I do not accept that. When I met the train manufacturers earlier this year, they said they wanted longer-term certainty, and the reason for setting out what is coming up next is to give them that certainly. Of course, train manufacturing is going on right now. For example, we have just seen the award to CAF for the 10 LNER tri-mode trains, so there is manufacturing and contracts are being awarded. I know I am repeating myself, but as the train rolling stock gets younger in age—it has a life of 35 to 40 years, and its average age is now under 17 years—by definition fewer orders tend to go through. However, it is important to have a future pipeline, which is why I mentioned the orders going to tender for this year and next.

Hitachi provides opportunities and high-skilled jobs, benefiting people right across the north-east, including a number in my constituency. Can my hon. Friend confirm that he will continue to look at every possible option to protect these jobs and the north-east’s incredible manufacturing capabilities?

Yes, indeed. The team at Hitachi as well as Alstom will of course be working on the HS2 tender for 54 trains that will be coming their way. I am very keen to meet them, and I met Hitachi yesterday—albeit a different arm that is more on the signalling side. I am keen to work with the private sector. We are very proud of the train manufacturers we have in this country, and we want to ensure that they sustain and continue to get contracts, and not only from this country but, as I have mentioned, for exports. I really want to see exports, which is why I tend to go abroad to help champion exports in such markets.

I thank my right hon. Friend, who I think is entirely in agreement with a lot of what I have to say. I shall elaborate further in a moment.

The proposed changes will compound years of really poor service to the people of Dorset. South Western Railway has previously slashed the train service, totally cutting us off from direct trains to London for prolonged periods, removed all on-board catering for train journeys of almost three and a half hours, and dumped passengers, at all times of day or night, with no way to travel forward just to save a few minutes in delay. Those are just some examples of what my constituents face day to day.

I recognise that proponents of the scheme say that it is vital to progress de-staffing and ticket office closures because only 12% of all tickets are sold at ticket offices.

Those wishing for closures argue that only 12% of tickets are bought at the ticket office, but I know that my hon. Friend has travelled through Thornaby’s brilliant little train station, where almost 25% of tickets are still bought at the ticket office. Does he agree that those 25% of people are often the most vulnerable, and that Thornaby’s ticket office must stay open?

The ministerial merry-go-round goes round to a Merriman to listen to yet another long-winded effort from the hon. Gentleman, which eventually turns into a question. The reality is that we remain committed to HS2 and to line of route from London all the way up to Manchester. He talks about ballooning costs, but we have tried to look at the cost estimate and rephase HS2 as a result. He cannot have it both ways. I am committed to ensuring that the study comes out very soon; I met with my right hon. Friend the Chief Secretary to the Treasury to work on the matter and we work closely together. Our aim is to ensure that when that study comes out, it has the imagination in it to deliver properly all the ideas that we had always intended, and we will do so. We are committed to HS2 and to the investment and decarbonisation it will bring. I am sorry there has been a change of Ministers, but I can tell the hon. Gentleman that there will not be any changes any time soon.

The Government have invested more than £3.5 billion in buses since March 2020, including our recently announced package of up to £300 million to protect and improve services long term, and up to £200 million to continue capping bus fares on thousands of routes in England outside London until November next year. That funding is helping to ensure that those who use the bus every day to live, work and travel can continue to do so for less.

The Government recently announced huge investment to improve and protect bus services, but in my part of the world Arriva has chosen to cherry-pick the most profitable routes, ditching others such as the 17 and leaving youngsters unable to get to school, adults unable get to work and pensioners cut off from health services. Will my right hon. Friend work with me to prevent bus operators from putting profit before people and to see what can be done to protect services in Stockton South?

I am confident that my hon. Friend will campaign in his area to protect those bus services. The additional £300 million includes £1.5 million for the Tees Valley, which will help local transport authorities and bus operators to protect and improve their services. We expect them to work together to deliver sustainable networks. I know he will campaign strongly to ensure that a share of that extra money from Government goes to protect services to his constituents.

I am extremely grateful for the opportunity to have the debate this evening. I have the huge honour of representing Stockton South: a place to be proud of with a great past and an even greater future ahead of it. Stockton has been the home to many great people and many great ideas, from Harold Macmillan to Brass Crosby and from the invention of the friction match to the creation of the world’s first public passenger railway. Two centuries ago, the House adopted two separate Acts to enable the creation of the Stockton to Darlington railway. I am now asking the House to support me in my mission to bring the headquarters of Great British Railways to Stockton.

For me, there are several classic, immutable pairings of things that are existentially tied together: cream and jam; Batman and Robin; Britain and democracy; the Prime Minister and Peppa Pig; and, far more importantly, Stockton and the railways, which is the most quintessential pairing of them all. Stockton could not have played a more central role in the history of the railways. The first discussions about the potential creation of that very first passenger railway were had in Stockton town hall. The first track of that railway line was laid in Stockton, and the first ticket was sold to a passenger in Stockton.

It is all too easy to forget how important a role railways have had in our history and developing our international economic might. It is even easier to forget where they came from and how proud Stockton should be of playing its role therein. Sadly, this achievement has never been celebrated in Stockton as fully as it should have been, but I am delighted that, as we prepare to mark the bicentenary of this incredible innovation, we are righting that wrong. The amazing Friends of the Stockton and Darlington Railway, who are determined to treasure our heritage, are working to ensure that we celebrate this momentous occasion. The national lottery, local authorities and the Government are all supporting plans to mark the occasion, and even private enterprise is playing its part.

They say that the best ideas are the ones that you come up with in the pub. Well, my friend Jim, the landlord of the Locomotion pub, has done just that. For any railway enthusiasts out there, Locomotion is a must: it has a collection of memorabilia that rivals the National Railway Museum. Jim came up with the idea of a run along the route of the original line that has gone down a storm and raised huge amounts of money for local good causes. I am particularly delighted that, thanks to the Government’s levelling-up fund, we are working on plans to create a permanent tribute to our railway heritage at Preston Park, where the original track ran. Plans may include a miniature steam railway. If the Minister is kind enough to grant Stockton’s wish today, I would be delighted to take her for a ride on said steam train.

Railways are in Stockton’s DNA, and even the king of railways himself, Michael Portillo, is backing the bid to make Stockton the home of Great British Railways. The chief chino-wearing, track-touring fab controller said:

“You couldn’t have a more iconic place for a railway’s headquarters than Stockton, it’s simply a name that resonates through the history of railways”.

I understand Thomas the Tank and even the Fat Controller himself may also be endorsing Stockton’s bid.

Aside from our fantastic railway heritage and the incredible endorsements received by our bid, there are many other reasons why the Great British Railways headquarters should come to Stockton. We are connected up and getting more so by the day. Much-awaited improvements to the local road network are taking place on the A66 and the A19. Local train stations in Eaglescliffe, Billingham, Middlesbrough and Darlington are benefiting from a multimillion-pound overhaul. We recently got our first direct train from Thornaby to London. Our new cycle lane network will stretch across my constituency to provide a healthier means of transport and hopefully reduce congestion. And thanks to the work of our amazing Tees Valley Mayor, our airport has been reborn. Moreover, the most amazing, enthusiastic, talented, hard-working and skilled people live in Teesside, and Great British Railways would be very lucky to employ them.

Important to my case is the fact that the Government have a commitment to levelling up. For me, levelling up is not about moving jobs from one big city to another, or from one place to another super campus; it is about spreading opportunities the length and breadth of the country. The placing of Great British Railways in Stockton would complement the many other great things going on in my part of the world. Teesside is on the up: our airport is reborn; we are leading the green energy revolution; and we are home to some of the brightest and best entrepreneurs. The new Treasury campus is allowing people from my area to get top-level civil service jobs and we are home to the UK’s first and biggest freeport, creating 18,000 jobs. As we prepare to mark 200 years since the first passenger railway rolled along the track in Stockton, will the Department for Transport bring the railway home to where it all began and—choo, choo!—choose Stockton as the home for Great British Railways?

I beg to move,

That this House has considered transport.

It gives me great pleasure to open this debate on what the Government are doing to build a world-class transport network. I do not need to remind the House of the vital economic and social role transport plays in our day-to-day lives. The pandemic revealed as much, with rail staff, bus drivers, seafarers and road engineers—to name but a few—continuing to work throughout so that the country could keep moving. It is why this Government have spent billions supporting our transport industry over the past two years, ensuring key workers and essential goods could get to where they needed to be.

While our transport network helped to keep this country going throughout the pandemic, it now, with covid firmly in the rear-view mirror, must help the UK thrive, helping us rise to new challenges such as rebuilding our economy in a way that is fairer and greener, and helping us to level up our cities, towns and villages by giving people the means to get on and improve their lives and livelihoods.

I am sure my hon. Friend is only too aware of the story of Teesside airport, how it was saved by Ben Houchen and how it has gone from strength to strength. Executives at Heathrow have recently whacked up landing fees by 37%, showing complete disregard for regional connectivity and killing the viability of the Teesside flight. Will he look again at what can be done about that issue?

I thank my hon. Friend for that question. Of course, I join him in paying tribute to the phenomenal work of Ben Houchen and others in supporting that local airport. I am aware of local concerns on this and I hear what my hon. Friend says. Sadly, as he will know, this is very much a matter for the independent regulator, the Civil Aviation Authority, but I am sure it is something that it will want to take a close look at.

Before I speak to the legislation the Government introduced in last week’s Queen’s Speech, I want to outline just some of the measures that we are already taking to improve transport links across the country. Our levelling-up fund gives local authorities the means to invest in infrastructure that improves the everyday lives of people across the UK, including upgrading local transport. The first round of funding will see 105 projects across the four UK nations benefit from £1.7 billion in funding.

I am grateful for the opportunity to speak in this important debate. Having taken many taxis to and from Darlington station, I commend my hon. Friend the Member for Darlington (Peter Gibson) on all the work he has put in to this Bill, which will ensure that 276 licensing authorities across the country can make better-informed decisions on who should and should not be on our roads.

The Bill will not only improve public safety, but protect the confidence and trust that we have in our amazing workforce of taxi and private hire drivers—trust that means we can put lone and vulnerable loved ones into a taxi and know they will arrive safely thanks to the key workers who drive our taxi and private hire vehicles. Those drivers have had a hell of a ride in business terms over the pandemic; as we were retreating to the safety of our own homes, they were rolling up their sleeves, getting on with it and keeping the country moving.

Those drivers continue to keep us moving: doing the early mornings and the late nights, getting young people to school, helping the disabled, elderly or vulnerable to get to day services and hospital services—there has even been some fantastic taxi marketing going on with the “vaxi taxis”—and supporting our night-time economy. Without so many taxi drivers on our streets, our economy of an evening would not be what it is, because people would not be confident of getting home safely.

We have amazing drivers in my part of the world, who not only go above and beyond to help people of all ages, but keep me well informed on public opinion, both good and bad. We have a fantastic lady driver in my part of the world, Samantha from Teesside Cars, who is not only forthright in her views but brightens everybody’s day with bags of banter and decorates her cab for every single season. For Hallowe’en, it is pumpkins and scary window stickers; at Christmas, passengers get to drive in a grotto full of baubles, Christmas lights and tinsel. It is something else, and there are always sweets available. She goes above and beyond, and it is characters like her—fantastic taxi drivers who have a great reputation —who this Bill will protect, and ensure that we have confidence in those amazing workers who do so much to help the immobile and elderly people and keep the place going.

We have all heard about the awful exceptions, the small minority of unscrupulous drivers, and about the consequences that that terrible behaviour can have on our residents. This Bill will mean that calling a taxi is not a game of roulette, and that bad-apple drivers cannot roll from one licensing authority to another to avoid the consequences of their actions. I thank Margaret Waggott in the licensing team at my local authority, and the councillors across the country who do so much in this space to keep our residents safe and ensure that only the right people are driving our taxis. I am delighted to support this long-overdue change, so that licensing authorities across the country can be armed with the information they need to make the right decisions. I wish the Bill good luck.

I am grateful for that intervention from my hon. Friend, who makes an excellent point. With its position on the Stockton-to-Darlington railway line, Darlington is actually central to the Stockton and Darlington railway.

Skerne bridge commemorated the birth of the railway in 1825 and is immortalised on the former £5 note—a bridge that still carries passenger trains, is a world heritage site and is the world’s oldest continuously used railway bridge. In my maiden speech, I challenged the decision of the National Railway Museum to remove Locomotion No. 1 from our town, where it had been on display for over 160 years and stood as a monument to the father of the railways, Edward Pease, who embodied Darlington’s entrepreneurial spirit. First, it stood on a plinth at Darlington’s North Road station, before being moved to Bank Top station. It then once again returned to North Road to sit in the Head of Steam Museum. The only times it had left our town was to be showcased around the world, and to be protected from harm during the second world war. Thankfully, our battle to protect the engine resulted in some success. Under the agreement, Darlington and Shildon will share the display of the engine, and there will be a guaranteed plinth for a new replica of Locomotion No. 1 at Bank Top station.

I am sure that the hon. Member for Stockton North (Alex Cunningham) and I would be happy for my hon. Friend to play around with Locomotion No. 1 for some time, but everybody would agree that Stockton is the real home of the railway. The first discussions about putting the railway together were had in Stockton, the first railway track for that railway line was laid in Stockton, and the first ticket was sold in Stockton. My hon. Friend can keep Locomotion No. 1, but we want Great British Railways.

I am grateful to my hon. Friend, who is a great champion of Stockton. I challenge and question some of his historical perspective, but I know that he is campaigning vigorously, just as I am, to bring Great British Railways to the Tees valley.

The permission to describe Darlington town as the historical home of Locomotion No. 1 was agreed with the National Railway Museum, and we have agreed to the purchase of a working replica for the Head of Steam Museum in Darlington. Through a kind gift from Network Rail and the efforts of Sir Peter Hendy, we also have Darlington’s D6898—the very last diesel railway engine, which was built at Faverdale in 1964.

My hon. Friend is continuing his campaign for Ferryhill station. I thank Paul Gilbert, Rob Davis, and Rob Morton who did the restoration work as part of Network Rail’s gift of D6898 to Darlington. The culmination of this campaign, and its outcome, will ensure that Darlington’s railway past continues to be the bedrock of our town’s story, while establishing Great British Railway’s headquarters in Darlington will secure its present and future.

In choosing a new home for Great British Railways, the Government have the chance to recognise the essential and pivotal place that Darlington has in the national, and international, story of the railways, and to restore our place in history as the home of the organisation. This is an exciting time in Darlington’s railway present, as our Bank Top station is redeveloped and our railway heritage is protected and restored, ahead of the bicentenary celebrations of the Stockton and Darlington railway in 2025. There has been a massive investment of £20 million from Tees Valley Combined Authority to help establish our rail heritage quarter. I pay tribute to the efforts of Ben Houchen and all he has done for our area.

Darlington is firmly on the up, thanks in large part to the Government’s levelling-up agenda. Earlier this year, the Chancellor—a firm friend of our town—announced that the Treasury would create a new northern economic campus in the centre of our town, in close proximity to Darlington’s Bank Top station. Already, civil servants from the Treasury, the Department for International Trade, the Department for Business, Energy and Industrial Strategy, the Department for Levelling Up, Housing and Communities, the Competition and Markets Authority and the Office for National Statistics are benefitting from our excellent transport links.

I am sure that my hon. Friend will agree with me that levelling up is about spreading opportunity the length and breadth of the country. Darlington has its Treasury jobs, and York has its Cabinet Office jobs. Is it not about time that Great British Railways came home to Stockton?

I am once again grateful to my hon. Friend for his intervention. However, my job is to champion all that is great about Darlington, and push for continued investment and new jobs. I will not dissuade him from continuing his campaign, but my job here is to champion Darlington’s cause.

I thank my hon. Friend for that point. Hitachi is a Japanese company, but the intellectual property, huge number of jobs and innovation that it brings to our rail market are fantastic. Those are British jobs, in Britain, and we should welcome that. We should not be afraid of what international investment can bring to our rail market, or indeed any other market, and to the supply chain, as my hon. Friend quite rightly says.

Central to the Williams-Shapps plan for rail is the establishment of a new rail body, Great British Railways, which will provide a single, familiar brand and strong, unified leadership across the rail sector—something for which the rail sector has been calling for a decent time now. GBR will be responsible for delivering better value, flexible fares and the punctual and reliable services that passengers deserve, but it will also bring the ownership of the infrastructure, fares, timetables and planning of the network all under one roof. It will bring today’s very fragmented railways under a single point of operational accountability, ensuring that the focus is on delivering for passengers and freight customers.

GBR will be a new organisation with a commercial mindset and strong customer focus, and it will have a different culture from the current infrastructure owner, Network Rail, and very different incentives from the beginning. This new body obviously needs a new headquarters. GBR will have responsibility for the whole rail system, and needs a national headquarters as well as regional divisions. I am very happy to confirm that the national headquarters will be based outside of London, bringing the railway closer to the people and places that it serves and ensuring that skilled jobs and economic benefits are focused beyond the capital, in line with the Government’s commitment to levelling up.

My hon. Friend the Minister has confirmed that he is aware of Stockton’s amazing historic links to the railway—it is the home of the railway—and of the incredible and improving transport links from Stockton. However, is he aware of the incredible, committed, hard-working, high-skilled, dedicated, dynamic workforce that the Department for Transport could be lucky enough to employ should it bring Great British Railways to Stockton?

The honest answer to that is yes. The competition to find the national headquarters will recognise that. Indeed, it will recognise the towns and cities with rich railways histories that are strongly linked to the network, ensuring that the headquarters will take pride of place at the heart of a new era for British railways.

Sir Gary, thank you very much for the reminder about time. I shall wind up by saying that the reforms proposed under the Williams-Shapps plan for rail will transform our railways for the better, strengthening and securing them for the next generation. The reforms will make the sector more accountable to taxpayers and to Government, and will provide a bold new offer to passengers: punctual and reliable services, simpler tickets and a modern, green and innovative railway that meets the needs of our nation. Although transformation on this scale cannot happen overnight, the Government and the sector are committed to ensuring that benefits for passengers and customers are brought forward as quickly as possible. We have done this with flexible season tickets, and the transition from emergency recovery measures agreements to the new national rail contracts is under way, with the first tranche delivered in July 2020. GBR will be in a place to continue to move fast in delivering reform.

The Government and the GBR transition team welcome everybody’s interest in the competition and their advocacy for their respective cities and towns, and we invite participation in the forthcoming competition, which I have yet even to announce but which has engendered great initiatives of debate in this place. I look forward to seeing the visions put forward by Stockton and especially Darlington, which I am sure will be heard by those who will make a judgment on this competition.

May I start by saying that my thoughts are with those affected by the tragic incident in the river at Haverfordwest at the weekend, where three lives were lost? My thanks go to the emergency services. The Maritime Accident Investigation Branch is currently investigating. Similarly, my thoughts are with everyone affected by the rail incident that took place in Salisbury this weekend. I am grateful to the train crews and drivers, and the services that looked after those who were injured. Our thoughts go to the families of all those affected.

The Great British Railways transition team is designing a selection process for the headquarters and details will be announced shortly.

Stockton-on-Tees was home to the world’s first passenger railway. The discussion about building that railway was held in Stockton town hall. The first track of that railway was laid in Stockton. The first ticket was sold in Stockton. Last week, Michael Portillo backed our bid. I understand that Thomas the Tank Engine and even the Fat Controller are on board. Can the Secretary of State think of anywhere better than Stockton to be the home of Great British Railways?

My hon. Friend makes an excellent case. I was not aware of the Fat Controller’s involvement, but that could well nail it. When the competition launches, everywhere with a strong railway connection will be able to apply, so we can find a new HQ for Great British Railways.

I speak very regularly—including at least twice over the weekend—to the boss of Heathrow airport, John Holland-Kaye, and to businesses in the hon. Lady’s constituency and all constituencies that are concerned about aviation and the issues that have been created. The simple fact of the matter is that, as I mentioned, until we have tests that are reliable enough and signed off through the PHE and Porton Down process, it is not possible to simply jump the gun, but I am very actively working with the airports. As I say, it has been a bit of a challenge to convince people on this—it sounds so simple and obvious that someone can just take a test on day zero when they land, a bit like pointing a temperature checker at someone’s head, and then we have to work through the reasons why that will not actually protect us from coronavirus. It is about doing the right things as well as doing those things quickly, but she has my assurance that I am on it day and night, and we will continue to be until we get solutions.

In Stockton South, we have seen a small rise in the number of confirmed covid cases. Can my right hon. Friend assure us that he will continue to keep the travel corridor list under constant and scrupulous review, allowing people to travel where it is safe to do so and, importantly, ensuring that we act to control the virus?
