Commons ChamberI understand how important it is to support those nearing the end of their life, and I am taking the evaluation forward as a priority. We have made progress on all areas of the work announced by the previous Secretary of State on 11 July. As a next step, we will be holding a workshop event on 29 October to gather key stakeholder views.
The Scottish Government have already done this work. They have talked to the medical profession, the third sector and patients. My Bill to implement a system in England and Wales is ready to go. Why are we not pushing ahead? Is this not just delaying the terminally ill from being able to access terminal illness benefits?
I pay tribute to the hon. Lady, who has been a tireless campaigner in this area, building on her personal and professional experience. I have met with her on several occasions, including as part of this work. We want to get things right. We understand the importance of the issue, and we are doing internal research with clinicians and external research with claimants and stakeholders. We are also looking at international research, which will include what the Scottish Government are doing, and we will be concentrating on the process to ensure that it is improved. This is an important area.

The right hon. Gentleman knows the huge respect I have for him and the respect the Secretary of State has for him. I understand that she has already taken into consideration what he put to her at oral questions. We take it very seriously indeed.
Before I ask my question, may I remind the House that no one in the United Kingdom commits suicide? People take their own lives. The word “commit” relates to a crime. Suicide is not a crime in this country and has not been for some time.
When seeking information on the removal of the six-month time limit for terminal illness claimants, I asked for information about people who died while waiting for a decision relating to PIP. Between 2013 and 2018, 17,000 people died while waiting for a decision on their PIP assessment. I asked for the same figures in relation to universal credit, but was told that they were not available and could only be provided at disproportionate cost. How can the Minister say that he covers all deaths and takes them seriously when it is not possible to provide hon. Members with information on the deaths of people, many of whom have been found to be terminally ill, who have not been able to access universal credit?
I thank the hon. Lady for what she said on suicide. Language is important, and she was right to pull me and others across the House up for using that language. She raises a hugely important point. We are working closely with stakeholders in that regard, to see what more we can do, and I would be happy to meet her to explain in further detail the written answer that was given to the parliamentary question that she submitted.

Commons ChamberI am very happy to look at the individual case the hon. Lady raises, but, as she knows, under UC we have a taper that works: it incentivises people to take on extra hours because they get to keep more of the money that they earn.
Like the Secretary of State, I will miss the hon. Member for Truro and Falmouth (Sarah Newton); she was working with me on my Access to Welfare (Terminal Illness Definition) Bill—a critical Bill at a time when the Scottish Government are consulting on new standards for clinicians to decide when someone is terminally ill. Will the Secretary of State meet me to discuss the Bill and move it forward?
I am aware of the good work that my hon. Friend the Member for Truro and Falmouth was doing with the hon. Lady; I am aware of the campaign and how important it is, and I will be delighted to meet the hon. Lady to see how we can move it forward.

I am sure we have all heard what the Minister has said. Of course we welcome the fact that more people are getting into work, but many of the cases that we deal with in our constituencies are of people who are on universal credit not because they are out of work, but because they are in work and simply not earning enough to support their families. Many of the ways in which universal credit works do not support people who are in work, so people who have a fixed pay date but get paid early one month because the date falls on a weekend or a bank holiday find that they get two pay sessions in their universal credit assessment period and lose their universal credit altogether. Why is the Minister not addressing those concerns for people who are in work but not earning enough to be out of poverty?

Have we more to do? Of course we have. Am I happy? Do I think that this is an area in which we can reduce our financial commitment? Absolutely not. Do I think that the Conservatives can come up with a policy and not follow it through with funding? Absolutely not. I will continue to lobby, along with my colleagues, to ensure that, in his Budget, the Chancellor reinvests some of that money so that the policy works. Ultimately, however, this should be one of the defining principles of a modern, compassionate Conservative party. People out there in the country want welfare reform. They do not want to pay into a welfare system that does not encourage people to work, and, ultimately, they pay our wages. It is their politics, not ours. They want welfare reform, and we have a duty to deliver that.
Can we consider a different group: those with terminal illnesses such as motor neurone disease? At present, they are required to turn up at a jobcentre and speak to a job coach about universal credit and their work capability. Despite being terminally ill, they are still expected to talk about their work aspirations. Will the hon. Gentleman support my Bill to remove that?
Conservative Members deprecate the personal experiences of any individuals who have been at the wrong end of unacceptable circumstances, and I know that Ministers will work as hard as possible to ensure that people such as that are looked after. But let us get away from this whole idea that Conservative Members have no interest in improving the lives of the most vulnerable and that all that lies with the Opposition, because it is rubbish.

My hon. Friend is correct. That is what we are looking to do, and in the last couple of years we have helped 600,000 disabled people into work. We have given extra support through PIP, because that can be an in-work or an out-of-work benefit, and we are also helping through Access to Work. This is about enabling people so that they can live as full a life as possible in society. That is what this Conservative Government are about.
I chair two all-party parliamentary groups: on motor neurone disease and on Parkinson’s. Research conducted by the groups, in conjunction with the charities, on the transition from DLA to PIP has shown that 25% of people with motor neurone disease—a progressive, degenerative, life-ending condition—had a reduction when transitioning to PIP. It also showed that 25% of those with Parkinson’s lost some or all of their benefit, but that 70% of those people had it returned on appeal. How can the Secretary of State say that the system is working when this disaster is being faced by very ill people?
As I have said throughout, we look to get things right first time, but we have processes in place. If things are not right, there is a reconsideration process, and if that is not right, there is an appeal process. Cases are usually turned around because people bring in extra medical information, and more people are getting the higher rate than ever before. The hon. Lady is quite right, however, that we need to be able to give people the support that they need.

I will have to stop the hon. Lady. We cannot proceed until the mics are working properly. We have an engineer on the way. I am not sure what this will do in knocking the rest of the day off in Westminster Hall, but we have to wait for the engineer, because otherwise we cannot broadcast the sound.
We have a system that will allow us to record the debate, but we might not be able to broadcast. If the hon. Lady is happy, we may proceed.
Providing young people with the opportunity to get a good job has been a mission of this Government, and I am pleased that this debate is set against the backdrop of such positive figures. From July to September this year, we saw more than half of 16 to 24-year-olds in work and a further third in full-time education. Figures from the Office for National Statistics show that youth unemployment is at its lowest point since 2001, falling by 71,000 in the past year alone. We have experienced that in Chichester, with youth unemployment now less than one third of what it was in 2010.

Commons ChamberIt is a pleasure to take part in this debate, and it is always good to discuss universal credit in the House. As a member of the Work and Pensions Committee, I want to make a minor point before I go on to more substantive arguments. The first I knew about the Committee’s involvement in the motion was when I saw the Order Paper this morning while I was having my breakfast. I understand that we are all politicians here, and that the Opposition do not want to give anyone unfair notice, but it would be a simple courtesy to give members of any Select Committee some advance warning that their Committee is being involved in such a motion. I am not asking for much—notice could be given even an hour before the Order Paper is published. We were all here until 1 o’clock this morning, but there was plenty of time to send an email. That is just a general point for this sort of debate, which the Opposition are absolutely entitled to call.
I would like to put it on record that I am very happy with the Secretary of State’s response and pleased that these documents will be shared with the Work and Pensions Committee. I certainly take it on agreement that we will receive the documents in confidence—I understand that we will not publish them ourselves—which I think is quite right. That said, I think that my hon. Friend the Member for South Cambridgeshire (Heidi Allen) made a good point when she said that the analysis in the reports is now slightly out of date. Opposition Members who are hoping that it will cast brilliant sunlight on the workings of universal credit will be disappointed.
There is a broader point, which has been raised by a number of Opposition Members, about whether the documents should be published. There is a live freedom of information request, so people have requested the documents and the DWP has declined to give them. The Information Commissioner has said that they should be handed over and the DWP has appealed, as it is fully entitled to do. If that ruling is upheld, the documents will be published; if it is overturned, they will be kept out of the public eye. The House should abide by that well-respected and well-established process—it was established under a Labour Government—which is tried and tested. This debate is really about greater transparency. I believe that we should always call on policy makers to reach for greater transparency, and it is the job of this House to hold them to account. That goes for policy makers on both sides.
We saw a very big investment in universal credit in the Budget—£1.5 billion. The Select Committee was delighted by and welcomed the arrival of that money. As the Red Book shows, it has been raised by reducing opportunities for tax evasion and avoidance—money well raised; money well spent. The shadow Secretary of State has said twice in this House that she thinks that that additional £1.5 billion represents just £1 in every £10 that has been taken out, and she strongly implied that she would like to put the rest of that money back. By my calculation, that is £13.5 billion that she would like to put into universal credit. I am all for putting more money into universal credit, as my colleagues and friends know, but I always like to know where the money will come from.
The Labour party has set itself a fiscal credibility rule, which means that if it gets into government it intends to balance day-to-day expenditure and borrow only for investment in infrastructure, homes, railways, roads, renewable energy and new technology. Anyone remotely familiar with the DWP budget will know that the Secretary of State does not have £13.5 billion in a jar on his shelf. There is no slack to be found there, which means the money would need to be found elsewhere. Those familiar with the Red Book will know that £13.5 billion is not easily found elsewhere either.
If the Labour party were to stick to its own fiscal credibility rule, it would have to raise £11.5 billion. Its manifesto commits £2 billion to universal credit, which it says is accounted for—the Institute for Fiscal Studies has a different view—which means that £11.5 billion is unaccounted for. I will happily take an intervention from any Opposition Front Bencher who can tell me where that £11.5 billion will come from.
Perhaps the hon. Gentleman, being new to this House, does not appreciate that mistakes made in one Department can often have financial consequences in another. Let me tell him the story of a constituent of mine who went eight weeks with no income—

My constituent had eight weeks with no income and three months with no rent. She was back on anti-depressants after five years of recovery. The consequences might not have been grave for universal credit, but they were huge for the health services in Wales and the local housing authority, and my constituent’s health was destroyed. If we get things wrong in one Department, there are consequences for others.

Commons ChamberThat is most certainly the case, and the Government need to understand that. My wife herself has been working since that young age.
For some reason, the Government persist in pushing huge numbers of ’50s-born women into financial difficulty and distress. It is time for the Government to put their pride aside and do what is right.
I thank my hon. Friend for acknowledging the financial plight of many of these women. Women in my constituency have been forced to sell or remortgage their homes, and to spend the money they had set aside for retirement now so that they can exist, which will increase the poverty they experience in retirement. That has not been acknowledged at all by the Government.
Indeed it has not, and I am sure we will hear many such examples in the debate.
I have heard stories from numerous women affected by the changes of their desperation and fear—and it is fear—about how they will cope in poverty as they wait even longer for their state pension. Does the Minister understand how difficult it is for a woman in her 60s to retrain and gain employment? The job market and the skills needed in today’s workplace are very different from what they were 40 years ago.

My hon. Friend makes a good point. One could be drawn into a comparison of the records on employment of Governments of different sorts. I am proud of this Government’s record. We have an important role in supporting people in getting into work, staying in work and improving their position. I would prefer to spend the resources we have on doing that as efficiently and effectively as possible, and we would not be doing that if we were wasting £140 million a year on an estate that is no longer fit for purpose.
I appreciate that the DWP makes considerable savings from the closure of jobcentres, including the one in Pyle in my constituency, but it is passing on a huge cost to those who will have to fund out of their benefits the costs of travelling by bus to their new jobcentre. According to the Minister, it takes 39 minutes to get from Pyle to Porthcawl, but it is clear that he has never tried to make that journey on a bus. Will he undertake to ensure that no one travelling from Pyle to Porthcawl is sanctioned because of a bus service that is not regular?
Those who have been out of work for 13 weeks or more have access to a jobcentre discount card, which reduces their travel costs by half. A lot of people in their daily lives have to travel distances and be somewhere on time. We expect people to spend 35 hours a week searching for work, and that can include allowing good time to travel from home to a jobcentre. I think that is perfectly reasonable, but I repeat that if there are particular circumstances that result in someone missing an appointment, there is discretion regarding sanctions.
