I am pleased to serve under your chairmanship, Mr Gray, and I congratulate my hon. Friend the Member for Islwyn (Chris Evans) on securing the debate.

The fight to prevent genocide is a subject close to my heart, as it is to all Members in this debate and many others across the House. I have vivid memories of observing as a teenager what happened during the Bosnian and Rwandan genocides. Since becoming a Member of Parliament, I have campaigned on the genocide committed by the Myanmar Government against the Rohingya people. Many other examples that we have all witnessed in the past echo what has been happening recently.

We have seen in recent years that despite our proud record as a country in standing up against human rights violations, systematic discrimination, ethnic cleansing and genocide, our Government have been found wanting. We have seen that from the failure of the British Government, with the international community, to act in relation to what was happening with the Rohingya Muslims. I draw that parallel because it is vital that we learn the lessons of our recent history. Many of us warned our Government to act: not to remove sanctions against the Myanmar Government prematurely as they made the transition towards democracy, even when the US was not doing it.

This time, we see the US taking a leadership role and our Government dithering once again. I hope the Minister will step up and, if he is being prevented from speaking out against what looks like another genocide, talk to his boss and ask him to take genocide much more seriously. There is no more serious issue than what is happening in Myanmar, as well as in China with the Uyghur population.

I am incredibly grateful to right hon. and hon. Members from across the House for debating this issue because despite all our efforts, we failed to get accountability and action to prevent the exodus, punishment and persecution of hundreds of thousands of Rohingya Muslims. We ultimately saw a million forced out of their country in 2017, and we saw the plight of that group, yet even today—again, there is a parallel—our Government fail to support the actions of the Government of Gambia, who are leading an International Court of Justice case on that issue. I hope that as we move forward, we will learn those lessons and ensure that in relation to China, our Government show the courage of their convictions and take action to prevent another genocide.

It is absolutely the case that companies need to abide by the law. More can be done in this area, and we are developing further measures. The Home Office announced on 22 September a series of new measures to strengthen the Modern Slavery Act. These measures require legislative change, which will be brought forward as soon as parliamentary time allows.

There were some excellent contributions from my hon. Friends the Members for Tonbridge and Malling (Tom Tugendhat)—the Chairman of the Foreign Affairs Committee—for Henley (John Howell), for Crewe and Nantwich (Dr Mullan), for Isle of Wight and for Wakefield (Imran Ahmad Khan), and from the hon. Members for Mitcham and Morden (Siobhain McDonagh) and for Bethnal Green and Bow (Rushanara Ali). The hon. Member for Bradford West (Naz Shah) referred eloquently to genocide. Again, any judgment as to whether war crimes, crimes against humanity or genocide have occurred has to be a judicial matter.

My hon. Friend the Member for Wakefield referred to strategic cultural cleansing. The freedom to practise, change or share one’s faith or beliefs without discrimination or violent opposition is a human right that all people should be able to enjoy. He was also right to highlight the lack of condemnation from predominantly Muslim countries of the oppression of the Uyghurs. I am sure that his powerful voice will have been heard today.

The Minister mentions genocide. A clear-cut International Court of Justice case is currently ongoing, but the UK Government refuse to back it. What test has to be passed before our Government—a penholder in the UN on Burma—are likely to act? That is the problem: constant excuses.

I know how powerfully the hon. Lady feels about this issue, but, as I say, there is a specific definition in international law, and any decision has to be judicial. I am sure that this will come up in the future, and I am more than happy to meet the hon. Lady to discuss it.

The hon. Member for Aberavon (Stephen Kinnock) asked whether we would publicly oppose China’s election to the United Nations Human Rights Council this week. He will be aware that we never comment on voting in UN elections, which are conducted by secret ballot. The UK has been absolutely clear with China about our grave concerns in relation to Xinjiang. As I said, on 6 October we joined 38 other countries to call on China to allow immediate and unfettered access for independent UN observers.

I know that I have to give the hon. Member for Islwyn a couple of minutes, so I will wrap up. I reiterate that we cannot speculate on future designations under our sanctions regime. China must immediately end extrajudicial detention in Xinjiang and uphold the principles of freedom of religion or belief, freedom of speech and freedom of association for every single one of its citizens. As the Prime Minister and Foreign Secretary have made clear, we want a positive relationship with China, but we will always act to uphold our values, our interests and our national security. We are crystal clear with China when we disagree with its approach.

But if one is seeking to restart negotiations, one needs to do so on the basis of a plan that has legitimacy. It is not possible to move forward if the plan is actually based on breaking the law. Countless UN resolutions have pointed out that the settlements, as they stand, are illegal, so that has to be taken off the table before there is even a basis for starting to talk. That is why it is perfectly understandable why the Palestinian Authority is refusing to engage on that basis.

The Foreign Secretary and his Ministers continue to present the Trump-Netanyahu plan as a basis for talks. They ask the Palestinians to compromise, yet the Palestinians have already ceded 78% of their land to Israel. How much more can they be asked to compromise?

Does my hon. Friend agree that given Britain’s unique history in relation to Israel and the Occupied Palestinian Territories, it is important our Government continue to work at being an honest broker rather than taking sides? The position the UK Government have taken actually puts at risk Britain being seen as an honest broker.

I agree entirely. This country has a unique place in history and a unique responsibility, particularly if we trace this back to the Balfour declaration. It is vital that everything this Government say and do honours the commitments in that declaration.

The Foreign Secretary and Ministers also say that the Palestinian side should make a counter-offer. Well, they have: a two-state solution, as already set out in countless UN resolutions and based on 1967 lines. That is the counter-offer. Prime Minister Netanyahu’s coalition had agreed that Israel would begin de jure annexation from 1 July. Thankfully, the Israeli Government have rowed back on that for now, but what we are instead witnessing is more annexation by stealth. Netanyahu announced approval of preliminary plans for 3,500 new housing units in a new settlement in the E1 area between Jerusalem and Ma’ale Adumim, thus severing East Jerusalem’s contiguity with the rest of the west bank.

There is a lot in the Trump plan that I am sceptical about, and the viability of a future Palestinian state is important for me as I reflect on these issues, but I believe first and foremost in the power of sitting down and talking. The intransigence and refusal to engage on the part of the Palestinian leadership is a huge roadblock to progress in the region. That is why I reiterate my point about the need for leaders to show leadership. It is not just about the job title. It is about taking brave decisions to sit down and talk and break out of old modes of thinking and old patterns of behaviour.

My hon. Friend the Member for Bury South (Christian Wakeford) referred to a tech start-up company that we visited in Ramallah a number of months ago. The young people we met in that company look at what has happened in the tech sector in Israel, which has seen enormous growth and been a source of prosperity for Israel, and they want that too—they aspire to be a start-up nation too. They have every right to aspire to that, but they are also aware that their leadership has let them down on so many occasions. When we debate these issues in the Chamber, it is important that we think about not only the words of the Palestinian leaders but the Palestinian people themselves and what they aspire to.

Does the right hon. Gentleman agree that one of the major obstacles to young Palestinians being able to do what he describes is their lack of freedom of movement and their inability to access education, skills and opportunities? In order to present a balanced argument, I appeal to him to recognise that freedom of movement is a major obstacle to opportunity for the very people he is talking about.

I have seen all the roadblocks and the impediment that they create to economic opportunity. It is bad in the west bank, and it even worse in Gaza, but there is a reason why those roadblocks are there: they minimise the threat of violence and death for Jewish Israeli citizens. That is exactly the point I am trying to make—we need to move beyond that. It requires our Government to put more pressure on the Palestinian leadership to root out the school textbooks that glorify violence and incite hatred, to abandon the language of conflict and confrontation and to seize opportunities for peace.

Some 103 years ago, the Palestinians were abandoned when our then Foreign Secretary decided unilaterally to facilitate the establishment of a new state for one people in another people’s homeland. In 1948 the Palestinians were abandoned when that state was established, and in 1967 they were abandoned again when much of their remaining homeland was lost, leading to the occupation that continues today.

But this year they have not just been abandoned; they have also been ignored. On the back of ignoring them, Israel’s ignoring of international law has been rewarded, not punished, by political normalisation with two states in the region. We all want peace in the Holy Land, but when we are told that there are peace deals being announced without the Palestinians even being part of those deals, we should get real about whether peace is what we are really getting.

Peace is too important to be mis-sold. While Israel, understandably, pursues normalisation, we should remind all concerned that there is nothing normal about occupation. We found the lockdown due to covid-19 incredibly difficult, with curfews, lack of freedom to travel and being cut off from family, but Palestinians living under Israeli military occupation have been under their own lockdown for so many decades.

The argument being proposed is that the normalisation agreements with Bahrain and the UAE have halted annexation of even more Palestinian territory, but, as my hon. Friend the Member for Aberavon (Stephen Kinnock), who I thank for securing this debate, pointed out, they are continuing behind the scenes. The Israeli Prime Minister has made no such guarantee in any case to his own Knesset, and he has been indicted already more than once for breach of trust as well as for fraud. Why should we take anything he says at face value?

Closer to home, we know from our experiences with the Good Friday agreement that peace can come only when sworn enemies are seated around the table, not when only one side of the table has the chairs out. It is that experience we should be sharing with the world in Britain’s commitment to a safer, fairer world for all—including Israelis and Palestinians.

The recent announcements coming from the UAE and Bahrain are significant to those states’ relations with Israel but detrimental to peace between Israelis and Palestinians and righting the wrongs committed during the military occupation. No normalisation effort with Israel will be real and genuine—let alone accepted by the people of the region more widely—without addressing the reasons why normalisation has escaped Israelis for so long: the occupation and the wrongs emanating from it.

Does my hon. Friend agree that, despite what has recently happened, the Israeli Government have not ruled out normalisation of annexation for the long term, that it is a temporary thing, and that our Government need to ensure that the Israeli Government do not continue to pursue that as an agenda?

I thank my hon. Friend for her intervention. Indeed, she and I were in Palestine last year, visiting the Palestinians, and we saw at first hand what happens. I agree and would go further: as my hon. Friend the Member for Aberavon said earlier, it is not even paused; the truth is, it continues.

In Northern Ireland, we would not have declared peace with the Irish just because Britain normalised full political relations with Dublin. Nor can the Israelis claim peace with the Arabs just because of deals struck in the UAE and Bahrain. Trade deals and PR stunts are one thing; peace is completely different. Both Israelis and Palestinians deserve better than the status quo. Both the oppressor and the oppressed and their populations suffer through injustice.

As Dr H. A. Hellyer of the Royal United Services Institute and the Carnegie Endowment for International Peace wrote last week,

“full normalization for Israel does not require its government to set up diplomatic outposts in cities far away from Tel Aviv, but rather, to come to an equitable and just settlement with the people of Palestine, from Gaza to Jerusalem to Ramallah.”

In the end, the normalisation of Israel in the region can come only through acceptance on the ground by the wider Arab public, including the people of Palestine, irrespective of the fanfare from the Trump Administration.

As we continue to pursue peace, we must ask, who is peace for? It is not for the Emiratis and it is not for the Bahrainis. It is not even for us. It is for the Israelis and Palestinians. Anything that excludes one side is nothing to do with peace. This is not about the art of a deal—especially when the artwork is counterfeit—it is about the rights of the oppressed, the occupied and the erased.

I congratulate my hon. Friend the Member for Aberavon (Stephen Kinnock) on securing this important debate. I draw attention to my entry in the Register of Members’ Financial Interests for a visit to the Occupied Palestinian Territories with Medical Aid for Palestinians and the Council for Arab-British Understanding.

I rise to speak as a friend of Palestinians as well as Israelis—as, I believe, are all Members across the House. The conflict between Israelis and Palestinians has meant suffering on all sides for generations, along with regional instability and insecurity for Israelis as well as Palestinians. In Gaza, 80% of civilians depend on international humanitarian relief. In 2010, former Prime Minister David Cameron described the blockaded Gaza strip as a “prison camp”. The situation has not improved much since then; in fact, it has got worse. The plight of Palestinians has been worsened by restrictions on freedom of movement and on freedom of access to work, opportunity, healthcare and education. When I visited the Occupied Palestinian Territories last year, it was clear that the situation had got progressively worse. The daily battle of survival—to get to work and through checkpoints—is exhausting to observe, never mind to live through. That is why it is imperative that all of us work together to ensure that the Palestinians have a right to statehood. Our Government must do all they can to ensure that there is a genuine peace process to provide security for Israelis, a two-state solution and the right to Palestinian statehood. But the so-called Trump plan and the annexation threat by the Israeli Government have put all that in jeopardy and taken us backwards.

We need our Government to fight for an end to the occupation, to illegal settlements, to demolition orders, and to the barriers that prevent Palestinians and Israelis from being able to live side by side in peace and security. We need the international community to redouble its efforts to ensure that a genuine peaceful settlement can be reached. The Trump plan is far from that. That is why it is important that our Government fights for a permanent commitment to preventing annexation, not just a temporary reprieve. We need our Government to act as an honest broker, not to take sides. We need our Government to play the role that the world desperately needs us to play with other partners to ensure peace and security in a troubled nation and a troubled region. It is imperative that we all work together to make that happen in a genuine way.

I thank the hon. Lady and agree with everything she said. Her remarks are testament to how much cross-party agreement there now is about what is happening to the Uyghur people at the hands of the Chinese Government. I would certainly welcome an opportunity to work closely with her and other Conservative Members so that we can lobby their Government to take the action that we would all, I am sure, like to see.

We should all be alarmed and appalled by what we are seeing, but we should all also resolve to forge a path forward for Uyghur freedom. I do believe that, as the hon. Member for Wealden (Ms Ghani) said, our Government can play a key role in averting disaster. The time has certainly come for Magnitsky-style sanctions on individuals, whether state or non-state actors, where there are reasonable grounds to suspect that the person is involved in serious human rights violations in Xinjiang. There is no good reason to explain why these have not already been activated. I believe that the Government’s current position is that the evidence is not there yet—a position that I have to say I find incredible. If the evidence we already have is not strong enough, then could the Minister tell us what more is required? What line has to be crossed before we say that sanctions are now appropriate?

Sanctions alone will not, of course, be enough. We should go further in using and enforcing domestic avenues of accountability—in particular, corporate accountability relating to supply chains, as my hon. Friend the Member for Coventry South (Zarah Sultana) remarked. We cannot allow the fruits of forced labour to end up on our shores and in our homes. I know that British people everywhere would be appalled to think, for example, that the personal protective equipment that we have all come to rely on could have been produced by the abused and subjugated people of Xinjiang. If our words on eradicating modern slavery are to mean anything, then surely the commercial goods that the Uyghurs and others in Xinjiang are forced to make should be squarely in our sights.

Both these options relate to following and then attacking the money. As distasteful as it may seem, money does matter a very great deal. The Chinese Communist party has busily been buying up influence and the silence of other countries. A challenge based on restricting the flow of money for key regime individuals, and also for companies, both Chinese and others, that are benefiting from these crimes would hit where it hurts and send a clear message too.

There are legal options as well. I know that the situation is complicated—China is of course a permanent member of the UN Security Council—but we should not let that stand in our way, as the hon. Member for Wealden made clear. I know that the Government are proud to have co-ordinated a joint UN statement, and I am sure that the Minister will remark on that. I do not wish to sound uncharitable as to the actions that the Government have been trying to co-ordinate. I know that even getting to that point, faced with a concerted counter-effort by the Chinese Government, is significant, but I also know we can do better. As the Bar Human Rights Committee has said, we should lead efforts to establish an impartial and independent UN mechanism such as a special rapporteur, or maybe an expert panel, to closely monitor the situation in Xinjiang.

We should investigate the viability of more innovative legal approaches that could be taken, as we have seen in respect of the Rohingya. The International Criminal Court has intervened to probe the violence against Myanmar’s Rohingya community because part of the crime—deportation—has taken part in Bangladesh, which falls within the jurisdiction of the International Criminal Court even though Myanmar itself does not. Similarly, we know that deportations are taking place from Jinjiang to Tajikistan and Cambodia, and people are then repatriated to China and later murdered, tortured or sterilised.

I am grateful to my hon. Friend for securing this very important debate. Does she agree that if the perpetrators of ethnic cleansing and genocide are not prosecuted—as in the case of the Burmese military, despite the now overwhelming evidence—it is likely that genocide will become a policy tool for China and many other countries and leaders around the world? It is on our country and our Government to show leadership here.

My hon. Friend makes an important point. We can be in no doubt as to the ambitions that the Chinese Government have: President Xi Jinping made clear in his 2050 vision statement the sort of dominance that his country wishes to achieve. If the current actions of the Chinese Government are allowed to go unchecked for any longer, we are heading for a very dark century indeed, which is why we must all take action and press the Minister today.

I congratulate the right hon. Member for Sutton Coldfield (Mr Mitchell) on securing the debate. The Prime Minister has had his sights on scrapping DFID for some time. In fact, it has always been an easy target for some on the right, but it is thanks to the good men and women across political parties who helped to build a cross-party consensus that we have sustained our focus on tackling global poverty.

I pay tribute to the right hon. Gentleman and former Prime Ministers Cameron, Blair and Brown, and many others across different parties, who have supported our effort to tackle global poverty. It has saved millions of lives. We have seen this effort show great leadership around the world. Our investment of 0.7% of GNI to eradicate poverty has built good will around the world. We are an international leader because of the work that we have been able to do together, and that is what is at stake and at risk with the focus on downgrading DFID, on blurring the boundaries, on the militarisation of DFID spending—which is what is coming—and on down- grading the focus on poverty alleviation. [Interruption.] The Minister is shaking his head. I ask him to commit today to continuing the legislative commitment to eradicating poverty and keeping it enshrined in law, so that we do not see the diluting of poverty alleviation, which has built our reputation and soft power around the world. What is happening is a retrograde step.

I have spent many years visiting places to see the work of DFID officials and the NGOs that we support—British NGOs, which are the pride of our country. Of course there have been mistakes but overall, with our DFID, they have made an enormous difference, supporting refugees after the genocide caused by the military attacks on the Rohingya population who sought refuge in Cox’s Bazar and the Syrian refugees on the border of Lebanon and Syria, helping with the situation in camps in Jordan and many other countries where our aid effort has saved lives, and protecting women against violence and rape used as a weapon of war. Our DFID has protected those people. My plea to the Minister is to ensure that, as we move forward, we do not see a downgrading and diluting and we do not see the bad old days of aid for trade—a situation where we damage our global interests. In the middle of this pandemic, when our relationships and our need to work together globally are more important than ever, we must focus on what works, and what has worked is that focus on humanitarian support—on protecting people and saving lives. That is what builds good will, that is what builds our power around the world, that is what builds and strengthens our relationships —that is what will build global Britain, in the best sense of the phrase. As a former colonial power, we must remember our responsibilities to the world.

I thank my right hon. Friend and former Chair of the Women and Equalities Committee. Of course she will know from the equalities agenda how easy it is for cross-cutting issues to fall between the cracks of individual Government Departments. We remain absolutely committed, and she will know that I am personally committed, to our campaign to ensure that there are 12 years of quality education for every girl in the world, not just as a matter of moral duty but because it is one of the best levers to raise poverty in those countries. I also cite COP26 and climate change as another example of where we need to bring together our domestic ambitions and our international ambitions across the board and unite our diplomatic muscle and leverage with our development goals.

The spread of covid-19 has pushed half a billion people into poverty and 265 million to the brink of starvation. This merger is a massive distraction in the middle of an emergency. Can the Foreign Secretary assure the House that official development assistance will not be misspent on foreign security projects, which risk the UK contributing to human rights abuses abroad?

I thank the hon. Lady for her question. I know that she takes a very close interest in this matter. In relation to conflict situations in particular—I have mentioned Yemen, but I can think of other situations around the world—integrating the aid and development budget and policy is the way that we will get a coherent approach, which not only brings the conflict to an end and alleviates the humanitarian crisis, but is the best vehicle for protecting human rights sustainably.

Yes, I am very happy to confirm that, but of course we need to see far more than that in Venezuela. Maduro has brought his own country to its knees. Millions of people have fled to neighbouring countries. The country has been ruined by the lunacy of one man, and we all, as the international community, need to work together to do everything we possibly can to restore the fortunes of that once great country.

This might be my last Question Time as Foreign Secretary—or indeed it might not—but one important event that will happen before the result of the Conservative leadership election is announced is the launch of a major global campaign to protect the safety of journalists around the world. The UK has joined forces with Canada to spearhead this campaign, which I will be launching next month with Foreign Minister Chrystia Freeland. It will be the world’s first ever ministerial summit on media freedom, here in London. We have 700 confirmed attendees from media and civil society across 98 countries and from 45 different Governments. Together we will shine a light on abuse and raise the price for those who would harm or imprison journalists.

I thank the Foreign Secretary for announcing that conference. Whether he remains Foreign Secretary or becomes Prime Minister, or takes any other post, I hope that he continues consistently to champion human rights and media freedom.

I declare an interest in that last month I was part of a delegation with Medical Aid for Palestinians and the Council for Arab-British Understanding that visited the Palestinian refugee camp of Dheisheh in the occupied west bank. There we witnessed the vital work in education, health and other areas of humanitarian relief that the United Nations Relief and Works Agency does but which is now at risk because the US has threatened to defund and delegitimise the agency. Can the Foreign Secretary confirm that the UK intends to support the renewal of UNRWA’s mandate at the General Assembly later this year so that it can continue its vital work of protecting people and giving them a sense of hope?

I am happy to give my hon. Friend a personal commitment that I want to do more on this front, and also to tell him that the United Kingdom is a world leader in countering extremist disinformation online. We have developed particular expertise over the past five years or so, and we share our information widely.

My hon. Friend is right to say how coldly calculated this attack was. To co-ordinate six explosions to take place at virtually the same moment required an enormous degree of planning. Those people knew exactly what they were doing. They spent a long time planning the attacks and finding the recruits to carry them out. We have to think hard about the kind of people who would do such a thing, and I hope that will mean that we redouble our efforts to ensure that it does not happen again.

I join the Foreign Secretary, the shadow Foreign Secretary and colleagues across the House in utterly condemning these terrorist attacks. My thoughts are with the victims and their families.

Does the Foreign Secretary agree that the focus on protecting religious minorities—in this case, Christian minorities—must be redoubled? The atmosphere of intolerance towards religious minorities in different countries—whether they are Christians, Buddhists, Muslims, Jews or Hindus—has increased, and the international community must step up to provide that protection, as well as security for minorities.

The hon. Lady is absolutely right. Let me also commend her for the work that she has done in championing the rights of Rohingya Muslims in Burma; I think that my first contact with her when I became Foreign Secretary was in that connection.

It is important to understand that it is an easy first step to target and attack someone because of their religion, and that in very poor countries where many people have not had a proper education it is easy to whip up feelings in a way that can be lethal.

I beg to move,

That this House is deeply concerned by the ongoing humanitarian crisis facing Rohingya refugees; agrees with the findings of the UN fact-finding mission that genocide and war crimes have been carried out against the Rohingya by senior Myanmar military figures; calls on the Government to pursue an ICC referral for Myanmar through the UN Security Council; and further calls on the Government to put pressure on the United Nations to prevent the repatriation of the Rohingya from Bangladesh to unsafe conditions in Myanmar and continue to provide assistance to Rohingya refugees.

I am grateful to the Backbench Business Committee for granting this debate and to my co-sponsor, the hon. Member for St Albans (Mrs Main), who co-chairs the all-party parliamentary group on the rights of the Rohingya. I want to also extend my gratitude to my co-chair of the APPG on democracy in Burma, the hon. Member for Sutton and Cheam (Paul Scully), and to all Members of Parliament who supported the application for this important debate.

We are deeply concerned about the horrific ongoing crisis affecting Rohingya people in Burma and Bangladesh. We are close to Christmas, and I know that many colleagues would have liked to be here to support this motion if not for family or constituency commitments. The proximity to Christmas should remind us all of our duty to refugees. The Christmas story reminds us of the plight of those displaced from their homes.

I thank my hon. Friend for getting this important topic debated in Parliament, because many people out there will think that the British public and its Parliament have forgotten the desperate plight of the Rohingya. Does my hon. Friend agree that, while we commend the Bangladeshi Government for their incredible generosity in dealing with hundreds of thousands of refugees, we must compel our own Government to do a lot more to assist them and to hold to account Aung San Suu Kyi and her regime for the crimes perpetrated against the Rohingya people?

I very much agree with my hon. Friend’s sentiments. I hope that the Minister will be able to update us on what action the Government are taking, because we depend on the Foreign Secretary and Foreign Office Ministers to take a leadership role.

Spending time in our warm homes this Christmas will remind us of the conditions in which people are living in the camps in both Burma and Bangladesh. Being with friends and family will remind us of those separated from their loved ones, some forever. At a time of peace and good will, we should recall the fate of the Rohingya people and other refugees around the world who are subject to war, rape, execution and mutilation, their villages burnt and their lives destroyed.

This is not the first time that the House has debated the Rohingya refugee crisis, and it will not be the last. This is one of the greatest humanitarian crises of our time. The United Nations fact-finding mission concluded that the Burmese military were responsible for

“consistent patterns of serious human rights violations and abuses…in addition to serious violations of international humanitarian law.”

It made concrete recommendations that the Burmese military

“should be investigated and prosecuted in an international criminal tribunal for genocide, crimes against humanity and war crimes.”

And yet so little has been done in practical terms to solve the crisis, provide safety and security for the Rohingya people and bring those responsible to justice.

How did we get here? We know from the history books that human beings only behave like this towards one another after a process of dehumanisation. From Cambodia to Srebrenica, massacres are carried out when communities have been isolated, demonised and presented as subhuman and worthy only of extinction. The Rohingya Muslim minority in Burma have been the subject of decades of systematic segregation and racial discrimination. Much of the forced segregation stems from the citizenship law of 1982, under which full citizenship in Burma is based on membership of one of the national races—a category awarded only to those considered to have settled in Burma prior to 1824, the date of the first occupation by the British. In Burma’s national census, the Muslim minority group was initially allowed to self-identify as Rohingya, but the Government later reversed that freedom and deemed that they could be identified only as Bengali, which they do not accept because they are not Bengali.

Over the past few years, the Rohingya have been indiscriminately targeted by the Burmese military. The August 2017 attacks were the most systematic and the largest in scale, but they were not the first. Attacks in 2012 and 2016 led to the internal displacement of more than 124,000 Rohingya people, who were forced to live in what are effectively prison camps in Rakhine state, with extremely limited access to food, healthcare and shelter. I visited those camps in Rakhine state twice, and the conditions have not got any better. People are arbitrarily deprived of liberty and forced to live in conditions described by the UN deputy relief chief as

“beyond the dignity of any people”.

There are echoes of apartheid in Rakhine, with one racial group separated, corralled and delegitimised. There are echoes too of previous genocides, with civilians sent to camps, villages burnt and human rights trampled under military boots. But this is not the 1930s, the ’40s, the ’70s or the ’90s. It is happening in this day and age, as we sit here in the Chamber this Christmas.

Aung San Suu Kyi’s failure to condemn the violence and stand up to the military has been deeply disappointing. While power over security operations constitutionally resides with the military and her power to halt the military offensive is limited, her ability to speak out in defence of the Rohingya is not. She spoke out for democracy and human rights from house arrest and liberated her country, and yet she failed to speak out for the rights of the Rohingya people when a genocide took place.

The 2017 attacks by the Burmese military came after a lengthy campaign initiated by those in power to demonise the Rohingya people using online platforms. Hidden behind fake accounts, military officers exploited the wide reach of social media to promote their divisive rhetoric and create a culture of suspicion and anger. They created fake news and sent it into the battle against the Rohingya. Of course, incidents of mass violence have happened before, catalysed by other forms of media. In Rwanda in 1994, local radio stations incited Hutus to kill Tutsis. Within 100 days, 800,000 people were dead. While social media platforms cannot be wholly blamed, the UN fact-finding mission singled out Facebook as a tool used to disseminate hate speech and concluded that it played a “determining role” in inciting violence against the Rohingya.

Social media can also be a force for good, as it was in the Arab spring in 2010-11. It is highly influential and can play a positive role. However, it is important that we recognise its capacity to foment division and incite violence—and, in this case, murder. Social media companies have a responsibility to ensure that malicious posts and dehumanising material are removed from their sites without delay. We must ensure that there are regulations and controls to prevent these abuses from happening again.

I congratulate my hon. Friend on securing the debate and on her outstanding advocacy of all that is best in the determination of this country to drive a human rights agenda internationally. I visited Myanmar three years ago. It was a beautiful country of immense potential, emerging—we thought—out of an era of authoritarianism, but it is now scarred and shamed by the treatment of the Rohingya. Does she agree that an unambiguous message needs to be sent today that the Government of Myanmar will forever be a pariah state until they end the shameful war crimes against this noble people, the Rohingya?

I share my hon. Friend’s concerns. The Government need to make it absolutely clear to the Burmese military and the Burmese Government that if they continue to carry on like this without progress on this very important issue, they will continue to be seen in a very negative light and as a pariah state. They will face difficulty doing trade, quite rightly, and challenges from the wider international community. If they want to make the transition towards democracy, and want to make sure that human rights are protected, they have to take action to get their country in order to protect people’s rights, including the rights of the Rohingya minority—and other minorities, because the military have been attacking others too.

There are now over 1 million Rohingya refugees in Bangladesh. Over half the refugees are children, 160,000 of whom are under the age of four. Following the 2017 attacks orchestrated by the Burmese military, some 700,000 Rohingya refugees joined hundreds of thousands who had already fled there following previous periods of targeted attacks, notably in 2012 and 2016. The border pathways are particularly dangerous. Last year, Amnesty International accused the Burmese Government of having laid landmines in the path of fleeing women and children.

In July 2018, I visited Cox’s Bazar in Bangladesh with the International Rescue Committee to see for myself the situation of the Rohingya refugees, and to hear about their lives in the camps and how they got there. The overwhelming, immediate impression is the scale of the disaster. Almost 1 million people are now packed densely into only five square miles. During my visit, I heard terrifying stories of the brutal violence and persecution that the Rohingya faced at the hands of the military during last year’s attacks. The people I met were traumatised, unable to sleep or eat. Daughters were raped in front of their mothers; children were burnt to death in front of their parents. Women and men were separated into different rooms and slaughtered. A father painfully told me of his son and how he had been burnt to death in front of him. As I left, he added, “We want justice.”

I met non-governmental organisation relief workers. Local and international agencies are doing incredible work in very difficult circumstances. Some 30,000 NGO workers of Bangladeshi nationality are working in camps with international NGOs. But the NGOs tell me that the lack of long-term funding is making it very difficult for them to plan ahead and scale up their work, not to mention the restricted access and bureaucracy in trying to work in the camps. Although the situation is marginally better than in Rakhine, there are major challenges, and only two thirds of the UN appeal for funding has been fulfilled. That is not enough, and our Government need to do more to ensure that the outstanding funding is committed by the international community.

Last year, the response from the authorities and the people of Bangladesh was incredible. They demonstrated immense generosity to the refugees, despite being one of the poorest countries in the world, with millions of people living below the poverty line and facing the greatest risks from climate change. Over recent years, when thousands were killed by the Burmese military and hundreds of thousands sought refuge, Bangladesh kept its borders open and provided them with sanctuary. But the international community and other neighbouring states must do more to support that country in the humanitarian crisis. We know from our experience in Europe that absorbing so many people is a massive challenge even for this continent, which is among the wealthiest in the world. The end result must be the peaceful return of the Rohingya to their homes, but that must happen only when it is safe and when the Rohingya believe that the danger has passed.

These are particularly turbulent times for the Rohingya people, as only a few weeks ago, in the run-up to the planned repatriation date, there were reports of an increased military presence in the camps. This, according to the United Nations Commissioner for Human Rights, has caused a state of terror and panic. All the families placed on the list for repatriation refused to return to Burma as they were too afraid of the current conditions. It is imperative that any return is safe, dignified, and, crucially, voluntary. It is vital that we keep up international pressure on the Burmese Government. They need to know that the world is watching.

I welcome the contributions by Nobel peace prize winners Tawakkol Karman, Shirin Ebadi and Mairead Maguire, who implored Aung San Suu Kyi to “wake up” to the atrocities after they visited Cox’s Bazar. Nobel laureates such as Malala Yusufzai, Muhammad Yunus and Desmond Tutu, among others, have also spoken out. I welcome the legal voices who have spoken out in favour of human rights and justice—Amal Clooney and Ben Emmerson QC, among others. I welcome the interventions made by Cate Blanchett, who visited the camps in her role as a UN good will ambassador, and by Angelina Jolie as a special envoy of the United Nations High Commissioner for Refugees. Others have supported the humanitarian fundraising effort by visiting the camps to raise awareness and keep the media interested and engaged in what is happening. They include Ashley Judd, Mindy Kaling, Freida Pinto, Priyanka Chopra, and many others.

Most of all, I am incredibly grateful to, and commend, my colleagues in this House and the other House who have visited Burma and Bangladesh and publicly campaigned and voiced their concerns. The fact is that the more attention we generate, the brighter the light we shine, and the more noise we make, the less likely that further murders and atrocities will occur. Scrutiny and activism from campaigners, the media and the wider international community is literally the only line of defence for the Rohingya people against the Burmese military and its might.

I commend my hon. Friend for the fantastic campaigning that she personally has done, as well as all the other people she listed. One of the main difficulties is that at the United Nations, there are two Governments, one in the Security Council and one in the General Assembly—China and India—who have been supporting the Government in Myanmar. The Chinese, in particular, have massive investments in Rakhine province, and, as a result, they have not been prepared to take the action that should be required internationally. Does she agree?

I could not agree more. I will come on to that. I very much hope that the Government will build the alliance that is needed to get support at the United Nations.

The United Kingdom has a unique responsibility towards Burma. We must use all our relationships, forged over many centuries, to argue for a peaceful settlement to the crisis. We are also the penholder in the United Nations for Burma. We must apply all the pressure that we can. However, as hon. Friends and others have pointed out, it is not just about our humanitarian response to the 1 million refugees, nor the prevention of future violence, nor even the return of the Rohingya to their homes; ultimately, it is about justice.

Here in the UK, many Members of Parliament have consistently campaigned against the persecution of Rohingya people. On many occasions, we have pleaded with the Prime Minister and successive Foreign Secretaries. We have held parliamentary debates. We have used our platforms publicly to denounce the atrocities. While there have been welcome changes in tone from the Foreign Secretary, and a more critical and proactive stance is being taken, including by his Ministers, this has yet to translate into a stronger policy.

Over the years, there has been little concrete action from the UK Government to solve this issue. In 2017, we warned the Government of increasing tensions in Rakhine state weeks before the brutal military campaign, but little was done to prevent it. When asked in a parliamentary debate last year, the Minister said that if the United Nations determined genocide, then

“of course the UK Government will be the first to be supportive of taking these matters to the International Criminal Court.”—[Official Report, 17 October 2017; Vol. 629, c. 780.]

Twelve months later, there has still been very little progress. Last November, the Prime Minister called explicitly for more action and said that the humanitarian crisis

“is something for which the Burmese authorities—and especially the military—must take full responsibility.”

She went on to pledge that Britain would

“continue to play a leading role in bringing the international community together…to do everything possible to stop this appalling and inhuman destruction of the Rohingya people.”

The sad reality is that our Government, while strong on providing humanitarian assistance, have not come close to putting real pressure on the Burmese Government and their military leaders. It should not have taken more deaths and displacement to make the international community take notice. This crisis happened on our watch. The UK Government should publicly press the Burmese Government to immediately stop all abuses, remove restrictions on freedom of movement, improve conditions for all Rohingya in Rakhine state, and grant unfettered access to Rakhine state to humanitarian agencies and rights monitors. The UK Government should insist that no repatriation of Rohingya refugees takes place until it is safe to do so. The UK and concerned Governments should call on the Bangladeshi Government to halt their plans to relocate refugees to Bhasan Char and encourage them, instead, to consider alternative, safer and more feasible options for relocating those who are vulnerable in the current camps.

The UK Government must press the Burmese authorities to take steps to address the culture of marginalisation and discrimination of the Rohingya community in Burma and to reform the 1982 citizenship law, which renders the Rohingya stateless and denies them basic human rights. The UK Government must accept the full findings and recommendations of the United Nations fact-finding mission, and they should play a leadership role in pressing the United Nation Security Council to urgently refer the situation in Myanmar to the International Criminal Court so that all crimes, not just the crimes of deportation, can be considered.

The international community must not allow the Burmese military to get away with the slaughter, rape, torture and displacement of the Rohingya people on such a scale that it constitutes genocide. I ask the Minister to address head on the issues of getting the International Criminal Court to bring the criminals to justice. That is vital not only in this instance of genocide but in the prevention of future genocides.

After the holocaust we said “never again.” After the killing fields of Cambodia we said “never again.” After Srebrenica we said “never again.” And after 800,000 people were slaughtered in 100 days in Rwanda we said “never again.” It is time we pledged to end genocide, to work for peace and to bring perpetrators to justice, because genocide continues to occur. This time let us say “never again” and mean it. Let us bring the war criminals to court and give the Rohingya people the justice they deserve.

We have made it clear that we do not feel it is an appropriate place, for the reasons my hon. Friend rightly sets out. Out of sight is out of mind. There is a sense of it being almost like an Alcatraz or near enough some sort of holding pen, rather than a viable place for the longer term.

On my hon. Friend’s previous point about the joint response plan, which goes to the issue of the overall humanitarian response, I am afraid to say that at the moment, as the hon. Member for Liverpool, West Derby will know, it is only partially funded. The current figure is 68.9%, which is $654 million out of a $950 million expectation. The UK is, mainly through the international community in Geneva rather than New York, actively encouraging others to step up to do their share in fully funding the plan, including through DFID’s relationships with other donors and donor agencies.

Ultimately, we all know that the solution to the Rohingya crisis lies in Rakhine and in Burma more widely. The UN fact-finding mission—we are supportive of it and its evidence—uncovered evidence of a series of horrendous crimes. Its report makes for chilling reading. However, as I have said previously in this House, the Government believe that any judgment on whether genocide has occurred is not a political judgment but a matter for judicial decision. It is therefore critical that we work to ensure that a credible judicial process is put in place. The Burmese authorities want to demonstrate that there is no need for an international justice mechanism. They must show that their commission of inquiry will lead to an effective judicial process. I share many of the concerns expressed on the Opposition Benches about that process. What I would say is that the commission of inquiry does have high-ranking international observers. We therefore continue to maintain some hope, but it can work only if it properly holds to account those responsible for crimes, whether they are civilian or in the military.

I have a great deal of time for the Minister, but I find it utterly shocking that, after everything he has heard and all that he knows—he knows a lot more than many others, because he is the Minister—he believes we should be even recognising the internal commission of inquiry. The Burmese military uses commission after commission to distract the international community. In the past, when his predecessors in government used similar lines, we would subsequently look away and thousands of people would have been killed and hundreds of thousands forced out of their country. The same mistake is happening again. He should not have any hope for that internal inquiry. He should answer the question in the motion about the ICC and what we will do.

I think the hon. Lady has slightly misinterpreted what I said. I have very little faith in the commission of inquiry, other than the fact that within it there are international individuals who will hopefully be able to keep some lines of communication open. She is absolutely right that the Burmese authorities have given very little evidence in the past year to suggest that this will be anything more than a whitewash. As I say, there are individuals involved who I hope can keep lines of communication open. [Interruption.] In fairness, the Annan report was commissioned in part by the Burmese military. It provides a fantastic template, if only it were properly enforced.

The Minister is right. We recognise the contribution of the late Kofi Annan, and we recognise that the commission’s recommendations would be significant if only they were implemented. The Burmese military’s answer to those recommendations was the 2017 attacks that brought about this crisis, with thousands of people killed and 700,000 forced out. That is their answer to people like Kofi Annan and others—independent- minded figures engaging and trying to help the Burmese Government. Their answer is further slaughter and genocide.

I very much respect what the hon. Lady has said, and, as she will know, I share her concerns. We will do all that we can.

If I may, in the time allotted to me, I will say a little more about what else we are doing in the international community. The Foreign Secretary is the Minister who visited Burma most recently, back in September. He made our expectations very clear to Aung San Suu Kyi, and repeated that message in a letter written jointly with the French Foreign Minister. He made it clear that if the commission of inquiry was to have any credibility, it must be transparent and independent, and must take full account of the international evidence brought to it. If it is not and does not, the Burmese authorities and their supporters at the United Nations will, in our view, have no grounds whatsoever for rejecting moves towards an international mechanism to secure that accountability.

Let me now say something about the UK’s international action. We are, in the meantime, building on our success at the September session of the Human Rights Council, where we secured a regulation mandating the creation of a “collect and preserve” mechanism. That will support the preparation of case files for use in future prosecutions. I fear that some of the leading lights of the Burmese military will be there for some time to come, but that unique mechanism will enable evidence to be in place for those future prosecutions.

We have been clear with fellow members that the Security Council should take further action, and we have tried to build consensus on what that might be. I know that many Members would like the Security Council to refer the situation in Burma to the International Criminal Court, but a referral would be extremely difficult to achieve, because veto-wielding members of the Security Council would vote against it. I must say to the hon. Members for Tooting and for Bradford East and others that there is a risk that a vetoed resolution would be counterproductive to our aims, because it would reduce pressure on the Burmese military, and would also undermine the very credibility of the United Nations.

I know that some look back at China’s decision to abstain rather than vetoing the UN Security Resolution in 2005 referring the Darfur situation to the International Criminal Court. I believe that we should test what China is prepared to accept in this situation, but I also think we need to recognise that the way in which that nation behaved in 2005 in relation to a crisis in Africa may not be the way in which a China that is rather more assertive on the international stage behaves in relation to a crisis in its own neighbourhood.

Let me start by expressing my gratitude to my hon. Friends and other Members, especially my co-sponsor the hon. Member for St Albans (Mrs Main), for taking time to contribute to this debate ahead of Christmas. Everybody has spoken passionately and with conviction and courage about the importance of the need for the British Government to act, and we have highlighted our own experiences of why we need to act. I am grateful to the Minister for the work he has been doing and for what he has said.

Let me sum up and reiterate some of the points made by my hon. Friends and Members in all parts the Chamber. The first is the importance of the reform of citizenship laws and the protection of all minorities—especially the Rohingya population, given the scale of the disaster, but also other minorities, including Christian minorities. There are conflicts throughout Burma that affect humanitarian access for other minorities, such as the Kachin.

Along with its humanitarian dimension, the particular focus of the motion is the need to seek an International Criminal Court referral through the United Nations. The Minister highlighted very well the complexities of getting such a referral, and we understand them, but we need to remind ourselves of some of the remarks that have been made, including “If not now, when?” If the Minister is not prepared to say when, for the reasons that he has explained—we fully appreciate the complexity and difficulty of international diplomacy—will he please make the commitment that he, and perhaps even the Foreign Secretary, will regularly report to the House, without our having to spend months trying to secure a Backbench debate that then gets delayed because of the wider crises that we face in this country, particularly given the uncertainties of Brexit and a potential no-deal situation?

The point about the referral and accountability and justice is well made and important. We are particularly passionate and determined that this foreign affairs team—the current Foreign Secretary, with the Minister and his colleagues—take action, because they have shown the greatest commitment so far. That includes the Foreign Secretary’s recent visit to Burma and his discussions with some of us before and after that. I am grateful for the time that has been given to involve Members of the House. This team has shown the most commitment to trying to get results, so we need to seize that opportunity, because we have had a lot of change, with a number of Ministers having moved. Although we have the Government’s commitment and understanding, we need action. Otherwise, we will keep coming back here to remind and re-educate subsequent Ministers, not because they do not care, but because they are having to learn fast, as this Minister had to do when, as a new Minister, he stood in this Chamber to respond to an urgent question when this crisis began. That is why we are absolutely determined to ensure that the Government take much stronger action and report back—every few months, I hope—with some results, rather than have us go round in circles.

The points on the issues relating to protection, particularly of women and children, are well made. I urge the Minister to make sure that DFID does more and that we do more to ensure that the outstanding funding is provided for the appeal, because without medium to long-term funding, the hand-to-mouth existence is going to cause further devastation.

My hon. Friend the Member for Liverpool, West Derby (Stephen Twigg) mentioned the Jordan compact as a way of learning what else could be done and supporting host populations, as has been the case in Jordan in respect of Syrian refugees. It is important that DFID and the Foreign Office explore those options. On the conditions in the camps, the International Development Committee highlighted the 200,000 people who would have been at risk if landslides had taken place as a result of flooding and cyclones. There is a real risk that that could happen next year. I know from spending the first seven years of my life in Bangladesh that the climate is very difficult, so I hope the Minister will do more with the Department to ensure that more support is provided.

I want to thank all the international and domestic non-governmental organisations that have supported the efforts, both in Rakhine and in Bangladesh. I particularly thank the Burma Campaign UK and Refugees International, which first took me to Burma when I was a newly elected MP, in very challenging circumstances. I also thank the faith organisations—the mosques, synagogues and churches—which have raised so much money; British nationals have raised so much money and shown so much generosity. I echo the appeal made by my hon. Friend the Member for Bishop Auckland (Helen Goodman) for people to donate ahead of this Christmas to support people who are struggling to survive. I thank all of my colleagues for giving their time and sticking with this very important issue, because genocide cannot be taken lightly. That is why we must act.

I wish to thank you, Madam Deputy Speaker, for indulging us, and me in particular, in allowing me to speak for a bit longer than two minutes. I wish you a very happy Christmas, and I wish all colleagues, especially my co-sponsor, a very happy Christmas and new year.

I thank the hon. Lady for her good wishes. I have allowed speeches to take rather longer than they ought to have this afternoon because this is a very difficult subject, and some powerful and impassioned speeches have been made. It breaks my heart to think of the way in which this Chamber and this Parliament are criticised for what happens for half an hour a week, given that for the other 40 hours of the week that we sit here in this Chamber and this Parliament we do some very good and important work. I am grateful to everybody who has taken part in this debate this afternoon, and I only wish that those who observe us would look now and see how positive and beneficial this Parliament is to the nation and indeed to the world.

That this House is deeply concerned by the ongoing humanitarian crisis facing Rohingya refugees; agrees with the findings of the UN fact-finding mission that genocide and war crimes have been carried out against the Rohingya by senior Myanmar military figures; calls on the Government to pursue an ICC referral for Myanmar through the UN Security Council; and further calls on the Government to put pressure on the United Nations to prevent the repatriation of the Rohingya from Bangladesh to unsafe conditions in Myanmar and continue to provide assistance to Rohingya refugees.

I am very happy to do that. It is extremely important that there is a clear red line: the use of chemical weapons, of which nerve agents are one, is totally unacceptable. The price will always be too high. The EU has already agreed to a chemical weapons sanctions regime, and we will press it to implement that regime as soon as possible.

T5. The recent UN independent fact-finding mission on Myanmar called for the country’s top general, Min Aung Hlaing, to be investigated and prosecuted for crimes against humanity and genocide in northern Rakhine. Other Members have already referred to the situation there. Does the Foreign Secretary agree that if the UK does not use its leadership role as the UN Security Council’s official penholder, there is a real risk that those Rohingya people who remain in Myanmar will face the same consequences as others have and that the genocide will continue? We have warned the Government about this issue, and action needs to be taken now.

I do agree with the hon. Lady. A referral to the International Criminal Court would need Security Council consensus, and we need to discuss with our Security Council colleagues whether that is achievable. We will not stop making sure that justice is done in this situation.

I know that my hon. Friend has visited the west bank and has seen some of the actions of the Israeli security forces. Perhaps the Minister will respond to that. The UK must press for an independent inquiry and ensure that its abstention at the Human Rights Council does not send the message that grave violations of international humanitarian law will be tolerated.

In 2012, the UN warned that Gaza would be unliveable by 2020. In July 2017, the then UN co-ordinator for humanitarian aid and development activities, Robert Piper, revised that projection, saying that

“that unlivability threshold has been passed quite a long time ago.”

I share that view. Chronic needs and injustices must be addressed now. Many right hon. and hon. Members present have actually seen the conditions there with their own eyes. The people of Gaza cannot wait for a successful peace process. The blockade must be lifted and the suffering relieved.

My hon. Friend will be aware that the former Conservative Prime Minister described Gaza as the world’s biggest open-air prison. That narrative has changed, as has the policy of the Government, who seem increasingly apologetic about the Israeli Government’s actions. I welcome the Government’s reference to an international inquiry, but they are shirking responsibility given our history in that country and region. I call on the Minister and his Department to work in the spirit he has always shown and make sure that the Prime Minister and the Foreign Secretary start to show some leadership on this issue, rather than ducking and diving, as has happened over the past few years.

I absolutely agree. I hope that we will hear some positive responses from the Minister. Until Israel ensures effective and independent investigations that result in the criminal prosecutions of those responsible, the International Criminal Court must open a formal investigation into these killings and serious injuries as possible war crimes and ensure that the perpetrators are brought to justice.

The debate relates to the work of DFID, and the protests, attacks and deaths merely shadow a wider issue, which is that many Palestinians live a miserable life because of the Gaza blockade. It has now been 11 years since the closure of Gaza, which was intensified by Israel’s imposition of a land, sea and air blockade.

Despite Israel’s removal of its settlements in Gaza in 2005, it retains effective control over both the territory and its population. It therefore remains the occupying power, with all the humanitarian and legal responsibilities resulting from the fourth Geneva convention, including for the Gaza population’s access to adequate healthcare, the provision of medical supplies and the functioning of medical establishments. Hospitals in Gaza are suffering a drastic deficit in medical disposable equipment and vital drugs. The World Health Organisation warned that the health system in Gaza is

“on the brink of collapse”,

with more than 40% of essential medicines completely depleted, as well as shortages of electricity and fuel for generators.

Permit approval is needed from Israel for patients seeking urgent treatment outside Gaza. Last year saw the lowest rate of permit approvals for Palestinian patients since records began, causing the avoidable tragedy of the deaths of at least 54 people after the denial or delay of their permits.
