On Friday, I visited the new Barnstaple Work Club, a fantastic initiative giving support to those seeking employment, particularly those with disabilities. Will the Minister join me in welcoming this new initiative and in thanking the volunteers as well as Barnstaple library for hosting it?

The Department takes the death of any claimant extremely seriously and always conducts an investigation into the circumstances. The Department is continually working to improve its safeguarding practices, working with partner agencies and local government. The Department is presently undertaking a review of the departmental safeguarding policy and guidance available to staff, which will report in the autumn of 2019. The scope of the review is considering what more we at the Department can do to support vulnerable claimants, with an emphasis both on ensuring safety and on working with partners to provide the necessary support when and where necessary. The review covers all areas of DWP delivery activities.

The last independent review was in 2014. As I said in my opening response, we do not hold emails going back over 12 months, under our document retention policy. My understanding, however, is that the documentation was not requested by the independent reviewers, but we hold such information on the peer review process for six years. I should stress that we would share outcomes and lessons learned. As the hon. Lady rightly pointed out, we have about 20 to 25 internal process reviews a year —they do not all relate to suicides—but I would stress that we are fully compliant with the law when it comes to data.

From my work in the Department, I know that Ministers take this issue extremely seriously, and they will be concerned to hear about the cases that were reasonably and sensitively raised by the hon. Member for Oldham East and Saddleworth (Debbie Abrahams). Will the Minister confirm that whenever a claimant dies, a thorough review is undertaken by the Department and that that is the right process to follow?

I thank my hon. Friend for his question and the way he put it. We take all cases of this nature incredibly seriously, and the Department has undertaken 84 internal process reviews since 2015. It carries out such reviews for a number of reasons, not only in cases that relate to suicide. I stress that these reviews do not mean that the Department was at fault, and in the majority of cases they contain very personal information that it would not be right to publish. Nevertheless, it is incredibly important to carry out such reviews because, where lessons can be learned, they should be. Indeed, in numerous cases, they have been learned.

I thank the hon. Member for the points she raises. To be absolutely clear, those who are part of the managed migration will get the full transitional support. The whole point of the gateway was to provide additional support for those who had changed circumstances that would not have been entitled to the full transitional protection. I absolutely understand the point about the urgency of bringing forward the regulations, but we want to ensure they are done in the correct manner so we do not replicate the errors of the difficult and complex legacy benefit, which we see in our surgeries as individual constituency MPs, whereby some of the most vulnerable people in society are missing out on the benefits to which we all agree they are entitled.

Of course people with disabilities must be properly served by our benefits system; I know the Minister well, so I know that he will be working extraordinarily hard to ensure that that happens in his Department. Is it not a fact that universal credit is targeted far more effectively at ensuring that help is given to those who most need it?

I know that my hon. Friend works extremely hard in this area; I have made several visits to his constituency, where I have seen him championing local organisations that make a difference to disabled people in his community. Universal credit targets support at those who most need it, which is why, on average, more than a million disabled households will be £100 a month better off.

We are continuously testing, learning and improving to deliver an effective roll-out. The pace of the roll-out reflects the need to listen, respond and get it right. We have rolled out universal credit to 353 jobcentres and are increasing the roll-out to 60 jobcentres per month. Universal credit is on track to be in all jobcentres nationally by the end of 2018.

I will indeed join my hon. Friend in thanking his team. I also thank him for what he has personally done in his local area, working with Alex Coull, the work coach team leader, and his team. They have done an excellent job, engaging with stakeholders from North Devon Homes, North Devon Council, Citizens Advice Devon and North Devon+. That is the sort of work that all Members of Parliament can do to ensure that universal credit is rolled out safely.

That was another reason for making a written statement, as well as the time constraints and what we had to do to adhere to the legal ruling. I have not come here today for plaudits. I have come here to do what is right and to explain what is right. That is what I have done, and that is the key thing for all our constituents and the people who are watching this closely at home. We have made a decision. I believe that it has been accepted on both sides of the House, and we are going to get things right.

I warmly welcome this decision, and it is worth noting that this new Secretary of State made it after only eight working days in her role, which represents a decisive course of action. Is it not the case that the entire focus of the Department, which I know well, is on ensuring that those with mental disabilities and challenges have opportunities to access the workplace and lead independent lives? In making this decision, the Secretary of State has shown that that is her focus.

This Government are committed to halving the disability employment gap. In the spending review we announced a real-terms spending increase on supporting disabled people into work. In the past two years, 365,000 disabled people have entered employment. Our forthcoming Green Paper will set out our plans to support more disabled people into work.

The Government are committed to halving the disability employment gap. We are ensuring that disabled people have the skills and confidence to enter work through a named coach in universal credit and we are upskilling our Jobcentre Plus staff and our employment support programmes. We also recognise that we need to create opportunities, so we are working with businesses through the Access to Work programme, the Disability Confident campaign, the small employer offer, and our reverse jobs fairs.

I recently attended a celebration at Petroc college in North Devon to thank employers and congratulate the students who took part in the successful supported internship programme, which provides valuable work experience for young people with additional needs. Will the Minister join me in congratulating everyone concerned? Does he agree that such schemes play an important part in the Government’s policy of bringing people with disabilities closer to employment?

I pay tribute to my hon. Friend because I had the pleasure of meeting the students and staff at Petroc at his own reverse jobs fair, where he took a proactive approach to linking employers with the greater opportunities provided by organisations such as Petroc.

The Secretary of State said plainly that it is important to get the tone of such discussions right. By and large, that is what we have done in this afternoon’s debate. I was much taken by the contribution of the hon. Member for Airdrie and Shotts (Neil Gray), who talked about his nephew. I found it very moving, and he got the tone exactly right, because this should be about individual people. Similarly, the hon. Member for Workington (Sue Hayman) and my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard) also got the tone right. What a contrast that was with the tone used by the shadow Minister, the hon. Member for Pontypridd (Owen Smith), in his entirely inappropriate opening remarks.

The wording of the Opposition motion just smacks of opposition for opposition’s sake. The manner in which it was proposed by the Opposition Front Bench showed the truth, which is that it is politically opportunistic and partisan. It was entirely unhelpful for the tone of the debate and for the people whom we are seeking to assist. My hon. Friend the Member for Blackpool North and Cleveleys questioned the exact nature of the debate and said the shadow Minister just seemed to be starting a general discussion rather than looking specifically at the points, so in that spirit I will look specifically at the motion, clause by clause.

The motion starts by stating that the House regrets the

“lack of progress towards halving the disability employment gap”

but that does not add up. We are helping more people with a disability to get into work than ever before. Some 365,000 more disabled people are in work now than two years ago. More than 3.3 million disabled people are in employment in total, which is an increase of 150,000 in the past year alone. Some Members made comments about the exact figures of the disability employment gap, but as has been pointed out, the reason for the discrepancy is that the rate of employment is so much higher under this Government than it was under the Labour Government.

If the hon. Lady will forgive me, I will not, because I understand that we are only about 20 minutes away from the closing speeches and I want to give everyone the opportunity to speak.

Secondly, the motion says that the House

“regrets that the Government has not yet published its White Paper”.

That does not even take account of the Secretary of State’s clear statement that he now intends to bring forward a Green Paper. I am surprised to hear the Labour party say that we should be doing this quicker, because its usual complaint is that we do not listen enough. Now, it appears to want us to rush out proposals without talking to the people we should be listening to. A proper consultation in which we talk to people with disabilities and the third-party, voluntary and charity sector organisations that represent them will take time. It is absolutely right for us to do that.

The motion goes on to note

“with concern that commitments made in the Autumn Statement 2015 to help more disabled people through Access to Work and expanding Fit for Work have not materialised”.

I have the autumn statement here. It is clear in its commitment that there will be

“a real terms increase in spending on Access to Work…to help a further 25,000 disabled people each year remain in work”.

It talks of

“expanding the Fit for Work service”

and of

“over £115 million of funding for the Joint Work and Health Unit”.

I say gently to the Labour party that the autumn statement is still in place. We are still in the period that it covers. I do not understand why Labour is suggesting that we are in some way reneging on it, when the period is still current.

The motion

“further notes that the Government is reducing funding”.

That just does not add up. We are increasing spending on disability support. In the last Parliament, spending rose by £3 billion. We are now spending £50 billion on benefits alone to support people with disabilities and health conditions.

Last Friday, I attended a meeting of the North Devon and Torridge disability access forum. It was an extraordinarily positive meeting. Yes, it has concerns about the people it represents, but it wants to have a positive way of working with me and, through me, with the Government. That is typical of the positive attitude in North Devon. In Ilfracombe just two months ago, I organised a Disability Confident event, which the Under-Secretary of State for Disabled People attended. It was an extraordinarily positive event that showed what can be done when people get together and work for the good of the majority of people. That is what we should be do doing.

It would have been remiss of me not to give way to a Devon colleague. I agree with him entirely, of course.

In the last two years, 365,000 more disabled people have moved into work. About £50 billion every year is being spent on benefits alone to support people with disabilities or health conditions. The Government will continue to spend more than Labour did in 2010 in every year between now and 2020. Benefits related to the additional costs of disability have been uprated every year.

We are well on our way to securing the Government’s manifesto commitment to halve the disability employment gap. This Government are doing more than the Labour party, which proposed the motion today, ever did. This is opposition purely for opposition’s sake, and we should consign the motion to the No Lobby where it belongs.

I echo the words of the right hon. Member for East Ham (Stephen Timms). The Backbench Business Committee has, properly, allowed this debate and he has introduced it very wisely indeed.

In my mind, there is a difficulty with the motion as it currently stands on the Order Paper: it seeks to look at universal credit in isolation. That is a problem, because what we need to consider is the entire package of measures the Government have introduced with regard to changes to benefits and very significant movements forward in seeking to tackle child poverty. We need to look at all of those measures in the round and as a whole, and not focus solely on universal credit. The package of measures we need to be thinking about are the increases in the personal tax allowance, the introduction of the national living wage and better childcare provision, which goes to the heart of what this debate seeks to address.

The hon. Gentleman talks about needing to take these issues in the round. Does he accept that in February this year the IFS predicted that, taking all issues in the round including planned tax and benefit reforms, child poverty will increase from 15.1% in 2015-16 to 18.3% by the end of this Parliament?

I am glad the hon. Gentleman mentions the IFS, because it also said that

“universal credit should make the system easier to understand, ease transitions into and out of work, and largely get rid of the most extreme disincentives to work or to earn more created by the current system.”

The IFS seems to quite like the introduction of universal credit, which has to be looked at in the round. The Government are introducing a whole package of measures. I listed some of them. The growing economy and rising employment also help.

The other issue that is not taken into account when we consider universal credit is what is sometimes referred to as the dynamic impact—a horrible bit of jargon—of universal credit. This seeks to take into account changes in individual behaviours in response to the introduction of universal credit. It is quite difficult to analyse but it means improved opportunities for people to move from welfare into work, which changes people’s behaviours. This is a vital point. Even though it is in its early stages of introduction, as pointed out already, there is significant evidence that universal credit is doing well and succeeding at ensuring that more people move off welfare and into work. The latest figures show that for every 100 people who found work under the old jobseeker’s allowance system, about 113 universal credit claimants move into a job. What matters, however, is not just the fact of moving into a job but the quality of the job and the pay, and people are actively looking to increase their hours and their earnings as well.

Does my hon. Friend, like me, welcome the emphasis on in-work progression? The story does not end when someone happily gets into a role. It matters also that they are encouraged through Jobcentre Plus to improve their hours and their standing in the firm and get paid more over time.

I absolutely agree with my hon. Friend. That is important, and the latest figures show that 86% of claimants on universal credit are actively looking to increase their hours, which compares to 38% under JSA, which is a significant difference. People are actively looking to increase their earnings as well, which goes to the heart of his point. Some 77% of those on universal credit are actively looking to increase their earnings, compared to 51% on JSA. That is a really important part of the universal credit package.

Is the hon. Gentleman really trying to tell us that the dynamic impact will compensate for the loss of income that families, particularly those with disabled children, will suffer under the universal credit changes?

The hon. Gentleman leads me on to talk about children in particular—the essence of the issue the motion seeks to address—so let us talk about what the Government are doing to reduce child poverty. The latest households below average income statistics show that child poverty in the UK remains at its lowest level since the mid-1980s—the lowest for 30 years. The number of workless households has fallen by about 750,000 since 2010 and—this is the crucial point that goes to the heart of it—there are nearly 500,000 fewer children living in workless households.

The Government, therefore, have a good and sound record on reducing child poverty and targeting the welfare system very carefully at those who need it the most. That is the key to what universal credit seeks to do. The hon. Member for Foyle (Mark Durkan) mentioned young children. The Government have invested £2.5 billion in the troubled families initiative and the same amount again in the pupil premium, which provides extra funding for the most disadvantaged children in school. And here is a measure we do not hear much about from the Labour party: income inequality is down under this Government.

That is what the statistics show. It is important to remember that the Government are having some success.

I want to touch on the Government’s announcement of the introduction of the new and significantly strengthened approach to the life chances of Britain’s most disadvantaged children. I sat last autumn through 17 sittings of the Bill Committee for the Welfare Reform and Work Act 2016, along with the Minister and other hon. Members I can see today on both sides of the House. For those who were not there, this was a very important part of what the Committee discussed. The Act seeks to ensure that the life chances of the most disadvantaged children are front and centre in all the welfare reforms we seek to introduce. That will be central to our one nation approach over the next five years. Ministers are committed—I have heard them say it several times—to this much more effective measure focused on the real causes of poverty.

I repeat, however, that we need to look at this as a whole. I am not saying that this debate is not worthwhile, but I question the wording of the motion and the fact that it merely isolates universal credit. We need to look in the round at all the measures and welfare reforms that the Government have introduced and which amount to a significant and beneficial package of reforms.

If the right hon. Gentleman will forgive me, I am coming to a conclusion.

I understand the concerns that the right hon. Gentleman has raised and which the motion seeks to address, but having sat through the Bill Committee, I think that universal credit will bring longer-term benefits. It needs to be seen as part of a package of measures. I am not for one minute saying it is not important that we look at how children are being affected by these measures, but I know that the Minister is addressing the matter and that the Government have put the effect on children at the heart of their full package of welfare reforms. We want to ensure that those effects are beneficial. I believe that they will be and that the Government are moving in the right direction.

Does he agree that such events are vital to ensuring that employers get the help they need and, crucially, that people with disabilities are moved closer to the world of employment?

I urge the Government to remember that, by their own definition, claimants receiving work-related ESA are not capable of work at that time. They are people the Government’s own work capability assessment has deemed not to be fit for work. Surely it is therefore preposterous that the Government think they can cure those people’s complex and long-term ailments and miraculously incentivise them to return to work by reducing their financial support.

If implemented, these cuts will surely also hinder the Government’s ambition to halve the disability employment gap. Instead, they will push many disabled people further into poverty and have a significant and harmful impact on the health and wellbeing of many people, including many in my constituency. As has been mentioned, a Macmillan survey of nearly 1,000 people living with cancer recently found that one in 10 would be unable, or would struggle, to pay their rent or mortgage if they lost £30 a week. How can this Government think it is acceptable to risk cancer patients losing their homes as a result of these cuts? Surely, as has been said by many hon. Members, particularly the hon. Member for Stevenage (Stephen McPartland), who spoke articulately and with such passion and principle, it is time to listen to Macmillan, Scope, Sense and Parkinson’s UK, to the many experts who have lined up and to the recommendations of the parliamentary review of the proposed cuts and reverse the removal of the work-related ESA component—and the equivalent payment under universal credit—as proposed by these amendments. It is also surely time for a thorough impact assessment of the proposed changes before they come into effect.

Finally, instead of cutting these life-saving benefits, the Government should, as my hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams) has so clearly articulated, put in place much more effective back-to-work support and provide more disability employment advisers to help these people deal properly with the barriers they face. We should not be punishing some of the most vulnerable people in our country—we should be giving them a helping hand.

When I spoke on this matter in this House a week ago, I referred to the issue of the publication of data and the Lords amendments then before us. I recall saying, in answer to an intervention from an Opposition Member, that I felt sure the Minister for Employment, my right hon. Friend the Member for Witham (Priti Patel) would be giving an assurance that the Government would be guaranteeing that the sort of data that the Labour party was asking for would be guaranteed and would be published annually. Lo and behold, that is what has happened. She has been absolutely correct in making that concession to the Lords, and the resulting Lords amendments 1B, 1C and 1D are to be welcomed. I hope we can all support them this evening.

On the other Lords amendments, 8B, 8C, 9B and 9C, my hon. Friend the Member for North Dorset (Simon Hoare) has articulated the parliamentary process. I will not go through any more of those arguments, but it is clearly the fact that this House—the democratically elected House—has quite properly voted on these matters on many occasions. I served on the Bill Committee, along with the hon. Member for Oldham East and Saddleworth (Debbie Abrahams), for many occasions last autumn, and all these issues have been discussed in full and passed by this House.

Rather than the process, what is important to remember is this: everybody, on both sides of this House, wants to do the right thing. This Government have at the heart of their policy the fact that we will ensure that those with long-term illnesses or physical or mental disabilities will get all the help that they need to move closer to work. Of course that is the right approach, and it is the essence of the Government’s policy.

While on the issue, I should say that I am holding a Disability Confident event this Friday in my constituency, with the Under-Secretary of State for Disabled People, my hon. Friend the Member for North Swindon (Justin Tomlinson), and that shows that with a rounded package of measures, this Government are absolutely committed to helping those who need the most support to get closer to work. It is time to get these measures on the statute book.

The proposal to cut the incomes of people on ESA WRAG by £1,500 is one of the most mean-spirited yet from this Government. The fact that the cut applies only to new claimants, in a little over a year’s time, demonstrates the unease Ministers have about it and their hope—a vain one—that because it applies only to new claimants, somehow people will not notice. The fact is that Ministers are looking for large savings at the expense of the poorest and most vulnerable. That was not made clear in the general election campaign; then, the Prime Minister said that disabled people would be protected.

The Minister said that she was going to spend another £100 million on supporting these people. If her scheme was going to work, she would not need to cut this £30 from such people’s weekly income, because she would get the savings as they all moved into work. This is doomed to fail and the Minister knows it. If she was convinced that it was going to work, she would do the impact assessment, because she would be confident of the upshot. She is not doing so, and she is ignoring the very real impact that this will have on the health of the most vulnerable of our fellow citizens.
