In addition to the measures I just outlined in relation to increasing not only the level of salt we have but our ability to get the most effective winter resilience out of that salt stock, we are investing to make sure that our rail companies are far better able to cope with bad weather. That includes making sure that we have more de-icing trains as well as better technology for existing trains to de-ice as they run. That will be particularly beneficial to my hon. Friend’s constituents.

I am in close discussions with ministerial colleagues from the Home Office and other Departments about the severe impact of metal theft on transport and more generally. We are actively discussing measures to tackle this, including amendments to legislation. We are also working with the police to establish a dedicated metal theft taskforce.

I thank the Minister for that answer. Network Rail estimates that by the end of 2011, railway passengers will have suffered half a million minutes-worth of delay as a result of metal thefts. Those delays are discouraging people from using railways and Redditch is looking to improve business links. What assurances can the Minister give to businesses in Redditch that this House will legislate to protect the UK economy from this crime?

The Home Office is the lead Department for legislation, but all Government Departments are fully seized of the need to deal with this issue as a matter of urgency. Discussions are taking place about options. This issue affects not only railways but the highway network and the coastguard service, for example. Most despicably, the theft of cable in the Vale of Glamorgan recently forced the cancellation of 80 operations.

Will the Secretary of State reassure the residents of Redditch that High Speed 2 will come in on budget, and that it will bring massive economic benefits to constituencies in the west midlands?

I hope that I can provide reassurance. We have certainly developed the calculations on costs in line with Treasury guidance, which is very conservative. Of course I will be aiming, if at all possible, to have the project come in under budget, although I suspect that there will also be others who will have to manage the costs over the coming years.

I take that point on board, but the Minister is drawing a very fine line in that sense, because I would argue that unless there is an increase in the number of runways, the potential for increasing the service all that much is very limited. I think I would be proven correct by asking the views of those in the industry itself. That is the clear answer I get to the point she is making.

There is no doubt that capacity in the south-east is restricted. As I argued earlier, the south-east is where the need for more air transport services is greatest, yet there is less ability to extract more capacity from the existing infrastructure. Heathrow and Gatwick continue to operate at nearly 100% capacity, even with continuing reductions in domestic services.

Looking to the future, in a global and highly competitive industry such as aviation, any demand management measures implemented by the UK Government would have far-reaching consequences for the economy, jobs and our connectivity with the rest of the world.

Birmingham International airport, which is near my constituency of Redditch, is running at 40% capacity. With High Speed 2 hopefully coming on-stream soon, does the hon. Gentleman agree that that airport could be used to enhance passenger travel?

The difficulty is that passengers will not travel out of London to Birmingham to fly to Schiphol and then fly long haul; the hon. Lady might think that they will, but they will not. The idea that they will do that is just nonsense. What they will do is fly short haul from wherever they happen to be to one of the connections that are readily available in mainland Europe and, it is argued, beyond, rather than doing what she is suggesting. Her suggestion is just not feasible as far as the aviation industry is concerned. In the short term, therefore, methods of leveraging capacity into existing airports need to be agreed, and in the medium term, capacity expansion at regional airports and in the south-east, including a second runway at Gatwick, should be considered.

That brings me to the point made by a Member from over the water in Northern Ireland: the hon. Member for North Antrim (Ian Paisley), who has now left the Chamber. There is the possibility of a further solution to the problem of internal connections within the UK, which is the use of a runway that is already in existence. That runway, of course, is at Northolt, which is only 4 miles from Heathrow. With a bit of realignment, that runway could take on board most of the domestic air traffic that flows into the south-east. That would allow the slots at Heathrow for long-haul flights, which come at a premium, to be relieved and it would allow passengers from the other regions in the UK to connect at Heathrow itself.

I have looked at this idea in some detail. The CAA has argued that it would be difficult to employ Northolt as an airport, but the difficulty is not insurmountable. Indeed, there are those within the industry who argue that Northolt is part of the solution to the capacity problem. I do not know whether the Government have looked at Northolt at all; if they have, it would be very interesting to know the Minister’s view. For me, at almost a stroke the use of Northolt would mean that a third runway at Heathrow could become available, and it could be connected very simply to the main complex at Heathrow. That is a solution that should perhaps be given more thought.

In the long term, of course, the Government themselves have to decide whether the UK needs a hub airport. If they do and they decide that it will not be Heathrow, significant questions need to be asked, including where the hub airport will be located and when, and what criteria will be used to decide its location.

The current situation is unsustainable. The regions will be deprived. We have already heard about what is going on to the routes between Scotland and Heathrow, and between Northern Ireland and Heathrow. That problem will not go away, because airlines will be more inclined to go from Heathrow long haul, allowing for a far greater payload than would ever be the case with any domestic flight. That issue must be looked at.

In the future, we need to look more seriously at what the competition are doing. I have already said that Frankfurt airport has opened another runway, Schiphol airport has six runways and Charles de Gaulle four. Those airports are catching up quickly with Heathrow and their passenger numbers are growing at enormous rates. Their owners must laugh with glee at the stupid situation that we in the UK find ourselves in regarding our own aviation future.

Aviation is a significant contributor to the UK economy and nobody can argue against that. It is a driver of the wider economy, and it has been a great server of the public and a benefit to society. Although aviation can have an adverse impact on the lives of people living around airports and under flight paths, it can also bring many benefits to local and regional economies in inward investment and jobs. The aviation industry is committed to reducing its local and global environmental impact, but airport expansion—where it is required—is an essential tool for the growth of the UK economy.

A successful UK aviation policy requires a joined-up approach by Government that addresses taxation, infrastructure development and sustainability, to ensure that the aviation industry continues to stimulate economic growth and helps to rebalance the UK economy.

As a footnote, I predict that, if there is not an early indication of a change in policy by this Government, British Airways will be off to Madrid airport, which by that time will be run by the owners of BAA, and UK plc will be left miles behind.

I would say two things to the right hon. Lady. First, I was in contact with Bombardier in my first three days in this role because I recognise the issues raised across the House. She is right that tenders are coming up in which Bombardier could participate, and I have no doubt, and very much hope, that it will want to bid for them. Secondly, I recognise the issues arising from the procurement process within Government, and we are working with the Department for Business, Innovation and Skills to consider how we can take those matters further.

We discovered last year and the year before that winter resilience is incredibly important. We have far more salt in reserve now than we did at this point last year, and we are working with local authorities up and down the country to ensure that many are better prepared and can use the salt more effectively.

As a prospective Coventry candidate, I was told, “You’ve got to remember one thing, Geoffrey: the only good thing that comes out of Birmingham is the Coventry road”—but I will leave that there.

In all seriousness, with £33 billion of capital expenditure, this is the largest capital project that this country will ever have engaged in. That money could be better spent elsewhere. Dealing with the capacity problems between London and Birmingham and increasing capacity by 47% can be done now. The plans are there; they are shovel ready.

Given the time constraints, I do not know about high-speed rail, but this will be a high-speed speech. I congratulate my hon. Friend the Member for South Northamptonshire (Andrea Leadsom) on initiating the debate. We have had numerous debates on this issue. Although we do not agree, we always end up with a smile at the end. I suppose that there is a danger of repeating what other hon. Members have said, so I will try to keep my speech as brief as possible, but I want to give a Yorkshire perspective, as hon. Members from many regions around the country have spoken.

I am 100% in favour of High Speed 2. Not only is it needed, but it is inevitable and crucial if we are to be ready to compete in the future. Furthermore, if we do not face the realities of our transport infrastructure now, we will simply grind to a halt. We need to think about where we are now. It is worth reflecting that the railway industry’s success has been unprecedented in recent years, with a doubling of passenger numbers, as has been mentioned. Pressure on the west coast main line is so severe that it is expected to be restricted at the very latest by 2025, despite huge upgrades already having taken place in recent years.

There are two routes to the north, not just one, and the problem at Leeds is equally bad. The capacity pressure at Leeds station is predicted to increase by another 40% in the coming years. Obviously, I travel from London to Leeds every week, and I am lucky if I find a seat between here and Peterborough in rush times. I have not got the luxury of switching on my laptop, because I have nowhere to sit.

I hear from those who oppose the scheme that the money could be spent on other things. Frankly, we have to take those measures anyway. That is why the Government have announced a raft of measures, including the lengthening of trains and extra carriages, to help us build up the capacity that we need. Frankly, just to do that alone would be like trying to fix a broken leg with a sticking plaster. This is not an either/or. As the hon. Member for Wimbledon (Stephen Hammond) said, we have to do both.

The west coast main line took years to be upgraded, causing massive disruption, and is already creaking at the seams. The problem is much bigger and requires us to think bigger and prepare for the future. We have heard lots about business. I was delighted when I heard the Government go for the Y route, which recognises that the north is an important part of our economic prosperity, and not to do so would stifle the prospect of growth.

Does my hon. Friend agree that HS2 will bring many more jobs to the midlands, because it will relieve air congestion in London and make Birmingham international, which is under capacity at the moment and an amazing airport to travel from, accessible for a lot more people to use?

Absolutely. The benefits for the whole country are evident. The north-south divide is a problem that has faced successive Governments. Clearly, we are not arguing that HS2 will solve that alone—of course, it will not—but greater connectivity between our cities, such as Birmingham, Leeds and Manchester, to the rest of Europe can only help.

I want businesses in my constituency to enjoy having access to markets across Europe and the rest of the world. Transport links are crucial to making that happen. Too often, today’s network cannot cope. I recently went to Airedale International in my constituency. It is a high-tech industry that has just created a training centre. It is begging for high-speed rail, because it has a lot of business down here, but it has the skills up in the north. Why cannot we help it to expand to have both?

We often hear that High Speed 2 is a white elephant, but studies have shown that it will bring about £44 billion of economic benefit and 40,000 jobs, which is not to be sniffed at. I did not see that white elephant when the Thameslink benefit-cost ratio came in at 2.2:1, or when Crossrail came in at 1.92:1.

My hon. Friend speaks with considerable expertise in this area and I am grateful for her intervention.

Indirectly, HSl enabled the delivery of three major development schemes, in Ebbsfleet, Stratford and King’s Cross, which are all areas in need of regeneration. Some 15,000 homes and 70,000 jobs were created. The project delivered £3.8 billion of transport benefits, which, combined with the operating surplus, offsets the whole project cost.

Independent reports found, in conclusion, the following:

“it is clear that overall the scheme represents high value for money”.

Does the hon. Lady agree that the project will provide wider access to Birmingham airport, with a journey time of just 49 minutes? That will ease congestion in the London area and make Birmingham and the west midlands more attractive.

It is a pleasure to serve under your chairmanship today, Mr Davies. I want to say just a few words about the importance of the Severn toll crossing. At this point, I should probably declare an interest. I seem to have used the Severn bridge crossing more in the past year in order to visit my daughter in Cardiff than I ever did in the 18 years I lived in Wales.

We have seen inward investment to Wales decrease massively in the past 20 years. In the late ’70s and early ’80s, 20% of the UK’s foreign investment was in Wales. That figure is now just 6%, which makes it crucial that we make Wales a competitive place to do business. We all recognise that the only way that the second toll crossing was ever going to be built was with private finance, and that the company running it needed to make a profit for its shareholders. We will, however, in the not too distant future, as my hon. Friend the Member for Monmouth (David T. C. Davies) said, see it return to Government hands. We will then have an opportunity to help businesses out.

I hope that the Minister is listening and will take note of some of the points raised in the debate, and in the report from the Select Committee, of which I am a member. We all understand the dire financial situation that this country is in, but to enable Wales to attract its fair share of investment we have to ensure it is on a level playing field with the rest of the country. I know there are discounts to be had from the south and London, but the only realistic way into Cardiff in a car is to pay the £5.70. Otherwise one has to go miles out of one’s way, incurring extra fuel charges, and we all know how costly that is. Not only are our visitors paying more, but they are less likely to visit some parts of the country than others. We must make sure that money coming into Wales is as evenly distributed as possible.

Also important, of course, is the part that tourism plays in attracting people into Wales. As hon. Members have mentioned, many of us remember watching the television programme “Gavin & Stacey” when Smithy is trying get across the Severn toll crossing and cannot find the right money. That programme has, of course, made Barry Island famous. I have to confess that on my last visit to Cardiff I ventured down to have a look around and have a go on the slot machines. Seriously though, we need to do all we can to boost tourism and attract more visitors to stimulate the economy wherever we can.

As the Prime Minister said at Question Time on Wednesday, we are part of a United Kingdom and every part of it matters. I also urge Severn River Crossing to look again at fitting the toll with the latest technology to enable it to collect the money. Near my constituency of Redditch, the M42 is fitted with that technology, which is so much easier and more efficient. In conclusion, I suggest that the Minister continues his good work and pushes for a deal that will benefit both business and tourism alike, and for a fairer Severn toll crossing.

It is a pleasure, Mr Weir, to serve under your chairmanship. I thank all hon. Members for giving up their time to attend this debate, which is about an important subject. Concessionary fares come with a history of controversy, and I have received many representations on the topic from my constituents. I hope that we get some clarification from my hon. Friend the Minister today.

Concessionary travel is vital to many communities, especially to the elderly, the disabled and those who live in rural areas, who would otherwise be cut off from basic services. Eleven million people in England qualify for the concession, which is no small number. Since the introduction of the scheme in Worcestershire in 2008, we have seen an 18% increase in the number of concessionary journeys made in the area, and the county has issued more than 100,000 cards.

The preservation of concessionary travel is a huge deal. For me, it is especially important to Worcestershire and my constituency of Redditch. When I was a Redditch councillor in 2004, the Conservative minority-control council scrapped the free bus pass on advice from council officers, who told us that it could not be sustained, but we soon realised what a gigantic mistake it had been. At the following local elections, Labour election literature branded me the “bus pass snatcher”. Needless to say, we lost the election, and I am certain that the issue was a significant factor in my losing Redditch in the 2005 general election. The Labour group reinstated concessionary fares in 2004, but the disaster that I have mentioned must not be repeated.

I congratulate my hon. Friend on securing this debate. She makes a strong point. Does she acknowledge that the problems of the present concessionary fares scheme affect county towns such as Worcester particularly badly, and that if the Government are going to switch it from the districts to the counties, it is essential that they reallocate the grant and not simply the cost of the scheme?

I totally agree with my hon. Friend. I shall probably come to that point later.

I fully support the announcement in the Government’s comprehensive spending review to

“Protect the statutory entitlement for concessionary bus travel, ensuring that older people can maintain greater freedom and independence.”

However, I am worried that it does not go far enough. I believe that the Government are not effectively addressing the serious concerns voiced by district and county councillors about the reduction to local government resource grants of 28%, the transfer of grant funding administration and the 20% cuts to the bus service operators grant. Together, those will have a significant effect on the provision of concessionary travel.

Today, I wish to speak particularly about the implications that the transfer of grant funding from district councils to the county council, mentioned by my hon. Friend the Member for Worcester (Mr Walker), will have for two-tier authorities. I stress that the problem is not the principle of transferring the funding to county councils, but the process of reallocating financial responsibility. Under current plans, the national scheme, which is administered locally, is to be withdrawn from district councils and transferred to county councils from April next year. In the past, councils have often had to deal with substantial shortfalls in funding for the scheme, and the latest development appears to be a continuation of this struggle.

I congratulate my hon. Friend and Worcestershire colleague on securing this important debate. Does she agree that it would be desirable for councils, whether at district or county level, to be net-net—not out of pocket either way—when implementing the scheme on behalf of the Government?

That is the point that I am making. The proposal could be devastating for district councils, as they stand to lose significantly more than they spend. The system has been described as a mess by the District Councils Network. Changes to the formula need to be clear, transparent and accurately carried out, but many councils are concerned that the implications have not been properly thought through.

I congratulate my hon. Friend on securing this incredibly important debate. To give substance to her argument, I should say that the leader of Wyre Forest district council told me only this afternoon that the potential cost to that one council would be £1 million if the worst option is selected. That is £1 million a year on top of the expected cuts resulting from the comprehensive spending review.

It is most likely that the transfer will result in neither a fair nor a transparent funding deal, some councils being hit harder than others through losing a disproportionate amount of grant funding.

On that point, Brighton and Hove city council is looking at a shortfall of £1.3 million. I suggest that a grant should be provided to cover the fact that some places are tourist destinations and have extensive bus networks as a result.

We in rural Worcestershire suffer from different problems, but I take that point on board.

The system is surely not in line with the Government’s message on fairness. I wholeheartedly support that message, but on this matter it is failing to get through. We need to ensure that funding is allocated fairly and equitably.

My hon. Friend makes a good point. The changes affect different parts of the country differently. In South Derbyshire, we are trying to negotiate friendly terms with Derbyshire county council. However, in the past Chesterfield and Derby city lost huge sums as a result of various changes.

I understand that consultation with the Government is going well. There are four options. In two we lose dreadfully, and in one we are just about okay. As for the option for the rural and tourism areas, I sincerely hope that our ally will come along with some good news later this afternoon.

Like my hon. Friend, I hope that we get some good news this afternoon. That is why we are here.

I seek clarification from the Minister. Will he assure the House that district councils will not be significantly financially disadvantaged as a consequence of the transfer of the administration of concessionary fares from district to county council level? If some councils are to be disproportionately affected, may I suggest a top-up fund to ensure that those councils likely to face substantial losses will not be financially disadvantaged?

In the light of the tremendous upheaval that the transfer will cause, the time scale allowed for councils is less than satisfactory, given that local authorities already have to deal with the comprehensive spending review. Will the Minister consider making representations to his Department to change the date required for publication of the scheme from 1 December? As we know, the spending allocation will not be published until later, which will leave local councils second-guessing how much will be needed.

Wouldn’t that be nice! When I was a councillor, we worked year to year; we never got any further ahead than that. I totally agree with my hon. Friend. That would be fantastic.

I hope that the Minister agrees that clarity would allow districts fully to assess the impact of funding adjustments, and thus be able to make more informed decisions on the possibility of continuing local enhancements to the national scheme. For example, the Redditch scheme runs for the whole day, so whenever the buses start—it is usually 7 am—residents are able to use them. However, the national scheme starts at 9.30 am, and our residents lose out by not being able to travel during busy commuter times.

I shall speak briefly about the bus service operators grant. There was much speculation before the comprehensive spending review about Government plans to cut the BSOG entirely, but it proved to be unfounded. Instead, the grant will be reduced by 20% from 2012. I welcome the Government’s view that that reduction will have a marginal impact that can be absorbed without fares needing to rise. However, many do not believe that. The impact of individual cuts could be absorbed, but when combined with cuts to the revenue grant and changes in the funding system, they will have a potentially devastating effect. Will the Minister say exactly how these cuts can be absorbed, and what practical measures are in place to ensure that concessionary fares will not cause increases?

Many authorities are approaching the comprehensive spending review outcomes positively—I know that Redditch is—and they hope to be in a position to meet the loss in grant without a disproportionate impact on service delivery. However, some councils will not be so lucky. As we heard from my hon. Friend the Member for Wyre Forest (Mark Garnier), many will have to raise fares, reduce service availability, alter or cancel routes altogether and consider the impact on longer-distance rural bus services, all of which will significantly undermine the concessionary scheme. I have to ask what the point is of having a bus pass if there are no buses to use.

We understand that cuts in all services are a necessary evil, given the economic catastrophe left by the last Labour Government. However, the lack of clarity about the transfer of funding and about where the brunt of the cuts will fall is unacceptable.

I congratulate the hon. Lady on securing this debate. We have heard about councils that are net losers today. My local authority of West Lancashire is a net gainer and must contribute to the county these days.

Does the hon. Lady agree that concessionary travel is a lifeline for many pensioners? As for rural areas, she is absolutely right—there is no point in having a bus pass if there are no buses. Would she seek to ensure that all pensioners and all communities have fair and equitable access to concessionary travel, especially because, as I say, West Lancashire is a gainer?

In my area, my local pensioners want to have the option of concessionary rail travel on the same basis as their neighbours in Southport, Wigan and Liverpool. The pensioners of West Lancashire actually feel that they are not getting a fair deal out of concessionary travel and yet it is a net gainer, so there really are swings and roundabouts here.

I agree. There are obviously swings and roundabouts across the whole country and it would be nice if we had a uniform scheme whereby everybody could benefit; it would also be nice if we had the money to do that. However, I understand that we are in very difficult times and we have to make very difficult choices.

I congratulate my hon. Friend on securing this debate and I thank her very much for giving way. On that point, some of the current schemes that have been discussed are incredibly penal against rural district councils and we could actually see many services just being totally destroyed, such as those in my district council of South Staffordshire. We must have consideration for those authorities in the future, a point that she has been explaining fantastically well in this debate.

Part of my constituency is rural and part of it is urban, so the problems facing those two parts are very different. That is one of the reasons why I wanted to speak today, because it is probably easier to get a bus in Redditch than it is to get one in Wychavon, which is the rural part of my constituency. So, as the hon. Member for West Lancashire (Rosie Cooper) said, it is only right that we treat people as fairly as we possibly can.

My constituency is very similar to that of my hon. Friend; it has both urban and rural areas. My district council has currently budgeted to spend £887,000 on the concessionary fare scheme this year, and it will receive a specific grant of £196,000 to meet part of that cost. However, my county council is concerned that, when this spending on concessionary travel passes to county councils, the formula grant will be reduced by more than that £691,000 shortfall—many other Members have expressed similar concerns about shortfalls today—and that that would put added pressure on a budget that has already been cut by 25%. If we want to avoid rural isolation, we must have a guarantee that we will not have a shortfall.

I congratulate my hon. Friend on securing this debate and I thank her for giving way.

In the area that I represent—Harrogate and Knaresborough—the actual cost to Harrogate district council of concessionary fares in 2009-10 was £2.9 million and yet the total special and formula grant received was only £1.5 million, leaving the balance of £1.4 million to be met by local taxpayers.

As the grant is reallocated, with responsibility for the service transferring to the county council, it is quite important that we allocate the grant and not the cost that county councils and district councils have been facing, so that the local taxpayers of Harrogate district council are not hit twice.

I totally agree with my hon. Friend and let us hope that we can move on to the type of system that he has just suggested.

We need to look at a system that allows local communities and local authorities to determine how the funding that is allocated to their area should be spent, but I do not think that we have seen any evidence of such a system yet. I ask the Minister today to reconsider the proposed changes in the light of the cumulative effects that they will have, not only on district councils and local authorities but on the provision of vital services for our elderly and disabled people. I also ask him to address these issues as a matter of urgency.

The Government broadly support all the Corston recommendations and have looked very closely at the recommendation to create another special sort of accommodation. However, we are committed to women not going to prison at all. We are looking at approved accommodation in the community where women can have a good balance between surveillance and support. The ambition is not to need the centres recommended in the Corston report, but keeping women out of prison is paramount.

We are taking a number of steps to ensure that we encourage women in areas in which they are not currently as highly represented, such as funding the UK Resource Centre for women in science, engineering and technology. The Government are, of course, committed to an additional 75,000 apprenticeship places by the end of the spending review period, and I am sure that we will do all we can to ensure that women take places in areas where they are not properly represented at the moment.

Yes, I agree with the hon. Lady, who is an excellent role model in her field, and I should be happy to talk with her if she has ideas to share with me. It is important that we take this forward. Many companies have already taken action to increase the numbers of women in their work force, but we are clearly not moving fast enough. British Gas has been quite good. It has doubled its work force of women engineers by recruiting women and retraining them. We have to move further and we have to move faster.

I thank my hon. Friend for her question. Flexible working is positive for businesses because it helps them keep valued members of staff. The evidence is clear that flexible working arrangements benefit women, by helping them to balance their caring responsibilities. The coalition Government are united on extending the right to request flexible working; indeed, we have a commitment to do so in the coalition agreement. We will launch a consultation with business at the earliest opportunity.

I am happy to do so, although we should make more of the fact that there are considerable benefits to businesses in providing flexible working, including keeping valued members of staff, attracting members of staff and being able to dip into the widest possible pool of talent. There are enormous social benefits for families when both women and men can better balance their home and work responsibilities through flexible working arrangements. We have seen that already. There are enormous benefits for children when parents are able to spend more time with them.
