Answered by Andrew Gwynne My Rt hon. Friend, the Secretary of State for Health and Social Care has been discussing the new United Kingdom-wide Tobacco and Vapes Bill with Neil Gray, the Cabinet Secretary for Health and Social Care for Scotland, and will send formal correspondence prior to its introduction. As the bill covers the whole of the UK, the Department will stay in close contact with all our devolved government counterparts, throughout the passage of the bill. Department officials have engaged frequently with officials from Public Health Scotland, and the rest of the devolved governments, to help shape and develop proposals for new legislation. Each of the devolved governments, including the Scottish Government, are in support of a new and strengthened bill, and the benefits it will provide to the health of our nations. Once the bill has been introduced to the UK Parliament, the devolved governments will seek consent motions from their respective legislatures, including the Scottish Parliament. |

These are open to doctors at all career stages, from trainees to consultants, including Haematologists. The invitation to join focus groups has been open to all doctors in Scotland so we would expect that British Society for Haematology members will have had the opportunity to sign up through their employing boards and will also have the opportunity to respond to a survey which will be shared imminently. The project’s Call for Evidence aims to understand the innovative approaches, both technological and non-technological – that can support the delivery of high-quality, equitable, and future-ready services. We will invite the British Society for Haematology to provide a submission to this call for evidence. |

We are still committed to the development of mental health and wellbeing workforce capacity in general practice through Action 15 of the Mental Health Strategy 2017-2027, and the Primary Care Improvement Fund (PCIF). Action 15 at March 2022, had seen an additional 356 WTE mental health workers recruited to general practice and at March 2025, 179.7 WTE Mental Health workers were in post funded by PCIF. |

At the time of response, six have already taken up a GPST 1 post in Scotland. The remaining students destinations can be broken down as follows:
NHS Education for Scotland (NES) are currently working to understand the destinations of the 23 graduates who have not taken up a GPST 1 post and where they are currently working, if in the NHS. This information will support the initial evaluation of the ScotGEM programme being undertaken by the Scottish Government. |

Answered by Gray, Neil - Cabinet Secretary for Health and Social Care In addition to the £106 million targeted investment announced in May 2025 to address at the longest waits, the Government has now committed a further £4 million to deliver extra dermatology activity, bringing total additional funding for this year to over £110 million. The additional dermatology funding was allocated to the three NHS Boards with the largest volumes of long waits and is broken down as follows:
This funding will support a planned 4,100 new outpatient appointments and 1,500 ‘see and treat’, and will also see photo-triage of up to 8,300 digital images, allowing clinicians to triage, diagnose and assess some skin conditions, leading to a better and quicker service for patients. The activity supported by the additional £110 million investment will require a lead-in period for full implementation; therefore, it is too early to observe a noticeable difference to waiting times at this stage. |

Answered by Gray, Neil - Cabinet Secretary for Health and Social Care The Scottish Government remain deeply concerned about the current financial pressures facing the social care sector. We fully recognise the anxiety and growing concerns within the social care sector in light of the increasing financial viability pressures. These pressures have been caused by recent policy decisions made by the UK Government, including the rise in employer National Insurance Contributions, increases in salary threshold levels and adjustments to the social care visa system, all of which have direct and significant implications for the sector’s workforce and financial sustainability. The Scottish Government has been pressing the UK Government at every opportunity to reverse these decisions, which are potentially catastrophic for the social care sector in Scotland. Despite the lack of engagement from the UK Government, Scottish Government officials have undertaken a significant programme of work to consider how to respond to the current financial viability pressures in the sector, and to understand the impact that these challenges will have. The Scottish Government initially established the eNICS Working Group in February 2025, which has since developed into the Financial Viability Response Group (FVRG). The FVRG includes representatives from COSLA, from Health and Social Care Partnerships, SOLACE, Scottish Care, CCPS and the SSSC and it meets weekly, subject to progress. This includes ongoing engagement with local leaders through the Collaborative Response and Assurance Group (CRAG), alongside regular monthly roundtable discussions involving Scottish Ministers, COSLA, and other key partners. In addition, we are continuing to evaluate both the immediate and longer-term impacts of these changes on care providers, service delivery, and the social care workforce. Our shared goal is to identify, understand and manage the immediate risks effectively, while also laying the groundwork for a more resilient and sustainable social care system in Scotland. This will be an ongoing process with a number of options under consideration, and we value the collaboration and insight of all stakeholders as we navigate these complex challenges together. While we will continue to provide as much support as possible to the sector, we are also confident in the ability of our local partners to ensure that appropriate contingency planning is being undertaken effectively and to respond to both national and local level pressures. Local Authorities, Integration Authorities, and NHS Boards each play a key role in developing contingency plans at the local level. As Category One Responders under the Civil Contingencies Act, they undertake significant and robust planning and preparation, in order to fully respond effectively to a range of scenarios. |

The document is being drafted on a 4-nations basis in which Scottish Government is fully involved, however the decision on when to publish sits solely with OHID. SG officials have spoken to their colleagues within OHID and have been advised that OHID intends to publish this document in Summer 2025. |

Answered by Gray, Neil - Cabinet Secretary for Health and Social Care The Scottish Government has not undertaken analysis of the extent to which GP surgeries are offering an online appointment booking system for patients since the regulations were changed in 2022. The Scottish Government does not have a role in assessing the performance of GP contractors as those contracts are between GP practices and NHS boards. GP practices are expected to regularly consider whether it is desirable, in order to meet the reasonable needs of their registered patients, to increase the proportion of appointments which are made available online to their registered patients and if it is desirable, to increase the proportion of those appointments. The needs of every practice population differ and the Scottish Government is not in a position to determine, at a national level, what the arrangements in any individual practice should be. |

Answered by Gray, Neil - Cabinet Secretary for Health and Social Care The provision of patient record systems remains the operational responsibility of Health Boards, but at a national level I can confirm it is our intention to launch the first version of a personalised digital health and social care service from December 2025. This was set out in the answer to question S6W-30875 on 11 November 2024. The Scottish Government emphasises that this provides citizens with access to their own health and care data and accordingly will address the desire across Scotland for individuals to have access to a single shared patient record. It is important to recognise that implementation of the service for our workforce, will build on our current Clinical Portal system, which currently enables many Health Boards across Scotland to have access to health information as part of the integrated record. This commitment is also set out in our recently published Programme for Government 2025-26 -https://www.gov.scot/binaries/content/documents/govscot/publications/advice-and-guidance/2025/05/programme-government-2025-26/documents/programme-government-2025-26/programme-government-2025-26/govscot%3Adocument/programme-government-2025-26.pdf. Answered by Todd, Maree - Minister for Drug and Alcohol Policy and Sport The Public Health Scotland CAMHS waiting times statistics capture children and young people who meet the CAMHS criteria. We continue to see a significant and sustained improvement in CAMHS waiting times, despite continuing high demand from children and young people who need mental health support. The CAMHS waiting time statistics do not include children seeking a neurodevelopmental assessment unless they have a comorbid mental health condition because they do not meet the CAMHS criteria. This is stated in the publication of CAMHS statistics. CAMHS is a specialist mental health service and is simply not the appropriate service for children and young people seeking diagnosis of a neurodevelopmental condition, unless they are seeking support for a co-existing mental health condition. For many young people, support through a neurodevelopmental pathway will be more appropriate. |

Answered by Gray, Neil - Cabinet Secretary for Health and Social Care Health Improvement Scotland are working with all NHS boards and partner organisations to standardise the reporting of adverse events, and have developed a national framework which was published in February 2025. This also includes a standard review process through the development of a national Significant Adverse Event Review template with associated guidance and national learning summary. The category of violence and aggression (which includes instances of sexual violence) is a priority category. The safety of staff and patients is the responsibility of the individual Health Board. We expect Health Boards to make every effort to keep staff, patients and service users safe and to report incidents to the police where appropriate. The courts have extensive powers to deal robustly with sexual offending. All instances of such behaviour should be reported and escalated to Police Scotland as quickly as possible for consideration of necessary action. |
