I thank the hon. Member for raising that point. It is something I will take up with my colleagues in the Foreign, Commonwealth and Development Office. If there is unruly or escalatory activity, we have to continue to ensure that, diplomatically, individuals are called in and held to account, and we will continue to do so.

We know, as the Minister has said, that Russia and China target undersea cables and interconnectors, which we rely on increasingly because of the Government’s energy policy. We know that the Russians put listening devices on our offshore infrastructure to monitor our submarines, and we know that China, which dominates the world market for cellular internet modules, inserts kill switches into the turbines that this Government want to buy from them. I have been asking the same question for a year now: why is there not a single Minister in charge of the security of our offshore energy infrastructure? What representations have Ministry of Defence Ministers made to the Secretary of State for Energy Security and Net Zero, who is causing so many of these problems?

I would not say that there has been a lack of accountability, but the hon. Gentleman is right to mention that until now there has been a lack of centralisation around our critical national infrastructure. A recent report was issued and we now have clear lines of accountability. Defence is a part of that and we are building our capability, with the view eventually of fulfilling our role with that structure. We are working collaboratively across Government to ensure that our critical national infrastructure is protected, so that should there be an incident, there is accountability.

The answer is yes, through the Ukraine Defence Contact Group—50 nations that have committed to stand with Ukraine for as long as it takes. Together, we have secured £50 billion of pledges of military aid to Ukraine in this year alone, and I am proud of the way that the UK has stepped in, alongside Germany, to lead that group. It is part of what we are doing, with others, to step up support for Ukraine, which will be needed even more in the months to come.

The very reason that I left the military was because the lessons from Ukraine, particularly around uncrewed systems, were not being learned within our military. The drone architecture was exceptionally limited, despite our watching a revolution in the character of conflict for about two years. Since then, the strategic defence review has stepped in, with £4 billion for autonomous systems and a new defence uncrewed systems centre. Training, tactics, procedures, doctrine and concepts are all changing to inculcate uncrewed systems.

I thank the Minister for his answer. The biggest drone manufacturer in Ukraine, Ukrspecsystems, is investing £200 million in Britain, opening a factory in Mildenhall in the west of my county and creating 500 jobs directly and through the supply chain. However, like all manufacturers, it is facing rising energy costs and a tax bill that is likely to go up. If the Minister wants greater drone capacity in Britain, what conversations is he having with his colleagues in the Energy Department and the Business Department to ensure that the whole Government are pulling in the same direction?

The uncrewed centre of excellence is trying to pull all of Government together to make the system easier to deal with for small and medium-sized enterprises. I pay tribute to Ukrspecsystems, which has been providing drones to Ukraine for the past three years. They have been used to very high effect in that country.

Let us be absolutely clear: the right hon. Gentleman is looking at an individual who served his country on Operation Banner, so I understand the issues for all our veterans and I have been working very hard with the Northern Ireland Office to make sure that veterans’ welfare and legal services are provided, so that anyone involved in any of the investigations gets the support they require and that we can minimise the impact on what is quite a unique group of elderly veterans.

We are committed to maintaining and enhancing the security and resilience of critical undersea infrastructure. Just as the Defence Secretary called out the activities of the Russian spy ship Yantar hovering over our undersea cables, let those who threaten the UK or our allies be in no doubt that we will defend our undersea infrastructure. This is one area that the strategic defence review is looking at in order to enhance our homeland security.

In January, I asked the Defence Secretary which single Minister is responsible for the security of offshore infrastructure. We know that Russia and China target interconnectors and undersea cables, we know that Russia places listening devices on our wind turbines to monitor submarines, and we know that China controls the tech in the turbines that the Energy Secretary wants to buy. The Defence Secretary could not answer me in January, and neither did the Prime Minister when I asked him earlier this month. When are we going to find out who is actually in charge?

There is no doubt in my mind that the Prime Minister is responsible for the security of this nation, and he delegates different areas to different Departments. That is a completely normal way of dealing with our national security. Let us be absolutely clear: within Defence, we take this seriously and we work with colleagues across Departments to make sure that we are not only securing our infrastructure from a defence perspective, but using our trade routes to make sure that we are protecting and buying the right technology and using our planning system to make sure that, where there is development, it does not impinge on our national security.

Given the concerns around exposure to exhaust fumes and the importance that we place on safety, the MOD is this month initiating the testing of the exhaust emissions of in-service helicopters to ensure that we are meeting our duty of care for personnel. Nevertheless, I would also like to meet my hon. Friend to discuss the issue further.

Following the Christmas day attack on Finnish sea cables, what assessment has the Defence Secretary made of the threat to British interconnectors? Which individual Minister is ultimately responsible for their security?

The Finnish investigation into what caused the damage to the Estlink 2 cable is continuing, but many analysts conclude that it is likely that the Eagle S was the cause. That reinforces the case for Operation Nordic Warden, which I confirmed to the House in response to an earlier question. It is being run from the Northwood standing joint forces headquarters and will cover a number of areas of interest, including areas where we have British undersea cables.

I apologise for my late arrival, Mr Dowd. Two airbases in my constituency of West Suffolk, Lakenheath and Mildenhall, were recently targeted by drones; residents were concerned to hear aircraft being scrambled in the middle of the night to intercept them at the weekend. When the Minister responds, I would be grateful if she could give us a clear account of what happened and what the response is likely to be if that continues.

I particularly want to raise a related security concern. Concerning Russia, the director general of MI5 recently said:

“We now face…state-backed sabotage”

and

“we should expect to see continued acts of aggression here at home. The GRU in particular is on a sustained mission to generate mayhem on British and European streets: we’ve seen arson, sabotage and more.”

That is obviously a serious threat to our country. I do not expect the Minister or other hon. Members present to know the details of the proposed Sunnica solar and battery farm, but it is very close to both Lakenheath and Mildenhall, and many of the service personnel who work at the bases live even nearer to the proposed site. At that site, the proposal includes battery energy storage systems, which are especially vulnerable to acts of sabotage. BESS fires on similar sites have been caused by lithium battery failure leading to thermal runaway. That can cause explosions and the resulting fires cannot be extinguished using conventional methods.

Four years ago, a fire at a BESS site in Liverpool took 59 hours to put out, and similar stories apply elsewhere around the world where those facilities have been constructed. The fires emit toxic fumes, which means that people in the vicinity must remain indoors throughout. The risk to the bases, given the location of the Sunnica solar farm, is quite obvious. I do not expect a full answer from the Minister, but in her concluding remarks can she commit to having a meeting with me and some of her officials so we can talk privately about the issue? I would be very grateful.
