Friend, the Secretary of State for Health and Social Care has been discussing the new United Kingdom-wide Tobacco and Vapes Bill with Neil Gray, the Cabinet Secretary for Health and Social Care for Scotland, and will send formal correspondence prior to its introduction. As the bill covers the whole of the UK, the Department will stay in close contact with all our devolved government counterparts, throughout the passage of the bill. Asked by: Cole-Hamilton, Alex (Scottish Liberal Democrats - Edinburgh Western) Wednesday 12th March 2025 Question To ask the Scottish Government, further to the answer to S6W-34287 by Neil Gray on 27 January 2025, on what date it will publish data showing whether the targets were met by March 2026 for (a) 95% of radiology referrals to be seen within six weeks, (b) no one waiting longer than a year for treatment and (c) the delivery of over 150,000 extra appointments and procedures, and whether the final outcome of these targets will be announced before 7 May 2026. Answered by Gray, Neil - Cabinet Secretary for Health and Social Care Statistics covering the period up to 31 Mar 2026 are expected to be published by Public Health Scotland on 26 May 2026 as per the usual release schedule. |

S6W-34958
Asked by: Cole-Hamilton, Alex (Scottish Liberal Democrats - Edinburgh Western) Thursday 27th February 2025 Question To ask the Scottish Government, further to the answer to question S6W-34287 by Neil Gray on 27 January 2025, what specific action it is taking to reduce delayed discharge. Answered by Gray, Neil - Cabinet Secretary for Health and Social Care Further to my answer on 31 January which laid out in detail the First Minister’s plans for NHS Scotland renewal, I can confirm this will be further expanded with the publication of our operational improvement plan in March. This plan will build on the work that has been conducted with Health Boards over the past year to improve hospital flow and reduce delays. It will set out whole system improvement action to ensure people receive the right care in the place, recognising that acute hospitals are not always the best place for patients or their families. As part of this plan Hospital at Home will be expanded to at least 2,000 beds, by December or sooner, and will expand and coverage of treatment people can expect to receive at home and will reduce the number of people needing to be admitted to hospital. By summer 2025 there will be direct access to a front door frailty service in every hospital with a core emergency department, to ensure people living with frailty get access to the right, specialist care for their healthcare need which will reduce the chance of a prolonged hospital stay and lower the chances of a care home admission. A vast amount of work has already been undertaken in 2024 to date through the Collaborative Response and Assurance Group, including work with Health and Social Care Partnerships with high levels of delay to understand the challenges they are facing and support them to deliver the changes, a national media campaign highlighting the positives of Home First, and promotion and maximising of good practice such as the Discharge without Delay programme. I am confident that with all the new measures we have laid out we will continue to see an improving picture on the level of delays across the country and that people will have access to high quality care, in the setting that is right for them. |

Asked by: Cole-Hamilton, Alex (Scottish Liberal Democrats - Edinburgh Western) Thursday 20th February 2025 Question To ask the Scottish Government, further to the answer to question S6W-34287 by Neil Gray on 27 January 2025, regarding its commitment to increase access to GPs, whether this includes the commitment in the NHS Recovery Plan 2021-2026 to recruit 1,000 additional staff in primary care mental health, and whether that recruitment process has already begun. Answered by Gray, Neil - Cabinet Secretary for Health and Social Care While financial challenges have caused this programme to remain paused since 2022, we remain committed to delivering increased mental health and wellbeing workforce capacity in general practice, when budgets permit. We have already prioritised significant investment to build mental health capacity in primary care through Action 15 of the Mental Health Strategy 2017-2027 and the Primary Care Improvement Fund (PCIF). As of March 2024, 182.5 WTE mental health workers had been recruited under PCIF and at March 2022, the action 15 commitment had seen an additional 356 WTE mental health workers recruited to general practice. The Mental Health and Wellbeing Delivery Plan sets out a range of actions to achieve the ambition in the Strategy, including an action to work collaboratively to improve access to support, assessment and treatment in primary care mental health and wellbeing services; and to produce an initial report on progress by November 2024. The Mental Health in Primary and Community Care Report was published on 20 December 2024 detailing a range of actions to enhance access to mental health and wellbeing support in general practice and communities. |

Answered by Gray, Neil - Cabinet Secretary for Health and Social Care The Softer Landing, Safe Care initiative was introduced in 2021. The programme is part of a coordinated offer that sits alongside the training pathway and is devolved for implementation at local board level. International Medical Graduates (IMGs), like other trainees, feedback their experience through established quality assurance processes such as the Scottish Training Survey. As such, the Scottish Government does not formally assess the initiative, and there are no plans in place at the moment for an evaluation. |
