The consultation is under the ticketing and settlement agreement, which I believe was put in place under the last Labour Government, so I very much believe it is a good and robust process. It allows for a period of time for members of the public and hon. Members in this place to give their views on individual stations. There is then a 35-day period for passenger groups to take them into account, work with the train operators to try to reach an agreement, and ensure that all current accessibility and opportunity requirements are taken into account and maintained. I fundamentally believe that rather than the railway being stuck in the past, it needs to adapt and change in the manner that its passengers are. If one in 10 passengers are operating the booking office purchase system, that means that 90% of passengers are not seeing a member of staff. That member of staff can look after them, give them information, make them feel more reassured and assist them on to the train. That is a modern railway in action.

All transport infrastructure projects delivered by the Department’s arm’s length bodies are required to undertake whole-life carbon assessments and set carbon reduction targets as part of their business cases. National Highways, HS2 Ltd and Network Rail have already set out ambitious plans for achieving net zero and we are supporting them in their delivery. Through the Live Labs 2 competition, we awarded £30 million of funding to seven new regional projects to boost innovation in decarbonising highways infrastructure.

I recently visited Polypipe in my constituency, which designs, develops and manufactures thermoplastic piping systems from recycled material for civil and infrastructure projects. I understand that the Government and National Highways tend to favour the use of concrete to make ducting for cables over plastic for the road network, despite it being weaker, less resilient and worse for the environment. Could more consideration be given to using recycled materials, such as the plastic manufactured by Polypipe, in the construction of road infrastructure projects to help to achieve our net zero goals?

The Government have provided over £2 billion since March 2020 to protect vital bus services, with that support set to continue until June 2023. As a result, bus service provision in England outside London remained at over 85% of pre-covid levels in 2021-22, despite patronage and commercial fare revenue remaining significantly lower. We are actively working on long-term plans to support the sector from the start of July and will set out further details in due course.

I thank my hon. Friend for her work on this matter. She has mentioned it to me in meetings already and I know she is really campaigning in this area. The Government have provided significant help to support our bus sector, with over £1.8 billion in 2021-22 alone. That includes over £7.3 million since March 2020 to West Midlands Combined Authority to protect bus services. We are also considering further support for the sector from July onwards. I look forward to working with her to convince other parts of Government to ensure we can deliver that.

According to the Department for Transport, bus usage remains, as we just heard, at around 85% to 90% of pre-covid levels. That means many bus routes are no longer considered commercially viable for operators, despite being vital to communities. That is true of the No. 2 bus in my constituency, which will no longer connect Loughborough and the villages of Quorn, Barrow and Sileby with Leicester. Will the Minister please consider further subsidising bus routes to ensure reliable services, which will help attract passengers back and prevent rural communities becoming isolated?

I thank my hon. Friend for her question. She has already mentioned this to me and I know how important these services are. I have a semi-rural constituency myself, so I understand that such connections are vital. Prior to the pandemic roughly 40% of operator revenues came from public funds, including from concessionary bus fares, and at the moment the figure is at about 57%. It is right that councils decide which bus routes they want to support, but I hope that with the extra moneys we have provided over the past two years, and hopefully into the future, we will be able to provide a long-term solution for the communities she represents.

The Government are spending £3 billion on this area over the current spending period. Active Travel England is making an enormous difference to the quality of schemes throughout England. Significant amounts of money are going in through the levelling-up fund and through City Region Sustainable Transport Settlements and other schemes, so we believe that we are on track to meet our targets.

T6. Barrow and Sileby train stations in my constituency are currently in need of vital improvements to make them more accessible to passengers. Can the Minister please provide me with an update on when the Access for All scheme will reopen for applications and whether there are any other pots of funding available for accessibility improvements in the meantime?

The Department commissioned station nominations for Access for All in May of last year and is currently assessing more than 300 stations that were put forward. They include Barrow-upon-Soar and Sileby. I hope to be in a position later this year to announce the successful projects.

I congratulate my right hon. Friend the Member for Basingstoke (Mrs Miller) on securing this debate. She is a leader among women, and I thank her personally for all the help and support she has given to me since I was elected in 2019. Thank you very much.

The hon. Member for Birmingham, Yardley (Jess Phillips) made an extremely moving speech in which she read out a very long list of women who have been murdered over the last year. I would add the name of a women from my Loughborough constituency who was not murdered but suffered life-changing injuries at the age of 19 that mean she will never again live a normal life. Her name is Angel Lynn, and hon. Members will perhaps have seen the CCTV video of her being picked up by her boyfriend and physically carried into the back of a van. She was kidnapped and, to use the words of the court, “fell out” of the van at high speed on the A6 in Loughborough.

Since it was first observed in 1911, International Women’s Day has been a driving force for change. It is a day not only to empower women and celebrate their achievements but to raise awareness of equality issues and the very real injustices that women still face today. This year is no exception, with the theme of “Break the Bias” encouraging us all to call out gender bias, discrimination and stereotyping to ensure greater female participation and progression in our communities, our workplaces and our schools, colleges and universities.

As an MP, I am incredibly fortunate to be able to use my experiences as a woman in the workplace and as a mother, as well as the experiences of the thousands of women in my constituency, to help influence the change that is needed. Sadly, however, I am in a very small minority of women who have had this opportunity, being the 499th female of only 559 to have ever been sworn into the House of Commons—this is, of course, fewer than the number of MPs elected at any one election.

Thankfully, we are seeing the number of female MPs increase, with 220 women elected at the last election, which is the most ever. That said, it means that only 34% of MPs are women, despite the 2011 census finding that 51% of the population are women. There is clearly a lot more work still to do to ensure women are properly represented.

Does the hon. Lady agree that we all have a part to play, men included, in getting women elected? Former councillor Gordon Clark encouraged me to stand for election, and I will be forever grateful that he did. Men can use their platform and voice to further equality in these spaces, too.

I absolutely agree. Councillor Richard Shepherd of Charnwood Borough Council encouraged me to stand as a candidate for the Conservative party.

If we want to increase the number of women in public life generally, we must ensure we are leading from the front. I know this is of particular importance to the Government, the Opposition and the House, and I welcome that, over the last decade, there has been a real focus on removing the barriers faced by women who want to become an MP and enter government, most recently with the introduction of the Ministerial and other Maternity Allowances Act 2021, which will ensure that women are not forced to choose between becoming a mother and progressing in their career.

The importance of having more women in Parliament cannot be overstated; not only do women have a unique perspective on society and the workplace, but they have been responsible for, and instrumental in, some incredibly important pieces of legislation, such as those banning female genital mutilation, criminalising domestic violence and ensuring that women can build up pension entitlement in their own right. They also help to inspire the next generation of female politicians and women in public life. I was inspired to get into politics after hearing that our first female Prime Minister had taken office, causing me to investigate what that meant for our country and understanding that politics is a profession for women— I was 13 at the time.

As well as in Parliament, it is crucial that we have female representation in all walks of life, particularly in the workplace and the boardroom. I am delighted that progress has been made in that area, with the UK having the highest women in work index score in the G7 and being second in the international rankings for female board representation. However, there are still more barriers to remove if we are to create an environment where women can really progress, such as bias around pay and promotion, unacceptable workplace cultures, and issues with the ability to balance work and caring responsibilities, which all too often fall disproportionately on women. I know that the Government are committed to tackling those issues and I am fully supportive of the action we are already taking, for it is vital that we support women in the workplace.

I am talking about women such as the impressive managers and leaders I met last year at Tarmac, in my constituency, who were incredibly skilled experts, leading the way in their respective fields. Whether they are nurturing, shaping business or developing projects and goals, women have a great contribution to make and I urge us all to work together to ensure that women have the opportunity to put their stamp on local communities, businesses and the future of this country.

I am delighted to follow my hon. Friend the Member for East Surrey (Claire Coutinho). I nearly said right hon. Friend—it is only a matter of time. I congratulate my hon. Friend the Member for Wellingborough (Mr Bone) on an excellent piece of legislation.

Brexit was an historic moment for our country, which brought with it the opportunity to free our businesses from overbearing bureaucracy and reduce costs for consumers in order to boost innovation and growth across the economy.

This Bill is another step in the right direction as, by ending the effect of the Vnuk decision, we will remove needless and excessive liabilities that place an unnecessary administrative and financial burden on the Motor Insurer’s Bureau, businesses and policy holders. Indeed, I note that the Government Actuary’s Department has estimated that Vnuk would lead to an estimated £50 annual increase in insurance premiums for motorists and £2 billion in extra overall costs for the insurance industry. This would be a terrible outcome, given the current issues over the cost of living. I also agree with my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) that, given that £50 is only the average, younger drivers will bear the brunt of the increase as they constitute a higher risk.

We also know that Vnuk would impact significantly on businesses, in particular those in the motor sport industry. Ahead of the debate, I was contacted by one of my constituents, Mr John Kirkpatrick, who is a director of the Motorsport Industry Association. He has informed me that the association has been lobbying the European Commission against the adoption of the Vnuk proposal because, as the UK Government have acknowledged, it could lead to an additional annual cost of £458 million for the UK’s motorsports industry. I am told that the industry has a turnover of £10 billion annually and is of huge importance to the midlands, being the centre of motorsport valley and employing 40,000 people. It is also recognised globally as the centre of excellence and the go-to community of knowledge and innovation. So this Bill would go a long way to supporting the midlands economy and helping to level up the country.

Of course, since the ruling the EU has also taken steps to address its impact. This leaves the UK in the perverse situation that it is stuck with a snapshot of EU law at the end of the transition period, all while the EU itself is enacting reforms to address what it has described as absurd over-regulation. Well, amen to that, Mr Deputy Speaker.

Taking all this into account, I will be supporting the Bill today, and I hope that the Government continue to work to remove all unnecessary red tape inherited from our membership of the EU so that we put the success of our businesses and the finances of consumers first.

Does my hon. Friend agree that, in addition to those tax savings, a number of very large businesses—farms, for example—have numerous vehicles that never go on the public highway, and this would have a greater impact on them?

Indeed. It is true that those with multiple vehicles stand to be punished even more if the Bill does not pass—my hon. Friend is quite right.

My constituent Andrew Wilde wrote to me earlier this week. His whole family are motorsport enthusiasts—in fact, he is a member of the North Wales Autograss Club —and he believes that the Bill will support the whole industry. He worries that without this Bill, the UK motorsport sector will see insurance costs increase by over £450 million.

Andrew goes on to say:

“I believe motorsport brings a lot to this country - more than simply Lewis Hamilton winning the FI Title. That can be seen when you drive down the M40 & see the high quality companies based in our country. It provides good quality jobs & just as important, hundreds of thousands of the population with enjoyment, either participating or watching.”

I very much share my constituent’s positivity, and I am pleased to support the Bill.

Taxis and Private Hire Vehicles (Disabled Persons) Bill

I rise to speak in support of this excellent Bill and I congratulate my right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) on introducing it. It addresses an issue that has come up for me numerous times over the years, both as a Member of Parliament and as a caseworker for the previous Member of Parliament, whereby people with different disabilities have found it difficult, for whatever reason, to get transport. I want to look at three key elements in the Bill: no extra charge; cannot refuse transport; and licensing to maintain a list of wheelchair accessible vehicles, which is an excellent idea.

In 2019-20, 14.1 million people reported having a disability, representing about 22% of the overall UK population. Of those, about 1.2 million people are wheelchair users. Disabled people make twice as many journeys by taxi and private hire vehicle each year compared to non-disabled people—twice as many journeys—yet many continue to face discriminatory behaviour from drivers and taxi companies, including outright refusal of service, overcharging and a failure to provide assistance to enable them to board, alight and travel in comfort.

The Equality Act 2010 provides disabled people with some protection, but it applies inconsistently and only with respect to certain disabilities. I would like to put forward that “twice as many journeys” as an opportunity. It is almost a marketing opportunity: there is a target market of people who spend, or would spend, a great deal of time and money in the market. Therefore, this is a good opportunity for taxi drivers and owners of private hire vehicles, as well as for those who are disabled.

The list of licenced wheelchair accessible vehicles is also an excellent idea. As I mentioned, I have tried to help people in the past. I did not accept that they would not be able to book, so I tried to book for them. It was quite difficult having to ring round and ring round and ring round, so a list of licenced accessible vehicles is an excellent idea. To sum up those two points, they are useful measures that need to be put in place and perhaps should have been put in place in previous years.

The only other point I would like to make is about taxi drivers who are themselves disabled. I would like confirmation that there are provisions in the Bill to ensure they do not necessarily have to get out of the car and so on. I believe I am right in saying that that is included in the Bill.

I can confirm that. My hon. Friend will have heard me talk about exemption certificates. We wish to refine them in the Bill, but there will still be, within the exemption certificates, an opportunity for drivers who are unable to render mobility assistance not to be obliged to do so.

I am obliged to my right hon. and learned Friend for that intervention. That creates a perfect circle whereby disabled are able to be helped, and taxi and private hire vehicle drivers are able to take advantage of the market while being safeguarded from any hindrance because of their situation.

I am grateful for the opportunity to speak, Madam Deputy Speaker. That is certainly an interesting way to start my contribution. I thank my right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) for bringing forward the Bill. He has used his skillset to bring real change to people’s lives.

Over the last 18 months, we have seen the regulatory landscape of taxis and private hire vehicles dealt with considerably in the framework of a private Member’s Bill. In the previous Session, we saw the fantastic work of my hon. Friend the Member for Darlington (Peter Gibson) to ensure that we make the regime more robust. That is important because we are unfortunately still dealing with a regulatory framework that is somewhat patchwork, and this Bill goes some way to tightening that up.

To reflect on the comments of the hon. Member for Slough (Mr Dhesi), he is absolutely right—I do not often agree with the Opposition Front-Bench team and I will try not to make a habit of it—that the framework is a patchwork and based on localised enforcement. That is not a bad thing, but there has to be constituency. He talked about the Labour party’s focus on a more consistent regulatory model, which is definitely worth deliberation and interest. I am sure that the Minister was listening to that intently and that her ears were wide open to that.

I was struck by the contribution of my hon. Friend the Member for Loughborough (Jane Hunt), who gave us the figures on the employment deficit and employment gap, which really highlighted the issue. The use of private hire vehicles and taxis for employment is important and something that I have seen in my constituency. When she highlighted those figures, I was particularly struck by the 52.3% versus the, I believe, 88%. That gap clearly demonstrates the importance of what we are trying to deal with in the Bill: it is about ensuring that people who want to contribute have equal opportunities and that, in the broader landscape, people with impairments and disabilities can access exactly the same opportunities as everyone else. We should get to a point in our society where those things should not matter and people should be able to contribute in any way they wish, regardless of any physical impairments or physical differences.

Hon. Members may believe that that is somewhat of an extrapolation, but it really is not, because the freedom to travel, the freedom to move and the freedom for someone to know that they can access services is fundamental to being a human being. I am sure that my right hon. and learned Friend the Member for Kenilworth and Southam is aware of this, but his Bill is so important because through it he is ensuring those fundamental freedoms that allow people to get on with their lives and contribute. I cannot commend him enough for that.

Let us think about the numbers that we are dealing with: 22% of our population have reported some sort of disability or impairment. We can think about the 1.2 million people with mobility issues as a figure, but that is someone’s parent, someone’s grandmother and someone’s relative. I read that 46% of people of state pension age reported a mobility issue of some form or another. Those people have not necessarily always had an issue; rather, because, unfortunately of the way that age and time progress—it hits us all at some point—they need extra support. It is therefore imperative that we ensure that everyone can continue to lead fulfilled lives.

We have heard a lot about issues in rural areas and the pressures on public transport. There is a broader debate about public transport that I will not get into today, even though I take on the comments raised by hon. Members on both sides of the House. Again, I agree with the hon. Member for Slough—I am agreeing with him a lot today—who articulated well the real pressures that people face. I ask my hon. Friend the Minister to be in a listening mood. It is really important that we come to the table for such discussions with an open mind, because we know that the pressures are there. The fact is, we have a growing population that will continue to expand, and we also have an ever-expanding population who are reliant on these resources. We therefore need a long-term sustainable strategy—we hear those words all the time, but I do not know whether anyone has defined what that looks like—that understands and accepts that. Of course, the Bill is part of the patchwork of looking at how we reform this space to ensure that it is as accessible as it needs to be for everyone.

My hon. Friend is making a good argument. As we are talking about the number of people with disabilities who need access to transport, does my hon. Friend agree that the Bill is formalising that patchwork in a much better format, which will give them confidence that they can use this form of transport and, in fact, gradually increase the market for taxi and private hire vehicle drivers?

I thank my hon. Friend for that interesting point. I may take it on a tangent and not do it justice, but I think she is right and that the Bill presents an opportunity. My hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) made a fantastic contribution—it was so erudite and so analytical; she is a hard act to follow.

My hon. Friend the Member for Loughborough (Jane Hunt) is right, because the Bill helps to bring about consistency. I was shocked to read that only about 30% of licensing authorities having retained lists of available private hire vehicles that were accessible, which means that access to information is not consistent across the board. My interpretation—my right hon. and learned Friend the Member for Kenilworth and Southam might correct me—is that the Bill brings that together, enabling consistency in accessing and obtaining information. I think that my hon. Friend was trying to drill into partnership working. There is always an opportunity for that. It is really important for local licensing authorities and local authorities more broadly to encourage partnership working. We have seen locally, in my community, that when the local licensing authority and the industry are at loggerheads, it is not consistent. It was Conservative councillors in my area getting those people around the table with the leadership that enabled them to have a productive conversation.

That is really important, and hon. Members across the Chamber have mentioned the need for a proper and effective dialogue with the industry. We are moving so far forward in this technological age that we should be able to create a fleet that is compatible and can meet people’s needs. The Bill rightly makes contingencies for a situation where it may not be possible, for example, to carry a mobile wheelchair. That should not necessarily be an issue in future if we can get the partnership with industry and join together the different stakeholders to ensure that there is real technological development in how we move the fleet forward and in the vehicles that are being used. This is a really good example of how the private sector, innovation and the fantastic work that this country is doing on R&D can come together so that the Bill’s aim of ensuring broader access can be realised.

I think that my hon. Friend the Member for Loughborough raises a very valuable point—I appreciate that I have gone somewhat around the houses in responding to her but it would not be a Friday if someone did not do that at some point. The Minister, as one of the key stakeholders, will also need to be in the room to ensure that she can be part of those conversations on behalf of Her Majesty’s Government.

The Bill is a really important part of the fundamental framework of opportunity. In preparing for this debate, I thought about the needs of people who are close to me, such as my grandmother, who is 92 and has mobility issues. I thought about when she would need access to a private hire vehicle to do what she needs to do. Luckily, she is still quite independent but she is getting to the point where she would need to do that and this Bill would mean that she can. Her local licensing authority is good. It retains those lists and does what it needs to do. However, this is personal for me because I think of her as a beneficiary of the aims of my right hon. and learned Friend’s Bill.

I apologise for somewhat jumping around from point to point, Madam Deputy Speaker, but before I forget, I want to mention exemption certificates. As many have said, this is a really pragmatic and important approach. We have to recognise that it will not be entirely practical at the moment for private hire vehicles to be in a position where they may be able to follow through on this. We need to prepare contingencies for cases where that might not happen. We also do not want to cut off the industry. We do not want to create a friction that may lead the industry to say, “We don’t want to bother with this engagement,” so it is absolutely right to have the exemption.

The hon. Gentleman is absolutely right about the impact, and the same is true of many other forms of transport. I pay tribute to the work of taxi drivers and private hire vehicle drivers, who have been incredible during this crisis and have often provided the only form of transport available for people in certain areas.

The statutory taxi and private hire vehicle standards have considerable teeth, because for the first time ever we will have national databases, and we will put enormous work into ensuring that all local authorities and hackney carriage authorities sign up to those and use them. I will say more in the not too distant future about our support for taxis and private hire vehicles through the pandemic.

Many taxi drivers in my constituency have raised concerns about having to pay East Midlands Railway the full £600 fee for a permit to ply for hire at Loughborough station, despite the unprecedented collapse in business they have been forced to face over the past few months. I would be grateful to know whether the Minister has had any discussions with rail operators about permit fees and, if not, whether it is something he would consider.

Officials from my Department have been in discussions with East Midlands Railway and provided guidance last week that should, I hope, enable train operators to resolve this issue.

The Government are providing significant funding for the bus industry at this time. Our covid-19 funding package for England’s buses totals £397 million. As part of this, local authorities have access to a £30 million supported bus services fund. To date, 46 bids have been received. No bids have yet been received for the rural mobility fund because the deadline is 4 June.

The hon. Gentleman is right to say that we are focusing on new all-electric bus towns, which is an exciting part of the money that the Prime Minister has announced to support buses up and down the country, but it is not right to say that we are not focusing on hydrogen buses. We have actually allocated £4.36 million to hydrogen buses and supporting infrastructure.

The Government have recently published the safer transport guidance for operators, which is very welcome indeed, but I wonder whether the Minister could set out what steps are being taken to ensure the financial viability of bus services while maintaining social distancing.

I can tell my hon. Friend that we are working urgently to provide further support to bus operators so that they can run service provision as people return to work and at the same time observe social distancing.
