I share my hon. Friend’s concerns and am glad that he has brought those examples to light. I understand that, following the examination of these reports—or perhaps of reports other than those to which he refers—the Electoral Commission has stated that there is

“a lack of evidence of widespread abuse.”

None the less, we will continue to work with the police and the Electoral Commission to reduce the risk of double voting.

I welcome the hon. Lady to her position. Does she agree that the electoral process, particularly in Northern Ireland, was severely corrupted some eight months ago by thousands upon thousands of proxy vote applications? The previous Member for Foyle, Mr Mark Durkan, lost his seat as a result of thousands of proxy vote applications that were approved without any electoral or photographic identification.

I struggled to hear the hon. Gentleman owing to some noises off. As he knows, and as he knows I know, the electoral system in Northern Ireland is devolved. I am sure that my new ministerial colleagues at the Northern Ireland Office will be taking his concerns very seriously and working with the devolved Administration, where appropriate, to look into them.

The hon. Gentleman makes an interesting point, which I will be interested to go away and consider. We are already looking at issues of tenant security deposits, for example—one of the largest groups not on the register are movers and renters, which causes that churn. That is why we are determined to ensure that we have better data to identify where we need to focus our attention and ensure that everyone is able to register to vote.

Is the Minister aware that at the general election in June, there was a 300% increase in proxy votes in the Foyle constituency, resulting in Sinn Féin winning the seat by 169 votes? Many people are specifically saying that that was a clear case of electoral fraud and the theft of a constituency in this House. What will the Minister do to ensure that that does not happen again?

On the general principle of electoral fraud, it is absolutely right that we look at future measures to tackle electoral integrity. It is important that we should have confidence in our democratic system going forward. We will be looking at absent voting arrangements and postal vote harvesting, and we will introduce legislation in future to tackle these issues.

The hon. Lady is absolutely right about the plight of the Rohingya people inside India, which shows the level of dispersal and displacement. With my Foreign Office counterparts—the two Departments are obviously working together—I will pick this up with the Indian Government. Importantly, our focus right now is on the relief efforts in the light of the humanitarian catastrophe in Bangladesh.

What pressure can be applied to the authorities in the region and particularly to the office of Aung San Suu Kyi? Tributes have been paid to her in the past for her work to bring people together to try to bring an end to the onslaught and murder that continue in the region.

Of course Aung San Suu Kyi has an important role to play. She has a voice, and she needs to use it to stop the persecution and, with the Burmese military and with what is effectively her Government, to create routes home for the Rohingya people, giving them security, rather than the fleeing and persecution we have seen. It is not just for the British Government, although we are doing this, but for all international voices to step up, come together and make that abundantly clear to her.

I am sure the hon. Gentleman will welcome the fact that at the last general election there were more people on the electoral register, and more people voting, than there have been since 1992. We should bear in mind the state of the Labour Government between 2001 and 2005, when there were far more people off the register. We are determined to have a democracy that works for everyone, and we are introducing a range of measures to that end. They include the publication of a democratic engagement strategy later this year, which I hope the hon. Gentleman will read.

Is the Minister aware of the massive change in Northern Ireland constituencies in terms of proxy votes between the 2015 general election and this year’s election, when thousands of people applied for and received proxy votes, which, in some constituencies, resulted in a virtual usurping of the election result? What plans has the Minister to address that?

As the hon. Gentleman will know, electoral policy in Northern Ireland is dealt with by the Northern Ireland Office, but the Cabinet Office is working closely on how individual electoral registration can be introduced in Northern Ireland. I will refer the hon. Gentleman’s point to the Northern Ireland Office, but proof of identity has been required in polling stations in Northern Ireland since 1985, and the Labour Government introduced photo ID in 2003. Northern Ireland has led the way when it comes to ensuring that we can crack down on electoral fraud.

During the past couple of years, we have introduced the ability to register to vote online. It has been highly successful, with 24 million people taking the opportunity to register to vote online. As part of our democratic engagement strategy, which I will publish in the summer, I am keen to look at digital democracy and where it can work, and to see what we can do with other Departments to ensure that we have such points of contact and that we base democratic registration around individual users. I will be taking forward exactly what the hon. Gentleman mentioned.

Will the Minister ensure that the utmost application of secrecy will be adhered to for victims of domestic abuse who are severely traumatised and have found it difficult to apply for either postal or proxy votes.

The hon. Gentleman is absolutely right. We need to ensure that we learn from the experience of domestic abuse survivors. We must look at that particular journey and ensure that the registration process, when we have it, works for women who need extra protection. We must also look at refuge managers to ensure that we provide the support that they will need.

I am grateful to the hon. Gentleman for raising democratic participation. As I have stated, we now have a record 46.5 million people on the electoral register and turnout at elections is at a record level. Nevertheless, we can and must do more. The ideas of a clear and secure democracy and looking at voter identification pilots are just part of a package of measures. We also have another crucial strand: ensuring that every voice matters. In spring, I will set out our democratic engagement strategy, which will include further pilots of schemes to use civil society groups to encourage voter registration.

Will the Minister give an assurance that the issue of postal and proxy vote applications, which can also be subject to abuse, will be kept under review, in terms of the accurate identification of the person who is supposed to be applying for such votes?

I am grateful to the hon. Gentleman for raising that issue. When we published our response to the report of my right hon. Friend the Member for Brentwood and Ongar, the top line was obviously ID in polling stations, but there was also an entire package of measures, including looking again at postal vote fraud, banning the harvesting of postal votes by political parties, and limiting the number of postal vote packs that can be handled by family members to two. I entirely take the hon. Gentleman’s point, and we will continue to review those matters.

I am grateful to my hon. Friend for raising this matter, which I know is very close to her heart and is one in which she has expertise. It is very important that we co-ordinate this matter across Government because it is not just a matter for the Department of Health, although I should say that my right hon. Friend the Secretary of State for Health is taking this as a personal issue, as is the Prime Minister. Our purpose in the Cabinet Office is to make sure that the decisions and recommendations that the Prime Minister will make in due course are implemented across Government, so that there is a response from across the Government by the whole of the Government to something that affects everyone in this country.

The Minister referred to the benefits of joined-up and efficient Government. For those benefits to be seen and enjoyed by citizens across the United Kingdom, will he make a commitment to ongoing discussions with all the devolved legislatures to ensure that best practice is seen and enjoyed by everyone, irrespective of where they live in the UK?

We saved £18.6 billion in the previous Parliament. We hope to do better than that over this Parliament. We have made a good start with more than £1.5 billion saved by transforming how Government works, but there is more to do. It is a hard task, but we will complete it.

May I first congratulate you, Mr Speaker, on your energy efficiency saving this morning, on the bicycle in Portcullis House, for the poppy appeal? Is it possible for hon. Members and the wider public to track savings in various Departments to see the practical benefits of those savings?

The hon. Gentleman makes a sensible suggestion. As we evolve the single departmental plans, I hope to be able make the savings in individual Departments far more transparent. He is right to touch on that subject; it is something that I want to do more with.

My hon. Friend is entirely right that it will be a digital solution that brings the most advantage to the area of the health service that she identifies. I am glad that the close working of the Healthcare Safety Investigation Branch, NHS Improvement and the NHS Litigation Authority, enabled through digital, will mean that we can reduce never events and serious untoward incidents.

In ensuring that use of digital technology proceeds at a pace, what steps are the Government taking to ensure that hacking of digital technology decreases and is eliminated?

The hon. Gentleman is entirely right that hacking poses a serious threat to our national infrastructure. I will be able to make more announcements in the next few weeks that I hope will colour the detail that he is seeking.

If I did not know my hon. Friend better, I would think that he was bidding for IPSA’s headquarters to be located in Northampton South. All I will say to him is: be careful what you wish for. I note that Northamptonshire has led the way by being the first area in the country to announce plans to bring its police and fire services together in a shared estate.

The Minister mentioned the value-for-money approach. Does he agree that it would be better if Government offices were spread across the United Kingdom? Given the value-for-money approach we take in Northern Ireland, would he consider Northern Ireland as a location?

Yes, my hon. Friend makes an important point. There is a policy on rebalancing the civil service between London and the regions across the United Kingdom. The civil service already has a significant presence across the United Kingdom, and he will know that many civil servants are employed in Northern Ireland. We are looking to extend this further and to create multi-occupancy offices in key locations around the country.
