Commons ChamberI thank the hon. Member not just for her support and her membership of the APPG, but for her alliteration—as she said, the project will be of huge significance for Bath and beyond. I also want to outline the cross-party composition of our all-party parliamentary group. Whether we are members of the Liberal Democrats, the Conservative party, the Labour party or other parties, we realise the collective benefits to our constituents and the environmental benefits, which I will elaborate on shortly.
I congratulate the hon. Member on securing the debate. He makes the essential point that this is not just a south-east issue; it affects Swindon, which I represent, and the western gateway. I rise in my capacity as chair of the all-party parliamentary group for the western gateway, which links Wales and the west. We fully support his efforts and the work of the Thames Valley chamber of commerce. He is to be commended for his work on this issue and has my full support.
I thank the right hon. and learned Member, whose membership of our all-party parliamentary group has given it strength. He illustrates how the benefits will have significant impact in not only the immediate Thames valley region, which of course benefits me, but Wales, the south-west, the midlands and the wider south-east.

Residents in Swindon had a taste of things to come yesterday, when the ticket office was closed and people were queueing out of the door to use the wholly inadequate machines at the station. The wi-fi was unreliable as well. If we are to proceed with this significant change, the technology available to customers must be significantly better and we need to avoid a situation where elderly customers who come to pick up an advance ticket have nobody to help them. Will the Minister do everything he can, working with the rail authorities, to ensure that residents do not face—to quote the Beatles again—a “Magical Mystery Tour” when they come to Swindon station?
I will certainly do so, with my right hon. and learned Friend, and I will share a bit of experience that led me to want more in this direction. I need to get a weekly travel card, but I could not get it online because it was not available. I went to the station but did not have a photo with me. I asked, “Why is it the case that we still need a photo when that weekly travel card is less than an Avanti single?” I was told, “That’s the way it has been on the railway for 40 years. That’s why we do it.” That is not good enough. I have mobility, so I can walk up to Charing Cross to make that transaction —or not make it—and then leave, but for others who do not, it does not work for them at all. I can give him the assurance that alongside this programme is a strong exercise to make all products accessible from machines and online; 99% are already accessible, but we need to get the full suite of products so that people do not have to queue in the manner he has just described.

Commons ChamberMy understanding is that talks are already under way about a franchising service in the hon. Gentleman’s constituency. We have already provided an extra £60 million over these three months for the £2 maximum fare cap, which will particularly help low-paid working people who regularly use buses to get to work.
I am grateful to my right hon. and learned Friend for his question, particularly his reference to our important plan for rail and the necessary reform. As I said, I will set out those plans in more detail shortly, but he should be reassured that we want to simplify the current complicated ticketing strategy while protecting more affordable tickets. I hope he will be pleased about that.

That this House has considered Swindon’s bid to host Great British Railways’ headquarters.
It is a pleasure to serve under your chairmanship, Sir Mark, and to see the Minister of State, my hon. Friend the Member for Aldridge-Brownhills (Wendy Morton), in her place. I am grateful to the House for allowing me the opportunity to address it on a matter of significant importance to the town I have the honour of representing. I speak today as the Member for South Swindon. My hon. Friend the Member for North Swindon (Justin Tomlinson) is on paternity leave—he recently had the good news of a second daughter, so he is well and truly outnumbered in his house. He strongly supports not only this debate but the bid that Swindon has made to be the headquarters of Great British Railways. I am grateful that the bid is also supported by my right hon. Friend the Member for Chippenham (Michelle Donelan), in her constituency capacity, and by my hon. Friends the Members for North Wiltshire (James Gray) and for Devizes (Danny Kruger)—all constituencies near to or bordering Swindon.
My hon. Friend the Minister will have spent the past several months fielding increasingly plaintive and perhaps strident requests from a large number of parliamentary colleagues and others, extolling the relative virtues of their local bids. I thought I would start not with the merits of Swindon’s bid, but with what it is that we are bidding for. For me and those who think like me, this is more than just an argument about where to cite a cadre of civil servants. It is more than deciding which building to use or what configuration things will take. It is more than something that looks little different from the existing Network Rail. In short, this is not Network Rail with a rebranding. The business model that governs railway service delivery is—I think by common consent—a flawed one.
We are at 72% of pre-covid passenger levels, but something has changed forever. Saturday is now the busiest passenger travel day, followed by Sunday and then Friday. Commuters are still travelling for business purposes, but the era of the annual season ticket is almost completely dead. Why, in the light of this newly acquired knowledge, do we persist with engineering works on weekends and holidays? That is one question that the new body will have to answer. It will also have to build on the work of the Williams-Shapps report. In my strong opinion, a complete and fair review is needed.
A system where the rest of the country, including Swindon, subsidises fares in the south-east is neither fair nor sustainable. A system where a peak-hour ticket from Swindon to London is one of the most expensive tickets in Europe is certainly not fair or sustainable. That is why we need not just a building, but a hothouse of innovation, designing the railway network of tomorrow: its installations, equipment, people, systems and structures. That is the very first of the core goals set out by the Secretary of State in the Department for Transport’s framework document: changing the culture of the railways, rather than merely replicating Network Rail. I put it firmly on the record that we in Swindon understand that better than anybody.
The second core goal is to think like customers and put them first. With thousands of rail users coming through Swindon every day, that is frankly our default position. We have no choice but to think like them and think as them. The third goal is to grow the network and get more people travelling, and the fourth goal is to make the railways easier to use, and I will go on to address those issues.
The fifth goal—an important one—is to have greater accountability, to drive down costs and to increase efficiency. No. 6 is to have a can-do, not a can’t do, culture—again, something that is in the blood of what we are about in Swindon. Then, there is harnessing the best of the private sector, and I will enlarge on that. Finally, there is the critical role to be played in the shift to net zero. In summary, it is Swindon that encapsulates all those core goals.
Let us take the private sector. For a long period now, we have enjoyed the presence of major engineering firms, such as Atkins, Amey and Hochtief, all of which are based in our town. That immediately provides the potential headquarters with excellent proximity to partnership opportunities that will not exist elsewhere.
The net zero commitment has been exemplified by the electrification project that has transformed the Great Western Railway in our region and seen Swindon play a key role not only in the construction of that new electrified railway but in training—through the training centre that we have—to ensure that electrification was a success, and it is a success, with rail journeys to London now being reduced by an average of five to 10 minutes.
As I have said, in everything we do in Swindon we are a can-do economy. We find solutions to problems, we get on with the job and we often work so hard that we do not really signal our own qualities as well as we might do. Well, today, and in this bid, there is a chance for those qualities to be recognised.
Let me turn to the six selection criteria set out by the Government. I would argue that Swindon matches up magnificently to them all. First, there is:
“Alignment to Levelling Up objectives”.
Levelling up is not about simple geography; it is not about north, south, east and west. It is about disparities of income, disparities of opportunity and disparities in the quality of life. The Government have already acknowledged, through the towns fund initiative and the future high street initiative, which is benefiting Swindon, that the regeneration of our town centre is a key national priority. Siting the new Great British Railways headquarters right in the heart of the town, next to the railway and in buildings owned by Network Rail or the local authority, would entirely align with that objective. Moreover, it would align with the skills objective that is a key part of levelling up.
Recently, the Government made Swindon an education investment area, which means that we will get extra support to address the skills gap and the need to equip our young people for the jobs of the future. We are addressing those challenges by really focusing on science, technology, engineering and maths—STEM subjects—and technical education. The £21 million Swindon Institute of Technology, based in the town, provides technical qualifications and now offers higher apprenticeships for technical and digital roles. Right next to where the new headquarters could be is a university technical college, which was set up 10 years ago to provide youngsters from 14 to 19 with STEM skills and which provides particular apprenticeships to Network Rail. That is already happening, so we have a supply line of the talented young people that GBR will need if it is to survive.
I have mentioned training. We already have the £10 million state-of-the-art Network Rail Electrification Training Centre right next to the station in Swindon. There is so much going on—so much potential—and so much more to be done.
I apologise to my right hon. and learned Friend and to the House for being a few minutes late at the beginning of the debate. I am very sorry. May I assure him that the talent that will be required for this great new headquarters could come from not only Swindon but the rest of the county of Wiltshire as well? May I also assure him that he has strong support not only from myself and the people of North Wiltshire but from our hon. Friends the Members for North Swindon (Justin Tomlinson), for Salisbury (John Glen) and for Devizes (Danny Kruger), and our right hon. Friend the Member for Chippenham (Michelle Donelan)? Indeed, he has the unanimous support of all the Wiltshire MPs for his bid, and we very much hope it is successful.
I am extremely grateful to my hon. Friend; with his powerful words, he has exemplified the point that boundaries are not important here; it is the talent that we want to encourage. As a hub of excellence and economic activity, Swindon is so important to the regional economy and—I would say—the national economy as well.
The second criterion for a successful bid is connectivity. It must be:
“Connected and easy to get to”.
Swindon’s key position on the Great Western Railway is self-explanatory; we are an hour from London, Cardiff, Birmingham and Southampton. We have the M4 corridor, and the A34 is nearby. We have the A419 and A417 corridor —soon to be further improved by Government investment. All those make our connectivity in Swindon second to none.
The third criterion is about the opportunities for Great British Railways and how the location can enhance engagement with customers, the private sector and the wider rail industry. I have already outlined some of the outstanding engineering firms that are based in Swindon, but the proposal set out in the document that has been lodged by the bid outlines a very exciting opportunity for the new headquarters to be located in a railway works building right at the heart of the Swindon railway conservation area. This building—what we call the Workshed—is already a seedbed of innovation and new technologies. It is an incubator of new ideas.
Frankly, I cannot think of anywhere better for Great British Railways’ headquarters to be sited than in an historic environment with strong links to Brunel’s wonderful railway and with all that potential for the future. The situation in Swindon will not require complicated land acquisitions. As I have alluded to, the land is already either in the possession or ownership of Network Rail or the local authority, Swindon Borough Council, which wants to work constructively with Network Rail to provide a complete package. We already have an almost tailor-made site for the headquarters.
The fourth criterion is about railway heritage and links to the network. Where do I begin? We have the outstanding STEAM museum—the Museum of the Great Western Railway. It is a shrine to Isambard Kingdom Brunel and, most importantly, the great locomotives of the past and the history of the railways in Swindon. Some supporters, in particular the Alfred Williams Heritage Society, have described the railways as being as important to Swindon as, for example, shipbuilding was to Belfast. They were the reason the small market town of Swindon grew in the 19th century to become the major centre that it is now. Without the railways, Swindon would be a very different place. It would have a completely different quality. I believe it would have been diminished, because the railways made Swindon the powerhouse that it is today. We are all proud of that connection and continuing link.
The network does not just go from east to west. The Kemble line, dualled by this Government some 10 years ago as a result of a campaign by me, my hon. Friends the Members for North Wiltshire (James Gray) and for The Cotswolds (Sir Geoffrey Clifton-Brown) and others demonstrates the importance of north-south links as well as the links down to Chippenham and the south of the county. These links make Swindon an important and integral part of the railway network.
The fifth criterion is value for money. As I have already said, there is no need for difficult land acquisitions that cause delay to major projects. There is no need for negotiations with rapacious land agents. This is an opportunity that will provide outstanding value for money for the Government.
The final criterion is public support. The Swindon community enthusiastically backs this bid.
There has been mass activity on social media and from a wide range of major local organisations, including Wiltshire Council and Cotswold District Council, as well as major private and public sector organisations within the local area. Some 30 or 31 major local organisations—I will not list them here—have all signalled their support in writing. That support is backed up by a letter signed today by hon. Members, including my hon. Friend the Member for North Wiltshire, which will be sent immediately to the Secretary of State.
The online survey launched by Swindon Borough Council in March has received nearly 3,000 responses. Just under 95% of those respondents have shown their support for the bid, and there have been some excellent comments of support. One reads:
“My grandparents and great-grandparents worked on the railway. There is a historic passion that has been passed down through the generations”.
Another said:
“Swindon is a dynamic, forward-thinking place with a rich railway heritage”.
One respondent said:
“Swindon is the home of the Great Western Railway. It was Brunel’s choice. If it was good enough for him, it is good enough…plain and simple.”
Another respondent wrote that Swindon is:
“The Railway Town! Without the railway, there would be no Swindon.”
Finally, one person wrote:
“What better place to be situated than in the town that was once home to one of the largest railway engineering complexes in the world.”
It employs tens of thousands of people creating the completed article: locomotive, right through to carriage and beyond.
I do not stand here today in dreamy nostalgia but am hard-headed and clear-eyed about the future. Inevitably, Brunel’s name will come up many times, but as I have said, it was no accident that the greatest engineer and innovator of his age chose Swindon to be the home, heart and hub of the Great Western Railway 180 years ago. He was not wrong then and this bid is not wrong now. Swindon is the railways, past, present and future, and that future must, I strongly submit, include the headquarters of Great British Railways.

Public Bill CommitteesI am flattered.
I simply want to say how much I welcome the Bill, having commissioned the work on taxi licensing as a Minister, as members of the Committee will know. I particularly welcome it in the light of the work done by the hon. Member for Cambridge, who, in a model of cross-party co-operation, worked closely with my then Department to look at these matters, which relate directly to the Bill before us.
The Committee will know of the work done by Professor Mohammed Abdel-Haq, who was commissioned to consider these matters in detail and who recommended a review of licensing in the interests of public wellbeing and safety. That came on the back of the awful events in Rotherham, Rochdale and elsewhere. I do not need to lecture members of the Committee on that, particularly the hon. Member for Rotherham, who has taken such a brave and noble stand in these matters, but I think this is a first step.
I will just say to the Minister, who is a good and honourable friend—one can be good and honourable at the same time, can one not?—that the recommendations in the important document that I have before me, which is the review conducted by Professor Abdel-Haq, are wide-ranging. This private Member’s Bill deals with some of them, but I urge the Minister to look at many of the other recommendations. I do not want to go beyond the scope of the Bill, Ms Bardell, but I hope you will forgive me for adding this, because many other things in the recommendations—there is a whole list of recommendations, but I will not tire the Committee by going through them—need to be addressed. Some will be legislative, and some may not be. Some can be achieved by giving improved guidance. I know the Secretary of State is mindful of that and has done a great deal of work on it, and no doubt the Minister will comment on it, but I just want to welcome the Bill in that context, with that history and with a very strong recommendation.
This is a first step in guaranteeing what is the essential element in licensing: public safety and wellbeing. With those few thoughts—probably at the wrong part of the Bill and at the wrong time of the Committee, but clearly with your generous indulgence, Ms Bardell—I will say no more, because I know that the Committee will want to move on.
May I crave your indulgence for a moment, Ms Bardell, given that you very kindly invoked me? I just want to put on the record my personal commitment to this issue. The hon. Member for Rotherham and I have a long history on this issue. When Lord Pickles was the Secretary of State, I was part of intimate ministerial groups talking about the need to deal with taxi drivers whom other taxi drivers did not want in the industry. This measure is as much about protecting reputable, decent public servants, which is what taxi drivers are, from those who seek to use this vocation or trade as a smokescreen for other activities. Tragically, we saw that in Rotherham. I was very keen to see the Bill introduced when I was in office, and I am hugely grateful to my hon. Friend the Member for Darlington for bringing it forward with Government support.
I also want to put on the record my local interest in this issue. Sian O’Callaghan was tragically murdered by a taxi driver in Swindon in 2011. With the help of the Suzy Lamplugh Trust, her mother, Elaine Pickford, has campaigned relentlessly ever since to improve the quality of regulation in this area. I want to put on the record my personal thanks to her and her family for everything they have done with such dignity since the dreadful events of 10 years ago, when I was still a fresh-faced Member of Parliament. Therefore, for local and personal reasons, I am particularly pleased that this measure has been brought forward with the support of the Government.
I thank the right hon. and learned Member for South Swindon and the right hon. Member for South Holland and The Deepings for their contributions, which are incredibly important and powerful. They have my apologies for mixing them up. They appear to have co-ordinated their wardrobes this morning, which led to my confusion. I give them my sincere apologies for that.

Well, if 2,500 buses cost £5.75 million, that is just over £2,000 per bus by my calculations. I have taken note of the points that the hon. Gentleman made about the age of some of the buses in Hartlepool, and I will certainly write to Stagecoach managers and invite them to Scarborough to visit the Alexander Dennis bus factory, where I am sure they will be able to place an order for state-of-the-art Enviro200 single-decker or Enviro400 double-decker buses. The factory will be more than happy to supply Stagecoach with such buses.
I welcome my hon. Friend the Minister’s remarks about smartphone technology. However, will he ensure that, in consultation with local providers, the problem of connectivity—particularly in rural areas—is addressed, because we all know that a smartphone is a wonderful gadget in town but very often it just will not work on rural bus routes?
May I briefly welcome the initiative to do more to improve awareness of the Transport Direct website, because pre-planning for journeys is so important, particularly for people with hidden disabilities, which we have not really discussed today? I urge the Minister to ensure that that work happens as quickly as possible and, if appropriate, to set a timetable for early meetings with stakeholders to ensure that that portal is accessed by as many people as possible.
Certainly—I would be delighted to ensure that that happens. Indeed, my own house does not have a mobile phone signal, so I am aware that there are numbers of people who do not have a signal for a smartphone and that many people from poorer families do not have smartphones.
We will continue to work with the bus industry to identify the best solutions to improve access to the public transport system for all passengers. Having met various bus stakeholders in December to discuss accessibility issues, my colleague at the Department for Transport, Baroness Kramer, who leads on accessibility issues, will write to bus industry representatives shortly to encourage the development of simpler and more affordable audiovisual systems for buses.
Aside from the use of audiovisual technology, as members of the Committee will be aware, the Government have placed a requirement on bus operators to ensure that all buses used on local or scheduled services are fully compliant with the Public Service Vehicles Accessibility Regulations 2000—or PSVAR—by 2015, 2016 or 2017, depending on the bus type. The regulations require buses to include facilities such as low-floor boarding devices, visual contrast on the edges of steps, handholds and handrails, and priority seating for passengers in wheelchairs.
As of September 2013, 78% of the total fleet had PSVAR accessibility certificates and the figures are rising steadily. The transition will take place over time, with transport operators inevitably using a mixed fleet of accessible and non-accessible vehicles in the run-up to full compliance, but the change will have a significant impact on disabled people’s access to the bus network.
On disability awareness training for bus staff, raised by the hon. Member for Eastleigh (Mike Thornton), the Government appreciate the important role played by staff providing assistance—as well as their awareness of and attitudes towards disabled passengers’ needs—in disabled passengers’ ability and willingness to travel.
EU regulation 181/2011 on bus and coach passenger rights came into force in all member states on 1 March 2013. The Government took steps to apply a number of exemptions within that regulation, including—many hon. Members expressed their disappointment about this—exempting UK bus and coach drivers from a requirement to undertake mandatory disability awareness training. This exemption was applied in line with Government policy on adopting any EU legislation, to make full use of any derogation that would reduce costs to business. This policy ensures that UK businesses are not put at a competitive disadvantage compared with their European counterparts.
To mitigate the impact of applying the disability awareness training exemption, in July 2013 my predecessor as Minister, now Minister for Crime Prevention, my hon. Friend the Member for Lewes (Norman Baker), wrote to bus and coach industry representatives to encourage the completion of disability awareness training by all drivers at the earliest opportunity. It is estimated that approximately 75% of all bus and coach drivers have completed some form of disability awareness training and this figure continues to rise.
My noble Friend Baroness Kramer will also write to bus operators to obtain examples of their disability awareness training and statistics on customer satisfaction. In response to concerns from the public about the disability awareness training exemption, the Department agreed to review its use in March this year, one year on from commencement, to ensure further progress has been made and that drivers are receiving adequate training in this area. The hon. Member for Blackpool South (Mr Marsden) mentioned this. Bus and lorry drivers have to engage in compulsory certificate of professional competence training, one day a year. Many bus operators regard this as an opportunity to use that training to help in this regard.
On rail, I believe that we have a good story to tell, as borne out by a recent study by the European Commission, which stated that the UK has the best major rail network in Europe, with passengers recording an overall satisfaction score of 78%.

Commons ChamberI travelled down on the line—in the cab, as it happens—on Monday morning and I saw some of the work that is going on for the planned electrification. A number of bridges are being replaced, which is necessary. That work is well under way and has started well. I will consider the questions about new rolling stock in due course when I come to consider the remaining period of the franchise.
5. What progress he has made on reviewing the structure of rail passenger fares.
The “Rail Fares and Ticketing: Next Steps” report was published on 9 October following a wide-ranging review and public consultation. It contains a number of measures to give passengers a better, more modern, and more flexible deal on fares and to improve the current ticketing system.
Swindon commuters who have no choice but to travel at peak times face increasing fares and want value for money. What plans does my hon. Friend have to increase flexibility and reduce costs for rail fare payers and season ticket holders?
My hon. Friend is right. The train operating companies set the prices for season tickets and for fares. I recognise that Swindon is a popular commuting town that benefits from the frequent services on high-speed trains to London, Wales and the west country. Nevertheless, he is right and he will have noticed the announcement from the Government restricting “flex”, which means that none of his commuters will face a fare increase of more than 3% above inflation from January 2014.

I agree entirely. I have always thought that the sudden appearance of those vehicles is a consequence of my voting record and that there is an intention from Ministers or Whips.
My hon. Friend raised the point of there being areas in all our communities with blind spots and blind corners. Whereas someone can hear a normal car, a lorry or even a cyclist who has the good sense to ring their bell as they go round a corner, these silent electric cars cannot be heard. We need to remember that disabled people and people with limited mobility cannot necessarily turn their heads to see what is behind them.
We also need to remember that people with learning disabilities, particularly those with autism, get used to certain sounds in the environment—they know what they are looking for and are comfortable with certain things. All of a sudden, an electric vehicle might completely unsettle everything they know and have learned. Because they do not necessarily have the immediate sense of danger that they would get from another vehicle, they become incredibly vulnerable.
I am grateful to my hon. Friend for raising the point about autism. Many autistic people will have acute hearing issues and the frequencies they are attuned to can be very different from those who have what is euphemistically called “normal hearing”. Her point is powerful. We have to think about the unforeseen consequences of vehicles that to us might seem to represent an acceptable reduction in noise. Those vehicles can discombobulate people with autism in their daily lives.
My hon. Friend is a great champion of those with autism, and I congratulate him on all the work he has done on the issue. He is absolutely right that those of us without a learning or physical disability do not necessarily understand the challenges that those with disabilities or impairments face. While we all accept and recognise the need for the growth in more environmentally friendly cars, we have to remember the other challenges that come with them.
I thank my hon. Friend for that intervention. My constituency is part-urban, part-rural, so I see the challenges from both sides: the densely populated areas with blind spots and corners and the villages with high hedges and everything else. Electric vehicles are bringing challenges in every part of our community.
I had the great privilege of attending the Kent Association for the Blind forum in my constituency last Friday. I did so as chair of the Medway council disability partnership board. I was asked to attend to answer various challenges, and the issue of electric vehicles was rightly raised with me. Other issues were also raised, such as how difficult it can be to get from A to B, even with a guide dog, or just with a stick. As my hon. Friend the Member for Sherwood (Mr Spencer) pointed out, being blind makes the other senses more acute and it shows how much we rely on them.
I heard an incredibly horrific and distressing story about a blind lady who uses a guide dog and came across a lady with a pram on a path. The lady with the pram refused to go into the road, because it would endanger her children, but the dog was trained not to take the blind lady into the road. There was a stand-off. As it happened, another pedestrian came along and challenged the lady with the pram, who refused to get out of the way. The pedestrian took the blind lady and her dog into the road and around the lady with the pram.
When the hon. Member for North Tyneside was talking earlier, I thought that if that good samaritan had not come along and helped and if that lady had gone into the road and an electric vehicle had been coming—the dog is there to help see and hear and be of assistance to the blind lady—there could have been a tragic consequence. We need to get greater awareness out to wider society, not only of the issues around electric vehicles, but of the issues around the partially sighted or blind. There are many issues in our local environments that challenge the vulnerable.
To reinforce my hon. Friend’s point, I put on a blindfold and used a guide dog along a main road with the help of my local Guide Dogs branch. It became immediately apparent to me that while the dog is there to work and guide the person, it depends on the commands the user gives. The problems that she has mentioned became immediately apparent to me when I found out for myself what it must be like to be visually impaired and rely on a guide dog.
My hon. Friend makes another excellent point. Many members of the public are ignorant as to what the guide dog is there for. The same lady from the previous story told me about how she had got on a bus and asked the driver whether it was the one to Chatham. The bus driver said, “Can’t your dog tell you that?”, as if the dog could somehow read the number of the bus and communicate that in human language to the blind person. These are important issues about electric vehicles, but the debate also gives us the opportunity to discuss the many challenges that partially sighted and blind people face.
I commend the Medway guide dog puppy trainers, who I had the privilege of meeting recently. They are desperately trying to train the next generation of guide dogs in all the challenges of their local community, and they are finding it incredibly difficult to train the pups into understanding the challenges of silent vehicles. It was a challenge for me to hold 18 leads of puppies and for them all to sit still and smile at the camera. It was a pleasure to meet them, and I am pleased that the trainers raised the issue with me.
The studies show that losing sight equals losing confidence. A near miss is enough to make anybody very wary, regardless of whether they are blind, partially sighted, elderly, a child or even able-bodied. The Health Secretary recently spoke of the dangers of chronic loneliness, and we do not want to isolate people further from their communities. People with a physical or learning disability already face social isolation, but if we put extra dangers and challenges in their way by increasing the number of electric vehicles without providing any means to protect them, another vulnerable group could end up experiencing chronic loneliness.
There are international comparisons out there. The US and Japan have taken strong action, and the hon. Member for North Tyneside spoke about the European parliamentary vote. I am not often inclined to support things that come out of Europe, but it has taken a lead on this issue on behalf of everybody across the EU, and it is important that we listen to what it is saying. We should do that for not just the visually impaired, but older people and children.
It feels as if the UK is lagging behind, so I urge the Minister to think carefully about the concerns raised this afternoon. If he cannot reassure us today, I hope he will go away and think, as a former road safety champion, about the issues raised for many people and about how we can protect the most vulnerable, including the groups I have highlighted.

Friend should say that, because my next line states that our report says that every local authority should appoint a lead politician who is responsible for cycling. I want the report to give birth to mini Borises across the country. Bearing in mind that we did not launch the report until April, that is quite a short gestation period.
I find it bizarre that we even needed to say that each local authority should have a lead politician. Winchester had a cycling champion long before the report was produced. This must not be about just giving somebody a new line on their letterhead. The cycling champion must be a councillor who is at the heart of the administration, as they should be at the national level. They must have the necessary political clout and authority to drive things through with their colleagues at cabinet level and with the key officers and the chief executive.
The cycling action plan should not be marked as being in the cycling folder; it should be part of the council’s health, tourism and economic strategy, and an integral part of the council’s strategy should be to make it work. How many MPs in the House have sent a copy of the report, or an e-mail with the link, to their chief executive or leader of their local council? How many know who the cycling champion is for their area and—more importantly—what they do?
I am not trying to be the lead councillor for cycling in my constituency—if I wanted to be a councillor, I could have a far easier life. [Hon. Members: “Ooh!”] I notice the double-hatters looking at me—how to win friends and influence councillors. I am trying to push the issue up the agenda locally, working with the marvellous councillors I have in my constituency. I hope soon to sit down with councillors from Winchester and Hampshire county council, and start putting some lines on maps.
I think my hon. Friend is genuine in his praise for councillors such as the lead member in Swindon, Councillor Keith Williams, who is a triathlete and passionate cyclist. Does my hon. Friend agree that with local leadership such as that which I have described we will improve cycling facilities in towns such as Swindon? Department for Transport funding for improved links between west Swindon and the town centre is an example of how cyclists will find things safer in the long term.
Yes, I agree. What I said about putting lines on maps is an expression I borrowed from Andrew Gilligan, who came to see the all-party cycling group on the eve of launching the Mayor’s cycling strategy for London. One thing he took us through was that putting lines on maps is not easy; land belongs to Transport for London or to the boroughs, and somebody had to try and pull that together. It was the leadership of the Mayor and of Andy—

Lady quoted a particular figure for mileage, but not the figure for mileage elsewhere in the country, which has been pretty stable, or the numbers of passenger journeys undertaken in non-metropolitan areas, which have held up well. Overall, there has been a marginal increase in the number of passenger journeys, according to the last figures.
T3. Junction 15 of the M4, in my constituency, is of vital regional and local importance to the economy, but is experiencing increased congestion. Will my right hon. Friend, or one of his ministerial colleagues, meet me and local representatives to discuss how we can alleviate this growing problem?
