Commons ChamberI thank my hon. Friend for his question. I know that he takes a keen interest in this area, given his previous work for Lord Hague, the former Foreign Secretary.
This is a big year for gender equality, as it includes the 25th anniversary of the Beijing declaration and platform for action, and the 20th anniversary of UN Security Council resolution 1325 on women, peace and security. The UK is proud to be a global leader in efforts to eradicate gender-based violence, and this year we will launch a new £67.5 million multi-country programme to prevent gender-based violence. We have expressed a strong interest in leading the Generation Equality action coalition on ending gender-based violence, and we will announce plans for the proposed UN General Assembly summit in due course.
The aforementioned Lord Hague—the architect of the preventing sexual violence initiative—recently said that if the UK was not prepared to take effective action in this area,
“it would be better to let another country take the lead”.
Does the Minister agree, or will he listen to Lord Hague and give this vital initiative the funding and political leadership it deserves?
I thank the hon. Lady for her question. I was not quite clear whether she was talking specifically about Saudi Arabia, but we raise these issues. Obviously the Government and the jurisdictions are very sensitive about their cases, but we raise these issues because that is what international law requires. We have made the points that she and the hon. Member for Kingston upon Hull North (Dame Diana Johnson) have raised, and we will continue to do so.
There has been an incremental and modest improvement in Saudi Arabia’s human rights situation. In the World Bank’s “Women, Business and the Law 2020” report, Saudi Arabia was ranked as the most improved economy for women’s economic opportunities. We want to encourage that positivity, and also, where there are abuses of human rights—whether in relation to the Khashoggi case, Raif Badawi, which was another case I raised, or the women’s rights defenders—to make sure that that is a part of our bilateral relations. We will keep raising these important issues.
This week will mark five years since the start of the war in Yemen. That war has seen the Saudi Government bomb Yemeni civilians in their thousands and starve them in their millions, with callous indifference and complete impunity. After five years, when will the Secretary of State finally bring forward a resolution demanding a full independent UN-led investigation of these appalling war crimes?
We are focused on bringing that terrible conflict—I agree with the hon. Gentleman about that—to an end. We want pressure to be put on the Houthis, and also a positive dynamic. Probably the single biggest issue that I raised with my Saudi counterparts was an end to the conflict in Yemen, which will require all the relevant actors to come together. There is a political dialogue through the UN. We want confidence-building measures that will lead to a proper political dialogue, and to get that issue and the conflict resolved. There is a window of opportunity in 2020 to achieve that, and we will be working very hard with all the relevant actors to secure it.
While we are trying to get somewhere on war crimes in Yemen, may I ask the Secretary of State about another imminent anniversary? It is 18 months since Jamal Khashoggi was murdered in Istanbul. At the time we were promised, from the Government Dispatch Box, a credible investigation to find out who ordered his murder, with serious consequences to follow as a result. Almost a year and a half on, can the Secretary of State explain why we are still waiting?
I think that the hon. Gentleman will know that there is a certain limit to what we can actually force Saudi Arabia to do. There has been a trial. There have been criticisms and concerns about that, but some have been held to account. We continue to raise the issue. I raised it when I was in Riyadh on 4 and 5 March. We do not shy away from it or, most importantly, from getting the reassurance—as well as the accountability that he wishes—that something like this will never happen again.

It is a pleasure to serve under your chairmanship, Ms Buck. Let me start by congratulating the hon. Member for Strangford (Jim Shannon), who brings us these debates frequently, and more credit to him for doing so, because we need to air this issue regularly and ensure that fellow hon. Members are fully informed. It is a pleasure to follow the contribution of the hon. Member for Glenrothes (Peter Grant).
I have appeared as the Opposition spokesperson on a number of occasions. The hon. Member for Glenrothes said something important; he talked about peace and about how every world religion believes in peace. Amazingly, I am the shadow Minister for peace. I am not sure how long that will continue to be a position, but we need one in Government, so I would have somebody to shadow.
The hon. Member for Strangford made an excellent contribution, as he always does. He told us about the all-party parliamentary groups that he chairs: the APPG for international freedom of religion or belief and the APPG for the Pakistani minorities, which I did not know existed until this afternoon. He talked about the churches that have been shut down in China and the 2019 attacks on Christians in India, and he asked the Minister for progress on the Bishop of Truro’s report; I will come on to that in a minute, and I am sure the Minister will want to respond to it in full.
We had a number of very appropriate interventions from the hon. Member for Henley (John Howell) and my hon. Friends the Members for Leeds North West (Alex Sobel) and for Manchester, Gorton (Afzal Khan), who made at least two interventions, as a fellow member of the shadow Foreign Office team. The Prime Minister’s envoy for religious belief, the hon. Member for Gillingham and Rainham (Rehman Chishti), made three, or perhaps four, excellent interventions.
There was a question about progress on implementing the Truro review, which I lead on for the Prime Minister and the Government. When I came into post in September, those 22 different recommendations were divided into short-term, medium-term and long-term. Eleven of those recommendations, which I shared with Bishop Philip of Truro on Monday, have now been taken forward. Some of those are about ongoing data collection, but 11 of the 22 recommendations have now been, or are in the process of being, taken forward.
I thank the hon. Gentleman for bringing us up to date on such an important issue. I will briefly mention the Bishop of Truro’s report later, but obviously we all want to hear from the Minister, too.
The hon. Member for Strangford mentioned the plight of Ahmadi Muslims in Pakistan, and I will say a few words about that in a moment. Of the many contributions I have heard from him, the hon. Member for Beckenham (Bob Stewart), whom I am honoured to call a friend, gave one of the most powerful I have heard. He talked about his first-hand experience of religious fanaticism and violence in Bosnia, and told us horrific stories of death and destruction. This time he had the names of those people—I think he said he had just received them today.
I would like to place on the record that I have been invited to the funeral on 21 March, but the Independent Parliamentary Standards Authority has said no.
I hope the hon. Gentleman will find a way of getting there. He and his wife did outstanding work in Bosnia, saving so many lives. I thank him for detailing that information and for reminding us of the horrific murder on the basis of ostensible religious belief, which in fact has nothing whatsoever to do with true faith. I thank him for that and for the village of Ahmići.
In 2018 the US State Department issued a declaration stating:
“Among the range of universal, interdependent human rights, the freedom to follow one’s conscience in matters of religion or belief is essential to human dignity and human flourishing”
As we know, the United Kingdom is a signatory to the universal declaration of human rights, which protects freedom of religion or belief. The UK is party to the international covenant on civil and political rights. Article 9 of the European convention on human rights, which is part of the Human Rights Act 1998, protects freedom of religion or belief. But the number of countries that regulate religious symbols, literature or broadcasting has increased over the past 20 years. Religious persecution has increased globally every year since 2000.
In 2020, 260 million people—approximately 10% of all Christians in the world—were persecuted for their religious beliefs, which was an increase from 245 million in 2019, and approximately 215 million in 2018. According to Open Doors, 11 countries now fall in the “extreme” category for levels of persecution of Christians. That is up from just one country, North Korea, in 2014—just six years ago. The World Watch List estimates that last year 2,093 Christians were killed just for being Christian. Christian persecution is more prevalent in Muslim majority countries, especially those governed by some form of sharia law.
Violations of the right to freedom of religion or belief have not diminished over the past 10 years. Indeed, conditions have continued. Many conflicts are rooted in or exacerbated by religious differences around the world. Violations of freedom of religion and belief is a truly global issue. Around 80% of the world’s population live in countries with high or very high levels of restrictions or hostilities towards certain beliefs. Let me briefly detail some of those. We have mentioned Myanmar and the persecution of the Rohingya Muslims. There have been sporadic waves of violence against the Rohingya since 1978. The Rohingya are the world’s most persecuted minority. Those Rohingya Muslims in Myanmar are not even considered one of that country’s 135 ethnic groups. They have been denied citizenship in their country since 1982, and thus are effectively stateless. More than half the Rohingya population of Myanmar, a total of 1.2 million, have fled the country during the current wave of violence, mostly to Bangladesh.
Let me move on to China. Article 36 of the Chinese constitution states that Chinese citizens
“enjoy freedom of religious belief.”
It bans discrimination based on religion and forbids state organs or individuals from compelling citizens to believe or not in any particular faith. However, the state recognises only five religions: Buddhism, Catholicism, Taoism, Islam and Protestantism—interestingly, separated from Catholicism. The Chinese authorities tightly control religious activity in the majority Turkic-Uighur province of Xinjiang. Beijing has, as we have heard, allegedly incarcerated more than 1 million Uighurs in re-education camps. The state monitors what Tibetan Buddhists do, to quell dissent in what it regards as a province of mainland China.
Let me move to Iran. The Iranian authorities continue to persecute the Baha’i minority, who number about 300,000. Iran’s supreme leader issued a fatwa in 2013, calling on all Iranians to avoid dealings with the Baha’i, and labelled the group “deviant and misleading”. In March 2014 a United Nations report said:
“Under the law, religious minorities, including recognised Jews, Christians, and Zoroastrians also face discrimination in the judicial system, such as harsher punishments”.
We know about Saudi Arabia’s persecution of Shi’a Muslims. Shi’a often have little access to Government services, and state employment continues to be limited for them.
Let me deal finally with Pakistan. As has been mentioned, Pakistan is affected by the experience of chronic sectarian violence targeting Shi’a Muslims, Christians, Ahmadi Muslims and Hindus.
I am an Ahmadi Muslim. I had hoped to make a speech in the debate, but for some reason the Speaker’s Office did not furnish Ms Buck with my name.
Ahmadis are a peace-loving community whose motto is, “Love for all and hatred for none.” At the core of Islam is a belief that if we wish to love and serve God, we must love and serve his creation. To that end, Ahmadis focus on humanitarian activities, such as providing healthcare, education and clean drinking water for those who need them. Ahmadis work to foster understanding between faith groups and support charities throughout the United Kingdom and, indeed, the world. Sadly, however, as both the hon. Gentleman and the hon. Member for Strangford (Jim Shannon) mentioned, Ahmadis suffer vicious persecution around the world. The main source of fuel for that persecution is in Pakistan, but what happens in Pakistan does not stay in Pakistan.
I know that from my experience in the Yorkshire market town of Batley. In August 1985, when I was 11 years old, my parents organised an inter-faith meeting in the town hall. It was interrupted and disturbed when, according to West Yorkshire police, more than 1,000 extremists, led by Pakistani hate preachers funded by the Pakistani state, were bused in from around the country. The mob brutally attacked my English mother and my father, a dermatologist; my eldest brother and I; and a Welsh Ahmadi schoolteacher who was with us. My first cousin, a GP, was by chance driving through the market town that day. He saw the mob and saw his family and friends being attacked, so he stopped. He was recognised, pulled from his vehicle and savagely beaten up.
With the help of riot police, we somehow managed to find sanctuary in the local police station, which was adjacent to the town hall on the market square. Many fanatics continued to pour in, and they besieged the police station. The stand-off lasted hours. Finally, the police were able to secure our release from what was in essence a hostage situation by releasing the violent fanatics they had arrested for attacking us, the stallholders and police officers. Those peddlers of hate were released to allow us to go under armed escort to Pinderfields Hospital, where my father was still practising and my mother and grandmother had been nurses, to receive hospital treatment.
That targeted attack against my family in ’85 was inspired by the President of Pakistan, Zia. He had sent his hate preachers to the United Kingdom that month, asking them to rid the UK of the cancer of Ahmadis. Our MP at the time—the Member for Batley and Spen, Elizabeth Peacock—spoke with the Home Secretary frequently, but nothing was done. From that moment in the ’80s, Muslim extremists seemed to get a feeling that they had an exceptional status above the law in the United Kingdom, which began to pervade.
These things have consequences; like an infection, they jump over species. We saw that in what followed. On 7/7 we had attacks related to the West Yorkshire area, and in June 2016 we had the awful murder of Jo Cox.
Does the hon. Member for Leeds North East (Fabian Hamilton) agree that violent extremism jumps species and places, that it must be attacked and combated at home as well as abroad, and that one of its great roots is in places where there is a poverty of freedom of expression and confession?
I thank the hon. Gentleman for his intervention, lengthy as it was. I appreciate that he did not have the chance to speak as he had hoped. I have had a long dealing with the Ahmadi Muslim community —as he knows, I represent a Leeds constituency—and we have had many debates in this place too. I thank him for informing the House of his personal experience, and I am delighted that we at last have a member of his community as a Member of Parliament. I would rather it was a Labour Member, but I am delighted that he is here at all, which is excellent.
Let me quickly finish the points I was going to make so the Minister can wind up the debate. The founder of Pakistan, Muhammad Ali Jinnah, said in August 1947:
“We are all equal citizens of one State.”
The experience of the hon. Member for Wakefield (Imran Ahmad Khan) shows that that is not the case. Of course we know the history of Asia Bibi, who was mentioned earlier. It is a great shame that the UK Government denied her asylum, although I am grateful to the Canadian Government for doing so. Ahmadi Muslims are denied citizenship rights in Pakistan and, as we heard at first hand, face persecution in other majority Muslim countries such as Algeria, and of course in the UK in 2016, tragically, Asad Shah was stabbed to death in his Glasgow shop.
I will conclude by quoting Lord Ahmad, the Minister of State at the Foreign and Commonwealth Office in the other place. He said:
“The persecution of individuals based on their religion or belief remains of profound concern to the United Kingdom. The freedom to practise, change or share one’s faith or belief without discrimination or violent opposition is a fundamental human right, and the UK Government are committed to defending this human right and promoting respect and tolerance between religious communities.”—[Official Report, 17 July 2017; Vol. 627, c. 5P.]
I am delighted that he said that, and the Opposition agree wholeheartedly with that sentiment. I wait to hear what the Minister has to say.

Commons ChamberI thank the Government for bringing forward this general debate on an issue that always stirs feelings in this House: the persecution of innocent, peaceful civilians across the world simply for trying to practise their faith.
I hope the House will indulge me if, before I begin my remarks, I pay tribute to a really doughty campaigner in my constituency. Her name is Joyce Sundrum. I mention her because she lies gravely ill, at the age of 90, in St Gemma’s hospice in Leeds in my constituency, having spent a lifetime fighting for the rights of Christians and other faiths in her own area in Leeds, across the nation and throughout the world. Her surname is Indian. She married an Indian citizen who was not a Christian, but she continued to practise her own faith and she stands up for all faiths. I hope she will be with us for a lot longer, but somehow I doubt it, so I wanted to pay my own tribute to her for her extraordinary work.
It is especially timely to be having such a debate shortly after the 75th anniversary of the liberation of Auschwitz, when we saw the ultimate, unimaginable depths of evil; where such persecution can lead humanity. For a world that reacted to the horror of what was discovered at Auschwitz and other concentration camps with a solemn promise of “never again”, it should appal and shame us that 75 years on we are still debating religious attacks, persecution and genocides that have happened in countries across the world in recent years.
I would also like to take the opportunity at the outset to pay tribute to my friend and colleague, Helen Goodman, the former hon. Member for Bishop Auckland. She remains a proud member of Christians on the Left and, in different circumstances, would probably have been leading the debate for the Opposition today. While she is a devout Christian, one of Helen’s great strengths is that she believes passionately in the freedom of every religion and would just as fiercely fight for the rights of the Muslims of Mindanao in the Philippines as she would for Christians in Burkina Faso. She is greatly missed in this House and in these debates, as is our other former friend and colleague Liz McInnes, who did so much to try to help Asia Bibi find sanctuary in this country when her life was at risk in Pakistan because of her Christian faith. Helen and Liz may be gone from this House, but I am at least glad that this House will always echo their views and be united in saying today—
This might seem like an unusual question, but I just wondered whether the hon. Gentleman feels that Christian belief is a factor in the Labour leadership contest.
I am not sure it is for me to comment on whether Christian belief should be a factor in the Labour leadership contest. I think a strong set of moral values, one of which is a strong set of Christian values, is very important in any leadership contest and I know that all the candidates will have those strong moral values.
Whether it is the Jews in Portland Oregon, Muslims in Myanmar and New Zealand or Christians in Nigeria and Pakistan, we all believe that an attack on people of any faith is an attack on people of all faiths. I am sure that that will be the consensus we reach at the end of this debate. However, we must never mistake the consensus that we establish in this House for attitudes in our country as a whole. As much as we might reassure ourselves that Britain is a tolerant society where such prejudice and attacks do not occur, we know, sadly, that that is utterly wrong, whether it is the terrible scourge of antisemitism, which poisons online debate and forces the Jewish community in this country to post guards around synagogues and Jewish schools; the appalling rise in Islamophobia and attacks on our Muslim population in recent years, unfortunately whipped up by the comments of some politicians and media commentators; or, indeed, the attacks by sick-minded Jihadists with bombs, guns, vehicles and knives on innocent crowds of people in our country who they have dubbed as unbelievers or kafirs. This is an issue we know we have to confront domestically.
Our task today, of course, is primarily to discuss how and where it needs to be tackled abroad, specifically in relation to the persecution of Christians. We are once again, as has been mentioned, indebted to the Open Doors organisation for its latest report on the scale of the issue, to which the Minister referred in her speech. It is not just the scale of the issue now, but the extent to which it has risen in recent years that should give us all real cause for concern. The report found yet again that the persecution of Christians is becoming both more widespread and more serious. Of the 50 countries on the Open Doors annual watch list, 45 of them are places where Christians were rated as experiencing very high or extreme levels of persecution in 2019, double the number of countries that were given that rating in 2014, just five years previously. That increase means that in 2019 approximately 260 million Christians across the world were at risk of high, very high and extreme levels of persecution, up from 245 million in 2018 and 215 million in 2017—shockingly high levels and a 20% increase in the number of Christians at the highest levels of risk in the space of just two years.
Open Doors also found that another 50 million Christians are facing high levels of persecution in a further 23 countries outside the top 50 on its watch list The one small consolation, if we can call it that, from the Open Doors report is that the overall death toll from persecution fell last year from more than 4,300 in 2018 to just under 3,000 —again, a shockingly high number. The number of deaths is still shocking and unacceptable.
Does the hon. Gentleman agree that the UK Government’s words and actions should synchronise in a meaningful way, so that while we criticise the persecution of Christians and stand against it we should not be fêting and rolling out the red carpet for leaders who are guilty of it in the search for trade deals, for example with President Erdoğan of Turkey. Turkey was picked out by Open Doors as being a problem for Christians. Does he not believe that the UK Government should be more discerning in the friendships they build across the international community?
I will come on to mention that very issue on how far we compromise our high moral values in this country in favour of trade deals that we so desperately need. The sheer number of countries, and the rising number of countries, where the persecution of Christians is occurring is an indication of how huge this crisis is.
In the time I have, I would like to ask the Government about one specific country and I hope the Minister will be able to respond at the end of today’s debate. That country, which has already been mentioned, is China. Much recent attention on religious persecution in China has rightly focused on the appalling treatment of the Uyghur Muslim community, but we also know that the Chinese Christian community, estimated to be 90 million people and rising, has faced an escalating wave of repression, interference and mistreatment over the past two years. According to Open Doors, over 5,500 Chinese churches were destroyed, closed down or confiscated during 2019. China has risen to number 23 on its world watch list, up from number 43 in 2018. Anyone under the age of 18 is banned from attending church. The celebration of Christmas in Christian churches has also been banned. Surveillance cameras and facial recognition software has been ordered to be installed in every remaining church, so that authorities can identify all worshippers and listen to the readings and sermons they hear.
Most seriously, what accompanies the repression in China is the routine detention and jailing of worshippers and their pastors under false charges of seeking to subvert state power. I will give one example as an illustration, although I could give hundreds or, indeed, thousands of examples.
In Chengdu province in December 2018, 100 members of the Early Rain Covenant Church were arrested. The church’s pastor, Wang Yi, was charged along with his wife, Jiang Rong, for subversion of state power, all for the temerity of trying to celebrate Christmas together. Thankfully, Jiang Rong was freed last June, but at the end of December, her husband Wang Yi was sentenced to nine years in prison—nine years in prison for a man who led a church because of his faith, who spoke out against forced abortions because of his faith, and who spoke out against curbs on Christians because of his faith. That is the face of persecution, and it is being orchestrated by the second richest nation on the planet—a permanent member of the UN Security Council—which regularly hosts our Prime Ministers and members of our Government.
When the Minister speaks later, will she confirm whether the Prime Minister or the Foreign Secretary have ever raised the case of Pastor Wang Yi and all the Christians like him who face persecution because of their faith? My fear is that our current Prime Minister is instead walking in the footsteps of his predecessor, who was praised and acclaimed by the Chinese state media after her visit to the country last year for “sidestepping” the issue of human rights and putting the importance of “pragmatic collaboration” with China first. It concluded that
“May will definitely not make any comment contrary to the goals of her China trip...For the prime minister, the losses outweigh the gains if she appeases the”

“media at the cost of the visit’s friendly atmosphere.”
If the former Prime Minister, a devout Christian, could not be expected to raise the cases of Wang Yi and fellow worshippers a month after they were detained, what hope is there that our current trade deal-obsessed Prime Minister is any different? Perhaps the Minister will tell me later that I am wrong. I certainly hope that she will, because if not, what was the point of the Bishop of Truro’s report, and indeed, what is the point of today’s debate?

Commons ChamberExcellent. I very much welcome that question. The African Union is justifiably seen internationally as a strong and influential partner, able to bring African countries together. During the Africa investment summit, chairperson Faki met the Prime Minister and my right hon. Friend the Foreign Secretary. To support the development of the African continental free trade area, the Secretary of State for International Trade announced a £200 million southern African regional trading connectivity programme and a £20 million trade connect programme at the summit, which will further and deepen our partnership with the African Union.
May I ask the Minister how much time during the UK- Africa investment summit last month was dedicated to discussing the elimination of corruption and the protection of human rights, as two of the key preconditions of any new trade deals, especially given the presence of a notorious human rights abuser such as Egypt’s President Sisi?
The subject of human rights was raised by the Foreign Secretary in every single one of his bilateral meetings. Corruption is a barrier to business and growth, which is why the Foreign and Commonwealth Office, through the prosperity fund, is investing in extensive anti-corruption projects in Africa, including legal reforms, policy reforms and transparency reforms, and operational work to recover the billions that have been stolen from the African people over the years.

It is a pleasure to serve under your chairmanship, Mr Robertson. This is my first Westminster Hall debate of the new Parliament. I hope the hon. Member for North Wiltshire (James Gray) will not mind me calling him my friend. He and I have travelled together to all sorts of far-flung parts of the globe, but sadly not to Antarctica, though we did attend the polar regions conference together in Iceland under the then chairmanship of the then President of Iceland, President Grímsson.
The hon. Gentleman made some important points. The world faces its greatest challenge in trying to preserve this extraordinary area of our planet. He said that unless something is done about climate change, we will suffer hugely—a point also made by the hon. Member for Sleaford and North Hykeham (Dr Johnson). The hon. Member for North Wiltshire also spoke about the all-party parliamentary group for the polar regions, which would not exist without him. He has done remarkable things to get that group set up and ensure it has the impetus to do things and visit those regions. I congratulate him on that excellent work—long may it continue.
The hon. Gentleman thanked the officials in the Foreign and Commonwealth Office. I will leave it to the Minister to say more about them—they are her officials—but they do a remarkable job, as does every official of the Foreign and Commonwealth Office. He said that Antarctica was the last great wilderness on earth, reminding us that it is larger than the United States and Mexico combined; it is, indeed, a continent of ice. He added that we must redouble our efforts on biosecurity, because who knows what is locked up in that ice and may well be released, should it melt?
The hon. Member for Sleaford and North Hykeham said that the effect of climate change in Antarctica would be irreversible if we allowed the ice to continue to melt at the current rate. That would lead to an unprecedented rise in sea levels, which, as the hon. Member for North Wiltshire pointed out, could drown us here in the Palace of Westminster, never mind most of London and a lot of the United Kingdom.
When the hon. Gentleman mentioned the Terra Nova expedition led by Robert Scott, I reflected that Lawrence Oates, who died many years before I became a Member of Parliament, came from Meanwood in my constituency. On 17 March 2012, the centenary of his death, I had the privilege of unveiling a memorial plaque to him in Meanwood Park. I remind hon. and right hon. Members that he was born on 17 March 1880 and died on 17 March 1912—his 32nd birthday—during that tragic expedition. Of course, the expedition lives on in our collective memories and is absolutely vital to our understanding and our discovery of the importance of Antarctica.
As has already been mentioned, it was a Russian naval officer named Fabian—Fabian Gottlieb Thaddeus von Bellingshausen, a cartographer and explorer who became an admiral, and who lived from 1778 to 1852—who first spotted the ice shelf on the Princess Martha coast on 27 January 1820. That was 200 years and a day ago, according to my information. As has already been mentioned, the Antarctic is home to 70% of the world’s fresh water. Can we afford to have the ice melt into the sea, which is, of course, not fresh water? That would have a terrible effect on our ability to supply our world—humanity and all its living creatures—with fresh water.
The Antarctic treaty has been mentioned quite a lot this afternoon. It was signed in Washington DC on 1 December 1959 and came into force on 23 June 1961. It protects an area that constitutes 10% of the earth’s surface from national interests and dedicates it to peaceful scientific purposes. It is, as we have heard this afternoon, the world’s largest marine conservation area. Among its principal purposes, the treaty has to ensure
“in the interest of all mankind that Antarctica shall continue forever to be used exclusively for peaceful purposes and shall not become the scene or object of international discord”.
Perhaps that is why I am replying for the Opposition this afternoon in my role as the shadow Minster for peace.
The treaty currently has 54 member states. Article IV states:
“No new claim, or enlargement of an existing claim, to territorial sovereignty in Antarctica shall be asserted while the present Treaty is in force.”
There have been further additions, such as the protocol on environmental protection to the Antarctic treaty, known as the Madrid protocol. Article 7 of the protocol states:
“Any activity relating to mineral resources, other than scientific research, shall be prohibited.”
The protocol also states that Antarctica is a
“natural reserve, devoted to peace and science.”
Article 7 absolutely prohibits any form of mining until a further review in 2048—I suspect well beyond my lifetime.
The Antarctic Act 1994 implements the treaty into UK law, thus allowing the British Government to grant permission for and monitor British activity in Antarctica: science programmes, expeditions, tourism or, indeed, heritage management, although I am slightly baffled as to what that could mean. In 2017 the British Antarctic Survey announced a £100 million investment programme to upgrade polar infrastructure. We have mentioned tourism this afternoon, and my hon. Friend the Member for Bristol West (Thangam Debbonaire) talked about her family currently visiting the area; the Minister has family there at the moment as well. In 2018, 50,000 tourists visited Antarctica, with an expected increase of 10% in 2019. To protect the region from excessive tourism, the signatories to the treaty agreed to prevent vessels carrying more than 500 passengers from landing on the continent and to allow no more than 100 passengers to land at any one time—a very sensible precaution.
We have also talked about global warming this afternoon. As we know, global warming opens up new challenges to Antarctica that will necessitate new and more robust laws to protect the continent. More and more countries, however, have been using the United Nations convention on the law of the sea—UNCLOS—to stake a claim to marine territory. Article 76 of that treaty provides the legal means by which coastal states can gain sovereignty over vast areas of submarine continental shelf offshore from their coasts, which is something we should be wary of.
The Antarctic, as we know, is home to the Antarctic krill, the last untouched marine living resource on the planet, and long may it remain so. It is believed that the continent contains huge amounts of hydrocarbons and minerals such as zinc, iron and uranium, along with a significant number of rare earth elements. Again, we must be vigilant in ensuring that there is never the temptation to exploit the continent of Antarctica for such minerals. Doing so would wreak further destruction not only on Antarctica, but on our whole planet.
Finally, I will mention some new technologies. Thankfully, the use of drones on Antarctica has been restricted, and their use by tourists for recreational purposes is banned. Antarctica is well suited for increasing the accuracy of global positioning satellites. Since the treaty was signed in 1959, technology has advanced massively and rapidly, and the fear among many of the signatories is that some of the technologies being used and tested on the continent could be used for military purposes elsewhere. I hope that that is not the case. Perhaps the Minister will answer that question.
I am sure that across the House we all believe in a rules-based international order. We in the Opposition will play our part, and I know the Government will play theirs, in protecting the international order and the treaty so that the wonderful continent of Antarctica will be protected for future generations and for our planet Earth.

Commons ChamberMy right hon. Friend makes a range of powerful points, and I pay tribute to him for his experience in this area. He is right to say that there is a pattern of behaviour by the regime in Iran, which is flouting the basic rules of international law and not living up to the kind of conduct we would expect from any Government who want to be a responsible member of the international community. We have seen that on the nuclear side and with the announcement in the first week of January of further non-compliance in relation to some centrifuges. We have seen it in the destabilising activity for which General Soleimani was in large part responsible when he was alive, and we have seen it in the treatment of dual nationals—in particular, but not limited to, Nazanin Zaghari-Ratcliffe. We have seen it not just in the treatment of our ambassador in Iran but, more importantly, in the downing of the Ukrainian flight.
There must be some accountability for that wrongdoing. We welcome Iran’s first step in acknowledging responsibility, but there must now be a full, thorough investigation into what happened, with an international component so that people can have faith and confidence in that process. At the same time, while we keep up the pressure and insist on accountability on the nuclear front and in relation to the airline, we also want to be clear that the diplomatic door is ajar. This is something that the US President and the French President have made clear, and this Government certainly fully support a diplomatic way through to de-escalating the tensions and seeking a long-term diplomatic resolution of all the outstanding issues.
My right hon. Friend mentioned the Joint Comprehensive Plan of Action. Iran has now systematically failed to comply with the JCPOA. We are clear that we still support it. We have not signed up for the doctrine of maximum pressure. At the same time, the JCPOA has effectively been left a shell of an agreement because of systematic steps by Iran, taking it out of compliance. For it to be made to work, Iran must make a choice that it wants to come back to compliance and to the diplomatic negotiating table.
Finally, my right hon. Friend asked about the conversations we have had with our partners. I have spoken to Foreign Minister Zarif and I was in Brussels last week for meetings with the E3 and High Representative Josep Borrell. Indeed, I also saw them last night in Paris for further discussion. I was also in the US last week to talk to Secretary of State Pompeo and National Security Adviser Robert O’Brien. It is very important that we maintain transatlantic unity, because while we leave the diplomatic door ajar to the regime in Iran, we want to be absolutely crystal clear that the message it receives from the UK, the Europeans and the US is the same—namely, that there is a route forward for the Iranian Government and, most importantly, the Iranian people, if Iran takes steps to comply with the basic tenets of international law.
Thank you for granting this urgent question, Mr Speaker, and may I congratulate the right hon. Member for Bournemouth East (Mr Ellwood) on securing it?
The events in Iran and Iraq that have followed the assassination of General Soleimani have been utterly appalling. They include the missile attacks on US bases in Iraq; Iran’s decisions to remove all limits on uranium enrichment; the recent attacks, in the past few days, on protesters on the streets of Tehran; the detention, as has been mentioned, of our excellent ambassador, Rob Macaire; and, of course, the unforgivable shooting down of the Ukrainian airliner, killing 176 innocent civilians, including four Britons, all of whose deaths we mourn today.
These are sure signs not only that the hardliners in Tehran are firmly back in the ascendancy in the Iranian regime, but that their actions are out of control. Nothing and no one can excuse those acts of violence. Like all of us, I fear not just for the Iranian people and the stability of the region, but especially for Nazanin Zaghari-Ratcliffe and other dual nationals who are languishing in Iranian jails. I hope that the Foreign Secretary can comment on their current health and safety. Like him, I will be raising those concerns when I meet the Iranian ambassador to London tomorrow.
The question we must all ask, and which I ask the Foreign Secretary today, is: where do we go from here? Ever since Donald Trump started to walk away from the Iran nuclear deal, we have been on a path to this point. With the strategy of engagement from the so-called moderates in Iran now discredited and abandoned, and with the hardliners firmly back in charge in Tehran and an equally unpredictable, trigger-happy President in the White House, we are just one more mistake or miscalculation away from brinkmanship tipping over into war. What action is the Foreign Secretary taking to ensure a permanent de-escalation of the tension, rather than an inexorable drift towards war?
I thank the hon. Gentleman and welcome his condemnation of the conduct of the Government of Iran, including their non-compliance with the JCPOA and their treatment of our ambassador in Tehran. As I have said, it is important to maintain transatlantic unity and solidarity, and this House must also give the regime in Iran a very clear signal that we stand together on these important issues.
As I have said, I raised the issue of dual nationals, including Nazanin Zaghari-Ratcliffe, with Foreign Minister Zarif when I spoke to him. They remain at the centre and forefront of our thinking on Iran. We constantly, consistently and at every level raise both their welfare and the need for them to be released without conditions. They should not be held. They should be back home with their families.
The hon. Gentleman asked the obvious exam question: where do we go from here? He is right to say that we need to try to defuse the situation. We have been working with our international partners in Europe, the US and, crucially, in the region, to emphasise the absolute importance of de-escalating the tensions, particularly to avoid military conflagration. That would only benefit Daesh and the other terrorist groups in the region, and I think there is consistency of agreement on that point. There must be accountability where there is wrongdoing, whether that relates to the treatment of foreign nationals or ensuring that the JCPOA is complied with, if the JCPOA is to be a credible means of dealing with the nuclear issue. We must work with all our international partners and show unity of purpose so that, given the political climate in Tehran that the hon. Gentleman described, there is no doubt about the international community’s approach to Iran’s current behaviour.
Notwithstanding all that, the diplomatic door must be left open, because the only way to de-escalate permanently, which I think was the phrase the hon. Gentleman used, is to find a diplomatic solution to all the issues, from nuclear activity to Iran’s destabilising actions in the region and, of course, the dual nationals and the many other bilateral issues. We have been clear and consistent that that choice is there for the Iranian regime to make. It can slip further into isolation, with all the ensuing consequences for the people of Iran, or it can choose to come through the diplomatic door and sit at the negotiating table, which is the only way that all the issues will be resolved over the long term.

Commons ChamberLike all colleagues, let me welcome you to your place, Madam Deputy Speaker, following your unopposed election as Deputy Speaker. I also thank the Minister for advance sight of her statement. I am grateful for her assurance that support is being given to any British nationals and tourists who have been affected, and that support has also been offered to the Australian authorities. However, like her, my thoughts are with our Australian cousins who have lost their homes, jobs, communities and, in some tragic cases, their lives as a result of the fires. Like her, I applaud the astonishing efforts of the Australian firefighters and other emergency services who have been trying to tackle this crisis, and I applaud too all those ordinary Australians who have so movingly and selflessly risked their own lives to save koala bears and other creatures whose populations have suffered such devastation as their natural habitat has been devoured by the flames. I understand that to date up to 1 billion animals may have perished.
What we have seen in recent weeks has been nothing short of a catastrophe, for not just Australia but the whole world, and I wholeheartedly share the Minister’s words of sympathy and solidarity with our close friends for what they are going through at the moment. But when the fires are finally extinguished, it would be remiss of us if we did not discuss the underlying causes of these unprecedented events; 2019 was the second hottest year on record, and the past five years fill the top five positions as the hottest years on record. Any group of individuals who can look at those figures and continue to deny that global warming and climate change are real issues are equivalent to those people who still insist that the world is flat. Yet, sadly, such individuals include the current President of the United States, Donald Trump; the current President of Brazil, Jair Bolsonaro; and— I say this with great regret, given what his country is currently experiencing—the current Prime Minister of Australia, Scott Morrison. There is something bitterly sad about the fact that those three leaders have all seen raging wildfires in their countries over the past year—in California, in the Amazon and now on the eastern coast of Australia.
So the question we all face is how we address the challenge of climate change, how we keep the Paris agreement on track and how we stop our world reaching the point of no return on global warming, where events such as those we are currently seeing in Australia become the new normal. Facing a challenge of that scale, we have to recognise one thing—that what we do alone in the UK will make not a jot of difference to the global problems we all face.
What we need instead is what my right hon. Friend the shadow Foreign Secretary called for a year ago:
“the globalisation of the green new deal”.
The proposition is that we help every country in the world, and indeed use our weight at the UN to oblige every country to use the natural resources at their disposal, whether it be wind power, tidal power or solar power, to move rapidly towards a zero-carbon economy, in the process creating millions of new jobs. Britain led the industrial revolution in the 18th and 19th centuries. We are in a very good position to lead this green revolution, and I urge the Government to take that lead.
I thank the hon. Gentleman very much indeed for that. We are grateful to him for laying out his thoughts. I do not think he actually asked me a specific question, and I am grateful to him for that as well.
Of course, the hon. Member asked about climate change. On that, the most important thing is that we are going to be chairing COP26, so we have ambitious climate change targets for all countries going forward. When I go on trips to other countries, I am looking forward to asking all of them how ambitious they are going to be. On money, specifically, we are increasing our international climate finance offer from £8.5 billion between 2016 and 2020 to £11.6 billion over the period 2021 to 2025, in order to help developing countries take action.

Commons ChamberThe UK has a long tradition of protecting human rights domestically and fulfilling our international human rights obligations, but, as my hon. Friend the Chair of the FAC has just said, there are concerns about academic freedoms, particularly given the influence of China, and Russian interference. Those two issues are serious and I know that my right hon. Friend the Foreign Secretary pays close attention to them.
Yesterday’s Human Rights Watch report on Saudi Arabia revealed mass arrests of women’s rights activists in the past year and alleged that many of them had been sexually assaulted, whipped and tortured in detention. Does the Minister still think the Prime Minister was right to describe Crown Prince Salman two years ago as “a remarkable young man”?
The Kingdom of Saudi Arabia remains a Foreign and Commonwealth Office human rights priority country, particularly because of its use of the death penalty and its restrictions of women’s rights, freedom of expression and freedom of religious belief. We have raised human rights concerns repeatedly with the Government of Saudi Arabia, with this most recently having been done by my right hon. Friend the Foreign Secretary.
The true answer is that when it comes to Mohammed bin Salman, this Government are all too willing to look the other way. Can the Minister explain how it was possible that in July the Department for International Trade illegally authorised licences for exports of arms to the royal Saudi land forces, a full 41 days after the Foreign Office was told that those forces were operating inside Yemen?
As the hon. Gentleman will be aware, the International Trade Secretary apologised for any export licences that were issued in error. We are carefully considering the implications of the judgment for decision making, and we will not grant any new licences for export to Saudi Arabia, or any other coalition partners, of any items that might be used in the conflict in Yemen.

Commons ChamberWe were given clear assurances that the oil and the tanker would not, in breach of sanctions, reach Syria and we expect those undertakings to be complied with. We want Iran to come in from the cold; the only way it can do that is by respecting the international rule of law, whether on freedom of navigation, the nuclear deal or indeed the treatment of our dual nationals.
Can the Minister of State tell me what clause in UN resolution 2216 provides for Saudi Arabia to bomb captive inmates in a Houthi-run prison in Yemen or for the United Arab Emirates to kill forces loyal to the President that their own coalition is supposed to be there to reinstall? If the answer is that there is none, is it not time for him to bring forward a new UN resolution to replace 2216, demanding an immediate ceasefire by all parties across the whole of the country of Yemen?
This country will always stand up for the rule of law in Yemen, in Saudi Arabia and throughout the middle east. I hope very much that the hon. Gentleman understands that this country is the champion of international humanitarian law, especially in relation to Yemen, where he knows full well we are the pen holder. In my recent visit to the middle east, including to discuss Yemen, that came across loud and clear; I made it clear to my interlocutors that we will continue to hold them to account for activities in Yemen.

Commons ChamberI thank the Foreign Secretary for giving me advance sight of his statement. Let me start by passing on the apologies of the shadow Foreign Secretary, my right hon. Friend the Member for Islington South and Finsbury (Emily Thornberry), that she cannot be here to respond herself, but as many will know, she is still at home recovering from the injuries she received after being knocked off her bike on Friday. I am sure that we all wish her well.
May I also take this opportunity to pay tribute to the outgoing Minister for Europe and the Americas, the right hon. Member for Rutland and Melton (Sir Alan Duncan) ? He has served the Foreign Office with diligence and distinction in bad times and good, and he can certainly be forgiven for feeling that the bad times are about to return. We thank him for the spirit in which he engaged in our parliamentary debates and we look forward to his continuing to make those contributions from the Back Benches. I would also like to add that, in the unfortunate event that this is the Foreign Secretary’s final appearance in his current role, we thank him too for the welcome change in tone and the very welcome change in work ethic that he has brought to that great office of state, not least on the issue of Iran, which we are discussing today.
Iran’s actions in recent weeks in the strait of Hormuz have been utterly unacceptable and should be condemned from all sides. Our thoughts, first and foremost, are with the 23 crew members on board the Stena Impero, and of course their families, who are facing this period of concern and uncertainty. We all know why these events have been taking place. Just like in the tanker war in the 1980s, a simple and ruthless logic is being applied by the Iranian hard-liners who are now in the ascendancy in Tehran, just as they were 30 years ago. That logic simply says, “If you try and stop our oil supplies, we will stop yours.” This escalation of tit-for-tat rhetoric and action has been sadly predictable and to some extent inevitable since the United States walked away from the Iran nuclear deal and reimposed sanctions not limited to the US but in theory applying to any company or country that continues to deal with Iran. I say “in theory” because, as we all know, countries such as China that are powerful enough to ignore the Trump Administration’s demands have continued to import oil and gas from Iran while Washington turns a blind eye.
This brings us to the specific issue of the seizure of the Grace 1 oil tanker and the unacceptable retaliatory action that Iran has taken against Stena Impero. We know from the Spanish newspaper El País that the US told the Madrid Government 48 hours in advance that Grace 1 was headed for the Iberian peninsula, which could also explain why, 36 hours in advance, the Gibraltar Government introduced new legislation to shore up the legal basis for the seizure taking place in their waters. Will the Foreign Secretary confirm whether the US was also the source of our information regarding the tanker’s course, whether the US Administration asked us to seize it, and whether their primary basis for that request was that the tanker’s destination was Syria or that its origin was Iran? If it is correct that we knew a full two days in advance that the action was going to be taken, why on earth, a full seventeen days later, was a British-flagged tanker left so hopelessly unprotected in the strait of Hormuz? Anyone with any understanding of the issue could see exactly how the Iranians would respond to the seizure of their own tanker. When the measures the Foreign Secretary has announced today, which are welcome, could have been put in place a full 20 days before now, why were the Government’s eyes so patently off the crystal ball?
While I would like the Foreign Secretary to go into more practical detail about how the Government plan to resolve the Grace 1-Stena Impero impasse, we must also address the wider question: how do we de-escalate the tension with Iran, stop this tit-for-tat cycle of actions, and get the nuclear deal back on track? We need to use the deal as the foundation, which it previously promised to be, for addressing all the other concerns we have about Iran, not least the continued detention of Nazanin Zaghari-Ratcliffe and other British dual nationals.
Setting aside the need to enforce sanctions, with which we wholeheartedly agree, against the Assad regime, will the Foreign Secretary tell us what the Government are doing to persuade the Trump Administration to drop their sanctions against Iran? Those sanctions breach the international agreement that we, the US and other countries worked so hard to achieve and have given the hard-liners in Tehran the excuse they have always craved to return to the strategy of isolation and aggression and to breach the terms of the nuclear agreement. That agreement is one of the great diplomatic achievements of the current century, and we must all strive to get it back on track before this escalation of tension reaches the point of no return.
First, those on the Government Benches wholeheartedly endorse what the shadow Minister said about the shadow Foreign Secretary, whom we wish every success in having a rapid recovery after her unfortunate bicycle accident. I also thank him for his generous comments about my time as Foreign Secretary—without any sting in the tail. I particularly want to thank him for carefully comparing me to my predecessor after 5 o’clock, which was when the leadership contest for the Conservative party closed, because it might not have helped me if people thought that he thought I was a better Foreign Secretary. I also add my thanks for the brilliant service to British diplomacy of my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan), who was an outstanding Foreign Office Minister. He will be greatly missed inside King Charles Street—but not for long if tomorrow’s result is the upset that I am hoping for!
Let me turn to the substance of what the shadow Minister said. On the detention of Grace 1 by the Gibraltar authorities, I want to be absolutely clear that the United Kingdom did not endorse that detention by the Gibraltarian authorities because of a request by the US. We did it because it was transiting oil through the waters of a British overseas territory in contravention of EU sanctions against Syria. We have been absolutely clear that our issue was with the destination of that oil, which was President Assad’s regime, because a fundamental objective of British foreign policy has been to ensure that we redraw the international red lines against the use of chemical weapons, which Assad has so tragically broken.
That is also why we have sought to de-escalate the situation by making it clear to the Iranians that, whatever our disagreements with that regime, we would support the release of the tanker if we could receive guarantees that that oil was not going to Syria. We made that offer in public as well as in private, so that they would know we were absolutely serious.
There has been a huge amount of work since the detention happened on 4 July and, on the security side, the Ministry of Defence has been extremely active: officials have been posted at the Department for Transport, HMS Duncan has been dispatched, the threat level has been raised to level 3 and the activity of HMS Montrose has been enhanced. In recent days HMS Montrose has done 17 transits with 30 vessels, including 16 flying the red ensign; the Wildcat helicopters have flown for 26 hours; and the FCO has been doing a huge amount to try to de-escalate the situation, including calls to my Iranian counterpart, my US counterpart Mike Pompeo and the Chief Minister of Gibraltar. I also met the Chief Minister of Gibraltar and the French Foreign Minister, among many others, at the Foreign Affairs Council on 15 July.
A lot of things have been happening but, on the substantive point raised by the hon. Member for Leeds North East (Fabian Hamilton), it is important if we are to de-escalate the situation that we do not conflate what happened in Gibraltar and what happened to the Stena Impero with the joint comprehensive plan of action and our approach to the Iran nuclear deal, which is different from the approach taken by the Trump Administration.
On most foreign policy issues we are absolutely at one with the United States, which we consider to be our closest ally. Indeed, the alliance with the United States has been the foundation of global peace and prosperity since the second world war. We have a difference of opinion on this issue, but we are absolutely clear that, when it comes to freedom of navigation, there can be no compromise, which is why the solution we propose to the House this afternoon is one that brings in a much broader alliance of countries, including countries that, like us, have a different approach to the Iran nuclear deal.
The Iranians must understand that there will be no compromise on freedom of navigation in the strait of Hormuz, which is essential to the global economy and to global freedom of navigation. This country will not blink in that respect.
