Commons ChamberMy hon. Friend and I have discussed this matter in the past. He knows that the MOD is working hard to find a solution to mitigate the effects of onshore wind turbines on the things that we do. In the meantime, it is important that the MOD does object to planning applications that may get in the way of its defence deliverables.
Further to Question 14, has the Minister had any discussions with her Commonwealth equivalents about enabling Commonwealth veterans to get to France for the D-day celebrations next month?
I personally have not, but I undertake to make full inquiries when I go back to the Ministry to see whether any of my officials have done so, and to write to the hon. Gentleman.

Commons ChamberI am not entirely sure that I understand my hon. Friend’s question. Under Future Force 2020, we would expect the reservist component of the deployed force on an enduring operation eventually to get to 40%. The construct that we are planning is designed to support that level. That level is still lower than what many of our English speaking allies routinely expect to use.
Given the 20% cut in the Army, what representative structures exist so that the understandable concerns of servicemen and women can be heard in Whitehall and the upper echelons of the armed forces?
Of course, we have something called the chain of command. We also have a number of other bodies such as the Army Families Federation, which represents service families very effectively in my experience. In the Ministry of Defence, we never lack advice, but we also do our best to provide solutions.

Governance should not be confused with policing. Proper governance is about a system for bringing the people of the northern part of Mali into the overall governance of the country, making the Tuareg population feel part of the overall structure and having a demonstrably fair system for sharing the nation’s resources and wealth. That will be the key. As my hon. Friend rightly says, the sparsity of population and the vast spaces defy any aspiration to be able to police them in the conventional sense.
If there were ever an example of mission creep, this is it. Further to the question asked by my hon. Friend the Member for Newport West (Paul Flynn), at what point will the Secretary of State test the will of Parliament?
I do not accept that this is an example of mission creep. What we have done is extremely modest. We are providing strategic air-lift support for a limited period and one surveillance aircraft, operating from a neighbouring, friendly country, and we are now talking about deploying up to 250 troops in a training role, most of which will be carried out in the countries donating the troop forces. I do not consider that to be an escalation of the scale characterised by the hon. Gentleman.

Friend will be delighted to know that at the last EU defence ministerial in Brussels, the United Kingdom stood alone in insisting on a freeze in the European Defence Agency budget for the third year in a row. The people of this country would think it perverse if we were to make the necessary cuts in defence in this country and then proceeded to vote for an increase in the budget for the European Defence Agency.
Further to the question from my hon. Friend the Member for Ilford South (Mike Gapes), is the Minister aware that there is a strong public perception that we are seeing a serious escalation in Britain’s role in Syria? Will he assure the House that we will not see any British troops in front-line roles in that country at any point?
We would need a legal basis to intervene in Syria. The humanitarian situation there is appalling, but we would need a legal basis and a clear opposition with whom to work. At the moment, there is no clarity, although we have recognised the National Coalition. We are waiting to see how the international diplomatic and political efforts work as we would rather see a political and diplomatic solution than a military one.

Commons ChamberThe review is of military medals. I believe that those police officers who serve are entitled to campaign medals. I am sure that they can make representations, but as they already receive those medals, I do not think that it will affect them. I am not responsible for the terms of reference.
Further to Question 6, what structures exist to allow concerns about the biggest Army cuts of all time to be raised further up the chain? I am thinking of the sorts of concerns raised earlier by hon. Members on both sides of the House.
I and my colleagues are asking ourselves, “What’s he talking about?” I’m not quite sure what the hon. Gentleman is referring to. Is he talking about whether the Army is top-heavy? [Interruption.] I am at a loss to know exactly what he is talking about, but we intend to reduce numbers in the senior ranks of the Army in order to address the disproportion there.

Commons ChamberMy hon. Friend makes a useful point. The Government’s aim is very clear: we want to see the isolation of, and a diminution in the size and effectiveness of, the regime in Libya, which we believe has lost legitimacy. The aim is for the international community to speak with a single voice, and the more we are united, the more we send a signal to Colonel Gaddafi that the game is up and he has no friends and no future in Libya or beyond.
Will the Secretary of State now answer the question from my hon. Friend the Member for Islington North (Jeremy Corbyn): how much has so far been spent on the Trident replacement?
I have set out on a number of occasions the different areas in which we spend. We have to spend in advance because there are long-lead items that need to be spent on in order to make sure we are able to take the decisions at the points we have set in initial gate, and main gate when we get to 2015.

Commons ChamberMy hon. Friend has raised an important issue. In the National Security Council, we are committed to a cross-departmental defence of the United Kingdom and defence review. As part of our ongoing discussions, we will continue to discuss arrangements for the Olympics. The Security Minister and I have had a number of discussions on that subject.
There is a growing public perception that the Trident replacement is being insulated from any kind of scrutiny—including the defence review—while the Government continue to tear conventional forces to bits. I am thinking particularly of the cuts in aircraft, which have already been mentioned. How long will the Secretary of State be happy with that situation?
There will be no plans for any part of the defence of the United Kingdom until the defence review is completed in the autumn. We will, of course, face a very adverse financial position because of the utter financial incompetence of the outgoing Labour Government, who have left the country with record debts, and, sadly, we will have to make decisions about defence and other Government budgets in that light.
