Commons Chamber12. What recent assessment he has made of trends in the level of demand for social care services.
We have provided up to £3.5 billion of funding to meet the demographic pressures on social care. This is significantly more than the £2.9 billion that the Local Government Association estimated was needed.
When will the Government accept that the problems of social care will be overcome only when there is a comprehensive and publicly provided system of social care for all, which is free at the point of need? I am talking about a national care service, exactly parallel to and integral with the national health service—a true public service free of privatisation.
This Government are absolutely committed to the full integration of health and social care by 2020, and we will require all areas to have a clear plan for achieving that by 2017. The hon. Gentleman will also be interested to know that, by the end of the decade, the spending review does include more than £500 million for the disabled facilities grant, which is more than double the amount this year. That will fund around 85,000 home adaptations by that year, and is expected to prevent 8,500 people from needing to go into a care home by 2019-20.
17. Adult social care will be one of the biggest challenges that we face over the next several decades. Does the Minister agree that more needs to be done to integrate health and social care, particularly building on the success of the Better Care Fund, to encourage local authorities to work with local health providers to come up with innovative solutions for adult social care?
I know that my hon. Friend is a real campaigner on this issue. As he identifies, the Better Care Fund is paying dividends. We are seeing significant joint working through the Better Care Fund, which, in many areas, is reducing delayed transfers of care from hospital. We are absolutely intent on spreading best practice around all areas of the country. Plans are also in place to improve areas that are the most challenged.
I am afraid that what we have just heard is nonsense. Government funding for social care falls far short of what is needed. Directors of adult social services tell us that £4.6 billion has already been cut from adult social care, and the gap is growing at £700 million a year. The social care precept will raise only £400 million a year, and the Better Care Fund, which the Minister mentioned, does not start until next year, at £105 million a year. Government Ministers must consider that they are risking the collapse of social care because their funding is too little and too late.
The funding coming into the Better Care Fund—£1.5 billion—is all new money for adult social care, and it is going directly to local authorities. The absolute key is the integration of health and social care, and as I have set out to the hon. Member for Luton North (Kelvin Hopkins) and my hon. Friend the Member for Halesowen and Rowley Regis (James Morris), the Government are determined to achieve that integration.
Does the Minister agree with the Conservative council leader who covers his constituency and who was recently quoted in the press as saying that inadequate Government funding has left his local council struggling to provide adult social care services?
First, I welcome the hon. Lady to the Dispatch Box. I heard what she said about the Conservative leader of my local authority, Warwickshire County Council. I speak to the lady to whom she referred at all times. [Interruption.] Well, what I would say is that Warwickshire County Council set a sustainable budget last week, and was able to do that by protecting social care services.
13. What assessment he has made of the effect of the Syrian refugee resettlement programme on the resources required by local authorities.
16. What steps he plans to take to support high streets.
We are committed to ensuring that high streets remain at the heart of their community. We have introduced a £1.4 billion package of support, which includes business rate relief, help for small business, measures to tackle over-zealous parking enforcement, and practical changes to simplify the planning system.
May I associate myself with the comments regarding Harry Harpham? He was a dear friend, a good and decent man, and we will miss him very much indeed.
A week before the general election, the Chancellor told the Dewsbury Reporter that within the first 100 days of a Tory Government, the town would be added to a list of enterprise zones in which new businesses would be spared business rates for the next five years. Will the Minister confirm that nine months into a Tory Government, there is no enterprise zone in my constituency, and local businesses on our high street are still paying full rates? Will he offer an apology to local people who were promised one thing when the Chancellor wanted their votes, and got quite another once he was in office?
We are committed to supporting high streets. High street vacancy rates are at their lowest since 2010. Investment in high street property is up by 30%, and where areas are doing the right things, they are seeing people return to their high street. That was seen through the Great British High Street competition. There are a number of winners from Yorkshire, and I am sure that people in Dewsbury will be able to take tips from around Yorkshire so that they can improve their high street.
What does the Minister estimate the total percentage rise for residents of Birmingham will be once the Chancellor’s social care tax, the increased police precept and the 1.9% council tax are added together?
The core spending power figures that we released just before Christmas and have just consulted on do not take into account authorities putting their council tax up to the maximum referendum principle. Council tax in Birmingham is a question for Birmingham City Council. However, my right hon. Friend the Secretary of State was absolutely right to say that we should not take any lectures from Labour Members on the council tax because while they were in power for 13 years council tax doubled.
T8. Will my hon. Friend confirm that if the people of Redditch want to be a full member of the west midlands combined authority, they will also be able to take part in directly electing a mayor?

Commons Chamber11. What plans his Department has to increase the role of local communities in planning decisions.
Over 1,700 communities are preparing neighbourhood plans to shape development in their area. These will form part of the development plan and be used to determine planning applications. The Housing and Planning Bill reforms will speed up and simplify the process and allow communities better to engage in local planning.
The Minister will be aware that the planning inspector has deferred a decision on Chippenham’s housing development plan and has asked Wiltshire council to come back after a few queries. During this time, what measures could be put in place to ensure we do not have a free-for-all of aggressive planning applications against the best interests of the strategy of the town?
Having a five-year land supply in place puts local planning authorities in a strong position to resist unwanted development. Furthermore, national planning policy reiterates the importance of sustainable development, not development anywhere or at any cost, and I am sure my hon. Friend’s local authority is well aware of that when making decisions.
Last Thursday at business questions I raised the case of Porlock avenue in Audenshaw in my constituency, where a small semi-detached property that is now privately rented has been converted into a house of multiple occupation as part of the asylum dispersal programme. Does the Minister understand the dismay of the neighbours of this property that the owners are able to circumvent planning and licensing regulations because there will be only five people housed in the property?
The interpretation of neighbourhood plans appears to be causing difficulties, in particular in the beautiful village of Hook Norton in my constituency. Will the Minister meet me to discuss how villagers can ensure the neighbourhood plan is adhered to?
Local communities in York desperately need family housing built for social rent on the 35-hectare York central site, yet we hear that high-value flats are going to be placed on that site. Will the Minister listen to local communities and ensure their voice is prioritised?
In council areas where there is no adopted local plan, local communities are continually let down by the planning process. Will my hon. Friend consider allowing objectors the right of appeal?
12. What recent progress has been made on the proposed Inverness city region deal.
19. What assessment he has made of the effectiveness of the local government grant formula in directing funding to areas of need.
We will shortly present our proposals for a sustainable and fair 2016-17 local government finance settlement to the House. We propose to continue our approach of transforming local authorities from being dependent on grant to benefiting from promoting local growth.
Spending on adult social care has fallen by £65 per person in the most deprived communities, whereas it has increased by £28 per person in the least deprived. In one of the councils I represent, the estimated shortfall in adult social care funding following the comprehensive spending review is £20 million, of which £2 million can be raised by increasing council tax by 2%. Is it not true that allowing an extra 2% rise in council tax merely devolves the blame without fixing the problem?
In the provisional local government settlement that will come very shortly, we will announce changes to the local government finance system to rebalance support, including to those authorities with adult social care responsibilities, by taking into account the main resources available to councils, including council tax and business rates.
21. What recent progress has been made on the proposed Edinburgh city deal.
T3. Will the Secretary of State explain why the very same councils that have the highest numbers of vulnerable children are also those that have seen the highest budget cuts under his Government?
If the hon. Lady looks at the figures, it will be quite apparent that the local authorities with the highest spending power are those that she refers to. Councils will see a rise in their resources in cash terms over this Parliament, from £40.3 billion to £40.5 billion in 2019-20. The hon. Lady will shortly see the outcome of the local government finance settlement.
T2. Will my right hon. Friend join me in welcoming plans submitted for the tearing down of the PowerGen building in Solihull—an eyesore that has blighted the lives of my constituents for a generation? It is being replaced by hundreds of new homes of many different types, including 260 badly needed assisted living apartments.
Do the Government have any plans for fresh initiatives, other than business improvement districts, to help traders in small suburban shopping centres, such as Stirchley in my constituency?
This Government are doing a number of things to help the type of traders that the hon. Gentleman refers to. We have allowed sensible planning changes to allow local areas to respond more flexibly to changing market conditions on the high street. We are tackling over-zealous parking practices and I am working closely with retail organisations on the Future High Streets Forum to develop strategies that will enable our high streets and communities to meet the future needs of the consumer.
I commend Staffordshire fire and rescue service for its work in fire prevention, which has contributed to a fall in call-outs, but does my right hon. Friend agree that further integration and collaboration between police, fire and other blue light services would help to identify vulnerable people more effectively, which would lead to better outcomes for the public and great efficiency savings?

Commons ChamberThe hon. Gentleman has raised a pertinent question. Over recent years, we have really understood just how stability in countries is critical for development to take place. If we look at the millennium development goals, we can see that none has been achieved by countries in conflict. It is why we increasingly work with not only the Foreign Office but the Ministry of Defence in helping to have programmes that can give us the best prospect of stability.
T2. Will my right hon. Friend give the House an update on DFID’s work in Nepal and on what the Government are doing to help with its infrastructure and to support its economic development?
The UK is building vital new roads and bridges and helping Nepal to bring in foreign investment, including on hydro power. In the past three years, UK aid has created 150,000 jobs and built or maintained more than 4,000 km of roads in Nepal.

Commons ChamberWhat we have seen is shocking and it is one of the reasons why international development is so important. We need to make sure that we can work with developing countries so that they can provide people with opportunities, prosperity and a future so that they can pursue their lives with their families where they grow up. Surely that has to be the best thing and surely it is sensible to help Governments tackle instability and conflict on their own territory, rather than allow it to spread to ours.
3. What plans her Department has to assist with elections in Nepal in November 2013.
Our budget of £14 million for Nepal’s elections will cover items such as £5 million to the United Nations Development Programme for the electoral roll, £8 million to the Election Commission of Nepal for the administrative costs of the election itself, and a further £1 million to cover independent observers.

Commons ChamberWith respect to my ministerial responsibilities, I can assure the right hon. Gentleman that DFID is not providing any financial aid to tax havens. The UK recently signed agreements with the Cayman Islands and the British Virgin Islands Governments, but those agreements set out what we expect of those overseas territories in how they manage their public finances.
5. What recent assessment he has made of the development situation in Nepal.
Nepal is the world’s 16th poorest country. As I saw during my recent visit, it faces enormous political and development challenges. We are tackling them by focusing on wealth creation, strengthened governance and security, health, education, and disaster risk reduction.
According to WaterAid, only 31% of Nepal is covered by proper sanitation, and 7,900 under-fives die every year from diarrhoea. Following the high-level water and sanitation conference in April, can the Minister give me some assurance on what is being done to try to put right that appalling situation?
I assure my hon. Friend that things are just a little bit better than he says. The latest data from a highly regarded national survey suggest that 55% of people in Nepal have access to safe latrines. Despite total child deaths having almost halved in the past 10 years, child deaths from poor water and sanitation are still unacceptably high. Our programmes will help to avert 3,500 child deaths and should ensure that 110,000 more people have access to safe latrines by 2015.

Commons ChamberFirst of all, I thank the right hon. Gentleman for his support in the Lobby tonight and I look forward to seeing him there. On the issue of the cancer sufferers and the plans for the employment and support allowance, let me just explain that under our plans the number of cancer sufferers who will get extra long-term help through the ESA support group is actually going to increase. We are going to reduce the number of people who have to have face-to-face assessments. These proposals have been fully supported by Professor Harrington, whom we asked to look into the issue because we were not happy with the previous Government’s arrangements and the way in which these things were dealt with.
The point that I would make to the right hon. Gentleman is that there are two types of employment and support allowance. There is the support group, who will always go on getting support, which is not means-tested; as long as they need that help they will get it. There is also the work-related activity group—people who, with help, are able to work. I think it is right to ask them, with support, to get into work, and that is what we are going to do.
Who does the Prime Minister think is on the side of hard-working low paid families in Nuneaton—the Conservative-led coalition, which is taking the lowest paid out of tax and capping benefits, or the Labour party, which took away the 10p tax rate and is flip-flopping over the benefit cap?
My hon. Friend is being a bit charitable. The Labour party is not flip-flopping over the benefit cap; it is just flopping.

Gentleman takes a close interest in this subject, and the point I would make to him is that there is a police inquiry, and a police inquiry does not need terms of reference. The police are free to investigate the evidence and take that wherever it leads them, and then mount a prosecution with the Crown Prosecution Service if the evidence supports that. In the case of phone hacking, which is illegal and wrong, there have been prosecutions and imprisonments, and if that is where the evidence takes them, that is what will happen in the future. There are no terms of reference as far as I am concerned; the police are able to look at any evidence and all evidence they can find.
The Prime Minister will recall visiting Nuneaton town centre on several occasions, and he will be glad to hear that it is surviving well, with a comparatively low level of vacant premises, but our town centres are facing a vital and difficult challenge from the out-of-town stores and the internet. Given those challenges, will my right hon. Friend assure the House that this Government will be a keen supporter of our town centres?
I can, and my hon. Friend speaks powerfully not just for Nuneaton, but for all town centres and all Members who represent constituencies with vibrant town centres. We want to keep them, rather than see everything go out of town. There are two steps we need to take. One is to make sure local people have a real say in the planning process, so they can decide where future development goes. Secondly, we should continue the steps that my right hon. Friend the Chancellor has been pioneering in terms of rate relief, to help local shops in our high streets so we do not end up with identikit high streets, but instead have thriving town centres such as Nuneaton, which I so enjoyed visiting with my hon. Friend on a number of occasions.
