Thank you, Sir Gary; I will ensure that trend is kept to. I congratulate the hon. Member for East Devon (Simon Jupp) on securing a thoughtful and fascinating debate. The conclusion of all this is that British farmers still need support, and what they have received thus far is not sufficient to ensure that we have good farming practice.
I feel like a veteran at some of these debates. I have only been doing this job for the past few weeks, but the same themes seem to come up. Quite rightly, there is a tension between food production and biodiversity, and there are issues about the costs of supermarkets and concerns about food security and poor mental health among the farming community.
There were a couple of things that did not come up. One that I want to mention, which only the hon. Member for Penrith and The Border (Dr Hudson) brought up, is the concerns about ELMS payments. I thought that would be a focus of much of today’s debate, but until the hon. Member rose, there was no mention of it all. I am sure the Minister is more than aware of the some of the concerns and anxieties about ELMS. Farmers are saying clearly that they need to know what will happen, so that they can plan their businesses and know whether they will have a viable future, so I was quite surprised that that was not brought up.
I am absolutely not surprised at all that the other huge issue that did not come up—the one that probably has the most impact on agriculture and farming across the whole of Britain and UK—was Brexit. I am not surprised that Conservative Members do not bring it up, because they would have to acknowledge that the past few years have not been their greatest. Brexit has had such a negative impact on everything to do with agriculture, food security, the wellbeing of rural communities and exports—with everything to do with food and drink. We know that things are bad. We only need to listen to the former Secretary of State, the right hon. Member for Camborne and Redruth (George Eustice), when he lamented the poor deal that was struck with Australia and said—this was testament to his powers of understatement—that it was “not…very good”.
That deal was more than not very good; it was a disaster for sheep and cattle producers, and for beef and lamb exports. The one-sided nature of the deal struck with Australia has allowed cheap imports to come flooding into this country and given nothing in return for the hard work of British farmers up and down the countryside. I am not surprised that Conservative Members do not mention Brexit, because if I was them, I would stay well away from it too, because it has been a singular disaster for our friends.
We heard a lot about animals, which quite surprised me. I always like a debate about animals. My constituency in Perthshire was one of the first to secure the introduction of beavers. I know that there is some despondency and negativity around this—I hear a lot of that from farmers, who are impacted quite severely—but there are also benefits to attractions. I represent the biggest river tributary system in the whole of the UK, in the Tay river and its tributaries, and some of the positive environmental outcomes of beavers are there to be seen. There is almost a small tourist industry set up around them, so that people can walk round and see some of the work of the beavers, so while there are issues and management is of course necessary, it is not all doom and gloom.
I heard the profound words of the hon. Member for East Devon —“You can’t eat trees”—but tell that to the beavers, the bears, the giraffes and the many insects that feast upon our woodlands on a daily basis, if not every minute of the day. Let us not be so negative and despondent about some of the reintroductions of wildlife, because this will be ongoing. There are proposals and plans for further introductions. The sea eagle in Scotland has been a great reintroduction. I know that there are issues—it all comes down to the tension between the introduction of wildlife and the management of land—but we have seen positive impacts, particularly through tourism and people coming to watch this magnificent bird flying the skies once again over Scotland, so let us not have all this doom and gloom when it comes to reintroductions.
I listened to the message from the hon. Member for West Dorset (Chris Loder) about eggs, and he is right. The crisis in egg production did not start with avian flu; it has been ongoing for years, although it is most definitely exacerbated by avian flu. I know that we will have a debate next week, when we will probably all be back together again, including the Minister—I always enjoy our little get-togethers—and discussing this more at length, but avian flu has had a massive impact, and not just on the turkey and farmed poultry sector, but on eggs. I think it is the NFU that is now calling—and it is right to do so—for an urgent investigation into making an exceptional market conditions declaration under the Agriculture Act 2020, given the severe disruption to egg production that UK consumers are experiencing. I hope that is listened to very carefully.
But I will say one thing: we are different in Scotland. We are not run by DEFRA—for which we can give perhaps something of a sigh of a relief when it comes to these things. We are responsible for all the rural decisions that we make. We are responsible for Scottish agriculture, and it us who will make those decisions, which will be the right ones for the farmers and agriculture communities that we represent. Scotland has taken a different approach. We have not taken the three-pronged ELMS approach, which has been a feature of the Agriculture Act.
As the right hon. Member for Orkney and Shetland (Mr Carmichael) said, we are currently consulting on our new piece of agricultural legislation. One thing, among a couple of others, to come out of that consultation so far is a decision to continue with a single payment that will match EU funding up to at least 2025. We have looked at the three prongs of the Agriculture Act and we feel that it is not the way to go. Indeed, we find that there are difficulties associated with much of that. We will do that differently. We will have food production at the core of how we take this forward. NFU Scotland came to the Scottish Parliament last week to tell us very clearly that this is what it wants to see when we design the new legislation. We listened very carefully, and I hope we will be able to satisfy NFU Scotland that a commitment to food production will be at the very heart of the legislation that we bring forward.
We have our own system of grants and support that we are putting forward in Scotland, and we are able to do that. I hope that will be recognised as we go forward.

The last theme I want to mention comes up very often in these debates and that is the shortage of labour. I am sorry to Conservative colleagues, but this is another consequence of their Brexit. I think they know that. They are not prepared to accept it and say that this is a difficult issue because of it, but ending freedom of movement with Brexit has probably been the biggest single disaster that we have visited on rural communities.
I represent a huge rural constituency. I have got strath, fantastic agriculture farming, hill farming and many hospitality businesses. Every single one of them has told me that they cannot get the labour they require because we have ended freedom of movement. What has happened is that people they had who were stalwarts of their sector and businesses have left, and there is nothing there to replace it. In the Scottish Parliament, we want to establish a new rural immigration pilot.
One of the discussions we have had today is about the independence of Scotland. We cannot do this pilot, and we are so frustrated we cannot do this because we are bound by decisions taken in the Home Office, which we have very little influence over. We need to do something. The seasonal agricultural workers scheme has helped, but it is insufficient. We need more people to come across here. It is not just the seasonal staff, it is the permanent staff we have in the agriculture business, such as vets and people who work in abattoirs. All of them are suffering because they cannot get the appropriate labour. I am pleased that we are only partly impacted by decisions that are taken by DEFRA, but we are heavily impacted by decisions taken by the Home Office and some of the arrangements that were put forward around Brexit.
We will continue to work on our agriculture Bill, and maybe when we come back to discuss these issues in the future we will be able to detail more about how we are approaching this, the difference we are hoping to make and how we are hoping to serve Scottish farmers.

Commons ChamberSome of the things that we require to ensure increased food production are good trade deals, and in a rare moment of understated candour, the former Secretary of State, the right hon. Member for Camborne and Redruth (George Eustice), has conceded that the much-trumpeted flagship Australian trade deal is “not…very good”, something any of us could have told him if he had been prepared to listen. Why does it take the resignation or sacking of former Secretaries of State to get that type of blunt candour? Does the Secretary of State agree that these rotten deals betray and let down all the sectors that she represents?

Commons ChamberI acknowledge my hon. Friend’s expertise in this area. The APHA has the resources to deal with this enormous challenge, but we recognise the pressure it is under. We will make sure it is well resourced to go about its business.
I thank the Minister for his helpful update and for giving me early sight of his statement.
This outbreak is serious and potentially ruinous for those who depend on the poultry trade, or whose livelihood depends on the keeping of birds. All summer in Scotland, we have seen the impact of this episode of bird flu on our iconic bird colonies in places such as East Lothian, Galloway and St Kilda, with distressing scenes of these beautiful birds washing up on so many of our beaches.
In response to this emerging issue, the chief veterinary officer in Scotland joined her colleagues across the UK in declaring an avian influenza prevention zone. As the Minister said, the risk to the public is very low, and in Scotland we have had only four recorded cases, but I am sure he agrees that the situation must be kept under constant review.
I welcome the Minister’s announcement on the changes to the compensation scheme, and the industry will welcome that it allows for swifter payments in the run-up to Christmas. The Scottish chief veterinary officer has said that the housing of birds should not be seen as a silver bullet, and the Minister will be aware that we are not following the example of England on the mandatory housing of birds at this stage. Does he agree that the housing of birds is not a silver bullet? What further measures can be put in place, short of the housing of birds?
The Minister talked about his engagement with the Scottish Government, and perhaps he could tell us more. How regular are those meetings, and what has been the focus of conversation? We in Scotland will do everything possible to mitigate the risk and to ensure that we get reliable data so that everything we do is evidence-led.
I thank the hon. Gentleman for his comments and for the co-operation of the Scottish Government. We work very closely at official level and at chief veterinary officer level to ensure that we are working in tandem to mitigate the risks. As he identified, there is no risk to the public. Of course that continues to be monitored, but we do not foresee there being a risk to public health. He also spoke about the tragedy happening within our wild bird population. We are seeing devastating losses of many wild birds, and we hope their stocks will recover once we get through this terrible outbreak.

I congratulate the right hon. Member for Tatton (Esther McVey) and the hon. Member for Bristol East (Kerry McCarthy) on securing this important debate. The motion before the House notes the impact of the cost of living crisis and calls for the urgent publication of the national food strategy White Paper. I presume the White Paper will build on the Government’s food strategy, which was published back in June but was, as the hon. Member for Bristol East noted, fairly disappointing and vague in its commitments, rather than a detailed response to the Dimbleby review, which spanned two volumes and more than 400 pages.
The most glaring omission from the Government’s food strategy is how they plan to feed hungry children. That is even more glaring given that the very first recommendation in part 1 of the Dimbleby national food strategy was to extend free school meals to all households on universal credit. As that report states:
“A hot, freshly-cooked school lunch is, for some children, the only proper meal in the day, providing a nutritional safety net for those at greatest risk of hunger or poor diet.”
In the majority of schools, however, only children from very low-income households—meaning an annual income of £7,400 before benefits—are eligible for free school meals after the age of seven. That threshold is much too low—I completely agree with Henry Dimbleby. That recommendation was so central to his thinking that when it became clear that the Government were not willing to make that financial commitment, he offered them the less generous alternative—in part 2 of the report—of increasing the household income threshold to £20,000, but the Government still have not moved. All we got in the Government food strategy was a vague commitment to
“continue to keep free school meal eligibility under review”.—[Official Report, 8 September 2022; Vol. 719, c. 486.]
The Government’s position cannot hold much longer, because they know it is economically, morally and politically unsustainable amid this cost of living crisis. We know from the DWP’s own data, published in part 2 of the Dimbleby report, that nearly half the families living in food insecurity—those who are skipping meals or not eating when they are hungry because they cannot afford it—do not qualify for free school meals because the earnings threshold is too low.
A few weeks ago, at one of my constituency surgeries, I met a mother who had fled an abusive partner and was skipping her mental health medication because she was trying to save the money she would have spent on her prescription to enable her daughter to have lunch at college. That is the reality of this policy.
Like the hon. Lady, I hope free school meals are realised across the rest of the United Kingdom. Will she congratulate the Scottish Government on introducing free school meals for all primary school pupils between primary 1 and 5, with a view to expanding it to primary 6 and 7? Every child in Scotland living in a household in receipt of universal credit gets a free school meal. Does she acknowledge that it can be done if there is the political will?
I am happy to congratulate the Scottish Government, as it has long been Liberal Democrat policy to extend free school meals to all primary-age children. I am happy to welcome that development in Scotland.
The new Secretary of State for Levelling Up, Housing and Communities—or the old one, because they keep changing—the right hon. Member for Surrey Heath (Michael Gove), told a Conservative party conference fringe event that he is in favour of expanding free school meals to all children on universal credit. The case for expanding free school meals is compelling because it is not just a welfare intervention but a health and education intervention.
The Dimbleby review reminds us:
“Children who are hungry at school struggle to concentrate, perform poorly, and have worse attendance records. More generally, children who experience food insecurity suffer worse physical and mental health outcomes.”
I appreciate that I am making the case for greater public spending when the Government are desperately searching for efficiency savings, otherwise known as cuts, to pay for their botched Budget but, as with much of education and children’s policy and spending, I ask Ministers to view this as an investment in our children’s future and our country’s future. A PwC analysis found that, over 20 years, every £1 spent on free school meals for all children on universal credit would generate £1.38 in return, including £2.9 billion in increased lifetime earnings.
The Government are keen to move people off social security and into work, yet their current policy creates a huge poverty trap that actively deters families with children from increasing their hours. A single mum with three children would have to earn £3,100 a year more after tax to make up for the shortfall of crossing the eligibility threshold for free school meals. That is nonsense.
I am proud that Liberal Democrat Ministers fought tooth and nail with Conservative Ministers in the coalition Government to introduce free school meals for every infant pupil. I am proud that Liberal Democrat Richmond Council has, this half-term, prioritised free school meal vouchers, even though the Department for Education does not fund free school meals during half-term. I am proud that it was a former Liberal Democrat Education Minister in Wales who, during the pandemic, led the way in ensuring that children got free school meals in every school holiday when the Westminster Government had to be shamed by Marcus Rashford into doing the same for English children.
Liberal Democrat Members will continue to campaign for every child living in a household receiving universal credit to get a free healthy school meal. During the cost of living crisis, we think there is a strong case for extending free school meals to all primary schoolchildren. If that is too much for the Minister to stomach, I beg him, as an absolute bare minimum, to agree to speak to his colleagues in the Department for Education about increasing the £7,400 threshold. The threshold has not increased since it was introduced in 2018, yet prices have risen by almost 16%.
The Government’s food strategy reminds us that school food is an invaluable lifeline for many children and families, especially those on low incomes, but with 800,000 children living in poverty not eligible for free school meals and with one in four households with children now living in food insecurity, too few children who need a free lunch are getting one.
One school leader in the north of England told me last week that, for the first time ever, parents were coming into some of his schools asking for a loaf of bread or a pint of milk. He is now contemplating the introduction of a free evening meal for many children in his academy trust. He is not sure how he will pay for it, because we know that nine in 10 schools will be in deficit by next September.
I read this morning that our new Prime Minister thinks education is a silver bullet, and I agree. It is the reason why I am in politics. I believe education can open doors and opportunities for every child, no matter what their background, but a hungry child cannot learn. The moral and economic case for taking action on this issue is clear. Ministers must urgently intervene so that no child goes hungry at school.
I congratulate the right hon. Member for Tatton (Esther McVey) and the hon. Member for Bristol East (Kerry McCarthy) on raising this important issue. This has been a largely consensual debate. I will try not to spoil that tone, perhaps unsurprisingly, Madam Deputy Speaker —not by much, anyway.
It is almost unbelievable that here we are in 2022 discussing food security, but such is the range of issues we face that we now have to confront the fact this is becoming an increasingly pressing problem. There is no doubt that the war in Ukraine has had its effect, just as recovery from covid has forced us all to look at this agenda. Governments throughout the world are now looking at their strategies to deal with what is clearly an emerging crisis.
However, it is not just here in the developed world; we also have to look at what is happening in the developing world. The International Development Committee reminded us of that, because we have not just the war in Ukraine and the recovery from the covid pandemic, but the climate crisis. Some of the biblical scenes that we have seen, particularly from the Horn of Africa, would chill any Member of this House to the bone.
In the UK, though, we have a particular and distinct problem, and it has not been mentioned at all today, which is really surprising. It is the thing that has caused most of the issues that we have in this country—Brexit. Brexit has made sure that we in the UK have a range of issues and problems that are not shared by any other comparable country in the world. It has led to a set of circumstances, which are not seen elsewhere, that have negatively and adversely impacted this country. It is just so surprising that, in all the contributions that we have had today, Brexit is the one word that has not been mentioned.
As well as Brexit, there are the economic policies that have been implemented by this Government, which have made things so much worse. Inflation in this country is running at 10.1%, which is way above anything that we see in Europe and the rest of the developed world. We have negative GDP, when GDP everywhere else is growing. Food prices are way above the 10.1% headline inflation rate. They have jumped by 14.6%, led by the soaring cost of staples such as meat, bread, milk and eggs.
We now have a term for what is going on in households across the United Kingdom. It is called “low food security”, which is where households reduce the quality and desirability of their diets just to make ends meet. Worse than that, we also have the term “very low food security”, which is where household members are reducing their food intake because they lack money or other resources for food. I know that it gets said an awful lot in this House, but it is probably an understatement to say that this winter many households will face the uncomfortable choice of whether to eat or to heat. This, in one of the most prosperous countries in the world, should shame us all.
However, it is Brexit that remains the biggest homegrown issue that has singled out the UK for particular misery, and has hampered the UK’s food production, acquisition and security. Brexit has meant that we have had to deprioritise our domestic food production, because we now have to secure these free trade deals, supporting cheaper, imported food. We have now got to the stage where the UK’s food self-sufficiency is below 60%, compared with 80% two decades ago.
In 2020 the UK imported 46% of the food that it consumed, 28% of which came from Europe. This means that the UK imports more than it exports, particularly when it comes to fruit and vegetables. That is something that will only increase unless it is addressed. In days such as these, particularly given the experience of the Ukraine war, we should be building resilience in domestic food production, but instead we are threatening it with these unbalanced trade deals.
We need only look at the deals that were struck with Australia and New Zealand to see how the market has become vulnerable to lower standards and open to cheap imports. The NFS addresses some of these issues. What it says, which I hope the Government will take on board, is that Governments should agree only to cut tariffs on products that meet our standards here in the UK.
Cheap imports are such an issue now that a farmer in my constituency has said to the BBC today that he is giving away a crop of blueberries, which would normally be worth £3 million, to the charity sector and to food banks. He reckons that that crop, which would usually get £3 million, has lost £1 million in value. It is not economically worth it for him now to take that crop to market. Donating that crop shows incredible generosity, but how have we got to this situation? This is a farm that has been in business in a very productive area of Strathmore in my constituency for more than 100 years. It is having to give away a crop because there is no value in harvesting it.
All over the UK, farmers and food producers are concerned about the pressures of rising input costs on their businesses. The National Farmers Union says that while growers are
“doing everything they can to reduce their overheads…double or even triple digit inflation”
continues to cripple the sector.
This is agflation, and it is so bad that fruit and vegetable growers face inflation rates of up to 24%. Those rapidly rising costs could lead to a drop of 10% in production and more produce being left unharvested. I know the NFU has written to the Government to call for urgent action to help UK farmers to produce enough food to keep supermarkets stocked and prices affordable.
I like the strategy; I think it is a very good thing, and I hope the Government implement it and take its recommendations seriously. Recommendation 8 calls for a guarantee that agricultural payments will stay in place until 2029. That must now happen to create a semblance of certainty. Recommendation 11 also says that £1 billion should be invested
“in innovation to create a better food system.”
So far, the Government have not committed to that, and all we hear about is closing budgets.
Thankfully, agricultural support in Scotland is entirely devolved, and we are crafting a new agriculture Bill as we speak, consulting with the sector on the way forward. Unlike the UK’s approach to farm subsidies, the Scottish Government are maintaining a singular fund that will maintain pre-Brexit levels of support for farmers. The Scottish Government are doing everything they can within their limited powers and their budget envelope to ensure food security, and are consulting on the Bill to ensure that happens. At the heart of the Bill will be support for active farming, delivering high-quality, sustainable, affordable food while meeting climate change and biodiversity goals.
But the Scottish Government are doing so much more; I want to touch on free school meals, which the hon. Member for Twickenham (Munira Wilson) raised, because we have the most generous universal free school meal entitlement of any UK nation. In Scotland, all children from primary 1 to primary 5 are entitled to free school meals during term time, as well as all children from households in receipt of universal credit, saving them an average £400 per year. That combines with the Scottish child payment, which has just been doubled to £20 a week and will be increased to £25 in November, which will also help Scottish families.
We are doing what we can to ensure that we help our constituents and the people of Scotland through this time, but we need the recommendations in this strategy—this very good piece of work—implemented as quickly as possible, and we must do more to ensure that we are food secure and doing what we can to help and serve our constituents.

Thank you, Mr Mundell. I congratulate the hon. Member for Banff and Buchan (David Duguid) on his reappointment to the Scotland Office—I know for certain he would have liked to be here to contribute to proceedings. Mr Mundell, there is always something comforting when you are looking down at us from above as we are debating issues such as this. I congratulate the right hon. Member for Orkney and Shetland (Mr Carmichael) on securing this important debate. I know we are thin on the ground today, but we have managed to net enough Members and corral them into the Chamber to make a meaningful contribution to this ongoing debate. It is a really important one.
I welcome the Minister to his place. He and I seem to be forever bound to each other. We thought we had escaped the clutches of one another with the Leader of the House gig on a Thursday morning, but here we are on a Thursday afternoon discussing fisheries. I always enjoy working with the Minister, and I look forward to working with him as we go forward to consider the important issues that are now part of his brief.
I want to speak to what this debate is about: it is about Brexit. I want to discuss exactly where we are and where Brexit has left this important sector. I again pay tribute to the right hon. Member for Orkney and Shetland and his colleagues in the all-party parliamentary group. It was a fantastic report—it was excellent. It captured some of the key discussions, debates and issues around Brexit. I thought it made some really meaty and robust conclusions and recommendations, which, if implemented, would go a long way to addressing some of the problems we have. It was a report that found a sector experiencing financial difficulties as a result of Brexit and facing ongoing uncertainties regarding its future, with closures and reductions in operations affecting real businesses.
The fishing industry is a sector that has been utterly pummelled by the impacts and effects of Brexit—effects and issues that are still being played out and experienced by real businesses and people who owe their living to the sea and to the catches that they bring in. I want to look at where we are. I want to assess what Brexit has done to the sector and where we go from here, because we have real difficulties and challenges. I remember the “sea of opportunity”. The one thing we were told about, again and again, was the opportunities there would be for the fishing industry.
We all looked hard for winners in Brexit, particularly those of us who were not all that sold on the idea. We all looked, across all the industries and sectors, for who would win from this situation. The one sector that was always presented to us as the beneficiary—the great winner—when it came to Brexit was the fishing sector. I do not think people are saying that any more. I think that the sea of opportunity has become an ocean of tears, with shipwrecks off a deflated and defeated industry, and other boats quickly bailing out the water just to stay afloat. That is the reality of the sector several years down the line, because of Brexit.
Of all the sectors that have been impacted and hurt by Brexit, the fishing industry must be ranked as one of the highest. Indeed, I would go as far as to suggest that the fishing industry has experienced probably the greatest betrayal when it comes to Brexit policy, in terms of where it has been left compared with its initial condition.
Pre-Brexit, things were not great; of course they were not. There were years and years of decline in the fishing sector, some of it due to the EU and the common fisheries policy. We have to acknowledge and accept that it was not a particularly great experience for the UK fishing sector, given some of the issues around the CFP. But by God, the way those Brexiteers so carefully designed a case around the frustrations felt by generations of fishermen was quite extraordinary and they managed to list them as their key champions when putting the case for Brexit.
This is an industry that had been in decline for decades, which the Brexiteers grabbed on to so successfully and so profoundly. The Brexiteers were able, quite skilfully and carefully, to blame all the woes in the fishing sector on the EU; it was all the fault of the EU and the CFP. All of us will remember the glorious picture of a future with increased catches, doing away with regulation and red tape, and opportunities that they said were just waiting for us when we became an “independent coastal state”. Do people remember that phrase: the “independent coastal state”? They said we would be independent, when there are international waters, where arrangements and agreements have to be met. The illusion the Brexiteers sold to fishermen right across the United Kingdom will go down as one of the greatest deceptions and betrayals that any sector or industry has experienced during the past few decades.
Fishers and fishing communities have every right to be furious, as they increasingly now are, with this UK Government for what was sold to them. Like the worst snake-oil salesmen, the Brexiteers offered an elixir that they claimed would cure a condition; in fact, it only ended up making the patient much worse. This Brexit was, in fact, as rotten as the dead fish that Nigel Farage threw into the Thames in his attempt to mislead and enlist an industry and a sector to his particularly malign and malevolent cause, because it was all just rubbish—we know that now.
The fishing industry should have known what was in store, because it had been there before—it had been at the hands of a Conservative Government promising the earth to it. We need only go back to the days of our youth in the 1970s, Mr Mundell, to find that when we joined the Common Market, as it was then, the fishing industry was expendable; it was something that could easily be set aside for the greater ambitions of the UK Government’s priorities and strategic intentions.
It continues to be expendable now. The Brexiteers could not care less about the fishing industry; it was a minor detail when it came to their greater ideological intention to take the UK out of the EU. That is exactly what it was to them; this is an industry that they really could not care about at all.
The hon. Gentleman knows, because I have said it often enough, that I felt that the fishing industry was used in the course of the Brexit debate. I could understand the reasons why the industry wanted to believe the things that it was promised; he has touched upon some of those reasons. Nevertheless, we are where we are now and we do not have Brussels to blame any more; we have to look to our own resources.
Does the hon. Gentleman share my frustration that there are so many things that we could do better now for ourselves, but that we are not doing? I touched on one thing—gill netting. I will offer him another, which is Marine Scotland’s practice of always picking the low-hanging fruit—that is, the Scottish vessels—while leaving Spanish vessels fishing in UK waters, relatively unscathed in terms of interruption and intervention. Why are we not doing more to protect our own fleet? We have nobody else to blame now.
I am really grateful to the right hon. Gentleman, because I want to come on to those points and to address some of the issues he raised. He is right: there is nobody to blame any more. For years and years, it was all the fault of Brussels, the EU and the CFP; now the Minister is exclusively in charge of the details of UK fisheries. But it is the right hon. Gentleman’s debate—I did not call it “Brexit and the fishing industry”; he called it that. He did not spend all that much time discussing the impacts of Brexit on the fishing industry, so maybe I can fill that gap for him and explain a little about how we got here and where we are. He is right about what we do; it is really important that we get this right. We cannot compound misery on misery, because that is exactly what has happened just now.
If the hon. Gentleman will indulge me, I will build on the point made by the right hon. Member for Orkney and Shetland (Mr Carmichael), who called the debate. Gill netting is something that lies with Marine Scotland; it is within the control of the Scottish Government. I wonder if the hon. Gentleman will explain whether that is something the Scottish Government may do. Will they use their powers and ban gill netting in Scottish waters?
I am grateful to the Minister for raising that point. I was going to reserve that for later in my speech, but I will address it now because it is important. The right hon. Member for Orkney and Shetland addressed it and he deserves and requires an answer to that, which I am more than happy to give him. It was not a press release; I think it was a written question by his colleague in the Scottish Parliament to the Minister, Mairi Gougeon, about gill netting in Scotland—he will correct me if I am wrong. [Interruption.] He did not quite quote it all, which is all I will say ever so gently to the right hon. Gentleman. He was accurate in the way he gave it; as reported in the response he gave, gill netting is a legitimate business. However, the thing he did not mention in his contribution is that the Scottish Government are considering this. They are looking at exactly what is happening in their waters.
I am new to this role, but I am not new to my colleagues and their instincts. I say to the right hon. Gentleman: be patient. Wait until the consultation has concluded, because we are looking at this just now. I am pretty certain, if we come back in a few months once this has been considered and we have looked at all the evidence, he may be satisfied with the outcome of these considerations. Be patient. I know Green colleagues in Shetland are standing with Liberal Democrats in order to have this addressed; this is an all-party situation. He is right that it is the responsibility of the Scottish Government, but I know my colleagues, so we will wait and see what happens. Hopefully, we will be able to put a big smile on his face when he talks about these issues in the future.
I will get back to Brexit, because that is what the debate is about. I know there is lots of interest in other issues, in things to look forward to and things we could be doing, but the right hon. Gentleman rightly said that we should have a debate about Brexit and that is what we should do. I see the Minister nodding his head in agreement, so let’s do it. Brexit has been an unmitigated disaster for UK fishing, just as it has been an unmitigated disaster for all the other sectors that have to operate in the real world of international markets, partnerships and the harsh reality of doing trade across borders.
We know this has been difficult; we have seen it in the report by the right hon. Member for Orkney and Shetland, which chronicles these issues only too well. We hear in the report of falling incomes as a result of increasing costs and the decreasing value of catches; we see reduced opportunities, increased paperwork and markets more or less closed. He is right that we can address the labour issues, and it is important that we do. I know it is not in the Minister’s purview and remit, but the labour issues are acute, and they must certainly be addressed. I congratulate the right hon. Gentleman for raising the issue, just as my hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) consistently raises issues about crews in some of our island communities. This is absolutely pressing.
I do not know if the right hon. Member for Orkney and Shetland has detected this, but I am beginning to get a sense that the Government are a bit conflicted about this issue. They are beginning to realise that, for all this talk about growth zones, investment zones and growing the economy, they actually need people to do it. I think they are beginning to understand, “Right, if we’re going to have a successful economy, and we have to protect and develop sectors such as fishing, we need people to come in and do it. We have not got them just now.”
Perhaps I am just being naive, Mr Mundell, but I hope not. You will probably say, “Quite typically, you are, Mr Wishart.” I hope I am not. Perhaps the Minister will confirm this when he speaks, but I am detecting that they are getting it through their heads that people have to come in to do this work because we cannot find indigenous labour, particularly in constituencies like that of the right hon. Member for Orkney and Shetland and my own when it comes to things such as hospitality, hotels and farming. We need people to come to the UK to do the tasks that people living in our communities will no longer do. The only way to do that is to get people to come in from abroad.
Actually, I find myself in agreement with the hon. Gentleman. I am sure he was as surprised as I was to hear the right hon. Member for Mid Bedfordshire (Ms Dorries) say that we needed people to come in to help with the broadband roll-out. The other sector that I should have touched on but did not—that was remiss of me—is the processing sector, which is absolutely desperate for labour to process the fish. We can catch every fish in the sea if we want, but it will not earn us any money if we do not have people to process it and sell it onwards. Through the hon. Gentleman, I might add to the question of labour for the processing sector to the list that the Minister has to take to the Home Office. It is a serious and pressing matter.
Again, I am grateful to the right hon. Gentleman for mentioning that. He is absolutely spot on. I have the great pleasure and privilege of chairing the Scottish Affairs Committee and one of our first inquiries in this Session of Parliament was on labour shortages. I think food processing was identified as one of the first sectors that started to experience real difficulties. It needs to be addressed. There is most definitely a problem there.
I am grateful to the right hon. Member for Orkney and Shetland for the all-party group’s report. I know that people will be watching this afternoon’s proceedings with great interest, and I recommend that they look at this very good report and its recommendations.
It is not just the all-party parliamentary fisheries group that is coming to the same conclusion after looking at the issues—it is everybody. The National Federation of Fishermen’s Organisations has produced a report on the economics of the UK’s trade and co-operation agreement with the EU for fishing industries. Its general conclusion is that there are very few winners and an awful lot of losers. The NFFO talks of a £64 million loss to the industry each year because of Brexit. In Scotland, we are trying to come to terms with that loss. We are trying to process it and see how we can start to address it with the limited powers we have in a funding envelope that is obviously not what we feel is required to deal with some of these issues. We have the bulk of the United Kingdom’s fishing industry. It is an imperative, important and iconic industry for us in Scotland. It brings 15,000 high-value jobs to some of our more diverse and hard-pressed rural and coastal communities.
Our seafood industry is world renowned. When I was in Singapore a few years ago, Scottish salmon opened up a sector that was bringing in all this seafood from Scotland. They could not shift it fast enough. Such was the provenance, idea and suggestion of Scottish produce that people wanted it—they wanted to be part of it. We now have a worldwide reputation as a renowned exporter of high-quality foodstuffs, in particular when it comes to our fish.
In 2021, fish and seafood exports were valued at £1 billion, which was 60% of all Scottish food exports. I know that trade has been dreadful with the EU, but prior to Brexit, things were relatively good between 2016 and 2019. We had annual exports of £618 million, with the bumper year for that in 2019—just before this disaster started to kick in. Now, Brexit trade barriers are expected to cause output in the fishing sector to be 30% lower than it was pre-Brexit. As well as the damage to EU markets, Brexit has ensured that the Scottish industry has access to fewer staple fish species than under the CFP.
We will wait to see what happens in 2026. I know we are in the transition period just now, but there is a great deal of unhappiness. The right hon. Member for Orkney and Shetland asked us to think about the future. As we move forward, we have to start thinking about what will happen in 2026, when the transitional arrangements are lifted. I hope the UK Government get up to speed with their negotiating position and are able to argue more adequately on behalf of Scottish fishing.
What are the UK Government doing in response? They are doing several things. The total funding envelope was about £100 million across the whole sector to try to mitigate some of the damage. That £100 million seems quite generous and will certainly assist a number of fishers and processors in the sector, but Ireland—independent, small Ireland, with a smaller population than Scotland—has just secured €335 million to be distributed across its whole seafood sector and coastal communities in order to meet some of the difficulties and challenges of Brexit. They have difficulties that are not even close to the difficulties that we have because of Brexit, but that is the funding they get. The irony of all ironies is that €225 million of that funding is coming from EU funding in the form of the Brexit adjustment reserve.
The hon. Member for Strangford (Jim Shannon), whom I always enjoy listening to, must recognise that if the EU can do that for small, independent Ireland, surely we should be doing better in the UK for our fishing sector, which has taken the majority of the hit. Yes, Mr Mundell, I will stray into the constitutional debate—you know me, I like to bring up this little point. Does this not say something about the relative positions and conditions of independent Ireland in the EU and dependent Scotland as part of the United Kingdom? Independent Ireland is supported to the hilt, backed by the EU and part of a partnership, whereas I do not even know what the figure would be for Scotland—perhaps the Minister could clarify that. I tried to find exactly how much Scotland got out of it, but it will be peanuts compared with what independent Ireland will get from the European Union, which his Government dragged us out of against our national collective will, for which we will have to endure the consequences years down the line.
With Scotland not being independent, being subject to a Brexit that we did not vote for and without the EU support that Ireland has, the Scottish Government do what they can, but they cannot do all that much. We have limited powers. We have powers over fisheries, and there are things we can do. Again, I hope the right hon. Member for Orkney and Shetland will be satisfied with some of the deliberations we will have on these issues. We have put out a new fund to the seafood sector. We have the blue vision in Scotland and hope to do all we can for marine protection. We have given £37.75 million of funding to support our fishers. That is out of a budget that, again, is peanuts in comparison with Ireland, but we will do everything that we can.
I will come back to gill netting and some of the bigger issues around trawling. I do not know about everybody else, but my mailbag has been besieged by correspondence from people who are concerned by what they are observing, particularly the activities of supertrawlers in our marine protected areas. My constituents are upset and anxious about what they are observing and they are writing to me to raise this, which I am doing, because they want action. They want fast and decisive action because they do not like what they are observing. Our constituents have been concerned about the activities of supertrawlers for a number of years. We will have a consultation and we will take decisive action, and it is now up to the UK Government to try to do what they can. We are expanding the number of marine protected areas in Scotland. We will put another one in place over the next few years. People expect marine protected areas to do what they say on the tin: to protect the marine environment. They do not want to see supertrawlers operating in these areas, and I hope the UK Government get on top of this.
Where do we go from here? We are where we are. We have Brexit. The all-party parliamentary group report makes some reasonable suggestions about the way forward. The main UK parties—representatives of which are present today—often say that they are the parties of making Brexit work. I do not know how you make Brexit work, but one day somebody will tell me how something like this can be a positive. I have yet to see where that happens or how it comes down the line. Our ambition will always be to return to the European Union—to return, when it comes to fisheries, to a safe harbour with a set of consistent rules that apply across the EU.
I am terribly excited about my new role as the SNP spokesperson. Before I had it, I observed the disastrous negotiations and discussions that we have had as a new, independent coastal state. There were hours of inconclusive debate and negotiations with small nations such as Norway and the Faroe Islands. We now have to debate and negotiate with the EU, which comes prepared with all sorts of materials, background and experience. We come prepared to more or less give in before we even get anywhere.
I have no great idea that things are going to get better. The Minister may be able to convince me that there is some sort of future with Brexit, but I hope that in the next few years Scotland will make the decision to do these things on our own and start the process to get back into the European Union, where my nation belongs and where I know it will be properly supported.
It is reassuring that the hon. Gentleman can bring his unique style to his new role. I call the Opposition spokesman, Daniel Zeichner.
I am more than happy to come back to the hon. Gentleman with more detail on that. Let us not kid ourselves here. We could have all the quota if we wanted. We could have all the quota tomorrow, but we have to make sure we get the balance right between what we can catch in our own waters, working with our international colleagues in a sustainable way, and ensuring that we protect access to the markets to sell that fish. Reaching a balance with the market share has always been the challenge, right back to the ’70s. Colleagues will be aware that lots of the fish we catch we tend to sell, not eat, and lots of the fish we eat we tend to import. That is just because of the species we find within our own waters and the historical routes to market. We are trying to balance all those things at the same time. That is a huge, huge challenge. We are up for the fight, and we are going to deliver for the industry.
I expected that when the Minister got to his feet, we would hear about all the benefits of Brexit—given that this is what the debate is about—and about how he was working to ensure that we are able to assert ourself as an independent coastal community. The all-party parliamentary group on fisheries has gone to the trouble of asking people in the industry about their Brexit experience. One thing kept coming up in the report: a fisherman, when asked if the impacts he had experienced because of Brexit had been unexpected, said, “All of them,” because we were told that we would be getting the independence of our sovereign waters back, and that has not happened. What would the Minister say to that fisher?
I would simply say that that is not true. We have got control of our own waters and it is our choice to work with our international neighbours and friends to secure market access and the ability to sell the fish that we are catching. But at least we are in control of it; it is our right and ability to give away some of that quota to secure market access. It is also our right not to do that. That is exactly what the process that we are about to undertake—again—is about; it is ongoing.
I understand the frustration that that causes for some people in the industry, and as part of my role there is no doubt that I will upset people on that journey, because we will not get everything we want. There will also be French fishermen and Spanish fishermen who are equally grumpy about not getting all that they wanted, simply because there are not enough fish in the sea to satisfy demand.
We have to work together across an international coalition to make sure that what we do is sustainable, to make sure that our fishing fleets are sustainable, not only for this generation but for many generations to come, to make sure that we get access to the marketplace, and to make sure that we protect our marine environment at the same time. That is a very delicate balance that the Government are trying to achieve. That is what we will deliver, and I look forward to working with colleagues and keeping them informed on that challenging journey.

Thank you ever so much, Mr Speaker. It feels like business questions. I thought I was getting away from the right hon. Gentleman, but there is seemingly no escape. May I welcome him to his new role and congratulate the new Secretary of State? I know they have a huge inbox—they do not have to seek problems. As we have heard, there are rocketing prices for the rural economy and astronomical price rises for the consumer, and on top of that there is a fertiliser crisis, agflation in the sector and a harvest that remains unpicked because of the lack of seasonal labour. So is this the right time to pick a fight with the EU over the Northern Irish protocol, with the real risk of tariffs being introduced for the sector? Is now not the time to climb down, negotiate properly and get the best possible solution for our farmers, our producers and our consumers?
I thank the hon. Gentleman for his question; I, too, thought I had escaped him. He will be surprised to know that there is another method available to us, which the SNP does not understand. We do not have to pick a fight with everybody; we can actually talk to people and negotiate, and that is what we are doing with the EU. We are trying to build relationships rather than pick a fight with the whole world.

Commons ChamberThe House of Commons Commission does not hold data on the proportion of people with permanent passes to the Parliamentary estate who have tested positive for covid-19. Where data is recorded in relation to the House of Commons, a total of 11 positive test results have been recorded for the period March to October 2020.
Getting the flu jab is never more important than this year. What proportion of passholders does the hon. Gentleman think will be taking the flu jab this year?
My hope is that as many Members as possible will take the opportunity to have the flu jab this year. The House of Commons does not collate any particular information on that, but I think all of us in the House would encourage all our constituents and all Members of Parliament to do what they can to secure the flu jab to keep everybody safe.

Commons ChamberSetting a strategy for the House of Commons service is a responsibility of the House of Commons Commission under the House of Commons (Administration) Act 1978, as amended by the House of Commons Commission Act 2015, which states:
“The Commission must from time to time set strategic priorities and objectives in connection with services provided by the House Departments.”
As with many of its functions, the Commission delegates preparation of the draft House service strategy to the Commons Executive Board. The present strategy for the House of Commons service was considered by the then Administration and Finance Committees and agreed by the then Commission in 2019.
I thank the hon. Gentleman for that very full answer. I think it is clear that the strategy running the House of Commons has, perhaps unintentionally, diluted the focus of those we charge with running this place and, I believe, is at risk of adversely affecting both our culture and our ethos here. This is a serious place of business, now more than ever—we are putting in place laws for the future of our communities and our country—not a hospitality or a tourism venue. Will the Commission take this opportunity of a pause in business as usual completely to rethink the focus of its strategy and, importantly, look at how we embed the culture and ethos so important to the running of this place?
The right hon. Lady raises a number of very important issues that are at the heart of the consideration of the current House of Commons Commission. Can I just say to her that there is no impediment at all to Members bringing forward suggestions on how the House strategy is designed and improved? We would encourage Members to come forward to the House of Commons Commission to share their thoughts if they believe that improvements can be made. More engagement from Members is always a good thing, and their advice and input are key to making sure we get the services we need. We know Members are always busy, and the administration is working in new ways to engage Members in tailoring services for the House, and we now have a new head of Member engagement and a new customer services director. Any changes to the House of Commons Commission, as the right hon. Lady does know herself, would be a matter for this House.

Commons ChamberI thank the right hon. Gentleman for his long-term interest in the issue of apprenticeships in the House of Commons. I reassure him we are doing absolutely everything to remain committed to providing an effective and inclusive scheme in the House. We are always looking for ways to increase and improve our scheme and we will do what the right hon. Gentleman suggests, in line with the apprenticeship guarantee, as announced by the Prime Minister. We are close to halfway through our current scheme, and in the past 12 months, seven apprentices have passed their endpoint assessment. We were set to meet our obligations of 2.3% of public sector employees for new apprenticeships, if it was not for the coronavirus pandemic. We will do everything possible to meet our obligations to young apprenticeships and we will do more than we need to do in this House.

Commons ChamberGood day to you, Mr Speaker. In February this year, the House of Commons Commission agreed to establish the Member Services Team, which will deliver the recommendations of Gemma White QC, including on the isolation felt by MPs’ staff. I understand that the team is already working with Members’ staff to see how their ideas for greater mental health support can be delivered. The MST is also currently recruiting two MPs’ staff advisers to tackle the issues raised around isolation.
I thank my hon. Friend for his answer. I know, Mr Speaker, that you are well aware of the excellent cross-party work that members of my team —Stephanie McTighe and Chloe Mclellan—have done on the issue of staff wellness and support, including by giving vital evidence to the board of the Independent Parliamentary Standards Authority. The Gemma White report highlighted that constituency staff often deal with vulnerable constituents, many of whom can be suicidal and in deep distress. Those existing challenges are now compounded by the fact that staff are working from home. Will my hon. Friend meet my team and I to discuss their work and how staff wellbeing can be made a priority, and to ensure that the Commission does all it can to support staff in our constituencies so that we can continue to serve our constituents in a safe and supportive way?
I thank my hon. Friend very sincerely and commend her for the work she has been doing across the House. I also thank her staff, who have inputted greatly into the work on this terrain. I draw attention to the fact that £4,000 has been made available from the Independent Parliamentary Standards Authority to help with those very issues, and I encourage her to use that resource as much as possible to ensure that her staff are assisted. The employee assistance programme is already available to MPs’ staff for counselling and support. I encourage all Members from across the House to access those services and that resource, and do everything possible to ensure that their staff are kept safe and secure.
The Commission has made no formal assessment of the effectiveness of the implementation of hybrid proceedings in the House. I should like to put on the record—on your behalf, too, Mr Speaker, as you have led on these issues—our appreciation of the broadcasting service and the digital service for delivering the hybrid functions and services at breakneck speed. It is quite extraordinary that they have done it under these circumstances.
The Commission has no responsibility for making changes to the House’s procedures. That is a matter for the House itself. The hon. Lady may wish to make a submission to the Procedure Committee’s current inquiry into the operation of proceedings. The Commission has responsibility for the staff of the House and the provision of services to Members and their staff on the estate. It is currently working to ensure that the House meets the Government guidelines to become a covid-19-secure workplace.
Thanks to you, Mr Speaker, the parliamentary digital service, the Clerks, the Commission, the House authorities, broadcasting and other staff in the House, the digital Parliament has been a huge success, but now the Leader of the House wants to abandon it and instead insists that 650 MPs—potential super-spreaders—should travel from across the country to cram into Westminster, putting constituents and staff at risk. Why would the Government choose to ignore their own advice that those who can work from home should, unless it is to cast a protective cloak around their floundering Prime Minister?
I thank the hon. Lady for that question, and I note her long-term interest in this issue. Unfortunately, it is a matter not for the Commission, but for the Government. The Commission’s responsibility begins and ends with our obligations and service to the staff of the House. I note her concerns, and she may wish to take them to the Procedure Committee. There are likely to be further announcements about the operation of the hybrid virtual proceedings in the course of the next couple of days, and I encourage her to engage fully with all debates and discussions concerning them.
I echo what has been said, and I thank you, Mr Speaker, for making hybridisation happen in a Parliament where just getting TV cameras in took centuries. Given that social distancing is here to stay, it will take 40 minutes of votes to incorporate it into our jobs. We are told, on issues from ending air pollution to destroying capitalism, that we cannot go on with what was happening before. Is there any reason why the Government seem in such indecent haste to rush back to the bad old days? Is it to disguise the drubbings that the PM is getting every Wednesday from our new leader by having a few more of his own around him to cheer him on?
Unfortunately, the answer is going to be pretty much the same as the previous one. That is a matter for the Government; it is not within the responsibilities and obligations of the House of Commons Commission. All I can say to the hon. Lady is that I note her concerns. We have obligations and responsibilities to the staff of this House. The staff unions have been making representations to the Commission on behalf of their members. I encourage her to take up these issues with the relevant Ministers.
The House Service is currently working in conjunction with Public Health England to ensure that we meet the Government guidelines to become a covid-19-secure work- place and to build on our existing measures to ensure that all those working on the estate can do so safely. That is underpinned by the completion of a covid-19 risk assessment, which will be shared by all those working on the estate if the House returns after the Whitsun recess. The successful introduction of those measures will help to reduce the spread of covid-19, and they have been supported by those on the estate.
I thank the Commission and, indeed, the staff in Parliament for the work they have done in enabling Members to participate virtually while complying with Government guidelines to stay at home. Of course, returning to normal proceedings would involve not just 650 Members but several thousand staff on the estate, many of whom are currently shielding. As my hon. Friend will know, it is almost impossible to travel more than about 10 metres in Parliament without touching a door handle. So what work is the Commission doing to ensure that both staff and Members stay safe and do not become super-spreaders?
The House is doing everything possible to ensure that we do become a covid-19-secure workplace. But my hon. Friend is right to note that if we do abandon these virtual proceedings tomorrow, it will be necessary for 650 Members to travel from all corners of the United Kingdom to participate in proceedings in an environment that will be very, very challenging in order to ensure that we can maintain social distancing requirements. All I can say, again, is that this not a matter for the Commission—it is a matter for Government, who are driving the “return to this House” agenda. I encourage her to take this up with Ministers to ensure that we do have a safe environment and that we do nothing further to put our constituents at risk.
