Obviously, this benefit is not failing. That is why we are seeing extra support and why we are seeing record numbers of people in employment and record low unemployment. However, the hon. Lady is right to talk about the low IT skills that people have. Part of the universal support we are giving is to educate and to enable people because the IT skills they need to claim a benefit are the same IT skills they need to get a job and to get cheaper deals online. That is what we are providing. Again, if they are in debt, we are providing that personalised support. As we close some of the jobcentres, most important is the outreach work that we do. As we seek to help more people and some of the most difficult to help into work, we are doing outreach work through the flexible support fund.

The aim of the two-child limit is to strike the right balance between support for claimants and fairness to taxpayers who support themselves solely through work. The policy has been in effect only since April 2017 and statistics relating to its implementation will be published in due course.

The High Court recently found that the ordering restriction on the two-child limit for children in kinship care was unlawful. When are the Government going to introduce regulations to make sure that the law is in line with the Court judgment?

We welcome the High Court ruling, which showed that the policy is lawful. However, the hon. Lady is absolutely right: in terms of kinship carers, we are going to be making those changes. This will have to come about through regulations in Parliament and we will bring those forward shortly. I would point out that, as the Secretary of State made clear in her written statement, we will be making changes to include not just those in kinship arrangements, but children who are adopted and would otherwise be in local authority care.

I can confirm that. Since 2010, three quarters of the growth in employment has been in full-time roles, nearly 70% of employment has come from high-skilled work and, in the north-west, 227,000 more people are in work and unemployment has fallen by 141,000.

T2. People with progressive conditions are meant to be exempt from ESA reassessments, although my constituent Glenn, who has multiple sclerosis, has one coming up, but they will not be exempt from a PIP reassessment. Will the Minister commit to removing that cruel and unnecessary burden on people living with progressive conditions?

We have worked closely with a range of stakeholders, including the Multiple Sclerosis Society, to develop a series of severe conditions criteria, which mean that people will not be asked for face-to-face reassessments. Wherever possible, we will make decisions based on the paper-based evidence that is provided. We are also working carefully to ensure that those same criteria are applied to PIP assessments.

My hon. Friend makes an important point, with which I wholeheartedly agree. The number of cases being brought to appeal and the length of time taken highlight the unnecessary cost of taking the cases to a tribunal. It stands to reason that if a large percentage of appeals are accepted, the original decisions are fundamentally flawed.

Does my hon. Friend agree that for those with long-term conditions, such as muscular dystrophy, the right level of assessment is important to avoid the need for people to go to appeal, given that an understanding of the condition could avoid that appeal?

My hon. Friend highlights the current state of affairs and how necessary it is for the Government to take action.

I will conclude by briefly highlighting one of the many cases that has been brought to me. A client in my constituency—a gentleman who lives with his wife and three children in a housing association property—suffers with epilepsy, chronic obstructive pulmonary disease, anxiety, depression and heart problems. He was already in receipt of PIP and was awarded enhanced daily living and mobility at tribunal in February 2015; that award was backdated. He switched his enhanced mobility for a car through the Motability scheme.

My constituent was contacted about the renewal of his claim in April 2016, and the renewal was sent to him. The local citizens advice bureau assisted him with completing the form, and medical evidence went in. His condition had deteriorated, but he was awarded zero points for daily living and mobility. So he had to return his mobility car, which he relied on, and borrow money from a family member to purchase a car.

The mandatory reassessment was lodged, and my constituent was awarded nine points for daily living and eight points for mobility—on appeal, those were enhanced further. The case went to tribunal and the judge advised him to go back to the Motability scheme as soon as possible and get his car back, but in the meantime he had wasted money on purchasing one. Interestingly, no additional evidence was given at the appeal stage that the DWP had not had prior to the tribunal. That is just one of many cases, and I am sure that Members across the country have similar concerns. The situation is grave, as most Opposition Members and our constituents know.

The UN report specifically called on the Government to repeal the Social Security (Personal Independence Payment) (Amendment) Regulations 2017 and to ensure that eligibility criteria in assessments to access PIP, employment and support allowance and universal credit are in line with the human rights model of disability. Will the Minister commit to that today?

We are absolutely committed to disabled people. We are world leaders in disability rights. We were disappointed that the UN did not consider all the information that we provided, and we strongly rebut much of what it had to say. I am sure that the hon. Lady will join me in welcoming the excellent work on reviewing PIP that was published today by Paul Gray, which sets out a whole series of reforms showing that this Government are determined to ensure that we have a benefit system that really supports disabled people.

First, may I declare an interest as one of those 1950s-born women who are directly affected by changes to the state pension age? Unlike many—some are sitting in the Public Gallery—I am fortunate to be able to raise the issue in the Chamber. The fact is that many of these 1950s-born women have been hit not just once but twice by changes to the state pension age.

Those of us born in the 1950s were first hit by the equalisation of the state pension age to that of men, with transitional arrangements in place according to date of birth up to 2020. Sadly, the then Government did not see fit to tell the women affected about the change, so many remained unaware and looked forward to receiving their state pension at 60. As they approached 60, they were devastated to find the financial ground shifting beneath their feet. In 2011, the coalition Government sped up the changes, so the state pension age for women reached 65 by 2018, and would rise with an increase in the state pension age for men and women to 66 by April 2020. Many women were left completely unable to make up that financial gap, and that would have been the case even if they had been aware of the earlier changes, which many of them were not. It is ironic that measures that were designed to increase state pension equality should have such a discriminatory effect on women in particular. They have indeed had a discriminatory effect, as many 1950s-born women face real hardship.

Out of the thousands of women in my constituency, I wish to refer to two whose cases particularly struck me. Barbara, whose door I knocked on during the election campaign, had worked all her life; indeed, she was working until just before I knocked on her door. She had worked for British Home Stores, but following the collapse of that company, she found herself without a state pension and, in a classic double whammy, without a company pension at that stage. Then there was the woman who approached me, quite unsolicited, in Blaydon shopping centre who said, “We need to do something.” She said that she had retired early to look after her mum, thinking that she would get her state pension at 60, only to find, after her mum’s death, that she could not get her pension. She had to rely on benefits and family support, and that was after working most of her life.

These cases are not unique, so the issue will not go away. Many women still contact me to say that they have joined the WASPI campaign and registered cases for maladministration with the Department for Work and Pensions, leading to even more of a backlog with the independent complaints examiner who is considering this issue.

Where do we go from here? The Government must address the issue as a matter of urgency. I have no doubt that we will hear about the measures that the Government have put in place to help people into work or apprenticeships. That is absolutely fabulous for any woman who wants to work and is able to do so, but there are many women whose circumstances mean that they are not able to do so. They were not expecting these changes and they find themselves unable to work, having looked after parents or family. Frankly, in a competitive market, it is just not that easy for 1950s-born women to find work.

Does my hon. Friend agree that whatever measures the Government might have taken, those measures have not worked and nor have they dealt with the problem? The continuing sense of injustice is still there, which is why we are having this debate.

Yes, I most certainly do agree. I am asking the Government to meet the WASPI campaigners, explore solutions, look at transitional state pension arrangements, and make resolving this issue a priority for the 3.8 million women affected. This is a campaign powered by women with determination and courage, and I commend all who are determined that this cause will be addressed.

I am sorry, but we are on a time limit.

Claimants who need support can get advance payments of up to 100% of their estimated monthly entitlement, effectively removing the wait for first payments altogether and going further than anyone on either side of the House and many external commentators were asking for. The Budget changes show that this is a Government who are listening. This is a Government who accept concerns raised by Members on both sides of the House and who want to make changes to improve a system that is designed to improve many people’s lives.

Because of those Budget changes, we have also seen a reduction in the pace of the roll-out in Scotland. In my area, Moray Council will now not see the roll-out until June 2018, which will allow council staff and DWP staff to work to enact the positive changes that we saw in the Budget.

I am delighted that the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) has returned to the Chamber, as in both his interventions he addressed the impact of poor broadband on universal credit. The Secretary of State is correct that the problem of broadband is not for the Department for Work and Pensions. It is actually a problem for the Scottish Government, who are failing in the broadband roll-out. [Interruption.] SNP Members do not like it. They are shouting across the Chamber because they are failing to deliver broadband in Scotland, which is why this Conservative Government are correct to bypass the Scottish Government in the next roll-out to ensure that we can have effective broadband across Scotland, addressing the concerns so ably raised by the hon. Member for Caithness, Sutherland and Easter Ross.

This Conservative Government are introducing transformational change. This is a system that had to be corrected because of the failures of the Labour party and of a system that did not help people into work— indeed, the system kept people out of work. With such major transformational changes, there will have to be improvements along the way. I am pleased that this Conservative Government have listened and have reacted to concerns but are continuing with a system of universal credit that wants to help people back into work, rather than ensuring that people cannot get into work and stay out of work. By doing that, we not only improve the lives of individuals who get back into work but we improve life for our communities, which we should all support.

I am sorry. I am going to make a little more progress.

Quite rightly, Conservative Members—I have been one of them—have made criticisms of universal credit. I have written to Ministers, as have many other colleagues, and issues have been raised on all Benches throughout the debate.

The criticisms that have been raised include concerns about the seven-day waiting time, advances and paying landlords. Well, the seven-day waiting time is being removed. On the concerns about paying landlords, we have the offer to pay them directly, and we have the landlord portal to make sure they have the right information. On the concerns about advances, we know that those can be settled within five days or even on the same day. On those issues, therefore, I would ask Members to make sure we are giving the right information to our constituents so that they can access the advance they are entitled to and no one faces any hardship over Christmas.

The Opposition also say that universal credit and some of the hardship I have seen first hand are down to some sort of ideological Tory austerity. Yet, the changes that have been pushed forward mean that there has been an extra £65 billion in spending on welfare, which is the cost of all these changes since 2010. So if we are trying to do these things just to save money, we have done a pretty poor job.

Changes have been made to universal credit; it has been improved. There has been a nine-year roll-out. I still have concerns about universal credit.

Does the hon. Gentleman accept that, for people in my constituency, which started the universal credit roll-out on 1 November, these changes will have no impact, and people will face the same problems that all of us have acknowledged in our previous discussions? It would be great if the Government could make some progress to ensure that those people in my constituency have a better Christmas than they are expecting.

I thank the hon. Lady for her intervention. Some of the changes that were previously announced by the Government—especially on advances, guidance and making sure people get payments within five days—will benefit her constituents. The measures put forward in the Budget will obviously come in the new year, but the advances the Government previously announced are in place, and people can benefit from them now. I hope she will help with offering them.

As I was saying, I still have concerns, especially about those who are already in debt who transfer on to universal credit. I would ask my right hon. Friend the Secretary of State to look in more detail at what can be done with some of the budget financing schemes and about the knowledge and availability of them for constituents who are in debt. There are also those people who are on variable incomes and those who are self-employed. Also, in terms of single household payments, we need to make sure no one is disadvantaged by their sex, relationship or circumstances.

One issue I hope to work with SNP colleagues on is the split payment system in Scotland, where we have the devolved Administration. Evidence suggests that that system is not as beneficial as we originally thought. Hopefully, we can work together to improve that. [Interruption.] Vis-à-vis the northern Irish scheme, it is more disadvantageous.

I hope the Government will remain focused in delivering this reform, will continue to improve the system and will show the flexibility to fix cases where mistakes have been made. We can work together constructively to boost employment by the 250,000 we expect and to make sure we help the 1.5 million who were previously trapped in poverty and benefits.

I was going to talk about the real problems experienced in my constituency—initially with the live service, the comparatively straightforward bit. I was going to talk about the huge amount of help needed by people applying for universal credit. I was going to talk about the delays in payments, and the practical problems that that causes, and about the arrears that people on universal credit are experiencing: an average of £625, as against the general average of £121. I was going to talk about the evidence that private landlords are beginning to refuse tenancies to people on universal credit and about the fear that some children could go without free school meals while their parents wait for their claims to be assessed, which is a problem that we really need to look at.

But the House has heard about all that from everyone else, so instead I am going to talk about Gateshead Foodbank, which covers my constituency and that of my hon. Friend the Member for Gateshead (Ian Mearns). In 2016 it issued 4,861 food parcels to keep families going, largely owing to the roll-out of live universal credit—and that is before we see full service.

This is about people. It is about families and children who are building up debt and going without, choosing between heat and food and making other difficult choices, and experiencing all the frustration of dealing with the new system. I ask the Government to think again about pausing. We have talked about “test, learn and rectify”; let us do that.

I agree completely, and I will address the issues that the hon. Lady and other Members have raised during this debate.

Members have spoken about services and about strengthening rights and supporting disabled people to reach their full potential, whether through employment or by other means, and play their full part in society. The decision to leave the EU does not change those priorities. Government officials are comprehensively considering the impact of the transition on disabled people.

Many disability activists—including Muscular Dystrophy UK’s Trailblazers, a group of young disabled campaigners tackling social equality issues affecting young disabled people, such as access to transport, higher education, employment and social and leisure opportunities—are concerned about the potential impact of leaving the EU on their human rights and ability to live independently. They want to know whether the Minister will guarantee whether all rights for disabled people contained in EU directives will be incorporated into the repeal Bill.

Yes, certainly. I will come to the detail in a moment, but absolutely. The repeal Bill, contrary to what its name might suggest, is about transferring those rights into UK law.

As we have a little time, let me give an example of the direction that we want to take. A muscular dystrophy trailblazer—in fact, the muscular dystrophy trailblazer of the year, a fantastic young woman called Lauren who is a fashion student—inspired some changes that we have made recently to the Motability scheme. She got a fantastic work opportunity overseas that she felt she could not take because of the admin that she would have to do on returning to secure her Motability car. We have changed the rules for that scheme to enable anyone who has an opportunity to live overseas for a long period—a sabbatical, a work experience opportunity, romance or whatever—to do so without being prevented by our admin. We listen to disability organisations extremely carefully. As young people like her seize greater opportunities through more global trade and business relationships, we should ensure that admin in our Departments keeps pace with them rather than being an obstacle.

My Department, the Office for Disability Issues and other Departments are supporting DExEU in its aims. As negotiations about our future relationship with the EU progress, the Government will ensure that any impact on disabled people is taken into account. As part of its work to uphold rights and equalities, DExEU’s stakeholder engagement team is working with civil society groups and disability organisations and their members to consider the broad range of those issues in detail. DExEU officials have already met a number of organisations, including Mencap and the Voluntary Organisations Disability Group, and some of their membership.

Officials are also developing plans for further engagement across the sector, including meetings with the Disability Charities Consortium, with which DExEU is currently liaising to ensure that officials and Ministers are hearing the sector’s concerns. There will also be direct engagement with other groups run by and representing disabled people. DExEU Ministers are keen to hear from any disabled people or disability groups who want to draw their attention to any aspect of the matter.
