I point out to the right hon. Gentleman that, in voting for the referendum Bill and supporting the article 50 process, the great majority of Members of this House accepted that the decision of the British people in 2016 should be final. However we campaigned, I think that that remains the case.

Does the Minister agree that the difficulties of contingency planning should not be added to by this obsession with a mythical hard border, which no one wants, cannot be implemented and could be circumvented with ease by everybody in Northern Ireland and the Irish Republic?

As the Prime Minister has repeatedly said, ensuring that there is no hard border on the island of Ireland is a fundamental principle of this Government’s negotiating strategy, along with ensuring that there is no customs barrier between Great Britain and Northern Ireland.

The hon. Lady is right to highlight this issue. She will be aware of the announcements we made alongside so many of the small island states at the Commonwealth Heads of Government meeting in April to help them with technology to adapt to the changing climate, and also the additional £61 million announced by the Prime Minister to tackle the scourge of plastics in our oceans.

Some small charities are working exceptionally hard in sub-Saharan Africa, particularly using technology to deliver much needed clean drinking water to those areas. What help can the Government offer to those charities to deliver for those people in that exceptionally dry part of the continent of Africa?

The hon. Gentleman is absolutely right to draw attention to the challenges posed by climate change, particularly to the countries nearest the Sahara. UK Aid is working very closely with them, and investments in technology are helping to address that and provide drinking water for many hundreds of thousands of people in sub-Saharan Africa.

As the hon. Lady will know, the Cabinet Office has extensive processes to ensure successful procuring. If she is questioning the overall purpose of procuring, I refer her to the comments made earlier by my right hon. Friend the Minister for the Cabinet Office. In addition, research shows that public authorities save at least 11% by contracting out services. That means more money for health and education.

The Minister referred to small businesses as the backbone of our economy. What plans does he have over this Parliament to strengthen that backbone and increase targets in terms of accessibility of procurement for small businesses?

The hon. Gentleman raises an important point. In the previous Parliament, we set and met a target of 25% of all Government procurement going to small businesses. We set a challenging target in this Parliament of a third of all procurement going to small businesses. I am taking a number of steps to help us to try to achieve that.

It is a pleasure to speak under your direction, Mr Wilson. I congratulate my colleague and constituency neighbour, my hon. Friend the Member for Stirling (Stephen Kerr), on securing this important debate. I will start on a positive note—the recent signing of the Stirling and Clackmannanshire city deal, which is a prime example of what can be achieved when different levels of government work together to achieve for their constituencies.

The key point about devolution in this country is that reserved powers are as important to the devolution settlement as devolved powers. Schedule 5(1) of the Scotland Act 2016 is very specific. Westminster is as vital to devolution as Holyrood. That is why we have directly elected Scottish MPs. If anyone ever doubts the influence of Scotland in Westminster, they should just look at the Conservative Government, which would not be standing if it were not for the seats held by Scottish Conservatives—[Interruption]—within the Conservative party itself.

Devolution has so far been a completely one-way street. With the Bill that is currently in the House, we will have 80 more powers transferred to the Scottish Parliament that have never before sat with Scotland. My hon. Friend raised some important questions about the structure of how we want to govern for our constituencies and for the United Kingdom. Devolution was not meant to build a wall between Scotland and the rest of the United Kingdom. It was not meant to separate Scotland off. It was meant to bring power closer to the communities that that power is meant to serve.

I agree with the hon. Gentleman that devolution should not be looked at as a wall. Does he agree that we are talking about not just how the United Kingdom operates within a governmental mechanism and how we can devolve governance and politics, but how we can also devolve the economy and employment? An awful lot of the time nationalism feeds on dissatisfaction and unemployment, and that is why we need to try to address the problems that exist right across the United Kingdom.

I could not agree more. I think devolution has been a response to the failures of previous Governments of all colours to serve all nations and regions of the United Kingdom. I will come on shortly to the point that has been raised, and I have raised previously, about the centralisation of power in Edinburgh and how that does a disservice to my constituents and others throughout Scotland.

Looking at the performance of devolved powers, there are very few benchmarks where we can say we are doing better. In health, seven out of the eight targets set by the devolved Administration have not been met. NHS Tayside, which covers a large part of my constituency, is an absolute shambles. Education in Scotland used to be outstanding—a byword for world-class standards—but it is now ranked merely as average, as we fall down in maths, science and reading in international rankings. We want things to be devolved, but when areas are struggling and when Scotland’s economic performance is a full percentage point below that of the rest of the United Kingdom, we need to look at what central Government can do to provide even more support, whether through additional funding or whatever else, to support our constituents.

No one should be forced to choose between being Scottish and British, or English and British, or Northern Irish and British, or Welsh and British. It is an identity that people can choose to adopt. It should not matter wherever someone is born—Scotland and the United Kingdom can be their home. We need to be very clear that devolution should not act as a wall but should be used to pass power right the way through the United Kingdom.

On the centralisation of power in Edinburgh, the Smith commission cross-party agreement, which included the Scottish National party, said that powers would pass from Westminster to Edinburgh to local councils and authorities. That has not happened. Powers have been taken from Westminster and are gathered jealously in Edinburgh, rather than being distributed to support our local councils and constituents.

It was not Scotland alone that won the world wars. It was not England in isolation that launched the NHS. We achieved those big programmes together. Looking forward, we can bring together and champion our 75,000 or 100,000 constituents, the 5.3 million Scots in Scotland and the 800,000 or so in England, and pull together as a total country of more than 65 million to face some of the huge challenges that the entire world faces. We are not better facing climate change alone or becoming smaller. We are not better facing international instability on our own or becoming smaller. We are better doing that together. Governments should support that. Devolution is not a wall. Westminster and every other level of government needs to deliver for our constituents.

This debate is about the UK’s machinery for the framework of intergovernmental co-operation. I appreciate that my hon. Friend the Member for Stirling (Stephen Kerr) has approached it from a Scottish perspective and that much of the debate has centred on devolution. But the more I have listened to this debate the more I am convinced that it has implications for our future relationship with Europe. My reason for saying that comes from various perspectives. We have heard that this was about better ways of operating the union, but I think we also need to look at better ways of operating Europe. One of the ways in which we can do that is already in existence as an organisation of intergovernmental co-operation: the Council of Europe. I am pleased that all of the political parties represented in the Chamber have representatives on the Council of Europe. Not a single party here is not represented on the Council of Europe and the issue of devolution does not come up at all in the delegations. We act very well as a UK delegation.

The intergovernmental framework already exists and we already work together on a constructive basis. I think my hon. Friend the Member for Stirling mentioned that it is better to work together, which is absolutely true. The Council of Europe works on the basis of consensus, not on the basis of legislative implications for the various countries there.

The hon. Gentleman is developing the thesis that he alluded to earlier. Does he agree with me that the vast majority of people outside the body politic would assess the progress or otherwise of intergovernmental conference working, whether it be on devolution or Europe, on how it affects them in their local society, how it affects their ability to get a job, and how it affects their schools and all the devolved issues? Those are the criteria by which we have to judge any success or otherwise. Does he agree that that is what the general public would adjudicate on?

I agree that that is how the public would look at it. I think that we have been absolutely useless at telling the public what the Council of Europe does. It operates across almost every main Department of Government in the UK. It operates across the Home Office, with an emphasis on terrorism and security. It also operates across the Department for Digital, Culture, Media and Sport through the recommendations we put forward on football governance, for example. We need to send out a message about what the Council of Europe does and how it operates. It does not dictate laws to countries. Even its conventions are for Governments to decide whether to sign up to, rather than ones that they are forced into. For all those reasons I think that there is a great purpose in the future of our relationship in Europe being based on the Council of Europe.

The Prime Minister said that we are leaving the European Union, but not leaving Europe. She went on to say:

“We should not think of our leaving the EU as marking an ending, as much as a new beginning for the United Kingdom and our relationship with our European allies.”

I do not think that is a new beginning in itself. It is a beginning that can be founded in the Council of Europe. When we have that body in place, why on earth are we trying to reinvent the wheel and not using it for the purpose for which it was intended in 1949?

I thank my hon. Friend for the opportunity to praise the work of Vision Aid Overseas. It is absolutely right that we want to connect more of these small, fantastic UK charities with the developing world. The “GREAT for Partnership” initiative will help us to do that.

What steps is the Secretary of State taking to ensure that small charities can avail themselves of the fund with a minimum of bureaucracy to maximise the benefit to the countries they operate in?

I absolutely agree with the issues the hon. Gentleman raises. We are learning from the first wave of applications to the small charities fund. I would like to make it less bureaucratic, more nimble and open to even smaller organisations.

My hon. Friend has it exactly right. There are many more important issues in the minds of the electorate. These issues were of course discussed at length during the last general election, when, as I have said, our manifesto was very clear that we did not think that reform of the House of Lords was a pressing priority.

In any discussions that the Minister may have with the Lord Speaker’s Committee, would she be able to impress on its members the need to ensure that the will of the people of the United Kingdom in leaving the EU ought to be uppermost in the minds of the lords and that they overlook that at their peril?

This sits with the theme to which I already alluded, which is that we think that the House of Commons should have rightful primacy. Indeed, that is where we see elected representatives of the British population who are able to carry forward—in the instance to which the hon. Gentleman refers—the will of the British people in leaving the European Union.

I know that my hon. Friend tried to give up plastic for Lent and saw what a challenge it is, which is why we were so delighted to announce over the weekend further funding for research that will help tackle the prevalence of plastic not only in developing countries but here at home.

In sub-Saharan Africa, one of the most comprehensive issues is the provision of clean water to many hundreds of thousands of people, and many small charities are doing that. Will the Minister work closely with them to ensure the provision of technology to develop that in future?

My hon. Friend raises an important point. First, if I can reiterate the point that I made in response to an earlier question, we are very clear that we want to ensure that we are able to see that trading and that movement between all parts of the United Kingdom—that common single market within the United Kingdom that all parts of the United Kingdom benefit from. We are committed to protecting and enhancing our precious Union of England, Scotland, Wales and Northern Ireland.

The devolved Administrations should be fully engaged in preparations for the UK’s exit. They are—discussions have been taken from them—and as I said earlier, also in response to the Westminster leader of the Scottish National party, the right hon. Member for Ross, Skye and Lochaber (Ian Blackford), it is our intention that the vast majority of powers returning from Brussels will start off in Edinburgh, Cardiff and Belfast, not in Whitehall. We will continue to talk to the devolved Administrations, because we also need to ensure that we maintain the single market of the United Kingdom.

Q6. Last December’s joint report guaranteed continuing unfettered access for Northern Island businesses into the UK internal market. Does the Prime Minister agree that the EU appears now to be trying to cherry-pick that agreement by ignoring such critical issues for our economy?

It is absolutely clear—first, we do stand by the commitments we made in December, and the negotiating team will be working with the Commission to agree how we put that into legal text for a withdrawal agreement. Part of that agreement was, of course, that we will see no hard border between Northern Ireland and Ireland. Another part was, as the hon. Gentleman said, that there would be guaranteed access for Northern Ireland business to the United Kingdom market. As I said earlier, and I am happy to repeat again, the draft legal text that the Commission has published, if implemented, would undermine the UK common market and threatens the constitutional integrity of the UK by creating a customs and regulatory border down the Irish sea. No UK Prime Minister could ever agree to it, and I will be making that absolutely clear.

My hon. Friend is right to talk about the United Kingdom Government’s resolution, but in fairness we must acknowledge that the Government of Ireland is absolutely committed to trying to make sure that no hard border is created. The Taoiseach and his Government are committed to working with us constructively, as part of the EU27, to find a way forward in the context of a future economic partnership.

I live closer to the Northern Ireland border than anyone else in this Chamber. On this bogus issue of a hard border, do the Minister and all his Government colleagues, the Irish Government and the EU negotiators understand that any talk about a hard border, even in principle, is irrelevant because it would be totally and utterly impossible to police 310 crossing points? Even if that was tried, everyone locally would know how to circumvent them.

I am particularly conscious that in County Londonderry people commute to and from work, businesses supply customers and people travel to and from the doctors across the international jurisdictional border. For people to be able to go about their everyday lives, it is important that we reach the kind of agreement to which our Government and the Irish Government are committed.

We do carry out due diligence for small charities, and we have received more than 100 applications to the Small Charities Challenge Fund. The cut-off in relation to size is an annual income of £250,000. I look forward to the announcement of the results of the first round of applications.

Will small charities that are particularly innovative in sub-Saharan Africa, providing clean drinking water for hundreds of thousands of people there, be able to avail themselves of the fund, and will the Minister actively promote it to them?

They will indeed be able to avail themselves of the fund, provided that their annual income is less than £250,000 and provided that they are working in one of the 50 poorest countries in the world. Larger charities can apply to other sources of funding.
