budget, actually listen to representations on a range of measures, and I am pleased that the Chancellor is driving our economy in the right direction. We have to reduce our deficit and get our expenditure under control. The hard-working families and small businesses in my constituency understand that, and frankly will feel let down by this retread idea of a 2.5% reduction in VAT—the only proposal we hear from Opposition Members. But, of course, we do not know whether that will be their proposal tomorrow, next week or next month, because the shadow Minister could only say that it was the proposal today. If that is their only proposal and if it is only for today, how can families in my constituency have any confidence that they would drive the economy in a better direction? I am confident that the Chancellor is on the right road, and I am certain that focusing on the Budget, making sensible changes along the way, is the right way to go.

Does the hon. Lady agree that it is good news that the Chancellor listened to me on pasties, on caravans—after I invited him on holiday with the Prime Minister and me in a caravan—and on petrol? Does she also agree that it would be even better news if he also listened to me on churches and VAT on listed buildings?

I am glad that the hon. Gentleman makes that intervention, because I was going to talk about that issue. First, however, I would like to make a little more progress on the analogy I was drawing to the House’s attention. We all get behind the wheel of a car from time to time—sadly, at the moment, I cannot, but I hope to be back there before too long—and when on a journey we are often certain of our destination, but sometimes we are not as good navigators as we would like and have to put on our sat-nav to help us, and sometimes we get an instruction from that irritating person on the sat-nav saying, “As soon as the road ahead is safe and permits, please do a U-turn.” At that point, do we throw up our hands in horror and say, “Oh, it’s just appalling to have to make a U-turn”, or do we think, sensibly, that to reach our destination in a safe and timely way it is appropriate to make the occasional U-turn? I have no problem with the Government making U-turns if it gets us to our destination in a timely and safe way.

The hon. Gentleman asked me about the changes to listed buildings. Having the beautiful Truro cathedral in my constituency, I was concerned about the proposals and immediately consulted the diocese and a wide range of churches in my constituency about their implications. I brought all that information to the Chancellor’s attention, as, I am sure, did Members across the House, and I was satisfied with his response. The Second Church Estates Commissioner, my hon. Friend the hon. Member for Banbury (Sir Tony Baldry), is to be congratulated on how he co-ordinated all our efforts and on the work he has done with the Church Commissioners and the Treasury. Their solution is both practical and actionable, and has met with the perfect satisfaction of churches in my constituency.

I know that many Members wish to join in the debate, so I shall conclude. It is immensely important that we have a Government who listen, who consult on proposals and who then act on them. Whether on fuel duty, pasty taxes, caravan taxes or fuel taxes, my constituents are immensely pleased and relieved that the Government have listened and helped hard-working people and small businesses during these difficult times.

I want to speak to new clause 3, although it might first be appropriate to pick up on one theme from the speech by the hon. Member for Truro and Falmouth (Sarah Newton). She said she was pleased that the Chancellor was creating a level playing field. Well, if there is any area of the country where it would be difficult to create level playing fields, it would be in Truro. But anyway, I am pleased that she is satisfied.

I wish to make a plea for a level playing field for young people in my constituency and other constituencies who go to sixth-form colleges, and I wish to compare their tax position with that of young people undertaking sixth-form studies in school. In a recent Westminster Hall debate, led by my right hon. Friend the Member for Sheffield, Brightside and Hillsborough (Mr Blunkett), we discussed how poorer young people in sixth-form colleges or similar establishments were discriminated against in respect of free school dinners compared with young people in school. Here is yet another example of discrimination against young people, depending on the institution they attend.

I plead again with the Government, in respect of VAT, to treat sixth-form colleges as we treat schools with sixth forms. In Birkenhead, most pupils have no option but to attend sixth-form college if they want to undertake post-16 studies because the sixth forms of most of the schools were pooled together in that one enterprise. The VAT on services that the college purchases, but which schools do not pay, adds £300,000 to the college budget—a reduction of 4% in that budget.

My plea to the Chancellor will be brief and simple;I will not go up and down the country lanes, visiting various constituents, bakers and so on. He hoped to create a level playing field for taxation for sixth-form colleges and sixth forms in schools by the end of the Parliament. That was a noble objective, but the 2015 election, as it draws ever nearer, will certainly concentrate Government Members’ minds not only on small U-turns but perhaps on more major ones.

The Institute for Fiscal Studies undertook an analysis of the Government’s public expenditure changes which showed that the part of the education system that will be most handicapped and suffer the largest cuts by 2015 will be colleges of further education. Indeed, they will experience a 20% real-terms cut in their budgets by 2015. I know that it would not be in order to ask the Minister to respond to that, but given that the Government’s policies are making the playing field even more unequal for sixth-form colleges, compared with the treatment of sixth forms in schools, let me make a plea for him to concede that point and exempt sixth-form colleges, whose students are of an age that if they were not at college, they would be in school.

In the Westminster Hall debate, which the hon. Lady mentioned, the Economic Secretary did not give a view either way on the issue and said that the Government were looking at it. Ministers then came to the House for Treasury questions. What better way of informing us that they were going to stop the August rise?

Returning to the “Today” interview with the shadow Chancellor, he said that Labour had “acted” on petrol prices, but a House of Commons Library note says:

“From 2000 the Labour Government increased road fuel duties...In its 2009 Budget the Labour Government announced that in future years fuel duties should rise by 1p a litre above inflation.”

In the next Budget, they

“proposed that the escalator should apply at least until 2014/15”,

and that

“the increase set for 2010/11 would be phased in over the coming tax year in 3 stages...fuel prices continued to rise strongly, driven by this increase in duty rates”.

That is the record we inherited, and which we are now having to unwind.

I apologise, but I cannot, as I have to allow time for the Minister to respond.

There are still problems: fuel is still at around £1.30 a litre, which is unsustainable. As the RAC has said, duty revenues are shrinking every year, as people are driven off the roads. We must stop seeing cars as a cash cow.

I accept that the Government can only do so much. We are always held hostage by the international oil price. As has been noted, however, pump prices are quick to rise, but it feels as though we need a court order to get them down. Evidence shows that from May to August last year, oil prices fell by 5.5%, but petrol and diesel stayed high, falling by just 1.5%.

The Office of Fair Trading has said it will not investigate the UK oil market. I am petitioning the Backbench Business Committee to table a motion so that Parliament can urge the OFT to investigate that market, which clearly looks uncompetitive and unfair to many people.

Finally, there is the problem of local variation in petrol prices, especially in rural areas, but also in towns like Harlow. Harlow residents often write to me, saying that fuel is 5p cheaper only a couple of miles down the road, and there is no explanation for it, other than a lack of competitiveness. Germany, Austria and America have initiated fuel price regulation to limit price rises. We should be doing the same thing.

In conclusion, the Chancellor and the Economic Secretary have given Harlow families and many millions of motorists across the country at least six months’ breathing room, and I welcome that. I urge the Government to look seriously at the long-term cost of fuel and petrol, and see what else they can do. I also urge them to put pressure on the OFT to do a market study. I will vote wholeheartedly for the Government’s new clause, and I urge the House to join me.

Rising global prices have increased the cost of living for families here in Britain. This coalition Government will do everything we can to help. We have already frozen council tax, kept mortgage bills low and abolished the fuel duty escalator. I can tell people that we will now stop any rise in fuel duty this August and freeze it for the rest of the year. This means that fuel duty will be 10p a litre lower than planned by the last Labour Government. We are on the side of working families and businesses, and this will fuel our recovery at this very difficult economic time for the world. The one-off cost of this change will be fully paid for by the larger than forecast savings in departmental budgets, and we will set out details of those, as usual, in the autumn statement.

My hon. Friend is absolutely right and I know this news will be welcome in Cornwall, as across the country. I repeat: because of the actions we have taken today and in recent Budgets, petrol duty is 10p a litre lower than it would have been under the Budget plans voted for by the Labour party. We are on the side of working families, we are helping motorists, helping businesses—doing everything we can in very difficult circumstances for the world.

I thank the hon. Gentleman for that intervention—I hesitate to say that it is good to hear from somebody who knows what they are talking about, in case he makes a hostile intervention in a minute. I absolutely hear the point he makes. The protection of intellectual property is paramount. We need to bring the intellectual property regime up to date, but I for one do not want to rob Peter to pay Paul. It is absolutely right that content creators are paid for what they create.

Let me say something at which the whole House will rejoice: I am coming to the end of my remarks. However, if all those who said that they wanted to make an intervention still want to, they have a small window, as I perorate towards my conclusions.

I am grateful for my hon. Friend’s cue. Creative industries are vital to Cornwall, but so is creating high-quality food products. There is growing concern throughout Cornwall about the possible unintended consequences of the Budget and about the undoubtedly real threat to the Cornish pasty of the pasty tax. May I seek my hon. Friend’s reassurance that the concerns of pasty makers in my constituency are being listened to and that a solution can be found?

I thank my hon. Friend for that intervention, which I know the Chief Secretary to the Treasury will respond to fully when he winds up. I congratulate her county on receiving the award for being Britain’s best tourist destination for the third year, and I congratulate her on the extraordinary energy with which she represents her constituency. She and I have had many meetings to discuss various issues in her constituency. [Interruption.] You are looking at the clock, Mr Deputy Speaker, so I shall wrap up; however, let me tell my hon. Friend that I hear what she says about the Cornish pasty issue, and I am assured that the Treasury is looking at it seriously.

With a Budget that introduced the largest ever increase in personal allowances, so as to reward work, the lowest corporation tax rate in the G7, so that Britain is open for business, tax reliefs for our creative industries, increased investment in science and technology, and plans to create the best broadband network in Europe, we are well placed to realise the Chancellor’s ambition of making Britain the technology hub of the UK. I do not think that our success to date is “drivel”; I think that Britain is known around the world for its creativity and the success of its creative industries. We on this side of the House intend to ensure that we maintain and increase that success.

When I talk to businesses in my constituency in Cornwall—this goes for families as well; a party from Shortlanesend community primary in my constituency were just in the Gallery, so some young people from Cornwall have been here today—they tell me that, in such a part of the world where we are so far away from major markets, transport infrastructure is absolutely essential and vitally important.

I very much welcome, therefore, the Secretary of State’s introduction to the debate this morning, as it underlined the Government’s commitment to ensure that we invest in our vital transport infrastructure, which is important not only for individuals but for businesses—businesses that need to get their goods and services to market.

One area of transport, which we have not touched on today but that is very important to the nation, is shipping and ports. More than 90% of the value of goods entering this country enters on ships, as does 95% of everything that we consume in this country. Of course, it has to go through a port, or we would not be able to export. My hon. Friend the Member for West Suffolk (Matthew Hancock) quite rightly reminded us of the huge importance of international trade to our great country. Growth will come from exporting more of our goods and services, and they will be exported by and large on ships. Therefore, ensuring that we have the right port infrastructure to support the growth of trade—and foreign trade—in and out of our country is vital.

I therefore welcome in particular as part of the Budget—a small but important part in this context—the Chancellor’s report back on his commitment in the autumn statement to look at the planning issues surrounding ports development. I see nodding those colleagues who represent ports, because whether one represents a small port, a relatively small port in terms of shipping turnover, as I do in Falmouth, or one of our great container ports, one realises that how port operators develop those businesses is a real issue.

My hon. Friend will be aware that the national ports planning policy framework was recently put before the House. Does she agree that it is a positive step forward, although we should perhaps support mankind a little more vigorously and the humble shellfish a little less?

I definitely agree that the framework is a big step forward, and protecting our precious marine environment, which supports the whole fishing industry and ecosystem of parts of the UK, is important, but we need to balance that with our economic growth, stability and jobs, which is really important too.

The Budget reports on the review that was set in train in the autumn statement in order to analyse the implementation in the UK of the EU habitats directive, to which I think my hon. Friend was referring, and which can create so many problems for our port operators. In reading through that review, I think there is a great deal to be welcomed. It has engaged with a range of stakeholders, all of whom acknowledged that the implementation of the habitats directive caused considerable problems for our ports operators, and many positive measures have been put in place in terms of collecting data.

Many disputes about planning applications arise because there are no accurate data, and a lot of work is going to be put into that area, and into ensuring that the various regulatory bodies—ultimately, the Marine Management Organisation will make the licensing decisions for our ports, but many are involved—engage earlier and more constructively with ports operators, which should make them more confident that proposals for development can go forward.

My hon. Friend and I have made common cause in trying to help those matters along, as we share similar issues. I understand that she welcomes much that was in the review, but does she share my concern that it missed the opportunity to look at certain regulations and determine whether we should have them at all? Indeed, the review’s terms of reference included looking through that and making appropriate representations to the Commission.

My hon. Friend makes a good point. I think that the review is a work in progress. The review team did not have much time, but I think they managed to cover a lot of ground. Certainly, if we look at the terms of reference the Chancellor gave them, we will see that there are things that subsequently have been passed over to the Law Commission for its consideration. I was somewhat perturbed to read in a footnote in the review document that the Government would consider the Law Commission’s recommendations “in due course”. I would like reassurance from the Chancellor that he will ensure, through the all-departmental working group he set up, that regulations are not standing in the way of economic growth and development of our ports, that this “in due course” is acted on speedily, because in due course without reform we will not have the ports to enable us to import our energy or the food and other vital materials we need. I would like to see that “in due course” in the footnote turned into something a little more urgent.

I think that eventually representations will have to be made at an EU level. Interestingly, the review showed that other European countries with ports have had experiences similar to ours when interpreting and implementing the habitats review. I am sure that all Members with ports in their constituencies or an interest in ensuring that Britain returns to being the great trading nation it always has been will want to watch these things and help the Government constructively to tackle these issues.

With regard to other vital infrastructure, a number of colleagues, including my hon. Friends the Members for Bedford (Richard Fuller) and for Camborne and Redruth (George Eustice), mentioned that for those of us living in the more remote parts of the UK a lot of transport is by road, so fuel prices and levies on fuel are of great significance to us. All the goods and services and the great things that are manufactured in Cornwall need to be able to get to market in the rest of the country. Although I was disappointed that fuel levies will go up in August by 3p, I understand why, given the huge mess that the Government are trying to sort out and the economic legacy they were left. That is something we have to bear.

One thing I would like the Minister to consider is a recent precedent. We have heard from colleagues today about the extent to which we believe fuel companies are profiteering from customers in our parts of the world, where the price at the pump is 3p, 4p, or 5p more than it is in other parts of the country. The Office of Fair Trading has the task of looking at whether there is a proper competitive market working in the region. The Department for Energy and Climate Change recently referred the fuel oil market to the OFT, because the winter before last many of us experienced the most appalling hikes in the price of fuel oil, which many people in remote, rural areas use to heat their homes. After the referral to the OFT, some very good work it did and the implementation of measures, we saw no repeat of such hikes last winter. With that recent precedent in mind, I think that the OFT could play a useful role in ensuring that our regional fuel markets are working efficiently. Based on that, hopefully we could see real pressure to reduce the profiteering that I believe is going on at the pump so that people in constituencies further away from the south-east of England will not feel the full impact of the 3p rise.

I welcome the measures in the Budget to support infrastructure. The investment in rail will affect not only HS2 but places such as Cornwall, and the connectedness of the remoter regions of the UK is vital to our economic future. I very much support and commend the Government’s single-minded focus on making sure that we have an infrastructure that is fit to get Britain working and Britain back to work.
