Commons ChamberThe improved processes and the increased number of Home Office officials working on this issue mean that not only the legacy cases but the current ones will be dealt with more quickly, which will reduce the need for asylum accommodation of all types. I cannot comment on individual cases because the circumstances are different in each one, but the hon. Lady should rest assured that the lessons we have learned about the increased speed of processing will benefit those who are already in the system. Of course, we are also determined to drive down the number of people who come here in the first place, reducing the pressure on our asylum processing system in doing so.
The shambolic incompetence of this Government across every aspect of its disgraceful mismanagement of our country’s asylum system knows no bounds, but today I will highlight a particularly egregious example. We already knew that the number of removals of asylum seekers whose claims had been rejected had collapsed by 50% since Labour left office in 2010, but over the weekend it emerged that the Home Office had lost contact with an astonishing 85% of the 5,000 people who have been identified for removal to Rwanda. Where on earth are those 4,250 asylum seekers who have gone missing?
Will the Home Secretary drop all the smoke and mirrors and acknowledge that the Rwanda plan is just an extortionately expensive and unworkable distraction? When will he adopt Labour’s plan to recruit 1,000 additional immigration enforcement officers to a new returns unit, so that we can have a system that is based on common sense—
No, it is not “thank you”. I have to get a lot of people in and this is totally unfair. The question was very, very long, and I was coughing to get the hon. Gentleman to stop, not to continue. That is the signal we need to understand. If the hon. Gentleman does not want a particular Back Bencher to get in, I ask him please to point them out, because this is giving me that problem.
The mask has slipped. The Labour party has said that even if the Rwanda scheme were to be successful, it would not keep it. That shows what Labour Members really think about this. They have no plan, they have no commitment, and they have even said that if something was working they would scrap it. [Interruption.]
The Government’s position is clear: the changes that we are introducing are the right thing. The numbers of dependents we are seeing coming is disproportionate. There will be an opportunity, through the review of the composition of the immigration salary list in the second phase, and through the call for evidence, for exactly those debates to be had and for those views to be made known.
The Home Office’s knee-jerk policy to raise the threshold and its sudden partial reverse ferret to bring it slightly back down again caused a huge amount of distress to people up and down these islands who now do not know what the future holds for them and their families. What equality impact assessment has been carried out on the policy which, as well as affecting Scotland, will disproportionately affect women?
As I have said, the key principle behind the Bill is to help us to bring to an end the egregious crossings of the channel organised by evil criminal gangs. It will help us to ensure that there is greater control of our borders and that there are not these in-flows into the system, which have undoubtedly had the consequence of our needing to respond to that challenge through the opening of hotels. That is precisely what we are trying to put a stop to.
Last week, The Times reported that there are 10,000 hotel beds going unused, at a cost of £1.5 million a day—that is in addition to the 3,500 buffer of empty beds held as a contingency in case of Manston being overwhelmed. Are those figures actually correct?
As I said, decisions on how a police force balances its important back-office roles and frontline policing roles are rightly decisions for the chief constable. We have given additional resource, and we have delivered on our commitment to have more police officers. Of course we are looking at police funding formulas to ensure that they remain well resourced, but there are more than 20,000—in fact, 20,947—additional police officers in England and Wales. That will ensure that there are more police on the frontline.
I am always happy to meet my hon. Friend to discuss these issues. As I say, Bedfordshire Police will receive an extra £10.2 million next year—an increase of about 6.5%—which I am sure will be welcome up and down the county, but I am of course happy to meet my hon. Friend whenever he would like.
Police forces are not being listened to when they raise serious concerns about the funding formula and how it limits their ability to tackle town centre crime. The British Retail Consortium reports that more than 850 acts of violence or abuse against shop workers happen every single day. Everyone has a right to feel safe at work, so when will the Home Secretary accept that retail crime is out of control and accept Labour’s plan to introduce a new law to protect retail workers from violence and actually stand up for shop workers?
Theft offences are down by 47% since 2010, of course—those are the crime survey figures—but we have recently launched a retail crime action plan, where police are committing to prioritising attendance at incidents of retail crime and always following reasonable lines of inquiry in relation to shoplifting, assaults against shop workers and other forms of offending. In addition, we legislated in the Police, Crime, Sentencing and Courts Act 2022—
I am very pleased that my hon. Friend’s local community is feeling the positive impact of the decisions we have made. Since coming into Government, we have seen serious violence reduced by 26%, and neighbourhood crime down by 27% since the start of this Parliament. We have seen a 36% reduction in domestic burglary, an 18% reduction in vehicle-related theft and a 61% decrease in robbery. We have reduced homicide by 15%, have taken action on drugs and are committed to—

On Friday I visited five Co-op stores and every one of them had daily experience of theft, with one losing £35,000-worth of goods over six months and staff experiencing assaults. In light of Labour’s pledge to introduce 13,000 more community police and a law on retail crime, what is the Secretary of State really doing? Clearly his plan is not working.
What I can tell the hon. Lady is that under the safer streets fund, £3.9 million has been allocated to Merseyside, including for a project in St Helens town centre. Let me remind her very gently of what that is funding. It has gone towards lighting, signage and improvement to taxi ranks, and one of the most radical measures of all is that it provides women with a free taxi service home, where the safer streets fund will reimburse the taxi driver the money they would otherwise have received, so that a woman does not have to find herself standing at a windy bus stop or walking home.
We welcome the safer streets fund, which will go some way to supporting the night-time economy that has been badly hit over 14 years. The Government’s efforts to tackle spiking have been completely undermined by the Home Secretary. Spiking is a serious and devastating offence. Why did the Home Secretary think it was appropriate to joke about spiking his own wife, and can he confirm exactly how many drops of Rohypnol he considers to be illegal?
My hon. Friend will have seen recently a pretty extraordinary report on allegations about extremism and the failure to train properly, and what is going on in universities around the United Kingdom. In one recent problematic case, it was said that it is very hard to define what a terrorist is. We know what a terrorist is, the law knows what a terrorist is and this Government know what a terrorist is, and that is exactly why we have just proscribed Hizb ut-Tahrir.
We welcome the proscription of Hizb ut-Tahrir.
Five more lives were tragically lost in the channel this weekend. As criminal gangs profit from those dangerous boat crossings, it shows how vital it is to stop them, but we need the Home Office to have a grip. The Home Secretary gave no answer earlier on the 4,000 people he has lost from the Rwanda list. Can he tell us if he has also lost the 35,000 people he has removed from the asylum backlog? How many of them are still in the country?

Last week, the Home Secretary produced a report on safe and legal routes to comply with section 61 of the Illegal Migration Act 2023 and the amendment I tabled last year. It is very long and generous on the existing legal routes, but can he tell me how my 16-year-old orphan from an east African country with links to the UK, who is a genuine asylum seeker, will be helped to come legally and safely to the UK by what the Government have published so far?

This is how we will overcome the intolerable pressure on taxpayers, public services and local communities that illegal immigration creates. That is how we will ensure that the system is fair: fair to those who play by the rules and fair to the British people, who are rightly sick of people arriving here from France in small boats—from France, a safe and wonderful country. Rwanda stands ready to welcome those new arrivals. It stands ready to work with us to find a solution on this global issue, rather than being part of a problem, and for that, I believe, it should have our thanks and admiration. This is an innovative and humane solution to a growing global problem. Other countries are looking at what we are doing and making similar plans of their own. A new treaty and this Bill make it clear in law that Rwanda is a safe country to which to relocate illegal migrants.
I want to extend an offer to the whole House. Colleagues across this House must know how much this matters to our constituents. Our voters, no matter which party they vote for, are warm and welcoming people to those in genuine need. We have seen that in the way in which people across this country have opened their homes to many of the half a million people who have come here via safe and legal routes in the past decade. But the British people rightly expect everyone to play by the rules, and they expect us in this House to do what it takes to stop the boats. That is what voting for this legislation means. Our voters are horrified when they see images of people drowning in the channel. They are horrified when they see people smugglers taking advantage of people. They want an end to illegal migration. This Government have a plan that will provide an alternative home for illegal arrivals to the UK and deter others from coming here illegally. I commend the Bill to the House.

I listened to the right hon. Lady for five minutes or so and detected absolutely no trace of a plan from her—
Order. I am worried, because I can only allow two minutes. Please do not go telling everybody that I have allowed five minutes. Honestly, it was only two minutes.
I will keep that as a secret, Mr Speaker.
The only policy that the right hon. Lady articulated is something that is barely used and would have a de minimis effect on net migration, but that should come as no surprise to any of us. She has spent her entire political career campaigning for uncontrolled migration. She has campaigned for freedom of movement—she backed a Leader of the Opposition who campaigned for freedom of movement. She has always supported and lobbied and campaigned for unfettered access to the United Kingdom. She said that there is chaos on the Government side of the House, but all we heard from her was rhetoric and posturing. It would be laughable if it were not so serious.
Every single Conservative Member of Parliament campaigned on a manifesto commitment to bring down net migration. I did not see that in the Labour party’s manifesto at the last election. Although she may be doing what she is because she is reading the polls or wants to posture, we are doing it out of deep political conviction. We believe that the number of people coming into this country is too high, that it places unbearable pressure on our public services and on housing, and that it is making it impossible to integrate people into this country and harming community cohesion and national unity. It is also a moral failure, because it is leaving people on welfare and enabling companies all too often to reach for the easy lever of foreign labour. For all those reasons, we are determined to tackle this issue. We understand the concerns of the British public, and I am here to say that we share them and will bring forward a serious package of fundamental reforms to address the issue once and for all.
I support my hon. Friend in his lobbying and campaigning for the Government to take this issue seriously. He speaks for millions of people across the country who see the levels of net migration as far too high. Of course, it is right that we want the UK to be a country that is open to the very best and the brightest, and that is why we have taken action in creating visa routes such as the global talent one that the Prime Minister was promoting at the investment summit this week, but we must reduce net migration. That means taking difficult choices and making a tangible difference in the months ahead. The public are sick of talk. They want action, and they want us to bring forward a clear plan.
I wish to take a different approach from the Westminster parties to the migration statistics. On behalf of the SNP, I thank those people who have come to make their home here and to contribute to our universities, public services and health and care sector, and who have made our society and our economy all the richer for their presence. Have the Government thought this through? Who will carry out the vital tasks of those who have come to our shores if they pull up the drawbridge and send people away? The CBI has said that two thirds of UK businesses have been hit by labour shortages in the last year. Pressures on services are helped, not hindered, by those people coming here. Those pressures on services are a result of more than 10 years of austerity from the Conservatives. Under-investment in those services is the fault not of immigrants but of this Government.
Interestingly, those who have come on small boats represent only 3% of the total, which is the flimsy basis on which the Minister and his colleagues want to disapply human rights laws, pull us out of the European convention on human rights and renege on our international commitments. It is clear that Scotland has different needs and attitudes towards migration. According to Migration Policy Scotland, six in 10 Scots say that immigration has a positive impact. In Scotland we need to deal with the challenges and the pressures of emigration over many decades. Can we finally have an immigration policy that meets Scotland’s needs? If the Government will not devolve that, Scotland will need independence more urgently than ever before.

Commons ChamberWith permission, Mr Speaker, I would like to make a statement on the Government’s plan for ending illegal immigration.
The Supreme Court has today upheld the judgment of the Court of Appeal, meaning that we cannot yet lawfully remove people to Rwanda. The important thing to note is that today’s judgment was made on the basis of facts from 15 months ago. The Government, of course, fully respect the Supreme Court, but its judgment does not weaken our resolve to deter people from making these illegal, dangerous and unnecessary journeys.
This is a lengthy judgment that we now need to digest and reflect upon. We take our obligations to the courts very seriously, which is why we have already taken action to address a number of points raised by the lower courts. It is only through breaking the business model of illegal people traffickers that we can fully take control of our borders and save lives at sea. This is why the Prime Minister backed our deal with Rwanda, passed legislation to deliver it and said, last December, that other countries would follow our lead. We have now seen that other countries are, indeed, also exploring third-country models to address illegal immigration, including Austria, Germany and Denmark. Italy’s deal with Albania is a new and innovative model for processing asylum claims.
Nothing in today’s Supreme Court judgment dims our commitment. The Supreme Court said there are issues with Rwanda’s asylum system that could create the possibility of someone being returned to a country where they could face persecution. I am struck by the Court’s remarks about the risk of refoulement:
“The structural changes and capacity-building needed to eliminate that risk may be delivered in the future, but they were not shown to be in place at the time when the lawfulness of the policy had to be considered in these proceedings.”
The judgment was making reference to the earlier proceedings.
We have a plan to provide exactly that certainty. We anticipated this judgment as a possible result and, for the last few months, have been working on a plan to provide the certainty that the Court demands. We have been working with Rwanda to build capacity and to amend our agreement to make it clear that those sent there cannot be sent to any country other than the UK. Our intention is to upgrade our agreement to a treaty as soon as possible, which will make it absolutely clear to our courts and to Strasbourg that the risks laid out by the Court today have been responded to, will be consistent with international law and will ensure that Parliament is able to scrutinise it.
The Prime Minister has said that, if our domestic legal framework frustrates our plans, he is prepared to change our laws, but we are not going to put forward proposals simply to manufacture an unnecessary row for political gain. We have a plan to deliver the Rwanda deal—[Interruption.] Opposition Members are not listening, but they might want to listen to this. We have a plan to deliver the Rwanda deal and we will do whatever it takes to stop the boats.
Illegal immigration is a huge global challenge, and that challenge is growing. It was a topic that I regularly raised with countries across Europe and around the wider world in my former role as Foreign Secretary. Across Europe, monthly illegal migrant numbers are trending upwards, with an exception: our numbers are falling. Illegal immigration is dangerous, it undermines the laws of our country, and it is unfair on those who come here legally and on the British people who play by the rules. It must and it will stop.
This a wonderful country. I recognise that because I have just had the chance to see it as others see it from overseas. Inevitably, people aspire to come here. But more people coming here illegally is not fair on those struggling to get GP appointments, housing or access to schools, or on those people living near to asylum hotels. The impacts are felt by some of the poorest in our society and we have a duty to address their concerns. While the Conservative Government have taken action to protect our country, the Labour party has voted time and again—more than 80 times—not to protect our borders.
Rwanda is ready and willing to help. The United Nations High Commissioner for Refugees operates its own refugee scheme in Rwanda. Rwanda is ready to receive thousands of people, process their claims, give them excellent care and then support them to integrate in Rwanda; this is an African country full of potential and promise. We have a future-focused, mutually beneficial partnership with it, and we have a plan to deliver it.
The Rwanda plan has only ever been one tool in our toolbox. We have a plan to drive down numbers and our plan is working. Before the Prime Minister launched his 10-point plan last December, the number of people entering the UK illegally in small boats had more than quadrupled, but while illegal migration in the rest of Europe continues to rise, crossings to the UK are now down by a third.
We are tackling illegal immigration at every stage of the journey of a would-be illegal migrant, and our plan is working. Last year, the Prime Minister signed the largest ever small boats deal with France. We have expanded our joint intelligence cell to deepen intelligence sharing and dismantle the criminal gangs. Cutting-edge surveillance technology is in play, and we have beefed up security infrastructure, such as more CCTV, at key border crossing points along the channel. We have ensured that more French officials and officers patrol French beaches, and they are working closely with UK staff. So far in 2023, nearly 22,000 crossing attempts have been prevented because of the close co-ordination between British and French officials. That means less money that the British taxpayers have to spend on hotels, less profit for the criminal gangs and fewer people to process. It sends a clear message to the gangs and to those who want to cross that we will stop them.
As Foreign Secretary, I worked closely with my right hon. Friend the Immigration Minister to agree a new deal with Albania, with better data sharing, closer operational working and financial support. In response to the work that he and I did, the number of Albanian small boat arrivals has fallen by 90%—I repeat that figure of 90%—so far during 2023, and we have returned more than 4,600 people in just 10 months. We want to ensure that it is harder to get into one of those boats in the first place, including by reducing the supply of boats.
We are targeting the movement of those goods, such as dinghies and engines that are used to facilitate the crossings, in order to undermine a key component of the smugglers’ business model.
Those who do make it through will not be able to stay. We have expedited returns arrangements with countries including France, Albania, Turkey and Italy. We have increased the number of illegal working raids by almost 70%. We have cut the asylum legacy backlog by more than 59,000 cases. We have freed up hundreds of hotel beds with the use of alternative sites. We have announced the closure of the first 50 asylum hotels and we have passed the Illegal Migration Act 2023, the most ambitious immigration legislation in decades, which makes clear that the only route to asylum in the UK is via one of the safe and legal routes we have put in place. Anyone who comes to the UK illegally will not be able to stay. They will be removed either to their home country, if it is safe, or to a safe third country, if it is not.
Mr Speaker, I can assure you that our commitment to ending illegal immigration is unwavering. We are a positive outlier in Europe. Our efforts are working. Small boat crossings are down. Our decision making is faster. We are removing those with no right to be here, and taking action against those who are working illegally.
We have done deals with multiple countries and will continue to do so. Arrivals down, decisions faster, returns up—we are getting on with the job and will do whatever it takes to deliver on our commitment to stop the boats. I commend this statement to the House.
One of the dangers of writing a critique of Government policy before reading the facts laid out in a statement is that the statement makes the critique obsolete. The right hon. Lady talks about hotel usage, which I remind the House is coming down. She talks about small boat arrivals in the UK, which I remind the House are coming down. She talks about forming closer working relationships with our European partners, which I remind the House we are already doing.
In response to the right hon. Lady’s various questions, I have written here, “Does Labour have a plan?” [Interruption.] If those on the Labour Benches could curb their enthusiasm and listen to what I was about to say next, they would hear that I was going to concede that it is clear that they do have a plan. Their plan—their great idea—is to do what the Government are already doing, which is bucking the European trend. When other countries are seeing 30%, 40%, 50%, 60%, 70% or 100% increases in their illegal arrivals, we are seeing a reduction of one third in ours, bucking the trend.
We have always said that Rwanda, and the deterrent effect of the Rwanda plan, is an important tool in our toolbox; we have never claimed that it was the only one. We have always pursued a range of options—when I say “we”, I mean my right hon. Friend the Immigration Minister, with me watching him from King Charles Street, although the collective “we” is appropriate here—and, as I set out in my statement, those activities are having an effect.
My final point is that the mask has slipped. The glee that I detect from those on the Opposition Benches for this temporary setback on the delivery of our plan displays what we on the Government Benches know to be true: they do not want migration control to work. They do not want to take control of our borders; they would rather delegate it to anybody else—[Interruption.]
Order. I want to hear the Home Secretary. I do not need those on the Front Bench—[Interruption.] You may pull faces, but the bottom line is that I want some quiet to hear what is being said. Our constituents at home want to hear that as well, but when you are chuntering so loudly, they cannot do so.
I pay tribute to my right hon. Friend and predecessor. She was a fantastic and long-serving Home Secretary, and I intend to compete with her on both of those metrics. She makes an incredibly important point. We looked closely at the judgment and found that it draws our attention to work that we can do, working with our partners in Rwanda, to address the Supreme Court’s concerns about people being returned to unsafe countries. That is where we will address our focus, because that will be the pathway to ensuring that Rwanda remains a key element of our basket of responses to illegal migration.
We on the SNP Benches were very glad to see the unanimous decision of the Supreme Court today. It really is quite ridiculous for the new Home Secretary to come to the House today to tell us that his predecessor’s dream will never die. It has gone. Give it up! Do something else instead! Before the extremists on his own Benches start to blame the ECHR, the Supreme Court judge, Lord Reed, was very clear that this is not just about the ECHR, but about the refugee convention, the UN convention against torture and other cruel, inhuman or degrading treatment or punishment, and the international covenant on civil and political rights as well as our own domestic legislation.
The Supreme Court made it clear that Rwanda is not a safe country. At the heart of the judgment today is the principle of non-refoulement, which means that people must not be sent back into harm’s way. The United Nations High Commissioner for Refugees provided compelling evidence of Rwanda doing so, even after it signed the memorandum of understanding with the UK, as well as in its earlier deal with Israel. The UNHCR pointed out that it had rejected claims from countries such as Syria, Yemen and Afghanistan. It is absolutely ludicrous that those claims could be rejected. It also pointed to the lack of integrity in Rwanda’s own systems. It is a serious problem and one that the Home Secretary claims today that he wants to fix, but he should focus his intentions instead on fixing the multiple failings of his own Department.
What now for the Illegal Migration Act 2023 and for the people who will now be left in immigration limbo without any recourse to claiming asylum? This incompetent Tory Government cannot yeet them back to Rwanda and they will not process their claims, so what will happen to that group of people? The solution lies not in puncturing the market in rubber dinghies, but in creating functioning safe and legal routes. In the first half of the year, the largest group in small boats were Afghans. That is proof positive that the schemes that the Government claim exist are just not working.
Many people make these dangerous journeys because they have no other option. That remains the reality whoever the Home Secretary is, so I ask the right hon. Gentleman when he will stop wasting public money chasing fantasies. At least £1.4 million has been spent just on the legal challenges, never mind the rest of this incompetent scheme. When will he create a system that treats the most vulnerable in the world with the dignity and respect that they are due to rebuild their lives here in the UK?
The Immigration Minister has not even given Glasgow’s MPs the meeting that he promised to discuss the people that the Government are about to make homeless through their bulk processing. If the Home Secretary will not take seriously his responsibilities on immigration and on refugees, will he at least allow Scotland to have the right to do so, because we want to welcome people to our world?

I thank my right hon. and learned Friend for his question. His knowledge of the law in this area, as in all areas, is immaculate. The commissioner does have powers under—I think—section I3 of the Public Order Act 1986 to ban marches in certain circumstances. As my right hon. and learned Friend says, it was last used about 11 years ago, so it is quite a rarely used power. It applies when the police think that they are unable to deal with disorder that may break out. That is quite a high threshold. The Metropolitan police have so far not made a request to the Home Secretary under that section, but, if they do so, it will be considered very carefully indeed.
As my right hon. and learned Friend said, the police have a wide range of powers that they have been exercising under anti-terrorism legislation. That legislation makes it an offence to glorify, promote and incite association with proscribed organisations, which of course includes Hamas. Section 18—I think—of the Public Order Act makes it an offence to use threats to incite racial hatred. There is a wide range of offences and they are being used. So far during these protests, 188 people have been arrested for hate crimes in relation to glorifying Hamas, inciting violence, and apparently praising the appalling terrorist atrocities that were committed, and we expect that wide-range of powers to continue to be used.
Let me make it clear that the evils of antisemitism and Islamophobia should be condemned wherever we find them.
More than 2.5 million Muslims fought for the British Empire in world war two to assert freedom, liberty and an end to fascism in Europe, using war to end all wars and promote peace through armistice. The protest for peace is far from the Cenotaph and starts later that day. The grandson of Winston Churchill, Nicholas Soames, has defended the right of people to march. Does the Minister agree with him? Does he empathise with the contributions of Muslims for peace, then and now?
Armistice Day has turned into Armistice Weekend, and a lot of discussion is focused on the Palestinian ceasefire march, when the police are more concerned about counter-protests from the far right, such as the English Defence League, and football hooligans, such as Football Lads Alliance. Will the Government also be looking to cancel the 10 premier league games scheduled this weekend, or the Lord Mayor’s parade that overlaps the two-minute silence?
Finally, the former Met assistant commissioner said this morning that this is
“the end of operational independence in policing”
after the Government sought to pressure and exert control to ban Saturday’s peace march, saying that they are on the verge of behaving unconstitutionally. Does that not mean that the Home Secretary is unfit for office and should be sacked?
My right hon. Friend is a tireless campaigner for the Jewish community in Barnet and beyond. We of course expect the police to protect the Jewish community across London and across the whole country at a time when they feel deeply uneasy. In fact, describing the sentiment that the Jewish community are feeling as unease understates it; as I said earlier, I have received messages this morning from members of the Jewish community expressing fear about this weekend, and I will raise those fears with senior police officers later today to ensure that the Met are aware of them, and are policing that appropriately. There is no excuse for harassment. There is no excuse for inciting racial hatred. That has no place in a civilised country such as this one, and we will not let it happen.
The Home Affairs Committee has spent many months scrutinising policing for a report that is due to be published tomorrow. That scrutiny has included the principles of policing by consent and the operational independence of the police, free from political interference, in upholding the rule of law, as set down by Parliament on protests and other matters. Alongside that, the Committee has been briefed on the policing of protests and will be looking to do more shortly. However, given the comments from the Home Secretary, the principles of operational independence of policing dating back to 1285, and the policing protocol, which the Home Secretary agreed in June this year, can the Minister confirm that if there is to be any discussion of these long-standing policy principles of policing, Parliament is the place to do it, possibly including the use of a royal commission? We should certainly not have these matters debated on the front page of newspapers at a time that is very challenging for communities in this nation.
I am slightly concerned that the hon. Gentleman said that there are only two Conservative Members in the House, when it is clear there are a great deal more than that—[Interruption.] Given his—

I agree that hatred has no place on our streets and I have said that repeatedly, but this is an unfolding event. The hon. Gentleman talked about what happens after the event, but these protests have been going on for four weeks now. The Home Secretary was not commenting entirely before the events; she was also commenting after events that have been unfolding over the last four weeks, which have included 188 arrests and a number of communities, both Muslim and Jewish, but particularly the Jewish community, feeling very uneasy. It is reasonable for the Home Secretary to try to ensure that communities feel safe and protected, and that is what she was trying to do.

Commons ChamberI have had several discussions with my right hon. Friend about the proposed asylum accommodation at Scampton. I thank him for his very energetic campaigning on behalf of his constituents. I very much appreciate the challenges that this nationwide mission poses for us all. I do not agree with his assessment; we have assessed the proposal at Scampton to be value for money. Ultimately, it is not right that we continue to house tens of thousands of migrants in hotels, in towns and cities across the country, costing the taxpayer £6 million a day. That is why our work to roll out large sites is moving swiftly, and we propose to move asylum seekers on to them as soon as possible.
It has been more than a month since all 39 asylum seekers were hauled off the 500-capacity Bibby Stockholm because of the detection of legionella, but the Home Secretary is yet to give a date for when the barge will actually be ready for use. We still do not know why she chose not to wait for the legionella results before ploughing ahead, and why her Minister was so slow to act once the results came in. We are still yet to hear a denial from the Home Secretary that it is one of the most lethal strains of the bacteria, as reported in the media. Today, will she set out her responses to those questions and confirm the exact cost of the barge? Half a million pounds per month to house zero asylum seekers on this floating symbol of failure feels utterly extortionate. Why is it that the only boat this Government have managed to stop is their own?
I am somewhat surprised by the hon. Gentleman’s change of tune: he is on the record in the media as supporting our use of the barge, so a change of heart is welcome. We have assessed the barge—it has been under constant scrutiny—and we will be re-embarking people on to that barge as soon as is practical and possible. What is clear is that the hon. Gentleman simply has no answers for how to solve the broader problem. The truth is that Labour’s policy has not survived contact with reality: it has been denounced by the EU, its shadow Ministers are making it up as they go along, and the leader has had to backtrack—and it has not even been a week. Only the Conservative party has a plan that is based on reality, deterrence and delivery, and it will stop the boats.
OpenDemocracy recently revealed the extent of self-harm and suicide in immigration removal centres—in particular, Harmondsworth and Colnbrook, where 24 self-harm incidents occurred in March, which is more than over the three previous months combined. Emma Ginn, director of Medical Justice, has said:
“We are not confident that the Home Office considers the value of the lives of those in its care in detention as fully human.”
What is the Home Secretary doing to ensure that those in Home Office immigration removal centres do not face such desperate circumstances that they seek to take their own lives?
First, it is important to make it clear that the UK Government’s position on drug consumption rooms in England and Wales is that we do not support them. We are concerned that they condone or even encourage illegal drug use. I want to put that on the record straightaway. Of course, we respect the independence of the Lord Advocate as Scotland’s prosecutorial authority. Providing that that power is exercised lawfully, of course we are not going to stand in the way of it, as my right hon. Friend the Scottish Secretary set out last week. I understand that plans may involve a strong integration with treatment and some consideration of each case on its individual merits, but we do not plan to interfere with the lawfully exercised prosecutorial independence of the Lord Advocate.
I am glad to hear what the drugs Minister says. The Home Affairs Committee’s report on drugs highlighted good practice in Scotland, in particular with the naloxone roll-out and the medication assisted treatment standards for same-day treatment. Academic evaluation has also found our enhanced drug treatment service, Scotland’s only heroin-assisted treatment service, to have been successfully implemented, in particular with a group with very complex backgrounds. Will the Minister visit Glasgow to hear more about what Scotland is doing to reduce harm and save lives?
On the crime statistics, the Crime Survey of England and Wales is the only long-term data series endorsed by the Office for National Statistics. Since the hon. Gentleman asked about data, since 2010—just to pick a date arbitrarily—violence is down by 46%. That is to say, violent crimes were double under the last Labour Government compared with now. Knife-enabled crime was 7% lower in the latest year compared with the year ending December 2019, according to police recorded crime. But we would like to do more, hence the “Grip” hotspot patrols, hence criminalising these remaining zombie knives.
To actually answer the hon. Gentleman’s question, I want that figure for prosecutions be higher, and that is why the Home Secretary and I, together with policing leads, the College of Policing and the National Police Chiefs’ Council, announced two or three weeks ago that the police are now committing to always follow all reasonable lines of inquiry where they exist.
Order. I love the full answers, but I am really struggling to get even part-way down the Order Paper.
I draw the Minister’s attention to the sad fact that most MPs have had the tragedy of knife crime in our constituencies. We had a dreadful incident in Huddersfield. Is it not time that we understand more the culture that produces it? This is about the way in which young people communicate on the internet and the fact that we no longer have many youth clubs or youth services. We used to have wonderful police going into schools to talk about these issues. Can we have that back?
I will try to be brief. We have violence reduction units designed to provide those activities. We are also funding research. We have a social media hub in the Met police that monitors social media—it is based in Lambeth, and I have been to it. The things that the hon. Gentleman asks for are being done, because it is essential that we tackle knife crime.
Rapes at knifepoint are at a record high this year. The number of cases has more than doubled since 2015. I am currently supporting a case of a woman violently raped using weapons, and the detective on the case told me that he is the only detective in his team working on serious sexual violence. The Police Foundation describes the current number of detectives as a “chronic shortage”, highlighting a staggering 7,000 vacancies. Is it any wonder that there has been a 60% drop in the overall proportion of crimes being charged since 2015, including almost 1 million violent crimes and 36,000 rapes? The Labour party has proposed requiring all police forces to have a scheme that directly recruits detectives with relevant professional backgrounds, so what are the Government doing about this chronic shortage of detectives and the abysmal charge rate that they preside over?
The Home Secretary seeks to paint a rosy picture on crime. In reality, retail crime is, as described by the Co-op, “out of control”, and with 10,000 fewer neighbourhood police and police community support officers, that is no surprise. Across all retailers, there are more than 850 acts of violence or abuse every single day. The Co-op also reports that even when it detains someone suspected to have committed a crime, 80% of the time it has to let them go again because the police are stretched too thinly to come and make the arrest. When will the Home Secretary drop this pretence that things are going well and actually stand up for our shop workers?
It is totally unacceptable that too many towns and cities around the country now house the 45,000 asylum seekers who are in hotels, costing the British taxpayer £6 million a day. That is why we are standing up large sites and vessels around the country. We are also maximising the use of hotels, so that we can open fewer hotels. It is not right that the British taxpayer is forking out the cost. What we are not doing is the ridiculous plan set out by Labour Members. They are either grotesquely naive about the problem or they have a betrayal plan to rejoin the EU. After all, most of them wanted a second referendum. Either way, we can all see it for what it is: a plan for open borders, unlimited migration and rejoining the European Union. It is the same old Labour on the wrong side of the argument.
It is good to be back, Mr Speaker. The number of people arriving on dangerous small boats is now 150 times higher than it was five years ago. Meanwhile, convictions of people smugglers are 30% down. Our border security is not working. The Home Office has already spent £140 million on a flawed Rwanda scheme, but would not taxpayers’ money be better spent recruiting hundreds more police and investigators to defeat the criminal gang networks and prevent the dangerous boat crossings?
National security is our overriding priority as a Government, particularly at the Home Office. As Home Secretary, it is my job to oversee the protection of the UK from all types of threats to our national security. As the Intelligence and Security Committee’s report has said:
“The Chinese Intelligence Services target the UK and its overseas interests prolifically and aggressively.”
I will not shy away from calling out the threats from China for what they are or from making it clear that its agencies regularly engage in hostile activity towards the UK. We are currently reviewing the countries that should go into the enhanced tier of FIRS. There is a strong case to be made for China being put into it, but I do not want to prejudice the process by which those determinations will be made, and—
Order. We really do have a problem, don’t we? Home Secretary, I am talking to you. I am bothered, because these are topical questions and there are people here who want to catch my eye. You cannot carry on making statements to every question. Topical means topical. We are going to be here for some while, so I hope you understand. I call the shadow Home Secretary.
On 7 March, the Home Secretary emailed Conservative supporters saying
“today we’re changing our laws—and bringing the small boat crossings to an end.”
Since then, 20,000 more people have arrived. She is not applying her own law, because it does not work. The use of asylum hotels is up, with no date to end their use, and foreign criminal returns are down. The independent chief inspector of borders and immigration has said:
“This is no way to run a government department.”
He is right, isn’t he? Is that why the Home Secretary is getting rid of him?
I am incredibly proud of the landmark legislation passed by this House, which was opposed by the Labour party every step of the way. This will allow us to detain those who arrive here illegally and remove them to a safe country like Rwanda.
The point is that at least we have a policy. I am not sure that anyone on the Labour Front Bench knows what Labour’s plan is for stopping the boats. Shadow Ministers certainly seem to be making it up as they go along. There were quotas and then no quotas. The EU has made it clear that we would be expected to take thousands more migrants from the EU. Will there be family reunion? We already have a scheme for family reunion. They are making it up because they do not have a plan. I think the British people can see exactly what Labour’s plan is—
Order. I do not think the Home Secretary understands what “topical” means. Could the Whips please explain to their Front Benchers that we have to get through the Order Paper? You are not helping me, and I do not know why.
What the Home Secretary said is total waffle. She has no answer on the inspector because she is afraid of scrutiny. There was no answer on her failure, just invented garbage about Labour. The Home Office’s immigration director, asylum director, borders director and accommodation director are all going or gone because the only people she removes are the people she needs to do the job. There has been a 40% increase in the use of asylum hotels since she became Home Secretary. When will she end the use of asylum hotels? When will she deal with this shambles, stop the gimmicks and get a grip?

As I mentioned in my statement yesterday, there is huge interaction—a blurring of the lines, if you like—between terrorist organisations and groups, hostile state actors and serious organised crime groups, acting on a transnational basis with sophisticated and well-resourced networks and a heightened level of elusiveness. That is exactly why our Contest strategy has been refreshed to realign our priorities, resources, technological capabilities and co-ordination across agencies to properly respond in a swift and robust way to these emerging threats.
May I start by expressing my party’s deep gratitude to all those who are working to protect us from despicable terrorist attacks? Of course, our thoughts remain with all those who have suffered as a result of such evil crimes.
On that note, while I welcome the strategy’s focus on victims, may I raise the recent reports of survivors of terrorism who have been deeply upset by poor treatment by the criminal injuries compensation scheme? What discussions has the Home Secretary has had with colleagues about fixing those problems?
The strategy’s commitment to engage across the tech sector is welcome but, like the shadow Minister, I was surprised by its very limited reference to the use of artificial intelligence for radicalisation and instruction. The Windsor castle crossbow attacker is a perfect example of someone being radicalised in that way. Does the Home Secretary believe that legislation is required, and what concrete steps are being taken to address the use of AI in that way?
What extra funding will support the refreshed strategy, especially given the reports that later this year a significant number of convicted terrorists will complete their sentences, which will require the most careful management? The strategy recognises the critical importance of the closest partnership working with the devolved Governments and agencies that have responsibility for delivering various aspect of Contest. Can we have the Home Secretary’s assurances that that close working will continue?
The technological aspect of terrorism is very real. Our enemies are using more and more sophisticated tools against us for hostile purposes. That is plain from an intelligence point of view. That is why Contest makes a deliberate point of addressing the technological features of this kind of work. A huge amount of investment and operational capability has been put into mitigating and dealing with that threat, most notably in the form of the counter-terrorism operations centre—a new collaboration centre that I had the honour of visiting recently.

I thank the hon. Member for Stockton South (Matt Vickers) for securing this important debate. In the two years that I have been a Member of this House, antisocial behaviour and dangerous and inconsiderate driving have been perhaps the two biggest issues raised with me by constituents. Hardly a week goes by without people getting in touch about the risk to pedestrians and other road users, and the intimidating behaviour by what are, for the most part, teenagers and young men showing a total disregard for the safety of others.
I have held numerous meetings with the police, the council, the deputy mayor for policing and others to look for solutions to these problems—solutions that require a multi-agency approach. [Interruption.]

Thank you very much, Mr Speaker. The right hon. Lady is right to mention community policing—it is about not just the buildings, but the community officers and the contact with their local communities. She made a very helpful intervention in the debate on the Northern Ireland budget that referred to that issue. I echo her request to ensure that not only the buildings, but the community policing is there, because it is the eyes and ears of the community. It is about making policing better.
I am sure that the right hon. Member, if given time, would have got to that.
I absolutely agree that community policing is vital. As I will explore in my speech, the presence of police stations is an important part of keeping policing close to communities. If we shut them down or retreat into a handful of buildings around the capital, we make it more difficult to deliver genuine community policing. Closing Barnet police station altogether and selling it off for redevelopment would leave officers with nowhere at all in my constituency from which to operate. That would be disastrous, not least because it could mean ward officers having to undertake long and complex journeys to and from the only remaining police station in the borough, which is in Colindale.
At engagement meetings linked with the 2017 closure announcements, I remember City Hall representatives indicating that one of the reasons police stations were now less important was that officers would be given iPads for processing paperwork, which they could use anywhere. Frankly, it is wholly unrealistic to expect a police officer sitting in Starbucks with an iPad to be an adequate substitute for a functioning police station. Apart from the noted reliability problems with many such devices issued by the Metropolitan police, that approach would violate confidentiality and data protection obligations. There is also the concern that a number of the Met’s IT upgrade programmes have yet to be fully delivered, as highlighted in the Casey report. Moreover, officers would undoubtedly be approached by members of the public, making it harder for them to focus on the work they need to do. Their office time would inevitably become advice surgery time.
In February last year, I secured a promise from Sophie Linden, the deputy mayor for policing, that Barnet police station’s building would not be disposed of until a base was found for ward police teams that enabled them to reach their areas in 20 minutes by walking or cycling. That was of course welcome, and it amounted to a partial reprieve for the station, but it is not an adequate substitute for a properly functioning police station.
Let me start by congratulating my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) on securing this important debate and for speaking with such passion and eloquence on this topic. I agree with her sentiments about how important police stations are for our constituencies and our local communities. I say that having visited Chorley police station just a few days ago, Mr Speaker.
As my right hon. Friend said, police stations in our local communities are close to the people they serve. They help officers stay in touch with the local community and connected to it. Their ears and eyes are on the ground picking up information, and they can serve local residents. They are also visible and reassure the public that the police are close to where crimes may be committed. It shows that police are available and accessible, and they can often respond to crimes a lot more quickly if they are deploying from a police station close to the local community, rather than one miles and miles away. My right hon. Friend set out a whole number of reasons why police stations as a physical location are so important.
In relation to police stations in London, I completely agree with my right hon. Friend that Mayor Sadiq Khan should look again at the closure plan he set out in 2017—I think it was for a total of 37 police stations—and reverse it. Some of those closures have happened already; others have not. He demonstrated with his rather opportunistic and cynical U-turn on Uxbridge just a few days ago that he could look at this issue again, and he should. We should keep in mind that decisions on opening and closing police stations are for police and crime commissioners—in London, that is Sadiq Khan—not for the Government. I join my right hon. Friend in calling on the Mayor to reconsider and reverse the swingeing cuts that he announced back in 2017.
It is worth reminding ourselves as we make that call that plenty of resources are available. The Metropolitan police have the highest funding per capita of any police force in the country by some margin, and that is excluding the national and international capital city grant and the counter-terrorism money they receive. On a straightforward territorial policing basis, the Met gets more per capita than any other police force. It receives some £3.3 billion a year. That figure went up by £102 million this compared to last year.
It is also worth reminding ourselves that the whole policing system across the country gets £17.2 billion a year, and the part of that spent by police and crime commissioners on local policing—the vast majority of it—went up by £550 million this year compared to last year. So the resources are there, and we expect police and crime commissioners to use them wisely—unlike Mayor Sadiq Khan, who is not doing so.
This might be a good moment to congratulate my hon. Friend the Member for West Bromwich West (Shaun Bailey), who is in the Chamber this evening. His tireless campaign has saved his local police station in Tipton from the planned cuts. I am sure the whole House will want to congratulate him on his successful campaign to overturn a decision originally announced by the police and crime commissioner in the west midlands.
My right hon. Friend the Member for Chipping Barnet made excellent points about why police stations are so important and why the Met’s decision should be reversed, one of which was about the extra police officers that we have recruited across England and Wales. Across the jurisdiction as a whole, we now have record police numbers—149,572 to be precise, which is 3,500 more than at any other time in the history of policing. The Metropolitan police also have record numbers—about 35,000 more than ever before—and, as she said, they need to be accommodated somewhere.
It is worth mentioning that the Metropolitan police could have had even more officers—an extra 1,000 officers —if Mayor Sadiq Khan had used all the money that was available. It is a great shame and a great disappointment to me as a London MP, as I am sure it is to colleagues, that he failed to do so. I therefore completely endorse the points my right hon. Friend made about police stations in our community.
There are some things that can be done to try to mitigate Sadiq Khan’s terrible police station closure plans. In my constituency of Croydon South, we have a fire station in Purley—there is no police station in my constituency—and following some work between the local police and the London Fire Brigade, we have managed to move local patrolling neighbourhood officers into the fire station. They now patrol from the fire station around the neighbouring area, which helps a little towards faster response times. It is also more convenient for officers, and they can share information with the firefighters based there. That is helpful, but it is not as good as having a police station.
Given the lateness of the hour, I will conclude. I thank my right hon. Friend again for her tireless campaign to save Barnet police station. The Mayor of London has record levels of funding; I only wish that he would use that funding a little more wisely and reverse his shocking closure plans.
I hope the Minister enjoyed the Chorley youth zone as well.
