Commons ChamberThank you, Mr Deputy Speaker. I am grateful to the hon. Gentleman for making his point, but I do not know what it says about my hon. Friend the Member for Brigg and Goole (Andrew Percy) or the right hon. Member for Lewisham, Deptford (Joan Ruddock) that while they were making their interventions, he thought his own Twitter feed was more intriguing than the points they had to make. However, he is a genial soul and I know they will forgive him everything, as will I.
Let me return to the central theme of many of the interventions we have just heard—the need to target support better on the poorest. In the context of everything we are doing in education, the coalition Government have already made a series of decisions, with constrained resources, to make sure that the poorest benefit from our policies. We are extending free child care to 15 hours a week for all three and four-year-olds. That did not happen under the previous Government and I had hoped they would support it, but we have introduced it. We are also extending free child care to 100,000 of the poorest two-year-olds. That happened on this watch. Those 100,000 children would not have received free child care and preparation for school if it had not been for the commitment of the coalition Government. I am grateful that some Opposition Members, such as the hon. Member for Nottingham North (Mr Allen) and the right hon. Member for Birkenhead (Mr Field), support us, and I am sure that many others recognise that this is a progressive step that all should applaud.
We are also implementing a pupil premium—£625 million this year, rising to £2.5 billion by the end of the comprehensive spending review. As a direct result of that, every poor child will have thousands more spent on their education. That money will be invested in better teaching, one-to-one tuition and catch-up learning, all of which is additional money on top of the schools budget. That policy was rejected by the Labour party in coalition negotiations. In order to make sure that all those interventions to help the poorest could be funded, the coalition Government had to take some tough choices, one of which is to replace EMA with a new system of support.

The reason we are replacing EMA—beyond the desperate financial situation that we inherited—is that we are making our policy based on evidence that was commissioned, sifted, prepared and analysed by an organisation that was working for the previous Government. The National Foundation for Educational Research was commissioned by my predecessor to look at the barriers to continued participation in education for 16, 17 and 18 year-olds. I shall go into some detail about what the report argued. It concluded that EMA or any replacement for it should be targeted better at those young people who feel that they cannot continue in learning without financial support. That argument has consistently been made in the debate by a number of people from different parties. Yes, we acknowledge that there will have to be cuts—although the right hon. Member for Leigh will not say how many—and, yes, we acknowledge that some of the people who currently receive it might not be the most deserving. If the economy were growing it would be fantastic to offer that incentive, but given that it is not, let us make sure that those most in need are supported.
Half of young people receive EMA, but only 12% of them—so 6% of students overall—said that they needed financial support to stay in learning. The NFER says that financial support should be increasingly targeted at those most in need, and I could not agree more. Specific financial barriers to learning—which have, I must in fairness add, been mentioned by the right hon. Member for Leigh—are faced by particular students. I am particularly conscious of the need to support students who have learning difficulties, and I am aware that when students have caring responsibilities they need more support. I am particularly aware that when students are teenage parents, additional financial support will be required because of their specific circumstances. In the scheme that we are developing, all those considerations weigh heavily with me.
There are also individuals in specific circumstances who need additional support, as the right hon. Member for Leigh has also pointed out. Additional support sometimes depends on the course one pursues. If one is pursuing a catering course, the cost of buying whites and knives and so on will be more than the cost of an academic course in a sixth form where the books are supplied and the costs of participation are less. We need to take that into account, as well as the need for straightforward support. There are poorer students at school who will be eligible for free school meals—and quite right too—who will not have that support in FE colleges. One of the questions in my mind is how we can ensure that the basic maintenance needs to keep body and soul together, which poorer students require, will be available, whatever institution they attend.
There are also students—particularly, but not exclusively, in rural areas—who face barriers to participation because of transport costs and transport sparsity. Again, I am looking at all those areas. I am helped by the detailed work that has already been undertaken by the right hon. Member for Bermondsey and Old Southwark. His job as access advocate is not just to explain how our policies can help social mobility at every stage; he is making sure that the replacement for EMA deals with all the real-world issues. I am grateful to him for his support, as I am grateful to any hon. Member who can make constructive suggestions about how we can better target the money given the constraints under which we operate.
The hon. Gentleman’s intervention demonstrates why he should have been in the Chamber earlier to listen to the debate—[Interruption.] He was not here when I made my intervention. The hon. Gentleman asks a question, however, so I am happy to explain. Rather than having an education maintenance allowance that is capped at £30 a week, it would be far better to have a discretionary learner support fund sited in the college that the pupil attends, where the principal and teachers best understand the needs of that pupil and can therefore address their particular barriers. I do not accept that household income has any meaningful correlation with the barriers to accessing further education that someone faces.
The hon. Member for Streatham (Mr Umunna) pulls a face at me, so let me explain why. Blackpool and Fylde college is on Ashfield road in my constituency. Right at its front door is a large council estate where some of the most deprived residents in my constituency live. Do they have the same needs as someone in a slightly higher income bracket living two or three miles further up the road? They do not. Household income is not the indicator that must be examined when determining the barriers that must be overcome.
The hon. Member for Worsley and Eccles South (Barbara Keeley) who, like me, is a passionate defender of young carers, was right to point out that there are groups of young people who face complex hurdles if they are to access further education. I do not accept that the education maintenance allowance is the magic wand that Labour Members seem to believe it is. I join other Government Members who have asked for further information about what form the discretionary learner support fund will take and how it will enable those with complex needs to access further education, because it is vital that they do so.
Labour Members cannot keep simply backing structures rather than people. It is horrifying that, in a modern democracy, we have a Labour party that still likes to think that it can keep people under its thumb, say, “You’ll get £30 a week and no more; we’re going to keep you where you are,” and then expect people to be grateful. I want a further and higher education system in which all people can participate without being restricted by a barrier of £30 a week and no more. The discretionary learner support fund will enable an individual student’s needs to be properly assessed and met, because we will focus on what the need really is, not on the mythical universal provision for which the Labour party hanker, albeit not because Labour Members wish to support their constituents any more. I have never before seen a political party further from the people whom it seeks to represent or that has so forgotten the people from whom it allegedly came.
I am sorry that the hon. Lady says that, but I can say only what I observe in the Chamber. I am saddened that democracy has reached such a level.
I am running out of time, but I leave hon. Members with this thought: in this day and age, we need to ensure that every person who wishes to go into further education is able to do so, and this Government will enable that.
I want to address the question of the impact of EMA head-on. Three colleges in my constituency—St John Rigby college, Wigan and Leigh college and Winstanley college—have approached me to oppose the scrapping of EMA, and there is clear evidence that EMA has had a considerable impact by attracting young people into education and persuading them to stay on. Such evidence comes from not just Wigan, but throughout the country. The view is shared by the Association of Colleges, and it is borne out by research from the Learning and Skills Council and the CfBT Education Trust. That evidence shows that EMA not only attracts young people into education, but when they are there, spurs them on to succeed and achieve. I am therefore disappointed—but not surprised—that the Secretary of State has chosen to base the decision on one unrepresentative and deeply flawed study. It leads me to wonder whether the decision was made a long time before any evidence was considered.
I want to echo some of the concerns have been raised about the language that we bandy about, such as “dead-weight.” The term is deeply offensive to the thousands of young people out there who are so concerned about their future. I urge hon. Members, if they are not prepared to support them, at least to show them some respect when they talk about them and their future.
Ministers have missed the point about EMA. It did not just encourage people into education and get them to stay there, but said to students that they should be able to learn without suffering extreme hardship. The vast majority of students who claim EMA do so for travel and food. Are we seriously saying in 2011 that the extent of our ambition for a generation of young people is telling them that if they walk long distances and go hungry they can have the same opportunities as some of their more privileged peers? It is a poor ambition and I am ashamed that we even have to debate it.
It was a sign of confidence in our young people that the previous Government said, “We will give you that money, and we will trust you and leave how you spend it up to you.” The Government talk a lot about getting rid of centralised prescription. Why will they not show the same confidence in young people as us when we were in government?
At the heart of the debate is the question whether EMA is necessary. I tell Ministers that it has become an essential part of household income. If they are serious about getting people to stay on in education until they are 18 by raising the participation age, which I support, they are making a big mistake in removing the mechanism whereby young people can do that.
I urge Ministers again to consider the impact on looked-after children, homeless young people and young carers. I know that they are concerned about that, and I urge them to meet a young person, Shinea, who lives in a homeless hostel run by the charity Centrepoint, for which I had the privilege of working many years ago. Shinea is entirely on her own. She exists on benefits and EMA, and she is trying hard and doing her best. I ask Ministers to meet her before they make a decision that will wreck her chances for good.
The EMA was never just an allowance. It was a contract between the state and young people, which said, “If you work hard and try hard, we will back you and support you, regardless of your background because we think you’re worth it.”
Sixty-seven per cent. of young people aged 16 to 18 who attend New college in my constituency receive EMA, and 560 will lose the funding halfway through their course. Does my hon. Friend agree that it is disgraceful that they heard nothing from the Secretary of State today about whether they will receive any support in future and how much it will be?
Apart from agreeing with my hon. Friend, I am also grateful to her for bringing me back to my point, which I had lost in my anger about the Government’s decision. Shinea, the young person from Centrepoint, whom I urge Ministers to meet, is midway through her course, as are many young people in my constituency. I tell Ministers that the issue is pressing and needs to be resolved now. At Wigan and Leigh college, 75% of young people in their first year who get EMA say that they will have to drop out next year. I urge Ministers to make a decision and give clarity not only to those young people, but to the many who must decide now whether to go into further education and do not know whether they can afford it. Those young people said to me very clearly that they were told that if they worked hard and tried hard, they would get EMA. They have kept their side of the bargain; they cannot understand why their Government will not keep their side.
I went to Winstanley college and talked to some young people who are very concerned about the issue, and about tuition fees and the abolition of the Aimhigher initiative—concerned not for themselves, but for the young people who come after them. They told me they felt that their Government were not only not trying to help them, but were actively putting barriers in their way. The last time I heard young people talk like that was when I was growing up in the ’80s and ’90s, when the Conservative Government left an entire generation of young people without hope. It was devastating, and the Government are about to create exactly the same thing all over again. The progress made in the past 13 years is unravelling before our eyes. I urge hon. Members, before they walk through the Lobby, to think about their part in that.
Finally, if colleagues will not be persuaded by the moral case, I ask them to be persuaded by the clear economic case. The EMA pumps millions into local economies, and the Institute for Fiscal Studies states clearly that EMA is an investment in young people that will be recouped in the long term. It will pay for itself. It is precisely in such difficult economic times, with youth unemployment predicted to reach 1 million in the next few years, that we should be investing in our young people. We should be sending them the strong message that we value them, and that they matter to us.

My hon. Friend is absolutely right. The proposals are a huge departure. The Minister for Universities and Science indicated that there will be different price levels for different subjects and across the family of our universities. We also know that there will be a different state contribution to courses. That is a huge and profound change, which is far bigger than the change made to higher education in 2004.
I, too, congratulate my right hon. Friend on this timely debate. On the point he is making, obviously we need to invest in science, but surely we also need to invest in our arts programmes. A number of industries, not least our creative industries, are growing and are part of our future economic development. The future of such industries must be called into question by today’s announcement.
My hon. Friend is absolutely right: arts and the creative arts make a huge contribution to our economy and to the new digital creative economy. The decision to withdraw state funding from such courses is bizarre, particularly as it was made alongside the decision to make massive cuts to the Department for Culture, Media and Sport.
Those subjects cut to the heart of what it means to be a democratic country. We all sit in this Chamber as politicians—politicians who draw on the liberal arts and who, I would have thought, expect the state to make some contribution to that area of study. Even in the United States, with its highly developed private higher education system, every state has a state university, as is the case in California, and all those universities make a massive contribution to the liberal arts. The departure that we are making in the UK leaves countries such as France, Germany and the United States making a contribution to that area of study, yet for the poorest students in this country, that will no longer be accessible.
I put on the record my thanks to the many people up and down the country who have worked in the Aimhigher programme. It is a programme that works. Pupils have been able to attend three-day summer schools attached to our universities as a result. I saw a scheme working with students in the Toxteth area of Liverpool; it was really reaching out to those young men, most of whom came from backgrounds like mine and had been raised by lone parents. They really wanted to aspire for the first time because of the huge inspiration that the scheme gave them. Following the decision that was announced today, what is to happen to Aimhigher? We have heard much today about the new access and success fund, but will the Minister confirm whether that fund will equal the £580 million a year that the previous Government invested in widening participation?
The Browne review promises to introduce stringent access agreements, and the Minister for Universities and Science confirmed that today. With universities charging more than £6,000 a year, will the Minister confirm what penalties they will suffer if they do not meet their access agreements? Will those agreements have teeth? I was saddened to hear the Secretary of State for Education being interviewed on the “Today” programme this morning. We did not want to hear that universities will demonstrate that they will use imaginative ways to attract students from poorer backgrounds; we want a lot more than imagination.
The Minister is really attracted to choice for students and to having funds following students to university. He has made great hay of the pupil premium, so why not have a pupil premium in that area of the education system? Why not fund students from poorer backgrounds better to get that buy-in from the higher education sector? Does he not agree that universities need real, hard commitments on access that are statutory and can be challenged? That is important if we are not to see the situation deteriorate.
Once again, I congratulate my right hon. Friend the Member for Tottenham (Mr Lammy) on securing the debate. I think that we should be very proud of the Labour Government’s record on widening access to higher education. Figures from the Higher Education Funding Council for England show that participation rates among young people increased from about 30% in the mid-1990s to more than 36% by 2009, and the extended opportunities for mature students mean that the figures for participation were well in excess of 40%.
Although differences in participation rates remain, depending on where one lives, Labour did much to increase participation among disadvantaged students. Young people from poorer areas have been substantially more likely to enter higher education since the mid-2000s. In the most disadvantaged areas, there have been substantial and sustained increases in the proportion of young people entering HE. That is because of recent increases in participation rates for young people living in disadvantaged neighbourhoods, whether neighbourhood disadvantage is defined by participation rates themselves or by measures of parental education, occupation or income. The proportion of young people living in the most disadvantaged areas who enter HE has increased by around 30% in the past five years, and by more than 50% in the past 15 years, which is truly an extraordinary increase.
The increases in the proportion of young people living in the most disadvantaged neighbourhoods who enter HE are also consistent with other statistics, including recent trends in GCSE attainment. Since the mid-2000s, the majority of additional entrants to HE have come from more disadvantaged areas. Most of the ways of measuring the differences between the participation rates of advantaged and disadvantaged neighbourhoods have shown a reduction since then.
That last point is critical, because it means that Labour was starting to narrow the gap in participation rates between the most advantaged and most disadvantaged areas. We should also recognise that the chances for young people to go to university if they came from a more advantaged neighbourhood increased, so that has given us quite a task, which is why we must have strong measures that continue to widen access to HE.
We have to ask ourselves why we want to do that, and I shall put forward a few brief points. Most of us who had the experience of HE, particularly if we came from a low-income background—I am someone who did, and was the first person in my family to go to university—know the transformative effect that going to university had on our life chances. It is incumbent on all of us to make sure that that opportunity is available to all young people who are able to, and want to, benefit from it. We should not be sitting in this place putting up barriers that will stop young people being able to go to university.
This country needs to continue to invest in higher level skills. My right hon. Friend the Member for Tottenham made an excellent point about the need for skills across a range of subjects. One of the concerning aspects of today’s proposals is the total withdrawal of state funding for the arts, humanities and social sciences in our universities because of cuts to the teaching budget. We need those higher level skills if we are to compete in the global economy of the future. Why is this country not prepared to invest in our HE system to the same level that other developed—and, indeed, developing—countries are?
I, too, thank the right hon. Member for Tottenham (Mr Lammy) for securing this debate on a hugely important issue. I speak on breaking down barriers to HE as someone who came from one of those poor backgrounds. Most of my peer group were from an Afro-Caribbean background. The figure given by the right hon. Gentleman of only one candidate from that background going to Oxford or Cambridge is shocking, but is it not the case that the issue is about more than purely finance? If we discuss only money, the debate will be prosaic and we will not do it justice. This may not be the remit or framework for a full debate, but, as someone who has personally seen the disconnect in his peer group, I can say in all sincerity and modesty that most of that peer group were far brighter than me, but they fell away dramatically in those years between 14 and 18. The debate is about more than just money.
I thank the hon. Gentleman for that intervention, but surely the issue is removing all the barriers that prevent young people who want to go to university from being able to do so. Some of the barriers may be cultural, and there are many programmes in place to try to break them down. My right hon. Friend the Member for Tottenham spoke about the Aimhigher programme. I have worked closely with Aimhigher in my constituency because we had a fairly low level of HE participation historically. Aimhigher works alongside schools and groups of young people to encourage them to make the most of their potential.
Of course we have to look at more than the financial situation, but it is important, in so far as it acts as a disincentive. One of the points that Opposition Members were making on the Floor of the House earlier, and are making in this Chamber, is that we are terribly concerned that the proposals to put fees up to between £7,000 and £9,000, with additional borrowing for maintenance, mean that young people will be faced with a debt of about £40,000 when they leave university. That will act as a huge disincentive, and we would like the Government to look at those proposals again. We would like them to take our points seriously.
My final point is about international competition. We know that we need our economy to grow. That is the biggest factor facing this country at present. We have to put more emphasis on economic growth, and to do that, we need more knowledge transfer from our universities. They need to be investing in their local communities, but that will be made much more difficult by the withdrawal of Government funding to universities that was announced today.
I would very much like the Minister to take on board these specific points. Is there some detail about how widening access will continue? What will the Government do to ensure that young people from middle-income backgrounds are not faced with a huge disincentive to going to university because of the level of fees being proposed? What will his Government do to ensure that universities continue to invest in their local economies?
The right hon. Gentleman was not the Minister when funding for Aimhigher was at its highest, but he was when the funding fell. We understand his point.
The quality of achievement at state schools and the prior attainment of students is critical. The right hon. Gentleman makes an important point about the success of black students in getting into Russell group universities. That is a matter of profound concern and something that the Government should look at, particularly in light of the recent research that he and I discussed yesterday. I want to see what we can do to address that issue.
I also wish to speak a little about the point made about arts subjects. It is important to understand that we will continue to support the arts. It was suggested that arts subjects will no longer receive funding, but we will continue to focus the Government subsidy for teaching on that.
I cannot give way; I do not have time. I apologise. We will continue to support the arts through the subsidy for teaching in universities.
I have a couple of other points. First, the increase in support for part-time learning will do more to widen participation than any other single measure. As the right hon. Gentleman and others know, disadvantaged people are disproportionately represented among part-time learners. Raising the income threshold to £21,000 will have a profound effect—

Commons ChamberT5. Can the Minister explain what he will do to ensure that our universities stay at the leading edge of research and innovation? That is especially important as, for many universities, the Browne proposals will mean only replacement income, not growth and investment money, despite the quite disgraceful hike in tuition fees proposed.
The package proposed by Lord Browne as a whole is intended to put our universities on a stable and secure long-term funding basis that will enable us to support and encourage their work in research, and we are considering carefully the new proposals from Sir James Dyson for technology innovation centres.

Commons ChamberI suspect that my hon. Friend has posed a problem not for me, but for the Minister to answer when he replies to this debate. He is right: as I have already said, the Committee will need some reassurance that those consultations can take place over the summer for schools that wish to proceed quickly.
For the reasons that I have outlined, this is an important debate for the Committee to have. My hon. Friend is to be commended on moving the amendment in his customarily considered way. For that reason, it should be treated as a probing amendment by the Minister, rather than one on which the Committee should be divided, because it would not actually achieve the aspirations that many hon. Members have outlined, and which others will perhaps outline later in this debate.
I would like to speak to amendment 4, and to support amendment 78, on the process of consultation, and amendment 77, on the timing.
I have grave concerns about the Bill. I cannot understand why the provisions are being rushed through for no identifiable reason other than political expediency. The Bill seems to seek completely to undermine the role of local authorities. It seems to be unaware of—indeed, antagonistic towards—the crucial role that those authorities play in planning for special educational needs, equalities, fair admissions, and so on. From my 25 years of being a governor, I know the importance of the local education authority in supporting schools, so it should be quite clear that I am not happy with the Bill. However, it is simply disgraceful to try to force through a re-designation of maintained schools to academies, bringing about a change in governance, curricula and admissions, and a possible loss of amenity to a local community, albeit without any meaningful consultation with them.
Amendment 4 seeks to outline a range of people and groups who should be consulted. They include—obviously—teachers, parents, other local authorities, pupils, potential partners to academies, and the wider community.
Proposed clause 5(1)(c) in amendment 4 lists the pupils. Would the hon. Lady not agree that consulting with pupils aged 11—or, if we give academy status to primary schools, five or six—might be a little stretching for them at that point in their educational cycle?
The hon. Gentleman makes an interesting point. I have some experience of consulting on an academy—albeit not the sort of the academy proposed by the Bill—and I can assure him that pupils find it very easy to grasp what the change of their school to academy status would mean. However, his point is valid in that there must be a given length of time for a consultation to take place, so that the arguments for and against an academy in an area can be properly explained to everyone concerned. However, the Bill completely overrides any meaningful consultation process.
There are many professionals with good experience of how to consult effectively with children. Exactly the same point that the hon. Member for Skipton and Ripon (Julian Smith) has just raised—the point about why children should not be consulted—was raised with me when I was dealing with the establishment of academies in Medway a couple of years ago. However, it is a completely spurious point, as I think my hon. Friend would agree, because even much younger children have good insights. The question is how we go about consulting them, not whether we should consult them.
My hon. Friend makes a valid point, which demonstrates the lack of seriousness among the Government parties about consulting those in the community. They simply have not thought through how to consult particular groups.
When talking about consultation in the education of children, does the hon. Lady recall that the previous Government introduced provisions in the Children, Schools and Families Act 2010—which went through Parliament in the previous Session—relating to the education of home-educated children. Those provisions imposed far more draconian checks and balances on how parents who educated their children at home were to do so. However, there was no consultation by the previous Government when they introduced those provisions, so there has been no consistency from her party on the issue.
I am quite sure that the previous Government were setting precise and specific standards for home education, because it is really important to ensure that children’s education is protected when they are being educated at home.
I shall return to amendment 4. It is important that time should be given to consulting all the relevant groups in an area that will be affected by a new academy. I find the Liberal Democrats’ position on this issue rather confusing. The academy that we were hoping to establish in my constituency has been stopped by the Government. It was supported by the local authority, in partnership, and backed by the university of Durham. It had huge support in the local community. It took some time to work through with the local community what the arrangements would mean, but once that had been adequately explained and they had asked their questions of the relevant partners and got the answers, everyone was clear about the way ahead. The parents and teachers were also very clear that they wanted an ongoing relationship with the local authority. If the Bill goes through unamended, as seems likely given the parliamentary process that is being adopted, it will be impossible for parents to have their points heard or to maintain their desired relationship with the local authority. I therefore urge hon. Members to support amendment 4 and amendment 78, so that proper consultation arrangements can be put in place.
I also want to speak to amendment 77, which relates to the timing of the consultation. When I first read clause 5, I thought that there must be something missing. Surely no one could be suggesting that it is appropriate to consult after an academy order has been made. That is clearly ludicrous. When I discussed this with people in my constituency at the weekend, they suggested that we should perhaps applaud the Government for being up front and honest about the fact that they were not going to hold consultations or pay any attention to any consultations that were held. Obviously, if a consultation takes place after an order has been made, they are not going to pay any attention to it. So perhaps the Government are just being honest in clause 5, and saying that, as they are not going to pay any attention to any consultation, it does not matter whether it takes place before or after an academy order is made.
Did the hon. Lady not hear the answer given my hon. Friend the Member for North Cornwall (Dan Rogerson), which is that the academy order is not the final moment in the conversion process? The final moment involves the funding agreement, which takes place after the academy order is made, so there will be plenty of time for the consultation to take place.
I did hear that answer, but many of us fear that, at that point, the process will already have gone too far in a particular direction for it to be stopped. In any case, the Government should adopt best practice, but it is not best practice to carry out a consultation when all but the very last stages of a decision process have already been completed. It would be more honest of the Government to admit that this clause had been inserted in the other place, that they did not want it in the Bill in the first place, and that there is no intention whatever to consult outside the governing bodies. Significantly, they should also admit that no attention will be paid to the outcome of any consultation exercise. This is not what the Government should be doing; it is not good practice.
I should like to speak to amendments 8 and 9 and new clause 1. I shall possibly touch on amendment 4 as well. Over the past few weeks, it has been interesting for me, as a new Member, to listen to Labour Members telling us that a figure of 51% is the correct one in any decision. Today, however, I think it was the hon. Member for Stockton North (Alex Cunningham) who told us that using a figure of 51% was an unacceptable way of coming to a decision. I am interested that their consistency on one argument does not necessarily carry over into another.
There are some sensible reasons behind amendment 9, in that one would probably want a consultation to have begun—and possibly even finished—before making an academy order. I suspect that as schools move along this route, that will indeed be the case. Today, however, I have been struck by the lack of confidence in our governing bodies and our head teachers. It has been staggering to listen to that. I sit as a school governor and I was until recently a school teacher. Perhaps I am judging hon. Members unfairly, but they seem to be giving the impression that governing bodies are educational asset strippers who want to move forward as quickly as possible without any consultation with parents. As a governor and someone who has worked as a teacher, I do not recognise that portrayal of governors as some kind of strange being.

Gentleman that the question specifically relates to the north-west and that although other parts of the country might share similar concerns, they are not relevant to this question. We all get used to these things; I have made these mistakes myself, I assure him.
The Minister will know that businesses in the north-west are very concerned about the loss of investment that could result from the abolition of the Northwest Regional Development Agency. Will he answer a question that I asked a few weeks ago? Is the £1 billion of additional growth money from the regional growth fund in addition to or instead of money that has already been allocated to RDAs and local authorities for economic growth?
The regional growth fund is entirely separate from the RDA changes. We are keen to strengthen local economies, hence our move on local enterprise partnerships, but the regional growth fund will bring £1 billion to the hon. Lady’s region and the other selected regions. It will start in 2011 and I think it is good news.

I am sure that she will confirm that that is the case and let me know if it is not. As a result, I think that the schools will go ahead. As for any communication during the election, as I say, the Minister of State, Department for Education, my hon. Friend the Member for Bognor Regis and Littlehampton (Mr Gibb), indicated that we would find it very difficult to say yes to schools that had not reached financial close.
Does the Secretary of State agree that we need to continue to invest in the science education of our young people, who need to be equipped with the skills they need for the future? If so, will he explain why new academies sponsored by Durham university and a new science campus in my constituency are to be stopped?
I sympathise with the hon. Lady. I am committed to doing everything I can to support science. I will talk to Durham university about the situation, but I am afraid that Durham was one of the local authorities that had not reached financial close.

I congratulate my hon. Friend the Member for Washington and Sunderland West (Mrs Hodgson) on securing this very important debate. I, too, shall start with our visit to Sweden, because that was a turning point in our realisation that universal free school meals could be delivered and that a society would consider that the norm for how children are treated at school. My hon. Friend is right that we came back very excited about the possibility of mounting a campaign. It is pleasing to see in the debate today that the organisations and agencies that are firmly focused on alleviating child poverty, such as Barnardo’s, the Child Poverty Action Group and Save the Children, have thrown their weight behind the campaign to secure universal free school meals and to protect what we have achieved so far. It is worth reiterating the substantial progress made in the last Parliament.
We had three pilots, two focusing on universal free school meals for primary school children in Durham and in Newham, including the constituency of my hon. Friend the Member for West Ham (Lyn Brown). Significantly, we had the promise of a further roll-out to cover at least one local authority in each region, and we had free school meal entitlement elsewhere being extended to primary school children of working parents in receipt of working tax credit with a household income below £16,190. That was to roll out throughout 2010 and 2011.
As my hon. Friend the Member for Washington and Sunderland West said, the extension of free school meals would have lifted 50,000 children out of poverty, but critically it would have increased incentives to work. Without the extension, families moving off benefits into work would be hit by costs of about £210 per year per primary school-age child, so the new Government’s decision sits very uneasily with their policies, about which they tell us frequently, to move people off benefits into work. Barnardo’s and the other agencies make that point strongly. The Government need to consider how to make work pay and ensure that it does, but they also need to go further by examining how we reduce education and health inequalities. Almost all health professionals have criticised the Government’s decision on free school meals, saying that it is an enormous setback to the reduction of education and health inequalities.
My hon. Friend and I may have been spearheading the campaign in the past three or four years, but I must pay tribute to Save the Children, because it first made the argument for free school meals in 1933. It is dreadful that almost a century later, we have not achieved that goal. Save the Children points to the fact that the UN convention on the rights of the child, which every country in the world has now signed, states that Governments are under a duty to
“provide material assistance and support programmes, particularly with regard to nutrition”.
That convention applies to this Government as well to those elsewhere. Save the Children also points out that 60% of children living in poverty have at least one parent in work, so most of them do not benefit from a free school meals entitlement that is linked to out-of-work benefits. Therefore, we need an answer from the Government about why they have taken this decision when they are trying to move people off benefits.
Before coming to this place, I did quite a lot of work involving focus groups with women about going into work, being out of work and so on. One of the shocking things that I found was that women had accessed the labour market because they had been told that they would be able to afford to do that and find money on top to enable them to make a better life for their families, but in reality they were in much more debt than they had ever been in before in their lives, because the hidden costs, such as the loss of free school meals, were not taken into account when their benefits were calculated and the figures done. Does my hon. Friend agree that the £690 to £1,000 that a family can save through free school meals can be pivotal to whether a low-income family are able to stay in the labour market?
My hon. Friend makes a powerful point and shows how critical it is to have policies such as free school meals in place when trying to move people off benefits and into work.
The coalition promised to prioritise fairness when implementing cuts and to meet the 2020 target of eradicating child poverty, but deeds speak louder than words and it is appalling that one of the first acts of the coalition Government has been to attack the poorest in our society by cancelling the extension of the free schools meals programme. Furthermore, that will not help to close the attainment gap in schools. The previous Government went some way towards improving standards in school across the board and improving attainment levels, but sadly an attainment gap still exists. The position is that 26.6% of the poorest children passed five good GCSEs compared with 54.2% of better-off children in 2008-09, and that is pretty much the case across the board.
If we want to reduce the attainment gap, we must ensure that all children at school are given an equal chance, and results from the pilots in Durham show that free school meals are contributing enormously to reducing attainment gaps. That is because they help children from low-income backgrounds, who may not have good nutrition, to concentrate more in the classroom. In my constituency, every school has free school meals, and I have visited many of those schools in the past few months. There is not one head teacher or one teacher who is not tremendously supportive of the programme. They say that, even at this early stage, it is making a real difference to concentration levels and children’s ability to perform successfully.
The real argument for universality is how it applies across the board. No stigma is attached to free school meals in that case, and many of my local schools have 100% take-up, but the greatest advocates for the programme are the children themselves. When my hon. Friend the Member for Kingston upon Hull North (Diana R. Johnson) visited Durham with me to look at the programme, we talked to many of the children, and we found that it was the children in the school who were the advocates and ambassadors for the programme. Of course they had the odd grumble, but generally speaking, at the age of seven, eight and nine, they recognised the value of the programme. They talked about how it was encouraging them to eat healthily and to develop social skills. They liked being able to sit down with their friends and teachers and have their lunch. They said that they were pleased because they no longer had to bring packed lunches, and there was no longer segregation in the school between those having school meals and those having packed lunches.
My hon. Friend talks eloquently about the difference that free school meals have made in her constituency. Does she agree that as well as free school meals, which are important, breakfast clubs in schools are making a huge difference? However, certainly in my constituency, schools rely on support from the local education authority and the Department for Education to be able to continue those breakfast clubs. Does she share my fear that we are starting to descend a slippery slope and that the support for breakfast clubs, which also help children’s concentration and break down some of the barriers that she talked about, is likely to be at risk in future?
My hon. Friend makes an excellent point; indeed, we were discussing it on the Floor of the House yesterday, when it was noted that the cuts being made to area-based local authority grants are already affecting the extended schools budget, which many local authorities use to support breakfast and after-school clubs.
I honestly wish that the Secretary of State for Education or one of his Ministers had come to my constituency before announcing their policy, because it is impossible to witness the free school meals system in practice, to see how successful it is and then to cut it.
The GMB produced a helpful progress report on free school meals in February, which demonstrated that the free school meals service in Durham was employing 140 additional staff and that food was being sourced locally. Furthermore, it was much more cost-effective to deliver free school meals as a universal, rather than means-tested, service. The system ticked all the boxes because it also helped to educate children and their parents about how to eat properly.
In this time of scarce financial resources, the Government should surely be looking at policies that tick a whole range of boxes and which are cost-effective. Powerful arguments can be made that free school meals are a good investment for the future and that they help to reduce long-term health and education inequalities.
In Newham, our children were starting to eat different foods from those that they had eaten previously. Mothers were telling me that their children no longer demanded the chicken nuggets that we heard about earlier, but wanted to eat healthier foods that were cooked from scratch with mum and dad in the kitchen at the weekend. Families’ purchasing power was changing because they were eating more cheaply, and the nutritional value of the food that they were eating was changing, too. Regardless of whether we want them to, children dictate what a family eats.
My hon. Friend makes an excellent point, which I hope the Minister will consider.
I want to finish by asking the Minister a number of questions. How will the Government help parents into work without considering the need for free school meals and other such programmes? What will they do to improve health inequalities among children if they do not use free school meals to alter the behaviour of children and families? Why on earth have a Government who said that they were committed to fairness and alleviating child poverty started by attacking families on low incomes? Importantly, how do the Government propose to close the attainment gap and reduce inequality without considering nutrition in schools?

I can say to the hon. Lady that I am aware of concerns about this matter, and there will be an opportunity to explore it. On the procedural point that she raises, I am conscious of and looking into the matter. I hope that that is helpful.

Commons ChamberThat requires not so much an answer as a seminar, but I shall try to summarise in a sentence or two what I might say at such a seminar. The problem in Britain has been threefold. First, we have not promoted apprenticeships as effectively as we should. Although the brand is strong among potential learners, employers and the public, it is clear that the previous Government did not believe in apprenticeships as much as we do. [Interruption.] Opposition Members complain but many people thought that the right hon. Member for Tottenham’s ministerial predecessor—a valued colleague and a good Minister—did FA for FE and was sent to the FO. I do not know whether Fanny Adams is unparliamentary language, but it is certainly true that in debates with that Minister I made it absolutely clear that we wanted to grow the number of apprenticeships, yet the Labour Government insisted on retaining a strong emphasis on what they regarded as their flagship training and skills product—Train to Gain, about which I shall speak a little more in a moment.
The second point in answer to my hon. Friend’s intervention is that although part of the problem is about marketing, part of it is about resource. We have decided to transfer a significant portion of the Train to Gain budget to apprenticeships, because we know the skills apprenticeships can confer. We know how long they take to learn and we know that people want them. We know employers like them. We know what they cost. That cannot be said of the Train to Gain programme, in which the previous Government placed so much faith.
I am sure we are all enjoying the hon. Gentleman’s theatrics this afternoon, but will he look at some evidence? In 2008-09, 240,000 people started apprenticeships, compared to 75,000 in 1997-98, so I do not think it is for Labour to take lectures from the Conservatives about the importance of apprenticeships.
The hon. Lady must not deceive new Members—[Interruption.] I know she would not do so—except inadvertently, of course; I take that as read—because newer Members might come to believe her suggestion—I put it no more strongly than that.
What the previous Government actually did was to reclassify what counted as an apprenticeship. In France and Germany, about which we heard a moment ago, all apprenticeships are at level 3, and they once were in Britain. When the Labour Government came to power, they reclassified level 2 qualifications as apprenticeships and then trumpeted the fact that there were more of them. As both the Labour Front-Bench spokesmen know, the level 3 numbers remained stubbornly rather less than was required, than the Government wanted and than employers knew they needed. So we should focus on level 3 apprenticeships if we wish to get a true comparison both of our previous performance and of international data.
I pay tribute to the hon. Member for Colne Valley (Jason McCartney) for his maiden speech. He had no need to be nervous; it was an extremely entertaining and informative maiden speech. I thank him for his kind comments about his predecessor, Kali Mountford. On the Labour Benches, we think of Kali with great affection, so we thank him.
I am pleased that mention has been made of the “Skills for Growth” White Paper, which has been important in defining our skills needs for the next few decades. As the Minister knows, the White Paper put particular emphasis on vocational skills and argued for a dramatic expansion of advanced apprenticeships, particularly for young adults. It also argued for the skilling of adults who are already in employment and those seeking work, and for improving the quality of provision in our FE and other institutions.
At the same time, “Higher Ambitions” set out equally challenging demands for our university sector. It asked universities to work with the Higher Education Funding Council for England to devise new funding incentives so that we could deliver higher education programmes that were more acutely related to the needs of the economy, and to work with the UK Commission for Employment and Skills to identify where new programmes were needed to meet areas of low demand. It set out the need to improve the relationship between universities and businesses and, crucially, to build better relationships between universities and regional development agencies. I noticed that the Minister was very quiet on that subject today, but as the Government are about to destroy the whole RDA framework, I should be interested to hear what he has to say about how universities and FE colleges will work with whatever structure is set up to ensure that regional development continues.
The hon. Lady will want to know that we are entirely committed to ensuring consistency—indeed synergy—between the economic development functions of local authorities and the work of colleges and other providers. If she is straightforward, I think she will acknowledge that according to the Public Accounts Committee and the National Audit Office, RDAs were not terribly effective in some of the work they did.
I hear what the Minister says, but the new Government still have some way to go in setting out more generally how they propose to build on Labour’s progress in upskilling and reskilling our population, and particularly in outlining how some of the more strategic objectives on skills shortages will be met at regional level. That may not be easily deliverable at local authority level, so the Government have some more thinking to do about our regions.
The progress made under Labour was recognised by the UK Commission for Employment and Skills in its national skills audit, published earlier this year:
“Significant progress has been made in raising the qualifications levels of the workforce and stimulating supply over the last ten years, so that compared to other OECD nations our supply of highly skilled people is likely to place us 10th in the OECD by 2020.”
When Labour left office we were on track to move up the OECD league table in terms of the advances we had made in skilling our population. There is thus a considerable challenge to the Government to maintain that progress.
Similarly, recent publications from Universities UK and the Russell group comment on the strength of the university sector, while arguing that if current standards and quality are to be maintained investment must continue. We may hear something about that in the Budget next week, but it remains to be seen whether protection will be given for education not only pre-19, but post-19, so that we continue to be internationally competitive.
Not only did the Labour Government invest heavily in education generally, including further and higher education, but that investment was accompanied by a strategy to widen participation, to raise aspirations and to ensure that all young people who felt they could benefit from a university or a level 4 education had the chance to do so. I have not yet heard from the new Government whether they will continue to have that high level of aspiration for our young people. The Leitch review very much led us in that strategy. The Minister mentioned the review in his opening speech, but he did not mention whether this Government would keep the very demanding Leitch targets, which stated that 90% or more of the working-age population should have a level 2 qualification, 68% should have a level 3 qualification and over 40% should have a qualification at level 4 or higher. I would be interested to hear whether the Minister thinks those targets should stay in place.
Good progress was being made towards reaching those targets when Labour left office. The Liberal Democrats have often said—I often heard this during my election campaign—that although Labour had made advances in reskilling the population, those had been confined largely to the better-off. Interestingly, data from HEFCE show clearly that that is not the case. A HEFCE publication earlier this year, which looked at trends in young participation in higher education among different groups in England, stated that to overcome gaps in the data on disadvantage at an individual level, the study that it used looked at levels of disadvantage in local areas, taking figures from 8,000 census wards across England. The authors of the study also selected a range of indicators, and they said that, looking across the indicators, they had to conclude that since the mid-2000s young people from disadvantaged areas are substantially more likely to enter HE, that most measures of the gap in participation between most and least disadvantaged areas had fallen, and that the majority of additional entrants to HE have come from more disadvantaged areas. That means that Labour was not only upskilling the population, but it was extending access to higher education to those who had not previously been able to benefit from it. That is another substantial challenge for the new Government: they must—and we will be watching whether they continue to do so—extend opportunities and widen participation in the way that Labour did.
The audit that I mentioned earlier also talked about the importance of increasing skill levels further and identified key areas where there are skill shortages: in management and leadership, in professional skills, at the technician and equivalent level, at intermediate vocational levels and care services, and in customer service and general employability skills. It is important that we continue to make good those skill shortages.
The audit also identified key sectors where we need to be improving the skills levels of our young people and work force in the future if we are to remain internationally competitive. It was interesting to see the areas that had been outlined, which I think are familiar to all of us in the Chamber. They have been identified as low carbon; advanced manufacturing; engineering and construction; financial and professional services; the digital economy; life sciences and pharmaceuticals; the creative sector; care services; and retail, hospitality, leisure and tourism.
Our university and FE sectors are in a sense already embracing this brave new world, because they have already started to think of new ways of delivering courses that give much greater flexibility. I pay tribute to New College Durham for pioneering professional apprenticeships, for leading the drive for good-quality HE in FE, and for developing partnerships between HE and FE. I would welcome a visit to the college from the Minister, because he could meet the staff and see some of the fantastic work that is going on.
The Minister talked about international competitiveness in his opening speech. If we are to remain internationally competitive, we must keep our levels of reskilling high, which means that we will need to know how many young people and individuals in the work force are being skilled and reskilled. If we are not skilling sufficient people, we will need to put additional measures in place. That will mean that we will have to retain some targets, so I would like to hear the Government’s thoughts about that.

Commons ChamberLet me begin by congratulating the hon. Member for Croydon Central (Gavin Barwell) on his maiden speech, which was extremely informative. It outlined not only the needs of his constituents, but the attractions of his constituency.
There are a great many measures in the Queen’s Speech that I am very concerned about, that I disagree with and that I think will be unhelpful to my constituents. There are also a few measures that I think will be unhelpful for our democracy, the most obvious of which is the proposal requiring the approval of 55% of the House for its Dissolution. I also think that a number of the measures proposed will undermine local democracy as it is embodied in our local councils. I am talking not only about the effect that drastic cuts will have on services, but about the proposals to remove most of our schools from the local authority family.
I have a number of concerns about the proposals on education, including those covered by the Department for Business, Innovation and Skills, that I want to outline, the first of which relates to the further withdrawal of funding from our universities. Like many others in the House, I believe that universities are the powerhouse of our future economy. They provide young people and others with the necessary skills to compete in the global jobs market now and into the future. The withdrawal of 10,000 places and the cutting of a further £200 million from the higher education budget is to be wholly deplored. I suspect that those who will lose out on a place this autumn will not be those from the most affluent backgrounds, but those who were hoping to benefit from Labour’s widening participation strategy and perhaps to be the first person in their family to go to university. What will happen to those young people if they do not gain a place at university? Are the Government going to offer them a job or alternative training, or will they simply throw them into unemployment?
That brings me to the cuts in the future jobs fund. We think that about 40,000 to 80,000 young people could be affected by the cuts in funding. It is interesting that both parties in the coalition thought that programme was a very good one before the election—and, indeed, it was. When Labour left office, there were around 40% fewer young people signing on than during the recession under the Tories in the 1990s. Labour Members will be taking a very careful look at how this issue plays out in the areas of the country that we represent that are most disadvantaged. In particular, we will look at how it feeds into youth unemployment.
The third issue that I want to address is that of academies. Like all Members of the House, I think, education in my constituency was transformed under the last Labour Government, with attainment levels improving from the low 30s, in percentage terms, in relation to those gaining five GCSEs. That figure was about 31% in the early 1990s, whereas currently the figure is higher than 80% for a number of schools in my constituency. That did not happen by accident: it happened because of the investment that Labour put in. But we are still waiting for our first academy. We have an excellent proposal, and a scheme that was approved by the last Labour Government is under way. It brings together a very interesting partnership between the excellence of Durham university, our local chamber of commerce and the local authority. I am seeking reassurance from the Secretary of State and his Ministers tonight that that excellent scheme will go ahead.
The House might be interested to hear that those new buildings, which are planned for 2013, were opposed by my Liberal Democrat opposition in the election. She told us in a focus leaflet—not the most reliable source of evidence, I know—that she was leading the opposition to the academy on ideological grounds. Those ideological grounds were, apparently, that she deplores—and thinks her party’s policy is against—any schools being brought out of the local authority family. I should therefore like to hear from the Government how they have managed to reconcile the huge differences between both parts of the coalition on academies and whether they used the services of Relate to bring them together.
I hope that those new buildings go ahead. Labour saw that investment as essential to improving opportunities for our young people, so I am very concerned about a policy that seeks to make all schools into academies without necessarily adding to their facilities or introducing new facilities. We all know that simply removing schools from the local authority will not necessarily lead to innovation or the driving up of standards that is necessary.
The fourth issue that I want to talk about is the free schools policy. At the moment, we probably have more questions about it than answers, and I am going to add a few questions of my own this evening. If there is a rush for free schools, how will the Government ensure that all areas benefit equally? If resources are directed to them, what will happen to existing schools, particularly in areas where there are falling rolls? If additional money is put into free schools, will it be taken away from others?
When the coalition parties talk about the pupil premium, they do not say much about the money already directed to disadvantaged schools through targeted grants. Again, I wonder whether those grants will be continued with the pupil premium. If the Government are going to withdraw them, they should make that very clear.
The last issue that I want to raise is that of free school meals. My hon. Friends the Members for Kingston upon Hull North (Diana R. Johnson) and for Washington and Sunderland West (Mrs Hodgson) and I, together with the public services trade unions, drove forward the campaign for free school meals. I am extremely fortunate to have a pilot scheme in my constituency. It is showing enormous benefits in improving the understanding among our very young people of the importance of eating well, and it is also helping them with their studies by enabling them to concentrate more. I would really like to hear from the Government this evening that they are going to continue and expand these excellent pilots, which are doing so much to tackle educational disadvantage and child poverty.
