It is a pleasure to serve under your chairmanship, Mr Brady. It does not seem very long ago that I was sitting on your side of the Table. It was also a pleasure to serve under the chairmanship of Mr Turner, who has now left. I am grateful to my hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh) for introducing this important debate. Religious intolerance and persecution should have no place anywhere in the world today, but unfortunately, as we have heard so clearly this afternoon, it does. It is a matter of huge regret that countries, especially Pakistan, continue to persecute minorities—not just the Ahmadiyya Muslims but other minorities as well.
As well as the powerful opening speech from my hon. Friend the Member for Mitcham and Morden, we heard from my hon. Friend the Member for Congleton (Fiona Bruce)—I hope I can call her my hon. Friend—with whom I served recently on the International Development Committee. She always stands up for the rights of Christians and minorities in other countries of the world, and draws our attention to the plight of women and girls, who so often suffer when minorities are persecuted.
The hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) made a powerful and well-researched speech. The hon. Member for Sutton and Cheam (Paul Scully) is clearly an expert and has a great interest in matters of persecution and religious freedom. The hon. Member for Strangford (Jim Shannon) is a champion for the rights not only of Christians here and in other countries in which they are a minority but of other minority religious communities.
My hon. Friend the Member for Birmingham, Selly Oak (Steve McCabe) always speaks so well on any issue related to home affairs, especially discrimination. My hon. Friend the Member for Scunthorpe (Nic Dakin) and I have worked closely on many issues to do with the persecution of minorities—not only religious ones. Indeed, we have travelled to India together to see the plight of the Tibetan Buddhist community there.
My hon. Friend the Member for Bradford West (Naz Shah)—my near neighbour, as I am an MP for Leeds—spoke powerfully from personal knowledge and understanding about the persecution of Ahmadiyya Muslims and the state of Pakistan today. The hon. Member for Glasgow Central (Alison Thewliss) spoke about the communities that she is proud to represent and which suffer the kind of persecution that we have heard so much about. Finally, the Scottish National party spokesperson, the hon. Member for Ochil and South Perthshire (Ms Ahmed-Sheikh) made a very good summing-up speech.
There were some relevant interventions from my right hon. Friend the Member for Warley (Mr Spellar), my hon. Friend the Member for Harrow West (Mr Thomas) and the hon. Member for Warwick and Leamington (Chris White), all of whom are no longer in their place.
In Pakistan, religious freedom is consistently trampled upon by state laws, and sectarian violence arises from that. There have been calls by United States Government agencies, such as the United States Commission on International Freedom, to designate Pakistan a country of concern, with the possibility of the USA removing its aid to Pakistan. In the UK, the Home Office and civil society groups such as Human Rights Watch and Amnesty International have documented persistent and increasing sectarian violence against religious minorities in Pakistan. The Washington Post in April 2013 stated:
“Pakistan tops worst list for religious freedom”.
Ahmadiyya Muslims are particularly targeted for persecution; laws restricting the practice of their religion are used often to threaten and harass them. My hon. Friend the Member for Mitcham and Morden stated that it is shocking that the persecution of the Ahmadiyya community is enshrined in law. It certainly is shocking to all of us who are democrats and believe in religious freedom.
Approximately 95% of the population of Pakistan are Muslim—70% Sunni and 25% Shi’a—with Christians making about 1.5%, Hindus about 2% and, according to some statistics, Ahmadis approximately 0.2%. However, the exact number of Ahmadiyya Muslims in Pakistan is disputed. It is estimated to be between 600,000 and 2 million. We have heard this afternoon that Pakistan has repressive blasphemy laws and has enshrined in law and the constitution amendments that specifically target the Ahmadis; but the Pakistani Government have failed to take up their Supreme Court’s recommendations in 2014 in relation to violence against religious minorities, and the proposal to form a special police force to monitor sectarian violence. The Pakistani Government have also failed to amend or repeal blasphemy law provisions that give the pretext for violence. Militant groups continue to attack religious minorities. Human Rights Watch stated in 2015 that
“the failure to prosecute or imprison suspects of religious violence is in part due to the sympathy for some groups within the security forces”.
We have heard that Hindu women are victims of forced conversions and forced marriages because Pakistani law does not recognize Hindu marriages. The main justification for state action against religious minorities and the vigilante justification for sectarian violence are those blasphemy laws enshrined in Pakistani law. Blasphemy is considered by the state, and by many Pakistanis, as the defiling of the Prophet Mohammed and, as my hon. Friend the Member for Scunthorpe said, section 295-C of the penal code of Pakistan states:
“Use of derogatory remarks etc. in respect of the Holy Prophet: Whether by words, either spoken or written by visible representations, or by imputation, innuendo or insinuation, directly or indirectly, defiles the sacred name of the Holy Prophet (peace be upon him) shall be punishable with death, imprisonment for life, and shall be liable to fine”.
In 1986, the blasphemy laws were reformulated and capital punishment was prescribed as the maximum punishment. However, no one, thank goodness, has yet been executed for blasphemy.
Blasphemy allegations are often false, as we have heard, and are often used to promote violence against religious minorities. In 2015 the Home Office said:
“There is clear evidence that the legislation is used by non-state actors to threaten and harass Ahmadis”.
Victims of attacks by non-state actors are unable to seek effective state protection from authorities. The Pakistani Government have consistently failed to repeal the blasphemy laws that provide a pretext for violence against religious minorities. In 2014 there were a record 1,400 cases of people being arrested for blasphemy in Pakistan. In 2015 17 people were convicted of blasphemy, and they are now on death row; 19 others are serving life sentences.
Blasphemy laws have nothing to do with blasphemy and are often used to settle petty disputes and personal vendettas. Accusations of blasphemy are usually the only pretence needed for vigilante groups to attack religious minorities in Pakistan. Saima Baig, a Karachi-based environmentalist, wrote in the Huffington Post recently on a case that we have already heard about in the debate:
“A man named Abdus Salam, who was an Ahmadi, won the Nobel prize in Physics in 1979. The anti-Ahmadi sentiment is so inherent that Pakistan even refuses to acknowledge its only other Nobel Laureate”.
The other one is Malala Yusufsai, as my hon. Friend the Member for Birmingham, Selly Oak mentioned.
“His persecution led to him leaving the country. And we rewarded him by desecrating his grave”.
In a separate article on religious persecution in Pakistan Saima Baig said:
“The State of Pakistan must really think about whether it wants to join the rest of the world in the current century and promulgate and implement laws that provide security and safety to its citizens. This is the responsibility of the State and it must not be allowed to shirk it in the name of religion. Pakistan must do away with instituting 7th century laws that have no basis in today’s society. It is not hard to do so.”
Deutsche Welle reported on an attack in November last year:
“On Saturday, November 21, an angry mob in the eastern Punjab province set ablaze a factory owned by the Ahmadis, after one of its employees was accused of desecrating the Koran.
‘The incident took place after we arrested the head of security at the factory, Qamar Ahmed Tahir, for complaints that he ordered the burning of Korans,’ Adnan Malik, a senior police official in the Jhelum city, told the media.
‘We registered a blasphemy case against Tahir, who is Ahmadi by faith, and arrested him after confiscating the burnt material, which also included copies of the Koran,’ Malik said.
According to local media, after the arrests hundreds of people descended on the factory, setting it on fire.
A spokesman for the local Ahmadi community said three of their members were detained by the police on blasphemy charges.
A day later on Sunday, Muslim protesters attacked and occupied an Ahmadi mosque in a town near Jehlum, as an act of ‘revenge’ for the factory incident.
‘A mob attacked our mosque in Kala Gujran, an area in Jehlum, took out its furniture and set it on fire. Then, they washed the mosque and later offered evening prayers in the mosque,’ Amir Mehmood, a member of the Ahmadi community, said.
Rights activists say that a cleric of a Muslim mosque in the area had urged the people to ‘punish’ the ‘blasphemers.’ They also accuse the local administration and the police of not preventing both attacks on the minority group.”
Labour believes, as I am sure do Members throughout the House, in freedom of religion, not just in the United Kingdom but throughout the world—the freedom to worship without fear or persecution. There is not a Member in this Chamber or the House who would oppose that.
I want in closing to pay tribute to Muhammad Nayyer, the secretary for external affairs of the Ahmadiyya Muslim Association of Leeds. He recently came to the Sinai Synagogue in Roundhay in my constituency to speak to the Leeds Jewish community about his and his community’s experience in Pakistan. After his speech I was privileged to be presented with a copy of the holy Koran by Mr Nayyer. It was the first time he had been to a synagogue, and he remarked how similar it was in many ways to his own mosque.
My final words are a quotation—
“but then eject them forever from this country. For, as we have heard, God’s anger with them is so intense that gentle mercy will only tend to make them worse and worse, while sharp mercy will reform them but little. Therefore, in any case, away with them!”
Martin Luther said that in 1543. He was writing about the Jews; but it could have been said about the Ahmadiyya Muslims in Pakistan.

Commons ChamberSome of what the hon. Member for Glasgow North (Patrick Grady) said slightly cut across some of the things that I was going to say, but I shall say them none the less.
Let me begin by thanking the hon. Member for East Renfrewshire (Kirsten Oswald) for securing the debate. We have heard some passionate arguments and some important facts and statistics, but, above all, we have heard that this conflict will continue to have profound effects, not just on the region but on the rest of the world, unless peace can be secured. That is not to ignore the terrible desperation and the terrible death and destruction of the people of that country, including so many children.
As for the Labour party’s position on the conflict, we recognise the legitimacy of President Hadi and the coalition. In particular, we note that the coalition’s action is backed by a United Nations resolution, and that Saudi Arabia has been attacked by Houthi rebels from northern Yemen. However, it is clear to us that both sides should be doing considerably more to reduce the humanitarian cost. Ultimately, as many Members have said this afternoon, peace talks are the only way to bring about an end to the conflict, and a negotiated settlement must be the priority for everyone.
In her opening remarks, the hon. Member for East Renfrewshire said that Yemen was being bombed back into the dark ages. She also quoted the Red Cross as saying that this was a forgotten conflict, a phrase that many other Members repeated. My right hon. Friend—my good friend—the Member for Leicester East (Keith Vaz) observed that the conflict was having an effect in the United Kingdom. He should know, because, as Chair of the Home Affairs Committee, he will have seen much evidence that that is the case.
I warmly congratulate my hon. Friend on his promotion to the Front Bench. I was very moved by the case that was raised by the hon. Member for Glasgow Central (Alison Thewliss). Bearing in mind what she said, does my hon. Friend agree that we should think very carefully about sending people back to Yemen when they have committed no criminal offences, but are here legitimately, and would be returning to a country in great conflict? Does he agree that the Home Office should look at that policy again?
If I had had a little more time, I would have responded to the main point that was made by the hon. Member for Glasgow Central (Alison Thewliss), who wondered how we could even consider sending vulnerable people who have been here—in the case of her constituent for more than six years—back to a conflict zone that we will not allow our own citizens to go anywhere near. That seems to me to be totally inhumane. I know that it is not strictly the Minister’s responsibility, but I hope that he will at least shed some light on whether the Government will reconsider the position of those vulnerable refugees and asylum seekers from Yemen, as well as that of the Syrians whom we are already taking in. I thank my right hon. Friend for making that important point.
Many Members have referred to the humanitarian crisis, and that is the issue that really upsets and depresses so many of us when we hear statistic after statistic about the effect of conflict and war on our fellow human beings. As would be expected, the Opposition are deeply concerned about it. A number of Members cited statistics showing that 14 million people currently rely on food aid, and that more than 2.3 million—four times the number of people who were displaced at the beginning of 2015—have fled their homes in Yemen in search of safety. Peter Maurer, the president of the International Committee of the Red Cross—whom I was privileged to meet, along with Members who are present today, when I was a member of the International Development Committee, as I was until last month—has said that the situation in Yemen is
“nothing short of catastrophic.”
That sentiment was echoed by my right hon. Friend the Member for Leicester East when he spoke about the humanitarian effects of the conflict.
The hon. Member for Charnwood (Edward Argar) praised DFID’s efforts in Yemen but said that we needed a coalition of aid givers to ensure that sufficient aid was received. However, as the hon. Member for Congleton (Fiona Bruce) pointed out, aid cannot resolve the problem. The economy has to be rebuilt and that can happen only if there is peace. That peace agreement has to be negotiated.
My right hon. Friend the Member for Leicester East said in his passionate contribution that Yemen was a catastrophe, with 21 million people in need of aid. The hon. Member for East Worthing and Shoreham (Tim Loughton), who is no longer in his place, emphasised the effect that the conflict is having on children, as did many other hon. Members. The children in Yemen are in a worse position than the children in Syria at the moment. To echo something that my right hon. Friend said, Yemen is bleeding to death.
The Chair of the International Development Committee, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), pointed out that terrible atrocities were being committed by both sides. He said that evidence had been given to the Committee that DFID’s humanitarian effort was being undermined. He also told the House that hugely respected non-governmental organisations such as Human Rights Watch and Amnesty International had provided overwhelming evidence of human rights abuses.
Let me turn now to the role of Saudi Arabia. I want to mention cluster munitions, because widespread reports from NGOs state that such munitions have been used in this terrible conflict. The response to a written parliamentary question from the shadow Foreign Secretary, my right hon. Friend the Member for Leeds Central (Hilary Benn), suggests that the Government might be conceding that that is true. The reply from the Foreign Secretary stated:
“We are aware of reports of the alleged abuse of cluster munitions by the coalition in Yemen and we have raised this with the Saudi Arabian authorities. The UK does not supply cluster munitions to any members of the coalition in Yemen. In line with our obligations under the Convention on Cluster Munitions we will continue to encourage Saudi Arabia, as a non-party to the Convention, to accede to it.”
I hope that the Minister will give us further information on that terrible situation.
The SNP spokesperson, the hon. Member for Glasgow North quoted Philippe Sands, and I should like to quote something equally relevant from his important opinion given on 11 December 2015. Philippe Sands is not only a professor of law but a Queen’s Counsel. In his concluding paragraph he said this of the UK’s trade in weapons with Saudi Arabia:
“In the current circumstances we can be clear in concluding what the UK is required to do to bring itself into full compliance with its legal obligations: it should halt with immediate effect all authorisations and transfers of relevant weapons and items to Saudi Arabia”—
I have been struck by the recent words of the international president of Médecins sans Frontières, Joanne Liu, who said:
“Is this the new normal: an MSF hospital bombed every month?”
We do not know that these are British munitions, but we do not know that they are not. Until we know the answer, should we not be stopping these arms sales completely?
Clearly there is a strong case to stop the arms sales immediately. I am pleased that the Chair of the International Development Committee and the Chairs of the Business, Innovation and Skills Committee, the Defence Committee and the Foreign Affairs Committee have now re-formed the Committees on Arms Export Controls, which we used to call CAEC. I served on it during three Parliaments, so I know how it works, and I believe that it could examine carefully how British munitions and arms are being used by Saudi Arabia. In the meantime, I believe that the sales should be stopped.
I shall give the House the complete quotation from Philippe Sands:
“In the current circumstances we can be clear in concluding what the UK is required to do to bring itself into full compliance with its legal obligations: it should halt with immediate effect all authorisations and transfers of relevant weapons and items to Saudi Arabia, pending proper and credible enquiries into the allegations of serious violations…that have arisen and that could arise in the future, as addressed in this opinion and the sources here referred to.”
In other words, those sales should stop immediately.
I wish to conclude by making two more points. First, I have three key questions that I would like to put to the Minister. As we have heard, there have long been serious and credible allegations of war crimes against both sides. Now that these reports have been corroborated by a UN report, the Opposition have called for the suspension of arms sales to Saudi Arabia while that is being investigated. As we have heard, that has been backed by the Select Committee on International Development. Last week, the Minister said he was yet to read and study the UN report. He has now had the time to do that, so what does he make of it? Last week he promised to raise the report with the Saudis at the “highest level” this week, either at the counter-Daesh meeting or at the Syrian donors’ conference, which is taking place today. Has he had the chance to do so? Thirdly, the Government have consistently said that the reports must be investigated. What would he consider to be an adequate investigation?
Finally, we have heard some remarkable speeches today, not just from my hon. Friend the Member for Liverpool, West Derby and the hon. Members for Congleton, for East Kilbride, Strathaven and Lesmahagow (Dr Cameron), and for Aldridge-Brownhills (Wendy Morton), all of whom I had the privilege of serving with on the International Development Committee until last month, but the hon. Members for Charnwood, for Torbay (Kevin Foster), for Glasgow Central for Tonbridge and Malling (Tom Tugendhat) and, of course the Yemenis in this House—those who were born in Yemen—the hon. Member for Portsmouth South (Mrs Drummond) and my right hon. Friend the Member for Leicester East. I hope that the Government can take the hints, listen to what has been said this afternoon and play a vital role in securing peace for the people of Yemen and the rest of the world.

Yes, I thought you would be pleased.
I, too, congratulate the hon. and learned Member for Sleaford and North Hykeham (Stephen Phillips) on obtaining this debate from the Backbench Business Committee. It is very appropriate that we are discussing these issues today. I am sorry that the hon. Member for Stafford (Jeremy Lefroy)—the hon. and learned Gentleman’s co-applicant for the debate—is not with us for this evening’s debate. He is extremely knowledgeable on these issues and always adds a lot to any debate on the subject of east Africa.
It is good that the hon. and learned Member for Sleaford and North Hykeham was able to get back promptly this morning, and I expect that he is feeling the effects of his long journey from Rwanda via Addis Ababa. I thank him for returning and enlightening us with the eloquent points that he made, which have set the tone for our whole debate this evening.
The Library’s introduction to the debate identified eight countries as the ones we would talk about this evening—the Central African Republic, the Democratic Republic of the Congo, Chad, Burundi, Rwanda, Kenya, Tanzania and Uganda. Indeed, those are the countries that we have discussed at some length. As we have heard this evening, the Department for International Development currently has bilateral aid programmes in five of those eight countries—DRC, Rwanda, Kenya, Tanzania and Uganda. As has been said, the bilateral programme in Burundi—which has slipped back into political violence and crisis over the last year—was closed during the last Parliament, a decision criticised not only by the former Secretary of State for International Development but the International Development Committee, of which I was a member until last week. There are now many calls for the programme to resume once the current crisis is over, but even in 2014 £6.1 million was spent in bilateral aid from the United Kingdom. That compares with a total of £587.4 million for those other five countries in 2014—a considerable sum of taxpayers’ money.
The hon. and learned Member for Sleaford and North Hykeham spoke eloquently about the lack of stability in many of the countries we have discussed this evening. He mentioned the estimated growth in population—the United Nations estimates that it will double by the end of the century, with 4.4 billion people living in Africa by 2100. He also said that stable economies allow stable Governments, but I would perhaps argue that stable government often flows from economic development and wealth creation. Is stable government a prerequisite for economic progress? That is a question that we need to discuss and decide, and I wonder whether the Minister would care to comment on which comes first.
The hon. and learned Gentleman also mentioned several other countries, and sadly we do not have time to go through them in detail this evening. He made the point about DRC, a country that has been in the news over the last 10 years or so, following the appalling civil war and strife there. Its current situation was summed up in a book called “Blood River”, written about eight years ago by the former Daily Telegraph journalist, now author, Tim Butcher. I recommend the book to anyone who wishes to know more about the origins and current state of DRC.
The hon. and learned Gentleman also mentioned the Rwanda genocide, which other right hon. and hon. Members have mentioned this evening. In this week in which we remember the holocaust—remembrance services happened up and down the country yesterday and will continue this week—the genocide of 1994, which I remember all too clearly, must also be remembered, although it must never be repeated.
My hon. Friend the Member for Cardiff South and Penarth (Stephen Doughty), who was my immediate predecessor in this role on the shadow Foreign Office team, talked eloquently about Somaliland. It is interesting that he supports recognition, Somaliland being part of a former United Kingdom colony. He said that, de facto, it is already a separate, democratic, plural and stable region within the benighted country of Somalia. Somaliland has seen many positive developments in trade and investment, and made huge progress.
My hon. Friend mentioned that Cardiff, Sheffield and Tower Hamlets recognise Somaliland. I was not aware that they were able to recognise other countries. Of course, that beacon of stability, as he so eloquently put it, in the horn of Africa is subject to serious threats from al-Shabaab and other extreme organisations that would destroy all the progress that has been made. Elections in Somaliland have been postponed but, as the right hon. Member for Sutton Coldfield (Mr Mitchell), the former Secretary of State, mentioned in his very important contribution, we should not be too worried. Somaliland has proved it has a democratic tradition and will abide by the will of the people expressed through the ballot box, even if the election is won or lost by just a few thousand votes. That is very important indeed.
Tonight’s debate has fused political and Foreign and Commonwealth Office interests with issues of governance, which come under the FCO and DFID. Of the “10 International Development Priorities for the UK” in the Overseas Development Institute’s excellent document, we have discussed at least seven this evening: leave no one behind; support for women and girls; a focus on transformative economic growth, which many Members raised; support for conflict-affected countries; support of the private sector in helping to develop economies; and bringing trade and development together. I just want to mention one of those extremely important aims, on which the International Development Committee and DFID have concentrated over the years.
When I joined the Select Committee in 2013, it was producing an excellent report on violence against women and girls. The Committee visited villages in Ethiopia and looked at the work being done to educate women and girls. It found what many right hon. and hon. Members have mentioned this evening: where there is more equality between men and women, and where girls are educated and able to make an economic contribution to their communities, societies are more prosperous and peaceful, and violence abates. There is an interesting statistic from the ODI report: every day 800 women still die from preventable diseases and causes related to pregnancy and childbirth. It remains the leading cause of adolescent deaths for 15 to 19-year-olds. The report compares the risk of dying in childbirth in Europe, one in 3,300, with the risk of dying in the regions of Africa we are discussing: one in 40. We should be ashamed of that statistic. It is beginning to change, but not fast enough.
My hon. Friend the Member for Hyndburn (Graham Jones) has a huge interest in, and knowledge of, Rwanda. He talked about the extraordinary progress it has made since the terrible genocide in 1994. He rightly pointed out that it has lower levels of crime and corruption, and an average growth in GDP of 8% over the past 10 years. Efforts to eliminate corruption have come from the very top. Rwanda is perhaps also a beacon to other countries in the region.
I recently met the chief commissioner of the Independent Commission on Aid Impact, an organisation set up by the right hon. Member for Sutton Coldfield when he was Secretary of State for International Development. Indeed, I had the privilege to chair the International Development Sub-Committee on ICAI. The new chief commissioner, Alison Evans, called Rwanda the Switzerland of Africa. In many ways, that is very true. As my hon. Friend the Member for Hyndburn pointed out, there are concerns with perhaps the increasingly authoritarian nature that some say Paul Kagame has shown, but that has to be balanced against the enormous progress that has been made in Rwanda.
I pay tribute to the many Members, on both sides of the House, including my friend—I hope she does not mind me calling her that—the hon. Member for Aldridge-Brownhills (Wendy Morton), with whom I served on the International Development Committee, who have spent a lot of time and effort visiting and upholding the cause of countries such as Rwanda. It is the reason relations are so good between our two nations and the reason much progress can be made. Let us hope that Rwanda can be an example to other parts of Africa, so that violence and conflict may end and prosperity, economic growth and peace may break out. We continue to hope.

Commons ChamberTrade between Commonwealth member Rwanda and the UK has grown steadily since the end of the genocide and the election of Paul Kagame as the country’s President in 2000, but there are worrying signs of intolerance, dissent, and repression of the media, and a recent referendum agreed to lift the two-term limit on holding presidential office. Does the Minister have any concerns about President Kagame’s increasing grip on power and associated reports of human rights abuses in Rwanda?
I welcome the hon. Gentleman to his position on the Front Bench. The Under-Secretary of State for Foreign and Commonwealth Affairs (James Duddridge), who has responsibility for Africa, visited Rwanda as recently as a month ago. I am sure he would be happy to meet the hon. Gentleman to discuss the findings of his trip.

Friend the Prime Minister and President Xi Jinping discussed the importance of ongoing dialogue on issues about which we disagree, including human rights. I set out the Government’s position on Tibet, including our human rights concerns, in a parliamentary debate secured by the hon. Gentleman in June.
I thank the Minister for that answer. He will be aware that the UN Committee against Torture met last week in Geneva to review China’s record, and it expressed serious concerns over China’s continued use of torture to extract confessions from prisoners. In response, the Chinese delegation denied all allegations of endemic, systematic acts of torture. China also claims to hold no political prisoners at all. Will the Minister or the Foreign Secretary ensure that the routine use of torture in Chinese jails, including in Tibet, is raised with China at the next UN Human Rights Council?
We would normally raise such matters regarding Tibet or anywhere else. I congratulate the hon. Gentleman on keeping Tibet at the forefront of the House’s deliberations, and there have been two debates on the issue, most recently in June and before that in December. The recent state visit was a huge success. President Xi acknowledged the importance of improving protection for human rights and said that China was ready for increased exchanges and co-operation on that issue with the UK. The UK is one of the few countries in the world to have an annual human rights dialogue with China, and that is an incredibly important architecture within which to press the Chinese and raise such matters. We shall continue to do so.

That this House has considered Tibet.
It is a pleasure to serve under your chairmanship, Mr Gray. I am delighted that we have the opportunity so early in this Parliament to debate a subject that is close to my heart and, I know, to the hearts of many Members of the House. When we last debated Tibet in Westminster Hall, about six months ago, it was for an hour and a half. I seem to remember that it was over-subscribed; there were far too many Members who wished to speak and far too little time for them to do so. That is why I asked the Backbench Business Committee, before the end of the last Parliament, for a three-hour debate, and I hope that we will have one now.
This week, as all Members present will know, we celebrated the 800th anniversary of the signing of Magna Carta. Commentators here in Parliament and around the world have been eager to remind us of the importance of our tradition of democracy and the rule of law. Speaking about the anniversary, the Foreign Secretary said:
“The UK will continue to defend the values of the rules-based international system which can trace its origins to this landmark document.”
Addressing the United Nations Human Rights Council on 15 June, just three days ago, the Foreign Office Minister of State, Baroness Anelay, said:
“It is our solemn duty to give voice to those whose rights have been violated and abused, to call for accountability and to work with those who want a different future—a future where universal values are not simply words in a UN treaty but a reality of everyday life… So in this year of anniversaries, eight centuries after Magna Carta, let us give a voice to all those whose views and fears are not heard. Let us ensure that our voice goes beyond words to action. Let us remember that universal values need to be truly universal, for everyone everywhere.”
Those are fine words, and I am sure that every Member in this debate and in Parliament would endorse them fully.
It is timely at the beginning of a Parliament to remind ourselves of the practical applications of those values and to illustrate our commitment by considering closely the position of one group of people whose rights have been violated and abused, and who might expect this Parliament, this country and our Government to speak out for them, to give them the voice that they are systematically denied. They are the people of Tibet.
Many Members present will have had a long involvement in the issue of Tibet, and I have no doubt are well informed about its history and the oppressions suffered by its people since the Chinese invasion in 1951, but many new Members who are just as interested might be less well informed, so I make no apology for giving an overview of the historical situation of Tibet and of the Dalai Lama, who will celebrate his 80th birthday—his 56th in exile—on 6 July, just two and a half weeks from now.
Tibet has had a tumultuous history, during which it has spent long periods functioning as an independent nation. An early example of British involvement in Tibet is the short-lived treaty of Lhasa, signed after a British colonialist excursion into that country under the leadership of Francis Younghusband in 1904. It is worth mentioning as evidence that, at least during that period, Britain regarded Tibet as an independent state with which it was legally possible to treat. That contradicts the view promoted by the Chinese Government that Tibet has never been more than a province or collection of provinces forming part of China. Indeed, Chinese official histories refer to the exchange of envoys between the Tang dynasty, which ruled China between the seventh and 10th centuries, and the Tubo kingdom, the ancient name for Tibet, suggesting that they were separate nations at the time.
What is not in question are Tibet’s unique cultural traditions. Ethnic Tibetans have a four centuries-long allegiance to the Buddhist tradition of which the 14th Dalai Lama, Tenzin Gyatso, is the spiritual leader. In the years before the Communist party came to power in China, Tibet was governed by a priestly caste and was a separate, independent state. When the Communist party came to power, the Chinese army invaded Tibet and attempted, but failed, to force the young Dalai Lama to act as a client ruler. However, after a popular uprising against Chinese rule, the Dalai Lama and his supporters were driven into exile in India following an alleged threat to his life. The Indian Prime Minister, Jawaharlal Nehru, welcomed the exiled Tibetans to Dharamshala in Himachal Pradesh, where they established a Parliament and Government in exile.
In May 2011, the Dalai Lama announced his retirement as the political leader of his people, but he will of course always remain the spiritual leader of Tibetan Buddhism. However, that step by the Dalai Lama has in no way diminished the fear and loathing with which the Chinese Government regard His Holiness. They describe him as a separatist, a supporter of terrorism, and—maybe worst of all in the lexicon of communist China—a splittist. Since the 1980s, the Dalai Lama has not pursued the aim of full independence for Tibet, but has sought only what he calls a middle way—full autonomy for the people of Tibet—although many Tibetan activists still believe in the possibility of a truly independent Tibet.
Meanwhile, the Chinese, having created what they describe as the Tibet autonomous region, or TAR, have done everything in their power to undermine that autonomy and to destroy the ethnic and cultural identity of Tibet. They have sought to isolate the Dalai Lama and have used their political and economic influence to bully the Governments and parties that support him. I aim to outline some of the ways in which they have done so and to explain why I believe that we have a moral obligation to support those suffering under the oppression that has resulted from the “Chineseification” of Tibetan culture.
I am grateful to my fellow officer of the all-party parliamentary group for Tibet for giving way. I am sorry that I will not be able to stay for the whole debate and make a full contribution. Is it not ironic that the Chinese constitution recognises the diverse culture and heritage of the various peoples who make up the People’s Republic of China? Whatever arguments we may have about the politics of it, China is clearly failing to recognise and protect the culture, heritage and, indeed, language of the Tibetan people, which is being destroyed at the hands of the Chinese Government.
Yes, I agree with my hon. Friend, if I may call him that, and fellow officer of the all-party parliamentary group for Tibet. In May 2006—more than nine years ago—I had occasion to visit Lhasa and the TAR under supervision by the Chinese Government, along with four other members of the Select Committee on Foreign Affairs, to see for myself exactly how much change had taken place.
The Chineseification of Lhasa, through the encouragement of ethnically Han Chinese citizens to settle in Lhasa and other parts of Tibet, was extraordinary. We learned while we were there that Tibetan was not allowed to be the main language in schools in the city of Lhasa. Mandarin had to be spoken first, and Tibetan was, to all intents and purposes, outlawed by the mayor and provincial Government of the TAR. That was sad to see.
Many elements of Tibetan culture were being suppressed by the Administration and the local Communist party. I know that that has continued apace since the opening of the Chengdu to Lhasa railway, which has allowed many more people to travel much more easily to that extremely high city, where those who are there for only a few days suffer from altitude sickness.
I hope to show that events in Tibet have global implications, and that by failing to speak out against the political, environmental and economic oppression in the TAR, we risk allowing a bully to influence world events and undermine our values.
As an example of that bullying process, let us consider that the 14th world summit of Nobel peace laureates was scheduled to convene in South Africa in October 2014 to honour the late Nelson Mandela’s legacy. However, it had to be cancelled when several Nobel peace laureates pulled out after the South African Government failed to issue a visa to one of the laureates, the Dalai Lama. That is just one example of Chinese pressure; in fact, China went on to thank South Africa for not issuing the Dalai Lama a visa. The Chinese Foreign Ministry spokesman, Qin Gang, said:
“China highly appreciates the support offered by the South African government on issues concerning China’s sovereignty and territorial integrity. We also believe that South Africa will continue to uphold this correct position and continue to support China in this regard.”
Let us remind ourselves that the Dalai Lama has been in exile since 1959. That a country such as South Africa should be so afraid of losing important Chinese investment that it was willing to renege on the solidarity offered by Nelson Mandela himself when the Dalai Lama visited Cape Town years ago is truly a tragedy.
China has tried such tactics on many Governments, our own included. In May 2012, David Cameron and Nick Clegg privately met the Dalai Lama in London, outside St Paul’s cathedral, where the Dalai Lama was being awarded the Templeton prize for his contribution to human spirituality. The Chinese Government made a formal protest to the British ambassador in Beijing, saying that that meeting had “harmed” China-UK relations and had
“hurt the feelings of the Chinese people”.
In addition, in a public statement, a Foreign Ministry spokesman, Hong Lei, urged the UK
“to respond to China’s solemn demand and stop conniving and supporting Tibetan separatists”.
The Chinese Government then cancelled the visit to the UK of a top official, Wu Bangguo, Chair of the National People’s Congress.

In April 2013, the Prime Minister postponed an official trip to China after Beijing indicated that senior leaders were unlikely to meet him, yet the Government have been clear on their position. They regard Tibet as
“part of the People’s Republic of China.”
Does that mean that Her Majesty’s Government do not support those Tibetans who call for independence? With their professed support for the right of self-determination and their commitment to the International Covenant on Civil and Political Rights, would it not be more appropriate for the Government explicitly to support the Tibetans’ right to self-determination?
I ask the Minister to clarify the Government’s position on dialogue between Chinese and Tibetan representatives. Without such dialogue, the Dalai Lama’s call for genuine autonomy for Tibet cannot possibly be achieved. The Chinese Government have put obstacles in the path of such dialogue by requiring, in their own latest White Paper on Tibet, that His Holiness the Dalai Lama make a
“public statement that Tibet has been an integral part of China since antiquity”.
In the past, the Chinese maintained that a precondition for talks would be the abandonment by the Dalai Lama of his stance on independence. He has effectively done that, but after every concession made by His Holiness further barriers have been raised by the Chinese Government. I strongly hope that Her Majesty’s Government can and will resist efforts to force the UK to isolate the Dalai Lama.
However, this is not simply a debate about history. The rights of the Tibetan people—both collective rights, and the rights of individuals and families—have been horribly breached. Religious freedoms have been attacked for decades, and religious institutions have been suborned. Along with the call from the political head of the Tibet autonomous region for Buddhist temples to
“become propaganda centres for the ruling Communist Party”,
there are proposed new counter-terrorism laws that will allow sweeping measures to be taken to suppress religious activity. Many rites that are central to the traditional worship of the Tibetan people, such as the lighting of butter candles, will be treated as subversive acts, as they imply support for the Dalai Lama. Have our Government raised concerns about these proposed new counter-terrorism laws, which appear to contravene the protection of religious freedoms enshrined in international and—until now—Chinese law?
The Chinese Government have given themselves the right to interfere in spiritual life and to deny the approval of the reincarnate lamas named by Tibet’s spiritual leaders, all of whom they have forced into exile. A key role of the Dalai Lama is the obligation to select the successor to the Panchen Lama. The selection of His Holiness is Gedhun Choekyi Nyima, who was a six-year-old boy in 1995—20 years ago—when he was hailed as the reincarnation. He was abducted by the Chinese authorities, along with his family. The Chinese authorities will not reveal his whereabouts and say that he is in “protective custody”. The Chinese authorities have decreed that another young man, Gyaltsen Norbu, will be the next Panchen Lama.
If Choekyi Nyima’s custody can be described as protective, he may be much more fortunate than the many other political prisoners being held in Tibet today for a range of offences, from displaying hand-drawn copies of the Tibetan flag to taking part in explicitly religious practices. For example, one monastic leader, Thardoe Gyaltsen, was sentenced to 18 years’ imprisonment for possessing copies of the Dalai Lama’s religious teachings and another, Geshe Ngawang Jamyang, was beaten to death in jail.
We should also be aware of the case of Tenzin Delek Rinpoche, which I have raised with the Minister before. He was sentenced to death for alleged involvement in a bomb plot, for which there was no evidence. His sentence was later commuted to life in jail. He has served seven years and is believed to be in dangerously poor health. I urge Her Majesty’s Government to call for immediate medical parole for him, and to continue to press for answers on the whereabouts and safety of the Panchen Lama.
For these prisoners, as for other political prisoners, justice is very hard to achieve. At present, there are more than 600 known political prisoners in Tibet. Lawyers and human rights campaigners who take up the cases of such prisoners are threatened, and in many cases lose their licence to practise law. How do the Government propose to support their right under international law to a fair trial? Furthermore, with regard to the annual publication of Her Majesty’s Government’s report on human rights, do the Government review their policies in relation to countries of concern? How can the United Kingdom strengthen its policies on Tibet, so as to take a clear stance on the essential issue of human rights?
Tragically, in desperation at their situation, as many as 120 Tibetan activists have sought the ultimate expression of frustration and grief and committed self-immolation. Such actions are certainly not sanctioned by the Dalai Lama, who has spoken of his sadness and questioned the effectiveness of such actions in the face of the Chinese authorities, who treat them as criminal and immoral acts, punish the families of victims and portray such suicides as terrorist acts.
Of course, monks and nuns bear the brunt of Chinese wrath. Many are barred from their monasteries, and almost none can get visas to travel even within their home country. However, it is not only members of religious communities who suffer in Tibet. Other victims of Chinese displeasure include those Tibetans who have worked hard to preserve the country’s linguistic heritage. That falls foul of new regulations issued in many parts of Tibet, such as Rebkong, where new rules criminalising freedom of expression are being reinforced. They include rule No. 4, which prohibits
“establishing illegal organizations… under the pretext of ‘protecting the mother tongue’”
and
“literacy classes”.
Many artists, poets and musicians who have attempted to celebrate ethnic identity are among those who have been arrested, jailed and—in many cases—tortured. Meanwhile, across the world China promotes its own language and culture by interfering with the academic freedoms of universities, in which they have funded so-called Confucius Institutes. Those schools actively undermine western support for Tibet and Taiwan, and control the employment of staff within the institutes, often under employment law that conflicts with that of Europe and the United Kingdom.
What steps will Her Majesty’s Government take to ensure academic freedom and the human rights of staff in those institutes? Although it is hard for western Governments to protect the culture and human rights of minority groups in faraway countries, is it too much to ask that the Government take steps to control the spread of Chinese propaganda in the United Kingdom? The rigid censorship that the Chinese seek to impose on news media and the internet is well known. We must not allow similar restrictions on the freedoms of commentators, educators and students in our own country.
My hon. Friend is making a powerful speech, as he always does on this subject. I have made representations to the Home Secretary on this issue, but does he share my concern that His Holiness the Dalai Lama, who is visiting this country at the end of the month and again in September, has been afforded no police protection? During recent visits to other countries people have tried to disrupt his peaceful meetings and conferences, so there is the threat that many of his meetings may have to be abandoned.
Does my hon. Friend share my concern that the Dalai Lama’s free speech is being put at risk? What message will be sent to the Chinese people if the British Government do not afford him the protection that is normally afforded a dignitary of his stature?
I will mention that issue at the end of my speech. My hon. Friend is absolutely right, and I am very concerned. People in the Tibetan community, supporters of the Tibetan community in the UK, supporters of the Dalai Lama, and Buddhists and non-Buddhists throughout Britain who love to hear the Dalai Lama’s words are extremely concerned that there is a threat to his personal safety. So far, the Government have offered no security for His Holiness’ visits to the United Kingdom. I thank my hon. Friend for taking up the issue with the Home Secretary. We need to put more pressure on the Government to ensure that the personal security of His Holiness is protected by our security services, especially as it is under threat.
Events in Tibet and our response to them have global implications that cannot be ignored. Many of those who have been shot at, arrested and intimidated in Tibet have been campaigning against the environmental exploitation of and damage to the fragile ecosystem of that beautiful country. That damage must certainly have global consequences. Almost half the world’s population depends on water from Tibet, and about 1.3 billion people directly depend on its major rivers.
The Chinese have increased the number of dams in the Tibetan plateau region, and further planned works will deprive millions of water in the downstream regions. In addition, unchecked mining operations in Tibet have been a major cause of environmental degradation and pollution of the water systems. Tibet’s glaciers are the fastest melting in the world, and many scientists regard Tibet as an environmental barometer. The opening of the Gormo-Lhasa railway, which I mentioned earlier, has not only sped up the Chineseification of Tibet by allowing a massive influx of ethnically Han Chinese, but enabled the swifter and more voracious exploitation of Tibet’s natural resources. Many rare native species of plants and animals will have to take their chances in a landscape that is at serious risk of destruction.
Protests against such pollution, exploitation and destruction—many of them by members of traditional nomadic groups that depend on the country’s grasslands and the purity of its waters—have been among those crushed by the Chinese. Many nomadic groups have been forcibly resettled, as I saw for myself in 2006. The US Special Co-ordinator for Tibetan Issues, Sarah Sewall, has said:
“Tibetans have an inalienable right to be stewards of their own cultural, religious and linguistic heritage”.
Will Her Majesty’s Government add their support to that of the US in encouraging the Chinese to live up to their international obligation to respect that right?
Many will ask what we in the UK can do to help the Tibetans in their attempts to preserve their language and culture, defend their spiritual freedom and traditions, and save their country from physical exploitation and damage. We should not underestimate our authority and resources. In China, a new law—the foreign non-governmental organisation management law—is being drafted, which seeks to restrict the activities of foreign NGOs and give the Chinese police the authority to enter their premises and seize documents and property. Those powers may have a massive impact on the work of groups that are working to promote health education and develop civil society in China as a whole and Tibet in particular. How will Her Majesty’s Government respond to those proposals, and what steps will they take to support the work of NGOs?
Many thousands of Tibetans now live in exile as refugees who depend on the welcome and support of host Governments and of campaigning and fundraising groups. We must continue to work with the groups representing Tibetans abroad. Will the United Kingdom Government continue to explore the possibility of cultural exchanges with Tibetans, whether from within Tibet itself or from the communities living in places such as India and Nepal? Programmes such as the Chevening scholarship, excellent as they are, have only a limited availability to Tibetans living within Tibet and are not available to refugees. If the UK Government were to extend that scheme and help refugees to take up degree and postgraduate courses in Britain, they would be better able to contribute to their host societies and help build civil society on their eventual and much desired return to Tibet.
The promotion and survival of the Tibetan language depend on it continuing to be heard. Will Her Majesty’s Government call on the BBC Trust to consider including Tibetan as one of the languages in which the World Service is broadcast?
The mention of those refugee communities brings me to my final, most topical, point. The terrible earthquakes in Nepal in April and May had a horrific impact on the Nepalese people, who are some of the poorest in the world. In the past, they have extended generous hospitality to their Tibetan neighbours who have continued to flee from the oppression in their homeland. At this time of crisis, it has become more difficult for them to do so. The catastrophe has heavily affected the Tibetan refugees in particular, as they are effectively stateless citizens. Many of them survive by making traditional Tibetan handicrafts, and many of the small factories in which they work have been destroyed.
There is grave concern, as recently expressed by Amnesty International, that the Tibetans’ lack of status within Nepalese society will make it hard for them to access the aid that is being provided by international communities. I recently had a case in my constituency of a British man of Tibetan origin, whose wife and child were made homeless by the earthquake in Kathmandu, but were having serious problems trying to obtain a visa to come to the United Kingdom because my constituent does not earn enough to support them. Meanwhile, over the border inside Tibet, there is some evidence that the Chinese authorities are using the earthquake as a pretext to redevelop parts of Tingri county against the wishes of local people, who are being forcibly relocated.
Finally, will the Government ensure the personal safety of His Holiness the Dalai Lama when he visits the UK at the end of this month to lecture at a Nepalese Buddhist temple? Sadly, one of the world’s foremost proponents of peace and compassion is the subject of threats from groups opposed to what he stands for. It is essential that when His Holiness comes to the UK we guarantee that he will be safe and secure. His message has huge resonance throughout this country and in every country in the world. We should value it more, and stand up more strongly to the bullying tactics of those who continue to oppress the Tibetan people and vilify His Holiness the Dalai Lama.

As the Minister says, the subject will continue to be debated in this place—rightly so. As long as this Parliament is the centre of free speech and debate in our nation, I am absolutely sure that the rights of the Tibetan people will be one of the subjects with which we will be concerned, until any injustices are put right. I thank everyone for this afternoon’s contributions, and I hope that we will be able to debate this subject again in future and see progress on behalf of the Tibetan people.

Commons ChamberIt is a privilege to follow the new hon. Member for North Cornwall (Scott Mann), whom I congratulate on his maiden speech. Perhaps he could continue to do us a service by delivering Labour leaflets in future. It is also a privilege to follow the new hon. Member for South Antrim (Danny Kinahan), and I congratulate him on his speech. As a keen cyclist, I think I know the company to which he refers, but I am probably not allowed to mention it in the Chamber—it is a very good online company that I should think provides a lot of employment in his constituency. I also thank the electors of Leeds North East for returning me for a fifth time with the highest number of Labour votes ever achieved in the constituency, once the home of the late, great Sir Keith Joseph but now a solid Labour seat.
I am proud that, among the many good things that the last Labour Government did, they established the Department for International Development in 1997. That was the first time that development had a Minister at Cabinet level in any Government in the western world. The coalition, of course, continued that support for international development across all parties. Earlier this year, the millennium development goal of 0.7% of gross domestic product being assigned to international development was enshrined in statute. I hope that the new Government will also continue that commitment to the wise spending of UK taxpayers’ money to help fight poverty in the poorest countries of the world.
As a member of the Select Committee on International Development in the last Parliament, I saw first hand how effectively DFID works and the good reputation it has in all the countries in which it operates. Last February, for example, the Committee went to Nepal. We saw for ourselves not only the contingency work against earthquakes that DFID was paying for but all the other excellent projects that help to bring some of the poorest people in the world out of poverty. I hope that the work for which DFID paid saved lives when the earthquake came just two months later. DFID has also supported the fight against the spread of Ebola in Sierra Leone and Liberia. The Committee visited those countries in 2014 just before the terrible outbreak.
DFID also supports Syrian refugees, not in the UK but in the neighbouring countries to which they fled such as Lebanon and Jordan, where we went in March 2014. Jordan is one of the most water-poor countries in the world, yet it supports a 20% increase in its population from Syria. We went to the Zaatari refugee camp near Mafraq, where we saw how a city the size of Cambridge—100,000 people—had been created in just 12 days, largely paid for by British taxpayers’ money and very well operated. We visited the poorest farmers in the Jordan valley, seeing how DFID cash was used there in the Occupied Palestinian Territories to support those farmers and ensure they could bring their produce to market.
Finally, I wish to say a word about the Independent Commission for Aid Impact, which was set up by the right hon. Member for Sutton Coldfield (Mr Mitchell) when he was Secretary of State for International Development. In 2013, I took over responsibility for chairing the ICAI Sub-Committee of the International Development Committee. In that role, I was asked to be involved in the appointment of the new chief commissioner and three other commissioners to take over from Graham Ward, the first chief commissioner, who was appointed by the then Secretary of State in 2011. I am delighted that Alison Evans, the former chief executive of the Overseas Development Institute, has been appointed. She will do a good job to make sure that we get value for money for all our spending on overseas development and aid.

My last visit to Gaza was in March 2009 as part of a Foreign Affairs Committee delegation. The visit included opportunities to see the post-war situation in both Israel and Gaza following Operation Cast Lead, but owing to security considerations only four members of the Committee were allowed to cross the border. In Gaza, the delegation witnessed at first hand the destruction caused by Operation Cast Lead, an Israeli military operation waged to stop Hamas’s indiscriminate launching of missiles from Gaza against Israeli towns and cities. In Israel, we visited towns, including Sderot, that had been most greatly affected by the Hamas terror rockets. Those rockets were constructed from the metal pipe work that was sent by Israel to reconstruct the sewage treatment works in Gaza but was instead cut up into rocket-sized tubes, packed with explosives and rocket fuel and sent back across the border to Sderot in order to inflict as much civilian damage as possible. In fact, the police station in Sderot had piles of spent missiles with Hebrew writing still stamped on the cut-up lengths of metal pipe. Sadly, it feels as if little has changed since my last visit to Gaza in 2009.
In the time I have left, I will briefly mention what life under Hamas means for the people of Gaza. One of the things we hear most about are the summary executions with no hint of due process. Hamas publicly executed 25 people in just over 48 hours last August, allegedly for collaborating with Israel. Those executions cannot be explained away as the excesses of war. Among those executed by Hamas in 2013 was a juvenile offender, despite what Amnesty International termed
“serious concerns about the fairness of his trial, including allegations he was tortured to ‘confess’.”
Hamas regularly uses torture. According to the recently published annual report of Human Rights Watch, not a body that anyone could describe as a stooge of the state of Israel:

It is a pleasure to serve under your chairmanship, Mr Owen. I am delighted that Mr Speaker has granted this debate on freedom of expression in Tibet, which I believe is the first debate on Tibet for some years. I am particularly pleased that it is taking place on international human rights day, which is appropriate given the human rights abuses that Tibetans have suffered for decades, ever since the occupation of Tibet by China in 1950.
Chinese Government representatives and diplomats will say that Tibet has always been a part of China. They say that it has never been a separate nation or an independent state, but that is simply not true. However, gradually over the past 60 years or so, Tibetans have become second-class citizens in their own land.
I had the huge privilege of visiting Tibet in 2006, thanks to the insistence of colleagues on the Select Committee on Foreign Affairs, in particular the right hon. Member for Tonbridge and Malling (Sir John Stanley). The Foreign and Commonwealth Office was initially reluctant for members of the FAC—of whom I was one at the time—to go to Lhasa and other parts of the so-called Tibet Autonomous Region, but we insisted and, in May of that year, a small group of five British MPs was eventually given permission to travel from Beijing via Chengdu to Lhasa. We were accompanied by Barbara Woodward, then a senior British diplomat at our embassy in Beijing—I believe she is now the ambassador-designate—who spoke excellent Tibetan, and about 15 officials from the Chinese Government’s Foreign Ministry, who were there to look after our security and attend to any medical needs, given the high altitude of the Tibetan capital. The new railway from Chengdu was yet to open later that summer.
I did not expect that the visit would have such a profound effect on me and my colleagues. The sheer beauty of the ancient home of the Dalai Lamas, the Potala palace, and the surrounding Himalayan mountains make Lhasa a unique capital city. It is, as Tibetans often say, the roof of the world. On disembarking the aircraft at 13,000 feet above sea level there is a sensation of dizziness, which can last for several days at that altitude. Heinrich Harrar’s book, “Seven years in Tibet”, had given me some background to what we were about to see, but nothing quite prepares one for the reality. The city had changed quite a lot over the years and there were many more Han Chinese residents in 2006 than there ever had been. However, the old Barkhor area in the centre of Lhasa was mainly intact and the Buddhist temples have been carefully preserved in recent years, following their initial destruction at the beginning of the Chinese occupation.
Our hosts were impeccably polite and helpful, but they always kept a watchful eye on us by sitting in the lobby of the Yak hotel in the centre of town where we were staying. It was hard to get away from the minders, even just to go to the noodle bar next door, but on the final evening in Lhasa the former Member for Thurrock, Andrew Mackinlay and I managed to escape past the security people out of a back door and into the labyrinth of small streets that eventually led us to the Barkhor. Once there, we tried to speak to local traders, but most of them did not speak English or were too frightened to engage with a foreigner, or both. The overwhelming sense we felt from the Tibetans we managed to speak to was that they were highly religious Buddhists and that they missed the Dalai Lama, who was forced to flee from Tibet in 1959 after being told of a Chinese plot to murder him.
The reverence for Tenzin Gyatso, the 14th Dalai Lama of Tibet, was clear, but the fear of expressing any support for the exiled religious and political leader meant that few obvious signs of support were evident among most of the population. Local Tibetan Communist officials told us that the mediaeval feudalism that used to characterise Tibet before the enlightened Chinese Communist party liberated the Tibetan people meant that every Tibetan now had a far better lifestyle: they could live in a good home and have enough to eat.
I am most grateful to the hon. Gentleman for allowing me to intervene so early in his contribution and I am delighted that he is having this debate on this day. I wonder whether he or Andrew Mackinlay, or any of the other visiting Members, had the opportunity during their 2006 visit to obtain evidence of, or to discuss, human rights abuses, including torture, in Tibet. Will he enlighten us about that in his contribution?
I thank the hon. Lady for that contribution. Sadly, we did not have much of a chance to talk to anyone about what Tibetans had to suffer day in, day out, because we were not allowed access to any Tibetans without our minders from Beijing. However, we asked the abbot of one of the monasteries about the missing monks for whom we had records and names. He was extremely embarrassed and refused to answer our questions because of the people who were watching him. There was a sense of fear the whole time that we were there, but subsequently we discovered quite a lot, especially when we did our full inquiry into Britain and China. The people we were with said that the Tibetans were now better off under the Chinese People’s Republic, without a feudal monarchy over which they had no say or control—that they no longer had to be subjected to an ancient religious system of government that had subjugated them for centuries.
After leaving Lhasa, we travelled for several hours along dusty, deserted roads in a treeless wilderness towards the concrete-block town of Tsedang, a place that foreigners rarely visit, where silence greeted our entry into a run-down old bar on the evening of our arrival. The next morning we were to visit the oldest Buddhist monastery in Tibet, the eighth century Samye monastery, which is being carefully restored to its full glory by the Chinese after the damage wrought in the 1950s following the invasion. It was a truly remarkable place, but even there the interpreters were reluctant to mention the name of the Dalai Lama, who still had a throne waiting for him in one of the many rooms.
On our return to the UK, news of the trip quickly spread to the Tibet support groups and the all-party parliamentary group for Tibet, which I now have the privilege of chairing. I was asked to speak and to show my many stunning and extraordinary photographs, which I was happy to do. Just over a year later, in September 2007, I joined a visit organised by the APPG and the Tibet Society to Dharamsala to meet the exiled Tibetan community and, of course, His Holiness the Dalai Lama.
The Dalai Lama always talks about his middle way policy towards China. He jokes in his broken English that because Tibetans are no good with firearms, the Chinese are welcome to provide an army to defend Tibet and that Tibetan cooking is pretty awful, while Chinese food is very tasty, so most Tibetans would prefer to eat Chinese food. However, he thinks that the autonomy they are given should mean just that: the ability of Tibetans to have a say over their own future; to decide for themselves who their rulers should be; to speak their own language; to practise their own religion; and, most importantly, to have their Dalai Lama back among them, not continuing to live in exile.
I thank my hon. Friend for giving way and congratulate him on securing today’s debate. I had the privilege of accompanying a delegation on a further visit to Dharamsala. Does he agree that the ability to express one’s own culture and to show religious affiliation is not available to Tibetans, who could find themselves in fear of their lives simply for having an image of their own national flag or spiritual leader?
My hon. Friend is absolutely right. I will go on to detail some of the human rights abuses perpetrated against Tibetans simply for expressing their support for their religious leader or displaying the Tibetan flag, which is something that we can freely do outside Tibet. That is reprehensible.
The middle way approach for genuine autonomy for the Tibetan people was a policy conceived by His Holiness in 1974, in an effort to engage the Chinese Government in dialogue and find a peaceful way to protect the unique Tibetan culture and identity. It is a policy adopted democratically through a series of discussions over many decades between the Central Tibetan Administration and the Tibetan people, and there is no doubt that it is a “win-win” proposition that straddles the middle path between the status quo and full independence—one that categorically rejects the present repressive policies of the Chinese Government towards the Tibetan people without seeking separation from the People’s Republic of China.
The most recent series of talks between Dharamsala and Beijing began in 2002, with a total of nine rounds of talks being held since then. During the seventh round of talks in 2008—the year in which unprecedented and widespread protests broke out across Tibet—the Chinese Government asked the Tibetan leadership to put in writing the nature of the autonomy it sought. The “Memorandum on Genuine Autonomy for the Tibetan People” was presented during the eighth round of talks in 2008. The Chinese Government expressed a number of concerns and objections to the memorandum. To address those concerns, during the ninth and last round of talks in January 2010 the Tibetan leadership presented the “Note on the Memorandum on Genuine Autonomy for the Tibetan People”.
I congratulate the hon. Gentleman on securing this debate. He gave an answer to a previous question about discussions that were held, and he outlined that there was not much engagement with people. Was there any engagement with the youth of Tibet in particular or with the educationalists, to hear their views?
I thank the hon. Gentleman for that question; the answer is no, not while we were there. On subsequent visits to Dharamsala we engaged with many young people who had escaped from Tibet to seek refuge and sanctuary in India. They made their views very clear, and how they saw the oppression by the Chinese Communist regime in Lhasa and other parts of Tibet. Sadly, however, while we were in Tibet, we did not have access to anybody outside those who were dictated to by our hosts. Those were the strict rules under which we were allowed to visit Tibet at all. It was a privilege to be in Tibet, but sadly it was not a very enlightening visit as far as learning the views of the people was concerned. Nevertheless, being there and seeing things for ourselves meant a great deal.
As I was saying, the Chinese Government expressed a number of concerns and objections to the memorandum. To address these, the Tibetan leadership presented the “Note on the Memorandum on Genuine Autonomy for the Tibetan People” during the ninth and last round of talks. The memorandum and the note outline how genuine autonomy for the Tibetan people could operate within the framework of the People’s Republic of China—its constitution, its sovereignty and territorial integrity, its “three adherences” and the hierarchy and authority of the Chinese central Government.
Sadly, there has been no dialogue between the Chinese and the exiled Tibetan leadership since 2010. Despite that, however, the Tibetan leadership remains steadfast in its commitment to the middle way approach, and to finding a lasting solution through dialogue between the envoys of His Holiness the Dalai Lama and the representatives of the Chinese leadership. Therefore, my first question to the Minister is this. Would the British Government support the resumption of dialogue between the envoys of His Holiness the Dalai Lama and the representatives of the Chinese leadership? The Tibetan leadership has reiterated on numerous occasions its commitment to seeking genuine autonomy, not independence, and to finding a resolution to the Tibet issue through peaceful means. The British Government have a particular responsibility, unique among all western Governments, because of the relationship that we had with the Tibetan Government in Lhasa prior to 1959.
I am extremely grateful to the hon. Gentleman for allowing me to intervene on him once again. He referred to the special commitment that Britain has to Tibet. Bearing in mind the special commitment that the UK had to Hong Kong and the recent reaction by China to Hong Kong, is he saying to us and to the Foreign Office that he is concerned about China tightening, rather than loosening, its grip on Tibet?
I thank the hon. Lady for that question, which is very pertinent. I have deliberately avoided mentioning Hong Kong, but she makes an important point. My impression, having studied Tibet and Chinese relations with Tibet for the last eight years, is that China is tightening its grip. There is further oppression of the Tibetan people and China is clamping down; there is no doubt about that.
In the eight and a half years since I was in Lhasa, Tibet and its people have come to mean a great deal to me, as they do to so many supporters of a free Tibet, both in this country and throughout the world. In a materialistic consumer society, the teachings of the Dalai Lama and the ideals of Tibetans living in exile provide us with an alternative to the lives we live today. It is not that I have become a kind of Jewish Buddhist—[Interruption.] Well, there might be such a thing. It is not that we should all convert and that the world would then be a better place, but this is an ancient culture with warmth, wisdom and a message of peace and love for all humanity—I do not mean Judaism—and that is a message that we rarely hear in the world today. The 14th Dalai Lama never stops telling anyone who will listen—many millions do listen to him—that we can live in peace and harmony together, without war or conflict. I can never understand why the Chinese Government believe he is such a threat to them, and even call him a terrorist.
Today is not only international human rights day but the 25th anniversary of the awarding of the Nobel peace prize to His Holiness. To quote from the announcement of the Nobel peace prize for 1989, which was made in Oslo on 5 October that year,
“The Norwegian Nobel Committee has decided to award the 1989 Nobel Peace Prize to the 14th Dalai Lama, Tenzin Gyatso, the religious and political leader of the Tibetan people. The Committee wants to emphasize the fact that the Dalai Lama in his struggle for the liberation of Tibet consistently has opposed the use of violence. He has instead advocated peaceful solutions based upon tolerance and mutual respect in order to preserve the historical and cultural heritage of his people. The Dalai Lama has developed his philosophy of peace from a great reverence for all things living and upon the concept of universal responsibility embracing all mankind as well as nature. In the opinion of the Committee, the Dalai Lama has come forward with constructive and forward-looking proposals for the solution of international conflicts, human rights issues and global environmental problems.”
Later today, I will attend a ceremony in London to commemorate the 25th anniversary of the awarding of the Nobel peace prize to the Dalai Lama. It is important that we never forget the contribution that he has made to global peace and understanding. Despite their best efforts, the Chinese Government can never remove the love and respect that the Tibetan people have for him. His message continues to be highly relevant in the modern world.
The cause of Tibet and freedom of expression is important, and not just to Tibetans. Let me outline some of the cases that have been drawn to my attention. One of the earliest cases I became involved in was that of Dhondup Wangchen, the Tibetan film-maker who produced a documentary that was critical of the Chinese Government in the run-up to the 2008 Beijing Olympics. For his crime of making a film called “Leaving Fear Behind”, Dhondup was given a six-year prison sentence, and he was only released on 5 June this year. When he was imprisoned, I raised his case in the House with the then Foreign Secretary, and subsequently wrote to the Chinese ambassador and the authorities at the prison where he was incarcerated.
Dhondup’s wife, Lhamo Tso, came to stay with my wife and me in Leeds three years ago while she was on a tour of the UK to raise awareness of her husband’s plight, which had left her and their four children living in extreme poverty in Dharamsala. This family’s story was typical of stories of the families of any Tibetan who dared to speak out against the Chinese Government and the way that Tibetans are routinely treated in their own land. “Leaving Fear Behind” is critical of the Chinese Government and records the feelings and thoughts of ordinary Tibetans about the Olympic games. It does not advocate violence or the overthrow of the state; it is not subversive in any way; and it would be considered quite mild if it had been a documentary about this country’s attitude to what the Chinese Government label an ethnic minority. However, such freedom of expression is forbidden in Tibet, so Dhondup had committed a criminal offence.
The outrageous and severe punishment he received almost took his life, because he contracted hepatitis B while he was in jail. Born in Amdo, Dhondup is now 40. He is free again and will soon be reunited with his wife and children, who are now in the United States. Human Rights Watch, Amnesty International and Students for a Free Tibet took up his case and organised a worldwide protest, but it made no difference to the severity of his sentence; he was not released early.
Let me leave Dhondup’s case by quoting him on why he made the film:
“At a time of great difficulty and a feeling of helplessness”,
the idea of his film was to
“get some meaningful response and results. It is very difficult”—
that is, difficult for Tibetans—
“to go to Beijing and speak out there. So that is why we decided to show the real feelings of Tibetans inside Tibet through this film. Nowadays, China is declaring that they are preserving and improving Tibetan culture and language. That’s what they’re telling the world. Many organisations and offices have been set up for these things. What they say and what they do are totally different, opposites. If they really want to preserve and improve Tibetan culture and language in Tibet then they should withdraw Chinese people living in Tibetan areas. Tibetan culture and language has to be practised in all Tibetan areas. If it’s not practised, how can it be preserved?”
Throughout the ages, music has often been used as a way of expressing protest. A number of Tibetan musicians have written and performed songs and made CDs, for which they have been arrested and severely punished. Lolo, a 30-year-old male Tibetan singer, was first detained on 19 April 2012, shortly after releasing an album with political lyrics. After a brief period of detention he was released but was later re-arrested. In February 2013, Lolo was sentenced to six years in prison by a court in Xining, Qinghai province, on charges of “seditiously splitting the state”, a catch-all offence that allows the Chinese authorities to punish ethnic minorities defending their rights. Lolo’s album, “Raise the Tibetan Flag, Children of the Snowland”, contained 14 songs that called for Tibet’s independence, the unity of the Tibetan people and the return of the Dalai Lama. The title track is a direct challenge to China’s rule.
Other musicians convicted for publishing controversial Tibetan songs include Kalsang Yarphel, who on 27 November, just two weeks ago, was sentenced to four years in prison by a Chinese court in Chengdu, Sichuan province. Pema Rigzin, 44, was sentenced to two and a half years in prison and a severe fine of 50,000 yuan for composing, releasing, and distributing music with alleged political overtones. Among the songs he produced were “In Memory of Tibet” and “Tears”, which have since been banned. Rigzin was detained on 7 May 2013 in Chengdu city, and held incommunicado until the trial. Rigzin’s family were barred from hiring the lawyer of their choice.
Kelsang Yarphel, who is 39, and a popular Tibetan folk singer and composer, was sentenced to four years in prison and given an immense 200,000 yuan fine. He was detained by the authorities in Lhasa on 14 July 2013 on charges that he performed a song with alleged political overtones in a concert. Though some of Yarphel’s music encouraged Tibetan unity, none has been known to express overtly political ideology. Song titles included “We Should Learn Tibetan” and “We Should Unite”. At the Lhasa concert he performed a song called “Fellow Tibetans”, which calls on Tibetans to learn and speak Tibetan and to “build courage” to think about Tibet’s “future path”.
Finally, I draw to the attention of hon. Members and the Minister the case of Tenzin Delek Rinpoche, a senior monk sentenced to life imprisonment on false charges. He is not a musician. He was arrested on 3 April 2002 following a bomb blast in Chengdu, along with his student Lobsang Dhondup. In November 2002, both were sentenced to death. At the trial, the main evidence presented against Tenzin Delek was a confession from Lobsang Dhondup, which Lobsang later retracted, claiming that he had been tortured. However, the appeal hearing in January 2003 upheld Lobsang Dhondup’s death sentence and he was executed on the same day. Tenzin Delek Rinpoche’s death sentence was suspended for two years, and then commuted to life imprisonment in 2005.
Tenzin Delek Rinpoche has consistently maintained his innocence. He is now suffering from severe ill health and there are serious concerns for his well-being, so much so that family members and others are calling for the international community to help press the Chinese authorities to grant him medical parole. Tenzin Delek is a highly revered Tibetan Buddhist lama and a community leader from Litang in Sichuan province. He has worked on numerous social, medical and educational projects and campaigned for the protection of Tibet’s fragile environment, working to stop indiscriminate logging and mining activities. I hope that the Minister adds his voice to the international calls for Tenzin Delek’s early release.
There is no doubt that the Chinese Government use a mix of systematic oppressive measures, propaganda and disinformation to stifle free expression and to present a positive image of their actions in Tibet to the outside world. Since peaceful demonstrations spread across Tibet in 2008, the Chinese authorities have adopted a harsher approach to suppressing dissent. In its current approach, which can be more accurately characterised as totalitarian, the state recognises no limits to its authority, imposes a climate of fear, and strives to regulate every aspect of public and private life to crush all forms of dissent against Communist party rule. There has been a dramatic expansion of the powers of China’s policing and military apparatus in Tibet. This has created a climate of fear and lack of trust, even among families and close friends. Many Tibetans in exile report that they cannot talk to their families in Tibet on the phone, because of the danger to their families of their having contact with them as exiles.
The Chinese Government have stepped up Communist party presence in Tibet, sending thousands of Chinese officials to carry out surveillance and so-called “political education”, and to disseminate propaganda. The Chinese state media call it a “war against secessionist sabotage”, in which the Chinese Government seek to replace loyalty to the Dalai Lama in Tibetan hearts and minds with allegiance to the Chinese party-state and, in doing so, to obliterate memory and undermine Tibetan national identity at its roots.
Just nine days ago, on 1 December, the Chinese Government announced a programme of sending artists, film-makers and TV personnel to ethnic minority and border areas to help local artists
“form a correct view of art”.
Announcing the programme, the state-run news agency, Xinhua, commented:
“Art and culture cannot develop without political guidance”.
It also congratulated Chinese President Xi Jinping for
“emphasising the integration of ideology and artistic values”.
Since last May, following the killings in Xinjiang, an expansive counter-terrorism drive has been launched by the Chinese Government and has expanded across China, including Tibet. In Tibet, the Chinese authorities have organised large-scale military drills and intensified border security, and are holding training exercises for troops on responding to self-immolation and on dealing with problems in monasteries, in spite of the absence of any violent insurgency in Tibet. Armed responses to protests, including killing with impunity and the torture and imprisonment of individuals, have become the cause of instability and are therefore deeply counter-productive.
In conclusion, I have a number of requests for the Government to consider, which I believe will help the cause of Tibet and allow Tibetans the right to free expression that we in Europe and the west take so much for granted. I hope that the Minister will discuss these points with the Foreign Secretary, and that on this international human rights day of 10 December, the British Government will continue to be proactive in supporting the human rights of Tibetans in Tibet.
My requests are these. First, as a matter of urgency, I urge the British Government to call on China to engage in a broader and more substantive dialogue with Tibetan representatives, and to involve the Dalai Lama in discussions on Tibet’s future. There needs to be a more robust approach, given that the current approach is clearly not achieving anything.
Secondly, I urge the Government to strengthen policies towards China and Tibet, and to be more robust, with a clear stance and directive regarding human rights, civil society and democratic rights. The Government should adhere to their stance that human rights are integral to the United Kingdom’s foreign policy. Thirdly, I want the Government to challenge China’s policies in Tibet, in particular where the Chinese Government are flouting international standards on human rights and civil liberties. Fourthly, the Government should take the lead in the European Union in explicitly calling on the Chinese Government to address the policies in Tibet that threaten Tibetan culture, religion and identity and are the root cause of the crisis. These are the key grievances of the Tibetan people.
Fifthly, I urge the Government to prevail on the Chinese leadership to end the military build-up and to limit the dominance of the security apparatus in Tibet. Sixthly, I want the Government to initiate a scholarship scheme in the UK for Tibetans inside Tibet, as well as for Tibetan refugees. Seventhly, the Government should explore the possibility of cultural exchanges with Tibetans inside Tibet or, if that is not possible, with Tibetan refugee communities in India and Nepal, to help promote and preserve Tibetan culture. Eighthly, I want the Government to provide funding for a BBC Tibetan service. Ninthly, I urge the Government to call for medical parole for Tenzin Delek Rinpoche, who is serving a life sentence and is seriously ill.
Over the past seven years, I have been privileged to meet His Holiness the Dalai Lama no fewer than eight times: twice in India, five times in London, including when he was awarded the Templeton prize at St Paul’s cathedral in May 2012, and once when he came to my home city of Leeds. I am grateful to both the office of the Dalai Lama in London and to the Tibet Society for their help in organising the visits of His Holiness to the UK, and to Mr Speaker for hosting the Dalai Lama in Parliament in 2012, against the advice given to him from certain quarters that such a meeting could damage relations with the People’s Republic of China. The Prime Minister and Deputy Prime Minister also deserve praise for agreeing to meet the Dalai Lama in 2012 at St Paul’s cathedral, an event that had repercussions for UK-China relations for many months afterwards.
I thank Philippa Carrick and Paul Golding from the Tibet Society and Chonpel Tsering from the office of the Dalai Lama for all their help in preparing my speech today. Finally, I strongly believe that Tibet and the Tibetan people should be free, and I will never give up my support for their struggle. I give everyone today the traditional Tibetan greeting: tashi delek, or blessings and good luck.

It is clear from the Cabinet Secretary’s report that the UK military adviser gave advice about using negotiations and using force only as a last resort, and the military advice he gave was partly based on the desire to reduce casualties all round. It is important that those points are fully brought out and understood, as my hon. Friend suggests.
As chair of the all-party group for British Sikhs, I commend my hon. Friend the Member for West Bromwich East (Mr Watson) for bringing this matter to light in the first place. I also thank the Foreign Secretary, the Prime Minister and the Cabinet Secretary for their swift and transparent report. Does the Foreign Secretary agree, however, that the knowledge of even one military adviser going over in February 1984 will cause anger and hurt to the British Sikh community? Will he consider the possibility of a further report into the consequences of the attack on the Sri Harmandir Sahib?
I understand how any of the matters that we are discussing can cause worry, speculation and suspicion, and we must be as transparent as possible about such things. The hon. Gentleman asks about a further report, but it is important to remember that we can only investigate and inquire into what we or our predecessors were responsible for. The Cabinet Secretary’s report makes clear that there is no evidence in the documents of any subsequent British military involvement in any military operations in the Punjab. There are many other wider issues and controversies that understandably cause people great distress to this day, but they are predominantly matters under Indian sovereignty, and part of the Indian people’s responsibility for their own affairs. There is a limit to how much the United Kingdom can inquire into those things.
