I congratulate my hon. Friend the Member for Portsmouth South (Stephen Morgan) on securing this important debate. I start by paying tribute to Irene Dennis, who runs the Grimsby breakfast club on Sunday mornings for those who are still in service and those who have been previously to reminisce, share and support one another. I am also pleased to mention Steve Baxter, a Grimsby man who was in the forces and has seen four friends die as a result of PTSD. He told his story clearly and movingly in the Grimsby Telegraph. That prompted him to set up the Veterans Still Serving group to support those suffering from PTSD.

North East Lincolnshire is a proud armed forces covenant borough. The former mayor and councillor Alex Baxter now co-ordinates our very successful armed forces weekend, which attracts families from across the country to show their backing for our armed services personnel, past and present.

I was prompted to speak today because of the impact of serving on my constituent Steven Sampher; I have had extensive correspondence with the Minister on this particular case. He is a remarkable man who, frankly, has been going through hell trying to work his way through the armed forces compensation scheme. He has been kept dangling about whether he is still employed, and he worries about the support for his family in the future.

I am concerned, as my written questions show, that the stress of going through this process, on top of his post-traumatic stress disorder and extreme pain, and now phantom pain as a result of his amputated leg, has been extremely trying for Steven and his family. Should the Government not do more to properly support veterans going through that process, to ensure that they get the compensation that they are entitled to, in full accordance with the injuries that they have sustained in the course of their service?

Finally, I will quickly mention homelessness among veterans. Unless we sort that out, the number of veterans committing suicide will increase.

10. What steps his Department is taking to ensure that air defence radar systems do not constrain the development of offshore wind sites.

The Ministry of Defence’s first priority is always to guarantee that the UK is able to meet its national security obligations, which include ensuring that our air defence radar systems can operate effectively. The Ministry is supportive of the offshore wind sector deal, and we remain keen to work closely across Government and with the industry to support this.

Over half the new offshore wind sites that the Government have announced they will build will affect aviation radar systems. The Under-Secretary of State for Defence, the right hon. Member for Bournemouth East (Mr Ellwood), responded to a written question of mine on 20 February, saying that the solution is

“challenging and requires upgraded or new technologies, which are not currently part of the equipment programme.”

Does that not simply mean that the Government’s ability to deliver on that sector deal is going to be hampered?

The hon. Lady raises an important point because the scale and size of the proposed wind farms are significant. I have been speaking to officials about how we might use the innovation fund, for example, to work closely with the industry to find a solution to this problem.

On the conditions of service, it is also right that servicemen and women who become unfit for duty should have a system that supports them that is fit for purpose. We know that currently, it is not. The Minister said that his Department would publish a response to the February 2017 review of the armed forces compensation scheme a year after publication. Where is it?

I will certainly write to the hon. Lady with the details of that. She is absolutely right; we want to see people recuperate, recover and get back on to the frontline. One of the big changes last year was our mental health and wellbeing strategy, which does exactly that—it removes the stigma that sometimes is attached to people coming forward, to make it clear when there is an issue that needs to be dealt with, so that they can get back on to the frontline. I will write to her.

6. When the Government plan to publish their response to the armed forces compensation scheme review, published in February 2017.

The Ministry of Defence is carefully considering the recommendations of the armed forces compensation scheme review. It has always been the intention to publish a response a year after the publication of the review, which came out in February 2017.

As part of the Government’s response to the consultation, will the Minister consider the fact that, since the establishment of the compensation scheme 11 years ago, only 56% of claimants have been given awards, that 96% of those have been in the lowest four levels of support and that 60% of those low-level awards that are then appealed receive an increase in award? That significant percentage demonstrates flaws in the original decision-making process. Will he commit to urgently improving that first-stage decision making to ensure that veterans are given the support they deserve?

I am happy to look at the concerns the hon. Lady raises. The quinquennial review took place in 2016, and overall we were found to have remained on track and fit for purpose. We are making some changes, but they will be announced later in the year.

I am sure my hon. Friend speaks for the whole House. The military response to Hurricane Irma was swift. RFA Mounts Bay was pre-positioned. At the peak, we had nearly 2,000 troops on the islands, who were deployed very quickly. Through the use of helicopters and other support, they managed to get aid to areas that simply would not have received it had there not been military intervention. I take this opportunity, on behalf of the whole House, to thank the armed forces for their efforts.

I have not actually seen that paper yet, but I am very happy to procure a copy and read it. I made the position clear about common foreign and defence policy. We participate in those missions and operations at the moment, and we continue to press for a partnership with the European Union that encompasses economic and security co-operation.

T5. Recently, I attended the Grimsby veterans breakfast, and I was told about the problems that former servicemen and women have in accessing local mental health services. What representations did the Defence Secretary make to the Health Secretary regarding the dropping of the promised new mental health Bill from the Queen’s Speech?

This goes into the new strategy that is being launched in a couple of weeks’ time, and I would be delighted to learn more about what the hon. Lady learned at her meetings, but I can say that regular meetings take place between the Secretary of State and the Health Secretary.
