Commons ChamberI am delighted that Loughborough College has benefited from our T-levels capital fund to create fantastic new facilities. I would be happy to visit its new T-levels building and to see where it is now offering these world-class qualifications in digital, construction, health, education and childcare.
Lots of factors contribute to making a job high-quality and students should be given the tools to identify them for the future. On that basis, what steps are the Government taking to improve knowledge of the gender and ethnicity pay gaps in schools?
I am grateful for the hon. Lady’s question. We always strive to make sure that children have the highest level of information when they make these decisions, including careers advice, contact with businesses, and, soon, through the Skills and Post-16 Education Bill, the ability to go much further in terms of experiencing what providers can offer.

Commons ChamberI am pleased to be able to speak to some of the ways in which this Budget will impact on my constituents in Rutherglen and Hamilton West. The Chancellor made some welcome announcements last week, and I would like to acknowledge them. They include the increased funding for Scotland, some aspects of the changes to the universal credit taper rate and raising the national living wage. Unfortunately, though, it is yet again the most vulnerable in society who will be feeling the deepest cuts.
The changes to the universal credit taper rate provide some support for claimants who are working and in a position to increase their working hours, but this does not make up for the removal of the £20 a week uplift, which was a lifeline for millions across the UK. Like many colleagues, I wrote to the Government several times about the uplift, and on Friday I received a response to a letter that I had sent 17 weeks earlier on 8 July, advising me that no impact assessment had been made of what that cut would mean to millions of people. Will the Chancellor instruct his officials to make that assessment now, so that we can see how it tallies up with the taper rate changes?
The change helps only a portion of claimants, so what is being done for those who cannot work, for reasons outwith their control? What about the single parents whose childcare does not stretch far enough for them to increase their hours? What about those on zero-hours contracts whose income is dependent on the whims of their employers, or those whose disabilities prevent them from working, either altogether or more hours? This is just a small sample of the situations that our constituents can find themselves in and that become barriers to work. They are no more immune to the rise in inflation and the cost of living than the rest of us.
Likewise, the rise in the national living wage is welcome, but why is it only for those over the age of 23? How much of that money will really see the inside of people’s pockets? The Chancellor made a clever decision when he announced the health and social care levy in September, negating the need for it to be included in his Budget. That will certainly eat into any gains that the wage increase provides, and in Scotland, while income tax levels are set differently from England’s, for most that will mean an additional percentage point deducted from their income. So when we consider rising inflation, additional taxes and mounting energy costs, for those in my constituency this is not the generous gift that the Chancellor would have us believe. It is less than the bare minimum he could have provided.
Speaking of energy costs, I was disappointed that no relief was offered by the Government as we move into what will undoubtedly be a long and difficult winter. It was anticipated that we would hear that VAT would be reduced on household energy bills—a move that it was in the Government’s gift to provide. Mounting costs, coupled with suppliers going bust, make this an issue that I am contacted about regularly. The VAT charged on household bills is money that goes to the Treasury, not the suppliers. I was unsurprised on Friday to read that Ofgem will be reviewing the current price cap
“to ensure that it appropriately reflects the costs, risks and uncertainties facing suppliers.”
Can we correctly assume that this will see another historic rise in prices? Will the Chancellor commit now to ensuring that any rise does not push people further into poverty?
It is not just households that are facing unaffordable energy costs. Last month, I was contacted by a constituent who owns a much-loved business in the constituency. It is so well-established that next year will mark its centenary, but my constituent is worried that the celebrations will be marred by the greatest financial risk to the company in his lifetime. He is just had to renew his energy contract, which is not capped for businesses, unlike those for households. The contract he has had to sign increases his energy bill by around £30,000 a year—a 500% mark- up—and the out-of-contract costs are even higher. What support is the Chancellor going to provide for small, family-owned businesses like that of my constituent, to ensure that they do not have to close their doors or let staff go just to keep the lights on?
I am grateful to the Chancellor for coming to the House and setting out his Budget. It is not an easy job, and it is one that I am sure most of us do not envy, but for my constituents there are still outstanding questions that desperately need answers, which I hope he will be able to give.

Commons ChamberAs one who represents a constituency where schools have been flooded, I am sympathetic to the issues my hon. Friend has raised. The Department is aware of the flood risk to the school, and is working with the relevant parties to find a solution. We have consulted on how to select schools for the next round of the school rebuilding programme, and we are currently considering the extent to which flood risk will be part of the selection criteria, alongside other condition and safety concerns.
May I again call attention to a physical safety issue in schools in England? Sprinklers are already mandatory in Scotland and Wales. What recent assessment has the Secretary of State made of the benefit of mandatory sprinkler systems in English school buildings?
This is certainly an issue which the Department keeps under review, and I should be happy to speak to the hon. Lady about it in more detail.

Commons ChamberI thank my hon. Friend for that question. The consultation closed on 13 May and we are looking at the response very closely. We really want to bring post-qualification admissions forward as rapidly as possible. We would like to do so without legislation and in co-operation with the sector, but if we are not able to have that co-operation, we will drive this forward. All the evidence, from the Sutton Trust and from so many others, is clear that PQA helps children from the most disadvantaged families more than any others. That is why we will make it happen.
We always look at the latest evidence and take the very best guidance. We are very proud of our building programme in schools, in new build and refurbishments, but we always look very closely. As the hon. Lady will be aware, there is some debate as to whether deluge systems or mist systems are best, but we are always guided by the best advice and the best evidence in our school building programme.

Commons ChamberThis is essential. We have a target for 2030 of 600,000 international students coming to this country. We do value their importance as an international facilitator in our education system.
A total of 32% of 15 to 30-year-olds from the UK can read and write in a foreign language, compared with 79% in France, 91% in Germany and an incredible 99% in Denmark. Does the Minister believe that cutting off access to programmes such as Erasmus will boost or further worsen those dismal figures?
My hon. Friend is a powerful voice for the environment, and it is no surprise to find that in this area he is right. The UK is leading a new green industrial revolution, and we need a workforce with the technical skills for the future. That is why we have introduced T-levels. We are also investing £290 million in 20 institutes of technology, which will be the pinnacle of technical training.
The Scottish Government have undertaken a review to consider the experiences and outcomes for young people in care in Scotland. Will the UK Government carry out a similar exercise in England?
The hon. Lady will be delighted to hear that we are carrying out an independent care review. Picking up on the comment made by her colleague, the hon. Member for Dundee West (Chris Law), it is really important that all four nations of the United Kingdom work together and share best practice, and that we look at how we can provide better outcomes for all those children in care.

Commons ChamberPhilip Augar and his independent panel have made thoughtful recommendations on tuition fee levels, loan repayment, and the balance of funding between universities and further education. We are considering the report carefully but have not yet taken decisions on the recommendations. I can now announce that the Government will conclude the review alongside the next spending review, which will allow government time to consider the recommendations thoroughly and to respond in a way that provides the sector with clarity about the future of post-18 education and training.

Commons ChamberIf the Legislative Grand Committee is proceeding smoothly, it suggests to me that most Members from across the House are satisfied with the way in which our Standing Orders are operating. On the hon. Lady’s point about programme motions, may I point out to her that apart from the Division last night on the article 50 Bill, we have had no Division so far in this Parliament on any programme motion moved after Second Reading?
The UK Government continue to tell us that Holyrood is the most powerful devolved Parliament, yet they are not consulting Scotland on the triggering of article 50. Does the Leader of the House agree that by also refusing Scottish MPs the opportunity to vote on all areas of the great repeal Bill, the Government are doing everything possible to stop the voice of Scottish people being heard on Brexit?
Quite the contrary: I think that both my right hon. Friend the Prime Minister and my right hon. Friend the Secretary of State for Scotland have made, and will continue to make, every effort to ensure that the interests of the people of Scotland are fully represented at all stages of the forthcoming negotiation as part of the package we are seeking for the United Kingdom.

Commons ChamberThe right hon. Gentleman is right to note the huge importance of the European arrest warrant in streamlining the process. That, together with other tools to encourage close co-operation not only between countries in the EU but more widely abroad, is a vital means by which we can deal with what is an international crime.
The Modern Slavery Act review published a few months ago noted that although it is national Crown Prosecution Service policy that all trafficking and exploitation cases be referred to the complex casework unit, in practice the policy is not always followed. What subsequent measures have been put in place to reduce the number of cases that could slip through the cracks in that way?
The hon. Lady is right to point out that important review, which I am glad to say is forming a key part of the Prime Minister’s taskforce. At all levels, proper emphasis is being placed on the serious nature of this type of offending. Let us not forget that other types of offence that encompass such behaviour need to be dealt with as well, so the complex case unit has a key and increasingly important role in the prosecution of such crime.
Plymouth is always a trailblazer—as we know, one of my hon. Friend’s predecessors was Nancy Astor—and Plymouth University is clearly no exception. I commend the work that the university is doing. Female leaders in universities and colleges are very powerful role models who are inspiring the next generation. We welcome the last WomenCount report on higher education, which showed that a third of governing bodies are now gender-balanced, and we support the Higher Education Funding Council for England’s aspirational target of 40% of women on governing bodies.
The fact that female representation on boards is rising is certainly welcome, but the number of female executive directors is still ridiculously low, accounting for less than 10% of the total number of directorships in the FTSE 100 and less than 6% of the total in the FTSE 250. How are the Government encouraging those companies to promote diversity within their executive pipelines?
The hon. Lady makes an absolutely excellent and very important point. We want more female executives on boards, which is why the Hampton-Alexander review requirement for work on the pipeline is so vital. It is also why the target of 33% female representation on executive committees and on the committees that report to them by 2020 is so important.

Commons ChamberI extend my appreciation to the hon. Member for Shipley (Philip Davies) and others for securing this Backbench Business debate.
Quite often when we discuss gender issues, the focus seems to be on women. While that might be for good reason, it is vital that gender-based issues affecting men, or matters that may be more prevalent among men, are not overlooked. Today’s debate is important as it sends a strong signal to men everywhere that those issues are taken seriously in this place.
Though society has made great steps forward to break down deep-rooted patriarchal attitudes, we still have far to go. Sadly, it is still considered a societal norm to tell someone to “man up” if they are perceived as showing any weakness. Idiomatic terms such as that, or telling someone to “be a man about it” are a reflection of the roles many people—whether consciously or subconsciously—expect men to play.
In much the same way that misogynist values are challenged, perhaps we need to be a little more open-minded about what we view as misandrist. It is no wonder that we see negative consequences such as mental health problems and a high male suicide rate, which stem heavily from such gender-based attitudes.
Men’s health is worse than women’s everywhere in the world. Men have a higher incidence of heart disease, stroke, diabetes and obesity. In every country in the world, except China, where it is equal, the male suicide rate is much higher than the female rate. On average, male suicides outstrip female ones by a shocking ratio of three to one. In some countries, the ratio is even higher. In Russia, for instance, where constructs of masculinity are perhaps more akin to those in the UK several decades ago, male suicides outweigh women’s by six to one.
In the UK, suicide also disproportionately affects men. Some 76% of suicides are men, and suicide is the biggest killer of men under 45. It really is something we ought to discuss with greater frequency. It is not acceptable that, on average, 12 men kill themselves in the UK each day. Much more needs to be done in all corners of the UK.
In Scotland, the male-to-female suicide ratio is the lowest in the UK, yet that is nothing to celebrate, as it is still alarmingly high. Men in Scotland are roughly three times more likely to kill themselves than women. There is no simple fix for this problem; it is multifaceted, with many influencing factors.
This high suicide rate is more than a symptom; it should be an alarm bell warning us of what is truly an epidemic, and we really need to get a handle on the other issues that drive the ratio up. The hon. Member for Ealing North (Stephen Pound) mentioned the services of the Samaritans, and the hon. Member for Shipley welcomed his intervention as a public service announcement. There is also an organisation called Breathing Space, which can be contacted in Scotland on 0800 83 85 87.
We know that boys and men also face significant challenges at all stages of education, including in terms of attainment. Further to the health challenges I have mentioned, men also have a significantly shorter life expectancy.
There is still a stigma attached to male victims of violence, particularly domestic and sexual violence. Forced or arranged marriages—this is sometimes seen as a women’s issue—also impact on the men. Fathers who have separated from partners sometimes face significant parental issues, and certainly do not always have it easy. There is also a general, negative portrayal of men and boys.
While women have seemingly borne the brunt of our traditionally male-dominated society, it is important to recognise the ways in which this has hurt men too. Striving towards proper gender equality is not a case of taking power away from men and giving it to women, but rather addressing an imbalance and enhancing the roles that those of all genders and none have in society. This is not just academic; societies that are more equal tend to be happier and healthier. Gender equality is just one piece of the puzzle that needs to be tackled, along with, for example, other prejudice-based inequalities and income inequality. The road to equality takes many steps.
In 2014, the Scottish Government found that 81% of rough sleepers were men. Clearly, this is one issue that should be, and in Scotland has been, acknowledged. In 2012, the Scottish Government passed ground- breaking legislation that requires local authorities to provide every unintentionally homeless person with somewhere to live. The success of this legislation has gone some way towards addressing a major problem that disproportionally affects men. There remains much more to do, however. Each measure undertaken forms part of a wider picture and goes towards helping to address men’s issues.
I do not profess to have all the answers to this very complicated issue, but I do know that we need to work to acknowledge the issues affecting men and redouble our efforts to eliminate the stigma surrounding them. That is the starting point. For real and meaningful equality to be achieved, we must all be involved in this process of change.
I thank my hon. Friend for mentioning that. He is absolutely right. Work can have a huge bearing on family life. Stress from work comes home and some people have no outlet to deal with it. We are not supporting families and society as a whole.
The Samaritans hotline, which has been mentioned, is 116 123, and it provides an invaluable service 24 hours a day. The number now appears on train tickets. We have all had journeys home delayed because someone has been involved in a serious incident and has not made it home to their family that evening. Suicide is the biggest cause of death in men under the age of 50, so I am pleased that the Government have invested £1.5 million in supporting men and women who are at risk of suicide and self-harm.
However, as we have heard, we can do more, including by making the workplace safer. I recently visited a construction site in my constituency and saw posters about keeping sites safe and making sure that people feel safe when they go to work. If someone does not feel safe in the setting that they go to every day, and they feel under pressure because they have to support their family, they can end up in a very difficult and lonely place.
In my past life, I worked for a construction company. On health and safety, we always asked, “Would you like to be the person who phones somebody’s wife or husband to tell them that something has happened at work and they’re not going to return home?” Does the hon. Lady agree that it is important that we look at that area?
Absolutely. Unsafe practices are a burden, particularly if there is no outlet to address them. The issue of health and safety at work can put pressure on men.
On loneliness, men and women, including the elderly, can feel a sense of isolation. I recently visited the Eastleigh Men’s Shed, a project set up in 2014 to bring men together to chat and engage in activities such as carpentry and bike repairing. The projects are brilliant. They make miniature Big Ben clocks, so Members can order some. They are available across Eastleigh, but there are also outlets in Andover, Romsey, Portsmouth, Havant and Bognor Regis. I thank Andi and the team for bringing together men who are perhaps lonely, or have caring responsibilities for loved ones and need support. There are some excellent organisations that help people to feel less isolated.
From our case work, we MPs get to highlight those issues that have been raised with us by men and women. We need a culture shift so that people feel that they can come and talk. Men need to be able to feel comfortable on the school run and at sports days and parents evenings. We must also salute men who are carers. I am often visited at my surgery by people who are worried about their wives or their disabled or autistic children, or those who are struggling to manage with a partner who has dementia or a long-term and chronic illness.
Where appropriate, we need to support our men, including by keeping families and children connected after marital or relationship breakdown. This is a watershed moment. I welcome the debate and the fact that such important issues have been raised in the Chamber. I vow, as a woman, to voice my support in this place regarding issues that affect both genders and all our communities.

I had a view of some research in a 2014 Clinical Psychology Review. Researchers at Montreal University, who looked at 209 studies covering more than 12,000 people, concluded that mindfulness is especially effective to reduce anxiety, depression and stress. Does the hon. Gentleman agree that mindfulness would be extremely beneficial for young people to use as a tool to cope with stress and anxiety, be it social, exam-related or otherwise?
