Friends the Members for Sunderland Central (Julie Elliott) and for Blackburn (Kate Hollern) both wanted to be here. In particular, my hon. Friend the Member for Blackburn wanted to raise the issue of her constituent Mr Ismail Adam, who on 5 April witnessed his son—they are British nationals—being beaten when visiting al-Aqsa, and she would have wanted the Minister to comment on that. Both are unable to be here because of constituency engagements.
I am grateful to the hon. Member for Dundee West (Chris Law) for securing today’s debate and the Backbench Business Committee for granting it. The motion is simple—human rights protections for the Palestinians. Therefore, the logical and very simple question that must be addressed, and it is glaringly obvious, is: why are the Palestinians’ human rights not being protected? When it comes to protecting the human rights of the Palestinians, not only do our Government maintain a position that is morally indefensible, but they fail in their responsibility to protect the Palestinians from the most egregious violations of international law.
It is an indisputable fact for any rational person that Palestinian human rights are being violated. The massive amount of evidence that has been lodged at the International Criminal Court provides forensic detail of the thousands of criminal acts perpetrated by Israel. The evidence of Israel’s human rights violations is not in doubt. What is in doubt is the international community’s will to do something about it. To put it simply, because of the United Kingdom Government’s position, they have failed in their responsibility to uphold even the most basic international principles of human rights norms and laws.
What do I mean when I say basic human rights? I mean the right to be born free and equal in dignity and rights; the right to freedoms without any distinction of any kind; the right to life, liberty and security; the right to privacy, family and a home; the right to freedom of movement; the right to freedoms without any discrimination; the right not to be persecuted; the right to nationality; the rights to freedom of opinion and expression; the right to leave any country, including your own, and return to your home; the right to recognition; the right to protection; and the right to justice. That list is not exhaustive, but these are the international human rights that we in this country epitomise as British values.
No one in this Chamber can honestly say that any of those human rights are afforded in full to the Palestinian people, so these are questions for us all: what would we do if we were forced, for hours each day, to go through a military checkpoint because of our race, just to get to work? What would we do if we woke up one day and JCB bulldozers was demolishing our homes or our school? What would we do if we were parents whose child needed urgent cancer treatment, but we, as well as our child, were denied a permit to access the only hospital where the care we needed was available? What would we do if we were worshipping in church on Christmas Day, and we were tied up, beaten and arrested on Christmas morning? What would we do if F-16 fighter jets blew up the BBC or ITV buildings in central London? What would we do if we were forced to live in the world’s largest open-air prison?
What would we do if our home had been set alight by settlers, and our child had two options: either die of suffocation, or go outside and be pelted by rocks thrown by settlers? What would we do if NHS ambulances rushing to save lives were routinely stopped at checkpoints, or if NHS doctors rushing to care were shot at? What would we do if we were subjected to mass collective punishment? Those might be hypotheticals for us, but they are not hypotheticals for the people of Palestine living under occupation. That is their daily existence, that is their lived experience, and that is the reality they cannot escape from.
The people of Great Britain would never accept such treatment for any of us, so why do we find it acceptable when it comes to the people of Palestine? If we would not accept it, what do we do to stop this from happening to the Palestinians? It is 75 years since the Nakba, and no one is able to return home; 50 years of growing Israeli occupation, which seemingly no one can stop; 16 years of a blockade of Gaza that has not been lifted, despite the severe humanitarian crisis it has caused for 2 million people. Now it is Ramadan. After Ramadan, the storming of al-Aqsa, the third holiest site for Muslims, has become a routine practice for the Israeli military. For Palestinians, such anniversaries highlight decades of violations that have been continuing against them, unaddressed. For us, they have been a stain on our conscience, and that of the world, for more than 75 years.
Let me explain what we should be doing. We should show a real commitment to universal rights and British values. We should show leadership in demanding equality, justice and fairness, as currently we clearly do not. We should support Palestinians by holding their violators accountable for their crimes. Britain, which prides itself on the rule of law, should set the highest standard for Israel to follow, and insist on that in its dealings with us. To do otherwise means that we are continuing to fail not only the Palestinians, but the people of Israel too. In our country, we hold our politicians to account, and even when the Prime Minister broke lockdown rules or did not wear a seat belt, our laws are applied equally. We should afford Palestinians the right to self-determination, and recognise the state of Palestine. We should immediately support the jurisdiction of the International Criminal Court over the situation in the region, instead of maintaining the current obstruction for justice to be done.
However, I am under no illusion. I could expect justice only if I had the recognition, let alone the power to advocate for my needs. Again, returning to a point that is glaringly obvious, this is not a clash of two equals. This is not a clash of religions, and neither is it a clash of peoples. This is an illegal military occupation. This is a conflict in which a protected oppressor is persecuting the unprotected Palestinian people. This is about Israel acting with impunity. Israel has been gifted impunity, which means it has zero incentive to deal with the Palestinians fairly. Indeed, we incentivise it to continue to break international law, because the world fails to hold it to account. That makes us complicit in the persecution faced by the Palestinians.
Our Government have failed to support any mechanisms of accountability, whether by opposing an investigation by the International Criminal Court, abstaining on crucial votes, or voting against resolutions condemning illegal settlements and the right to self-determination. Instead, they continue to ignore Israel’s crimes. If we truly believe in a two-state solution, it is time to act before it is too late. Only a few weeks ago, Finance Minister Bezalel Smotrich, the Israeli Minister for responsibility for administering the occupied west bank, said that there was no Palestinian history or culture, and no such thing as the Palestinian people. That Israeli Minister also spoke at a podium covered in what appeared to be a variation of a map of Israel, which showed an Israeli state with expanded boundaries that included the west bank, east Jerusalem, Gaza and Jordan. Here we are talking about a two-state solution, the only fit and proper resolution to this crisis, yet the actions of Israel show a complete contradiction to that aim.
That leads me to my concluding remarks, and to three clear asks of the Government. First, any relationship with Israel, or any other country for that matter, should be based on a demonstration of an acceptance of our values, which we hold dear. In the recent Netanyahu visit, did the UK ensure that our trading partner would comply with international law, or did we further signal to it that it could continue to act with impunity at our behest for our financial gain over the duty to protect human rights? Secondly, the UK should immediately enable international systems of accountability for criminal law violations in the region and must immediately support the International Criminal Court’s investigation. Thirdly, the UK must recognise the Palestinians’ right to self-determination, which means the immediate recognition of the state of Palestine.
Britain has a moral duty to act on Palestine and not just present empty words. I assure the Minister that this is an issue at the ballot box, so soon empty words will lead to empty Tory seats in elections. I urge the Government to do the moral thing and act on human rights for the Palestinians. It is the right thing to do.
One thing that I share with many others taking part in the debate is a concern for the human rights of Palestinians. The failure to reach a peaceful resolution of the Israeli-Palestinian conflict means that the human rights of both Palestinian and Israeli civilians are frequently put at risk. As the parliamentary chair of Labour Friends of Israel, I know that all too often this subject is presented as if only the Palestinians experienced threats to their human rights and only the Israelis were responsible. In response to my earlier intervention, the hon. Member for Dundee West (Chris Law) said that he was talking about the Palestinian territories, but the title of the debate is “Human rights protections for Palestinians”, which, I suggest, is wider.
The Palestinian Authority has full civil control over the vast majority of Palestinians living in the west bank, and as we all know, the Palestinian Authority is plagued by authoritarianism and corruption. In neither the west bank nor Gaza do Palestinians enjoy the right to vote. The Palestinian Authority has not held presidential elections since 2005 or legislative elections since 2006. President Abbas is now in his 18th year of a four-year term. New laws are simply introduced as presidential decrees. Meanwhile, the Gaza strip is governed by a proscribed terrorist group whose ambition is to destroy the state of Israel. No elections have been held in Gaza since Hamas seized power in 2007. Freedom House, a not-for-profit democracy group, describes Gaza as a
“de facto one-party state”.
It also rates the west bank as being on a par with Rwanda and Ethiopia when it comes to human rights, civil liberties and political rights. Gaza is given a score of 11 out of 100 for its human rights record.
Freedom of speech and due process fare no better. The Palestinian Authority has a track record of arbitrary detention, with more than 200 Palestinians detained last year. In June its security forces attacked a peaceful demonstration on the cost of living, and detained the organisers. It has banned the Palestinian People’s Congress, a pro-reform group, from convening, and forcibly dispersed a press conference held by the same group in Ramallah, while threatening journalists with sticks and batons. As we have heard, torture is commonplace, with a number of reported deaths in PA custody, including that of anti-corruption activist Nizar Banat.
The Independent Commission for Human Rights received more than 130 complaints of torture by the Palestinian Authority last year. Just last month, the PA refused registration to Lawyers for Justice, an organisation that represents victims of detention and torture. In Gaza, a general climate of repression exists following a brutal crackdown on peaceful protest in 2019. In 2022, at least 105 Palestinians were arbitrarily detained by Hamas, and more than 160 reports of torture were made to the Independent Commission for Human Rights. The deputy programme director of Human Rights Watch, Tom Porteous, concluded that where the Palestinian Authority and Hamas have autonomy, they have developed parallel police states.
As we have heard, women and girls in the Palestinian Authority territories continue to face discrimination, including early enforced marriage, partner and family violence, rape, incest, psychological abuse and sexual exploitation. We would not ignore such abuses here in this country; we should not ignore them in the Palestinian territories.
My hon. Friend makes an important point. We would not ignore those abuses against women and girls in the UK, and rightly so. As an advocate for women and girls, especially on the issue of honour killing, it seems to me that there is a thread running through the speeches today when we talk about the rights of women in Palestine. Does he agree that when it comes to discussing women in Palestine, all of a sudden everyone becomes a women’s advocate, because we are not talking about anything on the other side? Women are always used when it comes to Islamophobic tropes too.
I have a great deal of respect for my hon. Friend, and what I would say to her is that I am citing something that we are all very familiar with and would raise if it was happening here. I am saying that we should not ignore it when it happens there.
As the hon. Members for Henley (John Howell) and for Hendon (Dr Offord) said, among the communities who face the most threats to their human rights are Palestinians who are gay. LGBT+ Palestinians routinely face harassment, torture and physical attacks, including directly from the Hamas Government. Although homosexuality is not illegal in the Palestinian Authority, the PA does little to defend the rights of LGBT+ Palestinians. It has restricted the activity of LGBT+ organisation Al Qaws for violating
“the ideals and values of Palestinian society”.
In December 2019, a trans woman and a gay man were beaten and robbed by a group of men in Kafr Aqab, south of Ramallah, while the PA police stood idly by. The human rights situation faced by LGBT+ Gazans is even worse. Homosexual acts are illegal in Gaza, in line with Hamas’s fundamentalist ideology, with the most serious punishment for offences being the death penalty. Perhaps unsurprisingly, at least 100 Palestinians have claimed asylum in Israel on grounds of their sexual orientation.
I conclude by asking colleagues to consider this damning record when discussing the topic of Palestinian human rights. There is no doubt that the absence of a Palestinian state and Israel’s continued military presence in the west bank have a pernicious impact on the lives of many Palestinians, but human rights abuses against Palestinians take place on a daily basis by their own governing bodies.
As my right hon. Friend the Member for Leeds Central (Hilary Benn) said during the earlier statement, we need fresh and enlightened leadership on both sides. The Palestinian Authority’s failure to act as a credible partner for peace is one of the significant barriers to the negotiated two-state solution that many of us wish to see.
Human rights are virtually non-existent for the long-suffering people of Gaza under the violent and bloodthirsty rule of the Hamas terrorist group. Palestine is under occupation, as my hon. Friend the Member for Hammersmith (Andy Slaughter) suggested—occupation by Hamas. We will not do the Palestinian people any favours by turning a blind eye to the record of Hamas and the Palestinian Authority. [Interruption.] Do you want me to finish, Madam Deputy Speaker? I thought I had an extra minute because of the intervention.
I am happy and willing to criticise the excesses of Israeli politicians and Israeli forces, but we have to be honest and criticise the excesses of the Palestinian Authority and Hamas, too, if we want a balanced and reasonable debate.

That this House has considered human rights in Myanmar.
It is a pleasure to serve under your chairmanship, Sir Edward. I am grateful to have the opportunity to lead this debate and raise my concerns about the ongoing situation in Myanmar, which is deeply concerning and requires urgent attention by the UK Government and the wider international community.
This February marked the two-year anniversary of the coup in Myanmar and the start of the country’s military rule. This rule has been brutal and oppressive, with continued attacks on civilians and opposition forces and parties. According to the Burma Campaign UK briefing, since the attempted coup began, more than 2 million people have been forced to flee their homes, with the vast majority internally displaced within Burma. More than 21,000 people have been arrested, with around 17,000 still in detention. Under the previous military regime, there were usually just over 2,000 political prisoners. Thousands of civilians and members of resistance forces have been killed. Restrictions on freedom of speech, the media and the internet have increased significantly. The Burmese military effectively banned 40 political parties by deregistering them. Parties banned included the National League for Democracy, which won the last election, and significant ethnic political parties.
More than 60,00 civilian homes and properties have been destroyed. The Burmese military use airstrikes indiscriminately on almost a daily basis, with targets including medical centres, schools, religious buildings and camps for internally displaced people. Data from Amnesty International estimates that thousands of people have been arbitrarily detained, with more than 1,000 opposition politicians, political activists, human rights defenders and others convicted in unfair trials. There have been reports of widespread torture and abuse at the hands of military groups, and in the last year alone, at least 356 people have died in police custody. A report this week from BBC journalists—the first to report from the country since the coup—uncovered the oppressive nature of the country under military rule.
Myanmar is, at this moment, a nation torn of its freedoms. It is a nation run by military checkpoint, with corners occupied by sandbags, there to protect automatic weapon-wielding police from attacks by freedom fighters. Recently, there have been reports of the Burmese military Government launching airstrikes on their own citizens. Just over a week ago, the military launched a brutal attack on civilians taking part in a ceremony in the Sagaing region, with women and children present. It is estimated that around 100 people died in the attack, including 20 to 30 children—an example of innocent bystanders falling victim to this brutal regime.
The Rohingya Muslim population in Myanmar have faced years of persecution at the hands of Government forces. In 1982, under the so-called Citizenship Act, they were effectively made stateless, and they now represent one of the largest populations of stateless people in the world.
Last week, the military authorities announced the arrest of 15 schoolteachers for participating in an online school organised by the National Unity Government, and last summer 30 more teachers were arrested for similar reasons. Does the hon. Member agree that the restriction of access to education and the intimidation of the country’s educators is a very concerning restriction of freedom?
I absolutely agree. Without education, we do not have a defence of the defenceless, and it is only through education that we will educate the nation and move it forward.
An estimated 600,000 Rohingya Muslims remain in the Rakhine state of Myanmar, and this group are subject to persecution on a daily basis. The atrocities that the Rohingya Muslim population have been subjected to have been rightly condemned by the international community. Former UN High Commissioner for Human Rights Zeid Ra’ad al-Hussein described it as
“a textbook example of ethnic cleansing.”
More than 730,000 Rohingya have fled the military’s crimes against humanity and acts of genocide, escaping to neighbouring countries such as Bangladesh. Even today, over 1 million Rohingya people live in makeshift settlements in squalid conditions in Cox’s Bazar in Bangladesh. I thank Bangladesh, which is a country with a fast-growing economy, but it still has its own huge challenges and remains one of the poorest countries, and we must ensure that the international community keeps up its support.
My hon. Friend will be aware that the Government’s aid budget cuts mean that the camps have seen a dramatic fall in the humanitarian assistance that the UK provides—assistance that was very welcome when these problems began in 2017. The cuts are making it much more difficult for people to survive in the camps and leaving the Government of Bangladesh and other agencies in a difficult position. For five years, they have had to support and protect those who had to flee the military of Myanmar, having suffered ethnic cleansing and genocide according to the United Nations.
I thank my hon. Friend, whom I admire for all her work and tireless efforts in this area. She is a passionate campaigner for the Rohingya people of Myanmar, and I agree with her powerful words: the Government need to look at this matter. The Labour party has been calling for more aid, and this situation is not acceptable.
Six years on from fleeing genocide, the Rohingya people still face restrictions on their movements and freedoms. Let me tell the House the story of Naripokkho, which is an activist group leading the fight for women’s rights in Bangladesh. Naripokkho was instrumental in supporting Rohingya rape victims in 2017, when Bangladesh once again found itself on the frontline of a rape epidemic as more than 730,000 Rohingya Muslims crossed its borders to escape genocide in neighbouring Myanmar. Among them were thousands of women and children who had suffered horrifying sexual violence at the hands of Burmese soldiers. Harrowing details emerged of women being tied to trees and subjected to rape for days, tortured by bamboo sticks and set on fire. Once again, echoing past events, many of the women would find themselves battling the stigma of unwanted pregnancy.
There have been attempts to resettle Rohingya refugees in Myanmar, but that action has rightly been condemned by Human Rights Watch, which has stated:
“Voluntary, safe, and dignified returns of Rohingya refugees to Myanmar are not possible while the military junta is carrying out massacres around the country and apartheid in Rakhine State.”
The conditions must be created to allow the Rohingya community to return home in safety, dignity and security. The Labour party has continuously called for the UK Government to heighten their work with international partners and call out regimes such as Russia and China, which are both alleged actively to have supplied the regime with oil and arms that have been used by the military to launch brutal attacks on the civilian population.
Labour is deeply concerned about the ongoing and long-standing abuse of human rights in Myanmar. The treatment of the Rohingya minority has been, and continues to be, a stain on the world’s conscience. We have consistently called for the announced arms embargo against Myanmar to be applied in full, and have echoed calls from activists for a suspension of exports of aviation fuel to the authorities in Myanmar. We have also called for the Government to engage with British shipping companies and insurance companies covering shipping to urge them to stop any involvement in the trade, as well as the redoubling of efforts to engage with regional partners to shut off the supply of aviation fuel and military equipment to the regime.
Too many times, we have said never again, then stood back only to see something happen once more. How many times must we learn the same lesson? We have an obligation—a moral duty—to work with our international partners to put an end to the seemingly endless suffering faced by the people of Myanmar. We must speak up for them and raise their plight on the international stage. Unless there are robust and tangible international consequences for the military rulers of Myanmar, the problems of the genocidal attacks on the Rohingya people, the military rulers’ airstrikes against their own civilian population and the large-scale refugee crisis in Cox’s Bazar will not be solved.
Our view of the world is under threat from Russia’s illegal invasion of Ukraine, China’s aggression in the Taiwan strait, and tyrannical autocrats across the world growing in confidence and strength. They do not believe in international law, nor do they respect human rights.
I congratulate the hon. Lady on securing the debate. She is setting out the international backdrop to the issues in Myanmar. Does she agree that the sooner full democracy returns in Myanmar, the better? The junta’s decision to postpone elections further will only make the situation in the country deteriorate much further, so rapid steps towards democracy must be taken as quickly as possible.
I absolutely agree: democracy is the cornerstone of giving back to people the power they need.
Autocrats do not believe in international law or respect human rights. If we are to stand up to them and defend our rules-based order, we must show that our values are not just for show, and that they have consequence. We must show that we will stand up for human rights and for the oppressed and downtrodden, wherever they are, whatever they need. Like all people, the Rohingya people have a right to return home, but that will be possible only when there is lasting peace in the region. We have an opportunity and an obligation to act now to ensure that.
I thank all Members for their contributions, and I welcome the Minister’s response. One thing I would mention is that he appeared to use only humanitarian figures and not the figures for overall aid to Burma. Before the coup, aid to Burma was roughly around £100 million a year.
I thank the hon. Member for Congleton (Fiona Bruce) for the continued passion with which she speaks up for freedom of religion. I also thank my constituency neighbour, my hon. Friend the Member for Bradford East (Imran Hussain), who has the largest Rohingya community in the UK, and who passionately advocates for them and for our city of Bradford as a city of sanctuary.
The continued efforts of the hon. Member for Strangford (Jim Shannon) to highlight this issue are noted and very welcome. I also admire the passion with which my hon. Friend the Member for Bethnal Green and Bow (Rushanara Ali), who chairs the APPG on democracy in Burma, continues to advocate for the Rohingya people and others in Myanmar who are fleeing persecution.
I thank everyone. We are unanimous across the House in this debate, and it is not often that that happens in this place. It heartens me that the Minister will maintain the funding for sanitation and water in Burma, but there is more work to be done. As my hon. Friend the Member for Hornsey and Wood Green (Catherine West) and the hon. Member for Airdrie and Shotts (Ms Qaisar) said, we have not done enough. I urge the Minister to relook at some of the figures for aid that is going to the Rohingya people.
Many of my constituents come to me on the issue of the Rohingya, and I also have members of the Rohingya community in my constituency. I hope that today’s debate and the unanimous feeling in this Chamber will give them some reassurance that the world has not forgotten and that we will continue to advocate their plight.
I thank all Members who have taken part in the debate. Many years ago, I led a debate in Westminster Hall on the plight of the Karen people. I think that we have had a very good debate. These debates do make a difference.

As the Foreign Secretary made very clear in her statement this morning, if access is not forthcoming, the visit will serve only to highlight China’s attempts to hide the truth and its actions. We have been absolutely clear that unfettered access is essential.
There are cases where a man has been jailed for almost 17 years because the Chinese state determined his beard to be illegal and where someone has been jailed for having studied Islamic scriptures with his grandmother. We have now been made aware of reports that machine guns and snipers have been placed with orders to shoot to kill anyone, from the almost 2 million prisoners, who tries to escape those camps. What we are seeing in Xinjiang are Muslims being denied their Muslimness and the most grotesque and extreme versions of Islamophobia. Does the Minister agree that the latest revelations demonstrate the need for the British Government to take action and sanction Chinese officials involved in the human rights abuses in Xinjiang?
What we are seeing is truly shocking and adds to the body of evidence. We have been holding officials to account, and we have sanctioned senior officials and organisations, but we keep all the evidence and potential listings under review and I cannot speculate about future sanctions.

First, I send my condolences to the family and friends of Shireen Abu Aqla, a true Palestinian heroine who was brutally shot in the head and murdered. Let us be clear: this is not a one-off attack on journalists by Israel. We cannot forget that Israel had a raid last May on the al-Jalaa building that hosted Al Jazeera and the Associated Press office. This is not just the story of Shireen either, but many other journalists, including the 55 Palestinian journalists killed since 2000. How can the Palestinians have any faith in Israel to hand over any bullet and with this whitewash of an idea that they are going to investigate when nobody has been held to account over lots and lots of years? What representations are the Minister and this Government making to their Israeli counterparts to make sure that we get justice on this occasion, not just for Shireen but for all the Palestinians who are continually being brutalised?
The UK is very concerned by the number of Palestinians who have been killed by Israeli security forces in recent weeks. We continue to urge for thorough and transparent investigations into the deaths of Palestinian civilians and call again for restraint in the use of force.

I first heard those words in 2012, at the time of the historic United Nations vote, and I heard them again today from my hon. Friend the Member for Sunderland Central (Julie Elliott), whom I thank for securing the debate. We are a decade on from that vote, and there is still no visible light at the end of the tunnel for the Palestinians; if anything, the tunnel is becoming bleaker and darker. We know that for nearly seven years there have been no peace talks; we also know that since Senator Kerry’s initiative, there has been no serious attempt at negotiations.
The Conservative party’s stated claim is that it wants a negotiated solution through peace talks before it recognises Palestine. Let us call a spade a spade, and be honest with ourselves and the House: any recognition of Palestine would not cut across any peace negotiations because the fact remains that none exist, and there is no realistic prospect of any existing because successive Israeli Administrations lurch further to the right and continue to build illegal settlements at a rapid pace, thus changing the geographical reality on the ground and making the possibility of a viable Palestinian state increasingly unlikely.
I do not have an issue with a party that has a different view on foreign policy. What I do have an issue with is the party’s hypocrisy. It cannot say that it wants a two-state solution while recognising only one state. We often talk about the right of Israel to exist, but Palestine also has a right to exist. Not recognising the state of Palestine is denying Palestine’s right to exist. We cannot repeatedly reaffirm our commitment to Palestinian self-determination through United Nations resolutions and leave it unfulfilled.
Let me put this in simple terms. Indians come from India, Americans from America, the English from England, the Scottish from Scotland, the Welsh from Wales and the Irish from Ireland, so it is surely not a leap of faith to understand that Palestinians come from Palestine—a country, a state. In the light of that fact, I urge the Minister to stop using the phrase “occupied territories” and start using the phrase “Palestine”. These are not territories; they are a country, a state.
I began my speech by referring to the United Nations recognition of Palestine a decade ago. The then Foreign Secretary, William Hague—now Lord Hague—said then, “There will be a time when we will have to recognise the state of Palestine.” That time has come. The world is watching, and I promise the House that history will not judge us kindly for continuing to abdicate our responsibilities again and again, as we did, shamefully, at the United Nations, because if we do not do this now, there will be no Palestine left to recognise.

It is a pleasure to serve under your chairmanship, Mr Dowd. I thank my hon. Friend the Member for Manchester, Gorton (Afzal Khan) for securing the debate. I thank all Members who contributed to the debate and the many others, such as my hon. Friend the Member for Coventry North West (Taiwo Owatemi), who could not make the debate but wanted to put on the record their commitment to tackling Islamophobia.
Islamophobia is a dark reality, with three Muslim grandfathers murdered here in the UK, while terrorist attacks in Christchurch, Quebec and multiple others around the world emphasise the serious nature of Islamophobia if left unchallenged. In the UK, Islamophobic hate crimes against Muslims and their places of worship have sadly become far too common. The latest data for 2020-21 show that 45% of all religious hate crimes recorded by police in England and Wales were against Muslims, although a large number of cases are simply not reported to the police. Data from the crime survey of England and Wales suggests the actual number is approximately six times the number of recorded offences. According to the same data, Muslims were the most likely to be victims of religiously motivated hate crimes in 2017-18 and 2019-20.
That is not Muslims complaining about Islamophobia. That is the police collecting data on Muslims being attacked. One would think, when Muslims are the most likely to be the victims of religiously motivated hate crimes, that Islamophobia would be a top Government priority but, tragically, it is not. Islamophobia does not manifest itself only in hate crime. Islamophobia is not always a visible attack on mosques or Muslims. Someone does not have to vigorously hate another person to discriminate against them. Discrimination comes in many forms, including conscious and unconscious bias. Let me explain how.
When 15-year-old Azeem Rafiq is forced in a car to drink alcohol, that is of course a hate crime and an assault. Later, when he feels he has to drink alcohol to fit in, to be the best that he can be, to have an opportunity to progress, where is the hate crime then? He is in an environment in which he cannot be the best or achieve his dreams while adhering to the faith that he chooses to follow. Listening to his evidence at the Digital, Culture, Media and Sport Committee, it was evident how much trauma he faced later on in life through being forced to be someone he was not just to fit in.
Many Muslims face similar barriers daily. A sizeable percentage of British Muslim women do not wear the headscarf, not because they do not want to but because they fear that, by wearing one, they may be attacked, or due to prejudice, will have lower chances of succeeding and reaching the top. They, too, feel that they have to fit in to avoid abuse, discrimination or their chances being limited. Their fear is not misplaced. A 2016 Women and Equalities Committee report found that Muslim women face a triple penalty. Some of the vilest vitriol I have received online is coupled with a picture of me wearing the headscarf while being at a place of worship.
As Muslim women, we often recall praise such as, “I am impressed to see how empowered you are as a Muslim woman”—as if being a Muslim was a barrier to empowerment and we even beat it through our archaic faith to become a symbol of success. Although this is often done unknowingly, it is done through people accepting a trope about Islam being a faith that is deeply misogynistic. Contrary to that trope, I want to put on record that as a Muslim woman, my empowerment as a women comes from my faith and the life and teachings of the Prophet of Islam, peace be upon him.
A report by the Centre for Media Monitoring that analysed media output over a three-month period in 2018, which comprised analysis of over 10,000 published articles and broadcast clips, found 59% of all articles associated Muslims with negative behaviour and over a third misrepresented or generalised about Muslims, with terrorism being the most common theme.
When such perpetuated tropes and false conspiracies about Muslims are allowed to develop, it enables an environment where people are otherised and demonised. Not everything I have mentioned is a hate crime, but it all can have an impact. Islamophobes and those who consciously or unconsciously discriminate against Muslims often use anything and everything that links to a person’s Muslimness as a factor for their negativity, be that religious practices, ways of dressing or customs, or even sometimes something that is not part of Islam, but is perceived as Muslim, such as a Sikh man wearing a turban. The reality is that Islamophobia is rampant across society, and purely basing Islamophobia on hate crimes like this Government wish to do deprives us of the ability to tackle the full extent of Islamophobia.
We have to tackle the environment in which Islamophobia is normalised. Today, a former England captain, Michael Vaughan, can ludicrously suggest a Muslim England Cricket player like Moeen Ali should go around in between test matches asking random Muslims if they are terrorists—as if he too was somehow liable—and still continue to be a mainstream pundit. The former editor of The Sun, Kelvin MacKenzie, can openly brand Muslims as antisemites and say that it is a nice change from a Muslim making a bomb or trying to kill hospital visitors, and still get invited as a mainstream guest on media shows. In fact, people like Trevor Phillips can generalise an entire community by saying:
“Muslims are not like us”,
that they will never fit in and are
“becoming a nation within a nation”,
without an apology or remorse, and get a special programme in their name on Sky News.
My hon. Friend is making an excellent speech. On her point about institutionalised Islamophobia in certain parts of society—she mentioned cricket and the media—should we not be looking at the governing organisations, whether that is Ofcom in the media or the England and Wales Cricket Board, and seeing whether they are fit for purpose? I do not think they are in this regard.
I absolutely agree and thank my hon. Friend, because that brings me nicely on to my next point. In 2011, the former chair of the Conservative party, Baroness Warsi, said that Islamophobia had “passed the dinner table test”. A decade later in 2021, Islamophobia has now passed the mainstream media test. It has become normalised. In fact, it has become fashionable to demonise Muslims and gain from the political capital of hate. That is why it is so important to adopt a definition of Islamophobia to enable us to at least understand and tackle Islamophobia in all its forms.
The Labour party was one of the first parties to accept the APPG definition of Islamophobia. Again, last week, the chair of the Labour party and my hon. Friend the Member for Manchester, Gorton wrote to the Government urging them to rethink and adopt the definition. I welcome the intervention by the hon. Member for Wycombe (Mr Baker) on trying to do that in a collegiate way.
The Government’s record on a definition of Islamophobia is horrific. The Government refused the Muslim community a definition of Islamophobia, they then refused to accept a cross-party definition, and now two and a half years after promising a definition, they have failed to produce one. While the Minister may try to regurgitate the same old falsehoods about the APPG definition, I ask her one simple question. The APPG officers, before publishing the definition and in good faith, gave sight of it to Ministers. Since the definition has been published, can she tell me if the Government have ever reached out to the APPG to address any questions or concerns with the definition and in good faith try to come to a solution together on the matter? Have they even reached out, even once? The dangerous message that it sends to British Muslims is that this Government simply do not care.
When it came to the covid pandemic, this Government played with people’s lives; when it came to levelling up, they played with people’s future; and, again, on the issue of Islamophobia, they are playing with people’s lives. Minister, I urge this Government to show some leadership and good faith. This issue is far too serious to be ignored. As the theme for this year’s Islamophobia month suggests, it is time for change.

My hon. and gallant Friend makes an important point about the need for visible support for the institutions that have helped to keep the peace for such a long time. As I said, the Under-Secretary of State for Foreign, Commonwealth and Development Affairs, my hon. Friend the Member for Aldridge-Brownhills, went to the region recently. I am not in a position to commit to exactly when a future ministerial visit will be, but the Foreign Secretary will bring this up at the NATO Foreign Ministers meeting in Riga in the near future. I have no doubt that it will be the location for a ministerial visit in the not-too-distant future.
I thank the hon. Member for Totnes (Anthony Mangnall) for securing this urgent question. The world cannot make the same mistakes again. In the 1995 genocide, more than 8,000 Muslim men and boys were killed in a single day. The US Deputy Assistant Secretary of State, Gabriel Escobar, told Congress last week that the US is working with the EU to
“make sure there are consequences for any illegal or any destabilising actions”
in Bosnia. The hon. Member asked what representations have been made and the Minister answered that they will be made at Riga shortly. Given what happened in Afghanistan when the Government were asleep at the wheel, my concern—I think rightly and fairly—is whether the Government are asleep at the wheel again on this one. Why have we not already made representations? What representations, if any, have we made to the EU, world partners and NATO?
I think the hon. Lady is frankly wrong in her assessment. This is not a question about Afghanistan, but she will know that we started the evacuation process in Afghanistan in spring this year, long before the fall of Kabul. I have already said that in conjunction with our European partners and the United States of America, we made representations at the Security Council to renew the EUFOR mandate. We have done that important and significant piece of work in conjunction with our international partners. We have made public statements and acted in support of the High Representative, Mr Schmidt, and we will continue to do so. As I said, the Foreign Secretary will bring the issue up at the NATO Foreign Ministers meeting in Riga. What else we might do will be defined by the circumstances, but I assure the hon. Lady, you, Mr Speaker, and the House that that will remain a focus for Her Majesty’s Government.

By extension, we should also know what illegal occupation and ethnic cleansing looks like. However, despite knowing this, we fail in our duty to act. Knowing the BJP’s projected journey towards genocide, we are not doing what we should do. Members should not just take it from me. Genocide Watch exists
“to predict, prevent, stop, and punish genocide”,
and its “ten stages of genocide” model has been used by the US State Department and the UN. Genocide Watch has said that all 10 stages of the genocidal process in Jammu and Kashmir are far advanced while Kashmir is under military rule. Yet still, despite all the cautions and the signs, our Government maintain a bilateral position in Indian-occupied Jammu and Kashmir, while they apply Magnitsky-style sanctions against China and make a determination of genocide in relation to Uyghur Muslims.
Why the double standards? Is it not the case that injustice anywhere is a threat to justice everywhere? Why do we apply a different standard to our friends and trading partners than to our foes? Is it not easier to be critical of our foes, but bolder and braver to be critical of our friends? It is common knowledge that Kashmir is deemed the unfinished business of partition. The question on the minds of millions of Kashmiris worldwide and in the region is simply this: how will the butcher of Gujarat settle this unfinished business of partition? If the assessment made by Genocide Watch and others is anything to go by, we can draw the conclusions.
There are those who ask, “Why Kashmir? Why should we care?” To them, I say that aside from the barefaced violations of international human rights and our colonial legacy, the answer is that Indian-occupied Jammu and Kashmir is the world’s largest militarised zone, and India and Pakistan are two nuclear-armed states that will be on the brink of war if India continues its war-mongering. That should be enough to keep everyone up at night. The list of serious human rights violations by security forces in Kashmir—and the deliberate erosion of civil liberties by the ideological bed buddy of the Rashtriya Swayamsevak Sangh, the BJP Government—is endless.
While Pakistan made a gesture towards peace by safely returning an Indian fighter pilot in 2019, the BJP has been accused of alleged torture and the custodial killing of the leader Mohammad Ashraf Khan, and the kidnapping, desecration and forced burial of Syed Ali Geelani’s body against his final wishes. Make no mistake: India is setting the stage for Kashmir, and it is not for a Bollywood blockbuster. The BJP’s journey towards enacting genocide in Jammu and Kashmir must be stopped. While the people of Indian-occupied Jammu and Kashmir look to the world to act, will this Government make urgent representations?
I will not stop speaking: not until every mother in Kashmir is reunited with her son, until every woman in Kashmir is free from the threat of being raped by Indian forces—

As a new Administration takes over in Israel, we debate the Palestinian question in the mother of Parliaments. Prime Minister Naftali Bennett has previously stated:
“I will do everything in my power, forever, to fight against a Palestinian state”.
My welcome message to Mr Bennett, and those who support him in the Knesset, is that the mood music is changing. The world is waking up to Israel’s actions, and all those who want to see lasting peace in the region know that to achieve such peace we must end the occupation, injustice and oppression, and that starts with recognising a viable Palestinian state.
In the past, Prime Minister Bennett has ruled out the transfer of even a centimetre of land to the Arabs and boasted:
“I’ve killed lots of Arabs in my life—and there’s no problem with that.”
The unwelcome news to him is that those of us around the world who condemn the killing of all civilians, be they Israeli or Palestinian, will not remain silent if even a centimetre more of Palestinian land is illegally annexed, and we will not be silent in pushing for Israel to be tried in the International Criminal Court for war crimes if any more Palestinian blood is unjustly spilled under a perverted interpretation of a right to self-defence, while completely ignoring the crucial principles of distinction, precaution and proportionality.
For five decades, the Palestinian territories of East Jerusalem, the west bank and Gaza have been under occupation—the longest lasting occupation in the world today. If Palestinian children in Gaza make it to the age of 21, they will have witnessed five brutal wars, 14 years of which they have spent in one of the largest open-air prisons on the world, under a land, air and sea blockade. Human Rights Watch has declared the situation in Israel as “apartheid”. Amnesty International has stated that Israel’s
“systematic discrimination, dispossession and displacement”
of Palestinians is
“at the root of the ongoing violence we see today.”
War on Want declared:
“The UK government regularly approves military technology and arms exports to Israel, including for weapons of the type used in clear violation of international law. This means that the UK is providing material support for Israel’s illegal use of force, and an infrastructure to sustain that force through the ongoing trade in arms.”
Our Government have an immediate moral and political duty to act on Palestine. The Government cannot meet their word about a two-state solution while they recognise only a single state—it will not work. Let me be clear: the only party stopping the UK from recognising the state of Palestine is the Conservative Government. While they send empty words, the only thing stopping the UK supporting, rather than blocking, a United Nations inquiry to investigate the underlying root causes of the conflict in the region is the Conservative Government.
In the recent siege, for every Israeli killed, more than 21 Palestinians were killed. For every Israeli child killed, 33 Palestinian children were killed. While all the parties condemn aggression and illegality on either side, the only party that turns a blind eye to Israel’s actions and questions of violation of international law is the Conservative Government. The blinkers have been taken off the eyes of the world. The reality of Israel’s actions is clear. The Palestinians have suffered for too long. The time for empty words is over. The Government must act or the electorate will.

I congratulate the hon. Member for Linlithgow and East Falkirk (Martyn Day) on securing the debate. It is an honour to follow my hon. Friend the Member for Slough (Mr Dhesi), who speaks very passionately about the subject.
The truth is that we should not need someone such as Rihanna to speak up on such issues as the farmers’ protests in India for the world to take notice, but that in some ways explains how the world now works. The powerful are heard with a single tweet, while the average person’s voice is often ignored. That is one of the central arguments that the Indian farmers are making.
The very argument made by the innocent farmers is that when the new laws take effect, taking away the regulated markets that allow for minimum prices for their crops and replacing them with deregulated markets that work in the favour of the big, powerful corporations, who then will listen to the average farmer? The Indian Government talk about how prices will be able to be negotiated, but as we all know, without the safety net of minimum prices, when the big, powerful corporations do the negotiating, it is the average farmer who is left worst off. That is what the debate is really about: ensuring that the voices of ordinary farmers can be heard.
Let me be clear: when we raise such issues because they are a very serious concern for our constituents, who often have families in India struggling in such circumstances, it is not about being anti-Indian. India is the fifth largest economy in the world. It is ranked second in the world in agricultural production and ninth in the world for agricultural exports. India has a rich history and culture, and is a rising economic power. However, with such increases in economic opportunity comes responsibility. It is important that we support the average farmer, especially when they are faced with large and powerful corporations.
This is not a debate between two equals. These farmers are already struggling. More than 52% of India’s farmers are living in debt, which is causing a shocking increase in the suicide rate. In 2019 alone, nearly 10,300 Indian farmers killed themselves. Such an alarming situation cannot be ignored.
In addition, because the protests have been dominated by Sikh protesters from Punjab, the Government have tried to silence their voices by marginalising the issue to one that affects a single community. The current Indian Government’s record on minority rights is not one to be proud of. I urge them to consider the issues of globalisation and capitalism in a serious way, and to avoid making this situation another case of nationalism and marginalising yet another minority community in India.
