My hon. Friend the Minister of State met the National Farmers Union of Scotland yesterday, as I did recently, so we have taken informal advice. At the same time, I have made it very clear—unfortunately, the hon. Gentleman was not listening—that the consultation on our Green Paper on the long-term future of food, farming and fisheries is the perfect opportunity for him to represent his crofters’ interests and for them to feed into the consultation, and we would welcome such an opportunity. Scotland has a rich and varied agricultural heritage, including the grain-producing lowlands in the east, and beef and lamb production in the uplands. It is no surprise that Scotland has a number of world- beating brands, including Scotch beef, Shetland lamb, Stornoway black pudding and Orkney Scottish island cheddar. On my last trip to Scotland, I met representatives from key industries and trade bodies that are vital to the Scottish rural economy, including NFU Scotland and Scotland Food and Drink. I was given a guided tour of Paterson Arran, which has grown into one of Scotland’s best-known independent food companies, with a turnover of almost £24 million in 2015. I was also fortunate to be shown around the Glenmorangie bottling plant in Livingston. Scotch whisky is a phenomenal global success, accounting for about one fifth of all UK food and drink exports, worth £3.9 billion in 2015.

On working with the devolved Administrations, I regularly meet my ministerial counterparts in Scotland, Wales and Northern Ireland, and I look forward to welcoming them to London for further discussions next week. I am determined that we secure a deal on leaving the EU that works for all parts of the UK and recognises the contribution that all corners of this country make to our economic success.

Leaving the EU is DEFRA’s biggest focus, as it is the Whitehall Department most affected by the EU, but alongside this, the day-to-day work of DEFRA continues to focus on achieving the right conditions for a thriving rural economy. Although much of rural policy is devolved, in August 2015 we published the rural productivity plan for England to set the right conditions for businesses in rural areas in England to prosper and grow. Across the board, Government policies will help rural communities: having an industrial strategy that works for all areas; delivering 3 million apprenticeship starts in England by 2020, including trebling the number in food, farming and agri-tech; and building more homes and providing better access to services.

We see yet again the lack of certainty being given, so a valid point has been made.

Let me raise a further point, about apprenticeships, with the Secretary of State. I am sorry, but apprenticeships are not about simply filling unskilled labour gaps; they are about sustaining people in skills development and training in their field, so that they can have a career ahead of them. The suggestion that they will fill the posts that 80,000 workers currently hold is not appropriate and not what apprenticeships are for.

Farmers need real solutions, so why not reintroduce the seasonal agricultural workers scheme? I know that the Government scrapped it in 2013, but it would provide a lifeline to farmers now and would be far better than leaving fruit and veg rotting in fields this summer. On behalf of all farmers, especially those who may be watching and listening to us speak here today, I sincerely hope that the Secretary of State finally provides a solution to this issue.

We also have a wider biodiversity system to protect. Farmers are the great conservationists of our nation. They, along with many non-governmental organisations, are the ones investing in and restoring our natural habitats, levering in environmental sustainability. With more support, they will go further still. We know that there is far more to be achieved. We cannot return to being the dirty man of Europe; nor can we stand by and sign trade deals with nations that pollute on our behalf, having no regard for soil, air or water quality. As responsible global stewards, we must stem pollution and drive forward progressive environmental standards. If the Government are pinning all their hopes on a deal with the next United States Administration, I urge them to think again.

As we debate rural communities, we cannot ignore all the other needs that they are still calling on the Government to address. As the Secretary of State said, access to broadband is an important issue, as is mobile connectivity, and rural communities are among the 5% of the population who have no access. Access to jobs, housing and transport are essential, as well as good public services. However, our ambition must go further. We must aim to halt the urban drift and rebuild rural communities, sustaining rural business and investing in new businesses, so that we pull ourselves back into the countryside and take the unsustainable strain from urban Britain. All those aims are important, and Labour Members understand how vital investment in rural communities is. No one will see a Labour Government cutting the budget for our national parks by 40%, as this Government have.

So what will the Secretary of State do? It is a shame that the Government amendment fails to recognise the unique needs of rural communities and the central role of investment in strengthening the wider economy. The huge challenges faced by rural economies require clear interventions, not complacency, and the shocking disparities between rural and urban environments must be addressed.

There is no such thing as a single, monolithic rural economy in the UK. There is great diversity, not just between communities but within them. I have focused much of my speech on farming, because that is where the challenges are most pressing, but we must remember that there is more to life in rural and coastal communities than farming and fishing alone. If the Government truly intend to deliver for rural communities, that will require a far more sustained effort than simply addressing immediate, short-term challenges in isolation. We need a proper, cross-Government strategy. This Government’s abolition of Labour’s Commission for Rural Communities and their establishment of the much-diminished policy unit in its place has weakened rural communities through a lack of both capacity and expertise.

Many of the issues that are being raised today are long-standing and cannot be blamed on the EU alone, but the turmoil that the Government are now creating through uncertainty is causing an escalating risk for this sector. Those who work across the rural landscape, or who fish in our seas, felt left behind by a Tory Government who failed to invest in their industry and their communities. That must change. With Labour, people would be confident that it would, and that farming would become far more stable, secure and sustainable.

Member for South Down (Ms Ritchie), two SNP Members—I am sorry, but I cannot remember their constituencies—and I met the previous Minister to make a definitive case for the retention of the Filipino fishermen to ensure that the boats in Scotland and Northern Ireland could survive, but it was not agreed to. Responsibility therefore lies not with Europe but—I say this with the greatest of respect—with the Immigration Minister. There is a scheme for seasonal—

I thank the hon. Member for Strangford (Jim Shannon)—I knew his name, but not his constituency—for his point, which I am sure that the Minister has registered. We are hearing the strong view that this is about not just how and where we fish and what we catch, but the labour to man our fishing boats. The situation in Scotland and Northern Ireland shows how integrated and inter-reliant our fishing industry is.

As we move into this new world, securing access to other waters will be a great challenge, but we will probably also have to share our waters with those who have historically had rights here. Perhaps we can use that fact in our trade negotiations as we move towards a new policy. The adage is that when we entered the EU in 1972, we gave correct figures on the size of our catch, but others inflated theirs, meaning that when the catches were cut back, Britain ended up with very low quotas. From Grimsby to Scotland and all around the country, we can start to put that right.

Absolutely not. I disagree strongly with that intervention. However, the hon. Gentleman has shown the optimism we need through his focus on technology, just as the hon. Member for Bristol East did through her focus on the markets in China and India. There is so much potential out there in the environment. We could show the lead in the Amazon rainforest. We could show the lead in defining, through our natural capital approach, what it means to take a British initiative—[Interruption.]

In conclusion, land and the conflicts around land have been fundamental to the problems in our society since the days of Cain and Abel, but we can be confident in this country. We have extraordinary natural scientists. We have a rich civil society with 9 million people connected to environmental non-governmental organisations. We have extraordinary legal structures in place. We have incredible new Members of Parliament, such as the hon. Member for Tooting, bringing their energy and optimism to this House. If we can bring all that together, we can prove in the future, as we have proved over the last millennium, that the British landscape and environment, and their extraordinary combination of productive food and nature, can remain at the heart of our national identity for ever.

I have already said no.

After lengthy conversations with the commercial sector throughout the negotiation period, EU Fisheries Ministers granted a surprise, namely a four-month exemption for commercial hook-and-line bass gillnet fishing, which accounts for 50% of bass fishing. The strict ban on recreational fishing will remain in place, and the monthly catch limit for commercial vessels has been increased from 1 tonne to 1.3 tonnes. Those outside this place who have never had the joy of seeing a gillnet should be made aware that it leads to the violation of EU fish-size regulations by allowing for the catch of undersized fish, which are then thrown overboard dead. They do not help conserve fish stocks, because the undersized fish—the next generation of fish—are thrown back dead.

I do not usually quote Christopher Booker of The Sunday Telegraph, but I agree with him that the EU is using a

“sledgehammer to miss a nut.”

Yet the regulation is endorsed and supported by this Government.

I may not be an angler, but I know nonsense when I hear it. The EU Fisheries Ministers, in conjunction with UK Ministers, are talking nonsense when they try to spin this fix-up as a considered and environmentally sound policy. They falsely claim that bass gillnet fishing has a minimal environmental impact; that the measures are beneficial both for the commercial fishing sector and for bass stocks; that, because drift netting has been caught by the moratorium, bass stocks will increase; and that drifting accounts for 90% of all bass fishing.

We need to know where the Minister got that 90% statistic from, because it is misleading and contradicts data published by the Government’s own Marine Management Organisation, which in 2014 stated that netting constitutes 62% of all commercial bass catches, with drifting responsible for only 20%.

How can this Government possibly justify increasing conservation-damaging gillnetting, yet ban recreational angling? I had thought that the Minister had mistyped the policy and that he in fact intended to ban gillnetting and to increase angling, but that was not the case. Recreational angling represents the sustainable future of bass fishing and it should not be banned.

On a point of order, Madam Deputy Speaker. During today’s oral statement on the junior doctor contract, the Secretary of State for Health said, “Along with other senior NHS leaders…Sir David has asked me to end the uncertainty for the service by proceeding with the introduction of a new contract”. The Health Service Journal has this afternoon contacted the 20 senior NHS leaders the Health Secretary referred to in his statement, and at least five have replied to say that they do not support his decision to impose a new contract. I am concerned that in making this claim the Health Secretary may have inadvertently misled the House. Can you advise me, Madam Deputy Speaker, on how best the Secretary of State can correct the record?

I am grateful to the hon. Lady for her point of order, but she will appreciate, as the House will, that it is not a point of order for the Chair. She has a point that she wishes to draw to the attention of the House, and she has used this mechanism so to do. I am quite sure that those on the Treasury Bench will have heard what she has said and that her concerns will be conveyed to the Secretary of State. Whatever the Secretary of State says in this House is a matter for him and not a matter for the Chair.

On a point of order, Madam Deputy Speaker. I am sorry to cut off my hon. Friend in full flow. This is further to my point of order earlier this morning about the security risk this country faces from a European Court of Justice decision to stop the UK kicking out of this country a Moroccan national whom the Home Office believes to be a severe threat to national security. It now appears that the person concerned is Abu Hamza’s daughter-in-law. Whoever it is, this is a very serious matter, and this country and this House should be aware of it. What can be done to get a Home Office Minister to come to the Chamber as a matter of urgency to tell the House about this matter and about what threat this country faces?

I thank the hon. Gentleman for his point of order and for bringing this matter, which is indeed important, to the attention of the House again. As he knows, I have no power to require a Minister to come to the House, but I am quite certain, now that the hon. Gentleman has raised this matter on the Floor of the House, that those who ought to take note of what he has said will do so. I trust that the matter will be brought before the House in due course, and the hon. Gentleman is of course well aware of the many methods that he can use next week to ensure that it is brought before the House.

I am grateful to you, Madam Deputy Speaker, for what you have said in response to my hon. Friend the Member for Shipley (Philip Davies). I share his concern that this is a very important issue, particularly in the light of what has been said about the need for us to be able, as a result of the current EU renegotiations, to improve our own national security.

The EU is of course a significant issue in relation to the regulation of bat habitats. The only way in which my Bill, as currently drafted, can be put on the statute book is either for the Government to agree to exclude it from the application of the European Communities Act 1972 or for us to leave the European Union. If the Bill does not reach the statute book, the need for such a Bill may be significantly reduced if we can leave the European Union. I do not know whether I will be able to draw out the Minister on that matter in this debate. Last year, I described him as one of the leading Eurosceptics. I hope that in the course of the next few weeks or days, he will re-establish his credentials in that respect.

This morning, I received a written answer to my question. I asked:

“what progress has been made…on developing a toolkit for effective and safe management of bats in churches as recommended in the University of Bristol report on Management of bats in churches, a pilot, published in January 2015.”

The Minister referred to that report when he responded to the debate in January 2015.

The answer that I received from the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Penrith and The Border (Rory Stewart), stated:

“The Government has invested significant resources into research and development to assess how we can reduce the impact caused by bats in churches. This has included a three year research project that concluded in 2013, as well as a pilot project led by Historic England that focused on churches with significant bat issues. Natural England is currently creating a licensing framework to provide the mechanism through which the impact of bats will be controlled in churches.”

I will pause at that point. Natural England seems to be taking an inordinately long time to create the licensing framework. One can only assume that either the matter is incredibly complex or Natural England is not investing sufficient resources in that objective. I hope that the Minister will put more pressure on Natural England to come forward with the licensing framework sooner rather than later.

The second paragraph of the ministerial response to my written question causes me concern. It states:

“A partnership of five organisations, including the Church of England and Natural England, is seeking Heritage Lottery Funding for a five year project to support the creation of a national support network for churches that have bat related issues. The outcome of the bid for funding will be known in March.”

That is an incredibly long timescale. Why can the funding not be provided directly by the Government now? Why do we need to go to the Heritage Lottery Fund to try to get it? Why will it take a similar length of time to the duration of the last world war to come up with a solution, if indeed that funding is available? Why, for all the talk, are we not able to do more, more quickly, to resolve what is for many churches and places of worship a really serious issue?

The seriousness of the issue is recognised in the material that has been produced by the Bat Conservation Trust and the University of Bristol. The Bat Conservation Trust has identified a number of case studies of churches where the problems with bats have been mitigated, rather than resolved. It also sets out in detail all the problems that bats can cause in churches, such as droppings and urine, health concerns, what happens when they fly inside churches and the problems that they can cause when building and conservation projects are under way in churches.

The Bat Conservation Trust has a helpful brief entitled “Solutions to bat issues in churches”, and it answers certain questions such as “Why can’t I get rid of bats in my church? What can I do about bat droppings in my church? Why do churches have to foot the bill for bat conservation? What help is available to churches with bats?”, and so on. It is clear from the way that those questions are asked that we are a long way short of finding a solution to this intractable problem that is causing an enormous amount of concern to churches.

In the previous debate my hon. Friend the Member for Shipley referred to the fact that it is not just churches that are affected by this issue. The Bat Conservation Trust took up my response to that intervention, in which I said that we should perhaps start with just one small area, such as churches. The fact that I then contemplated the possibility that we might extend that provision to other buildings caused an enormous amount of angst among members of the Bat Conservation Trust, and it placed a riposte on its website. My point is that we have to start somewhere and try to get some urgency into the matter.

I pay tribute to the hon. Member for Leeds West (Rachel Reeves) for her powerful speech in which she made a very strong case for the unique status of Leeds and its importance as a city—and, indeed, as the hub of a whole city region. That is the nub of the discussion that we are having today. We must strike the right balance between the unique needs of Leeds and being fair across the country to many other communities. I absolutely agree with the hon. Lady that Leeds is unique in many ways and requires unique treatment. I will try to come back to that point, hopefully with some good news, at the end of my speech.

Let me develop a few points to put the whole matter in context. Clearly, the challenge that we face in dealing with a floods budget—it does not really matter how much money a Government have—is being fair across the country and trying to find a way of looking different communities in the face and explaining why we are investing in one place rather than another. There are 250,000 houses in the Humber which are below the mean sea level. If the water were to over-top the defences there, there would be a national emergency. In 1953-54, 400 people were killed there. An investment of £80 million in the Humber would protect 50,000 homes.

The challenge that Leeds faces—we can go back in time to the shadow Foreign Secretary’s involvement with this between 2008 and 2011—involves that funding formula, and getting the right balance between the hon. Lady’s good points about Leeds’s enormous importance as one of our great cities, and the number of houses protected and the level of protection offered to them. I defend the Environment Agency because I think that it works transparently and straightforwardly, and it has always clearly explained how its decisions are made. However, I agree that it is time to look again at Leeds for reasons that I shall come on to later.

I also pay huge tribute to the people of Leeds for their response to this extraordinary event. As the hon. Lady pointed out, flooding of this sort has not occurred on the Kirkstall Road since 1866, so it was very unusual. The 24-hour, 48-hour and monthly rainfall records were broken. In addition to the 1866 flooding, there was flooding on the Kirkstall Road in 1946, but with the exception of those two cases, we have not seen an event of anything like this sort, which was why the historical decision was taken to invest south of the train station. It is absolutely right that £10 million of the £44 million investment has come from Leeds City Council, but that was not the only source of funding. The Department for Environment, Food and Rural Affairs has put £23 million into flood defences in Leeds. All the protection that covers Asda and the Royal Armouries, and the work on the movable weir and the canal, was done not on the basis of the traditional formula, but through our growth fund, because we recognise the unique importance of Leeds and its real importance to the broader economy.

We should pay tribute to the shadow Foreign Secretary for his work to make that innovative scheme possible. From the first installations of weirs in 1699 right the way through to 1816, as the canal network developed, the large concern was how to keep water in the centre of Leeds for navigation and to power the wool industry. Those weirs therefore existed to keep water back. There are still navigation needs in Leeds, which means that there has to be a way in which those weirs can remain when the water is low, but we now have a kevlar solution that allows us to demount them and to let the weirs down so that the water can come out. Furthermore, the important Knostrop scheme will benefit constituents further upstream. By taking away the distinction between the canal and the river, we are essentially creating a catchment lagoon downstream that will benefit people a long way beyond the upper walls.

Let us move on from the past because we need to think about the future. The hon. Lady said that she had a good meeting with the Secretary of State. I do not think that I am sharing any secrets when I say that the Secretary of State is genuinely moved by what happened in Leeds. I believe that her parents live there and she is committed to the city. She cares about proving that something can be done in Leeds, so I hope that the hon. Lady sensed that during their meeting.

A cross-party case needs to be made, because we will need to have difficult conversations with other communities throughout the country to explain why we are acting in such a way, but we will build a case together exactly along the lines of what the hon. Lady set out. We need to point out that Leeds is the UK’s second, third or fourth largest city, depending on where we put the boundaries. It certainly has the second largest legal centre in the United Kingdom after London. It is one of our leading financial centres, with an economy worth £54 billion. It is an extraordinary transport hub. It has, after London, the second or third busiest commuter train station in the United Kingdom with 140,000 people a day passing through it. If we get this right, there is enormous potential in Leeds for not only existing businesses, but development land. With its many brownfield sites, Leeds has more potential than almost anywhere else that one can think of for the development of new businesses. The headquarters of businesses such as Asda and Direct Line are in Leeds city centre.

Over the next six years, we will invest £2.3 billion in flood defences, and the £44 million for Leeds, or at least our contribution to that, forms part of that investment. To make this new argument, which I am fully behind, we need to focus on a different kind of economic case—not the traditional formula, but a case about how a northern powerhouse requires a great northern city. If we get this right, there could be huge economic benefits, as well as in terms of amenities, because people coming to see the river and canal could bring benefits similar to those experienced by cities such as Newcastle.

We are keen to work with Leeds City Council, and the Environment Agency had another meeting with it yesterday. May I break with protocol, Madam Deputy Speaker, and ask whether the shadow Minister intends to speak, or whether I can take a couple of minutes to develop my argument?

I thank my hon. Friend for making that important point. We are concerned in my constituency that, if we do not do something about the problem of insurance, we will end up with abandoned streets that might as well be demolished. In fact, some local residents are so distressed that they have asked whether the Government would consider buying their houses and knocking them down because it would be cheaper and less stressful than building a flood barrier.

What help will the Government give my constituents in this position? They are honest, hard-working, decent people. Many have lost not just the contents of their homes, but their cars, and some have lost their livelihoods.

We were told that Flood Re was the answer after the previous floods, but it has been a fat lot of good to my constituents today. It is late—it is not expected to come in until next year; it is arbitrary and does not cover properties built after 2009, despite houses continuing to be built on floodplains, and it does not cover businesses. When people have insurance, the insurance companies are refusing to pay for resilience measures.

My constituents need help now. They need it quickly. Climate change is here—its effects can be seen in Cumbria. We need a Government who are serious about having a long-term strategy to prevent this from happening again. We need the money and resources to make that happen.

Order. Before I call the next speaker, I remind the House that the rules on interventions exist to allow debate to happen. It is right to intervene, and it is great for certain Members to be complimented by extremely senior members of their party—that has happened to some extent on both sides of the House this afternoon—but when the clock adds an extra minute for an intervention, it does not add any more minutes to the day or to the debate. It means that someone less fortunate in their placing on the list will speak for less time. I appreciate that there are many people whom Members would like to speak for less time, and many whom they would prefer to speak for more time, but one has to be careful about how that is managed.

I will come to that point shortly.

Let us look at the situation in the US, which is the second biggest emitter of carbon dioxide. According to the United Nations Intergovernmental Panel on Climate Change, the US has made great progress on reducing greenhouse gas emissions, and an important reason for that is its production of shale gas. Environmental campaigners such as Stephen Tindale of Climate Answers and the Labour shadow energy Minister, Baroness Worthington, have expressed support for fracking as a way to reduce carbon emissions but, crucially, only in conjunction with investment in carbon capture and storage and low-carbon energy generation, storage and distribution.

There is a shale gas application in my constituency. Having heard both sides of the debate over many months, I decided to visit Pennsylvania, where fracking has happened, to see whether it is possible to do it safely and in a way that does not industrialise the countryside. I believe that that is possible, but we need to paint a picture for local people to show them that. At the moment, we are losing the PR war with those who are simply against fossil fuels per se. Fossil fuels are going to remain part of the mix.

Our regulations are strong—they are certainly much stronger than those in the United States—but I believe that we need a lead agency and independent supervision of the regulations. I also believe that we need a local plan, so that residents can see how their area will change or, as I believe, not change. In my constituency, there are already 10 conventional gas well sites, and most of the residents do not even know where they are. The local producers say they will need another 10 more sites and, crucially, 950 wells. That scares people, but 10 more sites are relatively easy to screen. In my constituency, there are hundreds of pig and poultry farms whose visual impact is much greater than that of a fracked well site.

We must win the argument publicly, so that people can see that fracking will not change the nature of their countryside and that it can be done safely. We must proceed cautiously. We must produce the evidence, and ensure that the public have full access to that evidence, if we are to win the argument. We are in an age of wonderful technology and we can paint a picture through computer-generated images and time-lapse photography to show people how it is possible to move towards a much cleaner source of fossil fuels and to provide an important bridge to a carbon-free future.

Everybody else seems to have had notice of my speech before I ended up making it.

The progressive loss of suitable feeding areas through intensive gardening or inappropriate management of amenity grasslands are also major issues about which we can take action. When new garden fences are installed there are “hedgehog-friendly” options, such as a small hole so that hedgehogs do not become trapped in gardens, and I urge people to consider those in future. More than 36,500 hedgehog champions are campaigning to create hedgehog-friendly neighbourhoods. I have now volunteered to be one, and I am the 150th hedgehog champion from Plymouth to sign up to this excellent scheme.

I am sure, Madam Deputy Speaker, that you will want to know what you can do. Like me, you can sign up to be a hedgehog champion on the “Hedgehog Street”' website, where you can report sightings of hedgehogs on the “big hedgehog map”. Although it is not a scientific survey, it is an excellent way in which to engage the public, and I challenge as many right hon. and hon. Members as possible to sign up to the cause.

I am delighted to report that Saturday 21 November is the day of the hedgehog, and that hundreds of people are expected to descend on the International Centre, in the constituency of my hon. Friend the Member for Telford (Lucy Allan). I myself will be attempting to set up an all-party parliamentary group for hedgehogs, so that we can advance the cause of those prickly characters. If any Members are interested, I should be delighted if they contacted me on oliver.colvile.mp@parliament.uk. On the same day, the next report reviewing the four main surveys covering hedgehogs in rural and urban areas will be released. It must be remembered that hedgehog numbers are a good indicator of the state of the natural environment, which is why these creatures are so important to the United Kingdom’s ecology.

I think that there is more to be done, and I have therefore suggested to the Chairman of the Environment, Food and Rural Affairs Committee, my hon. Friend the Member for Tiverton and Honiton (Neil Parish), that it should hold an inquiry into how we can save hedgehogs.

I hope that I have set out the case for hedgehogs clearly, Madam Deputy Speaker, and that you too will become a hedgehog supporter. Now is the time to increase the public’s awareness of the plight of these plucky characters. I trust that the aforementioned Mrs T would be delighted that someone is taking up this important cause.

This is an important reminder that things that matter enormously to our civilisation, our society and our hearts—such as the hedgehog—have to be in the right place. In New Zealand, hedgehogs are considered an extremely dangerous invasive species that has to be removed for the same reasons that people in Scotland are having to think about controlling them there. It does not matter whether we are talking about badgers, hedgehogs or Arctic terns—it is a question of what place they should occupy.

Finally—and, I think, more positively—what the hedgehog really represents for us is an incredible symbol of citizen science. The energy that my hon. Friend the Member for Plymouth, Sutton and Devonport has brought to the debate is a great example of British, or perhaps English, eccentricity, and it is on the basis of English eccentricity that our habitat has been preserved. Gilbert White, the great 18th century naturalist, was himself an immense eccentric. It has been preserved thanks to eccentrics such as my hon. Friend and, perhaps most famously of all, Hugh Warwick, the great inspiration behind the British Hedgehog Preservation Society. He has written no fewer than three books on the hedgehog, and he talks very movingly about staring into the eyes of a hedgehog and getting a sense of its wildness from its gaze. These enthusiasts connect the public to nature, sustain our 25-year environment programme and contribute enormously to our scientific understanding of these animals. This is true in relation to bees, to beavers and in particular to Hugh Warwick’s work on hedgehogs. I am also pleased that the hon. Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) mentioned national hedgehog day in an earlier intervention.

Ultimately, we need to understand that the hedgehog is a very prickly issue. The reason for that is that my hon. Friend the Member for Plymouth, Sutton and Devonport has raised the question of adopting the hedgehog as our national symbol. Some hon. Members will remember that the hedgehog was used by Saatchi & Saatchi in an advertising campaign for the Conservative party in 1992 general election. We should therefore pay tribute to the hedgehog’s direct contribution to our election victory in that year. But I would like to challenge my hon. Friend’s assertion that the hedgehog should become our national symbol. I ask you, Madam Deputy Speaker, as I ask those on both sides of this House, because this question concerns not only one party, but all of us: do we want to have as our national symbol an animal which when confronted with danger rolls over into a little ball and puts its spikes up? Do we want to have as our national symbol an animal that sleeps for six months of the year? Or would we rather return to the animal that is already our national symbol? I refer, of course, to the lion, which is majestic, courageous and proud.

If I may finish with a little testimony to my hon. Friend and to those innocent creatures which are hedgehogs, perhaps I can reach back to them not as a symbol for our nation but as a symbol of innocence to Thomas Hardy. He says:

“When the hedgehog travels furtively over the lawn,

One may say, ‘He strove that such innocent creatures should come to no harm,

But he could do little for them; and now he is gone.’

If, when hearing that I have been stilled at last, they stand at the door,

Watching the full-starred heavens that winter sees,

Will this thought rise on those who will meet my face no more,

‘He was one who had an eye for such mysteries’?

It is strange that I should have views on both this Bill and the one that preceded it. I entirely support this Bill, which does something necessary and helpful.

Amendment 1 clarifies the definition of “horse” in clause 1. I just suggest that it should, as the Welsh equivalent Bill does, make it clear that the word “horse” includes ponies and jennets.

I am not trying to be clever or unhelpful, but I do think that the normal definition of a horse would include anything that was of the same species as a horse—that is to say equus ferus caballus—which ponies and jennets are. Donkeys are separately identified because they are not the same species. They are equines, but they are equus africanus asinus, if I remember correctly, and therefore they have to be defined separately, but—

I congratulate the hon. Member for Stoke-on-Trent South (Robert Flello) on securing this timely debate.

I refer Members to the Environment, Food and Rural Affairs Committee report on dog control and welfare and the Government response to it, and in welcoming the Minister, my hon. Friend for Camborne and Redruth (George Eustice), to his position, may I add that I hope his views have not changed too much since he contributed to that report? I also support the comment of the hon. Member for Stoke-on-Trent South that a review of existing legislation is needed.

In the limited time available, I want to make some brief points. The hon. Gentleman highlighted the role of self-regulation, but I am slightly confused as to why he put so much emphasis on pet shops, because my understanding is that they are the one part of the trade that is pretty much regulated; the evidence we received in our report, which was published together with our recommendations, suggests that the Pet Animals Act 1951 pretty much covers that. Perhaps the Minister will say whether he has had any representations that the Act should be improved or reviewed.

I would also like the Minister to update us on the Government’s response to our report: are the Government working with the Pet Advertising Advisory Group on the issue of sales of pets online, and, in particular, are they supporting the work to develop a voluntary code of practice? If the voluntary code is to succeed, it must have good animal welfare at its heart.

The message from the House today should be that there is a role for self-regulation. Any responsible potential dog or cat owner should not be buying puppies or kittens where the mother is not present. That is so self-evident that I wonder whether we need not to legislate on it but simply to go out and educate the public.

I congratulate all the charities involved. They briefed the Select Committee in the context of our report, and it is important to recognise their work, although the following is not an exhaustive list: Blue Cross in my constituency; Battersea Dogs & Cats Home; the Dogs Trust; the Dog Rescue Federation; the wonderfully and aptly named Four Paws. I also want to pay tribute to those who fund these charities. In doing so, they are taking many stray dogs and cats off our streets.

I am asking the Minister today to tackle the rogue backstreet breeders and the rogue importers who import animals from puppy farms across the European Union. I hope that he will take this opportunity to update the House on internet advertising and on the voluntary code. Each and every one of us must do everything possible to discourage irresponsible dog breeders, and we need to set a lower threshold for licensing breeders.

I would also like to ask the Minister whether his views have changed since he made his positive and welcome contribution to our discussions when adopting our report on dog control and welfare. Does he, for example, still hold to the view that, under the legislation, five litters a year should be the maximum, because a bitch would not be in a good enough state to have any more? That was his personal view at that time, and we benefited from his sterling contribution to our report. Has his view changed since he was with us on the Committee? I remind the House that the Committee’s conclusion was that five litters a year was too many. We recommended that a requirement to breed no more than two litters a year should be written on the face of the licence. Also, we would like to support better publicity for puppy contracts.
