I thank the hon. Member for her intervention. We are committed to simplifying the plethora of different funding pots that are available for buses. We hope to deliver more long-term funding for local authorities and devolve to them the power to decide where the money is spent.
The Government have set out an ambitious action plan to deliver better buses, grow passenger numbers and drive opportunity to underserved regions. A core part of that plan was announced in the King’s Speech: the passing of a buses Bill. We are introducing the Bill in this Session because we want to see change as quickly as possible. On Monday, we announced a package of franchising measures to support local leaders to deliver better services for passengers in advance of the buses Bill. The first measure is the publication of a consultation document, which will gather views on proposed updates to the bus franchising guidance. The second measure was the laying of a statutory instrument that will open up bus franchising to all local transport authorities and reduce barriers. Later in the Session, we will introduce the Bill, which will be designed to put power back in the hands of local leaders right across England and ensure that networks meet the needs of people who rely on them, including in rural communities.
I need to make progress.
The Bill alone will not remove all the challenges facing the bus sector, so the Government will take further steps to deliver more reliable and accessible bus services. Those will include giving local authorities more flexibility and control over bus funding, so they can plan for the long term and deliver on local priorities. We also want to provide safeguards over local networks, to raise the standard of the services that passengers should expect to receive.
The Government know that what each community needs from its public transport network is unique, and we want to empower local leaders to work with operators to design networks that meet their needs. It is great to see that that work is already under way in Somerset, with the trial of the Slinky digital demand-responsive transport service. Somerset county council has also introduced some great local schemes that aim to encourage people on to buses.
Through our plans, we will support and empower local transport authorities to take back control by working in collaboration with bus operators and passengers to deliver bus services for passengers.
The Minister is being very generous in giving way. In my Maidstone and Malling constituency, local bus companies Arriva and Nu-Venture tell me that a significant reason for the lack of services is the lack of drivers, and that speeding up the process for granting provisional licences could make a real difference. Will the Minister look at that?
I pushed for that when I was in opposition, and we did some consultation just before the general election. We are busy looking at the feedback and will report on it in due course.
Under the Government’s action plan for buses, we will step in and ensure that local bus networks provide more accountability over bus operators, so that standards are raised wherever people live across the country. Making fares as affordable as possible is one of the Government’s top priorities. As the hon. Member for Glastonbury and Somerton said, the £2 fare cap is due to run out on 31 December. We are looking carefully and at speed at what to do in the future to support bus networks.
Local authorities, bus operators and passengers are eager to hear more details of our plans, and I assure them that we are working at pace to consider how we might best support buses in all areas, including rural communities, in our upcoming spending review. We will work closely with local authorities and bus operators to understand what is needed to improve and grow bus networks.

I can most certainly provide the hon. Lady’s constituents with the assurance that she is seeking. We will obviously be focusing on fares. We want to make sure that the travelling public get a great deal, which is why we have frozen regulated fares in line with inflation for the sixth year in a row. It is also why, in January, we saw the launch of the 16 to 18-year-old railcard, which will come into play later this year. So will there be attention on costs and scrutiny of fares? Of course there will. We will be maintaining that. This policy, which has delivered its sixth year, against Labour’s intentions, will be continued.
Will the Minister please confirm that the City Thameslink service from Maidstone East will still be delivered before the end of the year? It is desperately needed and it has been promised on a multitude of occasions.
My hon. Friend has been a very diligent campaigner on this issue. I know that it matters a lot to her and to her constituency. She has been a real vocal champion on this issue specifically. However, this is also an industry-led process and we are working with it to deliver the benefits as soon as possible. I cannot comment immediately on that matter because it is not part of this franchise but, of course, I will check the information and keep her posted on progress.

Absolutely, and I will come on to that point later.
The decline has been noted by drivers, with 51% of motorists saying that the conditions of local roads worsened between 2016 and 2017. Only 7% said that they had improved. An overwhelming majority—92%—attributed that to road surfaces and the numerous potholes on the roads. Most significantly, the situation is extremely dangerous for those travelling by bus, bike and foot. In 2016, poor or defective road surfaces were found to be the key contributing factor in 598 road traffic accidents, 12 of which produced fatalities.
I, too, congratulate the hon. Lady on securing this important debate—it is a shame it is only 30 minutes. Three massive sinkholes have appeared in recent weeks in my constituency, causing road havoc and other inconvenience to my constituents. Does she agree that local authorities and other stakeholders must put people and safety first—above the various organisational arguments about who pays and who does the corrective work?
I thank the hon. Lady for that intervention. Of course, one of the problems is that local authorities’ budgets have been slashed consistently over the last eight years, to the point that local authorities are often left able to deal only with their legal obligations, and potholes and road repairs have to be put on the backburner.
Such worries are particularly serious for cyclists, as my hon. Friend the Member for Brentford and Isleworth (Ruth Cadbury) mentioned. Between 2007 and 2016, Government statistics show that at least 390 people were killed or seriously injured as a direct consequence of potholes and other road defects. More than 15 times that number of people are reported to have had less serious crashes because of them.

That this House has considered Operation Stack and lorry parking in Kent.
It is a pleasure to serve under your chairmanship, Mr Chope. I am pleased to be joined by my county colleague, my hon. Friend the Member for Maidstone and The Weald (Mrs Grant). It is great to see the Minister in his place. He is no stranger to this issue, and has been involved in it personally over the past couple of years.
For the benefit of hon. Members, I want to define Operation Stack and set out how the situation stands in Kent at the moment. The operational procedure has been in place for a number of years. When delays occur at the channel tunnel or the port of Dover, road freight has no way of exiting the country. Under the system designed by Highways England, lorries park on the M20—in the initial phase, between Maidstone and Ashford, and then between Ashford and junction 11 of the M20. Closing the coast-bound carriageway of the M20 causes major disruption and congestion on the A20 and other strategic roads in Kent, as the traffic has nowhere else to flow.
Operation Stack, in phases 1 and 2, holds more than 4,000 vehicles, and when it is fully implemented it can take up to five days for the management of traffic to return to its normal state. It can be triggered for a variety of reasons; all it requires is a delay. In recent years, it has been triggered by a fire in the channel tunnel, strike action in France and migrant activity in France, which disrupted services through the tunnel. Equally, it could be triggered by bad weather that prevents ships from crossing the channel.
The capacity of the route is strategically important to the country, as 90% of the country’s road freight trade with Europe runs through Kent and either across the Dover straits or underneath them through the channel tunnel. If there is a problem at either the tunnel or the port, there is not enough capacity for the other to compensate, which causes delays. Whether the delays are caused by the weather or human action, they can come suddenly and without warning, so a system of resilience is required.
Kent residents and businesses have lived with Operation Stack for a number of years, but the situation came to a head in 2015, when it was implemented for 31 days, mostly in June and July. It caused major disruptions and a major loss of revenue for businesses, and made life intolerable for many people in the county. As Kent Members of Parliament, we felt that the people of Kent should never again have to experience what they lived through that summer.
I congratulate my hon. Friend on securing this important debate. I am extremely disappointed about the amount of time it is taking to action a solution to Operation Stack. Every time it is implemented, Maidstone—the county town of Kent—which is in my constituency, grinds to a halt, causing havoc. Matters could be improved if Highways England worked more effectively and more closely with parish, borough and county councils.
I completely concur with my hon. Friend’s remarks.
After the crisis in 2015, the Government agreed that a different solution to Operation Stack was needed to allow the motorway network to remain open, even when there are delays. It was agreed that an off-road solution was the only workable, long-term solution to Operation Stack. That means that the 4,000-plus lorries held in phases 1 and 2 of Operation Stack need to be held off road at a location that can serve both the channel tunnel and the port of Dover. It needs to be to the east of the channel tunnel and directly accessible from the motorway network in order not to disturb other roads, and it needs to be delivered at pace.
In the 2015 autumn statement, the then Chancellor of the Exchequer, George Osborne, committed the Government to a £250 million investment that would deliver that solution. The idea was that it would be delivered at pace, and it should have been operational this year. Highways England embarked on a process of consultation to identify the correct site for the lorry park, and the site at Stanford West in my constituency was chosen. The choice of the site had the support of the district council, and it received majority support from the respondents to a consultation conducted by Highways England.
Nevertheless, the location of a piece of major infrastructure is not to be taken lightly. It clearly causes concern and disruption for the people who live close to it, so it is incumbent on the Government to work with the local community to try to put those concerns at rest. They should make clear their intention to carry through their plan to build the lorry park, so we can end the blight of Operation Stack and give the country the national infrastructure and resilience it needs to protect that important strategic route. They must also reach a settlement with the people who live close to it and are most directly affected.
The Department for Transport started a compulsory purchase scheme on a discretionary basis for residents whose properties abutted the site. It also identified that Westenhanger Castle—a business run as a venue for events and weddings—would also be blighted by the building of the lorry park and therefore should qualify for compensation. Talks along those lines were progressing but were stopped when a judicial review application against the building of the lorry park was submitted by Westenhanger Castle and supported by two other entities—Stanford Parish Council and Henry Boot plc.
There has been considerable negotiation between the Department and the castle owner about their judicial review application. The consequence of the judicial review application, in addition to the general election and other delays, is that a year has been lost. Rather than waiting for the judicial review, will the Minister commit to having a last attempt at negotiating with the castle owner and the other applicants so that a settlement can be reached and the judicial review application withdrawn? That would enable work to start on the lorry park, and the business owner will receive the compensation he is due and will be able to move on.
Given that the Prime Minister and Ministers have always stated that the Government intend to build the lorry park to give us the resilience we need, I see no reason why the discretionary purchase of properties in Stanford village cannot continue, so that residents are not trapped in limbo but can reach a reasonable settlement with the Department and move on with their lives.
Highways England has completed the consultation with the local community to determine what they would like to see in mitigation, such as the design of the lorry park to reduce its visual impact or the creation of a buffer zone between the northern part of the site and the village of Stanford. The completed plans, updated by Highways England in response to the consultation, were secured by my constituent, the owner of Westenhanger Castle, under freedom of information. Given that those plans have already been published by the Department, they should be made publicly available so that people can see how the Government have responded to the consultation with their plans for the lorry park.
Will the Minister recommit to the commitment made by the Prime Minister and other Ministers that the Government intend to deliver the lorry park at pace, to contest the judicial review with the intent of winning it and, if unsuccessful, to make whatever adjustments are necessary to their plans in order to continue with them and to make the lorry park operational? As the Government prepare and negotiate for Britain’s exit from the European Union, investment in this sort of robust infrastructure is more important than ever.
We cannot say what the future will hold in terms of how frictionless trade will work if Britain is not a member of the single market, but it is possible that delays will be caused. I was looking at a speech made by Margaret Thatcher in 1988, launching the business case for the creation of the single market. She highlighted two things. First, she expressed the concern that the issue was about
“Not the classic barriers of tariffs, but the insidious ones of differing national standards, various restrictions on the provision of services, exclusion of foreign firms from public contracts”,
so what she wanted to ensure was
“Action to remove the customs barriers and formalities so that goods can circulate freely and without time-consuming delays.”
When the single market was being created, Margaret Thatcher understood that it was about removing not only tariffs but restrictions on and delays to trade.
Any time delay in the processing of freight in and out of the country will cause massive traffic congestion in Kent. If we want the country to be ready for Brexit on day one, that includes being ready with the infrastructure in place to support it. If there were customs delays, it is possible that Operation Stack would once again become a frequent and unwelcome visitor to the county, causing massive congestion and making life intolerable for residents and businesses. It is therefore even more important that the investment that the Government promised two years ago to deliver the Operation Stack relief lorry park is proceeded with at pace. If it is possible to avoid the judicial review and negotiate a settlement, we should take that opportunity. After the review is completed, we should make sure that we get on with the work.
If there is any danger that the lorry park will not be completed in time for spring 2019, the Government should put in place additional resilience for when the park is still being finished—not instead of the lorry park, but in case it is needed ahead of the park’s being completed. It is better than nothing to have Manston airport on standby, ready to provide parking space for freight that cannot leave the country, but it is not an adequate or long-term solution. The Government have recognised that.
The only and proper long-term solution that has been planned for is the relief lorry park. We need to get on with that for the country and the county. We should put the residents of my constituency whose property abuts the lorry park site out of their plight and proceed with the compensation that they are due, so that they can move on with their lives and not have to wait for any further delays.

It is a pleasure to serve under your chairmanship, Mr Turner. I welcome this opportunity to express my concerns to my right hon. Friend the Roads Minister. As he knows, fly-parking—the parking of lorries outside proper parking areas—is a long-term and growing problem in my constituency and across Kent. I thank my colleagues from Kent who are here today to show their support. I know that they share my concerns, as do other colleagues from Kent who are unable to attend this debate. Indeed, during this week, several colleagues from elsewhere in the country have mentioned to me that fly-parking is also a problem in their areas. I hope that through this debate I can push the issue up the Minister’s agenda.
The nub of the problem is that there simply are not enough places for lorries to park in Kent, so they stop where they can. They fill the lay-bys on major roads and park on the hard shoulders of slip roads, on the verges of country lanes and in housing estates. The M20 is the main route to the channel, carrying thousands of lorries every day. In my constituency, junctions 7 and 8 are particular blackspots. Along the A2-M2 route to Dover, Brenley Corner and Gate services are also renowned for large gatherings of lorries.
Since December last year, Kent police have dealt with 2,534 illegally parked heavy goods vehicles. A study in 2011 found that there was a shortfall of about 600 lorry parking spaces in the south-east. Since then, freight volumes have increased substantially. For instance, in just one year, 2014-15, freight increased by 12%. It is now estimated that 11,000 lorries pass through Dover and Folkestone each day to cross the channel.
I congratulate my hon. Friend on securing this important debate. As a neighbouring MP—my hon. Friend and I share the town of Maidstone—I have received several complaints from my constituents about lorries parked on the hard shoulder, particularly on the M20 and the A2. I agree wholeheartedly that we need much stricter parking controls. I would also like to see many more overnight parking facilities.
I thank my hon. Friend for her support. We both experience problems with fly-parking around Maidstone.
A huge number of lorries pass along the M20 and through Kent every day. That number is increasing, and the growth trend is expected to continue. In fact, we should hope that it will, because lorry numbers and freight volumes increase as the economy grows. As that happens, the parking situation is likely to get only worse.
Fly-parking is not only a nuisance, it is dangerous, especially when lorries stick out of lay-bys into fast roads or occupy hard shoulders. Last year, tragically, a 74-year-old woman from Maidstone called Susan Mellor died when her car crashed into a lorry parked on the hard shoulder at junction 7 of the M20 in my constituency. Kent police have shown me footage of officers walking along the hard shoulder to move lorries on. As they do so, cars are pounding past, clearly putting the lives of officers in some considerable danger. The process also takes up material police time. Aside from the dangers, there are the problems of noise from the lorries, particularly refrigerated lorries in residential areas; the significant litter associated with lorries parking up; and—I am afraid there is no nice way to put this—human fouling of verges and areas where lorries park. That is truly disgusting, but it happens because the average lay-by or roadside verge has no facilities for drivers to use.

It is fantastic to hear about the impact of the Government’s scheme in the private sector, and about bosses encouraging people to live healthy lives on daily basis, which will make a difference to people. There will be all kinds of other benefits.
In setting out the process and timescales for the first cycling and walking investment strategy, the Government are seeking to ensure that local government and business partners design places and routes for people travelling by bicycle or on foot at a local level across the country. Members will be aware that funding for the strategy, which has not been done before, is to be allocated on the same basis as that for rail, motorways and main A roads, with £300 million dedicated to cycling and walking over the next five years.
I, too, congratulate my hon. Friend on securing the debate. Although a lot more people are cycling, which is good, does he agree that more effort needs to be made to ensure that people from black and minority ethnic communities and deprived communities also have that opportunity?
Absolutely. There is a perception that cycling is for young to middle-aged white men. Those who cycle in competitions and on the sporting side are representative of those who cycle in society as a whole, and we need to encourage people throughout society to cycle. That is why it is so important that London and our cities develop cycle routes.

Commons Chamber2. What recent assessment she has made of the effects of recent labour market trends on black and minority ethnic communities.
Tackling unemployment is a priority for this Government. Our approach is to support according to individual need rather than to segregate according to ethnic group. On the matter of need, Mr Speaker, would you allow me to pay tribute to the fact that today is anti-slavery day?
Yesterday, the TUC published a report that showed that the unemployment rate among young black men stands at 50%, and that that group has experienced the sharpest rise in unemployment since the Minister’s Government came to power. Does she recognise the devastating impact that her Government’s failure to get the economy moving is having on the lives of those young men? What specific action will she take to tackle the problem?
I do not accept the accuracy of the figures the hon. Lady mentions, but I accept that the figures on young black men and employment are bad, and that they need to improve. A number of the figures given fail to classify those in full-time education, but it would be wrong to assume that someone needs additional support simply because of the colour of their skin. Notwithstanding that, the Government are giving a range of tailored support, through Jobcentre Plus, the fantastic Work programme, the Youth Contract and all our measures to get Britain working. We should not stereotype people according to ethnic groups—everyone needs help.
I welcome my hon. Friend to her responsibilities. As part of the task of ensuring that the colour of someone’s skin is no more important than the colour of their eyes or hair, will she encourage her colleagues in the Government to promote vocational qualifications and achievements in education, so that people can be chosen on their merit and qualities rather than be disqualified because of prejudice or stereotypes?
My hon. Friend makes a good point. The one-size-fits-all approach to unemployment has clearly failed. We need local providers to deliver good, innovative local services. We should be pleased that, in 2010-11, the highest number of black and minority ethnic apprentices started their training. Michael Gove’s reforms will be key to that, and I very much look forward to seeing them coming to fruition.
I am sure the Minister was referring to the Secretary of State for Education.

Total salt stock holdings in Great Britain at the start of December last year were just over 2.7 million tonnes, including strategic stockpiles of 539,000 tonnes. This is a significant improvement on the stock levels held in 2009 and is due to the actions that this Government have taken on winter resilience.
I absolutely agree with my hon. Friend and I very much welcome the preparations that Worcestershire county council and other local highway authorities have taken to be prepared for severe winter weather. I also commend Worcestershire for taking on board the guidance that was published through the UK Roads Liaison Group in December 2010, which related to the sorts of things he has talked about.

Commons ChamberI think that what the hon. Lady wanted to say was that we have decided, since the election, to offer a reduced interest rate on the Humber Bridge Board’s debt, which will save the board £48 million in interest payments over the next five years.
6. What progress his Department has made on its consultation on High Speed 2.
I launched the national consultation on high speed rail on 28 February. It will close at midnight on 29 July and decisions will follow by December. The Government consider that a high-speed rail network between London and Birmingham and onward to Manchester and Leeds would drive economic growth and prosperity as well as providing vital new capacity on the west coast corridor.
We welcome the Committee’s report. If the hon. Lady looks at it carefully, she will see that it actually says that the status quo is not acceptable and that coastguard stations need to close. The process we inherited from the previous Administration had been sitting on their desks for years. We said right at the start of the process that we would listen and come up with proposals after consulting. It is a shame that they did not do the same.
T4. Will the Minister meet me to discuss performance issues on the Medway valley line, which runs through my constituency?
I would be entirely happy to do that. It is important that all rail passengers have access to reliable services. The Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker) and I are very focused on that issue and would be happy to meet my hon. Friend.

Commons ChamberWhat a wonderful piece of opportunism. I can confirm that the consultation closes today. Of course, the previous Administration originally made the proposals to modernise the coastguard. We have listened carefully to the representations, and some very sensible representations have been made about how the reconfiguration might be managed to protect more of the local location of services. Once the consultation is closed, we will publish a summary of the findings and make our response to it.
T4. Will the Minister meet me as soon as possible to discuss the reinstatement of the Maidstone East to City of London service?
I am happy to meet my hon. Friend to discuss the matter. I have given the issue careful consideration, but she will know that changes to the franchise, which require extra subsidy, would be difficult to approve in the current fiscal climate.
I am grateful to Lord Davies for his report and his excellent proposals. We are working with business to ensure that that will be done, particularly encouraging larger businesses to set the trend so that it can then cascade down to others. I have written to my right hon. Friend the Business Secretary to ask how we can get the same message out to private as well as public sector companies. I am pleased to say that the Home Office is setting a good example in that of the four non-executive directors on its supervisory board, two are female.
Does the Minister agree that better, bolder and more ambitious career advice for our girls when they are at school and university could help bring on more female entrepreneurs?
My hon. Friend makes an extremely important point. It is necessary to look at the career advice given to girls to ensure that they are aware of all the opportunities open to them. That will help to increase their ambition about the sort of careers they can go for, and it is also important in respect of equal pay to let them know the financial consequences of the career decisions they make.
