I begin by congratulating my hon. Friend the Member for Portsmouth South (Mrs Drummond) on securing this important debate about the centenary of the battle of Jutland, which we commemorate next week. I commend her for her interesting and informative speech about the battle, the people and the lessons and consequences for the Royal Navy.

I am grateful for the interventions that we have had, and to the Minister for the Armed Forces, my hon. Friend the Member for Portsmouth North (Penny Mordaunt) for being on the Bench to support this important debate.

The commemoration of the battle of Jutland is just one of the national events in the four-year first world war centenary programme announced by the Prime Minister in 2012. We have already held national events to mark the centenary of Britain’s entry into the war in August 2014, the Gallipoli campaign in April 2015, and later this year in July, we will mark the start of the battle of the Somme.

In a moment. I shall make a little progress first.

Tonight and next week our focus moves from the battlefields to the sea. Jutland was one of the largest naval actions in history and the most decisive sea battle of the first world war. It was fought by the British Royal Navy’s grand fleet under Admiral Sir John Jellicoe and the imperial German navy’s high seas fleet under Vice-Admiral Reinhard Scheer. It took place from 31 May to 1 June 1916 in the North sea. More than 8,500 lives were lost, with many bodies never being recovered in what was the only major naval confrontation of the first world war.

The commemorations of this naval clash, which brought together 250 warships and over 100,000 men, provides an opportunity to remember the contributions of all those involved in the conflict and the battle’s important role in the allied victory in the first world war. We will also reflect on the reconciliation with Germany and the peaceful relationship we have today.

I will give way in a moment, but time is very short.

As well as Jutland itself, we will be commemorating the wider war at sea and the huge role of the Royal Navy, the Merchant Navy, the fishing fleets, the shipbuilders and the contribution of all those who served or contributed. Their work and service we remember with pride and gratitude.

Next week on 31 May, my Department, together with partners including the Royal Navy, the Ministry of Defence, the Foreign and Commonwealth Office and the Commonwealth War Graves Commission, will deliver national commemorative events in Orkney. The British grand fleet was based in the sheltered anchorage of Scapa Flow in the Orkney Islands during the first world war and the local community played an important role in supporting the war efforts. It is only right, therefore, that 100 years later, we hold commemorations in a place that has profound resonance with the Navy and other maritime organisations. I would like to acknowledge the help and support that the Orkney Islands Council, local organisations and the community have given over the past year during the planning of these events. Their work has been much appreciated and we thank them.

I thank the Minister for giving way and I congratulate the hon. Member for Portsmouth South (Mrs Drummond), my colleague on the women and work all-party parliamentary group, on bringing this important debate to the House, and I thank the Minister and the right hon. Member for Orkney and Shetland (Mr Carmichael) for acknowledging the central role that my native Orkney had in the battle of Jutland. Is the Minister aware of the fantastic display of poppies formerly at the Tower of London, now at the iconic St Magnus cathedral in Kirkwall—the weeping window—and what a fitting tribute that is to the battle of Jutland 100 years ago?

I certainly endorse that point, and I was coming to it in a moment, but the hon. Gentleman has beaten me to it.

The national events will take place at St Magnus cathedral in Kirkwall—the UK’s most northerly cathedral, which was founded in the 12th century—and at the Commonwealth War Graves Commission’s royal naval cemetery at Lyness, on the isle of Hoy, which was founded in 1915, when Scapa Flow was the base of the grand fleet. The cemetery contains 445 Commonwealth burials of the first world war, 109 of which are unidentified. In the spirit of reconciliation, there will also be a wreath-laying event at sea at Jutland Bank, with the Royal Navy and the federal German navy taking part.

For those in Kirkwall not attending the cathedral service, there will be an opportunity for the general public to gather on the streets to watch the events live on a big screen. The event will be broadcast live on the BBC.

At a European level, we are now getting agreement to ensure that multinationals should disclose where they pay tax around the world, including in ultra-low tax jurisdictions. We have just agreed with our leading European allies, France, Germany, Italy and Spain, that we will exchange information on beneficial ownership. In terms of public registries, we are literally one of the very few countries in the world—one of only two or three countries in the entire world—to have committed to a public register, but we want all jurisdictions, not just our overseas territories but all the other advanced economies of the world, to follow our lead.

Last month, I tabled a series of written questions about the tax gap resulting from individuals and businesses using overseas territories and Crown dependencies. All seven questions were grouped into one answer from the Financial Secretary, which basically said, “We have no idea.” Now that the Government have been shamed by the Panama papers into hasty action, will they finally rectify the extraordinary situation whereby the Government have no idea how much is lost to the Treasury in this way each year? Would a public register of beneficial ownership not help in this regard?

We have published more detail on the tax gap than the previous Government and we have shown that it is at one of its lowest levels in our history. This Government have collected £26 billion more than was being collected by a Labour Government in extra compliance.

I will in a moment, but I want to make a bit of progress.

The estimates of the growth that liberalisation would deliver can be seen in the evidence. Growth, which would mean new jobs and more taxes to pay for public services, will come as a result of these changes. Estimates suggest an extra £300 million of sales in London alone. The letters that Labour and the SNP might be drafting, urging people to avoid the internet on Sundays, should include a postscript for anybody who is looking for a job right now. Maybe it could say, “Sorry, we’re opposing measures that could have helped you find a job.” And the SNP, the party that exists to promote local control over people’s own affairs, should perhaps add a PPS to explain why its members are voting to prevent devolution to English and Welsh councils when the control of shopping hours is already fully devolved to the Scottish Government.

Given that the Government have known the SNP’s position on this matter since November, why have they not come back with proposals to put the protection of premium pay into statute, for example, or indeed to devolve employment law so that we could sort this out for ourselves?

Housing starts are higher than they were when I became the Chancellor, but what people need—homeowners or people who are building houses—above all is economic security, which is what the Government are seeking to deliver. Frankly, the fact that the Labour party is now getting its advice from Yanis Varoufakis and the revolutionary Marxist broadcaster Paul Mason does not suggest to me that it has an answer to economic security. Presumably Labour chose those two because Chairman Mao was dead and Micky Mouse was busy.

Tax treaties provide protection for UK citizens from discriminatory taxation in other countries. The UK has one of the largest treaty networks, with more than 120 treaties in force. Her Majesty’s Revenue and Customs cannot intervene where a taxpayer is in dispute with a foreign revenue authority on a domestic issue. However, where a UK resident believes that a treaty partner is not applying the treaty properly, they can request HMRC to raise the issue with the other revenue authority.

My constituent David Duncan is currently being pursued by HMRC’s mutual assistance in the recovery of debt team for a tax payment relating to a time when he was residing in Germany but working in South Korea. That is absolutely what the Government were elected to deliver. We have manifesto commitments to deliver not just the £50,000 threshold for the higher rate, but a £12,500 personal allowance, so that more people can see the benefit of either paying no tax if they are low paid, or paying less tax if they are better paid.

We are working to get those arrangements right. They are clearly complex, because of cross-border companies that will pay a single levy rate, but we are having good discussions with the Scottish Government. I think that, as with the agreement on the fiscal charter, we can work together for the benefit of the United Kingdom.

Let me press on as we are time-limited.

It is no wonder that local small businesses and taxpayers in all our constituencies feel so strongly that the arrangement with Google is grotesquely unfair. They have not been allowed to ignore their tax demands for a decade, then negotiate a sweetheart deal at mates’ rates. It show who counts with this Government that, in the month when they let Google pay a paltry sum in back tax, they lose in court in their pursuit of disabled people over the issue of the bedroom tax, and then they decide to appeal the court decision so that they can persecute some of the most vulnerable and the poorest people in the land over a relatively insignificant sum. That demonstrates to us a bizarre, upside down and callous sense of justice and fairness.

Does the shadow Chancellor agree that what compounds the sense of unfairness that our constituents feel is that the tax gap has been estimated by many to be well over £100 billion, and at the same time this Government are cutting HMRC offices and at the weekend announced compulsory redundancies for tax collectors? How on earth can we narrow the tax gap when that is happening?

Yes. A consultation on changes to the local government finance system will be launched shortly, to be implemented in financial year 2016-17. We ought to be clear that the 2% increase in the precept to fund adult social care will be across the board, including rural areas, for councils that are meeting social care pressures.

The Prime Minister eloquently set out the difficulties facing public services as a result of the Chancellor’s cuts with reference to his own local authority. In the light of the lucky Chancellor’s £27 billion windfall, why is he still pursuing £12 billion in social security cuts and a 5% cut to the Scottish Government’s budget?

The hon. Gentleman mentions the Scottish Government budget, which I am not sure is entirely within the scope of the question, but I will try to answer. The Scottish Government budget has done relatively well. There is a 14% real-terms increase in capital spending over the course of this Parliament, and the reduction in resource spending is only in real terms and is far less than that of a lot of UK Government Departments.

We have got the £1.7 billion. We are committing to the superfast broadband rollout that will take it to 95% of the population. We are, as my hon. Friend knows, looking at a universal service obligation on the telecoms companies to reach more customers, as the other utilities already have. He is right that broadband is vital for the economic future of this country and helps rebalance our economy not just geographically from south to the north, but in the rural areas of our country, where it is now possible to run successful international businesses in a way that was not possible a decade ago.

The Blue Book adds just a little detail to the Chancellor’s announcement of the expansion in social security conditionality. It is estimated that 1.3 million people will be caught up in this. Can the Chancellor say whether he will be dragging the sick and disabled to jobcentres every week?

There is additional support for disabled people who want to get into work. There is help for people who have been unemployed for 18 months through our help to work scheme. The additional conditionality that the hon. Gentleman refers to relates to people who are currently on housing benefit but do not face that conditionality. Housing benefit is becoming part of universal credit, so that is one category of people we can extend the conditionality to.

Let me just make this point and then I will take plenty of interventions.

That will allow HMRC better to concentrate on its core task of revenue collection. Yes, there are savings for HMRC in reducing its estate costs, but it has made it very clear to me that regardless of what the spending review settlement will be tomorrow, it would move in this direction because it believes that the best way in which it can deliver services and collect tax is through regional centres. That is the important point.

I pay tribute to the staff of HMRC, who do a very tough and challenging job in collecting the taxes that pay for our vital public services. The Minister has mentioned his recent concerns about customer service, and I have had constituency correspondence from HMRC confirming that that has not been adequate to date. Can he explain, in specific terms, how cutting office numbers, thereby removing the local knowledge and memory of staff, increases the quality of customer service that people can expect?

Thank you, Mr Speaker, for giving me an opportunity to contribute to the debate. The time constraint just goes to show how important the motion is. I hope that in future there will be time for us to debate this important issue seriously.

More than 800 staff are employed at HMRC’s two facilities in my constituency, Sidlaw House and Caledonian House. When I met some of the staff last Friday, they confided in me their fears about the recent announcement of significant job losses, which is just the latest in a series of devastating attacks on public service jobs that Dundee has endured at the hands of successive Westminster Governments. That is completely at odds with what is happening in Dundee just now. The city is undergoing a £1 billion regeneration project—one of the most extensive in these islands—and employment is on the up, bucking the national trend. At the stroke of a pen, however, this Westminster Government have single-handedly put at risk the progress the city has recently been making to create and protect jobs. This has been done without public consultation or ministerial sign-off.

Unlike Scottish Government civil servants, HMRC staff will not be covered by a ministerial commitment to no compulsory redundancies. At Caledonian House, for example, we understand that 130 jobs are to be stripped from the city. I am told that the work carried out there predominantly relates to corporation tax and compliance. Ten years ago, there were more than 200 HMRC staff there. The office now occupies half the space, and it looks as though it could be boarded up by 2018.

Skilled employees, some of whom have 30 years’ experience and have provided decades of loyal service, have been abandoned by an organisation to which they have dedicated their whole career. The office currently has only two members of staff at grade 6 or 7. I disagree with the Minister’s statement that training would continue. There used to be 10 staff at those grades as well as four trainees, of whom there are now only two.

Staff at Caledonian House are being told that the best outcome they can hope for is a possible transfer to the new Edinburgh or Glasgow centres. If—I repeat, if—HMRC chooses to re-employ those staff, which I am told is by no means automatic, the impact on them and their families will be dramatic. Most HMRC employees in Dundee will be well outwith an hour’s commute of the new regional offices in Edinburgh and Glasgow, which is what HMRC defines as “reasonable daily travel”. So by HMRC’s own definition, it will be asking staff to do something that it does not consider to be reasonable.

Caledonian House is set to be shut down and boarded up by 2018, as I have said, yet we are being told that the new regional centres in Edinburgh and Glasgow will not open until 2020-21 at the earliest. That raises another question. What plans, if any, does HMRC have for the 130 staff at Caledonian House? In a letter that I recently received from HMRC’s chief executive Lin Homer, she stated:

“As Caledonian House is some distance away from the new regional centre, our employees will not automatically move to the regional centre once this office closes.”

So there we have it, in black and white: HMRC can offer no guarantees of job safety to existing employees at Caledonian House. They will be forced to apply for a job at the new regional centres. If that is not a betrayal of a loyal and dedicated workforce, I do not know what is. At Caledonian House alone, there are 10 couples working under the same roof, so there will be an impact not just on sole employees but on couples. This will have a devastating effect on the lives of those families.

The rationale for closing Caledonian House early is shrouded in mystery. HMRC has stated:

“The closure date for Caledonian House reflects the timing of when we will restructure the work that is currently located there.”

However, two senior officials who visited Caledonian House on Tuesday 17 November could not tell staff how those restructuring plans would play out. What are we to take from this? One local union representative told me:

“Mixed messages or misinformation are the only assumptions that can be made.”

Does my hon. Friend share my concern that last year in the independence referendum the Better Together parties were quick to point out that the only way of securing HMRC tax jobs in Scotland was to vote no? Was that a betrayal?

In a word, yes.

It is difficult to avoid the conclusion that HMRC is making this up as it goes along. There are 650 people working at Sidlaw House who have been offered nothing more than empty promises about a potential move to the Department for Work and Pensions to work on universal credit. We know that the DWP is undertaking its own potentially far-reaching estate review in the face of what are likely to be swingeing cuts in tomorrow’s autumn statement, which could very well see it, too, pulling out of the city altogether. The employees at Sidlaw House deserve better. They deserve to know the truth.

Dundee cannot afford to lose these highly skilled jobs. The plans as they stand represent an absolute hammer blow for the city, with at least 130 skilled jobs being cut by a Tory Government with no mandate in Scotland. As I have said, there is also no clarity about the 650 jobs at Sidlaw House, or whether they will be transferred to the DWP. Families across the city will be devastated by this news and worried about the future. I cannot stress my opposition to this strongly enough.

It is a pleasure to serve under your chairmanship, Mr Betts, although, following this morning’s footballing activities, perhaps it is more appropriate to say “captainship”. I congratulate my hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford) on securing this important debate, although I think it was remiss of him not to declare an interest earlier in his speech, given how much closer to retirement age he is than others in this debate.

All joking aside, the debate is important as we all have an interest in ensuring pensions are accessible, affordable and abiding, not just on a personal basis for all retirees, but for society in general. In recent times, pensioner poverty has declined considerably compared with other age groups as there has been a focus on pensioner income and supporting households in matters such as energy efficiency and central heating systems—indeed, the Scottish Government have supported a series of very successful programmes on this front—but income is the primary factor in poverty, regardless of what the Government plan to do on how we measure poverty. It is therefore critical that we guarantee that income levels remain consistent for retirees for the duration of their well earned retirement.

I certainly welcome the Government’s roll-out of auto-enrolment for workplace pensions. Ensuring that people save over and above what they should receive from the state pension is clearly very important. In the National Audit Office report on this subject released earlier this month, it appears there has been a very good uptake from workers and employers so far. That is to be welcomed.

I can understand why it is desirable to have pension freedom in the way the Government legislated for. Indeed, I am dealing with a case now where a constituent is looking to access his flexibility earlier than is currently available. It is certainly desirable for the Government to see people spending their pensions earlier. As the Government withdraw billions of pounds from the economy with their wholesale public sector and social security cuts, their growth target is under serious threat. I am sure they would be delighted to see people spending heavily from their savings upon their retirement to keep the economy ticking over, but there are great risks of unintended consequences.

There are many reasons why we are all paid salaries monthly or at regular intervals rather than in an annual lump sum. One of those reasons is our own budgeting convenience: it is far easier to plan in smaller monthly chunks than on an annual basis. So imagine the challenge facing retirees who are looking at taking their pension in one lump sum and not paying for an annuity. How can they plan what they can spend each week, month or year when they do not know how long it will need to support them for? There is no reason to believe that all pensioners will be rash or profligate when they are given access to their savings, but we must ensure that protections are in place so that they have a sustainable income for the duration of their retirement. I absolutely and wholeheartedly agree with my hon. Friend the Member for Ross, Skye and Lochaber.

A recent Social Market Foundation report highlighted several areas of concern for us. We do not believe that the Government have put in place the necessary safeguards to protect those approaching or in retirement. With life expectancy increasing and savers gaining unprecedented access to their pension savings, the Government have an obligation to assist individuals to plan ahead and to support society to plan for the future by making the public aware of the importance of securing a guaranteed income for life. If the Government get this wrong, they are storing up a massive future liability not only for pensioners, but for the state. I am not just worried about pensioners being able to manage their finances—the vast majority will have no problem at all—but I am worried about these big savings pots being incredibly attractive to scammers. We have all heard stories of perfectly plausible sales calls, door-to-door inquiries and fliers resulting in pensioners and vulnerable people being duped out of their savings. Having a pension in an annuity may not always give us the best deal, but it guarantees a lifelong income that the scammers cannot touch.

I welcome this opportunity to speak to such an important debate, and I thank my hon. Friend again for securing it. I hope the Minister will advise what steps her Government are taking to ensure we are not storing up major trouble for the future.

It is not normally my business to welcome Conservative contributions in the House, but I have to acknowledge and welcome the contributions from the hon. Members for Stevenage (Stephen McPartland), for Aberconwy (Guto Bebb) and for Tiverton and Honiton (Neil Parish). It goes without saying that SNP Members agreed with almost everything they said. They were brave and very welcome contributions—perhaps more welcome on the Opposition Benches than the Treasury Bench. That will probably be the only time I welcome Conservative contributions in this Parliament.

I am sorry that the SNP amendment was not selected, but I am still grateful to have this further opportunity to set out the SNP’s opposition to the cuts. I will devote a large part of my speech to addressing the proposals put forward by the right hon. Member for Birkenhead (Frank Field). We have much to agree on. His proposals are marginally better than the Chancellor’s, but they do not protect all low-income households from the Chancellor’s ideological wrecking ball that he is taking to social security. I am glad the right hon. Member for Birkenhead said he was proposing his measures speculatively. I hope that we will see greater consistency from the official Opposition in challenging the Tory tax credit cuts. I think that we can do much better.

We formed a strong and united opposition on Tuesday because we spoke with one voice against these cuts. Since Monday, however, we have had three different positions from the Labour party on tax credits. First, there was a push for a delay in the other place on Monday night, with opposition to scrapping the cuts outright. Secondly, to the credit of Labour Members, they joined the SNP in completely opposing the changes on Tuesday. Today we are presented with a watered-down opposition, which would still remove a significant amount of money from low-income households.

Does my hon. Friend agree that, in 2015, making families rely on an unelected Chamber to protect their tax credits from this Government is a ridiculous position to be in? Does he further agree that the interests of Scotland’s low-paid would be far better served if all welfare were devolved to the Scottish Parliament immediately?

It goes without saying that I agree with and welcome my hon. Friend’s intervention.

Under the plan of the right hon. Member for Birkenhead, every household earning more than £13,100 would continue to lose out—and in a more brutal fashion than under the Chancellor’s plan. The House of Commons Library briefing highlights that under the right hon. Gentleman’s plan, a full-time single-earner household with two children and an income of £16,000 would still lose out by £700 annually. The level at which tax credits would be removed thereafter is 65p in the pound. We are still going to see the budget balanced on the backs of low-income households.

I put forward a number of proposals. If the hon. Gentleman had been in the place a little longer, he might realise that words such as “mitigate” are words used to unite people with different views—including even those who want to see a whole withdrawal. I would like to ask the hon. Gentleman to follow carefully, when the record is published, the words of the Secretary of State for Work and Pensions when I asked him whether Scotland—under existing arrangements, without waiting for any further devolution—would be able to use its revenue-raising powers to compensate everyone in Scotland for the changes in the event that the Government do not move on tax credits. The reply was yes. Will we see the Scottish Government using their revenue-raising powers not merely to put motions on the Order Paper, but to make sure that nobody in Scotland suffers from these tax credit cuts?

It is worth saying, first, that I hope that the Labour party is looking to work with the SNP wherever possible to oppose cuts that are going to impact on low-income families. I make my contribution today, as far as possible, in the interests of consensus. We need to work together effectively to oppose what is coming down the line from this Conservative Government. On the issue of tax-raising powers, the fiscal framework has not been agreed. We have no idea what might be coming forward and no idea whether it will be possible to use these powers to raise taxes in the way suggested. I thus think that the right hon. Gentleman introduces an element of obfuscation when he uses that example. The Library briefing shows that we will still see the budget balanced on the backs of lower-income households.

My hon. Friend will remind the House that the Scottish Government have already spent £100 million in mitigating other attacks on the poor from this Government.

Absolutely—£100 million on the bedroom tax and a further £40 million ensuring that the council tax cuts did not affect low-income households in Scotland in the way they did in England. I hope that, after today, Labour will return to where it was earlier this week when it stood side by side with the SNP in opposing Tory cuts.

The SNP will oppose these ideological, regressive and utterly punitive tax credit cuts with every opportunity open to us—and we do so again today—because we realise the damage caused to family incomes, levels of poverty and child poverty in these isles and to social cohesion in every community in Scotland. The Scottish Government analysis, discussed today at First Minister’s Question Time in the Scottish Parliament, shows that 250,000 households in Scotland will lose, on average, £1,500 from April. Thereafter, when the all the changes are fully implemented, that could rise to an average of £3,000 per household. These changes are fundamentally regressive: they disproportionately target those in low-income households and punish them on account of this Government’s ideological obsession with austerity.

For our part, the SNP stood on a manifesto that was fundamentally anti-austerity and that plotted a more responsible path for bringing down the deficit. We argued for a 0.5% increase in spending per year for this Parliament, which would have released £140 billion in total to invest in capital projects and other measures to narrow income inequalities. Our plan would have brought the budget deficit down to 2% by the end of this Parliament, while protecting public services at the same time—a far more measured and reasonable way to balance the books. Our plan was backed by an IMF report from June this year, which highlighted that reducing income inequality not only leads to reduced poverty, but boosts growth. By extension, the policy of cutting tax credits and thereby increasing income inequality will drive more of our citizens into poverty. It is, in fact, going to harm growth.

I am pushed for time and I know that colleagues want to enter the debate, too.

As well as being socially destructive, this policy is, as an extension of IMF thinking, economically incompetent. No mention was made of these wholescale cuts to tax credits in the Conservative manifesto. There were just two references to tax credits, but neither referred to anything like the proposals in front of us now. I reiterate that the changes were the central plank of this Chancellor’s first Budget since the election. He has based all his sums on the back of these cuts. One would have thought that they would merit at least a passing reference or a hint at what was coming down the line.

The Chancellor’s summer Budget was a prime example of obfuscation, suggesting that these cuts to tax credits would be compensated for by the rise in the minimum wage. That was absolute nonsense. The reality is that the full rise in the minimum wage will not come into effect until 2020—four years after the tax credit cuts start. Even when the full rise comes into effect, it will still not mitigate the tax credit cuts. Why did the Government decide to undermine and sabotage the real living wage campaign by labelling their minimum wage rise as such?

I wish to conclude by addressing some of the language used in previous debates. Many of us have rightly been focusing our time on pointing out that these cuts will impact on working households, and lambasting the fact that many working households will be dragged into poverty by these tax credit cuts. I suppose I have been as guilty as others, as we attempt to show the Government that their rhetoric on making work pay is a complete sham when considered in the light of the tax credit cuts. There should be no distinction between working or non-working households that are in poverty or living on low incomes. We cannot continue to allow ourselves to be dragged into the Tory mantra of the deserving and undeserving poor. Nobody deserves to live in poverty—nobody. So referring to “hard-working families” or “the working poor” is unhelpful. We do not know the circumstances whereby people are unable to work, and we should not judge them in the way some do routinely in terms of “there by the grace of God go I”. None of us knows when we may find ourselves out of work. We should be working to address poverty wherever it is manifested and wherever it is likely to be worsened—as it will be by this Chancellor’s tax credit cuts.

It is a privilege to speak in this debate. I am one of its co-sponsors, but the entire credit for the idea belongs to the right hon. Member for Birkenhead (Frank Field). He rightly identified the need for a cross-party, less partisan and, as it turns out, non-binding debate to allow everyone properly to explore these issues in the national interest without being fettered by feelings of joining one side or the other in the playground of politics.

The result has, I think, been good. I think this has been the best debate so far of a number on this subject. It falls on us all to be honest about it. This policy was a mistake. One can only think that, because I am sure that nobody in any party would intend deliberately to impoverish the working poor with dependent families—I am afraid I do differentiate in this context.

The problem was compounded by the method employed—the measure was introduced by statutory instrument, and is therefore unamendable—and by a lack of sufficient information. As four or five Members have already pointed out today, there was no proper impact statement. Had the measure been introduced in primary legislation and thus been amendable, and had the Government provided proper information, the measure would not have gone to the House of Lords in its current form; it would have been reformed in this House, and that is what should have happened.

I subscribe to the Government’s wish to balance the books by 2020, which I consider to be an eminently sensible and responsible aim. However, I also subscribe to the view that we need to protect the poor at all costs. The question is, how do we identify what this policy does? I wanted to find some examples that would enable us to assess both sides of the argument—not just the attack, but the Government’s line as well—and I thank the Chancellor’s Parliamentary Private Secretary, my hon. Friend the Member for Kingswood (Chris Skidmore), for being so helpful in that regard. I put some of the points that he made in defence of the policy to the House of Commons Library, and I shall now give a couple of examples that the Library supplied to illustrate its impact.

The worst-case example that I could find was that of a working single parent with two children, who, without the mitigating effects, could be £2,000 a year worse off in virtually every year until 2020. That is an unbelievable sum to take from a family who are already poor. If the family were eligible for mitigation, in particular housing benefit, the sum could be reduced to roughly £700—the fine detail is unreliable—but, again, it would be lost in virtually every one of the next four or five years,

The great battle over the 10% rate when Labour was in power involved sums that were a quarter of that amount. The great battles over the poll tax, which I remember only too well, involved sums of that size. The impact on a family who are already on the poverty line, by definition, is unspeakable and unthinkable. I grew up in a rather poorer era, and I remember children being hungry on Fridays when the bills were just a bit too big, or it was cold and the heating costs were too high.
