I reiterate to my right hon. Friend that it is envisaged that people will upload information quarterly, but that is not the same as four tax returns a year, something which got some currency at the time. Several significant concessions regarding the number of small businesses that were exempt from the system were announced over the summer, but I am listening carefully to the points being made both by colleagues in the House and by some of the important stakeholders with whom we have been engaging. That is why we said that we will respond in the new year. We do not want to rush our response; we want to consider all the points carefully.

Investment and skills are front and centre in our plans to raise productivity across the country, including in the south-west. The autumn statement announced a new £23 billion national productivity investment fund that will be targeted at four areas that are critical to improving productivity: housing; transport; digital communications; and research and development. We also announced in the autumn statement that the south-west will receive £191 million from the local growth fund to back local priorities and support new jobs and £19.5 million extra investment to bolster the area’s resilience to flooding.

I welcome the Chancellor’s words and appreciate that he is keen for funding to be granted and attached to infrastructure projects that will bring a positive economic effect. With that in mind, will he consider supporting road improvements on the Toneway-Creech Castle corridor that leads into Somerset’s county town of Taunton, which will unlock 3,000 housing units?

I understand that the Heart of the South West local enterprise partnership bid for this scheme is part of its local growth fund submission; as I said, £191 million has been allocated to the south-west, and details of the individual LEP allocations will be announced in the near future. The Government are very supportive of using infrastructure to open up house building and employment opportunities, and from what she has said about this road, it sounds as though the project in question would fit very well with Government priorities.

I am very pleased to follow the hon. Member for Clwyd South (Susan Elan Jones) who made some very sensible points about euros. I also welcome her positivity about the Bill in general. We have had some fascinating insights into the charities in our constituencies. It is very heartening to hear how interesting and fascinating they are and also what a charitable lot people are on the whole. That must be welcomed.

Like many Members, I have been at the end of the supermarket check-out shaking my bucket. I have helped to pack people’s groceries into bags in the hope that they will put some money into my box. I usually put on my environmental hat as well and check that they have a recycled bag. I have often been there supporting charities with my children, my friends and my family, and I know that so many other people in my constituency do that on a regular basis for so many deserving causes. For example, there is the Young Farmers Club, the West Hatch scouts, and village school fundraisers.

The SURE cancer charity in my constituency earns most of its money from small collections such as the bucket collections I have referred to. They are essential. Many of our amateur sports clubs have to collect money in that way. I have collected money with the Blackbrook tennis club, Taunton Vale hockey club and many more besides. Usually small sums of money are collected, but they are so useful. The charities really do rely on such collections.

I applaud the people who go out day in, day out collecting for small charities in my constituency, gathering money to do good work that really needs to be done—often to protect vulnerable people.

Does my hon. Friend agree that it is fantastic that the changes in the Bill also include community amateur sports clubs? I know that that will be particularly welcome to groups such as bowls clubs and various other clubs in Wiltshire and up and down the country, which will help us to tackle obesity and champion healthy lifestyles.

I welcome that intervention. I will come on to sports clubs. I know that my hon. Friend is sporty herself, as am I. Everything that we can do to help sporting charities is welcome. She raises an important point about the connection between health and wellbeing. Anything that we can do to help such clubs should be encouraged, and the Bill will definitely help.

While my hon. Friend is on about sport, may the Bill not help Somerset win the county championship for the first time ever, after coming second this year? Would that not be a real triumph after Yorkshire and Middlesex stitched it up?

I know that my hon. Friend was down at the county ground not very long ago, because I had so many comments about the fact that he had been there. I am sorry that I missed him, because I was down there every day of that championship. I am not sure that Somerset is allowed to collect on the streets with buckets, but smaller sporting charities would be very much helped by the new enabling measures in the Bill.

This is not just about fantastic sporting charities. I am sure that colleagues will be able to list the events going on in their constituencies, because this also concerns sporting activities. People put a great deal of effort and determination into training perhaps for a marathon, and that is a wonderful source of fundraising for local causes.

Would my hon. Friend mind if I ploughed on just for a minute? I will lose my train of thought. Would he intervene in a minute?

Whenever I visit charities in my constituency, which I do as often as I can, I ask what I can do in Westminster to help them. So often they say that they want access to gift aid. One of their biggest issues is raising funds and then being able to get the right benefits and aids. Another colleague said that often small charities do not even know what they can or cannot claim. So anything that can be done to ease that will help, and I think the Bill will do so.

Whatever we can do to help small charities retain the money that they have worked so hard to collect would be beneficial. If it could be increased with top-ups and things, that would be welcome. While the current system has many good points, it has been criticised for being complex and inaccessible especially for small and newer charities. That is why I am pleased that the Government are listening. I was pleased to hear the Minister speaking earlier, and I am sure that the Bill will help to make life simpler in terms of funds collected and the submissions that small charities are required to make for gift aid.

I welcome the proposed simplifications through this gift aid small donations scheme. I was also pleased that so many stakeholders took part in the consultation and so many charities fed in, and that the Government are listening and taking on board lots of their views. The scheme will definitely help those charities for which it is not practical to obtain an individual gift aid declaration for every small donation made. That is where we come back to bucket collections, the bob-a-job collections that my hon. Friend the Member for Gloucester (Richard Graham) referred to, and even sponsored events. I am sure that Mr Deputy Speaker has done some himself, such as a sponsored bike ride. I did a mini-triathlon to raise money for charity. People give their support, but only with small amounts, and gathering all the intimate details that charities are required to input is often too much for them, so they do not go to the effort of claiming back what they could claim and get the benefit. We would definitely like to help all those charities, and the Bill will do so.

I welcome the reforms that will allow charities to benefit from the top-up system that has been worked into the Bill, so I will now come on to community amateur sports clubs. I am pleased that the Minister particularly addressed areas for them, especially the point that they had to be in one building to raise their money. I am pleased that that slightly ludicrous little piece of the legislation will be relaxed.

I am an ardent advocate of the benefit of sport in our communities, cricket included. We have marvellous cricket facilities in Somerset, many of which operate from the county town, Taunton, working from entry level at school right the way up to the county ground, where my hon. Friend the Member for North East Somerset (Mr Rees-Mogg) often goes. I particularly work with a number of sporting charities. I have helped to bring forward a water sports centre, which is being completed on the river in Taunton, with the charity, COACH—the Centre for Outdoor Activity and Community Hub. My hon. Friend the Member for Chippenham (Michelle Donelan) mentioned bowling. I have helped to attract funds for the bowling club in Wellington, and it is now winning major trophies right across the region. It was in the Wellington Weekly News only this week. Amateur sporting charities, such as Taunton football club, all need to raise funds, and the small change that we will make in relation to the venues where money is raised will really help them to retain more of their own money and make more of it. I welcome all that.

I will make a small nod to the eminently sensible provisions on childcare payments. A simple extension of the timescale for parents to input their children’s details to claim the correct tax free childcare bonus will make life much easier for many families, particularly those families whose circumstances have changed. For example, when two families join together, which happens quite frequently now, and people end up with their own children and some stepchildren, opening and expanding the window for people to input all the data will help all the children under one roof. I very much welcome that and hope that it will all make progress.

All the things in the Bill are really helpful. They will help individual families with childcare payments, and very many charities, particularly smaller and newer ones, will be helped by the new provisions on donations. The Bill certainly shows that the Government are listening. They have listened to all those stakeholders and charities. That is what we should be doing in government—it is absolutely right—as well as working towards making life run much more smoothly, particularly for those who really need it.

There is a great need in the south-west to provide more high-skilled jobs to boost productivity. In order to do that, we need to attract the right businesses. In this post-EU world, could the Chancellor kindly give his commitment, much praised so far, to the A358 upgrade for those in Somerset?

I was not aware that my hon. Friend was with Mr Lewis, but what he has said does not surprise me in the slightest. For all the talk of an increase in the minimum wage, I think that anyone on the progressive side of politics understands that a real living wage will be undermined by the Government’s cuts to in-work benefits and tax credit.

The Government are failing in respect of almost every key economic indicator. They have missed nearly every target that they have set themselves. The numbers—not the rhetoric—demonstrate beyond doubt that their claim to economic credibility is in tatters. We are asking for a genuine, comprehensive plan for trade, exports, innovation and productivity, and a genuinely rebalanced and fair economy. The Chancellor said that trade and exports would underpin his strategy for growth, but the UK current account deficit now stands at a record £96 billion, its highest ever cash level. The Chancellor promised a doubling of exports to £1 trillion by the end of the year, but exports fell last year to £511 billion. They are going in the wrong direction. On innovation, we continue to compare poorly with our competitors, and the Chancellor’s decision to change innovation grants to loans sends the wrong signals.

No, I will not.

On productivity, we continue to lag behind other major economies, and our productivity rise is barely half the level of the rise that we saw during the pre-crisis period.

All those failures need a concrete plan to put them right, but instead we simply have spin and slogans such as “the march of the makers”, “the northern powerhouse” and “the long-term economic plan”. Those are empty, shallow words from a rotten, hollowed-out Government.

Friend agree that the Labour Government underfunded infrastructure projects in the south-west, resulting in lower productivity in the region and hence less of a contribution to the national economy than we should have had, but that it is this Government who are turning that around with their huge £7.6 billion commitment to infrastructure and connectivity?

The last time I looked, I thought it was also Labour policy to have such a referendum, but I agree with the hon. The innovative Claims Consortium Group in Taunton Deane has just received an Investors in People gold standard award, one of only 300 companies in the UK to have done so. It began in a back bedroom in Milverton just a few years ago, and it now employs 300 people. Does my right hon. Friend agree that not only is Taunton Deane an excellent place to do business, as this company demonstrates, but so is the whole of the wider south-west, thanks to the infrastructure and connectivity injections this Government are giving it?

Let me join my hon. Friend in congratulating the Claims Consortium Group on its award. I am glad that it has been recognised for its hard work. She is absolutely right that Taunton, and indeed the whole of the south-west, is a great place to do business. We are now investing huge sums in the roads and railways, broadband and housing. Of course, without her I do not think we would be having the A358 upgrade. There is a general lesson, which is that when the south-west votes blue, the voice of the south-west is heard in Parliament.

One notable point in the Budget was that self-employed people got some help. They can often be the unsung heroes of our communities and they play such an important part in local business. Does the Minister agree that by helping them the Government are really demonstrating that they understand what makes the economy work, and, ultimately, what will benefit so many more people?

My hon. Friend is absolutely right. The Government are backing the 4 million self-employed people we have in this country, whether through help with business rates or help with national insurance contributions. We are on the side of those who are going out, taking a risk, working for themselves and creating wealth for the British people.

Accessing university is a transformational experience for many students, especially for people from disadvantaged backgrounds. We want more people from disadvantaged backgrounds to go to university and receive the benefits that can bring. I will now explain exactly why—

I have come hot-foot from a delegation of students who came up from Somerset College in my constituency this morning, some getting on the train at 5 o’clock to meet me, because they knew I was on this Committee. I want to express their heartfelt concerns about the dropping of the maintenance grant and the switch to loans. They believe it will have a serious impact on people from low-earning backgrounds, particularly women, single-parent families and mature students—which they all are.

I fully understand that the Government want to get more people into further education and the concern about the debt that we were left by Labour. We would not even be discussing this if it were not for that and the deficit. Will the Minister assure me and those students that he has their concerns at heart and that we will still enable people from disadvantaged backgrounds to access further education?

My hon. Friend makes some points that I will now address head-on. Students understand the value of obtaining a degree. On average, graduates will earn £100,000 more than non-graduates over a lifetime. Because of the progressive nature—this is the vital point—of the student loan system, loans will start to be repaid only when students are earning more than £21,000. That means that the lowest earners will repay nothing.

As our equality analysis indicates, the grant-to-loan switch will only significantly affect students from low-income backgrounds whose annual average lifetime earnings are £30,000 or more. Critically and crucially, that is to say that only those who benefit from increased earnings as a result of undertaking higher education will be affected.

I believe that 3,000 extra staff were laid on to help to handle phone calls at weekends, and I welcome that. May I put in a bid for the Minister to reassure us that we will still have human beings at the end of the telephone in this great new system, which I fully support?

Yes, there will be human beings. It is true that, following the problems earlier this year, HMRC brought in an additional 3,000 people to work on the telephones. Those people have been trained up and are now deployed. That explains why there has been a significant improvement in performance over the past few weeks, although there is still more work to do.

As a newly elected member of the Public Accounts Committee, I recently had the opportunity to look closely at HMRC’s efforts to increase the amount of tax it collects and how it plans to do better. Our latest report, published on 3 November, made it clear that it is our opinion that HMRC has continued to fail in its customer service standards, and that if it is to collect much more of the tax due to the Treasury, modern, fit-for-purposes systems that support the Government’s “Digital by default” agenda must be in place.

At the moment, HMRC’s 58,000 employees are spread across 170 offices, many a legacy of the 1960s and 1970s. Their staff numbers range from fewer than 10 to some 6,000 people. To meet the customer service standards and increase tax revenues, the service needs to be providing its customers with modern services, at a lower cost to the taxpayer. As the Minister mentioned, this year HMRC recruited 3,000 additional staff to customer-facing teams. Those staff are providing services in the evenings and at weekends, building capacity outside normal working hours, which helps the taxpayer who is trying to sort out her tax payments. That is a great step forward: a major government body is changing its working practices to meet its customer demand. Many more customers now want to work out their tax payments online, at a time of their choosing. HMRC’s investment in digital services, simpler and more user-friendly portals and work with accountancy software designers to make small business financial packages automatically link into HMRC’s reporting systems is freeing up staff to deal with more complex tax problems.

I thank my hon. Friend for her intervention, because what she says is exactly right. We have to be mindful of that situation as HMRC moves forward in this digital world. HMRC collected £518 billion from UK taxpayers in 2014-15, an increase of £12 billion on the previous year. Over the past five years, a continuously increasing tax take has been matched by a reduction in running costs from £3.4 billion to £3.1 billion. I believe the Chancellor is totally committed to supporting HMRC to do its job better, and the Budget in July gave it a further £800 million to invest in compliance work over the next five years and collect an additional £7 billion in tax take.

There will, however, remain a tax gap, and challenging and overcoming that will continue to need the most modern systems and highly qualified staff. In search of such, the move to modern, regional centres across the UK will bring together the skills and the efficiency of resource and talents to maximise tax collection. HMRC expects the majority of its existing staff to be able to move to the regional centres, with a 10-year phasing to minimise redundancies. There will eventually be a modern, digitised organisation with fewer staff, but I have every hope that the programme of change is being well managed—I will be continuing to monitor it, as will the PAC.

I have some concerns about the regional centre plans. For example, I question the need for two London-based sites, in Stratford and Croydon, given that there is no base in East Anglia, where I would have thought running costs were lower. In the north-east, we already have a major HMRC centre at Longbenton in Newcastle, which supports a wide variety of tax-collecting divisions. The changes in staffing levels and working hours are starting to improve customer service there, and it is key that we make sure HMRC maximises the investment in its quality of staff and effectiveness across the UK to get the maximum benefit. HMRC’s modernisation of its efficiency and digital service provision is vital if the service is to continue to reduce that tax gap in order to help us to pay for the public services—the goodies, as the hon. Member for Wolverhampton South West (Rob Marris) called them—we all want to see, to transform its services to customers and to be able to clamp down further on the minority who are still trying to cheat the system.

I welcome the opportunity to speak in this debate. I also welcome the modernisation of HMRC. It is right that the service is streamlined. Value for the taxpayer and customer service must be at the heart of our reforms, and I truly believe that it is possible to save money and improve customer service. At the end of the day, like many things in business, it comes down to efficiency and productivity, both of which have proved increasingly difficult to achieve in the current system, as has been pointed out.

It is imperative that we collect the taxes that are due and crack down on tax avoidance. People in my constituency of Taunton Deane often raise that with me, and Members from all parts of the House are concerned about it, which is why we need a system that will get to grips with problems, especially tax avoidance. Bringing together a highly skilled workforce based in specialist buildings will help to meet that challenge. I have sympathy for people who work in offices that are going to close, but the existing offices are old-fashioned, and many of them are in buildings built in the 1960s and ’70s. They are stuck in the dark ages.

I am going to plough on, because we have been told that we cannot speak for long.

A move out of outdated offices, many of them in London, will help to achieve major savings on those antiquated properties. It is the kind of common-sense approach that all businesses take to achieve cost savings and to improve efficiency. I have been assured that it is anticipated that many staff will move to new regional centres. Bristol has been proposed as the centre for the south-west, but I would like to suggest that the county town of Somerset—Taunton, in the heart of my constituency of Taunton Deane—be considered for a regional centre. I would welcome a discussion on that, and I have been contacted by the powers that be in Taunton Deane. There is a wonderful location for such a centre on junction 25 of the M5 in our new strategic employment site, providing easy access for everyone, everywhere.

I am going to plough on.

Streamlining office buildings is not the only component of the modernisation programme, as we have heard. There is a full programme of measures, including investment in online services; new compliance techniques; and other initiatives that make it easier for taxpayers to access the system. We are all keen to pay our taxes. The benefits of those measures, as I have said, have come into play, as 80% of customers complete their self-assessment online, saving time and money, and moving us towards a 21st-century system.

I have been approached by many constituents about the difficulty of accessing the tax office. I have intervened in such cases and, once I have done so, the service has been good. However, I welcome the upgrade and I fully expect that it will make life easier. Indeed, the 3,000 extra staff who came on board at the weekend to handle phone calls will help. As I have said, I applaud the opportunity for more personal contact where appropriate.

To sum up, major investment in a new, modern system with highly skilled staff, many of whom are already working for HMRC, and many of whom we will train, will bring in more revenue at less cost to the taxpayer, so the streamlining of HMRC, once it beds in, will be a win, win, win.

I am going to make some progress.

Every Member of Parliament should look up the online House of Commons paper, which contains a link to the number of tax credit recipients by constituency. Any Members who support the Government’s proposals can see exactly how many of their constituents will be affected by them. We remember Mrs Thatcher saying, back in the day, that there was no alternative. That, of course, was nonsense. We also heard that there was no such thing as society. That sort of behaviour should be a thing of the past. There has to be social cohesion. We have to demonstrate that we want to help people out of poverty, not remove a ladder that would take them out of it.

I know what people in my constituency are saying. They do not like this. It is seen as mean-spirited. It is punishing the poor: ordinary, hard-working folk. There is no excuse for it, and we can stop it. There will be a massive impact on families, and we know that the end result will push families with children into poverty. We hear—and we have heard it in the Chamber today—that many Tory Members have voiced concerns at the impact of the changes. We should say to the Government, “You need to listen to those of us on this side of the House, as well as some of your own voices that are reacting to the impact of what you are doing.”

The hon. Gentleman asked just now what it was that we wanted in our constituencies. What we really want is a better future for everyone. We do not want people to be hard done by. Will the hon. Gentleman comment on this? We want more jobs, a better future, more money and better childcare, all of which the Minister has outlined today.

We all want a better future. We all want more jobs, and better-paid jobs. But the point is—the point that we cannot get away from—that you do not do that by punishing those who are in work, and who will be pushed into poverty. As the Government have often said, work must pay. You cannot do what you are doing and be consistent with your own objectives.

I will press on, if hon. Members do not mind, as time is short.

Economists have warned of the potential for a future slowdown in western economies as a result. Former chief economist at the World Bank, Larry Summers, wrote last week that the dangers facing the global economy are more severe than at any time since the height of the crisis. Faced with these potential challenges, it makes no sense to close down the fiscal options available, especially when there is a possibility that monetary policy options may also be constrained.

I want to break the stranglehold that the focus on deficits has had on the economic debate in this country in recent years. Yes, the deficit is vitally important, but we need a paradigm shift to open up the wider debate on what makes a healthy economy, a prosperous economy, in which everybody shares in that prosperity and in which everybody is secure, not just the wealthy few, where everybody has a decent home in a sustainable environment, is able to develop their talents to the full, has secure, stable, well-paid and rewarding employment, and support when they fall on hard times. We will tackle the deficit, yes, but we will not tackle—[Interruption.] Hon. Members should listen and they will hear.

We will not tackle the deficit on the backs of middle and low earners, and especially not on the backs of the poorest in our society. We will tackle the deficit, but we will do it fairly and to a timescale that does not jeopardise sustainable growth in our economy. We will balance day-to-day spending and invest for future growth, so that the debt to GDP ratio falls, paying down our debts. We will do this, first, by ending this Government’s programme of tax cuts to the wealthiest in our society. This winter, when the letters go through the letterboxes telling working families how much they will lose in tax credits, we will be reminding them that their tax credit cut has paid for a cut of billions of pounds in the inheritance taxes of the richest families in this country.

Secondly, we will give HMRC the resources and powers to tackle tax evasion and avoidance—no more Facebooks paying less than £5,000 in tax despite £35 million in bonuses and total global profits of £1.9 billion—but above all else we will grow our economy. We will use smart Government institutions to strategically invest in the key areas that increase GDP in the future: education, health, research, technology, human capital formation and training—a progressive economic agenda that recognises that wealth creation is a collective process, working in partnership with businesses, workers, public institutions, and civil society organisations that create wealth in this country.

I have given way a number of times and this is a time-limited debate; I apologise.

That is why we will establish a national investment bank to invest in innovation across the entire supply chain, from the infrastructure we need to the applied research and early stage financing of companies. To tackle the growing skills shortages we will prioritise education in schools and universities along with a clear strategy for construction, manufacturing, and engineering skills to build and maintain sustainable economic growth. The proceeds of that growth will reach all sections of our society.

So we are launching the debate on the economy we need and the economic instruments and policies needed to achieve that prosperous and sustainable growth. That is why we are reviewing every aspect of economic policy and systematically assessing our economic institutions, the Bank of England, HMRC and the Treasury.

Today I can announce that I have appointed a former member of the Monetary Policy Committee, Professor David Blanchflower, to lead a review into whether the Monetary Policy Committee should be given a broader mandate. He is joined by Lord McFall, the former Chair of the Treasury Committee.

This is Labour’s radical project. It is based upon the sound advice of some of the best economic brains in the country. We will be testing our policies and economic instruments and we will be asking the Chancellor to give us access to the resources of the Office for Budget Responsibility to model our proposals. I am asking the same of the Governor of the Bank of England.

We are seeking the widest public engagement in our economic policy discussions. The dividing lines between us and the Government are not just on how to tackle the deficit and who pays for the crisis. They are more fundamental. It is about for whom the economy works and the role of the strategic state in this process. So today we will oppose this charter as an instrument for imposing austerity on our community unnecessarily. We are bringing to an end the petty game playing and moving on to a more serious debate of how the economy can work for everybody.
