Commons ChamberI am grateful to the hon. Gentleman. My understanding is that the Storm Shadow missile has had a significant impact on the battlefield. Its accuracy and ability to deliver successfully the payload, as sent and designed by the Ukrainians, has been almost without fault. That is an extraordinary achievement in terms of both the engineering that went into it, and the Ukrainians deploying it and using it as it needs to. It has had an effect on the Russian army, mainly around its logistics and command and control. That shows the importance of deep fires. We absolutely urge other international partners to come forward with their deep fires that are required. When HIMARS was put in on the M270s, which have a range of 80 km, that had a similar effect and the Russians moved many of its C2 nodes out of range, which is why deep fires became important. The key is to recognise that if the Russians move out of range, we must work together internationally to provide the equipment to ensure they are back in range.
Last week, the Ministry of Defence published the Haythornthwaite review of armed forces incentivisation. Rick Haythornthwaite and his team have done an absolutely brilliant job. The MOD is now working out how to implement the recommendations, but I think it true to say that Haythornthwaite addresses our pressing need to build a firm foundation for an increasingly skills-based future in which the MOD will have to compete extremely hard if it is to continue to recruit and retain the very best.
In February of last year, we were informed that the Ministry of Defence was
“actively considering recruiting people with neurodiversity”.
That will have given hope to many, including a constituent of mine who does not believe that his autism diagnosis should be a barrier to service. Can my right hon. Friend tell me what the status is of those considerations, and will the MOD consider running a pilot scheme so that neurodiverse individuals can be encouraged to give their skills to the armed forces?
We are very proud of the wide-ranging make-up of our armed forces, which includes many neurodiverse people. The Haythornthwaite review recognises that tomorrow’s defence will be very different from today’s, and that its people will be as well. I agree with the thrust of my hon. Friend’s perceptive question, and anticipate that the skills and attributes that we will need in the future will mean our casting the net much more widely than before.

Commons ChamberI am grateful to the hon. Gentleman for raising that question. First and foremost, I can give him some reassurance that not only are we continuing to move our submarines from the south to the north to invest in basing in Scotland—for submarine basing, and submarines pose just as lethal a threat to our adversaries as any surface fleet—but we continue to patrol the high north, recently in the Barents sea, and earlier in the year when we returned for the first time since the cold war, joining NATO allies to make sure that those vital trade routes are invested in. From my point of view, the key place for a ship is at sea doing its job on operations. The bases are very important, but let us remember that the way we protect our coast is by being out at sea.
My hon. Friend is right to ask about the actions of the ICC. We of course respect the independence of the ICC, but we expect it to exercise due prosecutorial and judicial discipline. We continue to engage with the ICC and international partners to make those points.

Commons ChamberSadly, I cannot speak about the procurement of other Departments, but I can reassure the hon. Lady that, in my new role, I take how we do procurement, who we do it with, and how contracts are managed extremely seriously.
I have not had any discussions with the Mayor on this issue. Transport is devolved to the Greater Manchester Authority, so it is a matter to be decided upon locally. However, as a supporter of the armed forces covenant, Transport for Greater Manchester provides free travel on Metrolink for veterans on important days, such as Remembrance Sunday. I am of course happy to meet the Mayor to discuss the matter further.

Commons ChamberThere is something unique about our armed forces: the sense of belonging, duty and pride one has in working in such a collegiate operation. Leaving that armed forces environment and going into the civilian world can be a culture shock, which is why we have our transition programme, which can last up to two years, to support people. Occasionally, however, extra help is needed, and I pay tribute to Combat Stress for the work it does in providing that support if it is required.

Commons ChamberThe hon. Gentleman raises an important point, and I am delighted that we are committed to buying nine new P-8 aircraft, which will be arriving from next year. Because of the work we have done with the US before they arrive, they will have an almost immediate initial operating capability.
Snowflakes and gamers are being recruited into the Army, in recognition of the wide variety of talents that people have. In that light, my constituent Zach is interested in joining the armed forces but feels that his autism would be an impediment to his application. Will my right hon. Friend confirm whether the armed forces recruitment drive will consider a similar campaign for people with autism?
My hon. Friend is right to champion this issue. Over the past year, we have held a number of medical symposiums in which we have been looking very carefully at what medical standards we actually require in the military, not least because of the length of military service. Many conditions do not actually become an issue until later in life, when recruits would potentially have already finished their military service.

Commons ChamberI discuss armed forces recruitment regularly with the principal personnel officers of each service and with the Chief of the General Staff. Implementation of the recruitment improvement plan is a priority and I am monitoring it very closely.
A constituent of mine, Mr Lamb, served in the Army for 43 years, the last 13 being spent in recruitment. Contract changes meant that in January this year he was discharged 72 days before his 60th birthday and his planned retirement date. He tells me that, despite senior officers seeking to find him employment, the date was fixed and he lost 72 days of his pension. Will the Minister look carefully at how Capita is fulfilling its contract so that recruitment personnel are not disadvantaged?
My hon. Friend is a champion for her constituents. As she knows, I wrote to her on 26 March regarding this matter. I would be delighted to meet her again if she has any further questions she wishes to raise with me.
In general terms, we work closely with Capita. I have mentioned before at the Dispatch Box how we are looking at moving to a more regional recruiting mechanism and ensuring that we have young role models.

Commons ChamberWe set out our commitment to the size of the fleet in the strategic defence review. I am surprised that the hon. Gentleman is so concerned about the budget for the Type 26 frigate, which is designed to protect the deterrent that he does not want to keep; that seems an odd project to be worried about. The terms of that contract have yet to be finalised, but I can assure him that the expansion of the Royal Navy is fully funded.
With a rising defence budget and equipment plan worth £178 billion over 10 years, there are great opportunities to encourage innovation. We are spending up to 20% of our science and technology budget on research, creating an £800 million innovation fund and launching a defence and security accelerator to fund great innovative ideas fast.
Thales in Cheadle is a global centre for innovation and excellence in underwater combat systems and sonar. The delivery of that technology relies on the retention of high-tech skills. What steps is the Ministry of Defence taking to ensure that we continue to encourage the right environment for firms such as Thales and for smaller firms in my constituency by investing in complex engineering skills training and development to support innovation?
I draw my hon. Friend’s attention to the recently launched skills strategy, which is called “Securing Defence Skills for the Future”. The Ministry of Defence and the armed forces are already the biggest provider of apprenticeships in the UK. I know that Thales also runs highly competitive apprenticeships and graduate training programmes, and that it is particularly committed to increasing the number of women with these skills.

I am pleased that people across the UK are already benefiting from the Government’s home-buying initiatives, and I am sure the Secretary of State shares my view that it is important that the same opportunities are available to members of our armed forces. What steps is he taking to increase the number of servicemen and women who own their own home?
We are making sure that the unsung heroes, our service families, can enjoy the stability and security of owning their home. Our forces Help to Buy scheme has enabled 5,000 personnel to buy their home. We want to double that to 10,000 homes for heroes over the next 12 months.
