Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

It is a great pleasure to speak in this debate. I thank my hon. Friend the Member for Bassetlaw (Brendan Clarke-Smith) for bringing it to the House. I concur with him: if we can get fusion right and roll it out economically, that will very much be our energy future.
Sir Charles, you would expect me to talk a little about food security. That issue is being highlighted now. Given the terrible situation with the Russians invading Ukraine and all the destruction going on, not much food will be produced in that breadbasket of the world. We need to stand up to that and produce food and wheat; we can do it. We need to produce poultry and pigs, which need grain. We need this land for grain and food production, so that we can produce really good food and ensure high-quality welfare. Let us ensure that we keep land for food production.
By its very nature, land is finite. At the moment, it is being asked to produce food; however, we are also asking for greater biodiversity, which is highly laudable and right to do, but as we aim for greater biodiversity and more environmental schemes, we will see a reduction in production of food. We do not want to couple that with large solar farms.
We all believe that solar panels have a role to play, and that they produce good-quality electricity, but I would like us to go back to having feed-in tariffs for people’s homes. It does not have to be as high a tariff as it was, because solar panels are very competitively and narrowly priced. Only about 4% of houses have them. Residents in houses that have them love to see the energy coming in and the meter going round, especially when they have high energy bills, as they are being paid for that electricity, rather than paying out for it. This very much involves individual house owners and tenants, and keeps our energy costs down.
From an infrastructure point of view, Western Power Distribution and others have a great deal of difficulty in wiring up and connecting large solar farms. Solar power should therefore be spread across the community, and should be generated on brownfield sites and in industrial buildings. How many industrial buildings do we have in this country? Very few have solar panels on them. We can have both industrial buildings and solar panels, but we must not keep putting the panels on land. We have an opportunity with these large farms.
Another large solar farm of some 200 acres has been proposed near Cullompton. The south-west is God’s own country because of the light, and that makes it popular for solar panels. We have an awful lot of solar panels in Devon and across the west country; we have had our fair share of them. The community needs to be involved when more are proposed.
Solar farms are not beautiful and have industrial-style fencing around them. Why do people come to many of our great constituencies? Because they are beautiful. Tourist love to come to them, but I promise that they do not come looking for solar or wind farms. They come looking for beautiful cattle and sheep grazing peacefully in our countryside. We must be careful how we deal with the situation. As I have emphasised, we are asking our farmers, our landowners and those looking after our countryside to do so much for the environment. We can have energy, but for goodness sake let us put the panels on people’s homes and industrial sites, and not on more good, agricultural land.

Commons ChamberI am grateful, Mr Deputy Speaker. I would have made precisely the same observation—that we must focus on new clause 1 and the amendments. In that context, it is worth mentioning that there was undoubtedly a strategic error of no new investment in nuclear during the period from 1997 to 2010, when the Opposition were in power. That is precisely why we are here today to discuss the Nuclear Energy (Financing) Bill.
The need for a baseload of nuclear power of up to 25% is apparent. Big nuclear power stations such as Hinkley Point C that will produce about 8% will be absolutely important, especially as Hinkley Point B will soon be mothballed. We really do need to get this going, and it is a shame that when the Labour party was in power it did not develop nuclear power.
I am grateful for my hon. Friend’s comments because they lead in to the Bill and what we are debating today, which is largely about finance and the optimum way to ensure that a new, large nuclear power station is constructed, following the success of Hinkley Point C. Indeed, obviously, the ideal thing would be to move the team seamlessly from one project to another. In all of this, it is worth paying tribute to the hugely successful operational nuclear headquarters for the whole country at EDF Energy’s offices in Gloucestershire in my constituency. One thing I hope the Minister will touch on today is how important a part they will play in the future development of our nuclear capacity, whether in further large stations such as the one at Wylfa, talked up—rightly and so effectively—by my hon. Friend the Member for Ynys Môn (Virginia Crosbie), or in any other part of the United Kingdom, as well as in the small modular reactors that have been mentioned by several Members as a key way of generating more nuclear power, and probably faster, to answer the question raised by my right hon. Friend the Member for Wokingham (John Redwood).

Commons ChamberThe Government’s energy price cap will ensure that millions of households are protected from an instant wave of bill increases this winter. We also have well-established schemes in place for those businesses that are most exposed to energy prices.
Apologies, Mr Speaker—some of us are very slow learners.
With global energy markets in a state of flux, Tiverton and Honiton constituents, particularly elderly and vulnerable residents, are concerned about the sharp increases in household bills. With Christmas just around the corner, will my right hon. Friend assure me that the Government will do all they can to stabilise the UK energy sector and ensure that those who experience fuel insecurity have the support they need this winter? Many rural households are off grid, so oil and electricity prices are also of great concern.
I assure my hon. Friend that protecting consumers is our No. 1 priority. The Secretary of State and I engage with Ofgem very often and with energy suppliers constantly, to monitor the health of the energy market. The Government’s warm homes discount, winter fuel payment and cold weather payment schemes will support low-income and vulnerable households throughout the winter.

Commons ChamberI have good news for my right hon. Friend, which is that the regulated asset base model that we are introducing here can be used for further nuclear power plants, including small modular reactors and other key nuclear innovations. He will also know that, in the net zero review, we launched a £120 million fund for new nuclear innovations, which will allow us to increase our nuclear commitments and capabilities beyond the existing commitment to one new plant having its investment case in this Parliament.
Further to the question from my right hon. Friend the Member for Wokingham (John Redwood), Hinkley Point C will produce between 7% and 8% of the nation’s electricity needs once both reactors are up and running. A further plant of the same size would perhaps take it to 16%, but surely we need at least 25% to 30% if we are to make sure we have enough power to keep the grid going when the wind stops and there is no sunlight.
My hon. Friend makes a good case for supporting this Bill, which will allow the financing options to expand our nuclear power base. I appreciate his support for Hinkley Point, as the MP for a nearby area.

Commons ChamberJust to reiterate, we have been holding clear consultations with a group of stakeholders and ACAS has been conducting this for us. We will be republishing the report in due course.
The Government are committed to getting as many homes as possible to EPC band C by 2035, where cost-effective, practical and affordable. We are doing this through setting long-term minimum standards, providing financial support where it is needed most, and getting the market conditions right to support action.
The green homes grant is a scheme that can improve home insulation, cut carbon, save on energy bills and create jobs across the country. It needs backing, not scrapping, so what plans does the Minister have to extend and improve the green homes grant, and how does she see the scheme helping to improve the efficiency of older, often rural, homes, especially those with solid walls, which use more energy and cost more to heat?
We absolutely recognise that older rural properties may be more challenging to improve. That is why we provide an incentive for off-gas homes under the current energy company obligation, and we will focus the future home upgrade grant on poorer-performing homes. We also have a range of exemptions under our minimum standard regulations for homes that are too expensive or difficult to improve. This is a really important aspect of our net zero challenges, and I look forward to working with my hon. Friend in the months ahead.

Commons ChamberI start by thanking the Chancellor and the Treasury team for the support they have provided throughout the pandemic, which is rightly continuing this year as we look to recover from the pandemic. In particular, I am grateful for the new self-employment grant scheme, which will allow more than 600,000 people who became newly self-employed last year to access support, because they have really struggled. I have heard from hairdressers, driving instructors and tutors in my constituency who will benefit directly from that grant money. I also strongly welcome the restart grants of up to £18,000, which will help businesses to get going again, along with the 100% business rates holiday and the extension of the VAT cut to 5%. Cutting these taxes and providing cash boosts will help the many tourism and hospitality businesses, including hotels, pubs, caravan parks and wedding venues across my constituency, to recover.
In addition, I want to thank the Chancellor and the Work and Pensions Secretary for extending the universal credit uplift by six months. Although we have done so much to protect jobs throughout the crisis, there are still millions who will be relying on universal credit this year. We need to make sure we continue to properly support the vulnerable in our society. This pandemic has caused a lot of financial hardship too, and it is right that we reduce and spread the financial burden as much as possible.
As we build back better from the coronavirus, I, like the Prime Minister, want to see a green industrial revolution so that we use this opportunity to make positive changes to our economy. The new super deduction will allow companies to cut their tax bills by up to 25p for every £1 they invest in new machinery over the next two years, bringing forward capital investment and replacing older, dirtier machines with newer, more efficient ones. This is worth around £25 billion to UK companies and will kickstart an investment-led recovery.
I would be grateful, however, if the Minister on the Front Bench today could put forward my suggestion that new fishing boats qualify for that tax cut. Many of our fishing boats in the south-west are built in the north of England, so reducing taxation on new boats would help to create more jobs across the country, improving our fleets, saving on emissions and improving the safety of our fishermen at sea. This policy would be a win-win for our economy, much like the green homes grant that I believe will be extended and fully funded on a multiannual basis. If done properly, the green homes grant will deliver insulated homes, create skilled jobs, reduce heating emissions and save on household bills. So I urge the Minister to take that policy forward and create a green revolution not just for this year because we are hosting COP26, but for the next decade as we recover from covid-19 and work towards net zero.

Commons ChamberI reassure my right hon. Friend that the Government are urgently seeking a negotiated settlement of this dispute and are exploring all options. The imminent award of retaliatory rights should incentivise the US to engage in discussions to reach a fair and balanced settlement.
As my hon. Friend knows, helping businesses reduce emissions is crucial to delivering our net zero commitment. To tackle some of our highest carbon-intensive businesses, we have just launched the £289 million industrial energy transformation fund, and we are also extending the £300 million climate change agreements scheme to incentivise businesses to invest in energy efficiency.
I thank the Minister very much for his answer. The business sector has successfully reduced greenhouse gas emissions by over 30% since 1990. However, emissions from business transport are counted separately, and transport emissions have gone down only by 3% since 1990. Does my right hon. Friend agree with me that we have a great opportunity in the UK to be a world leader in green transport—from electric vehicles to hydrogen lorries—and will he work closely with the Treasury to incentivise businesses to use more low emission vehicles in the future?
We do have extensive plans. We have further plans for decarbonising freight that will form part of the transport decarbonisation plan, which we expect to publish later this year. We work constantly with other Departments to ensure that we can reach our net zero targets. My hon. Friend is quite right to emphasise, in particular, the role that transport plays in carbon emissions.

Commons ChamberThe right hon. Gentleman raises an important point and, as he will no doubt expect, that is exactly the kind of area we are looking at. There obviously needs to be a pathway, as we cannot suddenly decarbonise in 2049, so we are now looking at the trajectory and at the development of different technologies, at how quickly we can deploy them and at the choices to get the best value for taxpayers’ money, while setting a real example that we can demonstrate for COP 26 next year.
Air quality is very much part of climate change, and we must increase our air quality in this country. Having more electric cars and charging them at night would use and store a lot of renewable energy, so there is a great advantage in driving those technologies. We must have better quality in this country.
Of course air quality is vital, and the move to electric vehicles is important. My hon. Friend will be aware that we have a £400 million investment in charging infrastructure for electric vehicles, but it is also vital that we generate electricity from low-carbon sources to provide electricity for those electric vehicles.

Commons ChamberWe benefit from a lot of experience in this House and the hon. Lady has more than many in this area. Even though I could not get her to congratulate us, I am always very willing to listen to her thoughts on this issue. Two things are important. The clean growth strategy was the first cross-Government document we have ever published that set out in detail how we plan to decarbonise all sections of the economy. And, it was very lovely that the Prime Minister asked me to attend Cabinet, albeit at what I call “the kids’ end of the table”—it demonstrated that this is fundamentally part of the Government’s plan going forward. So yes, we are up for the challenge. We do not underestimate it and it will be a cross-Government initiative, as the hon. Lady can see and as we are delivering.
I very much welcome this statement on green growth. With green growth, can we make sure that we concentrate on electric cars, electric buses and electric taxis so that we can get better air quality in our inner cities, especially in the 43 spots across the country where we really do need to improve air quality, so that we have a greener Britain?
My hon. Friend, in his capacity as Chair of the Environment, Food and Rural Affairs Select Committee, knows very well that what is referred to as the “co-benefit” of cutting emissions also means better air quality, better human health and better child outcomes, in terms of reduced asthma levels. We did not think about that before, but now we are, and luckily we can understand those things and work out the costs and benefits, taking into account some of these new measures.

Commons ChamberWe keep the insolvency regulations under constant review, in response both to Brexit and to lessons learned from our experiences domestically. I will work with the hon. Gentleman to make sure that his views are fed in.
Consumers in the south-west are paying extra on their bills because energy network companies are charging too much. We need greater competition and more teeth in the watchdog to do something about it.
I think that my hon. Friend is inviting me, as a fellow south-west MP, to agree with him. Network costs vary regionally because of different costs in serving customers. Ofgem took more than £15 billion out of network costs in its last price control framework, and I look forward to introducing various measures such as the price cap Bill, which I shall be introducing shortly, that I hope will be supported by all Members of the House. We want to ensure that we have energy bills that consumers can afford and that we protect the most vulnerable in the process.
