Most immediately, the security at the airport is the responsibility of the owners themselves, supported by my Department and by the national security agencies. Those discussions are already happening—they were happening within a matter of hours of the incident at Gatwick. I can assure the House that every airport is now taking active steps to look at what measures it can put in place, but the reality is that these are experimental systems and are not universally available yet. It will take a bit of time for other airports to get them in place. In the meantime, the Ministry of Defence capability is there if necessary.

I urge the Secretary of State to look at the reports by the BBC’s Quentin Somerville who shows how drone attacks, using commercially available drones, have been using chemicals and explosive devices on the battlefields of Mosul. In many respects, we were fortunate—darn lucky—in that we had a wake-up call at Gatwick. May I suggest that the Secretary of State talks not only to the MOD but to NATO, where there is huge expertise about the use on the battlefield of drones, which can be bought commercially and used here by terrorists who want to attack us?

I can assure the hon. Lady that we are very well aware of that and, indeed, the security services have been providing advice to airports about this for some considerable time. They have provided advice specifically based on some of those experiences in the middle east, and this is something on which we work with them continuously.

It is a pleasure to serve under your chairmanship, Mrs Moon, and I congratulate the hon. Member for Stoke-on-Trent South (Jack Brereton) on securing this important and, as it turns out, wide-ranging debate. It is my duty to sum up the debate, and I hope hon. Members will forgive me if I miss any salient points. I shall start with the previous speaker, because I felt that the hon. Member for Birmingham, Erdington (Jack Dromey) was directing his remarks at me, although I will try not to take it too personally. I recently had an eye operation, and at the moment I have a self-imposed ban on driving, even though I have been reliably informed by my consultant that I am fit to drive. The hon. Gentleman’s points were well made.

The hon. Member for Stoke-on-Trent South introduced the debate with a wide-ranging discussion that covered traumatic tales of accidents, as well as the need for us to use data properly, to data-mine why accidents happen, and to use that information to further road safety. I do not think that anyone disagrees with him. The hon. Member for Poplar and Limehouse (Jim Fitzpatrick) wants us to think about road safety, and to consider 20 mph zones as well as looking at the reduction in the number of traffic police that has led to other accidents. The hon. Member for Stirling (Stephen Kerr) commended his local police and road safety people on their “Safe Drive Stay Alive” campaign. He touched us all when he spoke about foreign drivers and how there is no way to enforce the bans imposed by Scottish sheriffs. That is a tragedy.

The hon. Member for Stroud (Dr Drew) spoke about local speeding issues and data from local cameras. I cannot go into the technicalities of English law, but anything that helps to increase road safety should be used, and it is the duty of all Members of the House to ensure that roads in their constituencies are as safe as possible. The hon. Member for St Ives (Derek Thomas) spoke about country roads and made an important point about the A30. I will try to get through my remarks quickly, because there is a lot for the Minister to answer.

The hon. Member for Strangford (Jim Shannon) gave a comprehensive overview of road safety in Northern Ireland, and he spoke about the education of young drivers and how graphic illustrations really help. The hon. Member for Brentford and Isleworth (Ruth Cadbury) is a real advocate for cycling and walking. She may be surprised to hear that until recently I cycled frequently, but I take on board her views that most people do not cycle because of road safety issues. I only ever cycled on cycle paths, and I thank Sustrans for its work in Scotland and for the number of cycle paths that pass by beautiful places.

It is important to consider amending The Highway Code—that returns to the point about education because we must ensure that people understand those amendments. The hon. Member for Newport East (Jessica Morden) eloquently paid tribute to the Smith family in her constituency and the trust that they have set up. The investigation of such road accidents can only help to improve the lives of people in her constituency and across the UK.

The hon. Member for Ayr, Carrick and Cumnock (Bill Grant) spoke about his more than 30 years’ service in the fire and rescue service, and about the devastation caused by accidents. People who are trapped often require a simple hand hold, which is an immensely powerful thing. I thank him for his service. As he said, the improvements made to motor vehicles by manufacturers are important, but, as we know, vehicles are driven by people and education is the most important thing. The hon. Gentleman mentioned seatbelts, crash helmets and so on, as well as breathalysers. Drink-driving is still rising in the UK, but I am glad that things are improving in Scotland, because of the actions of the Scottish Government. I think those were all the Members who spoke, so I will briefly do some quick headlines.

I want the Minister to consider the Scottish Government examples that I will give him. Scotland’s road safety framework to 2020 has produced really good results, with cuts in the numbers of accidents. Things that the Scottish Government have done include cutting the blood alcohol limit, and we must take on board the fact that the limit has been reduced from 80 mg to 50 mg, which is lower than for the rest of the UK. We really must look at, and I would like the Minister to think about, the 7.6% reduction in drink-driving as a result of that.

The Scottish Government are also looking at drug-driving limits—I commend that idea to the Minister—and they are going to introduce roadside testing. They have considered where they can make prosecutions for different types of drug, specifying the limit for each and testing against that. Importantly, they also want to ensure that it is not just people who are driving in an impaired manner—zig-zagging across the road—who can be stopped by the police.

I agree entirely with my hon. Friend. It just adds insult to injury when such hikes in rail fares go alongside appalling services.

It is time that Secretary of State woke up from his state of denial. It is time for him to come clean and admit that he has made mistakes. No one is perfect, but he should acknowledge his failures, and take responsibility for the decisions he has made, the policies he has pursued and their consequences. I urge him to be entirely unambiguous with the House today. The Government’s defence of their rail franchising system is totally indefensible, and this is not the first time that the Government have been in the Chamber this week to defend the indefensible.

In south Wales, First Great Western reduced and cancelled services over Christmas and new year—there was chaos—yet it has been handed a franchise extension. Is it not time we had performance-related franchises and performance-related franchise extensions, rather than franchises being extended automatically no matter what the service?

My hon. Friend makes a good point, and I will return to those themes.

The Government are unable to accept that the franchise model, which is demonstrably failing, is a betrayal of the public who plough billions of pounds of taxes into the railway. It is a betrayal of the passengers who face eye-watering fare rises year after year. It is a betrayal of the hundreds of thousands of dedicated and passionate people who have worked in the rail industry for decades.

I beg to move,

That this House has considered the regulation of working conditions in the private hire industry.

I am immensely pleased to introduce the debate under your chairmanship, Mrs Moon. I hope that the Minister can be more accommodating on this issue than his colleague was in the previous debate. Indeed, I shall begin by buttering him up, if I may, although I realise that there is a limit to what buttering up will do in the House of Commons, particularly of this Minister. During our parliamentary lives, we have often debated, and debated well, across the Chamber, and I know perfectly well that if he is able to make or clarify the Government’s position before the Taylor review is published, he will do so. However, I also know that he is a loyalist and will probably be the last Minister standing who believes in collective responsibility, so the buttering up must be accompanied by a sense of reality about how far Ministers can go in helping to clarify Government policy.

My aim in this debate, as I hope the Minister knows, is not to have a preview of the Taylor report—although if he wished to give one, that would be wonderful—but to ascertain whether he can help the transport executives to clarify the powers that they have to give licences to companies such as Uber. I shall dwell in a moment on where I see Uber both contributing positively and being a destructive force for many people’s living standards.

I begin the debate with a reference to a report on Hermes, “Wild West Workplace”. That and two subsequent reports have my name on them, but also that of Andrew Forsey, who works with me. The truth, as MPs know, is that it is often the other name on the report who has actually done the work, and I pay tribute to Andrew for the extraordinary way in which, among all his other activities as chief of staff in my office—including steering me away from elephant traps and helping me to make as positive a contribution as I can to the House of Commons—he can take on work of this nature.

The second report, “Sweated Labour”, was on Uber, and the third one, which will be published tomorrow, is “A new contract for the gig economy”. I want to record in this debate that when Andrew and I—it was very much Andrew—completed the first report, “Wild West Workplace”, we wrote to the Prime Minister, and we said that the circumstances that we had described had shocked me and my guess was that they would shock her. They were certainly at variance with her statement when she became Prime Minister about the sort of society that she wished to create and the protections that she wished to extend to those who were weakest.

If we look at any of the three reports—if people would like copies of “A new contract for the gig economy”, which is published tomorrow, they can by all means have them—we see that four forces are pushing down wages in this area. Let me explain what I am not saying, and I hope the Minister will accept this. Nothing I have ever said or published does not admit that Uber-type conditions certainly serve a large part of consumers’ wishes for quick and cheap transport, or that perhaps many Uber workers are very content with their lot, as shovelled out by Uber under what I think is a bogus self-employed contract. I am talking about people who regularly write to Andrew and me, giving more examples of how bogus the self-employed contract that they are forced to work under is, and of the appalling conditions that those employers get away with. As we know, they not only get away with paying incredibly low wages to some workers; they do not pay their fair share of taxes, so I would hope that the Chancellor of the Exchequer would be on the Minister’s side. If we are interested in VAT, national insurance and income tax returns, we should be rather keen on what the Minister says today and what the Taylor review will come up with, I hope, next week—perhaps the Minister will be able to give us a date for its publication.

Wages have been pushed down for those who suffer worst in this gig economy in four ways. The first is the very low fares, which have been cut in recent years, which some people think is great fun because they can get home cheaply. Second are the high rates of commission demanded by the company, which now vary clearly between newer workers trying to make a decent living out of being a driver, and older drivers, who—thank God—are more protected, although now that I have made that statement, perhaps that image will be challenged by people who contact us after the debate. Third is the cost of renting a vehicle that meets Uber’s very strict requirements, and fourth is the cost of refuelling and maintaining those vehicles. Those are the downward forces in the economy that make it very difficult for people to make a decent living and, indeed, as I shall argue, to make a living in which they are covered by the statutory minimum wage.

I welcomed it when George Osborne initiated the minimum wage strategy in the previous Parliament. It is very important to try to cover and protect people at the bottom of our society. I saw the then Chancellor of the Exchequer’s move as a very welcome one, but we know that it is failing by the way Uber and other companies get round regulations on how people earn, what they earn, the hours that they undertake, and their employment status.

The Government responded to Andrew’s report by establishing the Taylor review, which is to report soon. We hope that it will accept the main recommendation on which Andrew and I have been campaigning, which is that the definition of hours of work is immensely important in this area and that, on the basis of a satisfactory definition of hours worked—satisfactory to the workers rather than to Uber—the minimum wage should be applied on an hourly basis.

That brings me to the real kernel of the debate—the part to which I would love the Minister to respond. Uber and similar companies are registering in London, Leeds, Liverpool and Glasgow, getting the necessary licences from those areas’ transport executives. Is it because the legislation is uncertain or difficult to interpret that these transport executives are not saying, “These are the minimum conditions that you, the company, must meet if you wish us to grant you a licence to operate in our area”? I would like to hear the Minister’s view, but I think the position is quite clear.

It would take just one transport authority to say, “This is the interpretation.” We have not heard any of them say that, although, thankfully, here in London Sadiq Khan has said that he is unsure about Uber and is giving it a very short licence to continue to carry out its business while this essential issue is debated. Is the Minister in a position to give us a clearer ruling on the encouragement that he might give to transport authorities to recognise that they do have powers, and to such companies to behave within the culture that the Prime Minister spoke of when, perhaps unexpectedly, she became Prime Minister?

I, too, congratulate my hon. Friend the Member for South West Bedfordshire (Andrew Selous) on securing the debate, on keeping a spotlight very much on air quality and on bringing in ultra low emission vehicles.

We have to remember that, in hotspots in this city and throughout the country, 80% of the nitric oxide that turns into nitric dioxide is produced by transport. We really have to deal with that. At issue is private cars, and we have to put in place the right systems of grants and encouragement for the public to buy. For example, charging points must be not only available, but very fast, so people do not have to wait all day for their car to charge up if they are going long distances.

I agree with the hon. Member for Southport (John Pugh) that lorries will be difficult to turn electric. Delivery vans, taxis and buses can reduce their emissions dramatically, not just through electricity but other fuels. Unless we target such high areas of pollution, we will not be doing enough for air quality. The lives of thousands of people out there in our inner cities are being shortened by air quality.

Yes, electric vehicles carry great incentives now—we are talking about 4p a mile in running costs—and I congratulate the Government on the initiatives in place, but only 1% of vehicles are electric and ultra low emission, while in Norway the figure is 25%. The key now is to ensure that people have alternative vehicles, not only purely electric ones, but hybrid vehicles, which allow drivers to use petrol or diesel over long distances and the batteries when they get to the inner cities. That could perhaps also be done with hybrid lorries, so that lorries’ engines charge on the journey into London and they are able to make deliveries in central London using their electric motors.

We must stop these vehicles—from taxis to buses and delivery vans. Given our lifestyles, we all like to order our shopping online with a click from Tesco, Sainsbury’s or wherever, but all that has to be delivered by a van, which again means emissions in our inner cities. We must tackle the issue head-on, and tackle the hotspots in particular, by incentivising people to ensure that we take diesel polluters out of our city centres, and I am confident that the Minister can do that.

I very much enjoyed that meeting and hearing the views of businesses in Wales and of Welsh Members. The concession will finish when £1.029 billion is returned from tolls to the public purse. We expect that to happen sometime in early 2018. We are working on the plans that will follow that transition. We will consult more broadly, but I entirely agree that keeping the tolls low will help businesses in the area.

I have a large number of haulage and private contract hire companies in my constituency, many of which trade across the whole of the UK. They are very concerned that the consultation is not just a paper exercise and that the Minister is listening. Once the tolls have paid off the cost of the bridge, will he consider handing it over to the Welsh Assembly to manage?

The bridges are primarily in England, so that is an interesting Welsh land grab. As regards listening to the voice of businesses, if I was not listening to the voice of business, I would not have attended the meeting that was arranged by the hon. Member for Newport East (Jessica Morden) with the Freight Transport Association.

I entirely agree with my right hon. Friend. It would be useful to have some clarity from the Minister. We are very willing to help out and to do our part, but some guidance from Network Rail would be hugely helpful, so that it does not say that all the work that we have done does not come up to scratch. Some negotiation between the two parties would be hugely beneficial.

The knock-on effect—all good—would be dramatic for train times. Pending a study, it is estimated that Weymouth to Waterloo would take two hours, 25 minutes; the typical time now is three hours. If there was a direct service from Salisbury to London, that time could be reduced by a further 10 to 15 minutes. That would have a knock-on effect for the rest of the region. Yeovil to Waterloo would take two hours; Honiton to Waterloo would take two hours, 30 minutes; Exeter to Waterloo would take two hours, 50 minutes; and north Devon—a crucial area that is growing and has very little rail network—to Waterloo would take three hours, 55 minutes. If the non-stop Salisbury to London service introduced a third service in the hour, it would greatly reduce the time—by another 10 to 15 minutes. My hon. Friend the Member for Salisbury is very keen on that.

I have done the train journey to Weymouth in my constituency; three hours is a long time for visitors and businesses, and is beyond daily commuting. What we need, as I am sure the Minister knows, because she has been to my part of the world many times, is to break away from the seasonal hole. It is important to my constituents; they can have longer-term careers and prospects only if we attract investment. I have said, and will say again, that because of the inability to improve our roads dramatically—we can tinker at the edges—rail connectivity really is the key, just as it was for George III and his team. If it was good enough for him, it is good enough for my constituents.

As the Minister knows, the Yeovil option has the support of the local chamber of commerce and the local enterprise partnerships up and down the line. I know of two that are behind it, and further work has been done. I cannot see them not being involved. Weymouth and Portland Borough Council, North Dorset District Council, bordering LEPs and councils, my right hon. and hon. Friends who are sitting around me, and many others who are not here would benefit. I am sure that those who are not here would have been here, if they could.

Bringing these huge benefits to so many for a relatively modest investment in railway terms—the Minister said how amazing it was that even a little work costs a lot of money, but in railway terms, this would be a fairly modest investment—would be an achievement that we could all be proud of. Dare I say that as Conservatives—I am proud that we have a Conservative Government—we always go on about jobs, prosperity, wealth and the northern powerhouse, which I totally accept and am totally behind, as I am sure are my colleagues, but how about the south and south-west powerhouse? It depends so much on rural activities, and we need all the help we can get.

I have requests for the Minister. First, will she consider commissioning Network Rail, with the LEPs, if indeed that is the way we go, to undertake a study to look at this idea? Secondly, will she instruct the Department to include the scheme in the south-western refranchising specification, if indeed that is possible? I believe this project is innovative, affordable and doable, and has far-reaching benefits for my constituents and those represented by MPs who are here, and those who are not here. Let us not forget that one of them—the right hon. Member for Exeter (Mr Bradshaw)—is a Labour MP; I am sure that if he knew this debate was taking place, or could attend, he would be just as keen on the project. I hope that the Government will play their part in making it happen.

I absolutely agree that we need to work together on long-term planning to get back some of the refining capacity that we have lost. I also think we should consider the potential for differential taxation of diesel and unleaded petrol, which most other countries in Europe already have, and I have mentioned that idea in previous debates. This is an issue that should be debated and explored in more depth.

Pensioners are people living on fixed incomes and are directly affected by changes in the cost of necessities. I am proud that our coalition Government have not only restored the link between the basic state pension and earnings, which the Labour Government failed for such a long time to do, but strengthened it with the triple-lock guarantee. It is crucial that the Government legislate to make public sector pensions sustainable—to reduce the cost not just for the sake of it, but so that we can continue to provide high-quality pensions for public servants.

Council tax is a major issue for pensioners, and we have a good record on keeping it frozen. Earlier, we heard a little Labour triumphalism from the right hon. Member for Manchester, Gorton (Sir Gerald Kaufman) about the local election results, but I am pleased to say that, in Worcester, the Conservatives remain the largest group, although Labour gained seats and the Liberal Democrats lost one to us. The Liberal Democrats are now working with the Conservative administration in Worcester to try to make the council more efficient and to keep council tax down.

As I said, the hon. Member for Worsley and Eccles South (Barbara Keeley) spoke passionately about social care. I am pleased to see in the Queen’s Speech a draft Bill on modernising social care, but I agree with the hon. Lady that there is more to be done and that the Government have to take yet more action to tackle the enormous challenges set out clearly in the Dilnot review. I urge the Government to make swift progress on that issue, which is hugely important for the long term. As has been pointed out, Labour does not have a strong record of addressing it.

Part of the cost of living is the need to ensure that there is the best possible support for those in the later stages of life, which means better provision of social care as well as more investment in palliative care, an issue that is dear to my heart.

I am glad that the Government are doing more to support families by expanding child credits for those most in need, protecting child benefit for people earning up to £50,000 and expanding the provision of nursery education. The right hon. Member for Croydon North (Malcolm Wicks) described the changes to child benefit as a “case study in unintended consequences”, and that accusation certainly could be levelled, but I would say they are a case study of the Government listening to concerns and doing something about them. That is to be commended.

My hon. Friend the Member for Witham (Priti Patel), in an earlier part of the Queen’s Speech debate, and the right hon. Member for Croydon North today, pointed out that child care is a huge cost to many families. Like them, I hope that the Government can do more to help on that front in the future. I hope the contentious and argumentative line in the Gracious Speech that states:

“My Government will strive to improve the lives of children and families”

will enable the Government to act on both that issue and the essential one of delivering fairer funding for our schools.

The greatest thing that the Government can do to improve the standards of living of people in this country, and to help them overcome the challenge of the rising cost of living, is to succeed on the economy. As I mentioned earlier, there has been some commentary that there was not enough about the economy in the Queen’s Speech. As I discussed with businesses at my business breakfast in Worcester last week, that misunderstands what the Queen’s Speech is about. It is not a description of everything that the Government must do but a programme of legislation. As the hon. Member for Cambridge eloquently pointed out, the Government do not need to legislate to make a difference. Most of the major issues affecting our country and economy do not require legislation. As shown by today’s welcome job numbers, which have improved in Worcester, across the country, we can create jobs and grow the economy without new laws.

One thing that the House desperately needs to do is give a feeling of hope to young people, who are being particularly badly hit at the moment. The hon. Gentleman mentions the unemployment figures. In Bridgend, I had five youngsters between the ages of 18 and 24 claiming jobseeker’s allowance in April 2011, and in April 2012 I had 70. That is an increase of 1,300%. That is not a message of hope, and the House has to do something about it. There was nothing in the Queen’s Speech about—

These are all issues to address. Ultimately, they are not just about bus services; they come down to the effect on society in rural areas. People living in rural areas should have the same rights as those who live in urban areas, which on many occasions have adequate transport facilities.

I wish to discuss one or two villages in my area. Hurworth, Sadberge and Brafferton are all in the Darlington borough, and my hon. Friend the Member for Darlington (Mrs Chapman), who is in her place, wishes to discuss these same issues, as they are affecting our communities in that borough. For example, Sadberge has lost its shop, its post office and its school, and from the end of the year it will lose its bus service, too. At a surgery there two or three weeks ago, I was told by a disabled person who works at Lingfield Point in Darlington, “If that bus route is withdrawn, I do not know how I am going to get to work, unless I hire a taxi.” We all know that going by taxi is a very expensive way of getting to and from anywhere, never mind just using it to get to work.

Brafferton is, as I have said, a very small community, containing 60 to 70 houses and perhaps 100-odd people. I have been contacted by Mrs Firby, who lives in that village, and I want to read one or two extracts from her letter to explain the state of transport in the area. It says that now the bus has been withdrawn, residents

“must walk to the A167”—

the main road—which is

“much too far for elderly or infirm, or anyone to carry much more than a light bag. There is no shop in the village and the partial footpaths away from the village are poorly maintained.”

The letter goes on to explain that 50% of households have someone over the age of 60, and states:

“More people are becoming reliant on family and friends or a second car when retiring from work and losing easy access to shops.”

In fact, the nearest shop to that village is the motorway garage at the interchange on the A1. Imagine the nearest shop being at the motorway caff and having to go there to get groceries. That shows the issues affecting our local villages and the stark contrast of the situation in those areas.

Darlington council, because of the cuts it is facing, has had to take some really difficult decisions about subsidies to buses and how it will deal with adult care. Because of the cuts, it will not be able to continue giving subsidies to bus companies, especially at the end of this year. What it is able to do—there are particular grants for doing this—is set up community transport systems. It does not want to run the systems itself but wants a third party to do it. It is currently consulting with local parish councils and others to find a way of doing that. I am pleased about that and I and my hon. Friend the Member for Darlington will help and support the council in its efforts in that regard.

The report of the Select Committee on Transport on its financial scrutiny of the Department for the 2010-12 Session says that £500 million was handed back to the Treasury. It says at page 8, paragraph 10, that that money is

“likely to have exceeded the total reduction in annual revenue for the English bus industry following the Spending Review.”

The report goes on to say:

“Money voted by Parliament for expenditure on transport should be spent on transport, not handed back to the Treasury.”

We have all these constituents facing these cuts and having difficulties getting to work. We have elderly people having to walk a mile and go to a motorway caff and back to get groceries, but this £500 million was sent back to the Treasury. I think some questions need to be asked about that.

The Bridgend Coalition of Disabled People recently held a transport summit at which they pulled local bus and taxi companies and train operators together to talk about how disabled people can access transport. Increasingly, moving around is expensive and difficult for disabled people and requires prior planning. That money could have been spent on facilitating access to transport for disabled people. Does my hon. Friend agree that it is bad that that money was sent back to the Treasury?

That amount—£500 million—is not a drop in the ocean. It is a lot of money that could have done a lot of good for transport throughout our rural areas. I hope that Ministers will address this issue in winding up tonight.

Finally, let me make one or two other comments. Arriva runs bus services in County Durham, where a lot of those services have a bad name. With Arriva buses in London, if you see one, you see three at a bus stop, but in some of the villages we represent, people are lucky if they see one all day. Obviously bus companies need to make a profit to invest in better buses and so on, but the private sector also relies a lot on subsidy. Those companies have a right to make a profit but, given that they are providing a social service, they should have some kind of social conscience.

For me, this issue highlights elements of all the talk about the big society. People cannot get to work or see their friends.

I thank the hon. Gentleman for that intervention. As I said to the local journalists, I would not have been there if I was not willing to listen. Having done the first consultation in the way that we did, I would not have gone through this part of the consultation, with the Secretary of State’s permission, if I was not willing to listen, because there would have been absolutely no point.

Will the Minister tell me whether, in the consultation process, any of the voluntary coastguards along the south Wales coast, the north Devon coast and the north Somerset coast have said that they—those who do the job on the ground—feel that Swansea should be closed and that Milford Haven would be more relevant and appropriate? My Porthcawl coastguards are not saying that.

I will continue to take interventions and am happy to do so all night if colleagues want to intervene, but it will affect how much I can speak and whether I can respond positively to all the comments, which I hope to do. I will answer this intervention. The consultation does not finish until 6 October, so it would be wrong and improper for me to comment on any of the submissions until then. Just as in the first consultation, all the submissions will be published online so that everybody has access to them. That is only right and proper. That is not always the case with consultations that are done around the country, but we said that we would do that and we did it with the initial consultation. The second part is different from the first consultation because it is restricted, which I will come on to, but people will know exactly what the emergency rescue crews are saying and what others are saying.

One of the first things that was said to me in Liverpool was that people had been arguing about this for years and that they knew they had to modernise. The Public and Commercial Services Union, which was involved in the negotiations long before I became the Minister, said that there were issues to do with pay, retention—which I know has been alluded to—and recruitment. One can see why there are problems with recruitment in some areas, considering that the basic starting salary is about £13,500 a year. That makes it hard to recruit good- quality people. As much as we rely on people’s determination to serve their community, they have to pay their mortgages and bills. We said that we would look at that. Right at the end of the meeting in Liverpool, one of the senior coastguards stood up and said to me, “We said years ago that there should be nine stations.”

Most of those who responded to the first consultation did not question me about an individual station. They did not say that I was a nasty, horrible person, that I should not be doing this job or that I was only acting for party political reasons. If people look at the changes around the country, they will see that there are no partisan politics involved at all. If anybody wants to raise that point now, they may do so. There is a smirk on the face of the hon. Member for Bridgend (Mrs Moon). If she wants to show me anywhere in the country where I have used party politics, I will give way to her.

I thank the hon. Lady for her honesty, but she should take a look at what I did around the country. The Western Isles is a Scottish National party constituency; Holyhead is in, I believe, a Labour constituency; and I have shut Brixham in the west country, which is in a Conservative area. I have taken huge amounts of flack, but people should look around the country before throwing those sorts of accusations at me. I knew the hon. Lady was alluding to those with her smirk, which is why I gave way. I have not taken that approach in any shape or form. If I had done so, why am I looking at Holyhead in the way that I am? The Labour Government were going to close two and leave one in Wales, but I will definitely come out of this procedure with two in Wales, no matter what happens.

On 25 November, we published the Government’s vision to end violence against women and girls. It covers a range of measures to support victims of domestic violence, such as 12-month pilots of domestic protection orders and £28 million of funding until 2015 to support specialist services, including local domestic violence advisers, national helplines and work to prevent forced marriage.

If people are arrested or convicted for speeding, or if they are caught drink-driving, they are required to attend rehabilitation training courses. I support go orders, which are a good step forward, but should there not be huge investment and a commitment to ensuring that those who are removed from their homes are also required to attend anger management courses? That is what is needed to prevent further episodes of domestic violence.
