I congratulate my hon. Friend on getting this debate. To the critical point about the cost of living crisis in Scotland, I wonder whether he agrees that the Minister, when they rise to their feet, will undoubtedly try and devolve their Government’s catastrophic economic policy to the devolved Administrations, whether in Edinburgh, Cardiff or, if it were sitting, in Belfast. I am sure that my hon. Friend agrees that responsibility for the impact on my constituents in West Dunbartonshire, in his own constituency and across Scotland lies fairly and squarely at the door of Westminster, with the UK Government.

Absolutely. My hon. Friend is absolutely spot on, and that is the reason, I believe, why when the general election comes the best opportunity to make Scotland Tory-free is to vote SNP. That includes in his constituency in West Dunbartonshire, because his constituents, who are paying higher mortgage prices, will know that the cost of living crisis that they face at the moment has been made in Westminster.

The hon. Member will have heard about the measures that the UK Government have put in place to support all households with the rising cost of living, including the older groups that she identifies. As Members of Parliament, we all recognise the challenges that our constituents face with rising bills, but what they do not need is the reopening of the constitutional debate in Scotland. They do not need independence for Scotland; they want both of Scotland’s Governments to focus on the challenges that households face not just in her constituency in Edinburgh or in my constituency in the borders, but across Scotland.

This Government passionately believe that the best way to improve living standards in the long term is to get more people into higher-paid jobs, which is why it is so encouraging to see the employment rates in Scotland. The number of payrolled employees in Scotland hit a record high of 2.45 million in November 2023, and the unemployment rate remains below the UK average. This includes the area represented by the hon. Member for Glasgow East, Glasgow city, where the number of people in employment has increased by nearly 18,000 pay-rolled employees since the start of the pandemic to a new record high of over 275,000.

It is not just about getting people into work, but about ensuring that it pays to work. That is why the Government will increase the national living wage by 9.8% to £11.44 an hour and increase the national minimum wage by 14.8% to £8.60 an hour, benefiting around 200,000 people in Scotland. However, we recognise that short-term cost of living pressures remain and particularly impact on vulnerable groups. In addition to UK-wide support for all households, the Government have deployed specific, targeted financial support and tailored interventions to help those most in need. For example, around 680,000 low-income and vulnerable households in Scotland have received additional support through the cost of living payment scheme, with millions more households also benefiting in other parts of the country.

As you have already pointed out, Ms Vaz, we are expecting votes shortly. I am keen to cover the key points in response to the points already made during the debate, so I am not going to give way.

In the constituency of the hon. Member for Glasgow East, around 21,200 means-tested cost of living payments have been made to date, with about 18,200 individuals already eligible for disability payments. Nearly 12 million pensioners across the UK have received additional financial support of up to £600 to heat their homes over the winter. We are also supporting pensioners by maintaining the triple lock. The basic state pension, new state pension and pension credit standard minimum guarantee will be uprated in April 2024 by 8.5%, in line with the average earnings growth between May and June 2023. We have also introduced new local housing allowance rates, which will come into force in April this year. That will help to boost those who are most in need, with more than 92,000 households in Scotland £800 better off per year as a result.

Overcoming the cost of living pressures facing our communities requires collective action from us all in Government, which is why we have provided the Scottish Government with the necessary levers to play their part. The UK Government have topped up the record block grant from the previous spending review with an additional £2.4 billion as a result of the decisions taken across three fiscal events. The Scottish Government receive about 25% more per person than equivalent UK Government spending in other parts of the United Kingdom, and that translates into about £8.5 billion more per year on average. The renewed Scottish fiscal framework, as agreed by both Governments, provides the Scottish Government with greater certainty and enhanced budget management flexibility to meet the expectations of devolved public services and local communities.

It is also important for us to remember the tools the Scottish Government have at their disposal under the devolution settlement. As well as control over local taxes and most rates and thresholds of income tax, the Scottish Government have responsibility for stamp duty land tax and landfill tax. About a third of their budget is self-funded, so they have significant control over their income generation and spending. Although this is a matter for the Scottish Government, I encourage them to use the tools and levers at their disposal to complement the existing cost of living support delivered by this United Kingdom Government.

I am confident that the measures that the UK Government have put in place have helped millions of people across the length and breadth of this country, including in Scotland, to deal with the cost of living pressures—[Interruption.] I have no idea why SNP Members find this so funny. My constituents are feeling the cost of living crisis, and yet SNP Members come here, barrack Government Members and laugh at a subject that is very difficult for many households in the Scottish Borders and, indeed, across Scotland.

We cannot be complacent, which is why this Government remain vigilant to any future challenges that risk diminishing household budgets. As the Prime Minister said, inflation is the real cause behind the increasing living costs, and our responsible plan for controlling inflation and reducing debt is working.

As others have pointed out, the frontline remains in the everyday lives of our constituents: in the energy bills that come through their doors, at the supermarket check-outs, and in the payslips detailing wages that are much too low. In Cynon Valley, far too many people are struggling. About a year ago, I conducted a cost of living survey to which hundreds of people responded: we were overwhelmed by the response. It showed that 72% of respondents expected to cut down on their heating in the following 12 months, and almost half expected to cut down on essentials. Like other Members present, I hear harrowing stories of families having to use food banks—there has been an exponential growth in their use in my constituency—and kettle packs.

I was interested to hear the hon. Member’s ideas about a socialist Government in Wales. I look forward to that. According to research by the London School of Economics, the impact of Brexit on food prices has cost households across the UK £6.95 billion, because 28% of food consumed in the UK comes from the EU. Does she recognise that being wedded to Brexit is an absolute policy disaster, not only for the Government but for her party as well?

I do not disagree that Brexit is an issue. I have made that comment already. Food price inflation is a major issue.

I thank all the community groups and the trade unions back in south Wales who do such fantastic work to try to mitigate the worst elements of the cost of living crisis. We recently raised a significant amount for the food banks in my constituency in conjunction with the trades council. Despite all the constraints being placed on us by this UK Tory government, local people are stepping up. They should not have to do that, but it demonstrates the importance of community spirit.

There is a problem with pay, and there is a problem of profiteering. Only yesterday, we saw data from the Office for National Statistics showing that real pay is down by £35 a week compared with 15 years ago. Paul Johnson of the Institute for Fiscal Studies described these data as “staggering statistics” and spoke of

“a completely unprecedented period with no earnings growth.”

That is thanks to this Tory Government’s policy of holding down public sector pay and using that to drive down private sector pay. This is a strategy they have pursued regardless of Brexit.

As a result of Brexit, however, there is certainly a loss of funding. The levelling-up fund and the shared prosperity fund fail to match the resources of the EU regional development fund. We famously heard that there would be

“not a penny less, not a power lost”,

but as a result of the shortfall in EU structural funds and the loss of rural funding, the overall shortfall to the Welsh budget is more than £1.1 billion. That is shameful. The UK Government rode roughshod over devolution when it cut out Welsh government to deal with local authorities. My constituency remains one of those that have seen nothing from the levelling-up fund. In the context of that disregard for devolution, it is welcome that we have new thinking, from Gordon Brown's commission on the future of the UK to Mark Drakeford and the Welsh Government’s Comisiwn y Cyfansoddiad or Constitution Commission. Indeed, in the last couple of weeks the two came together with the Mayor of Greater Manchester, Andy Burnham, in the new Alliance for Radical Democratic Change to advocate the changes that we need to strengthen what the First Minister of Wales refers to as our “solidarity union”. I look forward to becoming involved with that work.

In Wales, as Mark Drakeford explained at the Welsh Labour party conference, that has meant progressive policies such as trialling basic income, expanding universal free school meal provision, and delivering the living wage for care workers. I could say more about those progressive policies, but I know that we are short of time. In contrast, the UK Tory Government have only made people’s lives worse, forcing hardship and suffering on millions of people. We are the fifth richest nation in the world—I am tired of saying that—and we have the wealth, but it is in the hands of the few and not the many. There are alternatives, such as a wealth tax, fundamental reforms of the social security system, and inflation-proofed pay rises. I also want to see a commitment to reforming funding for devolved Governments that recognises Wales’s dependence on public services. We urgently need a revision of the Barnett formula to deliver a needs-based allocation of funds. We need the provision of prudential borrowing powers for the Welsh Government.

The solution to this crisis is being advocated by grassroots community groups and the labour and trade union movements, which speak of the need for higher pay, more universal service provision and for increased wealth taxation, and that is what the TUC General Secretary told the parliamentary Labour party this week. The most pressingly needed solution to alleviate the cost of living crisis is the election of a Labour Government so that we can achieve a greener, fairer, socialist future for everyone.

I thank the governor-general for that long-winded response.

According to a report by the Economics for the Environment Consultancy, lower standards just in chemical regulation, water pollution, air quality and the protection of habitats will cost the British Government £83 billion over the next three decades. Does the Secretary of State believe it is right for Scotland to face yet another billion-pound price tag for a Brexit that it did not vote for?

I do not recognise that analysis. We are respecting and raising environmental standards. Where matters are devolved we respect that, and the Scottish Government are able to deal with those matters under retained EU law as they see fit. Where there is overlap, we have frameworks and we will work together.

I agree with my hon. and learned Friend the Member for Edinburgh South West (Joanna Cherry), who was clear that this is a legal position by the Supreme Court that I think the entire Chamber welcomes. It is a legal opinion requested by the Scottish Government. My hon. Friend the Member for Dundee West (Chris Law), who is no longer in their place, mentioned a Prime Minister. Does the Secretary of State agree with the former Baroness Thatcher, who said that “as a nation”, Scots

“have an undoubted right to national self-determination”?

The question to Westminster’s man in Scotland is this: does he agree with the former British Prime Minister, Baroness Thatcher, about Scotland’s right to national self- determination, and if he does not, what is he doing in the Scotland Office?

As I have said, less than a third of Scots want another independence referendum. Less than a third of the Scottish electorate voted for the Scottish National party. We just do not recognise this mandate.

Let me put it firmly on the record that there is not a coalition in Scotland between Labour and the Conservatives. In the Edinburgh example that the hon. Member talks about, which I know very well because it is my city, the Conservatives are an official opposition party. What SNP Members do not like is that they could not get their leader in as leader of the council.

Let me say to the hon. Member and to SNP voters that the best way to resolve the crisis at the UK level and to stop Scotland being ripped out of the United Kingdom against the will of the Scottish people is to vote Labour in Scottish constituencies at the next general election and have us replace the Government, rather than just shouting at them from the Opposition Benches.

I will make some progress because I am attacking the Conservative party and I think the hon. Member might like that.

If the Government had any shred of decency left, they would call this ridiculous circus to an end and give the British people a choice at a general election. The choice is between the people who caused it in the first place, and a credible Labour party, led by my right hon. and learned Friend the Member for Holborn and St Pancras (Keir Starmer), ready to give this country a fresh start. The reason that SNP Members do not want a UK Labour Government is that they know it shoots their independence goose. The UK Government’s reticence to offer such a choice at a general election shows what they think the outcome would be. They are an out-of-touch Government with no plan, no mandate and absolutely no idea of what misery they have inflicted on working people in Scotland and all over the UK.

My hon. Friend is right. SNP Members always cite opinion polls when they are in their favour, but they never cite them when they are not in their favour.

What I would say, in all sincerity, to those who support independence in Scotland is “Look at the proposition that is in front of you.” The best way to resolve this is not to take Scotland out of the UK and do Brexit on stilts—Scexit, if you like—but to vote Labour, deliver a UK Labour Government, and allow us to prove that Britain is a place that Scotland would want to be a part of.

I congratulate the hon. Gentleman on his speech. May I introduce a constitutional element? The hon. Gentleman’s own party, when in government, fully supported the constitutional position of the people of Northern Ireland on whether to remain in the Union—as I know some of our friends and colleagues here wish to do—or to become once again a part of the Irish Republic. They believe that that position should be allowed if a unification referendum happens every seven years, I think; Members will need to correct me if I am wrong. The hon. Gentleman’s party therefore believes in the inalienable right of the people of Northern Ireland to determine their own governance and destiny. Does he believe that Scotland has the same right?

I have a lot of respect for the hon. Gentleman—I genuinely have, and I say that with all sincerity—but I believe that comparisons between Scotland and Northern Ireland are not only unhelpful but, to some, offensive. The purpose of the Good Friday agreement is to create peace on the island of Ireland, and I think that trying to superimpose the Good Friday agreement on the issue of Scottish independence will be seen as it should be seen, as unhelpful and historically inaccurate. [Interruption.] All the SNP Members are shouting, but one of the Labour party’s proudest achievements in office was peace in Northern Ireland. If they think that the Labour party’s position is inconsistent with a position of wanting to keep the UK together, they are simply incorrect. We on the Labour Benches will do nothing—absolutely nothing—to undermine the Good Friday agreement.

As an adjunct and a footnote to that, what SNP Members are proposing in their proposition for an independent Scotland will create the same problems at the border at Berwick as we have in Northern Ireland with the Northern Ireland protocol, and they know that to be the case.

I thank the right hon. Gentleman for his questions. They are good questions and I shall try to do them justice in my answer. First, on the matter of identity, I have a sense of where I am going, but I also have an acute sense of who I am, and pity the person who does not.

On whether there is a democratic mandate for independence within the Scottish Parliament, I do not see that there is. That body does not have the power in law to call a referendum, so I could, with confidence, look at the SNP manifesto and say, “Do you know what? I love what it is planning to do with services and with help for the homeless, the poor and refugees, but I do not care for independence. However, I can give the SNP my vote because the Scottish Parliament would not have the power to call a referendum.” I do not see a democratic argument for independence in a majority in Holyrood.

I think the hon. Member for Aberconwy (Robin Millar)—Aberconwy is a beautiful part of Cymru—said on the Floor of the House of Commons that the Scottish Parliament does not have the ability to call a referendum under its set-up. Perhaps that is why the Scottish Government are going to the Supreme Court. I take it that his premise is that the only place that has the sovereign capability either to grant a referendum or to recognise the result of a general election is the House of Commons. If so, it is up to his party to recognise that all the pro-independence MPs on these Benches represent the majority of Scottish constituencies, in the UK’s constitutional situation, and to accept that result.

I thank the hon. Member for his intervention, but he plays with the difference between a referendum and electoral representation in a House that runs a first-past-the-post scheme. I am happy for those arguments to be played out in a place where greater minds than mine can exercise themselves on that.

I was actually glad to the hear the hon. Member for Banff and Buchan (David Duguid) speak up on behalf of the Union. We might not agree, but at least a Conservative and Unionist party Back Bencher from Scotland is here to do the job they are paid to do by their constituents. I know that the Secretary of State was here earlier and that the Under-Secretary of State for Scotland, the hon. Member for Berwickshire, Roxburgh and Selkirk (John Lamont), is here now, but it is commendable to see the hon. Member for Banff and Buchan here doing his job. That is what we are all here for: to speak up on behalf of our constituents. I just thought it was important to say that.

On the constitutional debate that we are having—there is an element relating to the constitutional position—the hon. Member for Aberconwy (Robin Millar) talked about a covenant. The treaty of Union is not a covenant; it is a piece of international law, into which two independent—

Well, the hon. Gentleman can shake his head, but he perhaps needs to read up on English, Welsh and, separately, Scottish history and about the pre-treaty parliamentary positions.

Let us go back to the debate at hand. In 2017, in the aftermath of the Brexit referendum, the now Prime Minister was clear—

No, I have just started, so I hope the hon. Gentleman will let me go on for a wee bit.

In 2017, the Prime Minister said that

“it seems hard to block”

a second independence referendum for Scotland. Let me also repeat the words of another Tory Prime Minister, whom I repeat time and time again for the historical record. The former right hon. Member for Finchley said that if the Tory party

“sometimes seems English to some Scots that is because the Union is inevitably dominated by England by reason of its greater population.”

Now, that is just a simple fact, and the former right hon. Member for Finchley was correct.

They then went on to say:

“The Scots, being a historic nation”—

I am sure that you and I agree at least on that, Madam Deputy Speaker, although I will not ask your opinion from the Chair—

“with a proud past, will inevitably resent some expressions of this fact from time to time. As a nation, they have an undoubted right to national self-determination.”

We are a nation. We are not a region. We are not some subsection of some great state in the Soviet Union. We are a nation of historic lineage going back into time immemorial that people all over the world call home. They continued by saying that

“thus far, they have exercised that right by joining and remaining in the Union.”

They go on to say, and this is worth repeating time and again:

“Should they determine on independence, no English party or politician would stand in their way, however much we might regret their departure.”

That, I think, is a clear constitutional position.

Members will be relieved that I do not intend to go over many of the excellent points already made by my colleagues—[Interruption.] My hon. Friend the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil) is welcome to interject at some point if he wishes. Let us go to the economic case for independence, because that is the crux of the matter. This may go back to some of the questions raised by Government Members, because I cannot help but feel that things are often framed very much in the wrong way. If things were perfect for the Scottish economy, or for the UK economy—I mean the United Kingdom of Great Britain and also Northern Ireland, which does not get much mention from some on the Government Benches—there would not be so many SNP MPs here making the case for independence today. Our aim is not to tweak the economy here or there or hope for some marginal improvements for Scotland; Scottish independence is a political project—a political choice for the people of Scotland, should they make it—that seeks to change the underlying economic conditions in order to improve the lives of everyone not only in my constituency but across the length and breadth of Scotland.

While at one time that idea may have seemed utopian, the events of the last few weeks and months—actually, the last few years—have turned the chronic problems of the UK economy into an acute polycrisis of stagnant wages and productivity and plummeting competitiveness precipitated by the disastrous consequences of a Brexit that Scotland did not vote for.

My hon. Friend is right: this is not about utopia; it is based in reality, because we have an example in front of us. One hundred years ago, the poorest part of the United Kingdom was Ireland. It became independent and shed the six counties that had the majority of the industry. One hundred years later, Ireland’s GDP per capita is well ahead of the UK’s. Such a thing can happen only when a country can make its own political choices, rather than them being abdicated to people for whom that country does not vote and who do not care about that country.

I totally agree with my hon. Friend. That is the premise for independence. An independent country would seek trade deals and agreements with those countries with which it seeks to boost trade. It would seek to boost productivity, improve competitiveness, and get rid of the idea of stagnant wages, because that is the basis of the UK economy.

Turning again to Brexit, in the past year alone—not since 2016, but in the past year—my constituents in West Dunbartonshire, which is one local authority area, have lost £32.5 million in exports because of Brexit. On top of the cost of living crisis, that comes to £869.97 per household. In my part of the world, that is a lot of money when people are trying to pay their electricity or gas bill, even though Scotland produces more gas than we need. It is an absolutely failed economic model.

Our current economic model is quite simple: we get a fiscal transfer every year from the Treasury, and in exchange we accept—and have accepted—that macro-economic policy will continue to be made with London and the south-east of England in mind. My constituents receive—this may go back to some of the questions from Government Members—slightly higher per capita public spending in return for what is essentially a guarantee that their wages and the Scottish economy will grow at a slower rate than they do here in London and the south-east of England.

In the past, that felt like a fair exchange. We were told that the engine of the UK economy would power up more quickly after recessions and recover more quickly from blows than the peripheral areas. That meant that the fiscal transfer could continue. No one seemed to notice the divergence over time, which led to the situation that was memorably compared by the economist Duncan Weldon: the UK economy basically consisted of the Republic of Singapore surrounded by a series of Portugals —no disrespect; I love Portugal—with a high-wage, high-productivity engine that could support the sluggish economies of its hinterland.

That divergence has led to the incredible reality of northern English regions and constituencies now being poorer than the former communist parts of east Germany, with other states that did not have an open economy until 30 years ago, such as Poland, Slovenia and Estonia, not far behind. The change of the economic crisis from chronic to acute can be put down to Brexit and 12 years of Tory misrule, but I have to say to my friends on the Labour Benches that the seeds for two decades of stagnant productivity and wage growth were sown during their period in office with their total inability to challenge the UK’s macroeconomic orthodoxy.

I am mindful of the comments of my former colleague, Andrew Wilson, who was a Member of the Scottish Parliament and has written a lot on these issues. He calls the UK an “aeroplane with one engine”. In good times, we are unlikely to notice any turbulence, but that cannot be guaranteed forever. When the engine begins to run more slowly than its competitors, as we are seeing now, there is a knock-on effect for everyone, including those in Scotland.

Simply, people across these islands are getting poorer, while those across the Sheuch in Ireland are getting wealthier all the time, as my hon. Friend the Member for Na h-Eileanan an Iar said. Let us not forget that Ireland, as an independent sovereign state, used the pound from 1922 to 1928 and was then pegged to the pound for 50 years. People should not just say that the fiscal position cannot happen; we need to be conscious about history and the reality on the ground. The people of Scotland recognise that.

My hon. Friend raises an interesting and important point. Ireland was pegged to the pound for all those years, which probably held it back and was a mistake. It was unpegged when the UK went cap in hand to the International Monetary Fund for a bailout in the 1970s, and Ireland then—combined with joining the European Union, incidentally on the same day that Scotland joined—took off.

Indeed. The underlying economic case for this Union, the British Union—not the United Kingdom of Great Britain and Northern Ireland—that we get slightly higher public spending in exchange for worse wages and growth begins to fall apart when average incomes in the UK decline relative to those of its neighbours.

As it is appropriate to ask Scottish National party Members to lay out the economic case for independence, it is also appropriate to ask questions of the Conservative Government and of the Labour Opposition, who seem unwilling to diverge from the Government on matters of macroeconomics. I would love to hear from the Front-Bench teams what they would say to people from West Dunbartonshire when they ask what the cost is to them over a working life of having lower wages than their peers in similar parts of northern Europe. Similarly, they ask about the economic value attributed to combining those lower wages with fewer years of healthy working life lived.

I commend my hon. Friend on his excellent speech. In essence, there are three components of growth: population, productivity and participation. One thing that has been ascribed to the Union since 1850 is the relative decline of the Scottish population, because there has been a lack of economic opportunity to drive up wages and productivity. We are being held back by the migration policies of this Government, which are, sadly, supported by the Labour party. That is why we need independence, because we will need migration to drive up the opportunities in Scotland and to deliver economic growth.

I am grateful for that intervention from my right hon. Friend, and I fundamentally agree. As the grandchild of migrants, I hope they brought something at least to the United Kingdom of Great Britain and Northern Ireland, as I hope many future migrants will bring to an independent Scotland.

Ultimately—and, again, I come back to the Government —we can put a price on the fact that people in Clydebank, Dumbarton and the Vale of Leven die younger than comparable cohorts in Denmark, Ireland and even the south-east of England. In 2014, my constituents were among the four council areas in Scotland that voted to change the dismal economic calculus of Britain, because it never has worked for them and it never will work for them. I cannot help but feel that unless both the main Unionist parties in this Parliament—the Conservative party and the Labour party—find answers to these simple questions, there are going to be a lot more of my constituents voting for independence next time.

Saturday 29 October would have been the 100th birthday of my grandmother, who was an SNP voter and independence supporter. I am proud to be a third-generation SNP voter and to represent a constituency that had the second highest number of individual yes voters in Scotland, topped only by Dundee West. Let me assure the House that the competition will be on next time.

If West Dunbartonshire wants to rise to the challenge, we would more than welcome that.

It is important that this point is recognised: listening to some of the contributions today, we might think that not one constituency in Scotland had voted for Scottish independence, but of course many constituencies did vote for that proposition. What has been fascinating in this debate is that not one speaker arguing against independence or a referendum has told us what conditions they believe would apply for there to be a referendum. I find that deeply fascinating: they say that in their view there is not enough support, but will not tell us what would be required for there to be a referendum. Deeply fascinating indeed. I must say that a number of contributions have been strange. I thought that the hon. Member for Aberconwy (Robin Millar) had left the Chamber, but I can see that he is sitting behind the deputy governor general—I use that particular title as a term of endearment—the Under-Secretary of State for Scotland, the hon. Member for Berwickshire, Roxburgh and Selkirk (John Lamont). The hon. Member for Aberconwy talked about the ships that are hosting Ukrainian refugees. I have been on one ship, and it had really good conditions. I can tell him that I have had zero complaints about the conditions on that ship, but every single week I get complaints about the conditions and the overcrowding of Home Office accommodation for asylum seekers. Why is that the case? It is because the Home Office has argued that it does not need to comply with Scottish housing standards, that it does not need to comply with local authority standards. It is quite curious that the hon. Member mentioned that example, when the reality is that it is the conditions that the Home Office applies that cause real deep resentment for those seeking sanctuary in this country.

I was also fascinated by the Secretary of State’s contribution about our Union dividend. What has been the largest growing area of the economy over the past 12 years? It is the number of food banks in this country. That is not a Union dividend. We need to reflect on the fact that far too many citizens across these islands are having to depend on food aid, including working people. We have just advertised for a larder project in Cardonald, and we know that many of the users will be working people, which is why we will be opening them in the evenings so that people can utilise their services. The number of food banks in this country is no Union dividend at all.

Let me explain why those of us who have been trying to prosecute the case for Scottish independence are still doing so. Days after the referendum, David Cameron stood up and talked about English votes for English laws and basically said that Scotland had had its fun. That was very much resented by a number of people. It was the nasty campaign, the negative campaign, and, yes, the fearful campaign against Scottish independence that ensured we would still be debating this issue. There was never a positive case put forward during that campaign by those who wished Scotland to remain in the United Kingdom.

I want to spend the minutes I have left to touch on the issue of workers’ rights, which my good and hon. Friend the Member for Edinburgh East (Tommy Sheppard) addressed in his speech. It is a key part of the Scottish Government’s paper, which, curiously, no one has criticised. We really need to get away from this obsession that the current Government have of always being on the side of the bosses, and always being on the side of making sure that their view of insecure work should be the model going forward. I want to see an independent Scotland saying that there will be no zero-hour contracts in our country. I want to see trade unions have the ability to go on strike without fear of being taken to court on cheap charges. I want to see trade unions being given the right to use online and secure workplace balloting. If it was good enough for the Conservative party to use workplace voting and online voting to select a Prime Minister who crashed the economy then surely it is good enough for trade unions.

We need to change the world at work and to bring dignity and fairness to the workplace. Unfortunately, this place will never articulate a way of doing so, which is why I will continue to argue for Scottish independence and for votes for the Scottish National party.

During the 2014 independence referendum, the Secretary of State’s Government promised that 12,500 armed forces personnel would be based in Scotland. The current figure is more than 25% below that 2014 promise. With the downward pressure on the armed forces across the board, when will his Government admit that they will never actually meet that target?

I completely agree with my hon. Friend that we need to work together on this project, which will be of benefit to his constituents and the whole country. I regret that the project has not had the priority we would like to see in the Scottish Government’s strategic transport projects review 2, but we will continue to work with the Scottish Government and see how we can best support it. We have committed to the next stage of the project, and I hope the Scottish Government do, too.

May I begin by quickly repeating how disappointed I was by the performance of the leader of the SNP? I mean that sincerely, because he is someone for whom I have had respect since arriving in this House.

I want to put on the record that I am fully aware that it is the people of Stirling who are my boss. They put me here—and, of course, they can remove me from here—on the basis of a manifesto that included a commitment from my party to work constructively to see our country progress from being a member of the European Union to leaving the European Union. That is what I am here to do and it is a privilege to do so.

I was reminded earlier today by the Under-Secretary of State for Transport, my hon. Friend the Member for Hereford and South Herefordshire (Jesse Norman)—he is not of course in his place—about Adam Smith’s saying on the Union. He described the Union as

“a measure from which infinite good has been derived to this country.”

When he said “this country”, he of course meant Scotland.

Constitutional historians and scholars of religious tumult in 16th-century Scotland will realise that the foundation of the ideas in the claim of right comes from the works of George Buchanan on contractual monarchy. George Buchanan was from Killearn, a village in the west of my constituency and a superb place to visit. I heartily recommend the Three Sisters Bake bakery when Members visit Killearn. I do not know whether it is appropriate to refer to George Buchanan, a deceased person, as my constituent. He is buried in the kirk of Greyfriars in Edinburgh, but he was born, taught and preached in Stirling. In Killearn, there is a monument to its famous son for his work in establishing a constitutional framework for Scotland that would firmly allow the Scots to be governed by Presbyterianism. His assertion, appealing to biblical precedent, was that kings are in a contract with their people, who have a right—nay, a responsibility—to remove irresponsible, ungodly and tyrannical kings, lest the wrath of the Almighty fall upon the people. The great obelisk dominating the Killearn skyline is a testament to this great constitutional theorist, whose thoughts dominated Scottish politics in the 16th and 17th centuries.

These are the thoughts that the writers, preachers and revolutionaries of the Scottish Reformation espoused. Unlike the English, our Reformation was a bottom-up one inspired by the people, rather than a top-down one imposed by a tyrannical Tudor monarch. Preachers such as Knox, Melville and Henderson fought for the idea that the people should be able to set the direction of their country.

Of course, it is not the 1689 claim of right that is being debated today, but the 1989 one. The two are closely related as they both make reference to sovereignty resting squarely with the people—and I will vote for the motion tonight. These ideas build on the work of George Buchanan and the idea of sovereignty imbued with the righteous principle of vox populi, vox Dei.

The claim of right is specific and relates to the establishment of a Scottish Assembly, as it was then called—a promise delivered by the referendum of 1997, which returned a resounding yes vote. The principle is extendable, but it requires careful consideration. The principle of popular sovereignty must be used carefully. We should always seek to protect the views and interests of minorities. We do not have to look back very far in our history to see how popular sentiment has been used to justify some of the worst acts of oppression against minorities. Let us not forget the 85% of Scots who opposed the recommendations of the Wolfenden report in 1957, compared with nearly 51% in England. The fear expressed in popular will led to homosexuality in Scotland remaining illegal until 1980.

I belong to a Church that, historically, has seen a great deal of persecution as a result of fear, misunderstanding and prejudice. I understand only too well the prejudices that can be used by politicians to incite bigotry. When politicians feed on our worst fears and play to the crowd, they whip up a monster that is often uncontrollable, and do so with the excuse of projecting the popular will. I saw that last week with bigotry expressed against my constituents, especially those who voted for me, with the so-called All Under One Banner march in Stirling being led by a banner that stated, “Tory Scum Out”. That parade was attended by elected Members of the Scottish Parliament and, I think, of this place, too.

Since the principal creation of this political state in 1707—not through the Union of the Crowns in 1603—between the nation of Scotland and England and its subsequent expansion through the Acts of Union of 1800 with the nation of Ireland and the subsequent changes through the articles of agreement for a treaty between Great Britain and Ireland signed on 6 December 1921, as well as the creation of the three devolved Administrations—Wales, Northern Ireland and of course Scotland—there can be no doubt, and I think there is agreement, that the political structure of these islands and the political relationships within this present political state, and, yes, even through the Good Friday agreement with the Irish state, is a fluid and ever-changing story. Therefore, it should come as no surprise that this debate should be brought to the Floor of the House tonight. Indeed, the premise of the sovereign rights of the Scottish nation founded in its citizens is an agreed reality, given that this House recognised that position through the right of the Scottish nation to participate in the referendum of 2014.

The former right hon. Member for Finchley went even further: in her memoirs “The Downing Street Years”, the former Premier, whom I never thought I would quote, was clear. [Interruption.] Conservative Members should listen to this. She wrote that if the Tory party

“sometimes seems English to some Scots that is because the Union is inevitably dominated by England by reason of its greater population. The Scots, being an historic nation”—

not my words—

“with a proud past, will inevitably resent some expressions of this fact from time to time. As a nation, they have an undoubted right to national self-determination; thus far, they have exercised that right by joining and remaining”—

even in 2014—

“in the Union.”

The former right hon. Member for Finchley continued:

“Should they determine on independence, no English party or politician would stand in their way, however much we might regret their departure.”

There will be many on both sides in this Chamber, including myself, who will be uncomfortable quoting the former right hon. Member for Finchley, but the late Baroness’s quote illustrates the reality of the constitutional position of this existing political state. The reality of the claim of right—which, I must say, was written in 1988—is another example of the expression of that self-evident truth, acknowledging as it does the sovereign right of the Scottish people to determine the form of government best suited to their needs. It is a principle well-versed and affirmed in ancient right that neither monarch nor Parliament, not one individual or a select collective, has dominion over the people that is the nation that is Scotland.

Now more than ever, the importance of at least Scottish constituency MPs—I would be grateful, if there is a Division this evening, to see Members from across the United Kingdom of Great Britain and Northern Ireland—reaffirming that long-held ancient principle is critical, given that the nation of Scotland, including my own constituency, which also voted for the liberation and regaining of the sovereignty of the nation of Scotland, is now being dragged out of the family of European nations.

In looking at the critical facts relating to centralisation and Scotland, and to the historical narrative, Members who have not been in local government in Scotland should be reminded that the last reform of local government in Scotland was of course led by the Government of the United Kingdom, when they rearranged the local governance of Scotland. The Government of Scotland was established through the devolved settlement, and it was the present Scottish Government that set out the concordat and the existing relationships with local government, supported the length and breadth of Scottish local government through COSLA. For those Members who do not know what COSLA means, it is the Convention of Scottish Local Authorities.

I am not going to take up any more time, except to mention a basic principle. This place, no matter how much Members love it, should never seek to limit those constitutional realities, whether they agree with them or not. This place must clearly understand that, no matter what is said or done, Scotland is, today and forever, a nation—a distinct, proud, historic nation, free and able to direct its governance and destiny.

Prior to my being elected to this House, I had the great honour not only of being the bailie for Garnethill, in which the GSA is found, but of having done most of my postgraduate study in the bowels of the Mack building. In resurrecting the GSA, with its critical role as a place of artistic education, what work will the Secretary of State do in conjunction with my hon. Friend the Member for Glasgow Central (Alison Thewliss), the Member of the Scottish Parliament for Glasgow Kelvin and the Lord Provost of Glasgow, who also now represents Garnethill?

One thing that was clear when I visited the School of Art on 1 June was the wish to get students back into that building to see it as a functioning building for students, and there were detailed plans about which students and courses would be taught there. I am absolutely sure that if a restoration can go ahead, the School of Art will very much want the building to return to being a living, breathing art-school building. I will certainly do everything that I can to support that.

I think the hon. Gentleman seeks to conflate two issues. The commitment to amend the Bill remains unchanged. The Bill will be amended in agreement with the Scottish Government and the Welsh Assembly Government. We failed to meet the timescale to which I aspired, and I take full responsibility for that.

Resistance to further devolution of powers comes from many quarters, such as the Constitutional Research Council led by the Secretary of State’s friend, and prominent Scottish Tory, Richard Cook. As we all know, the CRC funded the Democratic Unionist party’s version of hard Brexit in the campaign. Does the Secretary of State now agree that it is time for full disclosure of those funds? If he does not, it undermines the very principles of liberal democracy that he says he stands up for.
